Caraga peace council undergoes retooling, recalibration

BUTUAN CITY -- The Department of the Interior and Local Government (DILG) Caraga, in partnership with the Regional Peace and Order Council (RPOC), conducted a “Retooling on Peace and Order and Public Safety Plan - Policy Compliance Monitoring System (POPSP-PCMS) cum Review on the Indicators of Peace and Order Council (POC) and Anti-Drug Abuse Council (ADAC) Performance Audits for DILG officers and LGU focal persons” on November 6-7, 2023 at Grand Palace Hotel, this city.

The said activity reinforced the knowledge of the LGU POPSP-PCMS encoders and POC secretariat members in the compliance of POC reports. The POPSP PCMS is a system that monitors the POPS Plan implementation of LGUs. 

The online system also served as a POC online monitoring system that simplified the process of planning and implementation in terms of reports submission and generation. POPSP PCMS also assisted the LGUs in the determination of confidential funds (CF).

Regional Director Maria Loisella E. Lucino of DILG Caraga and head secretariat of the RPOC said that “It is the intention of the DILG Regional Office and the RPOC to have this Retooling activity in order to strengthen the knowledge of our DILG Field Officers – City and Municipal Local Government Operations Officers (C/MLGOOs) serving as POC Head Secretariats of our LGUs and the POC Secretariat Members, as well as, the LGU POPSP PCMS Encoders assigned in the said LGUs in the compliance of submission of reports necessary for them to pass the POC and ADAC Performance Audits.

A review of the indicators of the Peace and Order Council (POC) and Anti-Drug Abuse Council (ADAC) Performance Audits were discussed including the results thereof were also presented for better and improved results in the 2024 POC and ADAC Performance Audits.

The event also revisited and discussed DILG Memorandum Circular No. 2022-123 on the Guidelines for the Appointments of Civil Society Organizations (CSOs) and their Representatives to the Peace and Order Council and Approval of Request or Security Clearance; and DILG MC No. 2022-118 on the Guidelines on the Development and Formulation of the Peace and Order and Public Safety Plan (POPS-Plan) 2023-2025. A brief presentation was also made on the process and documentary requirements of accessing Confidential Funds for LGUs.

POPSP-PCMS reports timely submitted into the online system are one of the indicators for the POC and ADAC performance audits. Consequently, these audits are also one of the indicators under the safety, peace and order governance area of the Seal of Good Local Governance (SGLG), that measure and assess the performance of the local government units. (LGOO VI Florian Faith Jr. P.
