ECC reiterates employers’ responsibilities under Employees’ Compensation Program

BUTUAN CITY, Nov. 15 (PIA) – An official of the Employees Compensation Commission (ECC) reminded employers that that they must comply with requirements under the Employees’ Compensation Program.

ECC Executive Director Stella Zipagan-Banawis said employer must remit contributions to the State Insurance Fund (SIF) which is administered by the Social Security System (SSS) for the private sector and the Government Service Insurance System (GSIS) for the government sector.

Penalty for failure to do so ranges from P1,000 to P10,000 and/or imprisonment for the duration of the violation on non-compliance.

Private employers remit an employees compensation contribution of P10 per employee every month for employees with monthly salary credit (MSC) of P14,500 and below, and P30 per employee every month for employees with MSC of P15,000.

Government agencies remit monthly contribution of P100 per employee every month. The SSS and the GSIS manage these funds through wise investments and bank deposit placements.

Banawis said every employer and every employee shall be registered with the SSS or GSIS. Failure or refusal by an employer to register his employees is punishable by a fine of not less than P1,000.00 nor more than P10,000.00 and/or imprisonment for the duration of the violation or non-compliance.

In case a compensable contingency occurs after 30 days from employment and before the System receives any report for coverage about the employee or EC contribution on his behalf, his employer shall be liable to the System for the lump sum equivalent of the benefits to which he or his dependents may be entitled.

Also, the employer shall comply with safety and health laws and shall take necessary precautions for the prevention of work-related disability or death. In case an employee gets injured or dies due to failure by the employer to comply with safety devices requirement, the employer shall pay a penalty of 25 percent of the lump sum equivalent of the income benefit due to the employee.

Meanwhile, the employer is required to maintain a logbook to record chronologically the sickness, injury or death of his employees, stating the names, dates, and place and nature of the contingency as well as the number of days that the employee was unable to report for work due to work-related illness or injury. Notifications of such contingencies to the SSS andGSIS shall be made within 5 days from the date of the contingency.

Banawis said no contract, regulation or device whatsoever shall operate to deprive the employee or dependents of any part of the EC program compensation package. Existing medical services being provided by the employer shall be maintained and continue to be enjoyed by his employees. (JPG/PIA-Caraga)

ECC officials intensify Quick Response Team Program

BUTUAN CITY, Nov. 15 (PIA) -- The Employees’ Compensation Commission (ECC) has been continuously intensifying its Quick Response Team Program (QRTP) in times of contingencies in the regions.

This was announced by ECC Executive Director Stella Zipagan-Banawis, during the press conference held Wednesday in one of the local hotels here.

Joining Dir. Banawis in the panel are Ms. Cecil Maulion, ECC Chief of Information and Public Assistance Division, and Dr. Sarah Concepcion, Medical Officer III of ECC.

Banawis said that the ECC extends assistance to private and public sector employees or their dependents in the event of work-related sickness, injury or death.

“The ECC believes that there is a need for its presence to be felt as soon as the contingency occurs. It is on this premise that the ECC-QRTP was created,” Banawis added.

The ECC-QRTP provides immediate help to workers who suffer from work-connected contingencies or their families who have to deal with work accidents or sudden onset of occupational disease or death, in the form of psycho-social counseling and assistance in the filing of EC claim with the Government Service Insurance System (GSIS) or the Social Security System (SSS).

Banawis further said that the following are covered with the program: 1) Workers who are members of the GSIS or compulsory members of the SSS; and 2) Sea-based Overseas Filipino Workers (OFWs).

Also, the following are the benefits and services of the program: 1) Psycho-social counseling and stress-debriefing to victims and their families to help them cope with the contingency; 2) Information on the Employees Compensation Program and the ECC-QRTP; 3) Assistance in the processing of EC requirements; and 4) Facilitation on the prompt release/payment of the EC benefits to worker/beneficiary.

Meanwhile, Banawis encouraged the employees in the private and public sectors to file for their claims at ECC whenever contingencies occur and assured that ECC will immediately act on it.

Surigao del Sur free from red tide toxin, BFAR says

BUTUAN CITY, Nov. 15 (PIA) -- Bislig Bay in Surigao del Sur is negative from red tide toxin, the Bureau of Fisheries and Aquatic Resources (BFAR)-Caraga said in its latest Shellfish Bulletin dated Nov. 8, 2012.

