DENR, EMB readies Environmental Awareness Month celeb

BUTUAN CITY, Oct. 15 (PIA)
-– Pursuant to Republic Act No. 9512, known as the Environmental Awareness and Education Act of 2008, the Department of Environment and Natural Resources (DENR) Environmental Education Committee is hereby reconstituted to ensure a continuing integration and implementation of environmental awareness and education programs in all levels of school curricula and capacity building programs.

During the DENR Environmental Committee Meeting held recently at the DENR-Caraga Regional Conference Room, Environmental Management Bureau (EMB) Caraga Regional Dir. Ester Olavides tackled the proposed activities in support to the National Greening Program of the government and the ‘Adopt an Estero/River/Creek’ Program.


Olavides said that pursuant to the policy set forth in R.A. 9512, the month of November of every year shall be known as the “Environmental Awareness Month” throughout the country.

With the upcoming celebration of the Environmental Awareness Month, the committee aimed to promote environmental awareness to the community by coordinating with other government agencies and partner stakeholders, and initiating activities that will unite the public and work as one in the goal to maintain the cleanliness of the environment.

“The ‘Adopt Estero’ Program will be launched on November 18, 2011 at the Masao River, Butuan City wherein government agencies, partner stakeholders and community will be cleaning and planting in the area,” Olavides said.

After the said program will be formally launched, the committee is also committed to monitor and assess the impact of the activity and will replicate it to other areas of the city and region in general.

Aside from the ‘Adopt Estero’ Program, DENR and EMB will continuously lead the provision of planting materials/seedlings to partner stakeholders who are planning to conduct massive tree planting in the coming months. (JPG/PIA-Caraga)

DOF conducts Microinsurance training

-- A Training on Microinsurance Advocacy (TOMA) with the theme “Magpaseguro para Protektado: Advocacy Seminar on Microinsurance”, was conducted to educate the public about insurance at Almont Hotel’s Inland Resort, in this city on October 11 to 13.


The said activity was spearheaded by the Department of Finance- National Credit Council together with the German International Cooperation – Microinsurance Innovations Program for Social Security (GIZ-MIPSS) and the Asian Development Bank-Japan Fund for Poverty Reduction.

For the culmination of TOMA, a press conference on the Financial Literacy Roadshow on Microfinance Advocacy was conducted yesterday to enhance public awareness and education campaign on the importance of microinsurance and focused on issues such as the microinsurance policies and regulations, appropriate risk protection and rights and benefits of clients.

Insurance Commissioner Emmanuel F. Dooc said microinsurance is integral to the overall poverty alleviation strategy of the Filipino government. He said that microinsurance has the potential to buffer Caraga from sinking further into poverty by protecting its residents from sudden fincancial burdens of accidents, illness, deaths, or any catastrophe.

Dooc added that the Financial Literacy is a pervasive way of informing the people under low-income sector about microinsurance for it is the key to supplement the livelihood of our brothers.

Microinsurance product is very accessible for the poor because the amount of premium or contribution per microinsurance policy can range from less that P1 up to P20 per day. This means that the premium on a microinsurance product can be as low as P30 per month. (MRA/PIA-Caraga)

NCIP Caraga spearheads Indigenous Peoples Conference

BUTUAN CITY, Oct.14 (PIA)
-- With the theme, “Tribuhanong Katilingban Hagit sa Kasamtangang Panahon sa Karon ug Umaabot,” the National Commission on Indigenous Peoples (NCIP)- Caraga region will spearhead the Indigenous Peoples Conference on October 18-19 in one of the convention center here.

According to NCIP Caraga acting regional director Dominador M. Gomez, the activity will support the three-month campaign for Indigenous Peoples Rights and Empowerment in partnership with the Congress, Civil Society Organizations, the United Nations, International Labor Organization (ILO), Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ), and the NCIP as a national government agency.

Also, the activity will be participated by the different tribes of indigenous peoples in the region and is in line with the celebration of the 14th Indigenous Peoples Rights Act (IPRA) anniversary in accordance with the Presidential Proclamation No. 1124 designating October 29 to November 4 of every year as Indigenous Peoples’ Week. DILG encourages barangays to create waste management committees

-- City director Romeo Solis of the Department of Interior and Local Government (DILG) is encouraging all barangays in this city to create a Barangay Ecological Solid Waste Management (BESWM) Committee, which is in line with Section 56, Implementing Rules and Regulation of Republic Act 9003 otherwise known as Ecological Solid Waste Management Act.

Also, the said committee is in line with the “Clean Ground, Zero Waste” Program of Butuan City Mayor Ferdinand M. Amante Jr. which will be implemented in 86 barangays of this city.

Meanwhile, the BESWM committee will be comprised of barangay captains, barangay kagawads, SK chairman, school principals, General Parent-Teacher Association (GPTA) presidents, representatives from religious sectors, non-government organizations (NGOs), and junkshop owners.

Members of the said committee are delegated to make comprehensive plans, briefs, and implement waste segregation. They are also tasked to prepare their constituents in implementing the “No Segregation, No Collection Policy” which will be launched on November 11, 2011.

On October 3 & 5, members of BESWM and community volunteers undertook trainings to prepare in the launching of Massive Education Campaign that will be enforced in the entire city. United Nations Youth Association of the Phils to hold Essay, Feature Writing Contests

-- In time with the World Youth Day for Democracy celebration on October 18, 2011, the United Nations Youth Association of the Philippines will be holding the Essay and Feature Writing Contests on said date, 1:00p.m. at the Prince Hotel, this city.

During the 1st Northern Mindanao Democracy (Essay & Feature Writing) Contest Conference, Brigadier Gen Charito B Plaza, Armed Forces of the Philippines Reservist will be the lead Democracy Speaker while Undersecretary Rizalino Rivera from the Department of Education will also be the Guest of Honor.

According to Rex YbaΓ±ez, national vice president for external affairs, the objectives of the said activity are to generate young people responses on democracy and freedom; inculcate sustainability on democracy beliefs and commissions; and enhance youth skills through competition outlets.

“The 1st Northern Mindanao Democracy Contest Conference is an event to celebrate the World Youth Day for Democracy on the 18th of October. The participants are public and private secondary students from the Student Publication of Northern Mindanao,” YbaΓ±ez said.

