was the keynote speaker in the ceremony where the formal declaration was made.
Other high-profile personalities who attended the ceremony were Department of the Interior and
Local Government (DILG) Secretary Benjamin C. Abalos Jr., National Task
Force to End Local Communist Armed Conflict (NTF-ELCAC) Executive Director
Ernesto C. Torres Jr., and General Romeo B. Brawner Jr., chief of staff of the Armed

defense secretary shared the instruction of President Ferdinand R. Marcos Jr.
to create a multi-threat arm force that will be capable of addressing both
internal and external threats. <o:p></o:p></span></span></p>
<p class="MsoNormal" style="line-height: normal; margin-bottom: 0in; text-align: justify;"><span style="font-size: 12pt;"><span style="font-family: helvetica;">“Today,
our main focus is to re-orient, re-train, re-equip, and re-strategize how the
department and the armed forces manage and do things. We are expecting
the DILG, with direct contact on governance, to allow the armed forces greater
latitude to do its principal mission of defending our territorial integrity and
sovereignty rights of the State,” Teodoro added.</span></span></p><p class="MsoNormal" style="line-height: normal; margin-bottom: 0in; text-align: justify;"><span style="font-size: 12pt;"><span style="font-family: helvetica;">DILG Sec.
Abalos highlighted the activity by welcoming the 37 FRs who chose peace and
returned to the government, stating, “Every week rebels surrender to the
government because of the strong collaboration of the local government units
and other government agencies."</span></span></p>
<p class="MsoNormal" style="line-height: normal; margin-bottom: 0in; text-align: justify;"><span style="font-size: 12pt;"><span style="font-family: helvetica;">He
emphasized that collaboration should not end during the surrender of the
rebels, reiterating that "we are mandated to help and take care of them
and to ensure they will have livelihood, their children can go to school, and
be equipped with the right skills to live a productive life."<o:p></o:p></span></span></p>
<p class="MsoNormal" style="line-height: normal; margin-bottom: 0in; text-align: justify;"><span style="font-size: 12pt;"><span style="font-family: helvetica;">The
friends rescued, who also composed the last batch of surrenderees in the
province of Surigao del Norte, received different financial assistance from the
government that will help them reintegrate smoothly into mainstream society.<o:p></o:p></span></span></p>
<p class="MsoNormal" style="line-height: normal; margin-bottom: 0in; text-align: justify;"><span style="font-size: 12pt;"><span style="font-family: helvetica;">Each of
them received a check for P65,000 from the DILG under its Enhanced
Comprehensive Local Integration Program (E-CLIP) as immediate financial and
livelihood assistance. Each also received hygiene kits, mosquito nets, and
vitamins from the Department of Health (DOH) Caraga, P10,000 from the Department
of Social Welfare and Development (DSWD), and another P5,000 from Surigao del
Norte Gov. Robert S. Lyndon Barbers.<o:p></o:p></span></span></p>
<p class="MsoNormal" style="line-height: normal; margin-bottom: 0in; text-align: justify;"><span style="font-size: 12pt;"><span style="font-family: helvetica;">In his
message, Torres of the NTF-ELCAC said, "We finally found the formula for
solving insurgency by looking into the root causes. It takes a long time, and
we thought that this day of reckoning would remain a dream, but we are able to
do the impossible. And with the help of everyone, we have weakened the
guerrilla fronts in the whole of Mindanao. Thus, we express our heartfelt
congratulations to Surigao del Norte province, as it is a testament to good

HIV/AIDS remains a sensitive concern, and there is still social stigma. Most of
them opted to stop the treatment because they were afraid that their identity
would be revealed and this would worsen their health condition; thus, we came

personnel is accountable for any violations and takes ownership and
responsibility for the patient's profile and privacy as the rider is

stable supply of ARV from DOH and LGU funding, so there is no more reason why

learners were affected by the recent armed encounter between the government
forces and the communist terrorist groups (CTG) in the neighboring area of

deployed a total of 17 social workers, assisted by 13 interns led by DSWD
Caraga’s retained community-based services head Michael Andohuyan, to provide
PFA to the students, together with the teachers of Doña Telesfora Elementary

