BJMP ensures PDLs of town in Surigao Sur cast their ballots today

TANDAG CITY, Surigao del Sur (PIA) — In a powerful display of a sense of democratic inclusion, Tandag City District Jail Warden Danilo A. Noquil reaffirmed the strong commitment of the Bureau of Jail Management and Penology (BJMP) to upholding the right to vote of persons deprived of liberty (PDLs).

A total of 21 PDLs were peacefully escorted from Cantilan town to Tandag City in the province of Surigao del Sur to cast their votes in the 2025 national and local elections. Notably, four of them had already been released from detention, but voluntarily joined the group, choosing to vote in solidarity with their fellow PDLs.

Noquil said, “Providing PDLs the opportunity to exercise their right to suffrage is more than just fulfilling a legal obligation, it is a clear affirmation of their dignity and a vital reinforcement of the inclusive spirit of democracy.”

The process, according to Noquil, reminded everyone that every citizen’s voice matters, regardless of their status.

“Ensuring that our PDLs can participate in the elections only shows that rehabilitation includes restoring one’s place in society,” he added.

The peaceful and organized movement of PDLs voters from Cantilan town to Tandag City highlighted the BJMP’s commitment to a rights-based approach to corrections, where every effort is made to ensure equal access to civic participation.