Along with the Essay and Feature writing Contests, the following will also be conducted: On-the-Spot Poster Making; On-the-Spot Cartooning; and Story Telling.

Also, the judges of said contests are professionals who have expertise on these fields. Criteria of judging will be revealed on the actual date, Oct. 18.

YbaΓ±ez appealed to the youths, as the National Vice President for External Affairs of the United Nations Youth Association of the Philippines and the CEO of Caraga Youth Leaders' Network Inc. to actively participate in this kind of activity to enhance their skills and ability, and make life worth-living by doing things which will benefit the community.

MARINA opens extension office in Surigao City

–- Motor banca owners and seamen in Surigao del Norte and neighboring provinces need not to go to Cagayan de Oro City to process their documents. They just have to visit the Maritime Industry Authority (MARINA) Surigao Extension Office at Port Area, Surigao City.

This was revealed by Engr. Emmanuel B. Carpio, regional director of MARINA X and XIII during the opening and blessing of their new office in the city on Thursday, Oct. 13.
Carpio said although the extension office was already here since 1994, their function was only to received documents and boat applications.

“With their new delegated authority, they can now issue documents under MARINA existing polices. Seamen can also obtain their seaman’s book here,” Carpio said.

Aside from applicant issuances, Carpio said the extension office can now initiate or assess the suspension and/or revocation of the above-issuances.

They will also supervise/coordinate/maintain administrative and regulatory activities,” he added.

Carpio said Engr. Charlito Bacang, Senior Ship’s Operating Specialist will lead the team in Surigao City.

Garantisadong Pambata 2 is set to launch in several barangays

–- Children aged 6-59 months from 86 barangays in this city are going to benefit from the Vitamin A supplementation program of the City Health Office (CHO).

Aside from vitamin A supplementation, CHO is going to deworm 12-71 month-old children.

These free health benefits are in line with the Garantisadong Pambata Program spearheaded by the Barangay Health Workers and the CHO that is conducted annually in the month of October.

BI chief praises immigration agents for refusing bribes

DAVAO CITY, Oct. 14 (PIA)
-- Immigration Commissioner Ricardo David Jr. praised intelligence agents for not succumbing to ‘easy money’ after they arrest an Indian national who attempted to bribe them in exchange for the release of two of his compatriots from the immigration jail in Davao City.

In his speech after awarding the certificates of commendation last Monday, David urged immigration officers and agents to stick to the straight path policy of the Aquino government and not to accept financial considerations in exchange of performing their jobs.

The BI chief gave the certification to immigration agents led by detailed Army Lt. Col. Efrain Oropel, technical assistant for intelligence.


David also said that a team of intelligence agents led by Oropel arrested Sukhdarshan Singh, 35 years old in an entrapment operation at the Victoria Plaza Mall along J.P. Laurel Ave. in Davao City last Oct. 3.

He said BI and National Bureau of Investigation (NBI) agents set up the operation after Singh went to the BI office in Davao and offered P200,000 bribe for the release of Gurmeet Singh and Amandeep Kaur who are both detained at the said office.

Singh was later brought to the NBI headquarters in Davao City where he was booked on charges of attempted bribery and corrupting public officials.

The two detainees whose release was sought by Singh were among the 31 Indians rounded up by BI agents last Sept. 19 in an operation conducted against suspected illegal aliens in Davao City.

Earlier, David said he authorized the operation in the South due to intelligence reports about the increasing number of Indian nationals arriving and staying in Davao City.

He said a month-long intensive surveillance on the activities of the said foreign nationals pave the way for the operation which resulted in the apprehension of 12 undocumented aliens and the discovery of fraudulent visas on passports of the other Indians.

David said those arrested will undergo deportation proceedings for violation of the Philippine immigration act.

“Some of them managed to acquire resident visas by submitting falsified documents in support of their visa applications,” the BI chief said.

Also earlier, a Davao City judge dismissed for lack of merit a petition for habeas corpus filed by 12 Indian nationals arrested for being undocumented aliens. (BID/PIA-Caraga)

IFAD to give more funds for projects in Surigao del Sur

-- The International Fund for Agricultural Development (IFAD) based in Rome, Italy is willing to give additional funding assistance for programs and projects in Surigao del Sur under the Department of Agrarian Reform North Mindanao Community Initiatives and Resource Management Project.

According to Bernecita Rojas, provincial project coordination office chief, both Dorothy Lucks and Mark Keating, team leader and lead evaluator of IFAD project performance assessment, respectively, were so pleased with the result of their assessment and evaluation of the projects implemented in the towns of Carmen, Madrid, and Cortes which they personally conducted.

Rojas stressed, the province got an initial “A+” rating for the six years alongside with components.

Worth some P120 millions, these include irrigations, Farm-to-Market Roads (FMR) with Timber Bridges, Organic Rice Production and Marine protected area.

Gibutyag ni Jabonga Mayor Glecerio M. Monton Jr. nga ang duha ka mga proyekto nga gi-inagurahan bag-ohay pa lamang mao ang Barangay Health Center sa Barangay E. Beltran ug ang Day Care Center sa Barangay Bangonay.

Ang maong mga proyekto nagkantidad kini sa kapin 700,000 matag usa kon diin mas nakadaginot matud pa ang gobyerno sa pagpatuman sa maong proyekto kon itandi sa regular contract nga pagtrabaho niini, gumikan kay usa man kini ka bayanihan system kon diin ang taga barangay mismo ang nagtinabangay aron matukod kini nga proyekto.

Manobo community launches sago palm flour enterprise

BUTUAN CITY, Oct. 13 (PIA)
-- The Manobo community of Agusan del Sur will launch the Manobo Community Sago Palm Flour Enterprise in Barangay Sampaguita, Veruela on October 18. This is a clear sign that the continuing efforts of multisectoral groups here to empower the indigenous peoples (IPs)is bearing fruits.

It also shows that this particular IP is now sustainably taking the lead in the development and protection of their ancestral domains, by developing an enterprise friendly to the environment.

According to Veruela municipal mayor Salimar T. Mondejar, the launching marks the start of commercial production of palm sago flour by the Manobo people constituting the Veruela/Sta. Josefa Ancestral Domain Management Organization (VESTA ADMO).

