BJMP tightens security in SurSur

TANDAG CITY, Dec. 18 (PIA) – The Bureau of Jail Management and Penology (BJMP) in Surigao del Sur has started to impose tighter security measures in all the district jails here in the province especially for this holiday season.

Tandag District Jail Warden Senior Jail Officer 4 (SJO4) Andres Espinoza, Jr., for his part, said that they are currently observing the red alert status that will last until after the early days of New Year.

The BJMP here supervises three more jails—Cantilan, Lianga, and Bislig City—aside from Tandag.

Espinoza also remarked that it is normal for them to maintain security check since inmates always have the tendency to escape and take advantage of special occasions like Christmas.

Moreover, during Yuletide season, there are sectors in the society who usually ask for jail visitation, he added.

Earlier, Espinoza said that since he was installed as warden on October 1, this year, no single prison escape incident has ever been recorded.

Agnor solon hosts BBL public hearing

BUTUAN CITY, Dec. 18 (PIA) - A public hearing on the proposed Bangsamoro Basic Law (BBL) was recently held at Caraga State University on December 13.

Since few months earlier, the House Ad Hoc Committee on the BBL has been doing rounds of public hearing to various localities of Mindanao.

For Caraga region, the activity was hosted by Rep. Lawrence 'Law' Fortun of the First District of Agusan del Norte (Butuan City and Las Nieves).

Attended by thousand participants, the gathering heard concerns from various regional stakeholders of the proposed significant legislation - from members of Muslim communities, indigenous peoples, academe, women, youth, LGBT (lesbian, gay, bisexual and transgender), local government officials, among others.

Also present were members of House Ad Hoc Committee on the Bangsamoro Basic Law, Caraga legislators, Office of the Presidential Adviser on the Peace Process, and GPH Peace Panel.

Last March 27, the Comprehensive Agreement on the Bangsamoro (CAB) was signed. This historic occasion is seen by many as a signal to end the decades-long armed conflict in southern Mindanao. The CAB laid foundation for the BBL.

Senate has yet to craft its own version of the bill.

Once approved, the proposed legislative measure will abolish the current Autonomous Region in Muslim Mindanao (ARMM) and shall establish a new autonomous political entity, to be called Bangsamoro, in the same geographic space that the ARMM currently occupied and those who will signify participation once a plebiscite is done.

It also aims to "provide basic structure of government in recognition of the justness and legitimacy of the cause of the Bangsamoro people and their aspiration to chart their political future through democratic process that will secure identity and posterity and allow for meaningful self-governance" (Art. 1, Sec. 3, House Bill 4994). FP-Caraga holds 41st Fire Service Recognition Day

TANDAG CITY, Surigao del Sur, Dec. 18 (PIA) – The 41st Fire Service Recognition Day of the Bureau of Fire Protection (BFP)-Caraga Regional Office XIII headed by regional director F/SSupt. Mario Socorro Timonera is set today, December 18, in Surigao City.

Based on the official program, the affair is split into three parts:  Thanksgiving Mass at 8:00 a.m. to 9:30 a.m.; Management Conference at 1:00 p.m. to 3:00 p.m.; and Fire Service Recognition Program at 4:00 p.m.

The highlights of the program proper include the Opening Remarks by F/Supt. Celso Rapisura, assistant regional director for administration; Audio Visual Presentation; Presentation of Awards and Certificates by Surigao del Norte Civil Service Commission (CSC) Provincial Director Meschach Dinhayan, who will be assisted by the fire regional director; and then a little later, being the guest of honor and speaker, Dinhayan is set to give a message.

However, before this, he will be introduced first by no less than director Timonera, himself.

NHA Caraga turns-over DORICOVILLE housing units to uniformed/non-uniformed beneficiaries

BUTUAN CITY, Dec. 17 (PIA) - The National Housing Authority (NHA) spearheaded on Wednesday the inauguration and ceremonial turn-over of keys of housing units to its DORICOVILLE housing project beneficiaries at Brgy. Tiniwisan, this city.

According to NHA-Caraga regional manager Virgilio Rivera, the DORICOVILLE housing project has a total land area of 35,000 square meters with 533 house and lot packages, and the total cost per unit is P240,000.00.

