Systematic preparation results to a safe, peaceful, orderly 30th Naliyagan Festival in AgSur

PROSPERIDAD, Agusan del Sur – Through the efforts of the Agsuan del Sur Police Provincial Office (ADSPPO) personnel headed by Police Colonel Jovito C Canlapan, Acting Provincial Director, resulted to a peaceful and orderly conduct of 30th Naliyagan Festival. Preparations were made a month before the said festival, including the Final Security Deployment Briefing.

A total of 378 security forces were deployed inside and outside the area of Naliyagan Cultural Center, Patin-ay, Prosperidad, Agusan del Sur, to include the following stakeholders: Armed Forces of the Philippine Army (AFP), Bureau of Fire Protection (BFP), Bureau of Jail Management and Penology (BJMP), Agusan del Sur Provincial Correctional and Security Management Office (PCSMO), local government unit (LGU) Tanods and Traffic personnel, Provincial Medical Teams and Provincial Disaster Risk Reduction and Management Office – Search and Rescue Agusan Sur (SARAS) Team.

DA, BFAR launch fuel discount in Caraga Region

BUTUAN CITY -- The Department of Agriculture - Bureau of Fisheries and Aquatic Resources (DA-BFAR) Caraga, with the DA Caraga, officially rolled out on Tuesday, June 21, the Fuel Discount for Farmers and Fisherfolk (FDFF) Program in Caraga Region.

At least 114 qualified fisherfolk beneficiaries from Butuan City, Buenavista, and Carmen, Agusan del Norte received the intervention during the launching in Butuan City. Each received Php3,000.00 worth of discount which can be used by the beneficiary in purchasing fuel from accredited and participating fuel stations/retail outlets.

DA-BFAR Caraga Regional Director Nilo Selim Katada, stressed that the program is one of the government's initiatives to support the fishermen in times of crisis. The FDFF Program, created through the General Appropriations Act of 2022, aims to mitigate the effects of the global economic challenges brought by the Ukraine crisis, such as the increasing prices of fuel.

BFAR Regional Focal Person for FDFF Program Edgardo P. Balambao, enjoined the recipients to utilize the intervention accordingly, particularly now that fuel price spikes from time to time. "May this initiative truly help the farmers and fisherfolk as they continue to thrive along the way," he said.

The DA-BFAR Caraga targets to provide fuel discount to 2,186 qualified fishermen all throughout the region. A fisherman must be registered in the Fisherfolk Registration System (FishR) and owns/operates a functional motorized boat enrolled in the Municipal Fishing Vessel and Gear Registration System (BoatR) to qualify.

Two resolutions to support Child Labor Elimination passed in Caraga region

BUTUAN CITY -- The Caraga Regional Tripartite Industry Peace Council (CRTIPC) has approved two resolutions strengthening the campaign against child labor, during its 2nd Quarter meeting held recently at Watergate Hotel, this city.

These are CRTIPC Resolution No. 04, series of 2022 or the “Adoption of Child Labor Awareness Campaign in Celebration of World Day Against Child Labor”, which urges private establishments, national government agencies, social partners, civil society organizations, including schools, youth, and women’s groups as well as the media to support the campaign against child labor. 

These organizations are also encouraged to display posters, tarpaulins, and other anti-child labor information materials in the most conspicuous places of their establishments, websites, and social media accounts. They are also invited to join the #RaiseYourHandsForKids challenge. The challenge is done by drawing a big smiley face on one’s palm, raising one’s hand, taking a photo of oneself, and posting the photo on social media with the hashtag #RaiseYourHandForKids. It is a simple way to express one’s support and raise awareness without launching  a speech about child labor.

The other is CRTIPC Resolution No. 05, series of 2022 that seeks to “Intensify and Strengthen Advocacy and Awareness-Raising on Child Rights and Prioritize Provision of Education and Social Services to Child Laborers and their Families in Bayugan, La Paz, and Loreto”. In this resolution, La Paz, Loreto, and Bayugan are given priority in the provision of necessary education and social services due to the high incidence of out-of-school youth and school dropouts in the identified areas. 

With this development, Regional Director Joffrey Suyao of the Department of Labor and Employment (DOLE) Caraga, thanked the tripartite partners in their commitment to sustain the department’s fight against child labor. “The approved resolutions are huge contributions to the department’s vision of a child-labor-free Philippines. Thank you for your strong commitment to keep our children in school and away from child labor,” he said.

