PMO Surigao implements full-scale preparedness for Typhoon Tino onslaught

SURIGAO CITY, Surigao del Norte (PIA) — The Port Management Office (PMO) Surigao has initiated comprehensive preparations across its jurisdiction as it braces for the anticipated arrival of Typhoon Tino, expected to make landfall over Northern Dinagat Island or Eastern Leyte in the early hours of Tuesday, November 4, 2025.

Port Manager Froilan Caturla presided over a meeting of the PMO Surigao’s Incident Management Team (IMT) on Monday, November 3. Operations personnel and port police operatives have been placed on constant alert and response-ready status for any eventualities brought about by the storm.

As a key safety measure, all berthing areas at the ports under PMO Surigao’s jurisdiction have been cleared of vessels. Ships were ordered to anchor safely away from the wharves and piers

Lessons learned from previous severe weather events, particularly Typhoon Odette (Rai) in 2021, have guided current protective measures.

Surigao Port Administration Building: Steel roll-up protection barriers were immediately rolled down and secured over glass panel windows at the Port of Surigao’s Administration building. These protective barriers were originally installed after Typhoon Odette’s strong winds shattered the then-unprotected glass.

Asset Protection: Inside the facilities, all electronic devices, important files, and critical documents were securely wrapped in protective plastic bags for added water and wind damage defense.

Vulnerable Outports: Similar protective measures were implemented across all vulnerable facilities under PMO Surigao, including the Port of San Jose in Dinagat Islands, the Port of Dapa in Siargao Islands, and the Lipata Ferry Terminal in Surigao City.

Caturla said,  “In line with disaster protocols and to mitigate risks from storm surges, no passengers are currently stranded inside any port under our management. Advisories regarding the suspension of sea travel were communicated beforehand, and passengers were not allowed inside the ports.”

He added, however, that the suspension of sea travel has resulted in a queue of freight vehicles outside the Lipata Ferry Terminal in Surigai City. “A total of 163 rolling cargoes and 325 freight truck personnel are stranded and queued at the highway leading to the Lipata Ferry Terminal.”

PMO Surigao is continuously monitoring the situation and coordinating with local disaster risk reduction management councils to ensure the safety of all port facilities and personnel ahead of Typhoon Tino’s arrival. (SDR,PIA  Surigao del Norte with a report from PMO-Surigao)
