University officials vow to continue giving quality education to students

BUTUAN CITY, June 2 (PIA) – After being chosen as one of the top universities in Asia, Father Saturnino Urios University (FSUU) officials vowed to continue giving quality education to students.

In an interview recently, Fr. Chito “Kits” Butardo, FSUU Vice President for Administration and Student Affairs said the teaching force will continue to give quality education as it has done since its founding 110 years ago.


Fr. Butardo also expressed his appreciation for those who supported FSUU's aim to equip students with globally-competitive knowledge and skills.

Only 15 universities in the country made it to the list.

Fr. Butardo said the inclusion of the school in the exclusive list is a challenge to the teaching force to "to maintain or surpass our status.”

Fr. Butardo also enjoins the parents to continue sending their children in schools where they think can give the right and quality education to prepare them to be globally-competitive.

“In this way, we can make sure that our graduates can really compete with the demands of the global market,” he said.

Naliyagan Festival promotes Agusan del Sur’s tourism industry

BUTUAN CITY, June 2 (PIA) – This year’s staging of Agusan del Sur's Naliyagan Festival will focus promoting the tourism industry of the province.

Provincial Tourism Officer Nathaniel Lamzon said the annual celebration includes the launching of the public-private partnership to address the unemployment and other concerns which affect the the province's economy.


Naliyagan Festival is celebrated annually, highlighting the commemoration of the founding anniversary of Agusan del Sur every 17th of June.

“Thus, the celebration does not only focus on tourism promotion but as well as jobs generation that will help uplift the economic status of Agusan del Sur,” Lamzon said.

Also called the Bai Naliyagan, the week-long event which opens every June 12 in time with the celebration of the Philippine Independence Day showcases the culture and products of the province.

The event starts with a Manobo ritual where high priest of the Manobos called the Baylan summons the spiritis of the forest, giving them a safe day in celebrating the occasion, and at same time driving away the evil spirits to avoid mishaps. A hog is butchered as its blood is offered by the priests, praying to appease the evil spirits in exchange of the safety of the people. Tobacco, eggs, fowls, gin, candles, fruits, and leaves chewed by natives, used as a concoction called mama, are also offered.

The 44th Foundation Anniversary of the province and 19th Naliyagan Festival is anchored on a Manobo theme “Padadun Kayamboan to Mapajag nu Agusan del Sur” which means “Moving Forward towards a shining Agusan del Sur”. (PIA-Caraga)


Agusan del Norte all set for Foundation Day

BUTUAN CITY, June 2 (PIA) – Agusan del Norte will celebrate its 44th Founding Anniversary in a simple ceremony, which will include the State of the Province Address of Gov. Erlpe John M. Amante.

Mr. Edgar Palarca, Jr., information officer of the provincial capitol said in an interview with a local radio station here that the State of the Province Address of Gov. Amante will highlight the founding anniversary.

Palarca further said the annual conduct of Barangay Night on June 16 will be more meaningful this year as the provincial government will be awarding the winner of the “Best Barangay.”

According to Mines Antenorio, member of the provincial assessment team and barangay affairs incharge, winners of the competition will receive cash prizes, certificates and plaques of appreciation.

Antenorio said as of press time, the team has already identified the winners but still on the process of finalization and will be revealed on June 16.

It can be recalled that on June 17, 1967, the former province of Agusan was divided into Agusan del Sur in the south and Agusan del Norte in the north. The Agusan province was governed by Gov. Surigao Norte is ready for school opening

SURIGAO CITY, June 2 (PIA) – The entire province of Surigao del Norte is ready for the school opening this year, Gov. Sol Matugas said during the recently held “Kapihan sa Kapitolyo” on Wednesday, June 1.

Gov. Matugas assured all Surigaonons that the three Department of Education divisions of the province namely, Surigao City, Surigao del Norte and Siargao and other concerned agencies have been properly coordinated and informed to ensure the smooth opening of classes next week.

In her report, Surigao City Asst. Schools Division Superintendent Dr. Evelyn Fetalvero said the division is in need of 21 teachers and 13 classrooms so that they can open kindergarten classes for the barangay schools of Surigao City.

To address the problem, Fetalvero said they are bent on hiring 14 volunteer teachers with an allowance of P3,000 and nine volunteer teachers with a stipend of P1,500. They will also temporarily utilize the principal’s office or the multipurpose rooms of the school to address the problem of lack of classrooms.

While the division of Surigao Norte holds the biggest number of elementary schools, Schools Division Supt. Dr. Fidela Rosas assured parents that they have enough classrooms especially for pre-schoolers when classes opens next week.

Rosas said they will also make use of any existing classrooms, even those which are being used as administrative buildings such as the principal’s office.

“We don’t want pre-school pupils to be out of the classrooms because they are the most vulnerable group of learners,” said Rosas.

