RDC endorses the establishment of reg'l competitiveness committee

AGUSAN DEL SUR, Oct. 19 (PIA) -- The Caraga Regional Development Council endorsed last week the establishment of the Caraga Regional Competitiveness Committee (RCC) to raise the country’s overall competitiveness as compared with selected Asean cities.

Department of Trade and Industry regional director Brielgo Pagaran who endorsed the establishment of the RCC said the role of the RCC would be to work with the National Competitiveness Council (NCC) in improving the country’s competitiveness as a means to reduce poverty incidence through inclusive growth in 11 focus areas, namely education and human resource development, performance governance system, streamlined business permits and licensing system, Philippine business registry, customs/national single window, infrastructure, power and energy, transparency in budget delivery, anti-corruption, ICT governance, and judicial reform.

“The other roles of the RCC are to oversee the collection and tracking of regional competitiveness indicators, make policy recommendations to improve the competitiveness position of the region,” Pagaran said.

With regards to composition of the RCC membership, Pagaran said the composition may not be entirely drawn from the RDC. The RDC may invite others from outside to become members.

“As a public-private sector body, it should have one co-chair each from the public and private sectors. It should strive to have half of its members from the private sector including the academe. It should also appoint a project or executive director as focal point person to ensure efficient coordination and implementation,” Pagaran added.

The proposed composition of the Caraga RCC shall be six cities, four provinces, capital towns, state universities, the Department of Agriculture, Deapartment of Agrarian Reform, Department of the Interior and Local Government, Department of Labor and Employment, Department of Science and Technology, Department of Tourism, Department of Public Works and Highways, Department of Trade and Industry, Commission on Higher Education, National Economic Authority and the Technical Education and Skills Development Authority for the public Sector.

For the private sector, Chamber of Commerce, private universities, industry cluster heads, CEOs of Caraga companies were identified.

ConsumerNet, cellphone sellers’ dialogue & workshop set in Butuan

BUTUAN CITY, Oct 19 (PIA) -- Members of the Caraga Consumer Network (ConsumerNet) and consumer organizations in Agusan del Norte will be participating in the dialogue and workshop with cellphone sellers, as well as in the 7th ConsumerNet Meets the Public on October 31.

The said dialogue and workshop will be conducted in the morning session while the ConsumerNet Meets the Public will be in the afternoon session. Both will be held at the Barangay Imadejas Function Hall, this city.

The whole-day activity is the culmination of the month-long celebration of the Consumer Welfare Month with the theme “Get organized. Be Heard. Be Empowered.”

Department of Trade and Industry (DTI) Caraga Regional Director Brielgo Pagaran said the objective of the dialogue is to inform cellphone sellers on the breach of warranty clause under existing laws, as well as enable them through the workshop to handle consumer complaints.

“Records show that majority of the cases lodged at the DTI-Caraga regional office were complaints concerning defective cellphone units. With this activity, this office aims to resolve consumer complaints at the store level with the establishment of consumer welfare desks,” said Pagaran.

Also, Pagaran said the objective of the forum in the afternoon session is to inform the public on the recent updates on matters affecting consumers.

“The specific topics that will be covered during the forum are the following: 1) Water Supply (no water during rainy days whether heavy or light and other water related concerns); 2) Electricity Supply (brownout schedule, power crisis, energy saving tips); 3) Report on helmet evaluation and issuance of ICC sticler; and 4) Helmet Act implementation on January 2013,” Pagaran added.

Surigao Norte is Gawad Pamana ng Lahi 2012 regional winner

SURIGAO CITY, Oct. 19 (PIA) -- The Province of Surigao del Norte will receive the Gawad Pamana ng Lahi 2012 award as regional winner for the provincial category during the Regional Forum of Local Governance held today in Butuan City.

Other winners who will receive the award are Surigao City for city category and Hinatuan, Surigao del Sur for municipality category.

The awarding of the 2012 regional winners will highlight the regional activity, with DILG Secretary Mar A. Roxas as guest of honor. Roxas will also present the “Call to Action” message of the national government.

PRC, Wetlands Int'l pass assessment report of PfR areas in Agusan del Sur

AGUSAN DEL SUR, Oct. 18 (PIA) -- Climate, erosion and siltation, water quality conversion of marsh land into agriculture, dwindling of fish stock and other animals and the crocodiles were reported root causes of disaster in Agusan del Sur.

This was contained in an assessment report of the partnership for resilience (PfR) areas in Agusan del Sur by the Philippine Red Cross (PRC) and the Wetlands International as initial move to implement the special project on disaster risk reduction and management program financed by the Netherlands.

