OWWA to conduct probe on recent killing of OFW in Kuwait

BUTUAN CITY, August 19 (PIA) -- Overseas Workers Welfare Administration (OWWA) will conduct investigation on the recent incident where a certain Juvy Montesoso, an Overseas Filipino Worker (OFW) from Bayugan City, Agusan del Sur died on August 5, 2011 when she allegedly jumped from the sixth floor of the building.

In a recent interview with PIA, OWWA-Caraga Regional Director Dr. Marietta Lumawag said OWWA will conduct an investigation into the case.

Dr. Lumawag also said that authorities in Kuwait are already conducting investigation “and we are dependent of the rules and policies of the host country,” she said.

Meanwhile, the OWWA chief of the region said the Philippine Overseas Labor Office where OWWA-Kuwait is located will see to it that the remains of the victim will be transported to Manila.

Furthermore, Lumawag said OWWA will provide a half-way home in OWWA Manila to her family who will meet her in Manila.

She said upon arrival in Bancasi Airport here, OWWA-Caraga will provide assistance in transporting the remains to her hometown. “We will also be providing counseling to members of her family," she said.

Also, OWWA-Caraga will brief the victim’s family on the things to prepare “so that her insurance claims will be processed quickly,” Lumawag said. (PIA-Caraga)


Out-of-School Youth Web Portal of the Phils’ turn-over ceremony set in Butuan

BUTUAN CITY, Aug. 19 (PIA) – The Caraga Youth Leaders’ Network (CYLN) Inc. with Honorable Representative Juan Ponce Enrile, Jr. is currently working out its project entitled “Out-of-School Youth (OSY) Web Portal of the Philippines.” The online project will provide information out-of-school youth issues and concerns.

According to CYLN Chief Executive Officer Rex YbaΓ±ez, the OSY Web Portal is the first of its kind in the Philippines.

“The project provides services like online training course on skills enhancement, online counseling, online English proficiency course, online youth group link all over the country, focus group education discussions on adolescent health, premarital sex and others, and linkage to other partners and supporters on youth development affairs,” YbaΓ±ez said.

The turn-over ceremony of the said project will be on August 28, 9am at the CYLN’s office in this city.

GSIS G-WAPS to be installed in Agusan del Norte capitol

AGUSAN DEL NORTE, Aug. 19 (PIA) -- Employees of the provincial capitol here may soon not have to go to a Government Service Insurance System (GSIS) Branch Office to transact business.

Recently, personnel of the IT Division of GSIS visited the provincial capitol offices to assess where a GSIS Wireless Automated Processing System (G-WAPS) kiosk may be installed.

With the G-WAPS, employees of the provincial capitol will be able to transact their remittances, loans, and other transactions in GSIS using the GSIS electronic card.

The kiosk will be installed within this week.

Meanwhile, employees of the capitol are very thankful for the said project because this would make the monitoring of the GSIS transactions much easier and convenient.

Surigao del Sur SP reports semi-annual accomplishment

TANDAG CITY, Surigao del Sur, August 19 (PIA) -- The office of the Sangguniang Panlalawigan (SP) of Surigao del Sur has enacted 284 resolutions and 20 ordinances in all the 26 sessions conducted during the first 1st half of 2011.

This was stated in a report that covered the total sessions conducted and legislations enacted by the body, according to Reynilda Cosare, Secretary to the Sagguniang Panlalawigan.

Cosare clarified that the said report also covers the accomplishment of all its employees.

Socorro CeC launches wifi access

BUTUAN CITY, August 19 (PIA) --
The Community eCenter (CeC) of Socorro recently launched its wireless internet access installations for households and institutions. This development comes on the heels of the establishment of Socorro's CeC, one of the eleven Year 1 CeC pilots in the Caraga region.

"Kahit mahirap pipiliting magsusumikap para sa kapakanan ng mamamayan. Yan ang alay ng Socorro CeC (It's hard, but we are compelled to strive even harder for the sake of the people. That is what Socorro CeC offers and commits to)," said Zenith Rivas, Socorro CeC manager of the wifi access which is now being enjoyed by a school, a rural bank, two Internet cafes and two households in the municipality.

Aside from providing residents with access to the internet, the wifi access is also an income-generating project which will contribute to the sustainability of the CeC. Residents and institutions who subscribes need only to pay one thousand pesos (P1,000) each month to the CeC.