The sago palm flour enterprise was realized through their business arm, the Kayumbyahan Sagu Manobo Corporation (KASAMACOR).

The sago flour is taken out of the natural and organic raw materials found in their ancestral territory.

The enterprise is also part of the continuing effort of the Manobo people to strengthen their individual and collective capacity for income and employment generation in the context of the sustainable development and protection of their ancestral domain, Mayor Mondejar added.

The Manobo community under the Caraga Indigenous Peoples Development Programme (IPDP-Caraga) of the International Labour Organization (ILO) developed the Sago Palm Flour Production Enterprise with support from the Spanish Agency for International Development Cooperation (AECID). It is being implemented with the National Commission on Indigenous Peoples (NCIP) and the municipal government of Veruela, Agusan del Sur.

Also, other stakeholders, including the provincial government of Agusan del Sur and the concerned national government agencies, non-government organizations, and the private sector are likewise providing support to the project through an existing multi-sectoral convergence framework for the development and protection of ancestral domains. MinDA to launch MindaNOW Program

-- The Mindanao Development Authority (MinDA) with the collaborative efforts of other government agencies will be launching the ‘MindaNOW’ (Mindanao Nurturing Our Waters) Program on November 2011.

According to Cecilia TriΓ±o of MinDA based in Davao City, the said program is an integrated set of development interventions anchored on sustainable development framework that aims to integrate, harmonize, and rationalize plans, programs, policies, mechanisms, and processes.

“The program shall set guidance for Mindanao that will emphasize ecological value, capitalize water as the most critical resource for human survival, and optimize the full potentials of the river basins and watersheds without necessarily compromising its carrying capacity,” TriΓ±o said.

It also aims to mobilize all Mindanao stakeholders to take collective action in improving, conserving, and maintaining the carrying capacity of the environment and natural resources in the region.

TriΓ±o further bared that one of the objectives of the MindaNOW Program is to integrate Mindanao-wide and interregional plans and programs, and to harmonize approaches/processes to rationalize resources, and mechanisms for the development and management of river basins and watersheds in Mindanao.

Since the said program is a collaborative effort of government agencies and partners from the non-government organizations, private and other sectors, the project holders are mainly the office of MinDA, Department of Environment and Natural Resources (DENR), Climate Change Commission, and National Commission on Indigenous Peoples (NCIP).

The implementing agencies are the National Economic and Development Authority (NEDA), Department of the Interior and Local Government (DILG), Department of Agriculture (DA), Department of Agrarian Reform (DAR), Department of Education (DepEd), Department of Social Welfare and Development (DSWD), Department of Tourism (DOT), Department of National Defense (AFP and PNP), and the local government units.

TriΓ±o also stressed that the program targets a six-year Medium-Term Investment Program (2011-2016) and includes strategic programs on governance, reforestation, agriculture, infrastructure, industries, livelihood, and social services.

Meanwhile, along with the launching of said program in November 2011, a Mindanao-wide Tree Growing will also be conducted simultaneously, as well as signing of the memorandum of agreement (MOA) between MinDA and partners.

Four projects in Jabonga now on

-- Four huge projects under the KALAHI-Makamasang Tugon “HIPAGLAMBO” by the Department of Social Welfare and Development (DSWD) were inaugurated and handed over to the local government unit (LGU) of Jabonga.

Jabonga municipal Mayor Glicerio M. Monton Jr. bared that the four projects are the following: Barangay Health Station in Barangay A. Beltran, Day Care Center in Barangay Bangonay, and a one unit two classroom school building in Barangays Bunga and San Pablo.

Immigration desk in Camiguin to help foreign tourists

CAMIGUIN ISLAND, Oct. 13 (PIA)
-- The Bureau of Immigration (BI) announced recently that they will be putting up an immigration booth in Camiguin Island when the province celebrates its annual Lanzones Festival next week.

Immigration commissioner Ricardo David Jr. said a team of BI officials will travel to Camiguin and man the booth which will serve as a one-stop shop for foreign tourists who will be visiting the island during the festival.

David said that aside from providing visa extension services, the one-stop shop will also entertain queries and disseminate information about the various services provided by the BI to foreigners visiting the country.

“We hope that through this one-stop shop, foreigners who will join the festivities will be encouraged to frequently visit not only Camiguin but also explore other tourist spots in the Philippines,” David said in a statement.

He added that the BI will study the feasibility of putting similar one-stop shops in other places of the country that hold annual festivities and attract large numbers of foreign tourists.

Associate Commissioner Abdullah Mangotara will lead the BI team and disclosed that the one-stop shop activity will be held in the capital town of Mambajao on Oct. 20 and 21.

Mangotara said personnel from the bureau’s computer section in Manila and the BI-Cagayan de Oro field office, including a payment assessor and cashier, will man the booth to provide visa extension services to foreigners.

It was learned that other agencies such as the Department of Foreign Affairs, National Statistics Office, National Bureau of Investigation, and Professional Regulation Commission will also participate in the one-stop shop activity that was organized by the Camiguin provincial government.

Mangotara was invited to speak at a public forum to discuss the latest policies and regulations implemented by the BI as chief regulator of the entry and stay of foreigners in the Philippines.

Army recovers rebels’ cache during clash

ST. CHRISTINE, Lianga, Surigao del Sur, Oct. 13 (PIA)
-- The Bravo Company under 1st Lieutenant Angelo Gomez, executive officer of Bravo Company, 29th Infantry Battalion, recovered New Peoples Army’s cache during the firefight with the Communist Party of the Philippines-New People's Army-National Democratic Front (CPP-NPA-NDF),at Sitio Mimi, Barangay Layog, Tago Surigao del Sur on October 10 at about 9:00 a.m.

According to Col Henry A Robinson Jr., commanding officer of 29th IB, the firefight lasted for 30 minutes which resulted in the recovery of several improvised explosive devices (IEDs), ammunitions for AK47 rifle, and other personal belongings of the owned by members of Guerilla Front 19B under certain ka Mitchie.

Investigation reveals that four NPAs got wounded in action.

“The successful seizure of combat materials was a result of effective information given by the community. The cooperation of the populace with the government forces is a huge contribution to the peace, security, and development of our country. Thus, we should maintain unity and vigilance to prevent the risks and losses of life of the Filipino people,” says Col Romeo G Gan, commander of 401stBrigade.