Meantime, Schools Division Supt. Teresita Tranquilan of Siargao Island division revealed that as of today, around 1,500 pre-schoolers have already enrolled.

She also said that around 44 schools in Siargao have received repair funds from the Department of Education amounting to P50,000 per school. “I am also happy to inform everyone that with the initiative of Cong. Lalo Matugas, we also received P25Million for the construction of 16 new school buildings in partnership with the local government units,” Tranquilan said. (PIA-Surigao del Norte)


TESDA certifies Caraga OFWs, dependents as massage professionals

BUTUAN CITY, June 2 – The first batch of graduates of “Galing OFW Masahista Ako” of the Overseas Workers Welfare Administration (OWWA)-Caraga Region are now certified masseurs and masseuses after passing the assessment conducted by Technical Education and Skills Development Authority (TESDA).

All the 28 training graduates passed the TESDA Assessment.

OFWs and their dependents underwent an 80-hour in-house training for Swedish and Reflex Massage at the OWWA-Caraga Training Hall last May 22 to 25, 2011.

Mrs. Sherlita Matildo, an OFW dependent expressed her gratitude to OWWA-Caraga and TESDA for the conduct of the massage training.

According to Matildo, the training will help her acquire a job in the local spa and massage houses in the region. She might also as well consider going abroad especially now that they have no means of income after her daughter’s repatriation late last year.

TESDA accredited massage trainer and assessor Ms. Josephine Melchora Pimentel affirmed that with additional on the job training (OJT) and job experience as masseur and masseuse, these graduates will have job opportunities abroad especially in European and Arab countries.

RCDA to conduct accessibility audit in Butuan City Hall and Agusan del Norte Prov’l Capitol Bldg

BUTUAN CITY, June 2 (PIA) – To assess the implementation by the different establishments of the persons with disability law, the Regional Committee on Disability Affairs (RCDA)will conduct a two-day accessibility audit in the city hall and in the provincial capitol building of Agusan del Norte on June 7-8, 2011.

This will be done with the Department of Social Welfare and Development (DSWD) Caraga as the lead agency and will include member agencies.

According to DSWD-Caraga Regional Director and RCDA chairperson Mercedita Jabagat, they are now preparing for the region’s report on the implementation of the United Nations – Convention on the Rights of Persons with Disabilities (UN-CRPD).

“In order to come up with a report reflective of the real status of implementation of the convention in the region, the regional committee will conduct an access audit on the implementation of Batas Pambansa Bilang 344 (Accessibility Law) of City Halls and Provincial Capitols in the region. Accessibility of government buildings and other facilities is one of the priority areas of the convention,” stressed Jabagat.

The buildings of Butuan City Hall and provincial capitol of Agusan del Norte are the first buildings to be assessed since these two buildings has the main frontliners in the locality. Other offices will have its schedule.

RCDA promotes the realization of the rights of disabled persons to participate fully in the social life and the development of the societies in which they live and the enjoyment of the opportunities available to other citizens, no license or permit for the construction, repair or renovation of public and private buildings for public use, educational institutions, airports, sports and recreation centers and complexes, shopping centers or establishments, public parking places, work-places, public utilities, shall be granted or issued unless the owner or operator thereof shall install and incorporate in such building, establishment, institution or public utility, such architectural facilities or structural features as shall reasonably enhance the mobility of disabled persons such as sidewalks, ramps, railings and the like.

With the accessibility law, all such existing buildings, institutions, establishments, or public utilities may be renovated or altered to enable the disabled persons to have access to them provided, however, that buildings, institutions, establishments, or public utilities to be constructed or established for which licenses or permits had already been issued may comply with the requirements of this law.

Meanwhile, in case of government buildings, street and highways, the Ministry of Public Works and Highways shall see to it that the same shall be provided with architectural facilities or structural features for disabled persons.


Batas Pambansa Bilang 344 is an act to enhance the mobility of disabled persons by requiring certain buildings, institutions, establishments and public utilities to install facilities and other devices. (PIA-Caraga)


DSWD to hold 1st simultaneous sectoral inter-agency meeting

BUTUAN CITY, June 2 (PIA) – The Department of Social Welfare and Development (DSWD) headed by Regional Director Mercedita Jabagat will be spearheading the first simultaneous Regional Inter-agency Meeting on children, Persons with Disability, Senior Citizen, Filipino Family, Anti-trafficking in Persons and Violence against Women and their Children on June 9 at the Goat2geder Hotel and Restaurant here.

According to Jabagat, the said activity aims to convene the different agencies and stakeholders serving the above-mentioned sectors in the one-day activity so as to maximize the use of time and resources.

“This will also avoid overlapping/conflict of the different schedule of meetings with sectors as experienced in the previous years. Thus, almost all committees have the same membership of agencies and stakeholders,” said Jabagat.

