DA Caraga extends services to persons deprived of liberty


BUTUAN CITY -- The Department of Agriculture (DA) – Caraga sees no boundary in stretching its arms to serve including Persons Deprived of Liberty (PDL). 

In collaboration with the Butuan City Parole and Probation Office of the Department of Justice, DA-Caraga supported its programs through the provision of vegetable seeds, and lectures on farming and gardening.

Thus, the DOJ - Parole and Probation Administration (DOJ-PPA) Caraga on its recent 45th founding anniversary on July 22, 2021, with the theme: 45th Years of Redeeming Lives and Restoring Relationships, DA-Caraga has been recognized as one of their community partners. 

A plaque of appreciation was given to DA-Caraga through Regional Director Lina K. Burdeos and was received by Regional Technical Director for Operations Rebecca Reyes Atega.

“DA-Caraga is always ready to serve those who need our services, including the probationers, parolees, and pardonees to prepare them in the reintegration into the mainstream society,” Atega said.  

“No one is left behind,” DA Caraga Regional Executive Director Abel James I. Monteagudo emphasized as he sets the motion in steering the agriculture programs.

According to the Revised Implementing Rules and Regulations of Republic Act No. 10575 otherwise known as “The Bureau of Corrections Act of 2013” Person Deprived of Liberty (PDL) refers to a detainee, inmate, or prisoner, or another person under confinement or custody in any other manner. 

However, to prevent labeling, branding, or shaming by the use of these or other derogatory words, the term “prisoner” has been replaced by the new and neutral phrase “person deprived of liberty” under Article 10, of the International Covenant on Civil and Political Rights (ICCPR), who “shall be treated with humanity and with respect for the inherent dignity of the human person.” (DA Caraga/PIA Agusan del Norte)