46 LGUs get P91M Gawad Pamana awards

-- Some 46 provinces, cities, and municipalities throughout the 13 regions of the country were awarded on Tuesday a total of P91 million as incentives for good governance under the government’s Gawad Pamana ng Lahi program.

The funds came from the DILG’s Congress-appropriated P500 million Performance Challenge Fund (PCF) aimed to serve as incentives for the country’s local government units to adopt transparent, accountable, and participatory governance.

Interior and Local Government Secretary Jesse M. Robredo and Union of Local Authorities of the Philippines (ULAP) president, Oriental Mindoro Gov. Alfonso Umali Jr. presented the awards to the beneficiary LGUs during the culminating activity of the Biyaheng Pinoy, a year-long celebration of the 20th anniversary of the Local Government Code, held at the Philippine International Convention Center in Pasay City.


The awards consisted of a trophy and a check of P3 million for each provincial winner, a trophy plus a check of P2 million for each of the city awardees, and a trophy and a check of P1 million for each municipal winner.

The governors and mayors of the recipient LGUs personally received the checks to serve as funding support for the implementation of programs and projects under the Millennium Development Goal.

Robredo said the Gawad Pamana ng Lahi is conferred to local government units for their exemplary performance across major development initiatives in administrative governance, social governance, economic governance, and environmental governance.

“Through this awards program, we aim to recognize the invaluable contribution of LGUs that have continuously adhered to the good governance principles of transparency, accountability, and inclusivity in local administration and development,” he said.

Of the 46 regional winners, 15 were provinces, 15 were cities, and 16 were municipalities.

The provincial awardees include the provinces of La Union, Quirino, Bulacan, Cavite, Marinduque, Albay, Negros Occidental, Bohol, Leyte, Zamboanga del Norte, Misamis Oriental, Compostela Valley, Cotabato, Agusan del Norte and Benguet, while the cities were: San Fernando, Santiago, San Fernando, Antipolo, Puerto Princesa, Ligao, Iloilo, Cebu, Ormoc, Zamboanga, Cagayan de Oro, Tagum, Kidapawan, Surigao, and Tabuk.

On the other hand, the municipal awardees were: Tagudin (Ilocos Sur); Ilagan (Isabela); Llanera (Nueva Ecija); Carmona (Cavite); Odiongan (Romblon); Tiwi (Albay); New Lucena (Iloilo); Amlan (Negros Oriental); Naval (Biliran); Labason (Zamboanga del Norte); Opol (Misamis Oriental); Laak (Compostela Valley); Surallah (South Cotabato); Cagwait (Surigao del Sur); Sta. Marcela (Apayao); and Sultan Mastura (Maguindanao).


The DILG Secretary said the LGUs were chosen based on the following criteria: scores in the development indices from the Local Governance Performance Management System, the Seal of Good Housekeeping, organization of national government bestowed awards, and acknowledged innovations.

“I actually met with the officers of the Sumitomo group who called on me Tuesday and they assured us that they have no intentions of pulling out,” ang Pangulo misulti sa Focap.

“But there was that request for beefed up security in their areas of operations to which we have already advised them of the corrective actions that are being undertaken. So if the victim of this whole issue has not indicated a lack of interest or lessening of interest, then perhaps I don’t foresee any other foreign investors undertaking the same,” siya midugang.

Tropical Storm ‘Ramon’ affects 164 individuals in Dinagat Islands

SURIGAO CITY, Oct. 12 (PIA) --
Continuous rains due to Tropical Storm ‘Ramon’ have affected 33 families or 164 individuals in the province of Dinagat Islands.

Provincial Disaster Risk Reduction and Management Council (PDRRMC) Deputized Coordinator Rosario Roxas reported that the affected families were immediately housed at their respective evacuation centers while others opted to stay in their relatives’ houses.

Roxas said the Municipal Disaster Risk Reduction and Management Council (MDRRMC) of Dinagat recorded a minor landslide which occurred in Barangay Wadas. “One household with four individuals were affected and they are evacuated in their relatives’ houses,” said Roxas.

In San Jose town, Roxas said the MDRRMC reported 14 families or 70 individuals from Brgy. Luna evacuated at Luna Elementary School. She also said that 18 families or 90 individuals were evacuated in Brgy. Don Ruben. “15 families were brought to Brgy. Hall while the three families sought refuge at the Philippine Benevolent Missionaries Association (PBMA) Chapter building,” Roxas added.

Roxas said the council was able to extend human resources to flood victims in San Jose. She also said the local DRRMC of the said town has already extended one sack of rice, three boxes of sardines and 30 pcs of noodles to the affected evacuees of Brgy. Luna.

In Libjo, the Municipal DRRMC of Libjo has reportedly distributed five kilos rice, four cans sardines, and five pieces noodles per household.

“Other MDRRMCs in the province have their 24-hour alert and monitoring and continuous coordination to its member-agencies and Barangay DRRMCs,” Roxas said.
No casualties/injuries were also reported.

As of press time, the entire province is still under public storm signal number 2. Classes in the pre-school, elementary and secondary level are still suspended.

As of 5 a.m. Wednesday, Tropical Storm "RAMON" was 80 km East Northeast of Surigao City with maximum sustained winds of 65 kph near the center with gustiness of up to 80 kph. No evacuees, casualties as TD ‘Ramon’ hits Surigao City

-- No families were evacuated as of Wednesday morning as Tropical Depression ‘Ramon’ hits the entire city and province, the Surigao City and Surigao del Norte Disaster Risk Reduction and Management Councils (DRRMCs) said.

According to Vice Mayor Danila C. Menor, acting Surigao City Mayor, since yesterday, no families were evacuated because the situation is still manageable and no flooding was reported. But he assured the public that the council is always on alert.

Although the present weather situation is already improving, Menor still urged the public to be vigilant and cautious.

Meantime, acting Surigao del Norte Gov. Mamerto Galanida said that as far as PDRRMC is concerned, no families were evacuated and no casualties or injuries had been recorded.

Over the last 24 hours, Tropical Depresssion “Ramon” has weakened into a Tropical Depression after interacting with the land mass of Eastern Visayas & Northeastern Mindanao, thus, Philippine Atmospheric Geophysical Astronomical Services Administration (PAGASA) lifted the public storm signal in the provinces of Mindanao.


