Forum on RH bill in Butuan set

BUTUAN CITY, June 3 (PIA) –- The Gender and Development Coordinating Committee (GADCC) held a forum to provide some 400 participants a better understanding on the Responsible Parenthood, Reproductive Health (RH) and Population Development Bill.
Participants came from government line agencies, non-government organizations, academe, and private stakeholders.
Commission on Human Rights (CHR) Caraga Regional Director Atty. Marilyn M. Pintor stressed the importance of providing the right information to the public on the RH Bill by presenting both the pros and cons to avoid confusion from the general public.
During the forum, Ms. Ana Theresia Hontiveros-Baraquel, Former Representative and Akbayan Spokesperson presented the positive (pros) aspect of RH Bill while Dr. Telly Somera, Family and Life Apostolate, Catholic Bishops Conference of the Philippines (CBCP) presented the negative (cons) aspect.
In support CHR-Caraga Director, Chairperson Lorett Ann Rosales also graced the said forum.
On the positive side of the bill, Hontiveros bared that the Reproductive Health bill, popularly known as the RH bill, is a Philippine bill aiming to guarantee universal access to methods and information on birth control and maternal care.
The bill has become the center of a contentious national debate. There are presently two bills with the same goals: House Bill No. 4244 or An Act Providing for a Comprehensive Policy on Responsible Parenthood, Reproductive Health, and Population and Development, and for other purposes introduced by Albay 1st district Rep. Edcel Lagman; and Senate Bill No. 2378 or the Reproductive Health Act introduced by Senator Miriam Defensor Santiago.
Meanwhile, Dr. Somera stressed that she with the CBCP do not agree with the provision that reclassifies contraceptives as essential medicines and appropriating limited government funds to reproductive services instead of basic services. She also revealed that the Catholic Church has opposed the RH bill because of its provisions allowing artificial contraception. The Church favors only natural family planning. (PIA-Caraga)

Towards a just and lasting peace: “Sa PAMANA, may buhay”

AGUSAN DEL SUR, June 3 (PIA) – The Office of the Presidential Adviser on the Peace Process (OPAPP) Asst. Secretary Jehanne Mutim recently visited the province of Agusan del Sur particularly Barangay Bitan-agan, San Francisco, to see for herself the situation of the area chosen for the pilot implementation of the Payapa at Masaganang Pamayanan or the PAMANA program of the OPAPP.
Together with Gov. Adolph Edward Plaza and Mayor Jenny de Asis of San Francisco, Asec. Mutim inspected the road condition, the livelihood of the people in the area and the peace and order condition while having dialogue with the barangay residents.
According to provincial report, Agusan del Sur was chosen to be a recipient of the PAMANA program because the province ranked fourth in Mindanao with the highest number of NPA encounters from 2008-2010, and it ranked second in the Caraga Region. Of the total 2,178 Civilian Armed Auxiliary (CAA) nationwide where Caraga Region has 956, Agusan del Sur had 208 CAAs, or 65.41 percent of total.
For 2011, there are 93 barangays in Agusan del Sur that were chosen to become PAMANA recipients in Agusan del Sur.
Several factors were considered in choosing the 93 barangays as PAMANA recipient. Among these were: 1) a nesting grounds or resting place of the CPP/NPA NDF of the CNN from Agusan and Surigao provinces; 2) thirty barangays are located in Andap Valley; 3) with a total population of 44,499; 4) 28 percent are indigenous people and; 5) 67 percent households with income below poverty threshold.
The PAMANA projects that will be poured in Agusan del Sur will cost P21,328,000, including livelihood projects amounting to P12,128,000, farm to market roads amounting to P6,750,000 and water suppy amounting to P2,000,000.
While the program is cost sharing, PAMANA’s share will reach up to P18 Million, LGU share P381,200 and beneficiary share P2,946,800. (PIA-Caraga)

Tourist arrivals up

TANDAG CITY, June 3 (PIA) –- The tourist arrivals in Surigao del Sur continue to rise.
In a report released by Surigao del Sur Provincial Tourism Officer Ma. Clara Ambray, the tourist arrivals here went up from 24,155 in 2009 to 40,817 in 2010 or a growth rate of 67 percent.
Said statistics is separate and distinct from that of excursionists who are known to drop by a particular place just for a short period of time or not more than 24 hours.
Meanwhile, the more popular tourist spots in the province are Doot Poktoy, a surfing area in Lanuza, Cagwait White Beach in Cagwait, Britania Group of Islets noted for fine white sand Beaches, and Enchanted River in Hinatuan.
The big leap of the tourism industry in the province which is expected to go further in the coming years is not only attributed to the newly paved Surigao-Davao Coastal Road (SDCR) project but also due to the full support of Gov. BSP – AdS chapter to host 7th invitational and 27th council jamborette