“The NHA's DORICOVILLE is a housing project intended for the uniformed and non-uniformed personnel of the Armed Forces of the Philippines (AFP), Philippine National Police (PNP), Bureau of Fire Protection (BFP), Bureau of Jail Management and Penology (BJMP), and the Bureau of Corrections (BUCOR) under the AFP/PNP Housing Program Phase 2 of the NHA being a flagship program of President Benigno S. Aquino III,” disclosed Rivera.

Butuan city mayor Ferdinand Amante, Jr. expressed his congratulations to the officers of the DORICOVILLE project, "indeed a 'dream come true' for the beneficiaries to have their own house especially during this Christmas season." He is also thankful to the NHA officials for having such housing project.

Amante further shared that housing is the biggest problem of the city and in any local government unit for that matter, and that they are fortunate to have this project for the uniformed and non-uniformed personnel in the AFP, PNP, BFP, BUCOR and BJMP. "There are things I would like to ask from you, please practice proper waste segregation, plant trees, you must have a properly constructed and protected septic tank, and always maintain a clean environment," he stressed.

It was also learned that the mayor will fast-track the road concreting in the project site.

Meanwhile, BFP regional director F/SSupt Mario Socorro Timonera vows to maintain the peace and order in the site along with others, and especially in ensuring the area to be fire-free.

"The members of the BFP are very thankful for this project. We will see to it that these housing units will be free from fire. We should take care of our housing units and let's not make this commercialized," emphasized Timonera.

Caraga AFP, PNP support gov’t truce; hope NPA to do the same

TANDAG CITY, Surigao del Sur, Dec. 17 (PIA) – After confirming the recent declaration of government for a month-long truce, army 401st Infantry Brigade commander Col. Gregory Cayetano expressed hope that the New People’s Army (NPA) is going to offer the same gesture.

He said that “it would be much better if the NPA is going to reciprocate the course of action taken by the administration so the public can appreciate,” adding that,” hopefully it will lead to a lasting peace.”

During this period of unilateral suspension of military and police operations (SOMO/SOPO)—from December 19, 2014 to January 19, 2015—the army just does routine security check and prophylactic patrol, he said.

But, Cayetano clarified that in case of “security breach,” they will be prompted to take a “defensive stance,” stressing that his men are always ready.

On the other hand, Surigao del Sur acting PNP Provincial Director P/SSupt. Narciso Verdadero said, for his part, that during the extended holiday truce with the NPA, members of the police force have still the normal duty of law enforcement to exercise, citing the likes of serving warrant/s of arrest even for communist rebels.

Meanwhile, the brigade commander made the issue clear on whether or not soldiers are allowed to go on leave at this time of the year when security is topmost priority as December 26 Communist Party of the Philippines (CPP) anniversary is drawing near, and its armed-wing, the NPA rebels, are expected to launch tactical offensives.

Cayetano pointed out that if the situation warrants, they are given that privilege of furlough, saying further that it depends on the “area assessment” so their men can also be with their respective families to celebrate the holiday season.

Verdadero also aired the same view on this matter, but stressed that it should not compromise police service.

Tigerair launches Butuan maiden flight

BUTUAN CITY, Dec. 17 (PIA) - Another airline made its historic, maiden flight at the newly renovated Bancasi Airport on Monday evening.

The maiden flight of the Tigerair Philippines DG7829 Manila to Butuan and DG7830 Butuan to Manila etched a mark in Butuan City’s aviation history as it was also launched as the first night flight through Butuan City’s Bancasi airport.

Attending the Monday launching held at the airport's newly expanded passenger lounge were Tigerair executives, officials and staff led by Atty. Leilani de Leon, Cebu representative Roxanne Gochuico and the Cabin crew host Ghindie Tindoy.

Also present during the event were local government officials led by Agusan del Norte Gov. Ma. Angelica Rosedell Amante-Matba, Coun. Samuel Amante (who represented Mayor Ferdinand M. Amante, Jr.), Coun. Rema Burdeos, Ivy Amante (wife of Mayor Amante), officials and personnel from the Civil Aviation Authority of the Philippines (CAAP) headed by CAAP area manager Evangeline Babate, Aviation Security Group (AVSEG) chief Irene Pareja and a representative of the Department of Tourism-Caraga.

Atty. De Leon said that the Tigerair newly launched flight from Butuan to Manila and vice versa “is a milestone in the corporate life of the Tigerair Philippines, via Butuan airport which is one of the busiest here in Mindanao.” Atty. De Leon also said that the new route will boost their 14 domestic and one international destinations.

