ARTA conducts roadshow, spot inspection in Butuan

BUTUAN CITY – Different government agencies, including the government-owned and controlled corporations, state universities and colleges, and local government units showed their full support to the Anti-Red Tape Authority (ARTA) during the conduct of ARTA Roadshow on May 5, 2023 at Hotel Oazis in Butuan City.

The activity is to strengthen the implementation and functionality of the Republic Act No. 11032 or the Ease of Doing Business and Efficient Delivery of Government Services.

Along with the conduct of the roadshow, the ARTA officials and personnel also conducted spot inspection to various government entities in the city and checked the agencies process and mechanisms in the provision of their external services to their clientele, in accordance to the respective Citizen's Charter. 

On May 3, 2023, the ARTA Central Office personnel made a spot inspection to the Philippine Information Agency (PIA) Caraga  Regional Office in Butuan City. The Citizen’s Charter of the said agency was thoroughly checked and assessed by the ARTA team, and later recommended good points for revision and enhancement of its Citizen's Charter to better service the clientele. 

"The ARTA is a public buzz since its introduction to the country, coupled with the strong information drive and awareness as the credible and reliable government agency tasked to receive and validate reports on complaints against erring government agencies and employees," according to Director Grace Fernandez of the Compliance Monitoring and Evaluation Office (CMEO) of ARTA,

"In the last five years since the signing of republic act 11032 in 2018, we have been going around the country to speak and deliver the goodness of this law, and we are very grateful that this time we are here in Butuan City. It is proper to inform you of the programs and initiatives of the Anti-Red Take Authority,” said Fernandez.

“Our mandate in a nutshell is to streamline and assist in the digitalization of government’s services including facilitating better service delivery by initiating effort in improving our regulatory environment. Given this huge responsibility, national government agencies and local government units in coordination with the private sector are indeed ARTA’s partners to push and implement Anti-Red Tape and ease of doing business initiatives that promote end-to-end competitiveness down to localities,” the director added.

Pauline Karol G. Guiyab, OIC-division chief of CMEO of ARTA reminded the participating government entities to comply with the standard requirements in ARTA. “These are the requirements that are frequently asked in your agency: the Citizen’s Charter, Committee on Anti-Red Tape, Initial Re-engineering Plan, Zero Backlog and Clients Satisfaction Measurements. For the local government units, we have an additional requirement which is the electronic business one-stop shop (eBOSS),” she said.

Also, Angelo Arvin Pascual, executive assistant III of ARTA, urged all government workers to be good examples in performing their functions and responsibilities, especially in providing and responding to the needs of their clientele.

“You can be the shakers and movers of your respective government agency, so we need to empower ourselves with Business Process Management (BPM) as a powerful tool and framework that will enable us to be the agents of change for seamless delivery of services to the public. The BPM lifecycle is a framework that provides a standardized approach to designing, implementing, and managing business processes within an organization,” he bared.

ARTA is one of the first legislative initiatives to address corruption in the country as anchored on good governance standards in the Philippines. The Citizen's Charter and the report card survey are sample tools which are best and effective practices, patterned from the Asia-Pacific region. Moreover, the roadshow and spot inspection are ways and opportunities for collaboration and improvement, with the goal that ARTA will serve as an enabler in the delivery of prompt and efficient quality public service in the country.  (JPG/PIA-Caraga)
