1st students, tourism stakeholders’ nat’l gab opens today in Butuan

BUTUAN CITY (16 November) – The Department of Tourism (DOT), Caraga Regional Office in partnership with One Corporate Grand Tours, Inc. will open the first ever students and tourism stakeholders’ national convention today, November 16, 2009 at Balanghai Hotel and Convention Center, this city. The activity will run until Thursday, November 19.

The activity aims to provide an avenue for students, school heads and tourism stakeholders to enrich their understandings on the current trends of tourism and create a synergetic response to its challenges. The convention will also bring together students from different regions as well as tourism stakeholders from all over the country.

Invited speakers include DOT Sec. Joseph Ace Durano, former DND Sec. Gilbert Teodoro, Bohol Gov. Erico Aumentado, DOT Usec. Oscar Palayab, Ms. Prescilla Calimag of the DOT’s Office of Tourism Development Planning, and Dr. Erlinda Burton of Xavier University in Cagayan de Oro City.

During the break-up sessions, the participants will be divided into four groups with different speakers invited to share their experiences in tourism-related activities.

Among the invited speakers are Mr. Celestino Ulep, Tourism Consultant; Surigao City Mayor Alfonso Casurra; PSSupt. Nestor Fajura of Police Regional Office (PRO)-13; Surigao del Norte Governor Robert Ace Barbers; National Economic and Development Authority (NEDA)-Caraga Regional Director Carmencita Cochingco; Mr. Greg Hontiveros, a local historian of Butuan City; and Dr. Irennetta Montinola, Surigaonon Heritage Foundation Executive Director.

Mindanao Week of Peace celebration in Butuan calls Mindanaoans to think, feel & bring peace to Mindanao

BUTUAN CITY (16 November) – “Think Mindanao, Feel Mindanao, Bring Peace to Mindanao.” This is the call of stakeholders in Butuan City and Caraga Region to all Mindanaoans for the upcoming Mindanao Week of Peace Celebration in this city on November 26 to December 2, 2009.

During the coordinative meeting conducted recently at the Conference Room of the Office of the City Mayor here, stakeholders composed of the public and private organizations and peace advocates is in one voice calling all Mindanaoans to think, feel and bring peace to the island of Mindanao.

True to its objective, stakeholders have lined-up activities aimed to foster camaraderie, friendship and peace to people from all walks of life especially the Muslims and Christians through sports, literary, musical, and community extension services.

The activity will commence on Wednesday (November 25) with a press conference at the Bishop’s Home, Ampayon, this city to be facilitated by the Regional Office of the Philippine Information Agency (PIA).

Opening the week-long activity is a motorcade/caravan to be spearheaded by PNP Police Regional Office-13. Highlighting the activities on the first day is the launching of the Search for 10 Most Outstanding Peace-Builders for 2010 with the Department of the Interior and Local Government (DILG), Caraga Conference for Peace and Development (CCPD), Armed Forces of the Philippines (AFP), Philippine National Police (PNP), and the Office of Muslim Affairs (OMA) joined forces in spearheading the competition.

Other activities lined-up for the week-long celebration include blood-letting considered as peace offering, peace exhibit, poster-making contest, singing for peace contest, peace forum, university road show on ASEAN human rights mechanism, bike for peace, tree planting for peace, walk for peace, cleaning for peace, jobs fair, inter-agency sportspeace, peace rally, concert for peace, and the celebration of the 3rd year anniversary of CCPD.

Butuan trimedia inks MOA with PDEA

BUTUAN CITY – In a bid to stop and prevent drug abuse in the region, the Philippine Drug Enforcement Agency (PDEA) Caraga signs a Memorandum of Agreement (MOA) with the city’s tri-media on Thursday (November 12), here in this city. 

The MOA stresses the role of media in drug prevention and control. It emphasizes the importance of an honest and true relationship between the PDEA and the media.

Gen. Dionisio Santiago, Director General of PDEA in his speech commends the media for its indispensable role in drug prevention and control.

Gen Santiago also reveals how a good relationship with the media could aid in the agency’s investigation. 

“Without the media, the community will not know how PDEA is faring or how the government is working in the region,” stresses Gen. Santiago. 

The signing of the MOA is one of the highlights of the First Caraga Drug Prevention and Awareness Week. It aims to strengthen collaboration and partnership among the various sectors of society. 

Earlier that day during the Regional Law Enforcement Coordinating Committee (RLECC), PDEA also inks MOA with the Integrated Bar of the Philippines (IBP) Butuan, Technical Education and Skills Development Authority (TESDA), Father Saturnino Urios University (FSUU) and the Office of the Muslim Affairs (OMA).

NPA Harassed and Disarmed SUDECOR Guards in Sur Sur

The Special Cafgu Active Auxiliary (SCAA) members under the command of Capt. Ignacio Paje who guarding the Surigao Development Corporation (SUDECOR) equipment in Km 31, Brgy Pakwan, Lanuza Surigao del Sur was harassed and captured by undetermined numbers of Communist Terrorists (CTs) suspected New Peoples Army at around 8:30 in the morning on November 11.

According to the report, the CTs disarmed them and burned the following heavy equipments: two units of Yarder, Six Units of Raker, Four units of Bulldozer and undetermined number of Chainsaws in the area owned by the SUDECOR company.

On separate incident at around 10 in the morning on the same day, the Alpha Company of 58IB with Col Tomasito C. Gerafe, PA retired a security Manager of SUDECOR while on their way to reinforce between Km 16 and 17 of Barangay Pakwan, Lanuza was ambushed and landmine by the CPP/NPA. 

Col. Erwin Lamzon said, as respond from the two separate incident happened yesterday, pursuit operation were conducted as of the press time.