Coun. Amante in his message said that the launching and operation of Tigerair Philippines night flight from Butuan to Manila presents many opportunities and may also help boost the city’s economy and tourism industry, with Butuan City being the regional center of Caraga region. He said that this is a clear indication of the investor's trust in the city’s growing and sturdy economy and may help spur the city's economic activity.

The city legislator pointed out that the city has recorded a high 9.42 % increase of tourist arrivals here. According to the official that the tourists here were topped by those coming from the countries of United States, Germany, Canada, Australia and Korea.

He commended CAAP manager Babate for doing a good job in the renovation and improving the city airport with some of the features coming up with international airport standards.


“Admittedly, we do not have so much tourist attractions comparatively with the other places in the region, but we continue to do our best to provide our visitors with the good impression the moment they land this gateway to Caraga region,” Amante said. (PNA/PIA-Caraga)

Caraga GADCC encourages more students to join Short Film Festival

BUTUAN CITY, Dec. 16 (PIA) – The Regional Development Council – Gender and Development Coordinating Committee (RDC-GADCC) Caraga is encouraging more students to join in the Short Film Festival portraying stories of women with exemplary contributions in the society through video production.

The story shall be anchored on the theme, “End VAW Now! It’s Our Duty!” in relation to the observance of the 18-Day Campaign to End Violence Against Women (VAW) for this year.

“The contest is open to all college/universities students in Caraga region. The students must secure a Certification that they are officially enrolled for academic year 2014-2015. There is no limit of entries per student/team,” bared Atty. Marylin Pintor, GADCC chairperson and Commission on Human Rights (CHR) Caraga regional director.

Pintor reminded interested participants that each team must be composed of not less than three but not more than eight members. The team must clearly identify/designate the role of each team member per entry. Characters that will appear in the film are not necessarily part of the team members while appearances of mainstream actors are not allowed.

“The contestant’s short film must run a minimum of three minutes and maximum of five minutes including front and back credits. Any entry beyond the length specified would be disqualified. Appearance of participant’s name, college/university logo/name or any product/brand name as a material or content in the video/film is disallowed,” Pintor reiterated.

The chair also stressed that the film may be based on true story or fictional. Stock photos or footages including any published materials directly downloaded from the internet will not be allowed, while use of any music materials, in whole or in part, protected by a copyright is prohibited.

“Portrayal of excessive violence, nudity, or obscenity is not allowed. The primary dialect to be used is Bisaya or Cebuano. English subtitle must be provided for very entry submitted,” added Pintor.

It was also learned that participants will have to pay P300.00 registration fee per entry. Multiple entries from the school/university are accepted. Deadline of submission of entries is on or before January 23, 2015.

DSWD meets Caraga press, shares KALAHI CIDSS-NCDDP's accomplishments in 2014

BUTUAN CITY, Dec. 16 - Thirty media partners graced the press conference hosted by the Department of Social Welfare and Development (DSWD) Caraga held on Monday at Almont Hotel’s Inland Resort here through the Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services-National Community-Driven Development Program (KALAHI CIDSS-NCDDP).

DSWD-Caraga regional director Minda B. Brigoli, in her welcome message, bared that the main objective of the event is to present to the local tri-media the region’s accomplishments in the year 2014 implementation of KALAHI CIDSS-NCDDP.

“The media are major stakeholders of this program and true to its principles of participatory, transparency, and accountability, this press conference aims to share with them the regional accomplishments of the Program for the year 2014 as well as the updates and the direction we are going to take for 2015,” said Brigoli.

“As partners, we would like the media to be one with us in the advocacy of alleviating poverty in the country,” she added.

During the press conference, regional community development specialist Elsa D. Montemor provided an orientation about the program and its nationwide and region-wide coverage.

Meanwhile, deputy regional program manager Ester V. Villamor presented the physical, financial, and social accomplishments of KALAHI CIDSS-NCDDP.

In Villamor’s presentation, she revealed that 180 community sub-projects composed of solar power street lights, concrete pathways, multi-purpose buildings, pre-and-post harvest facilities, drainage canals, level II water system, solar dryers, wooden footbridge, tribal house, and others were completed under the funding of the PAyapa at MAsaganang PamanayaNAn (PAMANA).

“These sub-projects from the P53.7M PAMANA grant are expected to benefit a total of 78,435 households of which 43,534 are Pantawid Pamilyang Pilipino Program beneficiaries,” reported Villamor.