As of 11 am today, PAGASA said the Tropical Depression ‘Ramon’ was estimated based on satellite and surface data at 30km Northeast of Roxas City with maximum sustained winds of 55 kph near the center. DepEd lifts suspension of classes in Butuan City today

BUTUAN CITY, Oct. 12 (PIA)
-- The Department of Education (DepEd) Butuan City Division has lifted today the suspension of classes declared yesterday due to typhoon “Ramon.”

In an interview with Prof. Israel Reveche, who also made the announcement of the suspension of classes yesterday, said since the Philippine Atmospheric, Geophysical and Astronomical Services (PAGASA) has removed the city in the list of those affected with the storm signal, it is already safe to send the children to their respective schools.

Reveche further said the Division Office was not able to receive report of flooding in any schools in the city which prompted their office to issue a directive to lift the suspension of classes.


It can be recalled that classes in the pre-school and elementary were suspended Tuesday due to bad weather brought by tropical depression “Ramon” which is now affecting the provinces in the Visayas region. (PIA-Caraga)

Agusan Norte LGU sets Provincial Youth Congress

-- Under the Provincial Adolescent and Youth Health Development Program of the Provincial Health Office, the local government of Agusan del Norte province is set to launch the Provincial Youth Congress.

Provincial Health Officer Dr. Elizabeth N. Campado said the congress will be conducted on October 20 at the Provincial Training Center, Agusan del Norte Provincial Capitol, in this city.

Campado added that officials of the Sangguniang Kabataan all over the province will be the participants in the said congress.

Army recovers rebels’ cache

LIANGA, Surigao del Sur, Oct. 12 (PIA)
-- The 29th Infantry Battalion of 401st Infantry “Unite N’ Fight” Brigade recovered New People’s Army (NPA) cache during the firefight with more or less 20 rebels at Sitio Mimi, Barangay Layog, Tago, Surigao del Sur on the morning of November 10.

According to Col. Henry A Robinson Jr., commanding officer of 29th IB said the firefight lasted for 30 minutes which resulted to the recovery of several improvised explosive devices, ammunitions for AK47 rifle and other personal belongings owned by members of Guerilla Front 19B under a certain “Ka Mitchie.”

In the investigation, it was revealed that four NPAs got wounded in action after the military troops traced many blood stains along the rebel route of withdrawal.

“The successful seizure of combat materials was a result of effective information given by the community. The cooperation of the populace with the government forces is a huge contribution to the peace, security and development of our country. Thus, we should maintain unity and vigilance to prevent the risks and losses of life of the Filipino people,” says Col. Romeo G. Gan, Commander of 401st Brigade.

Gan commended the troops for the success of their mission, “I am proud of my men for they performed their mission very well. Despite of high risks and hardships in the field they remain responsive and committed to the service.”

BFAR declares sea foods from Surigao del Sur safe

-- The latest shellfish bulletin released by the Bureau of Fisheries and Aquatic Resources Sea declared all edible sea products from Surigao del Sur safe and negative from “Red Tide Toxin.”

Produced from the municipalities of Hinatuan, Bislig and Lianga in Surigao del Sur, these sea products are sold in major markets in Agusan del Sur particularly in the municipalities of San Francisco, Trento and the city of Bayugan.

The “Red Tide Toxin” came from large concentration of different kinds of algae and other organisms from the ocean that bring toxic elements and contaminate sea foods and other shells that inhabit in the sea. People who eat the contaminated shells and other sea products will suffer paralytic shellfish poisoning which can eventually cause death. (PIA-Agusan del Sur)

DepEd suspends classes in elementary level in Butuan City

BUTUAN CITY, Oct. 11 (PIA)
-- The Department of Education (DepEd) Butuan City Division has declared suspension of classes in the elementary level. Storm signal no. 1 was declared in Agusan del Norte and the neighboring provinces as tropical storm “Ramon” gets closer.

In a radio interview this morning, DepEd-Butuan City Division spokesperson Prof. Israel Reveche said they have directed all elementary schools in Butuan to suspend classes today.

However, Reveche said teachers are directed to report to their respective classrooms. “Only pupils are advised not to attend classes and teachers must report to their classrooms,” Reveche said.

As of press time, classes in the elementary level in other provinces in the region are also suspended. Board Member Mamerto Galanida, acting Surigao Norte Governor, has ordered the suspension of classes in pre-school and elementary in the entire province, including Surigao City and Siargao islands.

Surigao del Sur OIC Division Superintendent Gloria Su has also told all District Supervisors especially in the municipality of Hinatuan to suspend their classes. Su said the District Supervisors are now tasked to announce the suspension of classes in their areas of responsibility.

Tropical depression “Ramon” is expected to hit Caraga Region tomorrow, Wednesday, October 12. Aside from Butuan City and Agusan del Norte, storm signal no. 1 was also declared in the provinces of Surigao del Norte, Surigao del Sur, Agusan del Norte, Siargao Island, and the Province of Dinagat Islands. Reg’l. DRRMC prepares for tropical depression “Ramon”

BUTUAN CITY, Oct. 11 (PIA)
-- Office of Civil Defense (OCD) Regional Director Dr. Blanche Gobenciong said today that the Regional Disaster Risk Reduction and Management Council (RDRRMC) in Caraga is already prepared for tropical depression “Ramon”.

In an interview, Dr. Gobenciong said the DRRMC in all the local government units in the region were already given advisories last night. “This is to ensure that as early as last night, they will be able to give warnings to the public,” Gobenciong said.

Aside from the advisories, Gobenciong said LGUs were informed to keep in touch with the RDRRMC any time.

At 11:00 a.m. today, Philippine Atmospheric Geophysical and Astronomical Services (PAGASA) reported that tropical depression “Ramon” has maintained its strength as it continues to threaten Eastern Visayas and Northeastern Mindanao (Caraga Region).


Based on satellite and surface data , the center of the tropical depression was estimated at 245 kilometers East of Hinatuan, Surigao del Sur.

