Naliyagan Festival 2018 in AgSur

BUTUAN
CITY, June 18 (PIA) – Secretary Martin Andanar of the Presidential
Communications Operations Office (PCOO) joined the Agusanons and Caraganons in this
year’s Naliyagan Festival celebration in Prosperidad, Agusan del Sur.
On
his arrival on June 14, 2018, PCOO Sec. Martin Andanar, together with Governor
Adolph Edward Plaza and other local officials, visited the 14 competing entries
for the Municipal Tribal Booth Contest and learned about the local products
from the different municipalities and lone city in the province.
Andanar
said he was happy that he got the chance to converse and interact
with the indigenous peoples (IPs) from various tribes.
He
also thanked Gov. Plaza for the warm welcome and for helping the government in
its campaign against fake news/disinformation.
The
good secretary also attended the Bai Naliyagan Talent Presentation held at Datu
Lipus Makapandong Cultural Center and expressed his optimism that the next
beauty queens who will represent the country will come from Agusan del Sur.
Andanar
further recognized the great efforts of the local government of Agusan del Sur
of bringing out the best of all Agusanons by showcasing not just the vibrant
beauty of pageant contestants and pleasing character of its people but also the
rich culture and unique products/resources of the province.
Meanwhile,
Gov. Plaza also thanked Sec. Andanar for taking time to visit the province to
join the Agusanons during the back-to-back celebrations. He also said the
secretary is always welcome in Agusan del Sur.
Naliyagan
Festival is Agusan del Sur’s province-wide festivity, which coincidentally
starts on June 12 which is the Philippine Independence Day and culminates on
the Foundation Anniversary on June 17.
Incepted
in 1993 during the incumbency of the late Gov. Democrito O. Plaza, the festival
is the recognition of the Manobo people’s loyalty to their tribal leader Datu
Lipus Makapandong.
Naliyagan
is a Manobo word which means “the chosen one” or “the most loved one”. It is a
weeklong celebration of socio-cultural and arts exposition of indigenous tribes
in the entire Agusan valley and displaying their skills and culture through
ritual activities, exhibit of native products, ethnic games and a host of

DOH intensifies
campaign for safe motherhood, healthy baby

CITY, June 18 (PIA) – With the aim to promote health care for mothers and
children, the Department of Health (DOH) Caraga has intensified its campaign
for a safe motherhood.
Dr.
Jose R. Llacuna, Jr, DOH Caraga regional director, said they wanted to overcome
the unmet needs of reproductive health services and improve the maternal care
delivery system of the region by sharing awareness of vital information on
maternal and child health care to mothers and health care providers; and give
emphasis and importance of complete antenatal care, facility-based delivery,
postnatal check-up and healthy timing; and birth spacing through family
planning in the region.
"We
want to ensure that pregnant women will deliver and recuperate safely. The
agency has identified four crucial indicators for safe motherhood, these
include pre-natal visits; post natal visit; deliveries by skilled birth
attendants; and facility-based deliveries," Dr. Llacuna said.
In
2017, Llacuna said, the DOH has targeted 90 percent for all the four
indicators, of which, 84 percent of pregnant women were able to have four
pre-natal visits; one on the first three months of pregnancy, one on the second
three months of pregnancy and two on the third three months or trimester of
pregnancy.
There
have been 97 percent turnout of Post-Partum Visits, 92 percent of the
deliveries were done by skilled birth attendants and 92 percent facility-based
deliveries, he added.
Dr.
Llacuna also admitted that they fell short of their targets. “We fell short of
our targets for the number of pre-natal visits; this is because of the fact
that our would-be mothers fail to identify pregnancy at the first trimester or
the first three months of pregnancy,” he said.
With
the stigma that comes with teen-age pregnancy and the fear of the consequences
of the said pregnancy, DOH strongly advocates that health should be the
priority above all, especially for pregnant women.
“Also, we would underscore the importance of planning the family. Proper
spacing and the use of the most convenient, safe and effective family planning
method is highly advocated for. Together with our local government
units, we will continue to strive so that no mother would die giving life,”

