Surigao Sur advances to green, climate-resilient agriculture through SEA2SOIL Project

TANDAG CITY (PIA) — The provincial government of Surigao del Sur, led by Governor Johnny Pimentel, officially launched the SEA2SOIL Caraga Project, marking a major stride toward transforming the region’s agriculture through sustainable and climate-resilient practices.

Launched on November 26 in Tandag City, the SEA2SOIL Caraga Project is supported by SwitchAsia and funded by the European Union. The project is also implemented in partnership with non-government organizations, CODESPA and MCPI Corporation, which aim to strengthen Caraga’s agri-food value chains through the adoption of seaweed-based bio-inputs—providing farmers with innovative, organic, and cost-efficient alternatives to chemical fertilizers.

Aligned with the Philippine National Agenda

The project supports the national government’s priorities under the Philippine Development Plan (PDP) 2023-2028, and the national climate and food security agenda, particularly the push for regenerative agriculture, reduced agrochemical dependence, strengthened local value chains, and the adoption of sustainable technologies in farming communities.

Supporting local livelihoods and climate action

The SEA2SOIL Caraga Project is designed to deliver long-term gains for farmers, fisherfolk, and micro and small agri-enterprises. Its primary components include:

* Seaweed Bio-Input Production: Helping seaweed MSMEs adopt organic and bio-input technologies for fertilizer production.

* Supply Chain Establishment: Developing an inclusive business model that links seaweed growers, processors, and farmers across Caraga.

* Bio-Input Adoption: Promoting the use of seaweed-derived inputs across six major agri-food value chains, reducing dependence on agrochemicals.

By transitioning to seaweed-based fertilizers, farmers can improve soil health, boost crop yields, lower production costs, and unlock new livelihood opportunities in coastal and agricultural communities.

Gov. Pimentel welcomed People’s Organizations from across the province, emphasizing Surigao del Sur’s commitment to sustainable and inclusive development.

“This initiative strengthens our commitment to sustainable agriculture and provides our farmers with innovative tools that protect both livelihood and environment,” The governor said.

Stakeholders expressed optimism that the project will uplift local production and expand livelihood opportunities.

Expert insight from the provincial agriculturist

Provincial Agriculturist Esmeraldo Raymundo underscored how the SEA2SOIL Caraga Project directly supports both seaweed and crop farmers, while aligning with the national government’s push for eco-friendly, cost-efficient, and climate-resilient agriculture.

“Although seaweed culture falls under the Provincial Fisheries and Aquatic Resources Office (PFARO), our farmers stand to benefit greatly once locally grown seaweeds, especially carrageenan, are processed into liquid fertilizer. This promotes healthier plant growth when used alongside granular fertilizers,” Raymundo said.

“It is cheaper than commercial brands because production is local, and it expands livelihood opportunities for seaweed farmers. It is also organic, making it environmentally friendly,” he added.

He emphasized that locally produced seaweed bio-inputs will reduce farmers’ dependence on expensive imported agrochemicals, boost soil health, and strengthen climate-adaptive farming practices, fully aligned with the national agenda for food security, sustainable production, and resilient communities.
