Caraga region calls for peace constituency building through a two-day fora

BUTUAN CITY, May 27 – The call for a just and lasting peace deeply resonates in the Caraga Region (Region XIII) of Mindanao as various sectors articulated their grievances and demands at the recently concluded Peace Roadshow held from May 23 to 24 in key areas of Agusan del Norte, Agusan del Sur and Surigao del Sur.

In the two-day fora held at the Fr. Saturnino Urios University (FSUU) here, participants heard updates from government peace panel member Jurgette Honculada on the ongoing peace negotiations between the Government of the Philippines (GPH) and the Communist Party of the Philippines-New People’s Army-National Democratic Front of the Philippines (CPP-NPA-NDFP).

A Butuanon herself, Honculada called on all Filipinos to be updated on the peace negotiations between GPH and CPP-NPA-NDFP and raise their stakes for peace. She also spoke on issues confronting Caraga communities such as problems related to mining, illegal logging and delivery of basic services in far-flung areas, all of which are also being tackled in the Comprehensive Agreement on Socio-economic Reforms (CASER), which is the meat of the ongoing peace negotiations between the GPH and NDFP.

“The present administration, led by President Benigno Aquino III, is serious in forging a final negotiated political settlement with the NDFP. We must revive the peace process on the basis of a comprehensive understanding of the root causes of the conflict,” Honculada stressed. “We’re not playing games; we have a genuine desire to attain a just and lasting peace. The goal of the panel is to negotiate a settlement within three years so that we’ll still have time for implementation since every administration only has six years.”

With the concrete goal of reaching a final peace agreement to set the ball rolling for reforms to be fully carried out, the participation of different communities nationwide will prove to be critical.

“Currently, there is very little public interest in peace-building measures,” People Power Volunteers for Reform (PPVR)-Caraga Chair Concepcion “Chit” Asis said. “We need to bring the issue to the people. That’s why we at PPVR launched our support alongside the resumption of peace talks which had been at an impasse for seven years.”

Also present at the fora were FSUU Policy Center Executive Director Atty. Josefe Sorera-Ty, who served as master of ceremonies and Office of the Presidential Adviser on the Peace Process (OPAPP) Social Mobilization Unit Dir. Enrico dela Torre who gave the participants an overview of the government’s efforts on peace and development.

The various fora provided members of the Caraga community a deeper understanding of the ongoing conflict besetting the region. Participants raised immediate concerns affecting their day-to-day lives.

With an administration that’s all out for peace, it was concluded by the organizers and participants that the best time to affirm the peace talks and the best time to engage in forging the peace is now.

“We’ve already invested decades of our lives for peace. Now, there’s still a long task ahead of us,” Honculada added. “If we don’t actively work for peace now, we will let the culture of violence prevail. It’s about time we consolidate our efforts and reach as many people as we can.”

PNP, AFP inks peace and security agreement

BUTUAN CITY, May 27 – The Armed Forces of the Philippines and the Philippine National Police assigned in the region signed the Joint Peace and Security Coordinating Center Memorandum of Agreement recently.

The JPSCC 13 was said to be created in order to ensure the unity of the efforts of the military and the police in addressing the peace and security concerns of Region 13. Its mission is for both the 4th Infantry “Diamond” Division and the Police regional Office 13 to work hand in hand to support the local government units in the preservation of peace and order and in addressing peace and security concerns occurring in Region 13 by establishing JPSCCs also in the provinces and cities of the region in order to have a secured environment conducive to growth and development.

Structurally, the JPSCC 13 shall be headed by the Commander of the 4ID and the PNP Director of PRO 13 and shall be composed of the joint intelligence and investigation cell, joint operations cell, joint civil-military operations and police community relations cell, and the joint legal cell.

In their respective messages after the signing, Maj. Gen. Felix called the creation of JPSCC 13 as “a good day for the people of Caraga,…as this will ensure the unity of the efforts of the military and the police in addressing the peace and security concerns of the region.” He also said that this will institutionalize at the same time, the mutual cooperation and coordination of the two security forces to address more effectively the various security issues and problems within each other’s area of responsibility. The official also said that the underlying principles of the agreement can be applied in the issues of criminality, terrorism and lawlessness, as well as in responding to calamities, disasters and other emergencies which may arise in the region.

CSupt. Rafal for his part also said that the existing unity, cooperation, coordination and joint operations of both the AFP and the PNP will be further enhanced by the signing of the document and the creation of the JPSCC.

Rafal mentioned however that the united efforts of cooperation and coordination of both security forces was clearly manifested during the successful handling and resolution of the hostage-taking incidents at Pulang Lupa, Trento and Prosperidad in Agusan del Sur and also during the NPA attack against the Lianga Municipal Police Station in Lianga, Surigao del Sur; as well as in conducting disaster and relief operations during calamities occurring in the region.

“We are looking forward for a better provision of security and services to the local government units as well as to the communities and the vital installations in the region,” Rafal said.

Both officials also assured the public that the PNP’s Police Operational Procedures and the AFP’s Rules of Engagement shall always be observed with the JPSCC, and the guiding principles would be the strict adherence to the Human Rights, Interrnational Humanitarian Law and the law of the land.

The Armed Forces was represented by Major General Victor A. Felix, the Commanding General of the 4th Infantry “Diamond” Division based at Camp Evangelista, Patag, Cagayan de Oro City while representing the Philippine National Police was Police Regional Office 13 Director Chief Superintendent (Brig. Gen.) Reynaldo S. Rafal.

PNP bomb drill, seminar slated

BUTUAN CITY, May 27 – With the recent pronouncement of high level of security threat in Mindanao relative to Bin Laden’s death, the PNP-Directorate for Intelligence led by Police Director Renato Heredia, thru the Philippine Bomb Data Center (PBDC) will be holding a series of Bomb Drill Competition and Bomb Awareness Seminar on three separate venues in the country.

It aims to secure possible terrorist targets such as public transport, malls, churches, schools, and other vital installations from bombing attacks and similar incidents.

The police also called for public vigilance on bomb threats and their involvement in the efforts to prevent bomb-related incidents is encouraged as safety is everybody’s concern.

Recently, the PNP-DI-PBDC held the Transportation Security Awareness Seminar (Land, Air, Sea and Rail) at the DI-Intelligence Training Group (ITG). This was attended by different representatives of the transport sector other stakeholders and members of the Tri-Media.

The first Bomb Drill Competition was successfully held in Camp Crame, Quezon City last March 24, 2011 participated by various police units in the National Capital Region, Philippine Army EOD.

Atty. Renato Heredia, Director for Intelligence, Philippine National Police was the Guest of Honor and Speaker. Said activity was attended by PRO 13 and BCPO personnel, stakeholders and tri-media.

The bomb squad drill competitions is aimed at upgrading the reliability and efficiency of the PNP and the AFP EOD/Bomb Squads in Manila and Mindanao, particularly in responding to any bomb related threats.

The competition will stimulate the awareness of local chief executives and PNP commanders on the level of preparedness and equipage of their respective units and personnel. Further, the event will serve as a morale booster to the EOD community in general.

The PBDC designed a bomb Advisory poster and leaflet to maximize its advocacy against bombing. Copies were initially distributed to the liaison of different PROs after the first drill competition in Camp Crame, Quezon City. Participants of the bomb awareness seminars conducted were also given copies.