Also present during the meeting were Regional Vice-Chair for Labor Sector, Mr. Rosauro O. Pepito from the Associated Labor Union-Trade Union Congress of the Philippines (ALU-TUCP), and the Regional Vice-Chair for Employer Sector, Ms. Cristina Hemdy R. Arcillas from the Butuan City Chamber of Commerce and Industry Foundation, Inc. (BCCCIFI).

Lokal na pamahalaan ng Agusan del Sur, binigyang-halaga ang mga iskolar ng probinsya

LUNGSOD NG BUTUAN -- Kalidad na edukasyon ang isa sa mga binibigyang prayoridad ng provincial government ng Agusan del Sur. Marami na ring estudyante ang nakapagtapos ng pag-aaral at ngayon ay nagseserbisyo na sa mga tanggapan ng probinsya.

Nasa mahigit 600 na ang iskolar ng provincial government para sa school year 2022-2023 na iprenisenta ni Governor Santiago Cane, Jr., kasabay sa selebrasyon ng 55th Foundation Anniversary sa Agusan del Sur.

Sa mensahe ni Representative Adolph Edward Plaza ng Agusan del Sur 2nd District, ibinahagi niyang nasimulan ang pagpapatupad ng Provincial Government of Agusan del Sur Scholars sa taong 2001 sa layong matulungang makapagtapos ng pag-aaral sa kolehiyo ang mga naghihirap na kabataan, at matulungan din ang kani-kanilang pamilya na makaahon sa hirap.

“Ito ang naisip na programa ng ating provincial government na alam nating makatutulong lalo na sa mga kabataan nating mahihirap,” banggit ni Plaza. 

Isa si Crisel Recio mula sa bayan ng San Francisco, sa mga mapapalad na naging scholar ng provincial government mula taong 2015 hanggang 2019. Ibinahagi niya ang hirap na kaniyang dinanas habang nag-aaral pa hangga’t matapos niya ang kanyang pag-aaral sa tulong at suporta ng gobyerno. 

Hindi rin hadlang ang pagiging mahirap dahil may mga programa ang pamahalaan para matugunan ang mga pangangailangan ng mga kabataan. Kailangan lang aniya ng tiyaga at pagsisikap para malampasan ang mga pagsubok at magtagumpay.

“Dahil sa scholarship, nagtapos po ako sa kolehiyo at nagging Cum Laude. Nakuha ko ang aking diploma at medal. Naisakatuparan na rin ang aking panagrap. Umaasa ako na dahil dito, magsilbi sana itong inspirasyon sa mas marami pang kabataan dito sa ating probinsya,” ani ni Recio.

Samantala, nataon sa nasabing okasyon ang pagbisita rin ni former presidential spokesperson, Secretary Harry Roque. Nanawagan din siya sa mga kabataan na huwag sayangin ang oportunidad na maging scholar.

2 NPAs killed, 3 firearms seized in AgNor clash 

BUTUAN CITY --  Two New People’s Army (NPA) rebels were killed during an encounter with the troops of 23rd Infantry (Masigasig) Battalion of the 402nd Infantry (Stingers) Brigade on 21 June 2022 at So Little Baguio, Brgy Consorcia, Las Nieves, Agusan del Norte. 

The encounter involved troops from 23IB under the operational control of the 402Bde led by BGen Adonis Airiel G Orio and an estimated of 15 CNTs of Platoon Sagay, SRC 3 of the North Central Mindanao Regional Committee (NCRMC) in Las Nieves, Agusan del Norte. 

The said firefight resulted to the seizure of two (2) enemy body counts; one (1) RPK LMG ; one (1) AK47 Rifle; one (1) M16 Rifle; one (1) Anti-Personnel Mine (APM); 11 AK47 magazines; three (3) M14 magazines; NPA flags; subversive documents and assorted personal belongings. Moreover, the enemies who were killed in the said encounter were identified as Rey Torregosa, 24; a resident of Brgy Maasin, Esperanza, Agusan del Sur, a member of Platoon Sagay, SRC 3; and Juliven Badbaran, 41; a resident of Brgy Balit, San Luis, Agusan del Sur, former CO of Platoon Banglas, SRC 3 / member of Platoon Sagay, SRC3 of North Central Mindanao Regional Committee (NCRMC). 