CITY, Surigao del Sur (PIA)</b> -- The city government of Tandag successfully
launched the grand celebration of the National Women's Month in the city,
embracing the empowering theme, “Lipunang Patas sa Bagong Pilipinas: Kakayahan
ng Kababaihan, Patutunayan,” on March 11 at the Vicente Pimentel Gymnasium in
Tandag City.</span></p><p class="MsoNormal" style="line-height: normal; margin-bottom: .0001pt; margin-bottom: 0in; text-align: justify;"><span style="font-family: "Arial",sans-serif; font-size: 12.0pt;">After shades of violet filled the city streets in a motorcade, City Mayor
Roxanne Pimentel, together with City Vice Mayor Eleanor D. Momo, ably

Panlungsod members John Paul C. Pimentel and Gay Geraldine G. Tan, actively led
the celebration and honoring of Tandaganon women during the opening ceremony. <br />

In her keynote speech, Atty. Allen L. Montenegro-Gasulas, assistant city
prosecutor of Tandag City, recounted the struggles that women faced in securing
their basic rights and emphasized the 1911 Triangle Shirtwaist Factory Fire
Incident in New York City saying, “the incident ultimately paved the way for
the recognition of the rights of women that we enjoy today. Indeed, a good plan
for the future demands a good grasp and understanding of the past.”<br />

A comprehensive State of Women's Address was then given by Mayor Pimentel,
where she enumerated the various projects and privileges being enjoyed by the
women in Tandag City. She also presented her visionary roadmap on women
empowerment, inclusivity, and equal opportunities, and culminated with the

barangay local government units (BLGUs) with their senior citizens federation,
persons with disability federation, violence against women (VAW) desk officers,
children development workers, barangay health workers, barangay nutrition
scholars, Sangguniang Kabataan council and women cooperative groups.<br />

“Kalandrakas” followed shortly after the ceremony, where free services from the
city offices on health and nutrition, while the mayor ‘s office provided
free haircut and the RCP group's free massage were also given to the general
public.<br />

Winners were also awarded in their participation in the dance and singing
contests, including the competition on Kinilaw and Ginataang Gulay with Root
Crops Making, which added an extra layer of joy to the grand celebration.<br />

the surrenderees were identified as Bernabe Limbaga Pamad alias “Depor,”
squad leader of Squad 3; Ronel Bagnol Estaño alias “Lito,” squad leader of
Squad 2; Maryjoy Jacento Cuarteron alias “Grey,” medic of Squad 2; and
Lito Quinones Montenegro alias “Judge,” member of Squad 2.</span></p>
<p class="MsoNormal" style="line-height: normal; margin-bottom: .0001pt; margin-bottom: 0in; text-align: justify;"><span style="font-family: Arial, sans-serif; font-size: 12pt;">Igdalino
shared that both of them were under Platoon 1, the Weakened
Guerilla Front 30 (WGF30), North Eastern Mindanao Regional Committee
(NEMRC).</span></p>

signify their commitment to end their armed struggle, they surrendered one
AK47 rifle and one al. 45 pistol with magazines and live ammunition,” the

the decision of the surrenderees was driven by the hardships they faced
and encountered in the hinterlands in evading the government troops. With
the knowledge that the government forces treat the surrendered NPAs
humanely.</span></p>
<p class="MsoNormal" style="line-height: normal; margin-bottom: .0001pt; margin-bottom: 0in; text-align: justify;"><span style="font-family: Arial, sans-serif; font-size: 12pt;">The
surrenderees also have knowledge on the government’s comprehensive plan for all
surrendered rebels to have a fresh start with the support of the government
programs and benefits of the Enhanced Comprehensive Local Integration
Program (E-CLIP), they chose to surrender.</span></p>
<p class="MsoNormal" style="line-height: normal; margin-bottom: .0001pt; margin-bottom: 0in; text-align: justify;"><span style="font-family: Arial, sans-serif; font-size: 12pt;">The series
of surrenders made by the CTG members in Surigao del Sur manifested the
effective collaborative efforts of the various government instrumentalities and
the strong support of the civil society organizations in resolving the
root causes of the insurgency problem.</span></p>
<p class="MsoNormal" style="line-height: normal; margin-bottom: .0001pt; margin-bottom: 0in; text-align: justify;"><span style="font-family: Arial, sans-serif; font-size: 12pt;">The 36IB
remains committed to its effort to foster peace and
reconciliation, encouraging other members of armed groups to consider a
similar path toward reintegration into the mainstream of society.</span></p>
<p class="MsoNormal" style="line-height: normal; margin-bottom: .0001pt; margin-bottom: 0in; text-align: justify;"><span style="font-family: Arial, sans-serif; font-size: 12pt;">Lt.Col.
Vincent M Viray, commanding officer of 36IB, commended their decision
to return to the fold of the law and said, “they made a wise decision to
surrender.” </span></p>

official emphasized that the steps they made will prevent the unfortunate
and unnecessary loss of lives like what happened to their comrades in