“We are on track and we are on time, that’s how we work in KALAHI CIDSS-NCDDP,” she added.

Also in the presidential table to answer the questions of the media during the open forum are assistant regional director for operations and regional program manager Mita G. Lim, assistant regional director for administration Nerisa T. Murih, Pantawid Pamilya regional program coordinator Alma S. Patron, Sustainable Livelihood Program coordinator Roy R. ASELCO to make Christmas merrier for more than 4,000 households before 2014 ends

SAN FRANCISCO, Agusan del Sur, Dec. 16 (PIA) - The Agusan del Sur Electric Cooperative, Inc. (ASELCO) will make this Yuletide season merrier for the Agusanons by way of energizing more than 4,000 households or member-consumer-owners (MCOs) in the different parts of the province as part of its strategic implementation of the government’s Sitio/Purok Electrification Program (SEP) and Barangay Line Enhancement Program (BLEP).

“In solidarity with our public officials in the provincial, municipal and barangay level, rural electrification is our Christmas gift to the people of Agusan del Sur, most especially in the remotest areas where electricity was their constant dream. We hope that this Christmas is memorable for all the new MCOs whose households and communities will experience light brought about by the missionary electrification program,” ASELCO general manager Emmanuel B. Galarse shares.

Meanwhile, ASELCO board president Corazon D. Cullantes expresses her gratitude to Edita S. AFP beefs up defense for Dec. 26 CPP anniversary

TANDAG CITY, Surigao del Sur, Dec. 16 (PIA) – The army 401st Infantry Brigade claimed beefing up defenses against possible tactical offensives by the New People’s Army (NPA) as the 46th anniversary celebration of the Communist Party of the Philippines (CPP) on December 26 gets closer.

Brigade commander Col. Gregory Cayetano said atrocities are always part of the grand scheme the leftist group does to mark this occasion.

In this light, Cayetano sought the cooperation of the public to tip them of any relevant information, saying he hates this to happen.

Also, as part of strengthening their stance, he confirmed a meeting between the army and the police through the Provincial Joint Security Coordinating Council (PJSCC).

The army chief, whose area of responsibility (AOR) spans over Agusan del Sur and Surigao del Sur in Caraga region, said that the armed wing has been under close watch for holding assemblies regarding year-end assessment.

Asked for comment on the usual holding of plenum, Cayetano remarked they have yet to confirm where it is believed to take place.

Meanwhile, in connection with the December 9 bus bombing incident, the brigade commander said that NPA does not have a history of engaging in such a gruesome act referring to what happened recently in Maramag, Bukidnon where 10 civilians, five of them students of Central Mindanao University (CMU) have been killed.

DTI intensifies monitoring of noche buena products

PROSPERIDAD, Agusan del Sur, Dec. 16 (PIA) - The Department of Trade and Industry-Agusan del Sur Provincial Office (DTI-ADS) has intensified its monitoring of the prices of noche buena products in the major trading centers in the province based on the latest Suggested Retail Prices (SRP).

The said monitoring aims to protect the consumers from price manipulation and undue price increases in buying products during this holiday festivities and at the same time remind the retailers to sell their goods within the SRP.

Copies of the SRPs were distributed to wholesalers and retailers to ensure that they will be guided in computing for their mark-ups.

Retailers found to be selling above the SRPs shall be issued with a Show Cause Order requiring them to explain high prices for noche buena products despite the issuance of the corresponding SRPs. Corresponding penalties shall be imposed once a certain establishment is proven to be violating the provisions of the relevant laws and guidelines.

Noche buena products include ham, fruit cocktail, cheese, sandwich spread, mayonnaise, queso de bola, pasta/spaghetti, elbow and salad macaroni noodles, spaghetti and tomato sauce, and creamer.

DTI encourages the consumers to be vigilant in buying consumer goods in the market and see to it that the proper weights and measures are met.  They must also check the expiration dates to avoid buying spoiled food products.

Negapatan advised the public to look for the Philippine Standards (PS) mark when purchasing fireworks and firecrackers to be assured of the product safety when used according to instructions considering that fireworks and firecrackers are under mandatory certification by the Bureau of Product Standards (BPS) under the DTI.

With the same intentions against illegal and unsafe fireworks and firecrackers, the Philippine National Police (PNP), regulates the sale, manufacture, distribution and use of firecrackers and other pyrotechnic devices as mandated in Republic Act 7183.