The main objectives of the project assessment by the Wetlands International represented during the assessment by Marianne Rense and Merjin van Leeuwen are to learn the way PRC and CARE work and communicate with communities in the project areas; do rapid assessment to identify the root causes and drivers for disaster and the state of the ecosystem most relevant to livelihoods and disaster mitigation and; developing joint insights within the partnership in land use-ecosystem-livelihood-disaster relations through learning by doing, joint field visits, interviewing community representatives and linkages between ecosystem and livelihoods aspects and discussing root causes of disaster.

The 2011 Pag-asa findings consider the Agusan River Basin as the Type IV are, with rainfall more or less evenly distributed throughout the year. The rainfall varies from a monthly 190 mm in the “dry” March – August period to 230 mm per month in the “wet” December to February period.

Erosion and siltation are other causes of disaster, whose silt originates from the hills and mountains surrounding the river basin. The increase of silt are caused by mining, large scale logging and agriculture not suited for slopes. Because of siltation, riverbeds to fill up, causing water levels to increase. And because the rivers are shallower than before, the current increase caused fast erosion of river banks.

Another cause of disaster is water quality. Water quality has gone down because siltation is making the water muddy. It is also noted that there is an increase of nitrogen and phosphate contents on the over use of chemical fertilizers. Water quality also deteriorate by exotic species, like water hyacinth and janitor fish that make the water low in oxygen levels during hyacinth massive die-off. The concentration of cadmium and mercury in the water are related to mining activities upstream.

Another is the conversion of marsh land to agriculture. Logging in marsh area continue, and converted into agricultural fields. Because of this, the system loses its function as sponge serving as water catchment during floods and slowly releasing water during drought season. It also serve as filter, improving the water quality and act as the major source of commercial fishes.

Dwindling of fish and other animals like crocodiles turned out as another cause of disaster due to over fishing and hunting, and the conversion of flood forest and marsh habitat into agriculture. To date, DENR superintendent of the marsh said there are only 20-30 animals left on 40,000 hectares of marsh area.

Possible actions were unveiled by the assessing team and the first consideration is understanding where the problem is coming from. The team has also drafted long- term solutions, suggesting the eradication of siltation and pollution by stopping logging of the remaining natural forests. PhilHealth to hold nationwide fun run for mother & child protection

BUTUAN CITY, Oct. 18 (PIA) -- The Philippine Health (PhilHealth) Insurance Corporation will hold a nationwide fun run on February 17, 2013 to mark its 18th year of establishment.

Dubbed "PhilHealth Run 2013: Nationwide Run for Mother & Child Protection," the event aims to continuously draw national attention and support to its mission of providing all Filipinos with access to quality health care through social health insurance.

It will be held simultaneously in the 18 areas namely: Manila, Baguio, Dagupan, Taguegarao, Clark, Malolos, Laguna, Batangas, Legazpi, Iloilo, Cebu, Tacloban, Zamboanga, Cagayan de Oro, Davao, Koronadal, Marawi and Butuan.

PhilHealth declared that the PhilHealth Run 2013 also aims to help increase public awareness and create more advocates who will advance the issue.

PhilHealth Caraga Regional Vice President Johnny Sychua said proceeds from registration fees and sponsorships will benefit one national and 18 other local institutions that work for and cater to the health and welfare of Filipino mothers & children.

The 50 percent of the total proceeds will to go to the national beneficiary which is the Philippine Medical Center for Children located in Manila.

Meanwhile, for Butuan City, the Bethany Home - a home by the Missionary Sisters of Mary at Baan Km. 4; and Gesu Eucaristico Children’s Inc. (GECI) at Manapa, Buenavista, both for physically and sexually abused young women are the two beneficiaries.

Sychua further bared that the PhilHealth Run on February 2013 is open to all Filipino and even non-Filipinos who are in good health condition. They can register in 3, 5, 10 or 18-kilometer category either online or at any PhilHealth regional and local health insurance offices where the participants are supposed to run.

The registration fees for the simultaneous nationwide PhilHealth Run 2013 are as follows: 3km - P250; 5km - P300; 10km - P500; and 18km - P600.

Sychua also signed a memorandum of agreement with the representatives of Eastwest Bank, Bethany Home, GESU Eucaristico, and Smart Communications Inc., as sign of partnership for the said event in February 2013. (JPG/PIA-Caraga)


Milo organizers enjoins gov’t employees to participate in 36th Milo Marathon

BUTUAN CITY, Oct 18 (PIA) -- The Milo organizers in Caraga Region headed by Benjamin Dacera enjoins employees of government agencies to participate in the 36th Milo Marathon Butuan City qualifying race on November 18.

The assembly area will be at the Father Saturnino Urios University (FSUU) Gymnasium at 4 a.m.

The following are the categories of the said marathon: 3K Kiddie Run, 5K Fun Run, 10K Run, and 21K Half Run. There will also be a cheer dance competition.