Also, one of the agenda set is the creation of the Regional Network on Anti-Trafficking with other issues and concerns.

The meeting will start with preliminaries at 8:00a.m. and break-out session per committee after to discuss specific issues and concerns. In the afternoon, plenary presentation will follow to discuss issues and recommendations reached during the breakout session. (PIA-Caraga)


DILG-13 to conduct a “Tapatan Roadshow” on full disclosure policy

BUTUAN CITY, June 2 (PIA) – The Department of the Interior and Local Government Region XIII will hold a “Tapatan Roadshow” on Full Disclosure Policy (FDP) with Secretary Jesse M. Robredo as keynote speaker on June 8, 2011 at the Almont Hotel’s Inland Resort, Butuan City.

This is in line with Pres. Aquino’s battlecry “Tapat na Palakad, Bayang Maunlad.”

The activity aims to provide a deeper understanding and appreciation of the FDP to ensure compliance and commitment of LGUs to the said policy.

Expected to attend are local chief executives, municipal accountants, information officers, non-civil society organizations, government agencies, media people and other stakeholders.

Also, DILG-Caraga Regional Director Rene Burdeos said the activity seeks to provide adequate information dissemination on the importance of FDP as a strategy in achieving a transparent, empowered and accountable governance. It will also serve as an avenue to raise/clarify issues and questions relative to the FDP.

FDP is Sec. Robredo’s flagship/banner programme in achieving participation, accountability, responsiveness and transparency (PART) in governance, as mandated by the Constitution.

The FDP requires local government units to post their budget and finances in websites, print media and in conspicuous places in their LGU’s area of jurisdiction.

“Dapat mong ipagmalaki kung ano ang nagawa mo ngayong gabi. Ibig sabihin nito ay determinado kang tumulong sa iba upang sila ay mabuhay,” aniya.

Dagdag pa ni Guiritan na dahil sa kanilang nagawa, sila na ngayon ay itinuturing na hindi lamang tagapagtangkilik ng PRC kundi tagapagtangkilik rin sa ibang tao.

BUTUAN CITY, Hunyo 2 (PIA) – Ang Caraga Region's Fiber Industry and Development Authority o FIDA ay naglalayong palakasin ang koneksyon sa media para mapalakas ang industriya ng hibla dito sa lungsod.

Ayon sa FIDA-Caraga Regional Director na si Dir. Deoven Hibaler, isang paraan upang mapabuti ang kalagayan ng industriya sa rehiyon ay sa pamamagitan ng pagpapamahagi sa mga magsasaka ng impormasyon hinggil sa produksyon ng hibla.

Malaki anya ang maitutulong ng iba't-ibang uri ng media dito.

"Sa pamamagitan nito, ang mga magsasaka ay mabibigyan ng impormasyon sa mga pinakabagong pamamaraan sa pag-aalaga at paggawa ng abaka fibers kung saan ang Caraga Region ay kilala bilang isang magandang lugar na pagtataniman ng mga puno ng abaka," sabi ni Dir. Hibaler.

Sinabi din ng opisyal na ang FIDA-Caraga ay magbibigay ng mga pagsasanay sa fiber production.

"Naniniwala kami na ang dalawang panukalang ito ng FIDA-Caraga ay makakatulong na mapabuti ang industriya ng hibla ng rehiyon," aniya. "Gagawin namin ang lahat ng aming makakaya, mapatupad lamang ito."

Ang Caraga region ay namamahagi ng limang (5) poryento sa pambansang produksyon ng abaka at nag-susuplay din ng mga abaka bilang hilaw na materyales para sa "pulp production," "specialty papermaking," "cordage production," at "handicrafts" sa Cagayan de Oro City, Davao, at Bicol Region.

Ang rehiyon ay may 3,439 "abaca-producers" na ang sakahan ay umaabot lamang sa laki na 1.0-3.5 ektarya. Ang rehiyon ng Caraga ay may 44 lisensiyadong mangangalakal ng abaka at apat na fibercraft makers. Ang industriyang ito ay may kabuuang 27,448 na mga manggagawa. Ang "direct dependents" ay sumasaklaw sa mga magsasaka ng abaka, classifiers / sorters, mga tagagawa, mga negosyante, mga exporters at mga daan-daang mga tagapag-proseso ng mga bagay na gawa sa hibla. BUTUAN CITY, Hunyo 2 (PIA) – Ang Department of Education (DepEd), Caraga Region ay siyang nangangasiwa ng “Balik Eskwela Campaign” upang matiyak ang kaayusan ng sistema sa pagbabalik ng mga mag-aaral sa mga paaralan sa darating na pasukan.