Advisory posters and leaflets will be distributed to the public for them to be aware of the recent trend of bombing events and to be vigilant for possible retaliatory attacks on vital installations and soft targets like churches and public transport facilities; after the death of Osama Bin Laden, founder and leader of Al Qaeda terrorist group was killed by U.S. Navy Seals weeks ago. DILG trains barangay tanods

AGUSAN DEL SUR, May 27 – A total of 260 tanods from the 16 barangays of Talacogon attended the Barangay Tanod Training conducted at the Farmers Training Center, Labnig, Talacogon, Agusan del Sur.

The said training was conducted to orient barangay tanods on their duties and functions and provide them with adequate information on the basics of arrest and handcuffing and internal security operations since they are the first responders in their barangays.

In his message during the opening program, Talacogon Municipal Mayor Isaias C. Masendo committed to provide tanod uniforms and pledged to allocate funds for additional honoraria of the tanods in the LGU budget next year.

He also cited the reward system that the LGU has been implementing wherein monetary rewards are given to individuals who give information on wanted persons and unlawful elements and their sinister undertakings.

The official also emphasized that the amount of the monetary reward varies on the degree and magnitude of information relayed, either to him or to the Chief of Police, chargeable against the allocated intelligence fund of the municipality.

“Attaining a peaceful community is not only a duty of a Local Government Unit and its local officials, the PNP and the AFP, but a shared responsibility with the community,” said Mayor Masendo in his speech.

During the training, issues on the increase of monthly honorarium from Php100.00 to Php200.00 were raised.

It was also suggested that hospitalization benefits must be provided to the tanods by the barangay and municipality.

The barangay tanods are also requested for the implementation of the Barangay Peacekeeping Action Teams (BPATs) and demanded for more skills trainings from the Philippine National Police. (MLGOO-Talacogon/PIA-Caraga)


4 rebel returnees in Surigao del Sur gets livelihood assistance

TANDAG CITY, May 27 (PIA) - Four rebel returnees in Surigao del Sur are due to receive livelihood assistance from the Office of the Presidential Adviser on Peace Process (OPAPP) as part of the Social Integration Program (SIP).

According to OPAPP Peace Integration Unit (PIU) the checks totaling P200,000 are ready for release. A total amount of P50,000 shall be given to each recipient identified as Germilito Ecoben, Ernan Flores, Ambrocio Gran, and Piginoi Montenegro.

This was contained in a letter by Dir. Emmanuelle Protasio to Gov. Johnny Pimentel.

Also, Gov. Pimentel already designated Mrs. May Salinas, Provincial Social Welfare and Development Officer (PSWDO) chief here as representative from the Provincial Government facilitated the transaction with the Landbank of the Philippines Tandag City Branch. She also helped to identify the beneficiaries.

In addition, the OPAPP strongly recommended to the Provincial Government partnership with the Department of Agriculture (DA) and Technical Education and Skills Development Authority (TESDA) to provide appropriate livelihood training to the beneficiaries before giving out cash to ensure sustainability of the livelihood assistance. Govt’s info arm vows full support to military

BUTUAN CITY, May 27 (PIA) – The regional office of the Philippine Information Agency (PIA) here vowed to assist the government troops particularly in terms of providing communication support to the Armed Forces of the Philippines and the Philippine National Police (PNP)—as they are entrusted by the government to uphold peace and security in the country.

This was the assurance made by PIA-Caraga OIC-Regional Director Abner Caga in a roundtable discussion with the members of the local tri-media held recently.

Caga said providing communication support does not necessarily mean serving as propagandists of the military. “We assure (the public) that the materials produced by PIA are always balanced and true,” he said.

He added that PIA asks the side of each opposing party in an issue to ensure balance in its news reports. It’s up to the reader to choose which party to support or put their trust in. (PIA-Caraga)


State should ensure women’s protection, CoPIPAGV says

BUTUAN CITY, May 27 (PIA) – The government has the primary duty of taking care of women.

In a local radio program of the Department of Social Welfare and Development, Atty. Jose Fe Sorrera-Ty said that the Magna Carta of Women directs government to review all its policies, laws, administrative regulations in every agency and see if it is discriminatory or not.

Atty. Sorrera-Ty works with the Comprehensive Pilot Intervention Plan against Gender Violence in Caraga (CoPIPAGV-13).

Ty said laws that run counter to the ideals of the Magna Carta should be repealed or amended. Thus, all entities in the government must be sensitive to uphold and protect the rights of the women, Ty said.

The law also states that there should be equal opportunities for women to be hired in government services and even to serve as heads of the agencies or offices.

“Within five years, the law mandated that there should be an increase number of recruitments for women in government service and this must be the concern of every government offices specifically the Civil Service Commission (CSC) who is mandated to approve the appointments endorsed by every heads of government agencies,” Sorrera-Ty said.

With these developments, Ty said that as part of the rationalization program of the government agencies they must include in their recruitment policy the equality of women to be hired in the service.

Furthermore, Magna Carta of Women spells out equal rights in marriage and family, including joint decision on the number and spacing of children. (PIA-Caraga)


NSO will hold FIES regional data dissemination forum

BUTUAN CITY, May 27 (PIA) – National Statistics Office (NSO)- Caraga will hold the 2009 Family Income and Expenditure Survey (FIES) Regional Data Dissemination Forum on June 16 in this city.

According to NSO regional director Dr. Rosalinda C. Celeste, the forum aims to raise awareness of the stakeholders and data users on the importance and relevance of FIES data.

The 2009 FIES intends to provide data on family income and family expenditure and related information affecting income and expenditure levels and patterns in the Philippines.

It also determines the sources of income and income distribution, levels of living and spending patterns, and the degree of inequality among families.

Also, the 2009 FIES provides benchmark information to upgrade weights for the estimation of consumer price index; and to provide information for the estimation of the country’s poverty threshold and incidence.

The forum will be participated by provincial and city planners, representatives of national line agencies, non-government organizations, people’s organizations, the academe and owners of business establishments, Dr. Celeste said. (PIA-Caraga)

Kaugnay dito, pinaalalahanan din ng DepEd Butuan ang lahat ng mga magulang tungkol dito matapos makatanggap ang DepEd-Caraga Regional office noong nakaraang taon hinngil sa pangungulekta ng ilang mga pampublikong paaralan sa enrollment.

Matatandaan noong Abril 27, 2009, pinirmahan ni former Education Secreatry Jesli Lapuz ang DepEd Order No.40 series of 2009 upang utusan ang assistant secretaries, bureau/service/center directors, regional directors, schools division superintendents, at heads of public elementary and secondary school na ipagpatuloy ang ‘no collection policy’ sa lahat ng pampublikong paaralan ng elementarya at sekundarya.

Si BGen Charito “Ching” Plaza ay isang Butuanon na naging Congresswoman ng unang distrito ng Agusan del Norte, sakop ang Butuan City at ang munisipyo ng Las Nieves. Batay sa rekord ng GSIS, may mahigit na 39,000 na myembro ang Butuan City kung kayat ang GSIS ay gustong makipagpulong sa mga information officers dito upang mas lalo pang mapaganda ang kanilang serbisyo.