It is expected to be at 30 kilometers North of Hinatuan by tomorrow morning and at 30 kilometers South of Romblon by Thursday morning. By Friday morning, it will be at 120 kilometers Southwest of Iba, Zambales. (PIA-Caraga)

24 barangays in Bislig City receive L300 van from city gov’t

–- Some 24 barangays of Bislig City received an L300 van each from the city government as part of the “Libreng serbisyo Ihatod sa Barangay" (LIB) Program of Mayor Librado Navarro.

According to city information officer Carlito Abar, the said 24 vehicle units were already distributed to the said barangays in a turn-over ceremony led by Mayor Navarro on October 7.

– The Association of Caraga Executives (ACE) headed by Department of the Interior and Local Government (DILG) Caraga Regional Director Atty. Rene Burdeos, signed the covenant for Clean Environment which signifies their commitment to support and participate in all the activities of the program.

Based on the covenant, ACE members recognize the importance of a clean environment and commit to support the ‘Clean Ground, Zero Waste’ Program of the city government of Butuan led by Mayor Ferdinand M. Amante, Jr.

ACE members also take this effort as their voluntary contribution to the universal crusade to mitigate the adverse effects of climate change.


Meanwhile, Dir. Burdeos acknowledged the continued support and participation of its members from different government agencies especially in this campaign to achieve a ‘Clean Ground, Zero Waste’ city.

The Association of Caraga Executives (ACE) is an organization of heads of offices from different government agencies in Region XIII which aims to further professionalize the corps of CESOs and eligibles. DSWD Caraga prepares for Ramon

–- In anticipation of typhoon Ramon, Mercedita P. Jabagat, DSWD director for the Caraga region, has instructed the SWAD teams in the provinces to coordinate with the P/C/MDRRMC in their areas to make an inventory of evacuation areas. The SWAD teams are expected to give initial reports to the field office at the onslaught of the disaster.

Jabagat said that the field office is ready with its stockpile of 2,000 family packs and a standby fund worth P506, 677 which will be available at any given time for the benefit of the local government units.

At the regional office, the Quick Response Team (QRT) is already informed and a 24-hour duty schedule with corresponding names of personnel is already posted on the bulletin board. The members of the QRT are ready to render service when disaster occurs. (DSWD/PIA-Caraga)

Agri office invests in high value crops development program

AGUSAN DEL SUR, Oct. 11 (PIA) -- The Agusan del Sur Provincial Agriculture Office (PAO) has identified durian, mangosteen, rambutan, lansones and banana as high value crops which will be considered for investment in the Program on Reform and Utilization of Trees in Agusan del Sur or PRUTAS.

For durian alone, the agricultural office targeted 1,462 hectares for this year with 1,047.6 hectares planted as of August 31. For areas already planted with durian, PAO targeted 1,218 hectares but maintaining 1,416.3 hectares, exceeding its target by 198.3 hectares. PAO had targeted to harvest some 500 hectares planted with durian for 2011 and to date, have harvested some 250 hectares but some hectares are ready for harvest to cover the deficit.

For mangosteen, the target area for this year to be planted will reach up to 300 hectares but as of August 31, farmers have only planted 54 hectares, with a deficit of 256 hectares. For areas already planted, some 250 hectares are targeted areas for maintenance and to date, PAO have maintained 229.5 hectares. Some 30 hectares are targeted this year and to date, mangosteen farmers have harvested only 7.5 hectares.

For rambutan, PAO have targeted 442 hectares to be planted with rambutan and to date, only 51 hectares have been planted, a difference of 391 hectares. “Next year, we will intensify our advocacy for farmers to plant rambutan so that we will hit our target, and I am sure, many farmers will benefit the program,” Lagumbay said.

PAO is disappointed over the lukewarm reception of farmers to plant lansones. Of the targeted 579 hectares to be planted this year, only 9.3 hectares were planted. However, the area planted with lansones and are presently maintained by farmers already reached more than 500 hectares where 482 were targeted to be maintained for bearing, and farmers have already exceed in maintenance, covering 488.3 hectares being maintained.

For the establishment of PRUTAS plantation, the provincial government have set aside some P500,000 for this year and another P500,000 for Banana plantation.

For banana, PAO’s record shows that the target area for banana plantation this year reached 9,741 hectares but due to recent floods, only 316 hectares were planted. Farmers target to maintain some 8,118 hectares and have already maintained 8,024.6 hectares, while harvesting some 6,500 hectares. (PIA-Agusan del Sur)

Regional disaster council TWG members to discuss issues, concerns on risk reduction

BUTUAN CITY, Oct. 10 (PIA) -- Caraga Regional Disaster Risk Reduction and Management Council (RDRRMC) Technical Working Group (TWG) members will meet on October 12 to discuss several issues and concerns related to disaster risk reduction at the Charles Function Hall, Prince Hotel, Montilla Boulevard, this city, according to RDRRMC Chairperson and Office of Civil Defense (OCD) Caraga Regional Director Blanche Gobenciong.

Up for discussion are 1) brief presentation of national disaster risk reduction and management framework; 2) conceptualization of regional DRRM planning workshop; and 3) inventory of available resources by the RDRRMC member-agencies in preparation for the rainy season.

Dir. Gobenciong is confident that TWG members can come up with an improved planning strategies to continuously achieve a zero-casualty in times of disaster. (JPG/PIA-Caraga)

Classes suspended in Surigao City, other areas due to Typhoon ‘Ramon’

SURIGAO CITY, Oct. 11 (PIA) -- Classes in the pre-school and elementary levels in Surigao City and the rest of Surigao del Norte were ordered suspended Tuesday by acting Governor Board Member Mamerto Galanida after storm signal number one was hoisted over the province due to typhoon “Ramon”.

In a radio interview, Galanida immediately issued an advisory to all its municipal units and raised an alert over municipalities with low-lying areas to prepare against possible flashfloods and landslides during the next few hours of typhoon ‘Ramon’ approaching Surigao City.

Also, the PDRRMC of Dinagat Islands through Provincial Administrator Benglen Ecleo declared no classes to pre-schools and elementary in the whole province.

“All municipal DRRMCs are alerted to take precautionary measures to prevent untoward inicidents,” Ecleo said.

The weather bureau raised public storm signal number one over the provinces of Eastern Samar, Western Samar, Leyte Provinces, Bohol, Biliran, Camotes Island, Surigao del Norte, Siargao Island, Surigao del Sur, Agusan del Norte, Dinagat Group of Islands and Camiguin Island.