NGCP asks electric cooperatives and private power utilities to voluntarily shed load

Electric cooperatives and private power utilities are asked by the National Grid Corporation of the Philippines (NGCP) to voluntarily shed load effective 10:00 a.m. today, November 11, 2009 resulting in rotating brownouts of short durations throughout Mindanao. 

NGCP Mindanao Operations and Maintenance Head Mr. Emmanuel Abellanosa said the load curtailment scheme is resorted to maintain the integrity of the Mindanao power grid following the isolation of Agus 1 (40 megawatts) and Agus 2 (100 megawatts) hydroelectric power plants at 12:45 a.m. today due to the toppling of bombed tower no. 12 at Sitio Taburo, Nangka, Baloi, Lanao del Norte. The Abaga-Agus 2 138 kilovolt (KV) lines are now unserviceable.

The load curtailment is a temporary scheme to keep a manageable supply and demand condition in the grid while it is under some constraints. NGCP, as the grid operator, is especially looking at the generation reserve level, which should not be less than the on-line plant with the biggest load. The load curtailment scheme affords this crucial flexibility. The NGCP hopes for the utmost cooperation of its power customers on the load shedding scheme.

The NGCP has mobilized manpower and materials to immediately install an Emergency Restoration System (ERS) to temporarily energize the damaged lines and restore power flow from the Agus plants. The team is just awaiting clearance from the military to enter the bombed site. (Glory P. Rebleza, NGCP)

Harassment of SCAA at SUDECOR and burning of its equipment 


On November 11, 2009 at 8:30 in the morning, SCAA members under the Command of Capt Ignacio Paje, SCAA Sector Command, guarding the SUDECOR equipment located at Km 31, Barangay Pakwan, Lanuza, Surigao del Sur were harassed by undetermined number of Communist Terrorist (CTs). Subsequently, the CTs burned the following SUDECOR equipment at said area to wit: two units of yarder; six units of raker; four units of bulldozer; and undetermined number of chainsaw.

Right after the incident, joint AFP-PNP reinforcement team from 58th IB led by Col Tomasito C Grafe, retired Phil Army, Security Officer of SUDECOR to assist the besieged SCAA sector Command under Captain Paje. The team while approaching Km 17, Barangay Pakwan, Lanuza, Surigao del Sur were ambushed and land mined resulting to the killed in action (KIA) of the following: PFC Kenneth Bactong, 58th IB; CPL Gartin Plaza, 58th IB; CPL Mohamad Kair Abdurasic, 58th IB; PFC Dennis Garfin, 58th IB; PVT Charles Orit, 58th IB; PFC Charlito Pico, 58th IB; PVT Traul Paquibot, 58th IB; PFC Jose Belascuan, 58th IB; PO2 Rodulfo Randy A Medrano, 1405th PPMG, SDS PPO; Dionesito Luces, SCAA; Edmundo Careño, Security Officer, SUDECOR; Hilarion Agudo, Security Officer, SUDECOR. PNP arrests wanted persons

PNP members of Nasipit Municipal Police Station led by SPO4 Emmanuel Agbuggo apprehended one Mariano S Jiminez, 44 years old, resident of Barangay Ata-atahon, Nasipit, Agusan del Norte on November 11, 2009 at 9:45 in the morning by virtue of WOA issued by Hon Judge Eduardo S Casals of RTC Branch 1, Libertad, Butuan City for violation of RA 9262 docketed under CC no. 13704 with recommended bailbond amounting to Php 60,000.00. 

Same team proceeded to Barangay Triangulo, Nasipit, Agusan del Norte at 8:45 in the evening of the same date and arrested one Ike Bitad, 21 years old, resident of Camagong, Nasipit, Agusan del Norte. The arrest made by virtue of WOA issued by Hon Judge Augustus L Calo of RTC Branch 5, Libertad, Butuan City for the crime of attempted murder under CC nr 13689 and with recommended bailbond amounting to 120,000.00. Subject persons are now detained at Nasipit Municipal Police Station for proper disposition.  

Also, at 8:20 in the morning of the same date at Brgy La Flora, Talacogon, Agusan del Sur, PNP members of Talacogon Municipal Police Station led by SPO2 Raul Autor Francisco also apprehended one Jerry M Guerrero, of legal age, married and resident of said place by virtue of WOA issued by Hon Judge Hector Salise of RTC Branch 7, Bayugan, Agusan del Sur dated November 4, 2009 charged for two counts qualified theft docketed under CC nr 1038 with recommended bailbond amounting to Php 80,000.00. Subject person now detained at Talacogon Municipal Police Station for proper disposition. 

On November 12, 2009 at 12:00 noon at Purok Maabi-abihon, Barangay Agusan Pequeño, Butuan City, PNP elements of Butuan City Police Station 2 led by SPO3 Advincula apprehended one Anita A Crencia, 45 years old, married and resident of said place by virtue of WOA issued by Hon Judge Eduardo S Casals of RTC Branch 1, Libertad, Butuan City dated November 4, 2009 for serious slander by deed docketed under CC no. 11955 and with recommended bailbond amounting to Php 6,000.00. Subject person was turned over to the issuing court for proper disposition. 