According to Negapatan, the PNP has started monitoring the market for banned firecrackers such as Super Lolo, Lolo Thunder, Bin Laden, Giant whistle bomb and new names such as Gangnam Bomb, End of the World and Goodbye Pacquiao.

He said that the list of banned firecrackers continues to grow so the public must be very careful to be sure that they are buying legal firecrackers.

“For firecrackers, only .02 grams or 1/3 teaspoon of firework/ gun powder is allowed per firecracker, buyers should also check if the length of the fuse is too long or short and if the powder mixes are right, and should as well check if the fireworks are properly labeled with name of the firework, classification and intended use, brand or trade name, name and address of manufacturer, and the words “Made in the Philippines,” said Negapatan.

He further said that the firecracker should also specify the effects if the firework such as “Emits shower of spark,” and/ or “Produces bangs,” and warning and precautionary signs such as “Keep away from eyes and skins,” “Do not put in mouth,” and “Use only under adult supervision.”

"More importantly, use the product as per its specified appropriate instructions to avoid the risk of injury and damage to property, nevertheless precautions and safety should always be taken into consideration when purchasing the firecrackers," he added. SurSur PNP maintains red alert for Yuletide season, New Year

TANDAG CITY, Surigao del Sur, Dec. 16 (PIA) – P/SSupt. Narciso Verdadero assured the public here that tighter security is in place not only during this Christmas time but through the early days after New Year’s celebration.

Aware of the many celebrations anywhere, Verdadero stressed that the province has been under continued red alert just to ensure no untoward incident is going to happen.

Verdadero likewise admitted that the New People’s Army (NPA) is under close monitoring due to possible attacks as the 46th anniversary of the Communist Party of the Philippines (CPP) on December 26 is drawing near.

Earlier, he said, a meeting with the respective army battalions’ operations chief in the province has already been held.

Stakeholders empower IP leaders through summit for peace, development

BUTUAN CITY, Dec. 16 (PIA) - The National Commission on Indigenous Peoples 13 (NCIP-13) together with the 4th Infantry “Diamond” Division (4ID), Philippine Army in partnership with the local chief executives in Caraga Region, Department of Interior and Local Government (DILG) and the Office of the Presidential Adviser on Peace Process (OPAPP) is holding today the Indigenous Peoples (IP) summit for peace and development held at Balanghai Hotel, Barangay, Doongan, this city.

The summit aims to strengthen the IPs in Northern Mindanao by addressing their issues and concerns in order to prevent them from New People Army’s infiltration, influence and exploitation. The summit also facilitates commitment of support from the different concerned regional line government agencies.

120 tribal chieftains coming from the four mainland provinces in Caraga Region (Agusan del Sur, Agusan del Norte, Surigao del Sur and Surigao del Norte) join the event. Present also are the different local chief executives, AFP, PNP and regional line government agencies in Caraga.

During the opening ceremony, Butuan City mayor Ferdinand M Amante Jr. gave his welcome remarks, and subsequently delivered his inspiring message concerning the rights and well-being of the IPs.

“On behalf of the people of Butuan City, I welcome you all to this historic city for the Caraga IP Leaders Summit. I commend the NCIP and AFP for spearheading this activity because we do acknowledge that our lumad brothers and sisters should not be overlooked in the talks for progress and development,” Amante said.

During the IP forum proper, everyone discussed the current situation of IPs as far as insurgency situation is concerned, IPRA law or the Indigenous Peoples Rights Act of 1997 and the Ancestral Domain Sustainable Development Protection Plan, IP structure, ancestral domain, socio-economic development, and the traditional defense system in IP communities.

“We acknowledge that our IPs have specific rights based on their historical ties to a particular territory and their cultural or historical distinctiveness from other populations. These rights were also set forth by different international organizations like the United Nations and World Bank. As your protector, together with the NCIP and all the stakeholders, we will never let any organizations from disrespecting these rights and anyone who will attempt to destroy your communities,” said 4ID commander MGen. DTI reminds traders, consumers to sell or buy safe fireworks only

BUTUAN CITY, Dec. 15 (PIA) -  With the holiday season fast approaching, the Department of Trade and Industry (DTI) is again reminding all sellers of fireworks to sell only fireworks manufactured by companies which are granted the Product Standard (PS) Quality Certification Mark License and with the required PS Marks printed on the product. 

DTI Agusan del Norte provincial director Gay Tidalgo advised consumers to look for the PS Mark in buying fireworks products.