BFAR said based on laboratory results, all shellfish around the area of Surigao del Sur are safe for human consumption.

The agency, however, warned that shellfish from the waters of Dumanquillas Bay, Zamboanga del Sur, Murchelagos Bay in Zamboanga del Norte and Misamis Occidental are still positive for paralytic shellfish poison, and all kinds of shellfish are not safe for consumption.

With these developments, BFAR reminded the people avoid consuming shellfish from the infected areas. They also said fish, squid, shrimps and crabs are safe to eat but must be properly prepared and provided that the fish is fresh and washed thoroughly. Internal organs, gills and its intestines must also be removed before cooking.

Ang MiRC ay nabuo sa pamamagitan ng pakikipag-ugnayan ng Father Saturnino Urios University (FSUU) at German Development Cooperative – Microinsurance Innovations Program for Social Security.

MiRC to share best practices in advocacy, innovations in facilitating access to microinsurance

BUTUAN CITY, Nov. 14 (PIA) – A one-day sharing on best practices in advocacy and innovations in facilitating access to microinsurance will be conducted by the Microinsurance Resource Center (MiRC) on November 21, 2012 at AVR 2 FSUU College Building South, this City.

MiRC was established through the partnership of the Father Saturnino Urios University (FSUU) and German Development Cooperation – Microinsurance Innovations Program for Social Security.

MiRC Manager Ivy Gamotin-Flores said the Microinsurance sector in the Philippines has been on a steady progress through the various initiatives of the government, in partnership with the insurance industry and development actors.

“MiRC has been actively contributing to this progress, localizing best practices in advocacy and innovations in facilitating access to microinsurance,” Flores said.

“We shall be looking back at what has been done and also looking forward to what remains to be in the future,” she added.

Adventure education center to open in 2013

CEBU, Nov. 14 (PIA) - Ramon Aboitiz Foundation Inc. - Kool Adventure Camp (RAFI-KAC) will inaugurate the Philippines’ first fully dedicated adventure education center next year.

This initiative is to continue transforming the lives of the youth and professionals for leadership and team development through expeditions, kayaking, ropes courses, service learning, adventure camps, and backpacking challenges.

As of November 2012, the buildings and facilities in the center are close to completion.

Aside from the buildings, the center features 28 kinds of Challenge Ropes Course (CRC) High Elements. CRC is an experiential adventure activity that offers groups and individuals the opportunity to participate in a series of activities involving mental, physical, and emotional risk taking.

This gives individuals the opportunity to increase their communication skills while becoming effective at group problem solving. Attempting and succeeding in this type of activity often gives one a feeling of accomplishment, self-worth, elation, and recognition that is quite possible in seemingly impossible situations.

“The center located in Balamban is a first for our country and a major initiative of RAFI. It is also a big responsibility we assume .There are other institutions in the Philippines involved in team building and adventure. Many also just for entertainment and leisure. Kool Adventure Camp is a serious attempt to build leadership attributes in the Filipino youth,” explained Roberto E. Aboitiz, president of RAFI.

Edvan Loh, KAC camp director, said apart from the technical equipment, training structures and facilities that have been built, what distinguishes the KAC centre are its high level of quality and safety designed into its curriculum, program and systems.

“Our team of passionate and professional instructors are highly trained and competent in both outdoor leadership skills and facilitating learning through the outdoors,” added Loh.

KAC has been offering adventure education programs for leadership and team development for youth and professionals for the last decade. It is one of the programs under RAFI’s Leadership & Citizenship focus area where future leaders are nurtured to prepare them to take an active role in affecting change. NMIS accredits three slaughterhouses in Caraga region

BUTUAN CITY, Nov. 14 (PIA) -- National Meat Inspection Service (NMIS) Caraga Regional Director Desiderio Julaton has announced that only three slaughter houses in the region are accredited by their office.

He said this during the interview on the radio program AgriPinoy Caraga aired over dxBN-Radyo ng Bayan Butuan, a radio program of the Department of Agriculture (DA) Caraga.

Julaton said the three slaughterhouses currently accredited by their office were the municipal slaughterhouse in Prosperidad in Agusan del Sur and city slaughterhouses in Bislig City, Surigao del Sur and Cabadbaran City in Agusan del Norte.

“All these accredited slaughterhouses can transport their meat products anywhere in the Philippines”, he said.

