(PAGASA 24-HOUR PUBLIC WEATHER FORECAST as of Sunday, 07 December 2025) At 3:00 AM today, the center of Tropical Depression "WILMA" was estimated based on all available data in the vicinity of Matuguinao, Samar (12.2°N 125.0°E) with maximum sustained winds of 45 km/h near the center and gustiness of up to 75 km/h. It is moving West Northwestward at 15 km/h. Shear Line affecting the eastern section of Southern Luzon. Northeast Monsoon affecting the rest of Luzon. Mindanao will have partly cloudy to cloudy skies with isolated rainshowers or thunderstorms due to Localized Thunderstorms. Possible flash floods or landslides during severe thunderstorms. Moderate to strong winds from northeast to northwest will prevail over the western sections of Mindanao with moderate to rough seas (1.2 to 3.1 meters). Elsewhere, moderate winds from the northwest to southwest to southeast with moderate seas (1.2 to 2.5 meters).

Surigao City receives land titles for canals, pathways

SURIGAO CITY, Surigao del Norte  (PIA) — The city government of Surigao received 19 land titles covering canals and pathways within the Don Inocencio Cortes Homeowners Association Inc. (DICHAI) in Barangay Taft during a recent ceremony turnover facilitated  by the National Housing Authority (NHA) in Surigao City.

Ten titles were issued for canals and nine for pathways, completing the DICHAI community mortgage program.

With the titles now under the city’s name, the city government of Surigao can ensure proper maintenance and protection of these public assets for the benefit of the residents of DICHAI community.

The city government of Surigao continues to work closely with national government agencies and local partners to support, secure and organize livable communities by giving high regard to road responsibility.

The turnover supported Presidential Decree No. 1216, which mandates that open spaces such as roads, alleys, and similar infrastructure in residential subdivisions be turned over to local governments or to the homeowners’ associations.

The said Presidential Decree, signed by then-President Ferdiinand E. Marcos Sr., was  created to maintain a healthy environment in human settlements by providing open spaces, roads, alleys and sidewalks as may be deemed suitable to enhance the quality of life of the residents therein.