Meanwhile, a certain Patricia Harinayan Latunan, 64 years old, married and resident of Purok-5, Barangay San Antonio, RTR, Agusan del Norte was arrested by joint elements of 143rd RMG Company led by PINSP Abraham U Mangelen and personnel from RTR Municipal Police Station led by PINSP Adrian B Antonio on November 12, 2009 at 2:30 in the afternoon at her place. The arrest made by virtue of WOA issued by Hon Judge Dax G Xenos of RTC Branch 34, Cabadbaran City dated November 4, 2009 charged for qualified theft docketed under CC no. Report on shooting incident

On November 12, 2009 at 2:30 in the afternoon particularly inside the Cockpit Arena located at Barangay Quano, Alegria, Surigao del Norte, one Ronald Mirasol Baloran, 49 years old, married and resident of Purok-6, Barangay Alipao, Alegria, Surigao del Norte was shot to death by unidentified suspects with the use of caliber .45 pistol and wounded three other persons who were hit by an astray bullets namely: Alexander Planas Calang, 30 years old, OFW and resident of Barangay Magsaysay, Placer, Surigao del Norte, who was hit on his left ankle Eusebio Bolenawa, 68 years old, married and resident of Barangay Quano, Alegria, Surigao del Norte who was hit on his left breast Jerome Morales Española, 51 years old, married and resident of Barangay Dayamo, Mainit, Surigao del Norte who was hit on his head.

All wounded victims were rushed to Caraga Regional Hospital for medical treatment. Initial investigation conducted by Alegria Municipal Police Station revealed that while the victims watching cockfights inside establishment, suspects came and without apparent reason shot the victim Ronald Mirasol Baloran hitting at the different parts of his body resulting to his instantaneous death and carted away the cal .45 pistol from the victim. Suspects then fled to mountainous area of Barangay Quano, Alegria, Surigao del Norte after the incident. Hot pursuit operation now conducted by joint PNP personnel of Surigao del Norte PPO and Alegria Municipal Police Station against the fleeing suspect. (PNP-13/ PIA-Caraga)

Lathalain: Benepisyo mula sa malunggay pinag-aaralan na

May tanim ka bang malunggay sa inyong bakuran? 

Alam ba ninyo na ang malunggay ay isa sa pinakasikat na halaman ngayon? 

Ang malunggay o moringa oleifera ay kilala nating masustansyang gulay noon pa man. Ito ay mayaman sa bitamina at sustansya. 

Ayon sa Food Composition Table ng Food and Nutrition Research Institute (FNRI), ang isang tasa ng lutong dahon ng malunggay na tumitimbang ng 100 gramo (g) ay may 3.0 g ng protina, 25 milligrams mg ng kalsiyum, 14 mg ng phosphorus, 0.6 g ng yero (iron), 2,785 mg beta-carotene, 0.16 mg ng thiamin, 0.09 mg ng riboflavin, 1.0 mg niacin, at 69 mg ascorbic acid or vitamin C.

Ang malunggay ay may antioxidant activity, na tumutulong sa pag iwas sa ilang klaseng kanser. Ito ay dahil mayroon itong µ-tocopherol (bitamina E) equivalent na 45, sukat ng bitamina E, isang magaling na antioxidant. 

Maliban sa sustansyang makukuha sa malunggay, may ibang benepisyo itong taglay. Dahil dito, matatawag na functional food ang malunggay.

Ang malunggay ay marami ang gamit dahil bawa’t bahagi nito ay mapakikinabangan. 

Dahil dito, naisipan ng FNRI na pag-aralan at suriin kung ano ang sangkap nito (active ingredient) na nagbibigay ng karagdagang benepisyo, ang lakas ng bisa, at ang tamang dami ng gamit.

Nag-uumpisa palang itong mga pag-aaral na ito, ngunit sa ilang taon lamang ay malalaman na natin ang boung potensyal ng malunggay. Abangan....

Feature: Wellness and Health

Choose wellness. Choose health. Sounds familiar? This is a famous line we always hear, see and read from media advertisements. 

Recently, there is an increasing campaign on raising the awareness of Filipinos on health and wellness. But what exactly differentiates the two? 

Health and wellness are not synonymous. According to the World Health Organization (WHO), health is a state of complete physical, mental, and social well-being and not merely the absence of disease or infirmity. However, wellness is an overall balance of physical, social, spiritual, emotional, intellectual, environmental, and occupational well-being. Therefore, health is a goal to achieve while wellness is a multi-dimensional lifestyle to maintain.

Heightened advocacy on practicing and maintaining wellness is not only at the interpersonal level nowadays but also broadly covers the social, environmental and occupational dimensions of a person. These dimensions are not personal in nature but are important factors that influence personal wellness.

In line with this health and wellness trend, the Food and Nutrition Research Institute of the Department of Science and Technology (FNRI-DOST) developed, implemented and evaluated a model corporate wellness program. Said wellness program is in support to the World Health Organization/Food and Agriculture Organization (WHO/FAO) global strategy on diet and physical activity to improve public health.

The program aimed to evaluate the employees’ health status as program sought to implement lifestyle modification programs and evaluate the effect on the reduction of risk factors to lifestyle diseases.

The FNRI Wellness Program showed positive changes among the participants who completed the program. These were in terms of anthropometric or height and weight measurements as well as blood chemistry levels except for the high density lipoprotein (HDL-c) known by some as “good cholesterol”. It was suggested that said changes may be the result of better eating habits and increased physical activity. 

The participants agreed that the program was interesting and it helped them become productive at work. As a result, they became more health-conscious and felt a lot better. It was suggested, therefore, that the program be adopted and institutionalized in other workplaces to bring about lifestyle changes. 

The study validated other studies conducted to examine the importance of wellness in the workplace. Wellness programs have resulted in reduced absenteeism, increased employee retention, reduced health care costs, and employee satisfaction according to R. Cogwell Anderson & B. Kaczmarek in the article, “The Importance of Promoting Health in the Workplace”.

Knowing the importance of wellness in the workplace, it is therefore beneficial for a company or institution to adopt a Wellness Program in order to assure the success of a business.

Lathalain: Malnutrisyon – mayroon nga bang dalawang mukha?

Ang konseptong double burden of malnutrition o “dalawang mukha ng malnutrisyon” ay patuloy na nakatatawag ng pansin ng higit na nakararaming sektor ng lipunan. Nguni’t ano nga ba ang tunay na kahulugan nito?