As of 5 a.m. Tuesday, Ramon was 360 km East Southeast of Hinatuan, Surigao del Sur, packing winds of up to 55 kilometers per hour near the center, moving west northwest at 17 kph, the Philippine Atmospheric Geophysical Astronomical Services Administration (PAGASA) said. (PIA-Surigao del Norte)

Gov’t cited for the release of kidnapped mayor, 2 escorts

LIANGA, Surigao del Sur , Oct. 11 (PIA) -– The Army's 401st Infantry “Unite N’ Fight” Brigade expressed their appreciation to the Local Government Units, Local Crisis Management Committee (LCMC), and other sectors who worked for the safe release of Mayor Henry Dano and the two soldiers at Barangay New Visayas, Trento Agusan del sur on October 09, 2011, at about 2 o’clock in the afternoon.

“We deeply value and acknowledge the untiring efforts of the LGUs, LCMC, International Committee of the Red Cross (ICRC), religious and other sectors in facilitating the negotiation of the hostage crisis and we are happy to note that the captives are back to their normal lives with their families,” said Col Romeo G Gan, Commander of 401st Brigade.

The investigation revealed that Lingig Mayor Henry Dano with escorts Corporal Alrey Desamparado and Private First Class Alan Saban were freed by members of Guerilla Front 20, Southern Mindanao Regional Command and turned over to Governor Johnny T Pimentel of SDS and Caroline Moorehead of ICRC.

According to LtCol Danilo D Benavides, Commanding Officer of 75th Infantry Battalion that the captives were immediately given medical attention to check their health condition and debriefed for proper disposition. The two soldiers were turned over to Col Gan together with LtCol Benavides at 75th Bn Headquarters, Brgy Maharlika, Bislig, City on the same day.

Col. Gan directed LtCol Benavides to conduct an inquiry into what had transpired leading to the abduction and if there are some security violations that were committed by the personnel and the unit to come up with appropriate recommendations.

Meanwhile, Col Romeo Gan condemned the crime committed by the CNN, “The release of Mayor Dano and the soldiers will certainly not absolve the NPAs from their criminal liability. The CNN only justifies their capability to terrorize the community in order to create the impression of fear which hampers our goal for peace and development”.

“But then again, security is every one’s responsibility. This hostility could have been prevented if the entire community is united, vigilant and will cooperate with the right authorities to report malicious and violent activities,” Col Gan added.

“We are ready for Tropical Depression ‘Ramon’,” Surigao del Sur gov says

BUTUAN CITY, Oct. 11 (PIA) -– “The local Risk Reduction and Management Council (DRRMC) in the Province of Surigao del Sur is all set for the coming of tropical depression “Ramon” as expected to hit Northeastern Mindanao tomorrow, Oct. 12,” said Gov. Johnny Pimentel in a phone-patch radio interview Tuesday morning.

According to Gov. Pimentel, all stakeholders and members of the provincial DRRMC is on full alert as the tropical depression is getting nearer.

With this, Pimentel said, they have been constantly monitoring the water level in all the rivers, streams, and other bodies of water in the area so that they can immediately issue advisories and warnings to the public in case water overflows.

Pimentel also said landslide prone areas in the province are also monitored to ensure a “zero-casualty” in the province.

Meanwhile, Pimentel said residents in low-lying and mountainous areas are already alerted against possible flashfloods and landslides.

Aside from Surigao del Sur, other provinces in Caraga Region declared storm signal number 1 are Surigao del Norte including Siargao Island; Agusan del Norte and Sur, Dinagat Islands and Camiguin Island in Northern Mindanao.

In a report from the Philippine Atmospheric, Geophysical and Astronomical Services (PAGASA), storm signal number 1 brings winds of about 45 to 60 kph that is expected to occur within the next 36 hours. (PIA-Caraga)

AFP’s 402nd top execs visit Claver mine sites

CLAVER, Surigao del Norte, Oct. 11 (PIA) -– To properly address the current security situation in the area, officials of the 402nd Brigade of the Armed Forces of the Philippines (AFP) visited on Sunday two mining companies which were attacked recently by the armed rebels.

402nd Brigade Commander Col. James V Jacob and 30th Infantry Battalion Commander Lt. Col. Vincent Iringan along with the President of Taganito High Pressure Acid Leaching (THPAL) Corp., Mr Takamori Fujimura, and President of Nickel Asia Corp. (NAC) Gerard Brimo visited the two mining companies located in Brgy. Taganito, Claver, Surigao del Norte.

“The reason of our visit is to address the current security situation of the two companies,” said Col. Jacob.

Col Jacob is proposing to put up a Special CAFGU Active Auxilliary (SCAA) inside their companies to strengthen the security not only inside the companies but also to its perimeters.

Further, said SCAA will undergo a military training so as to be equipped with high powered firearms which is enough to secure the area against any threat group, specially the NPA.

Meantime, 4th Infantry Division Commander Major General Victor A Felix said “We can easily contain the area if we add another troops specially the SCAA who will secure all vital installations while the Infantry Battalions will be concentrating on combat operations in our Area of Responsibility (AOR).”

Freed Surigao del Sur mayor, set to hold office today; retracts admission of guilt

TANDAG CITY, Oct. 11 (PIA) -– Freed Lingig, Surigao del Sur Mayor Henry Dano is set to be back to office today after two months in captivity in the hands of New People’s Army (NPA) along with two army bodyguards.

According to Mayor Dano, in an interview over Radyo ng Bayan, a lot of work is already waiting for him.

Dano, Cpl Alrey Desamparado & PFC Rolan Saban were safely released on Sunday, October 9, in Sitio New Visayas, Brgy Pulang Lupa, Trento, Agusan del Sur after a successful negotiations headed by Surigao del Sur Gov. Johnny Pimentel Chair of the Task Force Dano & Provincial Crisis Management Committee.

Yesterday, Army Cpl. Desamparao and PFC Sabban already returned to Military Control both soldiers, who belonged to the 75IB Infantry Battalion based in Bislig City, this province, were welcomed by no less than Col Romeo Gan, commanding Officer of the Army 401st Infantry Brigade.

Meanwhile, Mayor Dano retracted his admission of guilt to the alleged “sins” slapped by his captors. He was linked to maintaining a private army, killing of a Purok leader, and getting involved in illegal logging.

