(PAGASA 24-HOUR PUBLIC WEATHER FORECAST as of Sunday, 02 November 2025) Today, November 2, the Caraga Regional Disaster Risk Reduction and Management Council (RDRRMC), together with local DRRM offices (LDRRMOs), convened for a Pre-Disaster Risk Assessment (PDRA) Scenario Building meeting to address the emerging threat of Tropical Storm 'TINO,' which entered the Philippine Area of Responsibility (PAR) at 5:30 AM. 📍 TS Tino is forecast to make landfall over Eastern Visayas or Caraga between Monday evening (Nov. 3) and Tuesday morning (Nov. 4). Wind Signal No. 1 is now raised over Dinagat Islands, with more signals expected across the region. ⚠️ Possible hazards include: -Flooding -Landslides -Storm surge -Strong winds ✅ The public is strongly advised to: -Take precautionary measures and follow pre-emptive evacuation, if needed; -Prepare emergency kits and evacuation plans; -Stay informed via official sources: DOST-PAGASA, RDRRMC, LDRRMOs, PIA, and other government channels. In view of Tropical Storm Tino, which is currently inside the Philippine Area of Responsibility (PAR) and may affect the province of Agusan del Norte by tomorrow morning, the Agusan del Norte Provincial Disaster Risk Reduction and Management Council (PDRRMC)has recommended the suspension of classes in all levels across the entire province, effective tomorrow, November 3, 2025.

544th Engineer Battalion changes guards between company commanders, first sergeants

PROSPERIDAD, Agusan del Sur – The 544th Engineer (Pioneers) Construction Battalion, 52nd Engineer (Kaayadan) Brigade, Philippine Army, conducted a Turnover Ceremony of Company First Sergeants and Commanders at the Battalion Headquarters in Barangay Patin-ay, Prosperidad, this province on February 6, 2023 and formalized the transition of  a new era of leadership.  

 

The program started with a prayer led by Master Sergeant Caesar A Tamesis, Battalion Sergeant Major, followed by the welcome remarks of Major Allain S Fuentes, the newly assigned and designated Executive Officer of 544th Engineer Construction Battalion.

 

First Lieutenant (1Lt) Jond R Castillo, the Acting Personnel Officer and Adjutant, read the Termination and Designation orders, followed by the turnover of First Sergeants from Bravo and Charlie Companies, respectively. Technical Sergeant Rommel F Enaje, the outgoing First Sergeant of Bravo Coy, was installed as the new First Sergeant of Charlie Company, while Staff Sergeant (SSg) Diosdado D Sagun, the outgoing First Sergeant of Charlie Company was installed as First Sergeant of Bravo Company.

 

The turnover of Company Commanders followed thereafter, as 1Lt Christian Paul G Embrado, the former Commanding Officer (CO) of Engineer Equipment Maintenance Company (EEMC), assumed as the new CO of Charlie Company, and 1Lt Ali G Manadao, the outgoing CO of Charlie Coy was installed as the new CO of EEMC. 

 

Subsequently, 1Lt Castillo, the outgoing CO, Bravo Company was installed as new CO of Headquarters Company (HHCoy) while 1Lt MC Columbus F Cataylo, the outgoing CO of HHCoy, was designated as new CO of Bravo Company.

 

Also, Lieutenant Colonel (LTC) Edwin E Nogal, Commanding Officer, 544ECB, presided the transfer of Bayonet for the First Sergeants and Company flags for the Company Commanders indicating the formal handover of Command and Responsibility. 

 

In his message, LTC Nogal reminded everyone that change is inevitable and that leaders/officers come and go. He added that despite this circumstance, one thing will remain and that is the very purpose of serving the people and securing the land and it is the very principle of this profession we are in. 

 

The said officer further emphasized the essence of dedication and commitment in the highest standards of excellence and professionalism provides the foundation of a true and capable leader displaying utmost capabilities, quality performance and responsible actions to legal orders. He was also confident that the said event marks a high time to carry out the next challenge of responsibility for genuine concern for the people of Mindanao, the Caraga Region in particular.  

 

The Turnover Ceremony is a long-treasured military tradition of changing the guards to better sustain responsibility, accountability and liability.
