DILG Caraga, PNU conduct CSIS Utilization Conference in AgSur town

BUTUAN CITY -- The Department of the Interior and Local Government (DILG) Caraga in partnership with the Philippine Normal University (PNU) conducted the Utilization Conference in the implementation of the Citizen Satisfaction Index System (CSIS) at the Municipality of Trento, Agusan del Sur on February 7, 2023 at the SB Session Hall, Legislative Building, Trento, Agusan del Sur. 

The Municipality of Trento, Agusan del Sur is the lone LGU recipient of CSIS in CY 2022 in Region XIII – Caraga with the Philippine Normal University (PNU) as the Local Resource Institute (LRI) to conduct the survey and prepare the Citizen Satisfaction Report. 

 

In his message during the Utilization Conference, Asst. Regional Director Donald A. Seronay, Officer-In-Charge of DILG-Caraga told the LGU that the Utilization Conference is the part where they will be informed on the level of appreciation and satisfaction of the community on the performance delivery of the Municipality and hear their needs based on the quality of services they received as a resident of Trento. 

 

Seronay further added that aside of using the results to improve local service delivery and address these gaps in all governance areas, such as Health, Support to Education, Social Welfare Services, Governance and Response, Public Works and Infrastructure, Environmental Management, and Economic and Investment Promotion, the result will also be utilized in the Seal of Good Local Governance (SGLG) which is now a law.

 

Dr. Bert J. Tuga, President of the PNU – Mindanao was represented by Dr. Elvira Chua, PNU  Executive Director and Provost who expressed her warm congratulations to the municipality for getting a High Satisfaction rate for all the Service Areas. 

 

In the presentation of the Citizen Satisfaction Report, Dr. Randy Robles, the Program Manager of PNU for CSIS highlighted that only three (3) out of the seven (7) service areas are in High Need for Action. These are Social Welfare Services, Governance and Response, and Public Works and Infrastructure. 

 

The CS Report, containing the CSIS survey results and its findings and recommendation, was formally turned-over by PNU to Municipality of Trento, Agusan del Sur and DILG Region XIII – Caraga on the same event.

Mayor William E. Calvez of Trento, Agusan del Sur expressed his assurance that the LGU through its local functionaries and officials to address and properly respond to the needs of their constituents, particularly on the services areas that were reported for a High Need for Action.

 

The CSIS Utilization Conference culminated with the signing of the Pledge of Commitment by the Mayor, Local Officials and functionaries, DILG Field Officer and Civil Society Organizations (CSOs).

 

CSIS implementation is in consonance with the Department’s sustained commitment towards widening the spaces for participation in local governance where citizens and civil society organizations (CSOs) are made capable of exacting accountability from local authorities on service delivery performance through a mix of quantitative and qualitative research methods through face-to-face interviews with residents randomly sampled from the barangays of the target LGUs on their awareness, availment, satisfaction, and gauge on the need-for-action of services across various areas.