PSA to spearhead
CES household-based survey in Caraga

CITY, June 18 – The Philippine Statistics Authority (PSA) Caraga is set to
conduct the Consumer Expectations Survey (CES), a nationwide quarterly
household-based survey on the consumers’ assessment of their family income,
financial situation, and the economic condition of the country from July 2 to
14, 2018.
PSA
Caraga regional director Rosalinda Celeste-Apura said the CES is administered
on a sample basis at the household level drawn through a stratified multi-stage
random sampling.
“It
is a joint undertaking between the Philippine Statistics Authority (PSA) and
the Bangko Sentral ng Pilipinas (BSP). The PSA’s responsibility is to undertake
the data collection and encoding of the questionnaires while generation of
tables and analysis of the results for the BSP,” she added.
It
was also learned that the survey aims to provide a quick and regular assessment
of the financial condition of consumers and economic condition of the country
at present and in the near future, from the consumers’ own viewpoints; to
generate forecasts in the direction of the country’s economic activity based on
consumers’ outlook in the current quarter, next quarter and the next 12 months;
to provide quick and regular assessment of consumers’ confidence in terms of
their income and expenditures as well as their outlook on key economic
indicators closely monitored by the BSP such as inflation, exchange rate and
interest rates; to provide quick and regular assessment of the saving condition
of consumers and outstanding debt situation of the household head,
their spouse/partner, their children and other family members at present.
“Agusan
del Norte and Surigao del Norte are the provinces covered for this survey
round,” said Apura.
All
information collected by the hired Statistical Researchers from the sample
households shall be kept strictly confidential and shall not be used for
purposes of taxation, investigation or regulation as provided under Article 55

SAP Bong Go vows
to push for Tandag Airport's runway extension

CITY, Surigao del Sur, June 18 – Special Assistant to the President (SAP)
Christopher Lawrence “Bong” Go first made clear that he has no penchant for
making promises. However, he vowed to help out in 'coming to
fruition' the strong desire of the provincial government of Surigao del Sur to
have a more comfortable length of runway for Tandag Airport.
SAP
Go was the guest of honor and speaker during the opening program for the 58th
Araw ng Surigao del Sur held at Tandag City Gymnasium on June 15, 2018.
The
five-day celebration is going to culminate on June 19, declared as special
non-working holiday for the entire province under R.A. 7671 since January 10,
1997.
The
long time “close buddy” of President Rodrigo Duterte had sought the
understanding of the waiting crowd for arriving late owing to a hectic schedule
but was serious about the bid of local officials headed by Gov. Vicente “BB”
Pimentel, Jr. on the matter. SAP Go came here by plane via the said
airport.
Responding
to the press, he was in agreement for such a need especially that “Surigao del
Sur had a great potential for the tourism industry,” Go noted.
“I
have immediately called up Sec. (Arthur) Tugade in this regard,” referring to
the expansion/extention of the runway here.
In
response, the Department of Transportation (DOTr) chief was quoted to have said
that the proposal would be under “study.”
“Importante
man gud ang airport labina nga sarado ang Boracay ug ang Surigao del Sur ang
nakita nga adunay mga guwapo nga tourist destinations (An airport is very
important especially that Boracay is shut down and Surigao del Sur is seen with
many best tourist destinations),” he went on saying in Cebuano dialect.
Also,
one of the desires of the local officials here is to have a daily flight, hence
Resolution No. 1073-18 dated June 5, 2018 was passed by the Sangguniang
Panlalawigan under Vice-Governor Manuel Alameda, Sr. “Requesting the Management
of Cebu Pacific for a Daily Flight from Cebu City to Tandag City and Vice Versa
in the Province of Surigao del Sur.”
At
the moment, the said airline only flies three times weekly on Mondays,

