Statement of CORDS-X (Region X-Northern Mindanao) and Presidential Communications Secretary Martin Andanar on the 2021 State of the Nation Address of President Rodrigo Roa Duterte

We applaud the State of the Nation Address (SONA) recently delivered by President Rodrigo Roa Duterte, it has summarized what the administration has delivered to the Filipino nation in the last five years, particularly in terms of peace and security, infrastructure development, governance, foreign policy and economics, and COVID-19 response, among others.

We have achieved milestones and historic achievements in ensuring peace and security in our country through the issuance of the Executive Order (EO) No. 70, apart from the many initiatives under this administration. EO No. 70 institutionalized the whole-of-nation approach to attaining inclusive and sustainable peace, and created the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) to oversee its implementation.

For Region 10 in 2020 alone, 2,517 members of the communists terrorist groups (CTGs) have surrendered to the authorities, dismantled 10 guerilla fronts, neutralized 618 CTGs, and cleared 77 more barangays from the influence of insurgents.

Bukod tangi ang administrasyong Duterte dahil sa pagtutok nito sa infrastructure projects na hindi natutukan ng ibang administrasyon. 

We have been spending around 5-6% relative to our GDP from 2017 to 2020 on infrastructure to usher in the “Golden Age of Infrastructure”, compared to the 1.6% to GDP from 2001 to 2010 and 3% to GDP from 2011 to 2016.

Sa Region 10, maraming ipinatupad na high-impact infrastructure projects gaya ng Panguil Bay Bridge, pagkumpleto ng CDO Coastal Road extension, rehabilitasyon ng Agus-Pulangi Hydroelectric power plant, Bukidnon Airport, Flood Risk Management Project para sa Cagayan de Oro River (FRIMP-CDOR), at farm-to-market roads bilang pagsuporta sa Western Mindanao and Mindanao Logistics Infrastructure Network.

We also continue to highlight the best practices of LGUs and showcase their agriculture and tourism sector through our daily Network Briefing News. This is part of our goal to encourage more Filipinos to move and invest in the countryside, especially now that we have started the Balik-Probinsya Program. Just last year we have launched BP2 in the municipality of Kauswagan in Lanao del Norte as one of the Pilot areas for the program.

We continue to amplify government programs and projects through the CORDS X Podcast, giving regional offices opportunity to elaborate the strides of the region to safely allow economic activities, while ensuring that the health of the people are likewise safeguarded.

Given the massive amount of programs and projects that the national government has poured for the region, Northern Mindanao has posted a substantial reduction of poverty incidence in 2018. Our poverty incidence among families dropped to 17.3 percent in 2018 from 32.3 percent in 2015.

To prevent red tape, the extension of Passport and Driver’s License validity from 5 to 10 years and 3 to 5 years, respectively has been in place. It is through good governance and strong political will that we have undertaken the generation of our national ID through the Philippine Identification System Act. This will help address one of the major barriers to financial inclusion and help streamline social services being provided by the government.

Bahagi rin ng legislative accomplishment ni Pangulong Duterte ang Universal Access to Quality Tertiary Education Act. Layon nitong mabigyan ng libreng edukasyon ang mga estudyante sa isandaan at labindalawang state universities at colleges sa buong bansa. 

Marami naman ang natulungan nang maisabatas ang Universal Health Care Law. Sa pamamagitan nito, nagkaroon ng access sa health coverage ang mga Pilipino para mapababa ang gastusing pang medikal at mga gamot.

Dagdag tulong din ang Malasakit Centers Act kung saan nabibigyan ng tulong pinansyal ang mga nangangailangan partikular ang mga indigent para sa kanilang pagpapagamot.  Simula ng maaprubahan ito noong 2020, nasa 2-milyong Pilipino na ang bilang ng mga natulungan.

Region 10 has Malasakit Centers located in strategic areas. These include the Northern Mindanao Medical Center and JR Borja General Hospital in Cagayan de Oro City; Bukidnon Provincial Hospital in Maramag, Bukidnon; Kapatagan Provincial Hospital in Lanao del Norte; Gregorio Lluch Memorial Hospital in Iligan City; and the Mayor Hilario A. Ramiro Sr. Medical Center in Ozamiz City, Misamis Occidental.

President Duterte’s SONA further outlined the achievements and plans of the administration for our collective recovery from COVID-19 as a nation.
