400 seaweed farmers to gain from pact with Spain NGO

SURIGAO CITY, Surigao del Norte (PIA) — The city government of Surigao City has partnered with CODESPA Foundation Philippines, a non-government organization, to boost the local seaweed farming industry.

A Memorandum of Agreement (MOA) formalizing the collaboration was recently signed in Surigao City.

The partnership falls under the project “Reducing Wealth Inequality and Promoting Green Transition in the Seaweed Value Chain in the Philippines – Phase II,” and is expected to benefit over 400 seaweed farmers across the city’s 21 island barangays.

Under the agreement, the NGO will spearhead project implementation, focusing on developing the local seaweed value chain. They will provide technical assistance, coaching, and mentoring to farmers on quality control and sustainable practices.

CODESPA will also facilitate capacity building, market integration, and partnerships with microfinance and private institutions. A key aspect of their approach is ensuring the active involvement of seaweed farmer organizations in planning and decision-making processes to promote long-term sustainability.

The Surigao City government, on the other hand, committed to designate a permanent focal person and align local programs to support the project. The local government unit (LGU) will integrate the project into the City Development Plan.

The city government will also assist in securing necessary permits and co-facilitate consultations, training sessions, and awareness campaigns. A technical working group (TWG) will be established to monitor the project’s progress and ensure coordination across various city departments.

Surigao City Mayor Pablo Yves L. Dumlao II expressed his gratitude to CODESPA, the Bureau of Fisheries and Aquatic Resources (BFAR), the City Agriculture Office, and other stakeholders for their shared vision of empowering the city’s seaweed farmers and promoting sustainable marine livelihoods. He emphasized the value of partnerships that deliver both economic opportunity and environmental protection.

Members of the Surigao City Farmers and Fisheries Association voiced their hope that the project will lead to improved income and provide lasting support for their communities. They anticipate that the initiative will unlock more income opportunities for local farmers, foster stronger connections with private markets, and build environmental resilience, particularly in the city’s island barangays. Furthermore, it establishes a framework for sustainable support from the city government that extends beyond the project’s duration.