Ang “dalawang mukha ng malnutrisyon” ay tumutukoy sa patuloy na pagkakaroon ng mataas na bilang ng undernutrition (kulang sa timbang o taas) at micronutrient deficiencies (kulang sa iron, iodine at bitamina A) sa mga bata, kasabay ng mabilis na pagtaas ng bilang ng overweight at obesity at diet- at lifestyle-related non-communicable diseases (NCDs) tulad ng hypertension, diabetes at cardiovascular diseases sa mga matatanda.

Ang mga manipestasyong ito ng pagkakaroon ng “dalawang mukha ng malnutrisyon” ay sanhi ng mga pagbabago sa diet nating mga Pilipino. Ayon sa pag-aaral na isinagawa ng grupo nina Dr. Ma. Regina A. Pedro ng Food and Nutrition Research Institute ng Department of Science and Technology, nagkaroon ng magandang pagbabago sa kalidad at dami ng pagkain na kinokonsumo ng mga Pilipino. Nguni’t bumaba ang konsumo ng mga prutas at gulay base sa 2003 National Nutrition Survey.

Ang magandang pagbabago sa diet ng mga Pilipino ay makikita sa mataas na konsumo ng mga animal foods at langis at mantika. Nguni’t, ito ay nagging sanhi naman ng mataas na kolesterol at saturated fats sa diet at tumataas na bilang ng overweight at obesity.

Sa kabila ng magandang pagbabagong ito, ang kabuuang energy intake o konsumo sa enerhiya ay nananatiling mababa. Ito ang dahilan kung bakit mayroon pa rin sa ating mga kababayan ang kulang sa taas o timbang.

Ang konting prutas at gulay sa diet at ang tumataas na konsumo ng mga matatabang pagkain, kasabay ng konting physical activity at unhealthy lifestyle ay nagiging sanhi ng non-communicable diseases.

Feature: Simple reminders to keep family well-nourished

Food is an integral part of survival. We must eat to live. Here are some reminders to keep the family healthy, productive and fulfilled:

• Choose a variety of foods everyday. No single food can supply all the nutrients the body needs. Be sure to include food items which are rich in carbohydrates, proteins, fats, vitamins and minerals plus a lot of fluids. Confining food choices to a few kinds of foods usually result in an imbalanced diet.

• Serve the right amounts of food to your family. Control the amount consumed to prevent overeating, but serve enough to meet their nutritional needs.

• Use fats and oils moderately in preparing family meals for more energy. Oil can be reused four times without affecting food flavor if you add one part fresh oil to three parts used oil before each reuse. Before storing oil, remove burnt particles at the bottom of the cooking vessel to preserve its flavor and color.

• Remember that according to the Daily Nutritional Guide Pyramids for Filipinos, persons aged 7-39 years are allotted 6-8 teaspoons of oil or fat per day.

• Serve more often one-dish meals like sinigang, linaga, munggo gisado or bulanglang to name a few. One-dish meals offer a variety of nutrients from the different food groups. They are also economical since cooking only one dish saves energy, time and money.

• Prioritize the food needs of infants and pre-school children before serving other family members. Likewise, a sick child or family member needs more nourishment to fight infection and recuperate. Give soft, nutritious foods like fish, beans, eggs, milk, vegetables and fruits. Remember to consult a doctor for further advice.

• If you have an infant, remember that mother’s milk is the best. Breastfeed exclusively from birth to 6 months or longer, and then give appropriate complementary foods, as stressed by the second message of the Nutritional Guidelines for Filipinos 2000 (NGF) developed by a Technical Working Group led by the Food and Nutrition Research Institute of the Department of Science and Technology (FNRI-DOST).

• Keep a garden to grow plants the family needs, such as tubers (kamote, gabi), legumes (munggo, patani, kadyos), green leafy and yellow vegetables (malunggay, kangkong, camote tops, alugbati, petsay, saluyot, squash) and fruits (banana, papaya, guava).

• Food safety at the household level is of paramount concern. Wash hands with soap and water before and after cooking, before eating, and after using the toilet. The place where we eat food must be safe and clean. Always check if the ingredients are fresh and clean before cooking.

Lathalain: Osteoporosis, iwasan – sa healthy lifestyle, buto ay maiingatan

Ang osteoporosis ay isang sakit kung saan nagiging mahina at marupok ang mga buto ng isang tao. Ito ay maaaring sanhi ng kakulangan ng kalsyum, inactive lifestyle, paninigarilyo at sobrang pag-inom ng alak.

Ayon sa mga pag-aaral, ang ehersisyo ay nakatutulong upang patibayin at palakasin ang mga buto. Kaya importante na mag-ehersisyo ang isang tao upang maiwasan na din ang pagkakaroon ng osteoporosis. Ilan sa mga ehersisyong ito ay walking, running, jogging, skating, aerobics o dancing. Ang mga ito ay dapat isagawa sa loob ng 30-60 minuto, tatlo hanggang limang beses kada linggo. Maituturing ding magandang ehersisyo ang mga gawaing bahay gaya ng pagwawalis, pag-garden, pagsibak ng kahoy, pag-ayos ng mga gamit at iba pa.

Ang paninigarilyo at sobrang pag-inom ng alak ay nakakaapekto sa calcium absorption sa ating katawan na nagre-resulta sa mahihinang buto, na maaaring maging osteoporosis.