Kilala ang mga information officers sa kanilang galing sa kumonikasyon kung kayat nararapat lamang na magkaroon at mabigyan din sila ng mga sapat na impormasyon tungkol sa mga programa ng GSIS.

Ang pagpupulong ay naglalayon din na mabigyan ng bagong impormasyon ang mga information officers tungkol sa vision at mission ng GSIS sa ilalim nga bagong administrasyon at board of trustees; bagong polisiya at ang mga bago sa information technology.

Ito rin ay magbibigay daan upang magkaroon ng mas magandang relasyon ang mga GSIS at ang mga myembro nito sa pamamagitan ng mga information officers.

Gipanguluhan sa People Power Volunteer for Reform (PPVR), usa ka non-government organization ang nahisgutang kalihukan nag-aghat sa tanang mga volunteers aron aghaton usab ang gobyerno nga mo mugna og daghang oportunidad aron batukan ang bisan usang anomaliya ug sa hisgutanang pangkawad-on.

Ang maong turn-over gipaluyuhan sa buhatan sa Provincial Agriculture Office ubos sa pagdumala ni Gromyko Geraldine.

Kining maong ekwipo gidonar isip assistance alang sa mga katawhan sa Surigao gikan sa Platinum Group Metals Corporation (PGMC) nga gipangulohan ni Richard Gimenez sa Cagdianao Mining Company.

Ang Caraboy s aka tractor-like nga ekwipo, nga gamit alang sa pag-uma nga dili na kinahanglang mogamit ug karabaw, ang maong ekwipo gama gikan sa nasod sa China.

Armed men raided compound of former Surigao Norte town mayor, torched heavy equipment

SURIGAO CITY, May 26 (PIA) – More than 30 unidentified armed men raided the compound of former Placer Mayor Charry Mangacop on Wednesday, May 25 in Km. 8, Brgy. Bonifacio, Surigao City, said a report from PNP-Surigao City.

It was around 7 pm--while the former mayor together with his wife, Luzviminda Sala Mangacop and his driver, Reynaldo Jaculba Madera were eating dinner--that some 30 armed men entered their compound. Six of them were armed with baby armalite and other high powered firearms.

The men asked for the family memebers' cellular phones and ordered Mangacop to surrender his firearms.

“They were only asking my firearms, sinabihan ko nalang yung asawa ko na ibigay nalang yung mga baril (I told my spouse to just give the fireams to them),” Mangacop said in an interview.

Mangacop is still clueless as to the motive of the incident.

The suspects took from him two Nokia cellphones, one infant baby armalite, one unit commando baby armalite, one caliber 45 with four extra magazines, two full packed bandoliers, four hand set radios, four base radios and one round armalite magazine.

The former mayor clarified that those are all licensed firearms.

“The suspects then brought them outside their residence (still inside the compound) and lined them together with the ex-mayor’s other employees and then after a while, they took them outside the compound to a nearby house owned by a certain Peter and Linda, but the owners were not in their residence,” said a report.

They were then brought to the national highway and some minutes later, they heard a gunshot and saw that their construction vehicles inside their compound were incinerated. Damaged vehicles were as follows: one unit Isuzu dump truck worth P1.6M; one unit Fuzo canter mini dam worth P400,000; one unit Fuzo canter storage worth P700,000; one unit Hitachi backhoe worth P1.5M; and one unit Komatso bulldozer worth P1M. GSIS officials, government information officers meet in Butuan

BUTUAN CITY, May 26 (PIA) – Top officials of the Government Service Insurance System (GSIS) Manila will meet government information officers (IOs) of Caraga region in a forum on June 9, this city.

There are more than 39,000 GSIS members in Butuan City, according to agency records. The talks will focus on current initiatives of GSIS to provide better service to members.

Given the communication tools available to IOs, GSIS through its Public Relations Communications Office is strengthening its linkages with them as part of its pro-active communication program to reach all its members.

The forum with the IOs will discuss the new vision and mission of the GSIS under its new management and Board of Trustees, current policies and programs, as well as updates on IT enhancements.

Resource persons during the forum are Vice- President for Mindanao, Ms. Ludy Dorado; Ms. Ella Valencerina, Vice President, Public Relations and Communications Office; and Ms. Mamole Pangandaman, GSIS-Butuan regional office manager.

GSIS said that with the forum, it is expected that the agencies’ programs and services will be featured in government-published newsletters and government-sponsored TV, radio, programs; current issues related to GSIS will be clarified; and linkages of GSIS with regional communicators will be strengthened.

PPRV, OPAPP and FSUU inform stakeholders on the GPH-CPP/NDF/NPA Peace Negotiations

BUTUAN CITY, May 25 (PIA) – The People Power Volunteers for Reform (PPRV) Caraga thru Regional Chair Concepcion Asis, Office of the Presidential Adviser on the Peace Process (OPAPP) thru Mr. Enrico Dela Torre, and Ms. Jurgette Honculada, a member of the Government of the Philippines (GRP) Panel with Father Saturnino Urios University (FSUU) Policy Center Executive Director Atty. Josefe Sorera-Ty conducted recently the Peace Forum with participants from the different sectors in Caraga region.

In her message, Asis relayed that the forum is part of the Caraga-wide Peace Roadshow, which is also in response to the call for every Filipino to be concerned and be involved in any way possible for the successful conclusion of the peace talks between the GRP and the Moro Islamic Liberation Front (MILF) and between GRP and the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF).

Also, Honculada bared that insurgency problem has been with us for 42 years, negotiations have spanned 24 years and four presidencies. This is the 5th panel to conduct the negotiations which over 40 rounds have been computed since 1992.

“Peace is not the business of the government alone; military actions alone cannot resolve armed conflict; strategic role of the public is keeping the parties at the table; and need to bring the “public voice” to the negotiating table are some of the lessons learned from the past negotiations,” said Honculada.

When asked what are the prospects for the peace negotiations, Honculada emphasized that the environment is conducive to negotiations under the Aquino government, resulting in the resumptions of the talks after a 7-year impasse; their desired periodic ceasefires while talks are ongoing should lower the level of violence on the ground; and the side mechanism should insulate the negotiation from undue disruptions.

Meanwhile, Asis revealed the action plans for the peace talks. She bared that the long term plan is to give focus on the educational programs which should be strengthened especially in the grass roots while for the short term plan is to conduct peace forum on the different provinces and get the issues and concerns of the residents especially in the grass roots.

“A continuing program should be strengthened so that people would understand what are the programs available for them while we will continue to conduct peace forum on the different provinces to know the issues, concerns and sentiments of the residents so that these will be brought out to the GRP panel and discuss it further during the peace negotiations with the CPP-NPA-NDF panels,” Asis stressed.

It was also learned that the joint forces of the PPRV, FSUU and OPAPP will convene multi-sectors in Caraga region on the months of June and July 2011 to gather their concerns. (PIA-Caraga)


Butuan crime rate goes down

BUTUAN CITY, May 26 (PIA) – Member agencies of the City Peace and Order Council (CPOC) here convened recently to discuss issues and concerns that affects peace situation of the city.

During the meeting, PCINSP Reynante Sibayton of Butuan City Police Office (BCPO) said that crime incidence rate went down to 50 percent from May 3-24, 2011, compared to 103 percent during the same period in 2010.