The CeC also facilitates improved and convenient services to the residents. It offers basic Internet and business services, and capability building projects such as computer literacy. It also assists job seekers who do not have personal computers at home to access employment opportunities via the Internet from 5:00pm to 2:00am.

Dengue cases in Surigao Sur under control, says PHO

TANDAG CITY, Surigao del Sur, August 19 (PIA) -- The Provincial Health Office here said dengue cases in Surigao del Sur is under control.

According to Provincial Health Officer Dr. Romeo de los Reyes, despite the reported dengue cases in Region 1, 3, and Metro Manila, there were no significant number of dengue cases province-wide.

However, based on the data released by the Department of Health (DOH) Caraga Regional Office, Surigao del Sur had ranked 4th among the provinces here during the 1st semester including the row of cities.

Surigao del Sur launches anti-TB campaign

TANDAG CITY, Surigao del Sur August 19 (PIA) -- The provincial government of Surigao del Sur through the Provincial Health Office (PHO) headed by PHO chief Dr. Romeo de los Reyes has successfully launched the provincewide Anti-TB campaign recently.

Dubbed Public-Private Mixed D.O.T.S. (Directly Observed Treatment Short Course Chemotherapy), a program was held at 8:00 o’clock in the morning at the Capitol Seminar Hall here after the motorcade.

With the theme, “We care For TB patients, their families and community,” the campaign aims to allocate 10 sets of complete doze of anti-TB drugs for each local and national offices’ for the treatment any employee found to be sputum positive.

The province-wide anti-TB campaign is a joint undertaking of the Department of Health (DOH) and the Philippine Coalition Against Tuberculosis (PCAP).

Engr. Merlyn Baure, Provincial Planning and Development Office (PPDO) chief in Surigao del Sur announced recently that Revilla and company will have meet with mayors of the province, and will visit scenic spots.

Revilla and company will practically travel the whole stretch of the province from North to South except for the southernmost tip municipality of Lingig and some interior municipalities.

MalacaΓ±ang okays P200-M road concreting project in Surigao del Sur

TANDAG CITY, Surigao del Sur, August 19 (PIA)- Gov. Johnny Pimentel got the nod from MalacaΓ±ang for the release of P200 million fund intended for the initial concreting of the unpaved roads section between Cortes and Lanuza towns stretching to more than 10 kilometers.

The said road section is one of the two remaining unpaved portion left behind during the massive concreting of more than 200-kilometrs stretch of National Highway in the province known as Surigao del Sur-Davao Coastal Road (SDCR).

Pimentel told Radyo ng Bayan, he took advantage of the 3-minute audience he had with Pres. Noynoy Aquino to follow-up said amount during the meeting with fellow governors in Manila a week ago.

Gov. added, he also approached Budget Secretary Florencio Abad on the matter.

District Engr. Joseph Calderon of DPWH 1st District Engineering Office said the other unpaved portion has a span of about 12-kilometers. It is located at the northernmost town of Carrascal, which also needs a considerable funding allocation. (

P14-M OPAPP funds released to give peace a chance

AGUSAN DEL SUR, Aug. 18 (PIA) - Agusan del Sur Gov. Adolph Edward Plaza posed the peace challenge to four mayors in Agusan del Sur.

He asked them to work for the elusive peace in the countryside, side by side with development as he received two checks worth P14,216,000 from the Office of the Presidential Adviser on Peace Process (OPAPP). The amount will be used to finance various projects ranging from infra repairs to livelihood in their respective municipalities.

According to OPAPP Assistant Secretary Howard Cafugauan, although the initial implementation of the project will be undertaken by the provincial government thru the provincial engineering office, consequent projects will be undertaken by the recipient municipalities with the provincial government as monitoring and evaluation authority.

“For the mayors, you should not thank me that the project is finally here... You should thank the members of the technical working group who put their hands together in order that these initial projects will be implemented immediately; and the OPAPP, for believing in our sincerity (to achieve)...lasting peace and development in our province,” Gov. Plaza said.