“Fireworks are included among the products covered by mandatory certification scheme under PNS 1220-2:1994 to ensure that those sold in the market comply with the prescribed safety requirements,” Tidalgo said.

Under the law, retailers selling fireworks without PS Marks will be penalized to include a fine ranging from P25,000 to P300,000, Tidalgo added. 

To date, 14 fireworks manufacturers have been granted the PS Quality Certification Mark License.

Further, the DTI also informs all concerned that importation of finished firecrackers is prohibited under Republic Act 7183, hence selling of imported firecrackers is likewise prohibited. (NCLM/DTI-Agusan del Norte/PIA-Agusan del Norte)


DTI reminds the public to buy DTI-certified Christmas lights only

PROSPERIDAD, Agusan del Sur, Dec. 15 (PIA) - Holiday season is now here and as expected a lot of consumers are now buying Christmas lights for interior decors at home and schools, in trees and ornamental plants and even for use as back lights in gardens.

The Department of Trade and Industry (DTI) reminds the public to be cautious in buying these products as some products may be uncertified and therefore unsafe and may cause injury or loss of life.

Follow through monitoring activities have been conducted in Agusan del Sur and other provinces in the region this 4th quarter to monitor compliance to the said requirements in selling Christmas lights.

Christmas lights are one of the products that undergo mandatory safety tests with the Bureau of Philippine Standards (BPS), an attached agency of the DTI, before being allowed to be sold in the domestic market. This is to ensure that such products meet the safety requirements of Philippine National Standard (PNS) No. 189:2000. Once certified, goods can already be distributed in the market with the corresponding product standard markings and labels including the required Import Commodity Clearance (ICC) sticker.

Consumers are also reminded to do visual inspection to ensure that:

1.    Wire shall have an outside diameter size of 1.5mm.

2.    Plug has firm pins which are not easily bent.

3. The package or box shall have the following markings; name of manufacturer/supplier/distributor, address and trademark, the mark for indoor use only, the number of PNS used, the batch/lot number of bar codes, country of origin and the ICC mark.

4.    Suitable warning shall also be available such as: disconnect from supply before removing or inserting any lamp, avoid damage to insulation and do not cascade/attach more than the recommended sets of Christmas lights.

Normally, only three sets are allowed to avoid overloading. Too many plugs in one outlet may create enough heat to start a fire. (DTI-Agusan del Sur/PIA-Caraga)


Response plan vs. firecracker accidents in SurSur set

TANDAG CITY, Surigao del Sur, Dec. 15 (PIA) – Dr. Ponciano Limcangco, Adela Serra-Ty Memorial Medical Center (ASTMMC) chief of hospital, assured that their response plan against firecracker accidents is all set.

He said that the emergency room (ER) of ASTMMC is in charge of cases involving fireworks-related injuries, citing the start of the period from December 16, 2014 up to January 4, 2015.

The good doctor bared that the Health Emergency Management Service (HEMS), under which are ER personnel, is always in place.

Hoping for a “zero casualty,” Limcangco, who is in favor of a firecracker ban, admitted that several cases of firecracker-related injuries have been recorded last year at ASTMMC, the biggest hospital in the entire province.

Some 2,000 advocates hold Human Rights celebration in SurSur

TANDAG CITY, Surigao del Sur,  Dec. 15 (PIA) – Some 2,000 human rights advocates in Surigao del Sur held a rally to commemorate the 66th Anniversary of the United Nations’ ratification of the Universal Declaration of Human Rights on Wednesday, December 10, in this city.

P/Supt. Jeffrey Lawrence Mauricio, chief of police, reported that the event peacefully ended late in the afternoon.

The rally that kicked off with a kilometer march along the national highway here at around 10:00 a.m. starting in front of the National Food Authority (NFA) provincial office were participated in by members of KARAPATAN, Kapunungan sa mga Mag-uuma sa Surigao del Sur (KAMASS), and GABRIELA led by their respective leaders—Pastor Boy Villasanta, Rogelio Montero, and Vicky Undangan.

Red Cross-SurSur chapter bares new BODs

TANDAG CITY, Surigao del Sur, Dec. 15 (PIA) – The Philippine Red Cross (PRC)-Surigao del Sur Chapter bared the list of its new Board of Directors (BOD).