“BCPO is strengthening its campaign against illegal drugs, illegal possession of firearms, illegal logging, and the like. Also, part of our significant accomplishments is the arrest of the 26 alleged undocumented Chinese and Taiwanese nationals in Brgy. Maibu, Butuan City… Butuan remains peaceful in celebration of the Balangay Festival 2011,” said Sibayton.

Sibayton further said that BCPO are conducting the “Luma Mo, Bago Ko”, where old things donated by the general public will be given to the less fortunate children in the city. ‘Operation Tuli’ was also conducted this summer while BCPO also facilitates the ongoing ‘Brigada Eskwela’.

Meanwhile, LtCol Erwin Rommel Lamzon, Commanding Officer of the 30IB, Philippine Amry revealed that they will be conducting several grand pulong-pulong (GPP) and a medical mission in Butuan City.

“We will conduct grand pulong-pulong and a medical/dental mission in the following barangays: Anticala and Pianing on May 31; Sumilihon and Los Angeles on June 1; Medical, dental mission in brgy. Anticala on June 2; and GPP in brgy. Antongalon, Butuan City on June 3,” Lamzon said.

Lamzon also said that through the GPP, they will be able to gather issues and concerns from the residents of the barangay and refer them to the right agencies so that in return, those issues and concerns will be properly addressed.

Also, City Councilor Ryan Culima recommended to BCPO to reinforce PNP visibility in the schools especially at night time to secure students who still have classes until 9pm, to prevent any crime involving students. (PIA-Caraga)


UNAP chair urges Caraga youths to take part in the 12th Int’l Youth Day

BUTUAN CITY, May 24 (PIA) – United Nations Association of the Philippines (UNAP) Caraga Regional Chairman Rex Ybañez recently called on the youth in Caraga Region to take part in the 12th International Youth Day (IYD). The Philippines will be hosting the said international gathering of youths from around the globe on August 3 to 7 in Iloilo City.

In a press statement, Ybañez called all youth leaders and student leaders all over Caraga Region to take part in this high level youth gathering of their time.

“This is the time for us, Caraganon youths to showcase our talents and skills in this international gathering by participating in the achievement of the United Nations’ Millennium Development Goals (MDGs),” Ybañez said.

The chairman of the youth organization in the region also encouraged youth groups in Caraga to conduct programs which are anchored on the MDGs.

The 12th International Youth Day is organized by UNAP in partnership with the National Youth Commission (NYC), Commission on Higher Education (CHED), Department of Education (DepEd), Department of the Interior and Local Government (DILG) and UNESCO National Commission (UNESCO NatCom). State security forces to undergo mandatory gender , dev’t, human rights training

BUTUAN CITY, May 26 (PIA) – Military and police personnel will undergo mandatory training on gender and development, and human rights. The module entitled “Comprehensive Pilot Intervention Plan against Gender Violence in Caraga (CoPIPAGV-13)” is aimed at upholding women’s welfare according to resource person Atty. Jose Fe Sorrera-Ty.

She pointed out that security forces in the government particularly the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) has to undergo such training.

Atty. Ty further related her experience in an encounter with a police officer where her attention was called when she park her car in an area downtown. However, she found out that other vehicles were also parked there; but because the owners of those vehicles are males, the police officer was hesitant to call their attention.

“What happened is already gender discrimination,” Ty said. “And this must be properly addressed by authorities,” she added.

Ty said she was hopeful that government security forces have already undergo the said trainings as required by Republic Act 9710 otherwise known as Magna Carta of Women. “But for those who were not able to undergo such trainings, they must submit to participate in the said trainings,” Ty added.

Magna Carta of Women is the national bill of rights of women just as CEDAW (Convention on the Elimination of All Forms of Discrimination Against Women) is the international bill of rights of women which mandates the government to eliminate discrimination against women in the military and police, among others. NGCP readies contingency measures for incoming typhoon “Chedeng”

BUTUAN CITY, May 26 - In preparation for the incoming typhoon “Chedeng,” the National Grid Corporation of the Philippines (NGCP) is set to activate its command centers in all areas within the typhoon’s path 24 hours before the estimated landfall of the typhoon. This is to ensure that all precautionary measures are implemented to minimize the impact of the said typhoon on NGCP operations and facilities.

According to its website, the NGCP operates 19,425 circuit-kilometers of high-voltage transmission and sub-transmission lines and 23,853 mega volt amperes of substation capacity in Luzon, Visayas, & Mindanao.

It’s Overall Command Center (OCmC) is located at its Head Office, Power Center, Diliman Quezon City.

The NGCP’s Integrated Typhoon Action Plan (ITAP) includes monitoring the typhoon using the NGCP’s Enterprise Geographic Information System (EGIS) Mapviewer . All maintenance works will be suspended 48 hours before the estimated typhoon landfall.

It will also ensure the availability of telecommunication facilities, equipment, tools and vehicles at all times while the typhoon is within the Philippine area of responsibility.

The availability of materials and supplies necessary for the repair of possible damage to facilities, as well as the positioning of line crews in strategic areas, is currently being coordinated to facilitate the immediate restoration of damaged facilities in affected areas. (NGCP/PIA-Caraga)


Feature: Breastfeeding alone for first six months of life: A sure way to good health

Exclusive breastfeeding for the first six months of life has been recommended by the World Health Organization (WHO) as the healthiest way to feed newborns.

In the Philippines, while most infants (77.5%) were breastfed within the day after delivery, only 36 percent (%) of them received optimal breastfeeding up to six months, based on the results of the 7th National Nutrition Survey (NNS) of the Food and Nutrition Research Institute of the Department of Science and Technology (FNRI-DOST).

In addition, the survey also revealed that majority (89.4%) of the mothers were able to give colostrum, the first thick yellowish fluid from breastmilk during the first few days after delivery. Colostrum is known to contain antibodies that give immunity to the newborn.

While most Filipino mothers heed breastfeeding recommendations to protect babies against life-threatening illnesses aside from its economic value, the survey also found that most can only breastfeed up to a little over than two months, instead of six months exclusively due to inadequate milk for 34.5% and work outside the home for 25.5% of the mothers.

Experts say that giving solid foods to infants before six months is a big concern to the child’s nutritional status where the risk of food allergies and digestive disorder is high, but starting them later than six months could also lead to higher risk to deficiency particularly in iron when breastmilk is inadequate to meet the child’s additional nutritional requirements for growth and development.

Anemia due to iron deficiency is a persistent public health problem among Filipino infants less than one year at about 56 % based on the 7th NNS of the FNRI-DOST.

Iron is a very big concern among infants where growth and development are highest during the first year of life, particularly for brain development.

This is why the diet of lactating moms should be balanced or well-rounded with adequate intake of iron-rich foods to produce iron-rich breastmilk for the prevention of iron deficiency anemia.

The Daily Nutritional Guide Pyramid for Filipino Lactating Women and Nutritionally-Adequate One-Day Menu flyers for lactating women based on the 2002 Recommended Energy and Nutrient Intakes (RENI) developed by the FNRI-DOST depicts variety, moderation, and proportions for healthy eating.

Mothers will know if they’re feeding their children well by regularly monitoring their growth based on the WHO growth chart pattern, as stated in the second message of the Nutritional Guidelines for Filipinos developed by a team of experts led by the FNRI-DOST. If the child is within the growth standards, he/she is likely getting all the nutrients he/she needs.