The said amount is part of the P18 million intended for the rehabilitation of farm-to-market roads in San Francisco, Bayugan and Prosperidad, rehabilitation of Andanan Baily bridge in Sibagat, livelihood projects like rubber-based farming (rubber plus banana plus fruit tress), abaca production, cacao production, handicraft production, and of the water supply system, particularly in Sibagat town. AGUSAN DEL SUR, Aug. 18 (PIA) -- The Provincial Blood Coordinating Council (PBCC) has achieved 65 percent of its blood collection target for this year. It is intensifying efforts to accommodate donors all over the province.

Among the walk-in blood donors this week were sixteen employees of the provincial capitol and three non-government employees. The program is being implemented by the provincial government, the Philippine Red Cross (PRC) and the PBCC.

To date, according to Julie Lapides, medical technologist of the PRC Agusan del Sur Chapter, blood collected by the PBCC already reached some 1,700 units, around 68 percent against the annual target of 2,500 units.

“Just like the previous years, as birthday gift of the Agusanons to Gov. Adolph Edward Plaza who will celebrate his birthday on Augsut 21, we conducted blood-letting at the provincial capitol," PRC administrator Cristyll Basan said.

"While it is a special schedule, many always responded, and the activity is undertaken not only by the technical force of the PBCC, but with the joint personnel compliment from the D.O. Plaza Memorial Hospital, Prosperidad Health Center and the PRC Agusan del Sur Chapter. The team, led by Dr. Carolyn Mandia of the D.O. Plaza Memorial Hospital with four medical technologists and nurses also from the same hospital, a medtech from Prosperidad and personnel from the PRC Agusan del Sur chapter started the blood-letting activity at around 9:00 o’clock in the morning and ended at 12:00 noon. With that length of time, we have collected 19 units, a great contribution to our blood requirement in the province.”

Being unique compared to other provinces, the provincial government of Agusan del Sur subsidizes the financial requirements for the re-agents in processing the blood collected by the PBCC. Last year, the provincial government of Agusan del Sur budgeted P1.5 Million, and an additional P1 Million from the supplementary fund. Another P50,000 each from the 13 municipalities and the city of Bayugan is also collected based on their pledges to address the mobility and other incidental expenses for the blood program.

Lately, the PRC Agusan del Sur have acquired a brand new refrigerator worth P450,000 for the storage of blood collected as requirement for being a blood collection unit by the Department of Health. (PIA- Agusan del Sur)


REDCOP Seminar set in Butuan City

BUTUAN CITY, Aug. 18 (PIA) -- To prevent the increasing number of people with kidney disease in the country, the National Kidney and Transplant Institute (NKTI) continue to intensify its Renal Disease Control Program (REDCOP) which aim for a nationwide kidney disease-free thru conducting seminars, and this time, NKTI is set to hold a seminar on August 24 at Almont Hotel’s Inland Resort, this city.

The NKTI-REDCOP team in cooperation with the Philippine Information Agency (PIA) is currently undertaking series of seminars on urinalysis for physicians throughout the country this year. The seminar entitled "Maximizing the Basic Tool for Diagnosis & Prevention of Kidney Diseases", is a related activity included in the Memorandum of Agreement (MOA) between NKTI-REDCOP and PIA.

On the seminar day (Aug. 24), Dr. Susan L. Jorge, IM/Adult Nephrology Consultant and REDCOP Asst. Program Manager will give the background and objective of the seminar while Dr. Romina L. Rusillon, Adult Nephrology Consultant will discuss the two topics – Basic Anatomy and Urinalysis, and Dr. Arlene S. MuΓ±oz, Adult Nephrology Consultant will also focus on the topic - Approach to the Diagnosis of Kidney Diseases: The 10 Renal Syndrome.

Also, Dr. Jorge will take up the Urinalysis and the 10 Clinical Syndromes in Nephrology.

Meanwhile, Northeastern Mindanao Cluster Head and PIA-Caraga Regional Director Abner M. Caga, as well as Department of Health (DOH) Caraga Regional Director Leonita P. Gorgolon are expected to deliver their inspirational messages.

REDCOP is the office in-charge of implementing the NKTI's public health projects on the prevention and control of renal and other related diseases. It plans, implements and monitors projects for research, advocacy, training, service and quality assurance. REDCOP's activities are done mostly on a national scale through its network of Regional Coordinators throughout the country.