With the persistent efforts and continuous military focused operations alongside with the support and cooperation of the Local Government Units and other agencies, the CNTs in Agusan del Norte are struggling and suffering overwhelming losses in the series of encounters from the past years which will certainly lead to the neutralization of leaders and members of the said enemy group. 

In his statement, BGEN ADONIS ARIEL G ORIO, Commander of 402nd Infantry Brigade lauded the 23IB, “I would like to commend the troops of 23rd Infantry Battalion for your recent accomplishment. Residential, commercial lots for sale via public e-bidding on July 22

BUTUAN CITY -- The Philippine Deposit Insurance Corporation (PDIC) will sell 42 residential and commercial lots with an aggregate minimum disposal price of P100.3 million by way of electronic public bidding (e-bidding) on July 22, 2022.

To be sold on an “as-is, where-is” basis, these corporate and closed bank assets include 13 residential lots with improvements, five of which will be sold as one; 28 residential lots, and a commercial lot with improvement. Said properties are located in Agusan del Norte, Albay, Bataan, Laguna, Iloilo, and Negros Occidental. Lot sizes are between 150 and 20,003 square meters with minimum disposal prices ranging from P374,400 to P63.3 million.

Interested buyers may send their bids online through PDIC’s e-bidding portal at https://assetsforsale.pdic.gov.ph starting at 9:00 am on July 21, 2022, until 1:00 pm on July 22, 2022. Bids will be opened at 2:00 pm on July 22, 2022.

A one-time registration is required from interested buyers, which may be completed via the e-bidding portal at http://assetsforsale.pdic.gov.ph/Account/Register. DBP renews ties with Singapore firm to advance sustainable infra solutions 

BUTUAN CITY -- State-owned Development Bank of the Philippines (DBP) has renewed its agreement with Infrastructure Asia (IA) as both agencies map out strategies to implement sustainable solutions aimed at improving the country’s infrastructure landscape and fast-track economic growth and recovery, a top official said.  

DBP President and Chief Executive Officer Emmanuel G. Herbosa said the bank signed a memorandum of understanding with InfraAsia to expand the scope of its current collaboration to include key areas of the economy such as renewable energy, transportation, waste management, and water supply and sanitation. 

 

“DBP and InfraAsia have broadened the scope of the partnership to include the provision of technical assistance in the development, finance and implementation of infrastructure initiatives of the private sector,’’ Herbosa said. ‘’The identification of emerging infrastructure solutions such as solar energy merchant market and green buildings are also now within the scope of our expanded cooperation with InfraAsia.’’  

 

DBP is the fifth largest bank in the country in terms of assets and has a network of 131 branches and 14 branch-lite units. It provides credit support to four strategic sectors of the economy – infrastructure and logistics; micro, small and medium enterprises; environment; social services and community development. 

 

InfraAsia was set up by Enterprise Singapore and the Monetary Authority of Singapore in 2018 to enable good-fit solutions from companies and institutions in addressable infrastructure sub-segments in Asia, catalysing project development, financing and execution opportunities to meet the region’s growing needs. It links up organizations that are domain experts in their respective fields with governments, firms, and multilateral institutions.  

 

Herbosa said DBP can benefit from InfraAsia’s solid relationship with multilateral institutions such as the Asian Development Bank and the World Bank Group, as well as the  Singapore Business Federation to spur project collaborations, adding that the Bank “… can leverage on InfraAsia’s collective capabilities and networks of various government agencies to catalyze more trade and investments into infrastructure in the region..”. 

 

He said this latest collaboration with InfraAsia is expected to boost both public and private sector spending on infrastructure to further boost the country’s economic recovery while generating much-needed job opportunities.

Miyembro ng CTG patay sa sagupaan laban sa kasundaluhan sa SurSur

CARMEN, Surigao del Sur - Sa isang engkwentrong naganap sa pagitan ng mga kawani ng 36th Infantry (Valor) Battalion at terorristang grupo sa kabundukan ng Lahi, Bagsac, Madrid nitong ika-22 ng Hunyo 2022, isang membro ng teroristang NPA ang nalagasan ng buhay.

Sa naturang engkwentro, nakasagupa umano ng 36IB ang tinatayang 12 miyembro na kalaban na pinamumunuan ni Noel Tumarlas Alacre.

Natunton ng mga kasundaluhan ang kinalolooban o pansamantalang ng naturang aramadong grupo, dahil sa tulong ng mga sibilyan, na pinaalam agad ito.

