CSC Caraga kicks-off 114th PH Civil Service anniv

BUTUAN CITY, Sept. 2 (PIA) – With the aim to promote, showcase and celebrate heroism in public service, and to encourage and inspire state workers in their journey as servant heroes or ‘lingkod bayani’, as reflected in this year’s theme, “Tapat na Serbisyo Alay Ko, Dahil Lingkod Bayani Ako,” the Civil Service Commission (CSC) Caraga spearheaded again the 114th Philippine Civil Service Anniversary here on Monday.

The celebration kicked-off with a ‘Hataw’, a dance for health physical activity and a ceremonial releasing of balloons joined by government employees from different agencies.

As part of the month-long activity, CSC Caraga shall put up a one-stop-shop CSC service desk for examination applications scheduled on September 1 to 5 and 8 to 11, 2014 at 8:00 a.m. to 5:00 p.m., Robinsons Mall and Gaisano Superstore in Butuan City.

“This is to provide better service and in preparation to the deadline of October 26, 2014 Civil Service Exam (CSE) - Paper and Pencil Test (PPT). Applicants should bring the complete supporting documents. We will also be receiving applications at the regional office during those dates,” said CSC Caraga regional director Resurreccion Pueyo.

Right after the thanksgiving mass on September 19, the renewal of pledge as public servants shall commence at Guingona Park.

For the culminating activity, CSC Caraga will confer award to government officials and employees who have displayed outstanding work performance and be recognized as Honor Awards Program (HAP) semi-finalists. Anti-Red Tape Act (ARTA) service offices with excellent rating will also be given an award.

“The conferment of honor awards aims to motivate or inspire government employees to improve the quality of their performance and instill deeper involvement in public service. Deserving public servants are chosen under specific criteria for evaluation and qualification,” said Pueyo.

Government workers are also enjoined to participate in the Employee’s Night where they are encouraged to present a dance or song rendition for four to five minutes. Agencies as well may initiate their own Family Day pursuant to ensure awareness of the importance of a family in their respective offices. (VLG/PIA-Caraga)


Cagdianao LGU hosts 1st provincial athletic meet

CAGDIANAO, Dinagat Islands, Sept. 2 (PIA) - The municipality of Cagdianao in partnership with the Department of Education (DepEd) and Community Affairs Office, hosted the very first Dinagat Islands Provincial Athletic Meet (DIPAM) from August 26-29, 2014 here.

The activity was aimed to promote physical education and sports as an integral part of basic education for the development of the youth.

Dinagat Islands provincial governor Glenda B. Ecleo together with vice governor Benglen B. Ecleo, Cagdianao mayor Marc Adelson D. Longos and DepEd Dinagat Islands schools division superintendent Marilou Dedumo led the hoisting of the 2014 DIPAM banner and municipal host banner.

Philippine Basketball Association's AIR21 Express player Paul Asi M. Taulava, the event's guest of honor, led the entrance of the Friendship Torch and lighting of the Urn.

Taulava, in his message, said that the young athletes must use sports as a tool to open up new doors and new hopes.

"It's not about winning or losing, it is about enjoying the game and having fun, play with sportsmanship," Taulava said.

SurSur PNP joins 20th National Crime Prevention Week celeb

TANDAG CITY, Surigao del Sur, Sept. 2 (PIA) – The Philippine National Police (PNP) in Surigao del Sur headed by officer-in-charge (OIC) provincial director (PD) P/SSupt. Narciso Verdadero has joined the observance of the 20th National Crime Prevention Week (NCPW) celebration from September 1-7, 2014.

With the theme, “Krimen ay Labanan, Karapatan ay Igalang Tungkol sa Mapayapang Pamayanan,” Verdadero said that activities to highlight the occasion, as directed in the memorandum issued on August 26, 2014 by Police Regional Office 13 (PRO 13) Caraga Regional Director P/Chief Supt. Dominador Eslava Aquino, Jr., have already started to be undertaken.

“The activities set out, among other things, include the support for the ‘simultaneous conduct of Kick-off Ceremony on September 1, 2014 to be highlighted by the Reading of the standard NCPW message by the PD’s, other senior officers and COPS during school flag raising ceremony and simultaneous blowing of whistle to commence; Participate in inter-agency meeting with DILG/NAPOLCOM/LGU’s and other supporter NGO’s for the joint celebration in respective area of responsibility (AOR); Provide public information efforts on NCPW celebration, and more,’” he stressed.

Verdadero added that “coordination with LGU’s, Sectoral Groups, Anti-Crime Groups, Students and other sectors of the community” has already been made prior to this week’s celebration in order “to enlist maximum participation of the community.”

SurSur IPHO takes part in nationwide launch of anti-measles, polio mass vaccination

TANDAG CITY, Sept. 2 (PIA) – The Integrated Provincial Health Office (IPHO) in Surigao del Sur headed by Dr. Algerico Irizari said that “Ligtas sa Tigdas at Polio mass immunization campaign” has also been launched here simultaneous with the same event done on September 1 nationwide.