With this, REDCOP-NKTI is optimistic that through this activity, physicians throughout the country will be more knowledgeable in their field of work/expertise, and at the same time could help in the campaign for a kidney disease-free country. (PIA-Caraga)


Lake Mainit Program Director resigns

SURIGAO DEL NORTE, Aug. 17 (PIA) -- Lake Mainit Development Alliance (LMDA) Program Director Engr. Kaiser Recabo on Tuesday has resigned and cited personal reasons for leaving his post effective August 30, 2011.

LMDA, is a special body organized through a memorandum of agreement between Surigao del Norte, Agusan del Norte, eight municipalities and selected national line agencies on March 1999, foremost in its vision and mission is to protect the ecology of the lake system and the environment that sustain the 4th largest lake in the country – Lake Mainit, situated in the provinces of Agusan del Norte and Surigao del Norte.

In a letter sent to LMDA chairperson Gov. Sol Matugas, and copy furnished to the members of the Board of Trustees, Technical Working Group members and partner non-government organizations, he said he was thankful for the opportunity to have worked with people for sustainable development in Lake Mainit.

He said he has to "manage and focus now on our family business" so he was resigning as Program Director of the Lake Mainit Development Alliance.

Having served for 10 years, Recabo revealed that he also enjoyed working for the alliance and that he is willing to offer his assistance on part time basis. (PIA-Surigao del Norte)


Philippines, Japanese trade unions join hands for PROGRESS

QUEZON CITY, Aug. 18 (PIA) --
Japanese unions, through the Japan International Labour Foundation (JILAF), known for its pioneering initiatives in the development and implementation of workers’ education and training programs, will launch another action-oriented model initiative integrating industrial relations, corporate social responsibility and productivity into one package in the country.

The new program, called PROGRESS (Program on the role of trade unions in empowerment and strategic steps to decent work), will make its debut in the four-day National Seminar/Workshop on Industrial Relations, Labor and Management Cooperation (LMC) and Productivity on August 29 – September 1, 2011, in collaboration with the Trade Union Congress of the Philippines (TUCP) and Workers Development Foundation Inc. (WDFI).

Around 25 core trainers from various industries including services, manufacturing, agriculture, informal sector, youth, women and public sector from Luzon, Visayas and Mindanao are expected to attend the training.

“We are privileged to have always been selected as the pilot country for JILAF’s programs for workers. We are happy that through our partnership with JILAF, which spans more than 15 years now, we are able to help improve and build sustainable workplaces and work practices”, said Ernesto Herrera, TUCP’s General Secretary.

Hererra stressed that unlike other programs, PROGRESS utilizes easy-to-understand and implement participatory training methods, designed for trade union educators and trainers. It is a comprehensive program which covers labor-management consultations, corporate social responsibility and enhancing productivity through 5s, Kaizen and collective bargaining.

“We thank JILAF for this meaningful partnership in implementing pioneering programs that will surely bring positive impact and better outcomes on the lives of workers not only in the Philippines, but also in countries where JILAF extends its helping hand,” Herrera concluded.

Gallant lady COP rise to ‘Senior Inspector’ rank

BUTUAN CITY, Aug. 18 (PIA) - A chief policewoman who gallantly repelled, with only a few men, an early morning attack by well-armed joint forces of NPA rebels on July 30, was promoted to the next higher rank, Monday morning, August 15.

The Director of the Directorate for Integrated Police Operations-Eastern Mindanao (DIPO-EM) Police Director Victorino S. Panganiban, Jr., who was also the guest of honor and speaker during 110th “Police Service Anniversary,” pinned the rank insignia of a Police Senior Inspector (Captain) on PInsp. Charity S. Galvez, OIC chief of Trento Municipal Police Station signifying her “spot promotion” to the next rank.

The promotion of Galvez was among the highlights 110th PNP Service anniversary celebration held at the parade grounds of the said camp.

The order for the spot promotion of PSInsp. Galvez, came from the police national headquarters, Camp Crame Quezon City, based on General Orders No. 1061 dated August 9, 2011; raising her previous rank to senior inspector (Captain) in permanent status effective July 30, 2011.

In an interview with the local media after the program, the honoree could not conceal the joy she felt “ in knowing that the sacrifice which my men and I had shown, when we laid our very lives on the line in order to defend our posts had not passed unnoticed,” she said. Galvez said she was ever thankful to President Aquino who issued the orders of her promotion, but quick to add that the accomplishment will be credited, not all on her efforts alone but also that of her valiant men.