Most of the semi-solid and solid foods, according to the 7th NNS, were regularly given at six to seven months of age, which is within the WHO recommendation to give the complementary foods starting six months.

The WHO’s advocacy on exclusive breastfeeding up to six months and giving complementary foods thereafter, is simple and straight forward. Human breastmilk is better for human babies than milk formula. Mothers should breastfeed their babies because it’s the best nourishment until the age of six months.

Semi-solid foods should be introduced after six months and should be as natural as possible, less processed, always fresh and with minimal condiments for optimum nutrition and health, as well as to promote good taste later in life.

“Mother still knows best” holds true until now. Mothers should use their maternal instincts and of course, common sense in feeding their young children.

Cayetano Paderanga, Jr na ang “puso” ng RH bill ay ang mabuting pamamaraan ng pagiging magulang, kung saan ito ay bahagi ng Philippine Development Plan (PDP) para sa taong 2011-2016. Paliwanag ni Paderanga, hindi siya nakarinig ng anumang alok kaugnay nito.

Si Paderanga na noo’y panauhing pandangal ng CNEX na humarap sa media ay naglalayong makalikha ng pag-angat sa ekonomiya ng 7 hanggang 8 porsiyento bawat taon sa loob ng anim na taon. Naglalayon din itong mapalago ang ekonomiya sa pamamagitan ng pagbuo ng mass employment.

At base sa Philippine Development Plan ng kasalukuyang administrasyon, layunin din nitong mabawasan ang kahirapan at makamit ang Millennium Development Goals.

Ang pangunahing layunin ng PDP ay mabawasan ang kahirapan sa pamamagitan ng 16.6 porsyento sa 2015, mula 33.1 porsiyento sa 1991; lumikha ng isang milyong trabaho taon-taon; mabawasan ang kawalan ng trabaho sa pamamagitan ng 6.8-7.2 porsyento pero lalaki parin ang puwersa ng manggagawa sa pamamagitan ng 2.75 taun-taon; umaabot ang isang Gross Domestic Product (GDP) rate ng 7-8 porsiyento; pumapalit sa pamumuhunan sa bansa sa pamamagitan ng 22 porsiyento;. ipatupad at iba pang layunin ng MDG.

Tagalog News: Tourist arrival sa Caraga Region, tumaas ng 13% ayon sa DOT-13

BUTUAN CITY, Mayo 26 (PIA) – Tumaas ng 13 porsyento ang bilang ng turistang nagsadya dito sa Caraga Region ngayong taon kung ikukumpara noong nakaraang taon. Ito’y dahil na rin sa ginagawang promotion ng Department of Tourism (DOT)-Caraga Region sa mga tourist destinations ng rehiyon.

Sinabi ni Jean Camarin ng DOT-Caraga gumawa ng iba’t-ibang estratehiya ang kanilang tanggapan upang mas lalong makilala ang mga tourist spots ng iba’t-ibang probinsya ng rehiyon.

Dagdag ni Camarin, nakikipag-coordinate din ang kanilang tanggapan sa lokal na pamahalaan ng rehiyon upang malaman ang mga kailangang gawin. Ito ay upang tukuyin ang mga hakbang kung paano makakagawa ng karagdagang trabaho ang mga residente sa pamamagitan ng turismo.

Samantala, sinusuportahan din ng DOT-Caraga ang pamahalaang lokal ng Butuan sa pagdiwang ng Balangay Festival ngayong taon. Tinataguyod ng nasabing festival ang mayamang kultura ng Butuan sa pamamagitan ng Balangay Boat--ang bangka na ginamit ng mga Butuanons sa pakikipag-negosyo noong unang panahon sa mga karatig bansa sa Asya.

Dahil dito, pinasimunuan ng lokal na pamahalaan ang river cruising sakay ng replica ng Balangay boat na pinangalanang “Sama Tawi-Tawi” kung saan ito ay kasalukuyang naglalakbay sa kahabaan ng Agusan river dito.

BUTUAN CITY, May 26 (PIA) - Isang peace forum ang isinagawa kamakailan lamang upang ipaabot sa lahat ng mga volunteers at mga indibidwal sa probinsya, distrito, lungsod, munisipalidad na maging kaisa sa pagpalaganap sa reporma ng pamahalaan.

Ang nasabing forum ay pinangunahan ng People Power Volunteer for Reform (PPVR) kung saan ang mga volunteers ay nakikiisa sa pamahalaan na lumikha ng mas maraming oportunidad para sa partisipasyon ng mga tao upang labanan ang katiwalian at kahirapan.

Ayon kay PPVR Regional Chairman Concepcion Asis, ang grupo ang siyang tumulong kay PNoy sa panahon ng nakaraang halalan, at naglalayong ipalaganap ang sigaw ng administrasyong Aquino: "Kung walang corrupt, walang mahirap”.

Ang organisasyon ang sumusubaybay sa mga gawain at proyekto ng pamahalaan. Ito rin ay nagdadala ng programang pangkabuhayan, at feeding activities.

Bukod dito, ang PPVR ang siyang nagpapabilis sa pagsasagawa ng mga pulong at konsultasyon sa pagitan ng tao at ng mga kinatawan ng mga tanggapan ng pamahalaan.

No fees to be collected during enrollment, DepEd told schools in Butuan City

BUTUAN CITY, May 25 (PIA) - With the enrollment in the public elementary and high schools set to start next week, Department of Education (DepEd) Butuan City Division reminded school administrators not to collect any amount from the parents and students.

Prof. Israel Reveche, information officer of the division office and spervisor of the Values Education subjects, said school administrators and teachers are not allowed to collect any amount from the parents and students during the enrollment.

DepEd had constantly advised parents regarding this following the complaints that reached last year in DepEd-Caraga Regional office on some public schools that collected contributions and/or fees including miscellaneous during the enrollment period.

On April 27, 2009, former Education Secretary Jesli Lapuz signed DepEd Order No. 40 series of 2009 directed undersecretaries, assistant secretaries, bureaus/service/center directors, regional directors, schools division superintendents, heads of public elementary and secondary schools to continue the implementation of “no collection policy” in all public elementary and secondary schools.

This move by the Department of Education is in intended to remove obstacles to the enrollment of school-age children. These obstacles include the out-of-pocket costs which families have to bear in the course of sending their children to school. In the end, this will enable children to avail of free education as mandated by the Constitution.

Children who are promoted to the next grade or year level are considered automatically enrolled for the coming school year in the same school.

Only pupils entering the first grade, students entering first year in high school, and transferees from other public or a private school need to enroll. Returning pupils/students shall report to school only for sectioning purposes or any other pre-opening preparations as determined by the school administrators. (PIA-Caraga)


NYC lauded UNAP, UNYAP for hosting int’l gathering of youth leaders

BUTUAN CITY, May 25 (PIA) – National Youth Commission (NYC) Chairman and Chief Executive Officer Usec. Leon Flores recently lauded the United Nations Association of the Philippines (UNAP) and the United Nations Youth Association of the Philippines (UNYAP) for hosting the 12th International Youth Day (IYD) which will be held on August 3 to 7 in Iloilo City.

