Northern Mindanao and the rest of Caraga will experience cloudy skies with scattered rains and thunderstorms due to TS “Ada”. Possible flash floods or landslides due to moderate to at times heavy rains. The rest of Mindanao will experience partly cloudy to cloudy skies with isolated rainshowers or thunderstorms due to Localized Thunderstorms. Possible flash floods or landslides during severe thunderstorms. The eastern section of Mindanao will have moderate to strong winds from west to southwest with moderate to rough seas (2.1 to 3.4 meters). The rest of Mindanao will have light to moderate winds from northeast to northwest with slight to moderate seas (0.6 to 2.5 meters). At 3:00 PM today, the center of Tropical Storm "ADA" {NOKAEN} was estimated based on all available data at 270 km East of Borongan City, Eastern Samar (12.1°N, 127.9°E) with maximum sustained winds of 65 km/h near the center and gustiness of up to 80 km/h. It is moving Northwestward at 20 km/h. Northeast Monsoon affecting Northern and Central Luzon.

CHR, PNP ink MOU to strengthen human rights promotion, protection in the security sector in Caraga

BUTUAN CITY -- The Commission on Human Rights (CHR) celebrated another milestone in human rights work as it entered into a partnership with the Police Regional Office - 13 (PRO-13) of the Philippine National Police (PNP) Caraga for the protection and promotion of human rights in the security sector. 

This partnership was made official through a Memorandum of Understanding (MOU) recently signed during the National Human Rights Consciousness Week celebration kick-off at SM City Butuan. CHR Caraga's newly installed Regional Director Aurora Luanne Cembrano-Ramos, and Deputy Regional Director for Operations Police Colonel Restituto Lacano Jr. led the ceremonial signing. 

Such a collaboration aimed to bolster the promotion of human rights in the sector by institutionalizing the provision of technical assistance by the Commission to the police force through training and lectures, and other advocacy activities.

Further, this emphasized the importance of accountability from the government, per Dir. Cembrano-Ramos, as it "solidifies the government’s commitment to strengthen the promotion and protection of human rights in the region."

"Through this partnership, the CHR and the PNP commits to prioritize human rights in all its programs and policies and to work together to put an end to human rights violations in the region," she added. 

The regional director also commended the enthusiasm of the PRO-13 for taking this active step in furthering their work in human rights protection and promotion. 

"By entering into this MOU, the PRO13 signified its commitment and support to human rights. The people of Caraga region are truly fortunate that our police officers are committed to respect and protect human rights at all times," she said. (CHR Caraga/PIA-Caraga)
