DPWH-13 goes digital with portal on service excellence

BUTUAN CITY -- In its continuous pursuit for service excellence, the Department of Public Works and Highways (DPWH) Caraga marked as the very first region to implement the digitalization of their services. Recently, the department implemented the Information System and ePayment Portal (ISeP).
A digital platform that conforms with the Republic Act No. 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018 and Executive Order No. 170 the Adoption of Digital Payments for Government Disbursement and Collections.
Developed by Assistant Division Chief Lloyd M. Cedro of the Quality Assurance and Hydrology Division (QAHD) of DPWH Caraga, ISeP is a web-based platform that enables the contractors to transact their business digitally at the comfort of their home or offices.
The portal has two features that allows the contractors to easily submit their material testing request through a portal and conveniently process and track their payments through the online ePayment link in collaboration with Landbank BizLink.
Equipped with user-friendly navigation features, the contractors can easily select the material testing they need and its corresponding testing fee.
“We take pride in this innovation and as the very first region to implement digitalization, for now it is only for the Quality Assurance and Hydrology Division (QAHD) but soon it will be implemented in the district offices and other regions. With the help of this portal, we can also counter the ‘red tape’ activities that affect the department's integrity and quality service. This innovation not only focuses on digitalization but also promotes transparency and accountability,” said Regional Director Alex B. Ramos of DPWH Caraga.
Dir. Ramos disclosed that they have been able to serve several clients since the pilot implementation in 2024. Despite the promising benefits of using the portal, there are still clients who prefer the tedious or the manual processing of their requests and payments.
With the continuous effort of the department in advocating the use of the portal for convenience and efficiency, Ramos is positive that more contractors will adopt the use of the portal.
Meanwhile, for clients who are challenged in navigating the online tool, DPWH Caraga installed two kiosks at the QAHD office in Doongan, Butuan City, wherein they have personnel who will assist clients to process and complete their transactions online using the ISeP.
“To all our stakeholders, we encourage you to take advantage of this portal/innovation. Make use of it to minimize your processing time, maximize your resources, and convenience,” Ramos added.