One of the basic and the most important requirements to be an accredited slaughterhouse are hygiene and sanitation.

Julaton explained that those who were not accredited falls under the category called Locally Registered Meat Establishment (LRME).

LRME slaughterhouses are permitted by the local government unit to operate within their territorial jurisdiction and its meat products are for local consumption only.

The National Meat Inspection Service, a specialized regulatory agency in the Department of Agriculture is the country’s sole national controlling authority on all matters pertaining to meat inspection and hygiene.

It is mandated to protect the interest, health and general welfare of the meat consuming public and shall endeavor for the development of the livestock and meat industry. (RAFID-DA 13/PIA-Caraga)

Ang mga finalists gipili human sa preliminary screening nga gihimo sa tulo ka mga divisions ug kini sila mopailawom pa sa background check ug documentation verification nga pagahimoon sa independente nga grupo sa mga assessors alang sa final screening.

Ang final screening ug interview nga pagahimoon sa pinili nga mga Panel of Judges ipahigayon karong ikatulong semana sa Nobyembre 2012, samtang ang awarding ceremony gikatakdang pagahimoon karong umaabot nga Disyembre 7 atol sa 2nd Provincial Teachers Congress nga ipahigayon didto sa Provincial Sports Complex, ning syudad.

5 NPAs with high-powered fire arms surrender

BISLIG CITY, Surigao del Sur, Nov. 13 (PIA) – Five high-powered fire arms were formally surrendered by five (5) members of the New People’s Army to the 75th Infantry (Marauder) Battalion, Philippine Army on Monday.

Lt. Jolito Borces, civil military operation officer, said five NPA rebels arrived at 75IB Headquarters around 6:30 on Sunday evening namely: Ricky Banding Yambo alias “Ikoy”, Juan Garapan Intua alias Jamal/Arim”, Julius Suan Casan alias “Jomar”, Julie Licardo Bonifacio alias “Albert”, Elfie Casal Pinaloay alias “Emer” and Giovani Juvilla alias “Bunso”.

The said rebels were then led by Alfredo Magadan Asuncion alias “Jack” of Guerrilla Front-3, Southeastern Mindanao Regional Committee operating in the areas of Mongkayo and Laak both of Comval Province and in the Municipality of Sta Josefa and Veruela both of Agusan del Sur.

The rebels brought along with them the following five high-powered firearms: one (1) M16 rifle, one (1) M653 rifle, two (2) cal. 30 Carbine rifles and one (1) M14 rifle with several live ammunition and magazines. As today, said surrenderees are now at Headquarter of 75IB for some interviews.

According to the surrenderees, the misery in life at the mountainous area and uncertainty forced them to return to the folds of law.

Lt Colonel Danilo B. Benavides, Commanding Officer of 75thIB expressed his acknowledgement and gratitude to the surrenderees in their decision to return within the government.

“I am humbly appealing to their comrades (NPA) not to hesitate to do same, approach the army units especially the 75IB. We in the Philippine Army are always in the manner of strengthening our peace and development but without your cooperation we can’t attain it”, Ltc Benavides said.

Surigao Norte names finalists for Search for Most Outstanding Teachers

SURIGAO CITY, Nov. 13 (PIA) -- Surigao del Norte recently named the finalists for the 2012 Search for Most Outstanding Teachers of Surigao del Norte.

The award, known as “Bantayog Nan Kinaadman,” aims to inspire teachers throughout the three DepEd divisions of the province namely Surigao City, Siargao, and Surigao del Norte to enhance their competences and strive to perform better and recognize their achievements and exemplary performance in molding the students to be globally competitive.

The finalists for Siargao Island Division in the Elementary Level are Analyn M. Sarvida of Consuelo Elementary School in Gen. Luna and Honey R. Tagalo of Don Enrique Navarro Memorial School in Dapa. For the Secondary Level they are Alban M. Yamson of Socorro National High School and Marites T. Penera of Pilar National High School and for Alternative Learning System (ALS) Level, Marissa L. The finalists were chosen after the preliminary screening conducted by the three divisions and will be subjected to background check and documentation verification by an independent group of assessors for final screening.

Final screening and interview by the selected Panel of Judges will be on the third week of November 2012, while the awarding ceremony is set on December 7 during the second Provincial Teachers Congress to be held at the Provincial Sports Complex, this city.