Dahil dito, inirerekomenda ng Food and Nutrition Research Institute ng Department of Science and Technology (FNRI-DOST) na “Upang magkaroon ng healthy lifestyle at tamang nutrisyon, mag-ehersisyo, iwasan ang paninigarilyo at sobrang pag-inom ng alak”. Ang Gabay sa Wastong Nutrisyon para sa Pilipino o Nutritional Guidelines for Filipinos na binalangkas sa pamumuno ng Food and Nutrition Research Institute ng Department of Science and Technology (FNRI-DOST) ay binubuo ng sampung pangunahing rekomendasyon na naglalayong itaguyod ang mabuting kalusugan at wastong nutrisyon ng mga Pilipino.

Dulot ng papalit-palit na klima kung saan minsa’y mainit na biglang susundan ng ulan, karaniwang tumataas ang bilang ng mga taong nagkakasakit, lalo na ang pagkakaroon ng ubo, sipon at trangkaso.

Kaya’t mahalaga na tiyaking malakas ang resistensiya upang labanan ang mga impeksiyon na maaaring maging sanhi ng sakit.

Ang Food and Nutrition Research Institute ng Department of Science and Technology (FNRI-DOST) ay namuno sa pagbuo ng Nutritional Guidelines for Filipinos. Ito ay mga nutrition messages o gabay na nagtataguyod ng kalusugan sa pamagitan ng wastong nutrisyon. Ipinapayo na sundin ang mga guidelines na ito upang mapabuti, mapasigla at palakasin ang immune system.

• Siguruhin ang balanced diet araw-araw. Kumain ng iba’t-ibang uri ng pagkain.

• Kumain ng prutas na mayaman sa vitamin C tulad ng mangga, papaya, bayabas o citrus fruits upang tumaas ang inyong resistensiya laban sa impeksiyon.

• Kumain ng mga gulay lalo na ang mga mayaman sa phytochemicals, tulad ng kamatis, soya beans, bawang at broccoli.

• Uminom ng 6 hanggang 8 basong tubig.

• Matulog nang sapat, mula 6 hanggang 8 oras gabi-gabi.

• Ugaliin ang good personal hygiene.

• Siguruhin ang kalinisan sa pagkain.

• Mag-ehersisyo araw-araw.

• Limitahan ang pag-inom ng alak o beer at huwag manigarilyo.

Lathalain: Matipid ang pag-recycle ng tirang pagkain

Sa hirap ng buhay ngayon, kailangan matutong magtipid. Pagdating sa pagkain, pwede ng magtipid sa pamamagitan ng paggamit ng left-overs o mga natirang malinis na pagkain. Narito ang ilang paraan kung paano ito magagawa:

• ang mga pritong isda ay maaaring gawing kardilyo, torta o mga pagkaing may sarsa tulad ng eskabetse, sarsiyado o totso;

• ang karne sa linagang baka o baboy ay maaaring panggisa sa gulay, pansit at lumpia o maaaring gawing metsado o torta;

• ang ginisang gulay ay maaari rin gawing lumpiang prito o ihalo sa pansit;

• ang kaning-lamig ay maaaring isangag na may halong natirang hinimay na isda o baboy o itlog at toyo para pampalasa. Ihain kasama ng linagang berdeng gulay. O kaya ay pwede rin itong gawing pudding o ampaw. Para makagawa ng ampaw, ibilad sa araw ang kaning-lamig, iprito sa mantika ang binilad na kaning-lamig at lagyan ng inarnibal na pulang asukal; at

• ang lumang pan-amerikano o pan de sal o pan de limon ay pwedeng isama sa hinimay na isda o giniling na karne para sa burgers. Maaari ring gawin itong pudding para pang-himagas o gawing biskotso at pahiran ng margarina.

Madalas bang chips, burger at soda ang inyong meryenda?

Nakaka-guilty, di ba?

Ngayon, may healthy alternative snack food na maaari ninyong piliin. Ito ang yoghurt. Ito ay siksik sa bitamina’t mineral na makatutulong sa inyong kalususgan.

Ang yoghurt ay semi-solid fermented milk product na mayaman sa calcium. Mataas din ang protina nito at nagtataglay ng good bacteria o probiotics. Ang probiotics ay nakatutulong palakasin ang inyong immune system laban sa sakit o impeksiyon.

Mainam ang pagkain ng yoghurt, lalo na ng mga taong lactose-intolerant o nakararanas ng pananakit ng tiyan kung umiinom ng gatas dahil mababa ang level nito ng lactose.

Ayon sa Gabay sa Wastong Nutrisyon para sa Pilipino ng Food and Nutrition Research Institute ng Department of Science and Technology, inirerekomenda na “uminom ng gatas araw-araw at kumain ng mga produkto nito, mga pagkaing mayaman sa kalsyum”.

Kasabay ng regular na ehersisyo at balanseng pagkain, makatutulong ang yoghurt upang maging fit, slim at healthy.

Report on loose firearms 

On November 10, 2009 at around 6:00 O'clock in the afternoon, a concerned citizen reported to Butuan City Police Station (BCPS) 1 thru a telephone call that a suspicious man was sighted at Purok-4, Barangay Mahay, Butuan City. Immediately, intelligence personnel from BCPS 1 led by SPO1 Capablanca responded to such report and proceeded to the said place and look for the said suspect, which was described by the caller during the telephone conversation. 

However, upon sensing the arrival of the police officers, the suspect hurriedly ran to evade the arrest and while fleeing, something fell off from the suspect. The responding team recovered a caliber 38 revolver with defaced serial number, loaded with three live ammunitions. 

On the other hand, personnel of Malimono Municipal Police Station recovered from their drop box for unwanted firearms one unit 12 gauge shotgun with no serial number at around 11:00 O'clock in the morning on November 11, 2009. Recovered firearms are now under the custody of the respective station for proper disposition. (PNP-13/ PIA-Caraga)

Report on illegal fishing 

Joint personnel from Barobo Municipal Police Station led by SPO3 Leo Asunsion, 1406th PPMG led by SPO3 Elecito Rivas and 141st RMG Coy led by POI Mirante Morano conducted random checkpoint at the area of responsibility of Barobo, Surigao del Sur on November 10, 2009 at around 3:00 O'clock in the afternoon. 