Philippines – New People’s Army - Terrorists (CNTs) voluntarily surrendered
with three firearms on March 5, 2024, through the joint efforts of the 75th
Infantry (Marauder) Battalion and the 2nd Scout Ranger (Second to None)
Battalion.<br />

According to 75IB Civil Military Operations chief Lt. Jezreel Bajar, two CNTs
are from Regional Sentro-de-Gravidad, while the other three CNTs are from the
Dismantled Guerilla Front 19 (DGF19), both of the North Eastern Mindanao
Regional Committee (NEMRC).<br />
<br />
The rebels accordingly were identified as alias Rodney, Ella, Goma, Trojan, and
Zac. They brought with them one M653 rifle, one KG 45, and one improvised
carbine rifle.<br />
<br />
Based on the interview with the surrenderees, they decided to surrender due to
the relentless military operations, exhaustion, and hunger. Accordingly, they
realized that they were just being used by the terrorist group for the
self-interest of their leaders.<br />
<br />
The surrenderees believed that the government will guide, and help them return

a device called an atmospheric water generator (AWG) system to harvest water
from the air as the office’s remedy for water scarcity, especially with the

company that extracts clean drinking water from the air, offering a reliable
and renewable source of water in the face of potential shortages.<o:p></o:p></span></p>

designed for large-scale production, capable of generating up to 250 to 300
liters of clean water daily. Each water block can generate up to 10-12 liters

guerilla front 30 (WGF30) and the Regional HQ (RHQ) of the Northeastern
Mindanao Regional Committee (NEMRC) simultaneously surrendered on Saturday,
March 9, 2024, to the 29th Infantry Battalion in Agusan del Norte and the 36th
Infantry Battalion in Surigao del Sur, both under the operational control of
the 901st Infantry Brigade.</span></span></p>
<p class="MsoNormal" style="line-height: normal; margin-bottom: .0001pt; margin-bottom: 0in; text-align: justify;"><span style="font-size: 12pt;"><span style="font-family: helvetica;">The CNTs, who became seriously tired and exhausted, expressed their
desire to reunite with their families. </span></span></p>
<p class="MsoNormal" style="line-height: normal; margin-bottom: .0001pt; margin-bottom: 0in; text-align: justify;"><span style="font-size: 12pt;"><span style="font-family: helvetica;">There were five CNTs from the RHQ NEMRC surrendered to Lieutenant
Colonel Cresencio Gargar of 29IB, who go by the names Maria Sila Galupo a.k.a.
Rod, Hanah Sarah Galupo a.k.a. Jane, Narlyn Conseugra a.k.a. Nadine, Manuel
Nakira Jr. a.k.a. Nickel, and Urily Nakila a.k.a. Jean, who handed over their
issued four firearms, which include two (2) M16 rifles, one AK47 rifle,
and one grenade launcher. On the same day, four CNTs from the WGF30 surrendered
to Lieutenant Colonel Vincent Viray of 36IB, namely Bernabe Pamad, a.k.a.
Depor, Ronel Estano, a.k.a. Lito, Mary Koy Cuarteron, a.k.a. Grey, and Lito
Montenegro, a.k.a. Judge, along with two firearms including one AK47 rifle and
a caliber 45 pistol.</span></span></p>
<p class="MsoNormal" style="line-height: normal; margin-bottom: .0001pt; margin-bottom: 0in; text-align: justify;"><span style="font-size: 12pt;"><span style="font-family: helvetica;">Said CNTs escaped from their groups due to fear of being hit by the
continuous combat operations. Brigadier General Arsenio Sadural,Brigade
Commander of the 901st Brigade, said that the massive surrender is a
demonstration that the NEMRC is on the brink of collapse. He emphasized that
the convergence of efforts by the government agencies in combating insurgency,
along with the localized peace engagements, are the keys to this
accomplishment. Along with the unending combat operations, CTGs no longer have
a place to go, thus they end up surrendering rather than facing death.</span></span></p>
<p class="MsoNormal" style="line-height: normal; margin-bottom: .0001pt; margin-bottom: 0in; text-align: justify;"><span style="font-size: 12pt;"><span style="font-family: helvetica;">“These remaining CNTs have no other option than to surrender to the