DA Caraga reaches
out to farmers thru info advocacy campaign

CITY, June 18 - In its bid to bring the programs and services of the
Department of Agriculture (DA) closer to the farmers, DA – Caraga recently
conducted an Information Awareness Campaign in Surigao City; Santiago in Agusan
del Norte; and San Luis, Loreto, and La Paz in Agusan del Sur.
Representatives
of the various Divisions of DA-Caraga imparted significant information about
the programs and services the department provides, as well as information on
the requirements and guidelines in availing the interventions and services.
DA
Information Section Chief Emmylou T. Presilda said that the group brings
information that can empower the farmers to make them more productive and
progressive.
On
the other hand, Municipal Administrator Tirso Gomez of La Paz, Agusan del Sur
commended the department for conducting such an activity which he said will
help farmers so that they will be aware of what the government is doing for
them.
He
also reminded the farmers that if they receive any assistance from the
government, they should also be responsible in managing it and to use it for
the purpose it was given.
Manfred
D. Perez, a farmer from San Patricio, La Paz, Agusan del Sur said he
appreciated the activity because they learned much about the various programs
and services they may avail from the DA. He also said that they were able to
clarify things during the Open Forum.
Every
year, DA-Caraga conducts an information awareness campaign to bring the
department closer to the farmers and other agriculture stakeholders by

SurSur guv earns
praise for SOPA

CITY, Surigao del Sur, April 18 (PIA) – Governor Vicente “BB” Pimentel,
Jr. has earned all praises for his State of the Province Address (SOPA) from
both solons of the province of Surigao del Sur.
Prospero
“Butch” Pichay, Jr. and Johnny Pimentel, respective congressmen of the 1st and
2nd Districts of the province in the lower chamber, had expressed admiration
for the governor owing to his feat of doing everything as an effort to up the
ante.
Both
representatives had also reiterated their full support.
In
his SOPA during the 86th Regular Session of the 18th Sangguniang Panlalawigan
held at the Legislative Building Session Hall on June 14, 2018, Gov. Pimentel
made it a point to highlight the “most significant achievements” of his
administration citing encompassing range.
With
the theme “SHARE IT: Inclusive Growth and Sustainable Development Towards a
Vibrant Economy,” he stressed in his 20-page report an embodiment of
“development framework, summarized as SHARE IT.”
The
governor bared what each letter of “SHARE IT” stood for. According
to him “S represents for Security and Safety, H for Health, Sanitation and
Social Welfare, A for Agriculture and Food Security, R for Roads and Other
Infra, E for Education and Skills Development, I for Interconnectivity, and T
for Tourism and Livelihood.”
Citing
facts and figures being “regularly monitored” for their impact on development
efforts, the governor had started to give a detailed account of his works from
“Indicators of Inclusive Growth” until he wrapped up.
“We
are optimistic that by the end of 2018, we would have improved further given
our robust economy and improved governance,” he noted.
One
of the best that Gov. Pimentel had taken pride in was a “testament” in the
“thriving banking industry.”
“Based
on a Central Bank Report, in Tandag City alone, the total aggregate deposits in
the different banks amounted to more than Php 7.0 Billion which is second
highest among LGUs in Mindanao,” he said.
Also,
Gov. Pimentel had put premium on the much improved peace and order situation
citing a “12 percent reduction in crime volume and a decrease in crimes against
persons and properties.”
“But
even with inclusive governance strategies, inclusive growth is not possible
without peace and order,” he added. Acknowledging all the recent and
incumbent officials in the uniformed service, the governor said at length,
“Allow me for a moment to stress its importance.”
“We
have, therefore, maintained close coordination with the PNP and AFP,” he
pointed out.
He
likewise included in his SOPA the success of the anti-drug campaign here.