Said operation resulted to the apprehension of one Kelvin Montana Cabalida, 18 years old, single, fish vendor and a resident of San Isidro, San Francisco, Agusan del Sur and Arnold Campos Palban, 18 years old, single fish vendor and a resident of Barangay Liatimco, Lianga, Surigao del Sur.

Confiscated from their possessions were more or less twenty kilos fish locally known as dalagang bukid/solid, danggit and molmol, which were illegally caught with the used of explosives/dynamite.

Suspects were brought to Barobo Municipal Police Station for further investigation while the confiscated fish were turned-over to the Department of Agriculture (DA) for scientific examination. The result turned-out positive that the said fish were caught with the used of explosive/dynamite. Progress report follows. (PNP-13/ PIA-Caraga)

Arrest of robbery/murder suspect 

Suspect for robbery/murder incident that transpired at Poblacion, San Francisco, Agusan del Sur on June 30, 2009 was arrested by elements of Naawan Municipal Police Station, Naawan, Misamis Oriental on November 10, 2009 at around 8:00 O'clock in the evening at the residence of one Selvino Bulalajos at Purok-1B, Barangay Lubihan, Naawan, Misamis Oriental. Suspect was identified as Rey Enayuda, 23 years old, widow and a resident of Barangay Soriano, Tagbina, Surigao del Sur. Said suspect is now temporarily detained at Naawan Municipal Police Station for proper disposition. (PNP-13/ PIA-Caraga) 

Report on vehicular accident 

On November 10, 2009 at around 4:30 in the afternoon, elements of Butuan City Police Station (BCPS) 3 led by PO3 Ugalino responded to the reported vehicular accident at junction of National Highway and Bonbon road, Barangay Libertad, Butuan City.

The responding team found one unidentified female person lying lifeless at the right lane of the road going to City proper while the other five people were brought to the hospital for medical treatment. Personnel from Crime Laboratory conducted SOCO at the crime scene. Initial investigation revealed that the said fatality was a passenger of a multicab bearing plate number LMM-113 driven by one Mario Gacal Tarago, 53 years old, married and a resident of P. Burgos Street, Butuan City.

Said multicab was heading towards east direction when it was bumped (rear end collision) by a KIA car bearing plate number KDS-543, driven by one Carlos Yanson Gallenero Jr. of legal age, married and a resident of Phase 1B, block 17, lot 25, Emenville Subd., Barangay Ambago, Butuan City.

The cadaver was brought to Mata funeral homes for autopsy. Effort is being exerted for the identification of the said victim and for notification of her relatives. Driver of KIA car is now under the custody of BCPS 3 for proper disposition. (PNP-13/ PIA-Caraga)

Atienza says climate change law “most important law second to Local Government Code”

Calling it as “perhaps the most important law of the land second to the 1991 Local Government Code,” Environment and Natural Resources Secretary Lito Atienza said the Climate Change Act of 2009, which President Gloria Macapagal Arroyo signed into law Friday, puts local government units “into the center stage of governance,” given the important roles that city, town, and barangay leaders play in the implementation of climate change adaptation and mitigation programs that will soon be crafted. 

“The substance and efficacy of Republic Act (RA) 9729 will only be as good as those executing climate change measures,” explained Atienza, adding that the new law may even be a potent tool in bringing about “a stronger green-minded electorate” because of the centrality to local elected officials in mainstreaming the climate change agenda into their platforms of governance at the provincial and down to the barangay level. 

While Section 13 of RA 9729 calls for the formulation of the “National Climate Change Action Plan (NCCAP),” Section 14, on the other hand, mandates local government units to be “the frontline agencies in the formulation, planning and implementation of climate change action plans in their respective areas” in accordance with the NCCAP and the provisions of the Local Government Code. 

Atienza explained that the declaration of principles and codes of practice enshrined in RA 9729 set the tone and conduct of how all local government officials will be held accountable to their constituencies morally and politically, if not legally.

He pointed out that the law has, in effect, brought the matter of climate change to a personal and moral level given the fact that it recognizes the concept of “climate justice” in like manner that the Supreme Court’s continuing mandamus to rehabilitate the Manila Bay recognizes the concept of intergenerational responsibility as of paramount importance to the life of our nation as a people.

Atienza further pointed out that viewing the climate change problem as a personal and moral problem brings all sectors into the domain of dialogue, discussion and participation regardless of political, ethnic, economic or religious bent, noting “in one single presidential act, President Arroyo has made all the boundaries that separate these lines porous.”

“Rather than being seen as management problems that the government or experts can solve for us, when seen as a personal problem, they become problems for all of us to address, both as political actors and moral agents,” he added. (DENR-Caraga)

Hon. Daisy Plaza Distributed Assistance & To Relocate Fire Victims Of Bgy. Masao 

Despite the tragedy of losing the homes of 18 residents razed by the fire last November 3, 2009 at 10:00 in the morning at Barangay Masao, this was eased somehow on Thursday (November 5) when Former Mayor Daisy B. Plaza personally visited and distributed various kinds of assistance.

Hon. Daisy B. Plaza distributed Php 2,000.00 each to fire victims whose houses were totally damaged while Php 1,000.00 were given to those victims whose houses were partially damaged. In addition to the financial assistance extended by the City Government through the CSWD, Hon. Daisy Plaza distributed plates, forks, spoon, blankets, linen, and foods. 

The victims were all the more surprised and thankful when Ma’am Daisy told them that they will be relocated as soon as possible plus of course they will be provided with wood and housing materials from DENR through Hon. Mayor Democrito D. Plaza II, who will be requesting the said office intended for the victims. 

