New PRO-13 chief assumes post

BUTUAN CITY, Dec. 13 (PIA) – Police Senior Superintendent Keith Ernald L Singian was formally installed on Thursday as the new Police Regional Office (PRO) Caraga officer-in-charge, replacing Regional Director Getulio P. NapeΓ±as.

Singian assumed his post, effective Dec. 11, 2013, in view of command reliquishment of NapeΓ±as who will be handling the PNP’s Special Action Force (SAF).

In his message, NapeΓ±as was optimistic that Singian will be able to do better things and add more to what he has performed and accomplished.

“I wish I could further serve in this region but necessity dictates that I have to move on for another unit assignment. The efforts that we have done which are all anchored to the priority programs of the chief PNP are essential toward the enhancement of our effectiveness and efficiency to attain the mission and objectives,” said NapeΓ±as.

He addressed his words of gratitude to the local community and all PRO Caraga personnel for the support in solving the criminality, insurgency and other forms of operation in the field. “It  has been our guiding principle to work with unity, teamwork, and focus in our job and I hope that you will continue to uphold the same,” he added.

Police Deputy Director-General Leonardo Espina, Deputy Chief for Operations, has graced the Turn-Over of Command Ceremony and commended the outgoing regional director for the exceptional professionalism in his discharge of duties and untiring leadership.

“It’s about time for Singian to take the role in leading the region and stand above all challenges, providing ‘serbisyong makatotohanan.’ His adept wisdom in accountability is what this office needs most. I am confident of his capability to lead his subordinates into higher levels of expertise and competence and in setting genuine rules that will support the vision of the PNP,” said Espina.

The vast experience, knowledge, and nature of discipline of Singian will surely aid in the success of running his office.

Popcom Exec meets local advocates

BUTUAN CITY, Dec. 13 (PIA) – The new Executive Director of the Commission on Population, Dr. Juan Antonio A. Perez visited the region recently for a consultative meeting with the regional staff and the Population Officers of the different cities and provinces of Caraga.

The consultative meeting became productive as issues and concerns in the program implementation along Population and Development (POPDEV) integration, Adolescent Health and Youth Development (AHYD); and Responsible Parenting-Family Planning (RP-FP) Programs were leveled off and acted upon.

Perez acknowledged the importance of giving priority to field operations thus making impact on the reduction of unmet need for family planning.  The Popcom chief emphasized the need of efficient partnership between Popcom focusing on demand generation activities for family planning and the provision of FP services from the Department of Health.

In support to program operation, Perez committed to provide equipment such as computer and printers to all population offices  at the provincial/city level.

Moreover,  he promised to coordinate with the Department of Health for possible posting of RNHeals in each City/Provincial Population Office who will assist particularly in the RP-FP program.

Popcom Caraga regional director Alexander A. Makinano said that the presence of Dir. Perez boosted the morale and encouraged the population officers and workers to continue the advocacy of a well-planned, healthy, happy Filipino families. (IO-I/POPCOM/PIA-Caraga)


SURSECO II sets 24th membership assembly

SURIGAO DEL SUR, Dec. 13 (PIA) - The Surigao del Sur II Electric Cooperative, Inc. (SUSECO II) sets its 24th Annual General Membership Assembly on December 14 at the Municipal Gymnasium, Lianga, this province.

This year’s theme is “Tubag sa mga hagit sa panahon, SURSECO DOS magmalahutayon.” The registration of the participants will start at 8 a.m. with a short program and a meeting proper will commence respectively.

First district representative Philip Arreza Pichay will grace the occasion as the guest speaker. The presence of Surigao del Sur Governor Johnny T. Pimentel and Vice Governor Manuel O. Alameda, Sr. and other provincial officials are also expected.

Mayor Roy Hegino G. Sarmen of Lianga, the host mayor will also deliver his message. Other officials and member-consumers of the cooperative are also expected to attend and participate on the occasion.

One of the highlights of the celebration is the induction of the re-elected and newly elected members of the board of directors, which elections were already conducted last November 2013. Congressman Philip A. Pichay will be the inducting officer.

In the meeting proper, the joint report of the Board President, the General Manager and the Board Treasurer for last year 2012 operations will be presented. This report includes the summary of financial, technical and institution al operations. The plans and programs of the cooperative for the next following years will also be presented.

On the other hand, discussion about the new National Electrification Administration (NEA) Charter or R.A. 10531 is one of the agenda for this year’s meeting. One of the SURSECO II staff will present the salient features of the said new law.


Based on the NEA Key Performance Standard (KPS), it is necessary and mandatory to all electric cooperatives nationwide to conduct an annual general membership meeting regularly. (SURSECO II/PIA-Surigao del Sur)