Galvez said that until recently, threats of another attack against their station are still floated around and some of the threats were even directed against her personally and that of her policemen. However she said that God may forbid, but should a similar situation may again arise, she will not hesitate to lay her life on line once more to defend her post and her country when duty calls.

Asked on what she had learned on that said experience, the 39-year old teacher turned police officer said that she will be wiser and discerning this time not to bring along her 2-year old daughter to her workplace. She said that previously she had entertained the idea that the rebels will spare attacking a place like their station because of the belief that these rebels were principled fighters fighting for the good of the community as their cause. She knew better this time, she said. The rebels according to her will just strike at any opportune time regardless of what will be the consequences.

The other police officers also who had contributed their respective efforts of successfully defending the police station against the attackers were also awarded. A “Plaque of Merit” was also awarded to PInsp. Arvin A. Bolotano (Platoon Leader, Agusan del Sur Police Public Safety Company) ug PInsp. Ronald N. Orcullo, (Platoon Leader and the Executive Officer, Agusan del Sur PPSC) who augmented the personnel of Trento MPS during the time of attack. Also given a “Plaque of Merit” was PInsp. Lloyd J. Mercado, the OIC chief of Sta. Josefa Municipal Police Station who led a six-man team and were supposed to proceed to Trento Police Station on board an AC Bus, but encountered the rebel’s blocking force upon reaching Crossing Cuevas. They fought the enemy who boarded three vehicles and forced them to withdraw towards the direction of Pulang Lupa, Trento, Agusan del Sur.

The two wounded police personnel during the attack PO3 Mhel H. Hubo and PO1 Joel Lazarte, all members of the Agusan del Sur Police Public Safety Company, also were awarded with a “Medalya Ng Sugatang Magiting” (PNP Wounded Personnel Medals).

It should be remembered that on July 30, 2011 at around 5:0 A.M. Trento Municipal Police Station, agusan del Sur was attacked by more or less 250 fully armed rebels believed to belong to the Guerilla Front 20 and Guerilla Front 3 under rebel commanders “Lalay” and “Rico.” The ensuing firefight which lasted for an hour left two civilians killed and two police personnel wounded after the said incident. Undetermined casualties were also believed to have been suffered by the rebels, as evidenced by the blood trails along their escape routes. Two of the attackers were later apprehended the following day while they were admitted at a hospital in Bislig City.

Meanwhile, a policeman who died in an NPA ambush at Purok 7, Brgy. Pasian, Monkayo, Compostela Valley early morning of June 30, 2011; SPO3 Benjamin A. Langbid a personnel of Regional Investigation Division, PRO 13 was also given his Plaque of Merit posthumously. (PIA Caraga)


Regional Police fetes 110th Police Service Anniversary

BUTUAN CITY, Aug. 18 (PIA) -- The Police Regional Office 13 celebrated the 110th “Police Service Anniversary” by highlighting the giving of awards and promotions to its deserving officers and personnel, at Camp Rafael C. Rodriguez parade grounds, Brgy. Libertad, this city.

The celebration revolves around the theme: “Sandaang Taon at Sandekadang Paglilingkod ng Kapulisan Kaagapay ang Sambayanan Tungo sa Matuwid na Daan” was attended by a number of LGUs , top police regional officials led by PCSupt. Reynaldo S. Rafal, officials of the government line agencies, top military officials in the region, police retirees and other representatives coming from the various sectors.

The guest of honor and speaker of the occasion was Police Director Victorino S. Panganiban, Jr. the Director of the Directorate for Integrated Police Operations-Eastern Mindanao (DIPO-EM).

In his message PDir. Panganiban traced out what is now known as the Philippine National Police, from its humble beginning. It started according to him as a paramilitary group known as the “Insular Constabulary” started by the US government in this country over a century ago. It evolved to become the “Bureau of Constabulary and Police,” and then the “Philippine Constabulary.” It was later on replaced by the Integrated National Police which was renamed the “Philippine National Police,”. Throughout the years, Dir. Panganiban said, the organization had always considered it their primary mandate which is to serve and protect the general public.