Philippine National Red Cross Agusan Del Norte, chaired by Hon. Daisy Plaza also sympathized with the victims bringing along with them used clothing’s and food.

Butuan City Health Office registers large numbers of turn-out of clients

The City Health Office headed by Dr. Josephine Chua registered a large number of turn–out of clients who availed free medical consulations and free medicines totaling to four thousand three hundred forty one (4,341) residents in the recent barangay visitations conducted by Hon. Mayor Democrito D. Plaza II. Bringing the government closer to the people through its services were beneficiaries such as Barangay Sumilihon, Ambago, Dankias, Tungao, Florida, Sumile, Lemon, San Vicente, Bugsukan, Taligaman and Bilay, being the latest one. 

Meantime, four hundred twenty two (422) undergone tooth extraction and free medicines, all with complete blood pressure taking. 

In a separate development, First Lady Hon. Daisy B. Plaza visited Barangays Agusan Pequeño, Aupagan and Bancasi extending free medical and dental services through the City Health Office to four hundred eleven (411) residents including mass feeding and fresh milk feeding to schoolchildren. 

Meanwhile, from October 2-23, 2009, some noteworth activites were also undertaken by the CHO like a) sugar screening, b) foot screening c) urinalysis d) ECG e) cholesterol taking and f) hemoglobin testing to ninety two (92) day care children. PNP arrest of wanted persons 

Elements of Buenavista Municipal Police Station led by PI Ramil Tersona proceeded to Barangay Sacol, Buenavista, Agusan del Norte to serve the Warrant of Arrest (WOA) to Ricky Borja, 22 years old, a resident of Purok-5 Sitio Cabulakan, Barangay Sacol, Buenavista, Agusan del Norte by virtue of WOA dated February 4, 2009 under Criminal Case No. 13166 issued by Judge Eduardo Casals of RTC 10 Branch 1, Butuan City. The suspect now under the custody of Buenavista Municipal Police Station and facing a case of Acts of Lasciviousness with recommended bail bond of Php 12,000.00. 

Personnel from 143rd RMG Company headed by PI Darwin Dura proceeded to Purok-3 Poblacion 1, Santiago, Agusan del Norte and arrested Vicente Andalan, 62 years old, married, farmer and a resident of Sitio Mantigue of the above-mentioned place. The arrest was made by virtue of alias warrant of arrest dated 24 November 2009 under Criminal Case no. CR-08-62 issued by Hon Judge Dax G Xenos of Branch 34, Cabadbaran, Agusan del Norte for qualified theft. Recommended bail bond is fixed to Php 30,000.00. Subject person is now under custody of 143RD RMG for proper disposition. 

On November 9, 2009 at 9:00 in the morning at Purok 1, Port Poyohon, Butuan City, PNP personnel of Butuan City Police Station 2 led by SPO3 Advincula apprehended one Antonio Mamalang, 76 years old, married and resident of said place by virtue of WOA under CC no. 39649 charged for qualified trespass to dwelling, issued by Hon Judge Dennis B Castilla of MTCC Branch 1, Libertad, Butuan City dated October 26, 2009 with recommended bailbond amounting to Php 2,000.00. Subject person was turned over to the issuing court for proper disposition. 

Also, a certain Archie Butil, 24 years old, married and resident of Barangay San Ignacio, Butuan City was apprehended by PNP personnel of Butuan City Police Station 1 on November 9, 2009 at Agusan Plywood Corporation, Barangay Manapa, Buenavista, Agusan del Norte. Arrest was made by virtue of WOA under CC no. 13599 charged for frustrated murder, issued by Hon Judge Edgar G Manilag of RTC Branch 33, Libertad, Butuan City dated October 26, 2009 with recommended bailbond amounting to Php 2,000.00. Subject person was temporarily detained at BCPS1 for proper disposition. 

At 5:00 in the afternoon of the same date at Sitio Quarry, Barangay Basa, Trento, Agusan del Sur, one Simplicio Pajares, 33 years old, married, farmer and resident of said place was apprehended by PNP members of Trento Municipal Police Station led by PO3 Rehivenbu Hibaya. The arrest was made by virtue of WOA dated November 25, 2008 issued by Hon Dante Luz Viacrusis of RTC Branch 6, Prosperidad, Agusan del Sur for the crime of murder docketed under CC no. 6878 with no recommended bailbond. Report of encounter 

On November 9, 2009 around 8:30 in the morning, joint elements of 42ND MICO of 4MIB Phil Army and CAA members from Lumboyan Patrol Base of 23RD IB, 4IB Phil Army led by Sgt Gemino while conducting a combat operation at Sitio Dalaw-an, Barangay Rizal, Buenavista, Agusan del Norte encountered more or less fifteen fully armed Communist Terrorists (CTs) under Ka Eugene.

Firefight lasted around five minutes forcing the CTs to withdraw towards southeast direction. No reported casualty on the army troops while undetermined numbers on the CTs. Elements of Buenavista Municipal Police Station led by PSI Artemio Suarez immediately conducted checkpoint to block possible areas of withdrawal by the NPAs. (PNP-13/ PIA-Caraga)

Report on violation of pd 1619 

On November 10, 2009 at 10:00 in the morning near Magsaysay Bridge, Barangay Urduja, Butuan City, PNP elements of Butuan City Police Station 1 led by PO3 Bernardo B Abian while conducting beat patrol arrested one Allan Azote, 21 years old, single and resident of Lucky Village, Barangay Ambago, Butuan City who was actually caught sniffing volatile substance known as rugby place in a white cellophane.

