IRR sa RA 12009 inaprubahan na
BUTUAN CITY -- Inanunsyo ni Department of Budget and Management (DBM) Secretary Amenah “Mina” F. Pangandaman na opisyal nang naaprubahan ang Implementing Rules and Regulations (IRR) ng Republic Act No. 12009, o ang New Government Procurement Act (NGPA), na isa na namang matagumpay na hakbang sa paglaban ng gobyerno sa katiwalian.
Ibinahagi niya ang mga pinakabagong development sa NGPA sa isang pulong kasama ang mga miyembro ng Makati Business Club (MBC) at Center for International Private Enterprise (CIPE), gayun din ang ibang leaders at miyembro ng business community sa sidelines ng Open Government Partnership (OGP) Asia and the Pacific Regional Meeting 2025.
“I am honored to share that the NGPA signed by President Ferdinand R. Marcos Jr. in July 2024 is now hailed as the biggest anti-corruption measure in the country’s recent history. And I am happy to share that the Implementing Rules and Regulations (IRR) of the NGPA has already been approved just yesterday” saad ni Sec. Pangandaman.
Ginanap ang approval ng IRR ng NGPA sa meeting na pinangunahan ng Government Procurement Policy Board-Technical Support Office (GPPB-TSO) noong ika-4 ng Pebrero 2025, kung saan pinuri ng Kalihim ang Board sa pagsasagawa ng malawakang konsultasyon at pagrerepaso patungo sa pagsasapinal nito.
Magsisilbing gabay ang IRR para sa pagpapatupad ng new government procurement law.
“As we all know, public procurement is one of the governance aspects most prone to corruption, not just in the Philippines but across the globe. So, even before joining the Department of Budget and Management (DBM), I knew how important it was to update our 20-year-old Government Procurement Reform Act. A World Bank report even states that better procurement strategies and policies could save 26 to 29 percent of a government’s total procurement spending,” pagbibigay-diin ng kalihim.
Samantala, kaugnay ng pagho-host ng Pilipinas ng OGP Asia and the Pacific Regional Meeting 2025, binanggit ni Sec. Mina ang kahalagahan ng partnership at kolaborasyon sa pagiyan ng lahat ng sektor ng lipunan upang maisakatuparan ang open government agenda.
“By fostering dialogue between the government and the private sector on budget transparency, open governance, and policy reforms, you not only support our cause: you are our partners in our Agenda for Prosperity. Now, more than ever, we understand that true leadership is not defined by the position you hold but by your ability to empower people toward a shared goal of collaboration and good governance,” saad ng Budget Secretary.
Ang OGP Asia and the Pacific Regional Meeting 2025 ay ginaganap simula ngayong February 5 hanggang 7, 2025, kung saan nagtipun-tipon ang mga pangunahing opisyal ng gobyerno, civil society leaders, at policymakers mula sa higit 40 na mga bansa upang isulong ang mas mahusay at bukas na pamamahala sa buong Asia-Pacific.