Matapos ang bakbakan, agad na tumakbo papalayo ang mga armadong NPA at pinabayaan ang kanilang namatay na kasamahan.

Naiwan nila ang isang (1) M16 na riple, dalawang (2) M16 magasin na mayroong apatnapu’t limang (45), 5.56mm na bala, mga personal na kagamitan, mga subersibong dokumento, tatlong (3) backpacks, mga kagamitang pang-medisina, at ilang kagamitan at sangkap na pang-luto.

Sa pahayag ni Lt. Col. Michael Rey S. Reuyan, pinuno ng 36IB, nagpapasalamat siya sa tiwala ng mga sibilyan na tumukoy sa lokasyon ng armadong grupo.

“Taos puso kaming nagpapasalamat na kasundaluhan ng 4ID sa pagbibigay ng impormasyon sa presensya ng armadong grupo. Dahil sa inyong tulong at kooperasyon ating naitawid ang ating kampaya laban sa insurhensiya,” pahayag ni Lt. Col. Reuyan.

Nanawagan din ang opisyal sa iilang natitira pang miyembro ng NPA, na huwag matakot, bagkos sumuko na ang mga ito sa gobyerno at ibaba na ang kanilang armas. Hinikayat din umano nito ang mga teroristang grupo na may nakalaang programa ang gobyerno para dito.

Caraga farmers, fisherfolks receive Fuel Discount Card

BUTUAN CITY -- The Department of Agriculture (DA) Caraga together with the Bureau of Fisheries and Aquatic Resources (BFAR) Caraga successfully launch its Fuel Discount Program for corn farmers and fisherfolks, today, June 22, 2022, at the DA-Regional Office, Butuan City. 

A total of 351 corn farmers and fisherfolks   from Butuan City, Buenavista, Nasipit, and Carmen Agusan del Norte received today the Fuel Discount Card. 

The fuel subsidy is an aid for  farmers and fishermen in the region who own and operate agricultural and fishing machinery in the face of rising fuel prices caused by the pandemic and aggravated by the Ukraine-Russia conflict.

The partner institution, Universal Storefront Services Corporation (USSC), provided gasoline discount payment cards worth P3000. The discount cards can only be used to purchase fuel at approved and accredited partner fuel stations. 

Gracing the ceremonial turn-over of the discount cards were DA-Caraga Regional Executive Director Engr. Ricardo M. OΓ±ate, Jr., BFAR-Caraga Regional Director Dr. Nilo Selim Kadata, Sectoral Chairperson for Rice and Corn Antonio Cabrera of Regional Agricultural and Fishery Council,  Area Manager Vernie Cugay of USSC Eastern Mindanao, Field Operations Division Chief Melody Guimary of DA-Caraga, and other guests. 

"We wholeheartedly thank you all that despite the effect of the pandemic and war between Russia and Ukraine, you continue to pay heed on farming and fishing. So, we, in the Department of Agriculture strive and look for ways to back you up, through this Fuel Discount Program,"Director OΓ±ate, Jr., said. 

According to Guimary, a total of 1,616 corn farmers are the target beneficiaries, while BFAR targeted 2,186 fisherfolks as recipients of the program region-wide.

LUNGSOD NG BUTUAN -- Lumagda na ang ACDI Multipurpose Cooperative (ACDI MPC) at Cooperative Development  Authority (CDA) kasama ang pitong kooperatiba mula sa Caraga Region sa Koop Kapatid Memorandum of Agreement (MOA) sa isang seremonyang isinagawa sa Gateway Hotel sa Surigao City, Surigao del Norte, kanina.


Sa ilalim ng Koop Kapatid Program, magkakaloob ang ACDI ng technical at financial assistance sa mga cooperative-beneficiaries.

Layunin din ng programa na tulungan ang mga benepisyaryong kooperatiba na i-angat ang kanilang estado patungo sa pagiging isang small cooperative mula sa pagiging micro cooperative sa loob ng tatlong taon.  

Ayon kay retired Maj. Gen. Gilbert Llanto, chairman ng ACDI MPC at pangulo ng National Alliance of Cooperatives, bumalangkas ang ACDI ng isang scale-up plan na magtatatag sa mga programa nito para sa cooperative beneficiaries.

Magkakaloob din anya ang programa ng oportunidad sa mga small scale cooperative upang magtagumpay at umunlad at mapatatag ang kanilang operasyon sa mahabang panahon.