Ayon sa Dep-Ed-Caraga, nagsasagawa sila ng house-to-house campaign simula noong Lunes, Mayo 30 ipang kumbinsihin ang mga magulang na ipatala ang kanilang mga anak sa paaralan ngayong taon ng pasukan. "Sa ganitong paraan, ang kampanya ng administrasyong Aquino na sugpuin ang illiteracy rate ng bansa ay maisasakatuparan sa o bago pa man ang taong 2015," sabi ng opisyal ng DepEd.

Ang deriktiba ay alinsunod ayun sa DepEd Memorandum No. 110, series of 2011, na mas kilala bilang "Oplan Balik Eskwela para sa school year 2011-2012" na nilagdaan ng DepEd Secretary Armin Luistro.

Ang memorandum ay pinamamahalaan ng Undersecretaries, Assistant Secretaries, Bureau Directors, Directors of Services, Centers and Heads of Units, Regional Directors, Schools Division/City Superintendents, at Heads of public elementary and secondary schools para muling ipatupad ang proyektong Oplan Balik Eskwela (OBE) mula Mayo 30 - Hunyo 10, 2011.

Sa pamamagitan ng proyektong OBE, ang DepEd ay naglalayong matiyak ang mapayapa na pagbubukas ng klase ng mga paaralan at upang ang mga bata ay maayos na nakatala sa paaralan at handang pumasok sa kanilang mga klase sa Hunyo 6, 2011, unang araw ng pasukan sa taong 2011-2012.

Sa tulong ng OBE, makikita rin ng DepEd ang mga karaniwang problema sa unang araw ng pasukan, magbigay ng impormasyon sa madla, at maki-isa sa mga ahensya ng gobyerno, komunidad at iba pang interesadong grupo.


Sa taong ito, ang kampanyang OBE ay sinimulan ng mga Regional Directors at ng mga schools division/city superintendents na magiging aktibo sa pag-kampanya para sa mas maraming enrollment ng mga mag-aaral sa pampublikong elemementarya at sekundaryong paaralan.

Samantala, ang Memo na ito ng DepEd ay isasakatuparan tulong ang koordinasyon ng iba pang ahensiya ng pamahalaan na kasangkot sa usapin na pagbubukas ng paaralan na pasisimulan muli ng nasabing Kagawaran. Kaya, ang "Oplan Balik-Eskwela Inter-Agency Task Force (OBE-IATF) ay binuo muli.

Ang mga Task Force ay binubuo ng mga sumusunod: Dept. of Trade and Industry, Dept. of National Defense, Dept. of the Interior and Local Government, Dept. of Public Works and Highways, Dept. of Health, Philippine National Police, Philippine Atmospheric, Geophysical and Astronomical Services Administration, and Metro Manila Development Authority. Mitambong usab sa maong kalihukan si Gobernador Sol Matugas ug siya mipahigayon ug pakigpaulong sa mga kapitanes ug mga barangay officials inubanan ni Ronald EupeΓ±a, ang hepe sa Barangay Development Office ug Rodrigo Ariar, ang manager sa Philhealth-Surigao del Norte nga maoy nag apod-apod sa mga philhealth cards ngadto sa mga benipisyaryo sa maong barangay.

Atol usab sa maong kalihukan si Gobernador Matugas mihatag sa Brgy. Mabua ug financial assistance kantidad P10,000 alang sa panambay ug P10,000 alang sa livelihood project ug 50 plastic chairs.

Samtang ang Brgy. Ipil gihatagan usab ug financial assistance kantidad P5,000 alang sa panambay , P50,000 alang sa cultural presentation sa ilang kapistahan ug P 200,000 nga barangay aid alang sa ilang health center.

Ang Gobernador namahayag usab nga way limitasyon ang panambay kay kini serbisyo man ug kinahanglan gayud nga matagamtaman sa tanan nga miduyog sa maong panambay isip usa kini ka prayoridad sa programang HEALS sa Gobernador.

BUTUAN CITY, June 2 (PIA) – Ang buhatan sa Department of Social Welfare and Development (DSWD) nga gipanguluhan ni Regional Director Mercedita Jabagat nanguna sa ipahigayong First Simultaneous Regional Inter-agency Meeting on Children, Persons with Disability, Senior Citizen, Filipino Family, Anti-trafficking in Persons and Violence against Women and their Children karong umaabot na Hunyo 9 sa Goat2geder Hotel and Restaurant ning siyudad.

Gibutyag ni Dir. Jabagat nga ang tumong sa maong aktibidad mao ang pagtipok sa mga miyembro’ng ahensiya ug mga stakeholders sa nagkadaiyang sektor niining rehiyon usa ka adlaw nga panagtigum aron sa paghisgut-hisgot sa mga plano para mapalambo pa ang mga programa alang sa katawhan.

Nahibal-an usab nga ang usa sa mga agenda nga hisgutan sa panagtigum mao ang pagmugna og Regional Network on Anti-Trafficking, inubanan usab sa paghisgot sa ubang mga issues and concerns sa mga sector.