AGUSAN DEL SUR, June 3 (PIA) –- The Boy Scouts of the Philippines (BSP) Agusan del Sur chapter will host the 7th Adolph Edward Plaza invitational and the 27th BSP council scout jamborette on June 13-17, in time with the celebration of the 19th Naliyagan Festival.
The participants will be coming from all over the country upon invitation by Agusan del Sur BSP Council.
The provincial government will be shouldering the rice requirement of all the participants and the preparation of the venue at the D.O. Plaza Spots Complex at the Government Center, Patin-ay Prosperidad.
On the first day, June 13, a day after the Naliyagan Festival formally opens,
The grand opening will be held at 3 o'clock in the afternoon. In the evening, the Governor’s night, otherwise known as the welcome night will take place.
Activities for the succeeding days include fancy drill competition,adventure hike, water sports, community service and go green, emergency preparedness and carabao and bicycle ride.
There will also be cultural presentation, the Jambo Fiesta which comprises skill-o-rama, talents unlimited, native games and inter-camp visitation.
All contingents will explore the Naliyagan plaza and enjoy the Naliyagan Festival in the afternoon while a grand campfire will take place in the evening, during the grand closing and awarding ceremony.
The last day will include street dancing competition. While other contingents will be retreating home, some may join the foundation day program and the final celebration of the Naliyagan festival, which will end with a fireworks and the back-to-back, non-stop playing of the bands. Surigao Norte gov launches Project MEDIA

SURIGAO CITY, June 3 (PIA) –- To ensure the smooth opening of classes next week, Surigao del Norte Gov. Sol Matugas recently launched the Project MEDIA during the “Kapihan sa Kapitolyo” at the provincial capitol this city.
Project MEDIA stands for Monitoring Educational Development for Immediate Action.
Being a former regional director of the Department of Education, Gov. Matugas emphasized the role of the media in providing immediate information concerning the complaints about enrolment fees, among others.
“I will tap the media for it is only the media who can give me accurate information about the complaints of our constituents, even if sometimes they tend to criticize me,” said Matugas.
Matugas said the project will specifically focus on the complaints about collection of school fees which she said pupils should not be made to pay at the start of school, lest they be discouraged from attending classes. (PIA-Surigao del Norte)

City dad mulls over toll fees

SURIGAO CITY, June 3 (PIA) –- City Mayor Ernesto Matugas is mulling over the imposition of a motorist tax in a bid to increase the revenue of the city.
Matugas told journalists here that the concept is similar to that practiced in other cities in the country which charges toll fees for every public utility vehicles entering the city.
“We are planning to collect around P50 to P100 from buses and trucks before they enter Lipata Ferry Terminal in Brgy. Lipata,” said Matugas. The Lipata Ferry Terminal is known as the gateway to Mindanao and serves as one of the RORO points connecting to Leyte in the Visayas.
Matugas said since time immemorial the city did not collect any fees to the motorists.
“I think it is now a high time that the city will collect some fees from them because they are using our roads.”
Matugas said the city is also considering to collect an environmental fee to mining vessels docked in Surigao and Lipata piers. (PIA-Surigao del Norte)

DPWH district offices prepare for rainy season

BUTUAN CITY, June 3 (PIA) -- With the coming of the rainy season, district offices of the Department of Public Works and Highways (DPWH) is already setting up contingency plans for the possible occurrence of flood in the area.
According to Butuan City District Engineering Office head Engr. Nicolas Alameda, they are giving priority to implement proper maintenance of the city’s flood control project.
He said, the city’s flood control project is composed of nine drainage systems which are vital to the proper flow of flood waters, which submerge the downtown portion of the city.
The drainage systems are located in Langihan-Lower Doongan-Agusan PequeΓ±o water ways, Montilla Blvd.-Obrero main drainage, J.C. Aquino-Langihan drainage, Ochoa Avenue-Langihan drainage, J.C. Aquino-South Montilla Blvd. drainage, T. Calo-Susungpit lower drainage, Lower Doongan water ways, Bit-os – Maon live up stream and Agusan PequeΓ±o-Pagatpatan live main stream water ways up stream.
The official further said, the office has allocated P4.7 million for the realization of the project.
During heavy rains, rapid water run-off will occur creating flash floods because of its geographic location. Butuan is considered “below sea level.” Thus, continuous rains for one or two days will cause flood submerging majority of its barangays in water.
It can be recalled further that early this year, the city has experienced two massive floodings affecting 90 percent of the total number of barangays, and caused damage to properties and agricultural products. (PIA-Caraga)