DAKBAYAN SA BUTUAN -- Gi-aprobahan na ni Mayor Ronnie Vicente Lagnada ang SP Ordinance No. 6573-2022 o ang ordinansa sa pagmugna sa City Government sa Butuan og Butuanon Iskolar ug Educational Assistance Program alang sa Tertiary ug Post-graduate Education.

Gitahasan ang City Education, Literacy and Scholarship Office kun CELSO nga maoy magpatuman niini apan sa kasamtangan gihulatan pa nga ma-aprobahan sa committee sa pagpanguna ni Mayor Lagnada ang Implementing Rules and Regulation IRR aron hingpit kining mapatuman.

Nakalatid sa section 2 sa ordinansa nga kini nga College Scholarship Program o mas naila nga Butuanon Iskolar ug Educational Assistance Program gimugna sa lokal nga panggamhanan sa Butuan aron modumala sa tanan nga paghatag og scholarship ug assistance sa mga kwalipikadong indibidwal  nga makapadayon ug makakuha sa panginahanglanong edukasyon.

Angat Buhay sa Kalikasang Buhay Village turns over to residents of San Jose town

SAN JOSE, Dinagat Islands -- Twenty Eight (28) housing units were recently turned over to residents of Barangay Cuarinta, San Jose town, this province.

The turn over ceremony was led by Governor Kaka Bag-ao and the Provincial Government of Dinagat Islands, together with BALAOD Mindanaw representing the Tanging Yaman Foundation, Assisi Development Foundation, and the Robredo People's Council with the Department of Environment and Natural Resources (DENR) - Dinagat Islands. 

According to Gov. Kaka Bag-ao the DENR is their partner lead national agency in building and managing the turnover of resilient communities under the Build Back Better Task Force mandated by Presidential Executive Order No. 120, Series of 2020 an order aim in strengthening rehabilitation and recovery efforts in typhoon-hit areas through the creation of the Build Back Better Task Force).

She said these homes are part of the Angat Buhay sa Kalikasang Buhay Village project, a recovery and resiliency initiative under her administration and Vice President Leni Robredo with partners from civil society for the benefit of Dinagatnons who were affected by Super Typhoon(ST) Odette.

"The groundbreaking for the resilient community was done 50 days after the onslaught of ST Odette. 130 days after the launch, 28 quadruplex structures with 4 housing units each have  completed or are nearing completion by June 30, the last day of the Bag-ao Administration. Aside from the housing units, there will  be infrastructures for health, safety, and basic utilities, including paved streets that will connect the community to the main road." Gov. Bag-ao added. 

The houses were designed based on standards set by the International Organization for Migration (IOM) United Nations Migration shelter program allowing them to withstand natural calamities. 

Other Angat Buhay sa Kalikasang Buhay Villages will be built in different locations in the province of Dinagat Islands through the assistance of different partners from non-government organizations.

Fuel Subsidy Alang sa mga Mag-uuma sa Mais ug Mangingisda sa Caraga Region, Gisugdan Na

DAKBAYAN SA BUTUAN -- Magkatambayayong nga gilusad sa Departmemt of Agriculture (DA) Caraga ug Bureau of Fisheries and Aquatic Resources (BFAR) karong adlawa ang Fuel Discount Card Program alang sa mga mag-uuma sa mais ug mangingisda nga gipahigayon sa rehiyunal nga buhatan sa DA ning dakbayan sa Butuan. 

Mokabat 351 nga mga mag-uuma sa mais ug mangingisda ang nakadawat sa ilang Fuel Discount Card karong adlawa nga gikan sa dakbayan sa Butuan, Buenavista, Nasipit, ug Carmen, Lalawigan sa Agusan del Norte.  

Ang fuel subsidy usa ka tabang alang sa mga mag-uuma ug mangingisda sa rehiyon nga nanag-iya o nag-operate ug mga makinarya sa pagpanguma o pagpangisda taliwala sa pagsaka sa presyo sa krudo tungod sa pandemya ug bangi sa Ukraine ug Russia. 

Ang partner nga institusyon, ang Universal Storefront Services Corporation o USSC, maoy miisyu sa fuel discount payment cards nga adunay sulod nga tulo ka libo ka pesos. Ang maong discount cards mahimo lang nga gamiton sa pagpalit ug krudo o gasolina sa aprubado ug akreditado nga partner fuel station. 