Helen Keller, “a legendary figure of the 20th Century,” he made sure to
recognize efforts of everybody before ending his report, “Alone we can do so

the President (SAP) Christopher Lawrence "Bong" Go dito sa probinsya
para sa selebrasyon ng ika-58 na Araw ng Surigao del Sur noong Biyernes,
Hunyo 15, 2018, ipinahayag niya ang malaking potensyal ng turismo sa
lugar.
Ayon
kay Go, dapat umanong pagtuonan ang pagsasaayos ng mga imprastruktura, na
sinabi nyang pinaka importante sa pagpapaunlad sa usapin ng turismo ng
probinsya.
Hindi
man sya nangako para dito pero ang tinutukoy niya na maisaayos ang mga kalsada
kasama na dito ang pagpapaunlad ng paliparan sa lungsod ng Tandag para na
rin maging komportable ang mga turista, lokal man o mga dayuhan, na bibisita
dito.
Si Go
ang pangunahing bisitang pandangal sa nasabing okasyon, kung saan siya rin ang
nanguna sa pagbukas ng “Agri-Eco Tourism Trade Fair” na idinaos sa Vicente L.
Pimentel Sr. Boulevard sa syudad nga Tandag.
Ayon
pa kay Go, dahil na din sa labis na ang trapiko (air traffic) sa Davao
International Airport, kinakailangan nang paigtingin ang mga paliparan sa
karatig na probinsya sa Mindanao kasama na dito ang paliparan ng lungsod ng
Tandag na sentro ng probinsya upang direkta nang makakapunta ang mga turista sa
mga lugar na kanilang bibistahin at hindi na dadaan pa ng Davao International
Airport na makakadagdag pa ng trapiko doon.
Ibinunyag
din ni SAP Go na agad na siyang nakipag-usap kay Department of Transportation
(DOTr) Secretary Arthur Tugade kung saan napag-usapan nila ang posibilidad na
gawin ang pag-aaral sa posibleng rehabilitasyon sa paliparan ng Tandag.
Tinutukoy ni Go dito ang extension sa “runway” at bakod nito.
Binigyan
diin ni Go sa kanyang mensahe, bagamat pagsisikapan ng kasalukuyang
administrasyon ang nasabing posibilidad na rehabilitasyon, pero di sya

pagbisita ni Sec. Andanar, tinipon niya ang mga Sangguniang Kabataan (SK)
leaders mula sa ibat-ibang munisipyo ng Agusan del Sur at tinalakay ang
“Dismiss Disinformation Campaign” – ang kampanya ng gobyerno laban sa fake
news.
Sinabi
ni Sec. Andanar na malaki ang maitutulong ng mga kabataan sa pagsugpo ng
paglaganap ng maling impormasyon gamit ang social media. Ayon sa kanya,
mahalagang maseguradong may katotohanan ang mga nababasa sa social media bago
ito i-share at ibalita sa iba.
Dagdag
pa niya, ang Philippine Information Agency ang siyang gagawa ng Facebook page
at website para sa dismiss disinformation campaign, kung saan maaaring
makipag-communicate ang mga kabataan o makapagreport ng mga kahina-hinalang
balita.
Sa
pagdating naman ni SAP Bong Go nitong Biyernes, sinalubong siya ng mga local
officials sa pangunguna ni Gov. Adolph Edward Plaza at doon ay nagka-usap.
Dinaluhan
din niya ang street dancing competition at ibinahagi ang kanyang mensahe sa
lahat. Binigyang-diin niya na mahal ng presidente ang mga taga Agusan del Sur
kahit hindi sya nanalo sa nasabing probinsya noong nakaraang eleksyon.
Inimbitahan din niya ang mga Agusanons na bumisita sa Malacanang at makausap
doon ang presidente.
Ipinahayag
naman ni Gov. Plaza, ang kanyang pasasalamat sa pagdalo nina Sec. Andanar at
SAP Bong Go sa Naliyagan Festival sa taong ito. Nadarama umano ng mga Agusanons
ang pakikiisa ng national government.
Matapos
magbigay mensahe ni SAP Bong Go ay kinausap rin niya ang mga kabataang
sumusuporta sa kanyang 3-pointer basketball game, maging ang mga residente