According to Dir. Panganiban, only the name of the organization had changed but its dedication and commitment to service is constant.

Now, according to Panganiban, this commitment and dedication was given a face through the performance of the awardees. Topping the list, Panganiban said, was the heroic deed of the recently promoted to Police Senior Inspector Charity S. Galvez. This will just show to the public that within their ranks there are heroic men and women who are worthy of the honor because of their exceptional services, commitment and sacrifices rendered.

According to Panganiban, the police are under the watchful eyes of the public. Oftentimes, he said, it’s the scalawags which always get the immediate attention and the majority who does well may be forgotten or set aside.

But he believed that a big number of the rank is faithful to their sworn duty of protecting the public.

The DIPO-EM chief calls on the men in uniform to always do what is good for God, to the community, to the public and the environment.

Trento Pinoy Abroad Organization gains acknowledgement, support from LGU

BUTUAN CITY, Aug. 18 (PIA) — The 50 members of Trento Pinoy Abroad Organization (TPAO) are now set to start a small scale enterprise after attending the Skills Training for OFWs/Beneficiaries conducted by the Overseas Workers Welfare Administration (OWWA) at Trento Municipal Gym, Trento, Agusan del Sur.

The 2-day Skills Training for OFWs/Beneficiaries covered Laundry Powdered Soap Making, Cologne and Perfume Making, Dishwashing Paste Making, and Fabric Conditioner Making.

With fifty members, TPAO aims to become cooperative selling soaps, perfumes, colognes, dishwashing pastes, fabric conditioners, salted eggs and agricultural products that they themselves have produced.

To provide constant assistance to the OFWs and their beneficiaries, the local government unit of Trento under the Administration of Hon. Johnmark C. Billanes, Municipal Mayor and OWWA-Caraga OIC-Regional Director Marieta A. Lumawag officially signed the Memorandum of Agreement (MOA) designating a help desk in Trento Municipal Hall on August 8, 2011.

Also, Mayor Billanes assured OWWA and TPAO that the LGU-Trento is willing to take an extra mile to prop up whatever endeavor the organization will take.

OFW from Caraga dies in Kuwait, OWWA-Caraga chief confirms

BUTUAN CITY, August 17 (PIA) -- The Overseas Workers Welfare Administration (OWWA) Regional Director Dr. Marietta A. Lumawag today confirmed that an Overseas Filipino Worker (OFW) from Caraga Region who was working in Kuwait died recently.

In an interview with PIA, Dr. Lumawag said Juvy Montesoso from Bayugan City, Agusan del Sur reportedly died after jumping from the sixth floor of the building where she is working as a receptionist.

Lumawag said a thorough investigation is currently being conducted by local authorities in Kuwait and result of the investigation will be revealed soon. She also said after results of the investigation have been released, Philippine Embassy will immediately report the details to the Department of Foreign Affairs (DFA) and OWWA.

“Right now, police officers in Kuwait are still investigating the case and as soon as investigation is finished, the Philippine Embassy will immediately submit the report to OWWA and DFA regarding the incident,” Lumawag said.

When asked what assistance the OWWA can give to the victim’s family, the regional OWWA chief said the agency will extend assistance for the transfer of the victim’s remains from Kuwait until it will be brought to their residence in Bayugan City.

“As soon as matapos ‘yung kaso, talagang i-aasist natin siya… nakaantabay ang OWWA upang maibalik agad ang katawan ni Juvy (As soon as investigation of the case is finished, we will really assist her…OWWA is already doing everything so that Juvy’s remains will be brought immediately),” Lumawag said

Lumawag said, Montesoso’s aunt, Mrs. Virginia B. Serrano informed OWWA-Caraga on August 9 to 11 regarding the incident. Accordingly, her niece died on August 5, 2011 after committing suicide by jumping on the sixth floor of the building where she is working.

Dr. Neric Acosta shares proffered solutions to Caraga’s peace and environmental problems

BUTUAN CITY, Aug. 17 (PIA) --‎"Only when we fully understand the importance of nature, we will also be able to give value, love and dare to care in order to protect our home - the living earth”.