Local official enjoins Butuanons to support anti-logging order

BUTUAN CITY, June 3 (PIA) – The people of Butuan and its neighboring provinces should support Executive Order No. 23 declaring a moratorium on the cutting and harvesting of timber in the national and residual forests and creating the anti-illegal logging task force.
This is the statement of Butuan City Councilor Dr. Virgilio Nery in a recent interview with a local radio station here.
According to Neri, the move of President Benigno Simeon Aquino III is timely as massive flooding occur every year affecting majority of the residents in the city. Huge amount of agricultural products have been damaged aside from the properties, and lives were lost.
Early this year, two massive flooding were experienced by residents here. First was during the New Year where continuous rain started on December 31, 2010 and lasted for about a week forcing the city government to declare the city under the “State of Calamity.” About 60 percent of the total number of barangays were affected.
A month after, the week-long continuous rainstruck the city where about 90 percent of the barangays were submerged in flood waters caused by the overflowing Agusan River.
Days after the second flood occurred, Pres. Aquino visited the city to know the extent of the damage brought about by the two flooding.
During the visit, the country’s chief executive announced to issue a moratorium banning the logging activities in the country after discovering that the recent flooding can be associated with the massive illegal logging activities happening in some parts of Caraga Region.
With these developments, the official enjoins Butuanons to back the executive order. Councilor Nery is the chairman of the Committee on Environment and Natural Resources. (PIA-Caraga)

Barangay tanod grateful to local gov’t in Butuan

BUTUAN CITY, June 3 (PIA) -- Marciano Mendez, a tanod from Brgy. Tungao here expressed his gratitude to the city government after receiving the honorarium, insurance benefits and uniform as member of the Civilian Volunteer Officer (CVO) from Mayor Ferdinand Amante Jr. during the culmination program of Brgy. Tanod Training held recently.
Mendez said the opportunity given by the local government is “one-of-a-kind” as Mayor Amante is giving importance to the security forces in the barangay level to ensure that local residents are secured, even as peace is assured in the area.
Also, Mendez is thankful to the officials of the city for granting honorarium and insurance to tanods. He said the insurance will mean a lot to him and his family considering the risk brought by their work.
“Matag adlaw, akong nabati ang risgo o peligro sa akong trabaho isip barangay tanod tungod kay lain-laing mga personalidad ang akong gikahimamat matag karon ug unya. Mao nga ang insurance nga gihatag ni Mayor Amate dako na gyud kaayo nga butang alang kanako ug ingon man sa akong pamilya,” he said.
(Everyday, we feel the risk in our work as we are dealing with different kinds of personalities. That’swhy the insurance given to us by Mayor Amante is such a big thing for me as well as to my family.)
Mendez also thanked the Criminal Investigation and Detection Group (CIDG) for coordinating with the city government in sponsoring the training.

