Caraga reg’l development council showcases 3-year milestones in final council meeting

BUTUAN CITY (PIA) — In a heartfelt address marking the culmination of the current term of the Caraga Regional Development Council (RDC), Nilo P. Demerey Jr., governor of the Province of Dinagat Islands and chairperson of the Caraga RDC, led the 122nd full council meeting on June 19 in Butuan City, on a note of gratitude and optimism.
Held against the backdrop of a post-election transition, the meeting served as both a culminating reflection and forward-looking convergence. Demerey lauded the council’s resilience and achievements, emphasizing the region’s journey from pandemic recovery to economic acceleration.
“This moment provides an opportune time to reflect on our journey over the past three years,” he said, noting how the council overcame the lingering effects of the COVID-19 crisis to chart a high-growth path for the region.
Among the key accomplishments cited were:
· The formulation of the Caraga Regional Development Plan 2023–2028 and related policy tools;
· The approval of Caraga’s top 30 Priority Programs and Projects (PAPs) during the first and second Regional-National;
· Investment Programming (RNIP) dialogues, resulting to 27 and 30 accepted PAPs, respectively; and
· The approval of the region’s 30-year Enhanced Regional Physical Framework Plan (RPFP) 2025–2055 focused on disaster resilience and sustainable resource use.
The chairperson proudly shared that Caraga had emerged as the second fastest-growing regional economy in the Philippines in 2024, and recorded the largest reduction in poverty incidence in 2023, exceeding the RDP targets.
Looking ahead, the council will review selection guidelines for private sector representatives (PSRs), aligned with Executive Order No. 82, series of 2025, which redefines the role and structure of RDCs and PSRs nationwide. Deliberations will also include new priority projects for inclusion in the third round of RNIP dialogues.
Demerey closed his message with deep appreciation for the council’s unwavering dedication, saying, “Your passion, sacrifices, and commitment to our region will surely be remembered and valued. Let us carry forward the lessons, partnerships, and momentum we have built together.”
As the Caraga RDC prepares for a new chapter with fresh leadership, the sense of unity and purpose shared in this final meeting underscored a strong foundation for continued regional advancement. (NJGD, PIA Caraga)