Ang seremonya sa pagtunol sa mga card gipangunahan nila ni  DA-Caraga Regional Executive Director Engr. Ricardo M. Nasayran gikan kang Melody Guimary, nga mokabat 1,616 ka mga mag-uuma sa mais ang target nga benipisyaryo, samtang ang BFAR nagtarget usab  ug 2,186 ka mga mangingisda aron mahimong benipisyaryo sa programa sa tibuok rehiyon.

Former CTG members voluntarily surrender to AgSur cops 

AGUSAN DEL SUR – Three former Communist Terrorist Group (CTG) members  surrendered to the personnel of Philippine National Police (PNP) - Agusan del Sur headed by Police Colonel Jovito C Canlapan, Acting Provincial Director, on June 20, 2022.

The CTG personalities voluntarily surrendered and handed over the following items: one (1) unit revolver .357 (Smith and Wesson) with defaced serial number; one (1) unit revolver .3516 with defaced serial number; and one (1) unit Cal. 30 US Carbine M2 with Serial Number 1461475.

This is the result of the concerted efforts made in negotiating by personnel of Agusan del Sur Provincial Intelligence Unit  (ADS-PIU) under Police Lieutenant Colonel Timothy S Arciso, Jr., and San Luis Municipal Police Station under Police Captain Mikhail M De Los Reyes.

PCol Canlapan commended the collaborative effort of all Agusan del Sur Police Provincial Office (ADSPPO) joint forces in intensifying the mission to end local communists armed conflict in the province. 

“ADSPPO continues to appeal to all active Communist Party of the Philippines – New People’s Army (CPP-NPA) Terrorists and NPA in the province to return to the folds of the law and become beneficiaries of the Enhanced-Comprehensive Local Integration Program or E-CLIP, and we are calling for the support of the public in the PNP's more serious and aggressive efforts against criminality and terrorism in the province,” he stated.

Caraga Special Regional Committee convenes for SDG updating

BUTUAN CITY -- The National Nutrition Council (NNC) Caraga attended the 1st Semester 2022 Special Regional Committee on Sustainable Development Goals (SRC-SDGs) on June 20, 2022 via Zoom Videoconference.

The meeting centered on the national updates of  the SDGs Performance. Director Myrna Clara B. Asuncion, the Program Coordinator of the Sub-Committee on SDGs and Director III of National Economic Development Authority (NEDA) Central Office, presented the status of each of the SDGs and highlighted how the Philippines fared during the pandemic. She noted that the coronavirus disease-2019 (COVID-19) pandemic dampened the gains in the SDGs.

In the Sustainable Development Reports (SDR), the Philippines ranked 103 out of 165 countries in the year 2021 and improved in the year 2022 with a ranking of 95 out of 163 countries. SDG Index Scoring was used for the  ranking which reflected the overall score and  measured the total progress towards achieving all 17 SDGs.

Sustainable Development Goal 2 (SDG 2 or Global Goal 2), which is one of the 17 Sustainable Development Goals established by the United Nations in 2015, aims to achieve "zero hunger". The official wording is: "End hunger, achieve food security and improved nutrition and promote sustainable agriculture".

In the 2021 and 2022 SDRs, SDG 2 has significant improvements. The reports indicated that while the challenges on hunger and malnutrition remain, the actions are on track or maintaining SDG achievement. The reports showed improvement in the prevalence of malnutrition and obesity (>30 BMI) while significant challenges remain with moderate improvements in the prevalence of stunting in children under 5 years of age.

Meanwhile, for 2020 in Caraga Region, concerned agencies on SDG 2 marked 82.1% on the inventory of targets and 2020 accomplishments with 10 additional indicators from the Expanded National Nutrition Survey (eNNS) which signifies on track and exemplary implementation of programs, projects, and activities to achieve the SDG 2.

The Philippine Plan of Action for Nutrition (PPAN) 2017-2022, which is an integral part of the Philippine Development Plan 2017-2022, is consistent with the Duterte Administration's 10-point Economic Agenda, the Philippine Health Agenda, and the development pillars of malasakit (protective concern), pagbabago (change or transformation), and kaunlaran (development), and the vision of Ambisyon 2040. It factors in and considers country commitments to the global community as embodied in the 2030 Sustainable Development Goals, the 2025 Global Targets for Maternal, Infant and Young Child Nutrition, and the 2014 International Conference on Nutrition.