Usec. Flores said he believes that it will be through these organizations that the country will make significant and meaningful inroads in unleashing the spirit of volunteerism amongst the youths.

Usec. Flores welcomed 400 international and local youth delegates from the Asia Pacific Region and different parts of Luzon, Visayas and Mindanao to the international gathering.

Flores also said UNAP and UNYAP must continue to make a difference in their respective spheres of influence as they rally their fellow youth in championing the Millennium Development Goals (MDGs).

Flores said the delegates’ inputs and contributions to the full realization of the MDGs augurs well of the kind of participation and role that the youth of today assumes.

Surigao del Sur remains free from red tide toxin

TANDAG CITY, May 25 (PIA) – The province of Surigao del Sur remains free from Red Tide Toxin and other harmful algal bloom.

Hence, Provincial Fisheries and Aquatic Resources Office (PFARO) Chief Luisito Yu said recently, shellfish and other seafood fished out of the waters in this area are safe for consumption.

Yu’s announcement was based on the latest advisory of the Bureau of Fisheries Aquatic Resources (BFAR) Central office with its laboratory analysis.

The bay areas here which are always under periodic monitoring year-in and year-out are found in Lianga, Barobo, Hiatuan and Bislig City.

Mining investment confab set in Surigao Sur

TANDAG CITY, May 25 (PIA) – A mining investment conference is set on May 25 in Surigao del Sur.

With the theme “Minding Mining in Surigao del Sur,” the event aims to identify receptive Local Government Units (LGUs) and to encourage policy responses for the promotion of mining as an investment area.

Jointly hosted by the provincial Government, Mines and Goesciences Bureau, and the Department of Trade and Industry (DTI), it will be held at the Capitol Seminar House.

Police to conduct bomb counter measure seminar

BUTUAN CITY, May 25 – The Police Regional Office 13 will conduct a 1-day Bomb Counter Measure Competition and Bomb Identification and Awareness Seminar for local government unit personnel, non- governmental organization, government agencies and the members of the local media on Thursday, May 26. This will be held at the Regional Headquarters, Camp Rafael C. Rodriguez, Brgy. Libertad,

PSupt. Martin M. Gamba, chief Public Information Officer of the Police Regional Office 13 in an interview said that a team from the Philippine Bomb Data Center based in Camp Crame will be coming over in order to supervise the activity.

Supt. Gamba also said that five explosive and ordnance disposal (EOD) teams from Region 10 and this city, which will show off their expertise during a “bomb neutralization” competition to be held at the PRO 13 regional grandstand in the morning. Each team will compete on who can defuse a bomb the shortest time possible, but they will be allotted 20 minutes each at most.

The blessing of the PRO 13 Administration Building lobby and turn-over of ISO equipment to the PNP units in the region will immediately follow after the said activity.

The “Bomb Identification and Awareness Seminar” will be held in the afternoon, according to Gamba, but they will determine first the number of those who may attend the activity in order to decide whether to hold the said activity in the camp’s conference room or in a bigger venue.

It will be attended by participants coming from the local government units, non-governmental organizations, other government agencies and members of the local media.

Supt. Gamba, however, clarified that this is just a routinary activity as the said visiting team had already been to the other regions of the country as well. “We are holding the seminar as part of our routine activities and not because we are anticipating or preempting any terroristic threats from any group. PRO-13 dismisses erring PNP personnel

BUTUAN CITY, May 25 – Caraga Police Director PCSupt Reynaldo Rafal approved the dismissal of Police Senior Inspector Benny Esparagoza for grave misconduct.

The administrative action was based on the investigation and recommendation made by the Summary Hearing Officer of Police Regional Office (PRO).

As of January 2011 up to present, two (2)PNP personnel were dismissed from the service, while 30 personnel are still being investigated for various administrative offenses.

RD Rafal said that PRO-13 will not tolerate erring PNP personnel and must be dealt with accordingly, while those who are performing well must be rewarded.

He added that as PRO-13 Commander, he exercises his disciplinary authority without fear or favor.

He further said that abuse must be addressed with the full force of the law. He also directed the commanders on the ground to motivate their respective personnel to perform their duties well. “This is one way to promote a positive perception of the PNP organization and its personnel,” Rafal said.

RD Rafal further reiterated that each uniformed men and women of PRO-13 must have courtesy, discipline, good manners and right conduct, accountability and leadership. (PRO-13/PIA-Caraga)


People power volunteers join peace forum in Butuan

BUTUAN CITY, 25 May (PIA) – A peace forum was conducted recently to reach out to all volunteer groups and individuals at the province, district, city, and municipal levels to become partners of government reform.

Sponsored by People Power Volunteer for Reform (PPVR), the activity is a venue for volunteers to engage in government and create more opportunities for people’s participation in the fight against corruption and poverty, according to Concepcion Asis, PPVR Regional Chairman.

The group helped out during PNoy's presidential bid in the last elections. It still has for its battlecry the slogan, “Kung walang corrupt kung walang mahirap.”

The organization monitors project and procurement activities in government. It also carries out livelihood programs, and feeding activities.

Moreover, PPVR facilitates the conduct of meetings and consultations between the people and representatives of government offices. It also extends technical assistance, trainings and capacity building to enable local organizations to conduct their own anti-corruption and anti-poverty drive. (PIA-Caraga)

Multi-purpose Cooperative (NGEI). Ito ay ginanap sa mismong tanggapan ng Municipal Circuit Trial Court sa San Francisco sa harap ni Hukom Dymphna Gozon-Labindao.

Ang mga bagong benepisyaryo ay idinagdag sa dating 937 na mga benepisyaryo. Ang mga benepisyaryong ito ay nanggagaling sa sampung barangay ng San Francisco at isa naman ang galing sa bayan ng Rosario. May kabuuang 3,953.9951 hektaryang lupain na ipinamahagi sa dating 937 na mga benepisyaryo noong Disyembre 12, 1988. Ang orihinal na mga benepisyaryong ito ay bumuo ng isang cooperatiba at ang 3,569.9424 na lupain ay kanilang isinangla sa Filipinas Palm Oil Plantation Inc. (FPPI) na syang nagiging parte ng plantasyon ng FPPI hanggang ngayon.

Ang mga lupaing ipinamahagi sa kanila ay may mga tanim na palm oil, at ito ay kanilang ihahatid sa NGEI para maproseso.

Ito ang sinabi ni Maj. Eugene Osias, tagapagsalita ng 4th Infantry Battalion ng Philippine Army sa pakikipanayam sa kaniya kamakailan lamang.

Ayon kay Osias, ang tropa ng pamahalaan ay nagsagawa ng iba’t-ibang uri ng mga operasyon upang makakuha ng suporta sa mga komunidad labanan sa rebelyon sa Caraga Region.

Dagdag pa ng opisyal, ito ay totoo rin sa iba pang mga batalyon sa ibang lugar ng bansa sa paglalayong mapigilan ang rebelyon at matamo ang kapayapaan at kaunlaran.

Sa pamamagitan ng regular na pagsasagawa ng pulong-pulong na nagbibigay ng mga medikal at dental na serbisyo sa mga komunidad, ang tropa ay makakakuha ng suporta galing sa mga residente.