Agencies monitor areas prone to flashfloods, landslides due to Tropical Depression “Ramon”

BUTUAN CITY, Oct. 11 (PIA) -- The Agusan del Norte Provincial Disaster Risk Reduction and Management Council (PDRRMC) with the City DRRMC members continues to monitor areas which are prone to possible flashfloods and landslides due to the present tropical depression "RAMON" that will hit Caraga region.

According to Ms. Ana Semacio, Focal Person for Disaster Risk Reduction of the Department of Social Welfare and Development (DSWD) Caraga, they have a standby of 2000 family packs to augment LGUs who will be asking for assistance. A P500,000.00 standby fund is also ready for replenishment when the 2000 family packs will be released.

The Cebu Pacific Airlines in Butuan City bared that their 1st flight scheduled at 9:30am today, Oct. 11 from Butuan to Manila is cancelled due to bad weather while flight scheduled at 2:00 p.m. from Butuan to Manila as well as 2:30 p.m. flight from Butuan to Cebu City were cancelled due to bad weather.

Department of Public Works and Highways (DPWH) Caraga Information Officer Connie Calo also bared that their Disaster Risk Reduction Teams were already deployed to areas which are prone to floods and landslides. Thus, monitoring in the provinces by the teams is on-going. Equipment like backhoe, dump trucks, and others are also ready.

The Butuan City Disaster Risk Reduction & Management Office (CDRRMO) reported that as of 8:00 a.m., the water level in Agusan River is 1.0 meter. Thus, it is still on its normal water level. CDRRMO is continuously monitoring the status of water level in Agusan River from time to time. At 10:00 a.m., the water level in Agusan River reached to 1.3 meters.

Also, SPO3 George Galdiano of Butuan City Police Office (BCPO) bared that as of 9:00 a.m., their office has not yet received any report from their lower units any untoward incidents related to Tropical Depression "Ramon". Policemen are continuously monitoring the areas which are prone to floods and landslides.

Mr. Ted Cairo, Administrator of the Philippine Red Cross Agusan del Norte-Butuan City Chapter bared that as of press time, their office has not yet received any report from the different barangays asking for any assistance. Red Cross 143 Volunteers in the barangays composed of 1 leader and 43 members are also intact and ready to respond in their respective barangays anytime.

Department of Health (DOH) Caraga also bared that at 8:00 a.m., Signal No. 1 Advisory or 'Code White Alert' for Health Emergency to its field offices and retained hospitals was raised due to the Tropical Depression "Ramon". With the 'Code White' Alert, DOH sees to it that medicines needed are ready to dispatch to the affected areas. Field Response Teams are also intact & ready to respond anytime while the DOH's OPCEN has been activated.

Office of Civil Defense (OCD) Caraga Regional Director Blanche Gobenciong pointed out that the RDRRMC is now ready for the coming of tropical depression "Ramon". She said as of press time, no report of any floodings, landslides, and the like have been made by the local DRRMCs in respective LGUs in the entire region.

Meanwhile, Prof. Israel Reveche, spokesperson of the Department of Education (DepEd) Butuan City Division said that classes in the elementary level is suspended as storm signal no. 1 is declared in Agusan del Norte and Butuan City. Agusan del Sur to strengthen fresh water fish production

AGUSAN DEL SUR, Oct. 11 (PIA) -- The provincial government of Agusan del Sur has released almost half a million pesos and will be spending more this year to strengthen fresh fish production.

According to a report from Provincial Agriculture Office (PAO), the fund set aside for the Intensified and Sustainable Development of Aquaculture (ISDA) from the 20 percent provincial development fund (PDF) is P786,000 for this year.

“We are targeting to produce 2 million fingerlings for this year but because of unstable weather condition, we have only produced 613,000 fingerlings and distributed to 308 fish farmers province-wide. We also established eight fish cages and have already harvested some 550 kilos as trial production. We will turn over the cages to LOGUFAMCO for best maintenance and production,” PAO chief Armando Lagumbay said.

According to Lagumbay, the PAO also established fishpond techno-demo worth P300,000, using delayed feeding strategy in Esperanza and Sta. Josefa.

“To date, while the project is on-going, we have already spent P287,400. This project will reduce the cost of feeds for the tilapia, without affecting their growth,” Lagumbay added. (PIA-Agusan del Sur)

BUTUAN CITY, Oktubre 11 (PIA) -– Itinakda ni Pangulong Benigno S. Aquino III kamakailan lamang na ipagdiriwang bawat taon ang “Barangay Assembly Days” sa huling Sabado ng Mayo at sa ikalawang Linggo ng Oktubre.

Naglabas ang Pangulo ng Proclammation No. 260 noong ika-30 ng Setymbre 2011 at binago ang Proclamation No. 342 na nailabas sa taong 2003 na may pamagat na “Declaring the last Saturday of March 2003 and third Saturday of October 2003 and every year thereafter as Barangay Assembly Days”.

Samanatala, nakasaad sa Section 397 at 398 ng Local Government Code of 1991 o R.A. 7160 na ang pagpupulong ng mga opisyal sa barangay ay kinakialangang isagawa dalawang beses sa isang taon upang madinig at matalakay ang semestral na ulat ng Sanguniang Barangay patungkol sa mga gawain, usaping pinansyal kalakip na ang mga problema na nakakaapekto sa barangay.

Sa pagbago ng Proclamation 342, ipinagbigay-diin ng Pangulo na tiyakin na ang pagdiriwang ng “Baragangay Assembly Day” sa ikalawang semester ay hindi mapabilang sa panahon ng kampanya para sa Synchronized Barangay at halalan ng Sanguniang Kabataan (SK) sa ilalim ng Batas Pambansa (BP) Bilang 881 o ang tinatawag na “Omnibus Election Code of the Philippines.

Ayon kay Executive Secretary Paquito N. Ochoa Jr., na ang pagpapatupad ng “Barangay Assembly Day” sa buong bansa ay isa sa mga pangunahing bahagi ng programa ng “Biyaheng Pinoy: Tapat na Palakad, Bayang Maunlad” na inilunsad kahapon, Oktubre 10, 2011 ng Department of Interior and Local Government (DILG).