Dr. Irizari confirmed that all their counterparts at the city and municipal levels, especially the Rural Health Units (RHUs) are now carrying out the task with the aim to eradicate the threat of preventable diseases.

Children from 9- to 59-month old are the target of this mass vaccination program that will run for the whole month of September, he said.

Concerned parents with children of such age range are called upon to have them vaccinated, it was learned.

Irizari assured that IPHO is going to conduct a random client assessment (RCA) province-wide on a regular basis just to make sure that 95 percent of their overall goal are served or else face a repeat of the program implementation, in case of failure. (NGBT/Radyo ng Bayan/PIA-Surigao del Sur)


Caraga wide OL trap roll out strengthened

BUTUAN CITY, Sept. 2 (PIA) - Tied with the long time advocacy to stop dengue, the Department of Science and Technology (DOST) – Caraga intensified its Ovicidal/Larvicidal (OL) Trap deployment from to identify elementary schools in all municipalities of the region. OL kits composed of organic pellets, solution containers and wooden sticks were prioritized in the distribution.

“So far, as of today, there is still no found medicine to cure dengue,” said DOST Caraga assistant regionald director and OL trap project coordinator Ricardo Varela.

“Concerned agencies are extending efforts to find solutions that will help the community lessen the threats of dengue,” he added.

Through technology innovations, Varela said these OL Traps installed in schools will be of big help in reducing the population of dengue carrying mosquitoes.

“However, we are encouraging you to set up and monitor these traps religiously, to solve the problem on rapid reproduction of mosquitoes. Cooperation is highly emphasized,” Varela reiterated during the recently concluded briefing for teachers and school representatives.

OL Trap is a cost effective and natural technology that works in the prevention of the next generation mosquitoes from reaching adulthood, thus curbing the dengue-carrying mosquito population. It includes three important parts: a black container, a small strip of lawanit, and organic pellets as larvicide. Proven, black cans attract mosquitoes – thus the trap invites them to lay eggs on it.  In here, eggs will either be trapped in the lawanit paddle or find its way into organic solution, where they are killed before transforming into adults.

Implementing teachers are required to weekly install and report the trap via SMS. Results will then automatically reflect on the Nationwide Dengue Vector Surveillance (NDVS) website (http://dengue.ph) with its corresponding statistics and suggested actions to be taken.

“This technology has been proven effective in many cities in the Philippines. There is no reason why it won’t work in Caraga,” Varela said. (DOST-13/PIA-Caraga)


Tagalog News: Pamahalaan bumuo ng kopunan na magpalakas ng Anti-Hazing Law

AGUSAN DEL SUR, Setyembre 2 (PIA) - Nilagdaan ni Executive Secretary Paquito Ochoa Jr. ang isang memorandum circular para sa paglikha ng isang interagency task force para iangat ang tugon ng pamahalaan sa mga karahasan na gawa ng mga praternidad at para palakasin ang pagpatupad ng batas ng Anti-Hazing.

“Nakibahagi si Pangulong Aquino sa pagkabalisa ng maraming magulang at mga guro sa nagaganap na mga paglabag sa Anti-Hazing Law,” sabi ni Ochoa.

“Layunin ng task force na tugunan ang mga kinakailangan para maseguro na magkaroon ng hustisya sa mga biktima ng hazing pati na ang kanilang pamilya. Sa parehong pagkakataon, matingnan natin kung ang batas ay kailangan pang pagbutihin para makamit ang kanyang layunin,” sabi niya.

Sa ilalim ng Memorandum Circular Blng. 68 na nilagdaan ni Ochoa noong Agosto 28, ang Kalihim ng Hudikatora ay siyang mamuno sa task force at mabibigyan ng buong kapangyarihang Ehekutibo na naaayon sa batas para ipatupad ng interagency body.

Ang tsirman ng task force ay maari ring magbigay ng direktang instruksiyon sa kahit sinong miyembrong ahensiya, kasama na ang Department of National Defense at ang Interior and Local Government, ang Commission on Higher Education, ang Philippine National Police, ang National Youth Commission at ang Office of the Deputy Executive Secretary para sa mga Legal na gawain.

Isa sa mga pangunahing tungkulin ng interagency taskforce ay ang muling pagsusuri ng Anti-Hazing Law o ng Republic Act Blng. 8049 na isinaayos noong 1995, para pigilin ang karahasan ng pratirnidad katulad ng mga nangyaring karahasan na sangkot ang mga estudyante mula sa dalawang prominenteng unibesidad noong Hulyo.

Inaatasan din ang inter-agency body na pormulahin ang mga polisiya at gumawa ng paraan para makipag-ugnayan at magmonitor sa pagpatupad ng programa, proyekto at alituntunin para maiwasan ang karahasan na gawa ng hazing ayon sa memorandum circular na magkabisa kaagad.