Ayon kay Osias, ang pagsasagawa ng pulong ay isang paraan upang makumbinsi ang lokal na pamahalaan at ang mga tao sa kanayunan at hilingin sa kanila ang kanilang mga saloobin tungkol sa usaping pangkapayapaan at seguridad. "Dahil dito, kami ay maaaring makapag bigay na anu mang hakbang upang makamit ang kapayapaan at pag-unlad," dagdag ng opisyal.

"Kami dapat ang magbigay sa kanila ng kaalaman upang maunawaan ng mga ito na kailangan ng mga lokal na pamahalaan ang mga hakbangin upang ganap na mapatupad at makahanap ng mga panukala na malutas ang mga rebelyon sa bansa. Sa pakikipanayam kay Butuan City Vice Mayor-Lawrence Lemuel Fortun, sinabi ng opisyal na ang river cruising ay isang fund-raising activity ng BGF hindi upang makalikom ng pondo kundi para sa pagpapanatili ng Balangay Boat na pinangalanang "Sama Tawi Tawi."

Dagdag pa ni Fortun na ang bangka mismo ay nagpapahiwatig ng kasaysayan at mayamang kultura ng mga Butuanons at ito ay ginagamit noong sinaunang panahon bilang sasakyan sa pangangalakal sa Butuan na magdadala ng mga produkto sa iba’t-ibang kalapit na bansa sa Asya. "Dahil dito, kailangang pangalagaan natin itong makasaysayang replica ng Balangay.”

Samantala, sinabi ng City Tourism Council Chairperson Atty. Rema Erigbuagas-Burdeos sa isang hiwalay na pagpupulong na ang kabuuang gastus upang makasakay sa nasabing Bangka ay aabot hanggang Php150 bawat tao at hindi bababa sa bilang na 30 katao ngunit hindi higit sa 50 katao na kung saan ito ang bilang ng kapasidad ng bangka.

Ang bangka ay pinangalanang “Sama Tawi-Tawi,” hango sa mga tao sa Sama Tawi-Tawi, lalo na sa Sibutu, ang huling tunay na balwarte ng mga Badjao na manggagawa ng bangka.

Ang mga taong Sama ay kilala para sa kanilang talento sa paggawa ng bangka at gusali na matibay panglaban sa mga alon at hangin. Umaasa lamang sila sa kaalaman mula sa kanilang mga ninuno at sila ay patuloy pa rin sa paggamit ng mga sinaunang kasangkapan sa paggawa ng bangka kahit walang sinusunod na plano.

AFP determined to solve insurgency in the country

BUTUAN CITY, May 24 (PIA) – The Armed Forces of the Philippines (AFP) is determined to end terrorism activities as well as to solve insurgency in the country.

According to Maj. Eugene Osias, spokesperson of the Philippine Army’s 4th Infantry Battalion, the government troops have initiated various types of operations in order to get the support of the community in its quest to fight insurgents in the Caraga Region. “This is also true to other battalions in other areas of the country as we are one in fighting against insurgencies and therefore achieve the common goal which is to attain peace and development,” Osias said.

Thru the regular conduct of Pulong-pulong that offers medical and dental services to the community, the government troops were able to get the support of the residents.

This is one way to convene local government officials and the people in the rural areas and ask them their concerns regarding peace and security. “Because of this, we could be able to discuss some measures in order to achieve peace and development,” Osias said.

“We must (make) them understand the need for local government units to fully implement and find measures to solve the insurgencies in the country. What we are also trying to do is to convince other organizations to support us in our cause; and at the same time, services must be rendered to the people quickly,” Osias added.

Meanwhile, a series of grand pulong-pulong were already conducted by the military in some provinces of the Caraga Region where according to reports, the activities drew positive feedback from the residents especially those who benefitted from the medical-dental mission. (PIA-Caraga)


Replica of historic balangay boat cruises Agusan River

BUTUAN CITY, May 24 (PIA) – In time with the month-long celebration of the Balangay Festival 2011, the Butuan Global Forum (BGF) and the city government here in cooperation with the City Tourism Council is inviting Butuanons to experience the journey of Balangay as it is scheduled to cruise in Agusan River passing the historic places in this city.

In an interview with Butuan City Vice-Mayor Lawrence Lemuel Fortun, the official said the Balangay boat river cruising is a fund-raising activity of BGF for the maintenance of the Balangay Boat “Sama Tawi-tawi” which was built here last year.

Fortun added the boat itself tells the history and rich culture of the Butuanons as this was used by the early traders in Butuan as a vessel in trading off with the other neighboring Asian countries. “Because of this, we need to preserve this historic replica of the Balangay,” Fortun said.

“This is also the means of transportation of the early Butuanons long before the Spaniards came,” the official said.

Meanwhile, City Tourism Council Chairperson Atty. Rema Erigbuagas-Burdeos said in a separate press conference that the river cruise costs Php150 per person for at least 30 persons but not more than 50 persons which is the maximum seating capacity of the boat.

It can be recalled that “Sama Tawi-Tawi” was built and inaugurated in Luna Compound in Barangay Bading here and journeyed the neighboring Asian Countries such as Malaysia, Thailand, Vietnam and Singapore late last year. The wooden vessel was built by boat builders in Tawi-Tawi, Mindanao.

On February 4, 2011, the Balangay crew headed by Dept. of Transportation and Communications (DOTC) former Usec. Art Valdez who also heads the Mt. Everest Team returned safely here in Butuan after the almost 8 months of traveling in the said countries.

The boat, christened Sama Tawi-Tawi, was named for the Sama people of Tawi-Tawi, particularly in Sibutu, the last true bastion of the Badjao boat-builders.

Sama people are renowned for their boat building craftsmanship, mastery of the waves and the wind. Relying only on knowledge pass down from their forefathers, they still use ancient tools in boat constructions, without the need of a plan or a blueprint.

Four people rescued from capsized boat in Surigao City

SURIGAO CITY, May 24 (PIA) - Four people were rescued after a twin engine boat capsized off Hikdop Island in Surigao City while travelling towards San Jose, Province of Dinagat Islands (PDI)this morning.

PDI Information Officer Rosario Roxas said that at around 9 o'clock in the morning while the motorbanca Theoriza was transiting the seawaters along Hikdop Islands, it was battered by strong winds and waves causing it to capsize.

The Quick Action Response Team and Philippine Coast Guard-Surigao headed by acting Station Commander CPO Panfilo Olvis immediately responded and the survivors were all found at the nearby barangay in Cantiasay, Surigao City after an hour of call for assistance.

Rescued were Jun Penaranda, 38; Bulak Penaranda, 33; Joshbert Bagayas, 28; and Joselito Golandrina, 22. (PIA-Surigao del Norte)


Tagalog News: Agusan del Sur prov’l eng’rs nag-dagdag ng kaalaman para sa mainam na pagde-desenyo ng kalsada

AGUSAN DEL SUR, Mayo 24 (PIA) – Dinaluhan ng mga inhinyero at mga kawani ng lokal na pamahalaan ng Agusan del Sur ang isang workshop sa provincial road rehabilitation at maintenance. Layunin ng naturang workshop ang madagdagan ang kaalaman ng mga dumalo na makapag-desenyo ng mabuti at matibay na kalsada.