NNC Caraga receives PRCs CPD certificate

BUTUAN CITY – The National Nutrition Council (NNC) Caraga during its Turn-Over Ceremony received a Certificate of Accreditation as Continuing Professional Development Provider (CPD) by the Professional Regulation Commission (PRC) on 20 June 2022 at the PRC Regional Office Caraga, Robinson’s Place, this city.

In May 2022, after completion of requirements. the CPD Council of Nutrition and Dietetics  granted NNC Caraga as a CPD provider in accordance with the Implementing Rules and Regulation (IRR) of the Republic Act 10912 or the CPD Act of 2016 set forth by the PRC.

Regional Director Cheryll P Elicano, announced that as the ninth agency accredited by the PRC as CPD Provider, more professionals will now have access to free learning opportunities to the program which will be provided by NNC Caraga.

PRC Caraga recognized the NNC-Caraga as a new asset for professional growth in Caraga region as claimed by RD Elicano.

In turn, Dr. Nino Archie S. Labordo, the Officer-in-Charge of NNC Caraga thanked the PRC for the professional guidance and facilitation of the accreditation process. 

As CPD accredited agency, Dr. Labordo assured that programs intended for professionals will be provided for free and will be accessible to health and nutrition service-providers even in the local government units.

From its date of accreditation, NNC Caraga has  uploaded three programs with selected profession granted CPD credit units.

Available programs submitted are Training-Workshop on Local Nutrition Action Plan formulation, Nutrition Month Launching Activity and advocacy forum on Breastfeeding and EO 51/Milk Code of the Philippines.

DA's animal disease molecular laboratory opens in Caraga region

BUTUAN CITY -- The Department of Agriculture (DA) has established an animal disease molecular laboratory in this city. 

Surveillance and detection of animal diseases would now be easier and faster while boosting the livestock industry in Caraga, including its nearby regions. 

This P72-million facility will also capacitate the Department when it comes to the utilization of real-time polymerase chain reaction (RT-PCR).

According to Dr. Esther CardeΓ±o, chief of regional animal diagnostic laboratory of DA-Caraga, the diagnostic techniques could aid in the identification of bacteria, viral deoxyribonucleic acid (DNA), and ribonucleic acid (RNA).

CardeΓ±o added that through the molecular laboratory, the Department could now provide services for African Swine Fever, Classical Swine Fever or Hog Cholera, Avian Influenza, Porcine Parvo Virus, and other diseases.

A pregnant CTG surrenders to 36IB

CARMEN, Surigao del Sur – A pregnant woman, Communist Terrorist Group (CTG) member Charmaine Ravelo Coquilla voluntarily surrendered to the 36th Infantry (Valor) Battalion last 14 June 2022 in Butuan City.

As reported, Coquilla decided to surrender to save and secure herself as she carries the innocent unborn child inside her womb.  Accordingly, her partner Dexter Umba  was killed in an encounter last April 14, 2022.

The surrenderee narrated that she was deluded with the promise to have  a good life and the opportunity to earn as well when she joined the leftist group. However, Charmaine was not allowed to leave the said group as she was threatened with stories of torture the CNTs would do to those who wanted to escape. This led her to stay in the group as she was brought to unknown places without her knowledge.

36IB Commanding Officer, Lt. Col. Michael Rey S Reuyan, welcomed the decision of Charmaine to return to the folds of the government, as he emphasized the right to live peacefully is a right of every human being.

“There is no direction in joining the false and forced propaganda of the CTGs, especially to the unborn. A life of terror and ambiguity by holding arms is not the solution to the menial problem of our nation. Your baby could have a brighter future ahead as you step away from the armed struggle”, LTC Reuyan said.

Lt. Col Reuyan explained that a second chance awaits for those who want peace with the government, and emphasized the E-CLIP implementation of the national government. “The E-CLIP is the government’s reintegration program for the Former Rebels (FR). It has played a key role in the CNTs decision to surrender and to have a better future,” Lt. Col. Reuyan bared.

“It offers another chance  to go back to the community and be reunited with your family.” Lt. Col. Reuyan noted.

The surrenderee is being enrolled to the Enhanced Comprehensive Local Integration Program (E-CLIP). She had her first visit to the health clinic and had undergone prenatal, physical examination, and laboratory tests. Her baby is in  healthy condition.