This was declared by Dr. Nereus "Neric" Acosta, who is the guest speaker of the 2nd series of lecture on Political Will & Grassroots Movements: Proferred Solutions to the Caraga Region's Peace & Environmental Problems, spearheaded by the Father Saturnino Urios University (FSUU) Policy Center headed by Atty. Josefe Sorrera-Ty, Executive Director, held Tuesday, Aug. 16 at the AVR-1 FSUU Main Campus, this City attended by representatives from government line agencies, teachers from different schools, and some members of the local tri-media.

Acosta also said that giving equal importance to "Ecology" & "Economy" for people to survive is the best thing that we can do to cope with this changing world.

“In this sense, the government should not only focus to what the economy can do to us but also must look into the importance of the ecology where we get our resources from nature so we can live and enjoy life peacefully, without being destructive to the environment,” Acosta emphasized.

Dr. Acosta calls on all Caraganons to plant trees, and always apply the proper solid waste management, and other ways that could be beneficial to both people and the environment.

When asked what the government must do to eradicate illegal logging especially in Caraga, Dr. Acosta said that the government with the Department of Environment and Natural Resources (DENR) who is tasked to formulate and implement policies, guidelines, rules and regulations relating to environmental management and pollution prevention and control must really enforce the Executive Order No. 23 otherwise known as the total log ban which was signed by Pres. Benigno S. Aquino III.

Aside from that, the government should also goal for an economically enabling society, wherein people are given incentives thru the ‘Tree Certificates’ if they preserve the environment and plant trees in their community so they will no longer indulge into such acts of illegal logging. And with this, the more certificates that they will have, the more incentives they will receive from the government with aide from non-government organizations abroad.

Most importantly, the government with the Department of Education (DepEd) should intensify its information campaign to students on the environmental issues and concerns so students will know its value and would initiate activities that could help the environment, and if possible put up a nursery area in every preschool.

According to CSC-Caraga Regional Director Adams Torres, this year’s celebration is anchored on President Benigno S. Aquino III’s call for reform, ‘daang matuwid’, and on his pledge to implement change in government.

“The anniversary celebration aims to showcase and celebrate reforms and milestones of government agencies as they fulfill their respective mandates,” Torres said.

PAMANA: More than the usual development process

AGUSAN DEL SUR, August 16 (PIA) --
The Office of the Presidential Adviser on the Peace Process (OPAPP) handed over to Agusan del Sur Gov. Adolph Edward Plaza two checks worth P14,216,000 for projects in three municipalities and in the city of Bayugan. The initial fund release will be used in projects ranging from infrastructure repairs to livelihood, which will benefit some 44,000 residents.

Assistant Secretary Howard Cafugauan said, the amount is part of the P18 ,illion worth of projects intended for the rehabilitation of farm-to-market roads in San Francisco, Bayugan and Prosperidad, rehabilitation of Andanan Baily bridge in Sibagat, livelihood projects like rubber-based farming (rubber plus banana plus fruit tress), abaca production, cacao production, handicraft production and the part of the water supply system particularly in Sibagat town.

“The initial release of the funds is the result of the 2009 survey and study that your provincial government together with the four municipal government technical working group and the OPAPP have undergone," Cafugauan said. "Just like what your governor said, let us use the fund for its real purpose and if we see the difference as what the OPAPP expects, we will surely continue to support your province with DILG where the fund will be channeled because they will be in-charge in building the capacity of the recipients together with other agencies.”

According to Asec Cafugauan, PAMANA is different from other usual development projects like farm to market roads, bridges and livelihood, implemented by other agencies because it deals with challenges especially with peace and order issue, in order to get the projects moving.

“The reason why we want to empower the communities and strengthen their capacities is because we want to address issues of vulnerability and peace through activities that promote social cohesion. As per result of our survey, there are so many resources and potentials in areas that has peace and order issues and the President said he want that people in these areas should feel the presence and care of the government so that their resources and potentials will be put in action for development of themselves and the area, and will soon forget the peace and order issues,” Asec Cafugauan said.

According to Asec Cafugauan, the present administration is expecting that the product of the PAMANA projects will promote peace and development by building peace in the community. It will also mainstream the framework of all government agencies as stakeholders while strengthening their convergence for peace building.

