Barangay Tanods in Agsur receive protective gears from PGAS

AGUSAN DEL SUR -- The Provincial Government of Agusan del Sur (PGAS) distributed a total of 1,882 protective gears to barangay tanods provincewide to help them perform their duties safe and secure even during bad weather condition.

Dubbed as Team Eddiebong, the group of provincial officials led by Gov. Santiago Cane Jr., hopped from one municipality to another for three days in order to safely deliver the protective gears to the recipients through their respective local chief executives.

Each set of the protective gear iincludes a raincoat, reflectorized vest, flashlight, handcuff and whistle.

“Being trusted to perform as barangay police and at the same time responder during calamities, these barangay tanods work unconditionally even in bad weather. It is just fitted that they are provided with protective gears so  they can also protect themselves from bad weather and most especially from harm if ever they will be attacked by some unscrupulous individuals in the performance of their duty,” Gov. Cane said.

Led by Gov. Cane, the team was composed of Vice Gov. Samuel Tortor, SP members Avalota Cejes, Joseph Plaza, Gina Ceballos, Edwin Elorde, Cesar Alonde, Allan Lim, Glen Plaza, Edgar Ga and Pablo Plaza.

During the first day of distrribution on February 8, 2023, the team covered the far flung municipalities of La Paz, Loreto Veruela, Sta. Josefa and Trento. On February 9, they were at the municipalities of Sibagat, Esperanza, San Luis Talacogon Prosperidad and the city of Bayugan.  On the last round of the team’s route were the municipalities of Bunawan, Rosario and San Francisco.

Agusan del Sur has a total of 5,182 barangay tanods and many failed to receive their protective gears. But while the items cost the provincial government some amount of money, Gov. Cane said they will find ways and means so that every barangay tanod will have his own protective gear.  (David M. Dili matupngan ang kalipay nga among gibati karon tungod sa mga farm machineries nga among nadawat karon. Arang namo gayud kaswerte. (We cannot fathom the joy that we felt right now because of the farm machineries we just received from DAR. We are just very lucky),” exclaimed Dionesia Gonzales, chairperson of San Pedro Agrarian Reform Beneficiaries Cooperative (SPARBECO) of Brgy. San Pedro, municipality of Alegria in Surigao del Norte.

The distribution of said machineries is through the DAR’s Sustainable and Resilient Agrarian Reform Community (SuRe-ARC) Project under the Climate Resilient Farm Productivity Program.

(The machineries are of really big help to us in terms of harvesting our fam produce and hauling of the same),” said Gonzales.

SPARBECO received one unit of rice combine harvester in 60 horsepower and one unit hauling truck, a 6-wheeler 14-footer drop side, with a combined cost of P2,942,880.

Meanwhile, Matin-ao Agra Farmers Multi-purpose Cooperative (MAFAMCO) of Brgy. Matin-ao, Mainit, Surigao del Norte also received one unit of four-wheel drive tractor in 35 horsepower that costs P1,866,000.

Magamit gyud namo og dako sa among pagpanguma ang gihatag sa amo karon nga tractor kay dili na kami magdaro sa among mga basakan. Dako gyud kini og tabang sa amoa. (We can really utilize the tractor in our land preparation because we don’t have to do manual labor anymore. It really is indeed a very big help),” said Janito Salar, chairperson of MAFAMCO.

Salar assured that they will take good care of the tractor so that it will be sustainably efficient and effective.

“The provision and extension of these agricultural machineries is our commitment to our beloved agrarian reform beneficiaries and our assisted ARB organizations that DAR will be with them in every step of the way to help them achieve sustainable livelihood, increased household income, and improved quality of life,” quipped Maria Elizabeth de Guzman, the Provincial Agrarian Reform Program Officer II of DAR-SDN.

BUTUAN CITY -- The Department of the Interior and Local Government (DILG) Caraga in partnership with the Philippine Normal University (PNU) conducted the Utilization Conference in the implementation of the Citizen Satisfaction Index System (CSIS) at the Municipality of Trento, Agusan del Sur on February 7, 2023 at the SB Session Hall, Legislative Building, Trento, Agusan del Sur.

The Municipality of Trento, Agusan del Sur is the lone LGU recipient of CSIS in CY 2022 in Region XIII – Caraga with the Philippine Normal University (PNU) as the Local Resource Institute (LRI) to conduct the survey and prepare the Citizen Satisfaction Report.

In his message during the Utilization Conference, Asst. Regional Director Donald A. Seronay, Officer-In-Charge of DILG-Caraga told the LGU that the Utilization Conference is the part where they will be informed on the level of appreciation and satisfaction of the community on the performance delivery of the Municipality and hear their needs based on the quality of services they received as a resident of Trento.

Seronay further added that aside of using the results to improve local service delivery and address these gaps in all governance areas, such as Health, Support to Education, Social Welfare Services, Governance and Response, Public Works and Infrastructure, Environmental Management, and Economic and Investment Promotion, the result will also be utilized in the Seal of Good Local Governance (SGLG) which is now a law.

Dr. Bert J. Tuga, President of the PNU – Mindanao was represented by Dr. Elvira Chua, PNU  Executive Director and Provost who expressed her warm congratulations to the municipality for getting a High Satisfaction rate for all the Service Areas.

In the presentation of the Citizen Satisfaction Report, Dr. Randy Robles, the Program Manager of PNU for CSIS highlighted that only three (3) out of the seven (7) service areas are in High Need for Action. These are Social Welfare Services, Governance and Response, and Public Works and Infrastructure.

The CS Report, containing the CSIS survey results and its findings and recommendation, was formally turned-over by PNU to Municipality of Trento, Agusan del Sur and DILG Region XIII – Caraga on the same event.

Mayor William E. Calvez of Trento, Agusan del Sur expressed his assurance that the LGU through its local functionaries and officials to address and properly respond to the needs of their constituents, particularly on the services areas that were reported for a High Need for Action.

The CSIS Utilization Conference culminated with the signing of the Pledge of Commitment by the Mayor, Local Officials and functionaries, DILG Field Officer and Civil Society Organizations (CSOs).

CSIS implementation is in consonance with the Department’s sustained commitment towards widening the spaces for participation in local governance where citizens and civil society organizations (CSOs) are made capable of exacting accountability from local authorities on service delivery performance through a mix of quantitative and qualitative research methods through face-to-face interviews with residents randomly sampled from the barangays of the target LGUs on their awareness, availment, satisfaction, and gauge on the need-for-action of services across various areas.

It is a citizen-centered performance management tool where citizens are given the voice to measure and assess LGU performance and service delivery. (Florian Faith Jr. P. Bayawa, LGOO VI, DILG-Caraga/PIA-Agusan del Sur)

"Without strong ties with the authorities and government agencies at the national level, there is difficulty in collaboration with the same entities down to the regional level. That's why it's necessary to closely coordinate properly with the concerned agencies as we deliver our humanitarian mission," ani Michel.

"With the International Humanitarian Law, everyone's rights should be respected and protected. We help those in the government and those on the other side. We see to it that we are able to protect their lives,” dagdag ni Michel.

"If you see us roaming around your community, we are bringing help to people and we look forward to having good working relationships as well with our partners,” banggit ni Dzanic.

(JPG/PIA-Caraga)