Kabilang sa mga paksang tinalakay sa workshop ay highway design components, reconnaissance and topographic surveys, pavement design processes, culverts design and assessment, traffic variables influencing road design and operations, California Ratio o CBR value computation na sumusukat sa kapasidad ng mga load ng lupa na ginagamit sa kalsada at gusali, at mga pamamaraan sa pagsasagawa ng environmental assessment at paghahanda sa mga Environmental Management Plans.

Ang sesyon ay pinangunahan ng apat na mga inhinyero na nagsanay nang husto sa mga paksang ito noong nakaraang taon sa Manila, kabilang sina Engr. Ana G. Tiu, Engr. Blanca D. Niog, Engr. Joseph U. Montenegro at Engr. Loremel C. Danuco na siyang nanguna sa pagbibigay kaalaman sa kanilang mga kasamahan sa pamamagitan ng lecture, desk work at actual field survey.

Ang detailed road engineering design ay kabilang sa pagsasanay na kinakailangan para sa mabisang resulta ng mga proyekto ayon sa pananaliksik ng Provincial Human Resource Management Office para sa lahat ng panlalawigang tanggapan ng pamahalaan.

Ang capacity development initiatives naman ay binuo batay sa mga resulta ng pananaliksik at ngayon bahagi na ng Agusan del Sur's Human Resource Development Plan.

Ang kanilang bagong pinahusay na mga kakayahan ay layuning mabigyan ng tamang kaalaman at paganahin ang mga inhinyero upang magbigay ng tamang serbisyo upang magkaroon ng mahuhusay na mga proyekto at para mapigilan ang paglaganap ng kahirapan sa loob ng lalawigan.

Ang PEO at province’s planning and environment units naman ay nagsanib-pwersa para i-update ang Agusan del Sur Road Network Development Plan (ARNDP) para sa kaalaman ng publiko sa eksaktong laki ng gastos sa pagpapatayo ng kalsada na siyang susi sa suporta ng anumang lokal na ekonomiya.

Sa loob ng limang-taong, ang ARNDP ay kampiyon sa pagpapanatili ng kaunlaran sa lalawigan sa pamamagitan ng strategic planning road network at funding.

Sa kasalukuyan, ang ARNDP ay kinilala ng isang pangunahing daan na binubuo ng 26 seksyon ng kalye na may kabuuang haba na 282 kilometro, na kumakatawan sa 45 porsiyento ng kabuuang 631.33 kilometro ng mga kalsada sa lalawigan.

Ang Civil Society Organization tulad ng transport groups ay lumahok sa Pagbalangkas ng ARNDP, na tumanggap din ng teknikal na tulong mula sa Roads Provincial Management Facilities (PRMF). Sa loob ng limang-taon, pangunahing sumusuporta ang Australian government program sa pagtulong sa lalawigan ng Agusan del Sur at sa siyam pang pangkatimogang probinsya.

Samantala, ang PRMF fund road rehabilitation at capacity development ay isang gawaing nakatuon sa pagkamit ng komprehensibong pamamahala at institutional na reporma. (PIA-Caraga)


Tagalog News: Enrollment sa mga pampublikong paaralan inaasahang tataas ngayong pasukan

BUTUAN CITY, Mayo 24 (PIA) – Sa inaasahang pagtaas ng bilang ng enrollment sa pangpublikong paaralan ng elementarya at sekundarya sa pagbubukas ng klase nagyong taon, pinayuhan ng Department of Education (DepEd) Butuan City Division ang mga school administrators at guro na gumawa ng mga hakbang upang punan ang kinakailangang silid-aralan pati na ang mga gamit nito.

Ito ang sinabi kamakailan lamang ni Prof. Israel Reveche, information officer ng DepEd Division Office dito sa pakikipanayam ng isang local brodkaster.

Sinabi ni Reveche na batay sa talaan na pinakita ng DepEd, bawat taon ay tumaas ang bilang ng enrolment sa elemetarya at high school.

Dahil dito, naglabas ng pahayag ang naturang opisyal na diumano pinag-sabihan na ang mga school heads at mga guro na gumawa ng hakbang upang tugunan ang kakulangan sa silid-aralan.

“Linisin ang mga silid na hindi ginamit ng mga nakaraang taon at kumpunihin ang mga ito upang magamit sa darating na pasukan,” pahayag ni Reveche.

Dagdag pa nito na ang regional office ay nakahanda na ring isali sa kanilang plano ang pagsasagawa ng school buildings sa ibat’t-ibang sulok ng rehiyon sa Caraga.

Tagalog News: DepEd-Butuan inilunsad ang Brigada Eskwela

BUTUAN CITY, Mayo 24 (PIA) – Inilunsad kamakailan lamang ng Kagawaran ng Edukasyon (DepEd) ang programang Brigada Eskwela na sinimulan ng isang motorcade na ginanap kahapon mula sa hanay ng Division Office at nagtapos sa Baan Riverside Central Elementary School kung saan ginanap ang maikling programa.

Sa pakikipanayam ng isang lokal na estasyon ng radyo dito, sinabi ni Prof. Israel Reveche, public information officer ng nasabing tanggapan, na lahat ng mga paaralan sa dibisyon ng Butuan City ay handa para sa pagsasagawa ng mga aktibidad na nakapaloob ngayong linggo sa Brigada Eskwela.

Dagdag ni Reveche na siya’s umaasang mabuti ang kalalabasan ng Brigada Eskwela at magiging matagumpay ito dito. “Karamihan sa mga magulang dito ay nag bigay ng kanilang buong suporta para pambansang programa ng kagawaran ng edukasyon, " sabi ni Reveche.

Samantala, ini-ulat ng DepEd-Caraga ang parehong pagbibigay ng maiinit na suporta ng mga magulang at paaralan sa iba’t-ibang dibisyon sa rehiyon.

"Maaga pa lang sa unang linggo ng Mayo, ini-ulat ng rehiyong tanggapan ng DepEd sa Caraga t na ang mga paaralan ay nagsimula na sa kanilang maagang paghahanda upang mapabilis ang proseso sa pag hahanda sa mga silid paaralan sa darating na pasukan," ayon sa isang DepEd official ng rehiyon.

Sa paglipas ng taon, ang Brigada Eskwela ay ay naghahangad na lilinisin at pagagandahin ang mga paaralan sa muling pagtatagpo ng mag-aaral, mga guro, paaralan opisyal, mga magulang, mga miyembro ng komunidad, lokal na opisyal ng pamahalaan, non-government na organisasyon, simbahan at grupo ng pribadong sektor.

Ito ang pangunahing hakbangin ng DepEd upang mabigyang kasiyahan ang mga lokal na komunidad na tumugon sa mga pangangailangan ng mga pampublikong paaralan at maging bahagi ng isang buong bansa sa pagsisikap na mapabuti ang Philippine basic education.

Lahat ay naging posible sa pamamagitan ng pag bibigay tiyaga sa trabaho at pagpapasiya ng mga ulo ng paaralan sa paghahanap ng makabagong mga paraan upang dalhin ang mga bata sa paaralan, panatilihin na ang mga ito ay nandoon sa silid-aralan, at matiyak na sila ay matuto.

Ang Brigada Eskwela na kilala rin sa pangalang National Schools Maintenance Program ng bansa ay hindi magiging matagumpay ngayon kundi dahil sa pakikipagtulungan ng ating mga pampublikong paaralan. (PIA-Caraga)