Fourteen members of the BOD were elected by accredited delegates on the occasion of its 6th Chapter Assembly held at said office on December 10, 2014, according to the PRC here headed by Genevieve Amodia, interim chapter manager.

PDEA-13: Dinagat Islands least affected by illegal drugs

SAN JOSE, Dinagat Islands, Dec. 15 (PIA) - The region’s youngest province has the lowest percentage of “drug-affectation,” said an official from the Philippine Drug Enforcement Agency (PDEA) Caraga Region.

During the 5th Provincial Peace and Order Council regular meeting held recently, PDEA Caraga regional director Erwin Ogario said that the drug statistics of the province is low in terms of drug affectation.

Ogario said that only 13 out of 100 barangays of the province were affected by drugs, as of November 2014.

“We can further reduce the drug affectation by conducting barangay drug clearing, reducing supply and demand, advocate proactive approach to the community, and implement a drug-free workplace policy,” Ogario said.

Meanwhile, vice governor Benglen B. Ecleo added that in order to avoid drug influence, the province should focus more on education and other developmental activities for the youth.

The 5th PPOC regular meeting was presided by governor Glenda B. Ecleo together with vice gov. Ecleo and was participated by all mayors from seven municipalities of the province, representatives from national line agencies, department heads and other member agencies and organizations. Medical team in place for firecracker-related cases in SurSur

TANDAG CITY, Surigao del Sur, Dec. 15 (PIA) – As the Yuletide season gets more intense and the New Year draws nearer, the Integrated Provincial Health Office (IPHO) in Surigao del Sur headed by Dr. Algerico Irizari assured that district hospitals in their respective areas are going to be ready for possible victims of firecrackers.

Dr. Eric Montesclaros, IPHO assistant chief, stressed that it is just a matter of reminding all of them since this task is a normal occurrence year-in and year-out.

But, apart from that, he claimed, their office takes part in the constant drive to discourage the public on the use of firecrackers and similar pyrotechnic devices, especially in ushering in the New Year.

Moreover, Montesclaros pointed out that during this period, they also team up with personnel of the Provincial Disaster Risk Reduction and Management Office (PDRRMO) for emergency response in case of disaster-related activities.

IPHO supervises eight district hospitals province-wide, it was confirmed.

PopCom hosts Regional Pop Quiz, On-the-Spot contests

BUTUAN CITY, Dec. 13 (PIA) - Top students of the 12 school divisions showcased their talents in the recent Regional Population Quiz and On-the-Spot Contests (Essay Writing, Poster Making and Jingle Writing and Singing) dubbed as Festival of Talents.

Held annually, the event is open to all high school students both public and private to popularize, increase awareness and  appreciation on population issues and concerns and upgrade the student’s level of competence and confidence in facing life’s challenges.

Participating school divisions are Agusan del Sur, Agusan del Norte, Surigao del Norte, Surigao del Sur, Province of Dinagat Islands, Butuan City, Surigao City, Bislig City, Bayugan City, Siargao, Cabadbaran City, and Tandag City.

The following were adjudged as winners:

Essay Writing Contest        : Methu Ela U. dela Calzada, Bayugan City Division

94 consumer complaints resolved through mediation

BUTUAN CITY, Dec. 12 (PIA) - The Department of Trade and Industry-Agusan del Norte Provincial Office (DTI-ADN) has resolved 94 consumer complaints filed with the office from January to November 2014 through the effective conduct of mediation conferences in accordance with DTI Department Administrative Order No. 05 Series of 2007 implementing the Alternative Dispute Resolution Act of 2004 (RA 9285).

Records show that around 90% of complaints filed for the period were successfully mediated.

Most of the complaints involved defective products and warranties while some involved repair services, price tag violation, deceptive and unconscionable sales acts and senior citizens discounts, among others.

The DTI highlighted the benefits of mediation as a means of speedily resolving consumer complaints whereby mediation shall be completed no later than ten days from the filing of complaint.  This is in support to the implementation of the Consumer Act of the Philippines.

DTI is one of the agencies mandated to implement the Consumer Act. Other implementing agencies include the Department of Health-Food and Drug Administration for food, drugs, cosmetics and devices; the Department of Agriculture for agricultural products; and Local Treasurer’s Office for weights and measures. LPCC, DTI keep a close watch on prices of commodities this Christmas season

BUTUAN CITY, Dec. 12 (PIA) - In order to keep track of the price situation of basic necessities and prime commodities this Christmas season, the City Local Price Coordinating Council (Butuan City LPCC) keeps a close watch of the movement of prices of basic necessities and prime commodities in the city.