“As we all observed, what happened before was, we wait for the peace agreement before the services and help from government will flow to the communities. But now, we will not wait for that peace agreement to be signed. Government’s services and help will be extended to the communities we called the PAMANA zones even if the peace agreement is yet on process,” Asec Cafugauan said. (PIA-Agusan del Sur)


Butuan tourist arrivals up – Mayor Amante

BUTUAN CITY, August 16 (PIA) – Mayor Ferdinand Amante, Jr. of this city recently said the number of tourist arrivals this year has increased compared to last year.

The city’s chief executive said that from July to December of 2010, some 208,520 tourists have visited the city. He said this figure showed an increase of 11 percent compared to the same period in 2009.

He added that tourist arrivals this year have reached 107,553 from January to June.

“Kining maong gidaghanon sa mga turista, gibana-bana nga nagdala og P8.7 billion alang sa atong lokal nga ekonomiya sulod lamang sa usa ka tuig” (The tourist arrivals has brought some P8.7 billion to the local economy in one year), Amante said.

“Said amount benefitted employees in hotels and restaurants, drivers of jeepneys, multi-cabs and pedicabs, as well as businessmen of our public market,” Amante said.

To date, Amante said the city has 2,400 hotel beds and 1,300 hotel rooms that can accommodate participants to any regional and national conventions, making it as the destination of meetings, incentives, conferences and exhibits in the region. (PIA-Caraga)



Thousands avail of mobile passport service

SURIGAO DEL NORTE, August 16 (PIA) -- Some 1,000 Surigaonons flocked to Surigao City to search for jobs and apply for passport during the jobs fair and mobile passporting service on Aug. 13-14, 2011.

The two-day jobs fair and mobile passporting service was initiated by the city government of Surigao in coordination with the Department of Labor and Employment (DOLE), Department of Foreign Affairs (DFA), and Overseas Workers Welfare Administration (OWWA).

Dozens of private companies joined the jobs fair in an effort to provide jobs to those who wanted to work such as Toyota Davao City Inc., Taganito Mining Corporation, Cagdianao Mining Corporation, Pacific Cement Philippines, Inc. (PCPI), Southern Arms Corporation, and Taytay sa Kauswagan Inc.

Registered job applicants also sought employment with agencies that joined the Fair such as M & M Placement Int’l, Inc., LNS Int’l Manpower Services Corp., PHILQUEST Int’l. Management & Services Contractor, Kabayan Ko Overseas Manpower Placement, Maanyag Int’l Manpower Corp., and Online Hiring Corp.

According to PESO Manager Rolando H. Uyan, among the 783 applicants only 349 of them were successfully interviewed.

“132 of them were qualified applicants but only 8 applicants got hired on the spot,” he said.
For mobile passporting, Uyan said around 434 pass ports were successfully processed. He said the releasing of passport will be on October 9, 2011 at the City PESO Office.

Mayor Ernesto Matugas acknowledged the role of the officials of DFA, DOLE, OWWA, City PESO and business establishments for the success of the event. He said that he wants that the jobs fair be held again soon his constituents in Surigao City. (PIA-Surigao del Norte)



NATCAC – 2nd Run is set in Caraga

BUTUAN CITY, Aug. 16 (PIA) -- The second run of the National Technical – Vocational Education and Training Competency Assessment and Certification (NATCAC) will be held in the months of August to November 2011.

According to Technical Education Skills and Development Authority (TESDA) Caraga Regional Director Edwin Gatinao, the NATCAC is a synchronized conduct of competency assessment and certification in identified key qualifications that are hard to find but with high industry demand. The NATCAC will be conducted every week starting August to November 2011.

One important features of the NATCAC is the issuance of the National Certificate (NC) or the Certificate of Competency (COC) to successful candidates on the same day of the assessment.

Target candidates for NATCAC are the following: trainers of private & public technical vocational institutions including TESDA Technology Institutes, LGUs and other government agencies providing TVET programs and other private enterprises with registered TVET programs; workers/industry practitioners/professional/career shifters who want to undergo competency assessment; and returning OFWs/Filipino expatriates with relevant experience who want to undergo competency assessment.

Also, interested applicants for the free assessment and certification will have to comply with the following requirements: 1) Duly accomplished application form; & 2) three passport size pictures in white background with name written at the back.

The second run of the NATCAC in Caraga region opens on August 8 and ends on November 18, 2011. Interested applicants are enjoined to visit TESDA Provincial Office near them.
