Meanwhile, at 3:00 AM, the center of Severe Tropical Storm "EMONG" {CO-MAY} was estimated at 245 km West of Bacnotan, La Union (16.8°N, 118.1°E), with maximum sustained winds of 110 km/h near the center and gustiness of up to 135 km/h. It is moving Southwestward at 25 km/h. Southwest Monsoon affecting Central and Southern Luzon, Visayas, and Mindanao. DINAGAT, Dinagat Islands - Probinsya sa Dinagat Islands gipasidunggan sa National Disaster Risk Reduction and Management Council (NDRRMC) ug midawat sa Gawad KALASAG (KAlamidad at Sakuna LAbanan, SAriling Galing ang Kaligtasan) Seal of Excellence ug gideklarar nga Beyond Compliant ang probinsya sa pag-angkon og rating nga 2.76 sa Gawad KALASAG Seal para sa Local Disaster Risk Reduction and Management Councils and Offices (LDRRMCOs) nga kategorya para sa CY 2023.

Kini usa ka testamento sa mga proactive nga lakang sa PDI nga diin tukma sa gilatad nga standard subay sa Philippine Disaster Risk Reduction and Management Act of 2010 (Republic Act No. 10121).
