(PAGASA 24-HOUR PUBLIC WEATHER FORECAST as of Thursday, 17 July 2025) As of 3:00 AM today, the center of Tropical Depression “CRISING” was located at 530 km east of Juban, Sorsogon (13.0°N, 128.9°E). It has maximum sustained winds of 55 km/h near the center and gustiness of up to 70 km/h. It is moving west-northwest at 15 km/h. Tropical Depression Crising is currently affecting Dinagat Islands and Surigao del Norte, while the Southwest Monsoon (Habagat) continues to affect the rest of Mindanao. Dinagat Islands and Surigao del Norte will experience cloudy skies with scattered rainshowers and thunderstorms due to TD Crising. Flash floods or landslides are possible during moderate to at times heavy rainfall. Zamboanga Peninsula, Northern Mindanao, and the rest of Caraga will have cloudy skies with scattered rainshowers and thunderstorms caused by the Southwest Monsoon. The rest of Mindanao will experience partly cloudy to cloudy skies with isolated rainshowers or thunderstorms, also due to the Southwest Monsoon. Winds will be moderate from the southwest to west, with moderate seas (wave height: 1.2 to 2.5 meters).

CPD-13 embarks on strategic planning, budgeting for 2024

BUENAVISTA, Agusan del Norte -- In a resounding commitment to operational excellence, the Commission on Population and Development (CPD) Caraga recently conducted a comprehensive Planning and Budgeting Workshop for the fiscal year 2024. This two-day workshop, skillfully facilitated by CPD-Caraga Regional Director Alexander A. Makinano, delved into the intricacies of enhancing Quality Management System (QMS) processes. 

The enhancements were carefully anchored on the four critical, external and internal factors, ensuring a well-rounded approach to planning namely:

(1) PPD PoA for 2023-2028: This factor provided a strategic direction for CPD-Caraga, aligning its goals with the Philippine Population and Development Program's Plan of Action for 2023-2028;

(2) Ongoing Organizational Development and Strategic Planning: CPD-Caraga continued to evolve, and this factor emphasized the importance of adapting its QMS processes to the changing landscape;

(3) Full Localization Based on Approved CPD DTP: A significant development, this approach ensured that CPD-Caraga's initiatives are attuned to the specific needs and nuances of its region, as approved by the Department of Budget and Management (DBM); and 

(4) New Data-Driven CPD Leadership and Management: CPD-Caraga placed a strong emphasis on data-driven decision-making that empowered the organization to make more informed and effective choices.

In a dynamic and forward-thinking move, all QMS Process Owners were actively involved in this workshop. They were tasked with proposing projects and activities aimed at enhancing their QMS major documents. Moreover, these proposals were seamlessly integrated into the Work and Financial Plans of their respective units. This integration allowed for a comprehensive consolidation into the Section Work and Financial Plan, ensuring a cohesive and coordinated approach to achieving CPD-Caraga's objectives.

RD Makinano pointed-out that the workshop on August 31 to September 01, 2023 at CPD-Caraga conference room signified CPD-Caraga's unwavering commitment to continuous improvement and its dedication to serving its constituents more efficiently and effectively. Indeed, the organization charted a course into the future by strengthening the foundation built on strategic planning and enhanced quality management.
