PBGen. Matta served as the presiding officer and led the ceremonial change of command between the outgoing provincial director, Police Colonel Jovito C. Canlapan, and the incoming officer-in-charge (OIC), Police Colonel Yahya B. Yusup.

Present also in this historical moment were the force commanders of the Provincial Mobile Force Companies (PMFCs) in the province, including all chief of police in the city/municipal police stations, as well as heads of offices of national support units, commanders of the Armed Forces of the Philippines (AFP) and other stakeholders.