This started with the conduct of Bantay Presyo on November 6, 2014 to check on prices of such commodities as consumers gear towards increased shopping activities in the upcoming Christmas season.

Participated in by representatives of DTI, DA, DOH, DENR/City ENRO, NFA, DOJ, PNP, and office of the City Treasurer, City Agriculture, City Health and City Licensing, and the Butuanong Konsumador, the Bantay Presyo covered the three major public markets located in barangays Langihan, Libertad and Ampayon as well as leading supermarkets, grocery and hardware stores throughout the city.

In addition to the monitoring of prices, the activity also included the checking of weighing scales at the different business establishments.

Butuan LPCC further required all concerned implementing agencies to submit a weekly price monitoring reports to the council.

Under the leadership of city mayor and LPCC chairman Ferdinand M. Amante Jr., the Butuan LPCC has been consistently doing consumer protection activities in the city.  On top of the quarterly conduct of Bantay Presyo operations, the Butuan LPCC also meets regularly every quarter to assess the price and supply situation of basic necessities and prime commodities and implement interventions when necessary.

As provided under the Price Act of the Philippines (RA 7581), LPCCs are mandated to coordinate the implementation of price and supply stabilization programs of basic and prime commodities at the local levels.  DTI also conducts separate monitoring on prices and supply of noche buena products.

Military says Dinagat Islands 'insurgency-free'

SAN JOSE, Dinagat Islands, Dec. 12 (PIA) – The Armed Forces of the Philippines (AFP) has declared the province of Dinagat Islands as rebel-free.

The announcement was made during the recently held Provincial Peace and Order Council Meeting here.

402nd Brigade commander B/Gen. Jonathan Ponce explained that the province was declared as “insurgency-free province” due to zero presence of elements from the Communist Party of the Philippines, New People’s Army and National Democratic Fronts (CPP-NPA-NDF) in the province.

Ponce also declared the province as "Ready for Development Status" which means that the province has now the privilege to receive developmental assistance from the national government through the Philippine Army.

In relation to this, the province was already allocated P3 billion from the national government for road network project and soon to be downloaded to the province to be undertaken by the Department of Public Works and Highways. (SDR/PIO-Dinagat Islands/PIA-Dinagat Islands)


Caraga celebrates men’s day

BUTUAN CITY, Dec. 12 (PIA) - Hundreds of men from the different sectors in the region came to witness the launching of the first ever International Men’s Day (IMD) celebration in Caraga Region.

The celebration was launched after the Caraga Regional Development Council (RDC) approved the call spearheaded by the Commission on Population (PopCom) for the declaration of November 19, 2014 and every year thereafter as International Men’s Day with the passage of RDC ExeCom Resolution No. 6, series of 2014.

PopCom Caraga led the various activities by merging the central theme of the IMD celebration with that of the advocacy of the agency as concretized in the Kalalakihang Tumutugon sa Responsibilidad at Obligasyon sa Kalusugan ng Ina at Pamilya (KATROPA) Modules.

PopCom executive director Dr. Juan Antonio A. Perez III, as he graced the event, revealed that the activity was created to give importance to the role of each man/father in his family and even to the community where he lives. Perez, further said that men should be responsible in his role especially in Family Planning. He emphasized the shared responsibility of the husband and wife to determine and achieve their desired timing, spacing, and number of children according to their own family life aspirations, taking into account psychological preparedness, health status, and their socio-cultural and economic capacities.

PopCom Caraga regional director Alexander A. Makinano encouraged all men, regardless of age and state in life, to actively support and adhere in Responsible Parenthood, Reproductive Health and Family Planning. The PopCom official also hoped that through said event, the increasing issue on Violence Against Women and Children will be totally reduced.

DTI to conduct 'Diskwento Caravan' in Surigao Norte town anew

SURIGAO CITY, Surigao del Norte, Dec. 12 (PIA) – Just in time for the Christmas Season, the Department of Trade and Industry (DTI) - Surigao del Norte Provincial Office will again be conducting a three-day “Diskwento Caravan” in Poblacion, Barangay Tayaga, Claver this province on December 13-15, 2014.

The activity aims to help ease the significant spending requirement for food and help the consuming public reduce their expenditures during this period of festivities.

During the three-day activity, basic necessities and prime commodities will be sold at discounted prices.
