(PAGASA 24-HOUR PUBLIC WEATHER FORECAST as of Sunday, 07 December 2025) At 3:00 AM today, the center of Tropical Depression "WILMA" was estimated based on all available data in the vicinity of Matuguinao, Samar (12.2°N 125.0°E) with maximum sustained winds of 45 km/h near the center and gustiness of up to 75 km/h. It is moving West Northwestward at 15 km/h. Shear Line affecting the eastern section of Southern Luzon. Northeast Monsoon affecting the rest of Luzon. Mindanao will have partly cloudy to cloudy skies with isolated rainshowers or thunderstorms due to Localized Thunderstorms. Possible flash floods or landslides during severe thunderstorms. Moderate to strong winds from northeast to northwest will prevail over the western sections of Mindanao with moderate to rough seas (1.2 to 3.1 meters). Elsewhere, moderate winds from the northwest to southwest to southeast with moderate seas (1.2 to 2.5 meters).

DILG, DBM orient LGUs on Local Budget Circular 161 

BUTUAN CITY --- To support local governments in implementing development projects, the Department of the Interior and Local Government (DILG) Caraga, in partnership with the Department of Budget and Management (DBM) Caraga, recently held the online orientation on Local Budget Circular (LBC) No. 161, to the local government units in the region.

The activity aimed to strengthen the capacity of LGU officials from all levels across Caraga region to strengthen their capacity for high-impact local development implementation. 

The discussion focused on the guidelines for the release and use of the Local Government Support Fund – Financial Assistance to Local Government Units (LGSF-FALGU) under the FY 2025 General Appropriations Act (RA 12116).

The orientation detailed the requirements and processes under LBC 161, particularly on the proper allocation, documentation, and implementation of FALGU-funded projects such as farm-to-market roads, water systems, multipurpose buildings, and other infrastructure and non-infrastructure initiatives.

Assistant Regional Director Donald A. Seronay highlighted the role of inclusive and disaster-resilient infrastructure in advancing service delivery and uplifting communities. 

DBM Caraga’s resource person, Catherine B. Pacturan, walked participants through the online registration process, including step-by-step instructions on submitting fund requests for FALGU 2025 implementation.

The session ended with discussions and an open forum to align LGU efforts for effective implementation.