Tagalog News: Pagpapatayo ng bagong PRC building sa Agusan del Sur sisimulan

AGUSAN DEL SUR, Hunyo 3 (PIA) -- Ang konstruksiyon ng bagong gusali ng Philippine Red Cross o PRC sa Agusan del Sur ay malapit nang simulan dahil ang paunang P1 milyon budget para sa pagtayo ng gusali sa lugar ay handa nang ibigay ng lokal na pamahalaan.
Ang konstruksiyon ng bagong gusali ng PRC ay natupad matapos iutos ng pamahalaang-panlalawigan ang demolisyon sa mga lumang gusali na siya namang nagbigay-daan upang mapaayos ang DO Plaza Memorial Hospital.
Ang panlalawigang pamahalaan ay naglaan ng P6 milyong budget para sa konstruksiyon ng bagong gusali ng PRC.
Napag-alamang ang Department of Environment and Natural Resources-Provincial Environment and Natural Resources Office o DENR-PENRO ay lumipat sa provincial capitol sa nasabing lugar kung kaya’t ang PRC Agusan del Sur Chapter ay pansamantalang umuukupa sa dating opisina ng DENR-PENRO.
Ang PRC-Agusan del Sur ay kaagapay ng pamahalaang lokal para sa life-saving at relief operations. Sa nakaraang taon, ang Provincial Blood Coordinating Council sa tulong ng PRC ay nakalikom ng 2,693 bags ng dugo, lumagpas sa inaasahang target na bilang na 2,500.
Ayon sa records ng nasbing ahensiya, ang mga koleksyon ng dugo ay mula sa field donation kung saan isang pangkat ng mga medical-technologists mula sa DO Plaza Memorial Hospital (DOPMH) at PRC Agusan del Sur Chapter medical technologist Julie Lapides kung ang nagsasagawa ng blood collection sa mga munisipalidad.
Sa buwan pa lamang ng Abril ngayong taong ito, umabot na sa 1,055 bags ng dugo ang nakolekta ng nasabing chapter.
Sa taong ito, ang panlalawigang pamahalaan ay nagtabi ng P2.5 milyong pondo para sa mga reagent sa pagproseso ng dugo. Ito ang ginagawa ng Agusan del Sur kaya ang probinsya ay naiiba kumpara sa ibang mga probinsya dito sa ating bansa, kung saan inaako ng lokal na gobyerno ang gastusin para sa blood processing. Sa isang pakikipanayam kamakailan lamang kay Fr. Chito “Kits” Butardo, FSUU Vice President for Administration and Student Affairs, sinabi ng naturang opisyal na patuloy nilang itataguyod ang kanilang puwersa ng pagtuturo na nakasanayan na’ng gawin mula mula noong itinatag ang unibersidad 110 taon na ang nakalipas.

Sa buong bansa, 15 unibersidad lamang ang nakapasok sa listahan.
“Ang makasama ang aming paaralan sa isang eksklusibong listahan ay isang hamon sa puwersa ng pagtuturo upang mapanatili o malampasan pa ang aming kinatatayuan,” ani Fr. Butardo.
Humihiling din siya sa mga magulang na patuloy pang ipadala ang kanilang mga anak sa mga paaralan kung saan sa tingin nila ay makakapagbigay ng tama at may kalidad na edukasyon upang maihanda sila na maging globally-competitive.
“Sa ganitong paraan, matitiyak natin na ang mga nagsipagtapos ay talagang may kakayahang makipagkumpetensiya sa mga pangangailangan sa pandaigdigang merkado,” dagdag pa niya.

“Ang taunang pagsasagawa ng Barangay Night na gaganapin ngayong Hunyo 16, 2011 ay magiging mas makahulugan ngayong taon dahil pararangalan ng provincial government ay ang mananalo sa ginawang patimpalak ng taunang ‘Best Barangay’ ng probinsiya, dagdag ni Palarca.
Ayon naman kay Mines Antenorio, miembro ng provincial assessment team at in-charge ng barangay affairs, ang mga mananalo sa paligsahan ay makakatanggap ng mga premyong salapi, mga sertipiko at mga plaques of appreciation.
Dagdag pa niya na ang pangkat ay nakapili na ng mga nanalo ngunit nasa proseso pa sila ng pagpipinalisa at ibubunyag lamang ang mga ito ngayong Hunyo 16, 2011.
Matatandaan na noong Hunyo 17, 1967, ang dating probinsiya ng Agusan ay nahati sa dalawa. Sa timog ay ang Agusan del Sur at sa hilaga naman ay ang Agusan del Norte. Ayon Regional Director Mercedita Jabagatkay Jabagat ng DSWD, ang nasabing pagpupulong ay naglalayong pagsama-samahin ang iba’t-ibang ahensya, gayun din ang mga parokyano na nagsisilbi sa mga nabanggit na sektor sa isang araw na aktibidad upang matutunang mapahalagahan ang paggamit ng wastong oras at yaman.
“Maiiwasan din nito ang pagkakapare-pareho o pagkakaiba ng mga eskedyul sa pulong ng mga sektor katulad ng nangyari sa mga nakaraang taon. Kaya, ang halos lahat ng mga komiti ay pareho ang pagiging miyembro ng mga ahensya at mga parokyano,” sabi ni Jabagat.
Ang isa sa mga nakatakdang agenda ng nasabing pagpupulong ay ang paglikha ng Regional Network sa Anti-Trafficking at sa iba pang mga isyu at mga alalahanin.
Ang pagpupulong ay magsisimula sa alas 8 ng umaga at mayroong break-out session ang bawat komiti matapos talakayin ng mga ito ang kanilang mga tiyak na isyu at mga alalahanin.