Confiscated from the suspect's possession was one white plastic cellophane containing suspected rugby and one plastic bottle of C2 Solo Green Tea containing same substance. Suspect was brought to Butuan City Police Station 1 while appropriate charge for violation of PD 1619 now prepared for filing in court. Progress report to follow. (PNP-13/ PIA-Caraga)

Report on fire incident 

On November 10, 2009 at 2:15 in the afternoon at Purok-2A, Barangay Sumilihon, Butuan City, a concrete house owned by Mr and Mrs Irenio Temple, located at said place was razed by fire. Said couple were in the farm during the incident. A neighbor Merlo Ampong said that the fire started in the kitchen area of said house. Personnel of Bureau of Fire Protection contained the fire at around 3:15 in the afternoon of same date. Estimated damage was amounting to Php 150,000.00. (PNP-13/ PIA-Caraga)

Surrender of loose firearms 

On November 5, 2009 around 10:00 in the morning, Barangay Officials of Barangay Manapa, Buenavista, Agusan del Norte who requested anonymity voluntarily surrendered to Buenavista Municipal Police Station four homemade unserviceable shotgun. Said firearms are now under the custody of Buenavista Municipal Police Station for proper disposition. 

Also, one concerned citizen from Barangay Jaguimitan, Nasipit, Agusan del Norte who requested for anonymity voluntarily surrendered two units homemade shotgun thru Barangay Captain Felicimo Laurito of said place. Another concerned citizen who also requested anonymity voluntarily surrendered one unit homemade shotgun and one cal .38 revolver paltik to Barangay Captain Forperio Denuro of Barangay Culit, Nasipit, Agusan del Norte. Report on strucking incident 

On November 6, 2009 at Barangay Poblacion, Bayugan City, one Michael Flores, 26 years old, single and a resident of Bayugan 2, San Francisco, Agusan del Sur was stricken with the use of stone by Oliver Ababon, 19 years old, jobless and a resident of Purok-1A, Taglatawan, Bayugan City and Jimbo Asmono, 19 years old, a laborer and a resident of Poblacion, Bayugan City.

Victim sustained multiple wounds on his head and was rushed to Bayugan Community Hospital for immediate treatment while both suspects together with some evidences were arrested by the responding elements of Bayugan City Police Station. (PNP-13/ PIA-Caraga)

Report on apprehension of robbery suspect 

On November 6, 2009 at 3:00 in the morning at Murphy Group (MG) Mining base compound, Sitio Mendezona, Raja Cabungsoan, Lingig, Surigao del Sur. The Manager's Office and the Engineering Office of said establishment was robbed by unidentified persons.

Initial investigation disclosed that the suspect gained entrance by breaking the glass windows of said offices. Carted away from the office of the manager were one unit computer LCD monitor (red fox); one power cord; one unit magic sing; one set keyboard and mouse while at the office of the engineering officer were one unit laptop; Toshiba satellite; two unit scanner; one station pentax; one unit computer LCD monitor (SOC) one unit computer keyboard; one unit cable and one lettering set. Elements from Lingig Municipal Police Station is now conducting thorough investigation of the case. Progress report to follow. 

On November 6, 2009 around 2:00 in the afternoon at Ferdinand Street, Barangay Washington, Surigao City, Intel personnel of Surigao City Police Station while conducting follow-up operation were able to arrest three suspects for Robbery namely: Michael John Loreto Codilla, of legal age, single, jobless and a resident of Purok-1 Barangay Mabuhay, Surigao City, Aljon Loayon Buhisan of legal age, single, jobless and a resident of Purok-5 Barangay Balibayon, Surigao City and a certain Arnel Grapa Marudan of legal age, single and a resident of Pantalan 1 Barangay Washington, Surigao City. 

Suspects were allegedly responsible for the robbery incident that transpired at 00544 Roxas St, Barangay Washington, Surigao City on November 5, 2009 victimizing Vicel Oliverio Pejan, 55 years old, single, employee of PNRC and a resident of the place of incident.

Confiscated from the possession of the suspects were: one set Blender worth P2,500.00, one set Kalan worth P1,500.00, one Cassette Recorder worth P 1,000.00 and one set cups and saucers worth P250.00. Suspects were apprised of their constitutional rights and temporarily detained at Surigao City Police Station pending the filing of Criminal charges in court. (PNP-13/ PIA-Caraga)

One Editha Odron Baron, 45 years old and resident of Barangay Tagbayani, Sison, Surigao del Norte was arrested by PNP elements of Sison Municipal Police Station led by SPO1 Rey S Veradio on November 6, 2009 at 7:00 in the morning at Purok-6, Barangay San Pedro, Sison, Surigao del Norte by virtue of warrant of arrest (WOA) issued by Hon Judge Cesar Bordalba of MTCC Branch 1, Surigao City under CC no. 08-15013 dated July 22, 2009 for estafa with recommended bailbond amounting to Php 6,000.00. Suspect is now detained at Sison Municipal Police Station for proper disposition. (PNP-13/ PIA-Caraga)

Found dead body 

On November 8, 2009 at around 9:30 in the morning, one Manuel Bandevas Batoon, 49 years old, married and a resident of Purok-1, Barangay Bading, Butuan City reported to Butuan City Police Office (BCPO) that he found a male dead body floating at the Agusan river near Ventura Plywood Corporation at Purok-Lilo, Barangay Banza, Butuan City.

Said dead body is more or less 5'4" in height, medium built, wearing brief only, both hands were tied with a wire and already in the state of decomposition. Personnel from Crime Laboratory Office led by PI Elnora Pariña conducted SOCO at the area.
Cadaver was brought to Nilo Funeral Homes, Ochoa Avenue for autopsy to determine the cause of death. Elements of BCPO are still conducting further investigation on the case. (PNP-13/ PIA-Caraga)