For 3K kiddie run and 5K run for students, the registrants have to submit a photocopy of their birth certificate and school Identification Card, a 220-gram empty pack of Milo, and a registration fee of P50. For the 5K run for adults, registrants have to submit a form and a P100 fee, while registrants for the 10K and 21K Half Run have to submit the same form and a fee of P500.

Butuan’s PESO earns top Regional Performer Recognition

BUTUAN CITY, Oct 18 (PIA) -- Butuan LGU's Public Employment Service Office has been given the Top Regional Performer award during the 12th National PESO Congress and Awarding Ceremony in Baguio City on Oct 11.

This adds to the growing list of recognitions Butuan LGU has received.

The Butuan LGU has also been awarded the Seal of Good Housekeeping for its programs on good governance and earned the third place in the recent 2012 National Literacy Awards for Highly-Urbanized City Category held in Baguio City.

Butuan City has previously won in the Regional Levels for Highly-Urbanized City Categories in the 2012 Lupong Tagapamayapa Incentive Awards, the 2012 Search for Child-Friendly Cities and the 2012 Gawad Kalasag for disaster preparedness, qualifying in the national levels in all three award-giving bodies with which the results are to be announced before the year ends.

BUTUAN CITY, Okt. 18 (PIA) -- Ang mga kabataang galing sa mga pamilyang naapektuhan ng pagbaba ng industriya ng kahoy sa rehiyon ng Caraga ay binigyan ng oportunidad na matuto ng mga kasanayan na tutulong sa kanila na makahanap ng trabaho.

Mahigit 75 scholars ang isasailalim sa isang pagsasanay sa kursong Shield Metal Arc Welding NC II at 20 scholars naman ang isasailalim sa Gas Tungsten Arc Welding. Bawat isa naman sa kanila ay bibigyan ng P10,500 upang pondohan ang 34 na araw ng pagsasanay sa Technical Education and Skills Development Authority (Tesda).

Ang mga scholars ay makakatanggap din ng National Certification ng National Competency Assessment at isasailalim din ang mga ito sa registry system sa ilalim ng Public Employment Service Office (PESO) para sila ay mag-qualify para sa local at overseas na trabaho.

Si Butuan City Mayor Ferdinand Amante Jr. sa pakikipag-ugnayan sa PESO ay magsasagawa ng isang orientation para sa mga partisipante ng Training-for-Work Scholarship na kabilang din sa programa ng local na pamahalaan ng Butuan upang bigyang tugon ang mga pangangailangan ng mga pamilyang apektado ng pagliit ng industriya ng kahoy sa rehiyon.

Dahil sa inisyatibo ni Amante, sa pamamagitan ni Secretary Joel Villanueva, ang nasyonal na pamahalaan ay nagpalabas ng mahigit sa P3.8 milyones para bigyang pundo ang programa.

Agusan Norte holds Provincial Children’s Congress

AGUSAN DEL NORTE, Oct. 17 (PIA) -- The provincial government of Agusan del Norte, through the Provincial Social Welfare and Development Office, conducted Provincial Children’s Congress and Installation of Young Leaders at the Provincial Training Center, Capitol Compound, Butuan City, Monday, October 15.

Child representatives from different municipalities of the province attended the congress. The purpose of the said activity is to orient the children of their rights as provided for by the United Nations Convention on the Rights of Children (UNCRC) and to enable them to practice governance as some of them were elected as governor, vice governor and board members prior to the congress to do the functions and responsibilities of provincial officials for one day.

 The elected child leaders for 2012 are as follows: Governor-Joellyn B. Macallos (Nasipit), Vice Governor-Agcelin O. Nolasco (Las Nieves), Board Members-Jarrel S. Ocharon (RTR), Gylde O. Denola (Tubay), Angelito n. Cagulada (Buenavista), Raisen Glo M. Vecina (Santiago), Billy M. Lariosa (Nasipit), Pierce Peter John Sanchez (Santiago), Allyssa Camelle T. Garcia (Carmen), Johnny C. Labasan, Jr. (Tubay).

Gloria L. Pabillore, the provincial social welfare and development officer, gave the welcome remarks. She said this is the second year for the province of Agusan del Norte to conduct the activity. It is embodied in the Children and Welfare Code of Agusan del Norte to conduct the same yearly.

Sangguniang Panlalawigan Member Fortunato P. Rosales read the speech of Governor Erlpe John M. Amante. Governor Amante said today’s young children would build our country’s future. He added that some children do not recognize their role in the society as they indulge in bad vices and criminality. Amante said the children should be at the forefront of our country’s development. He also challenged the attendees to be part of nation building.

Provincial Director Romeo A. Solis of the DILG Agusan del Norte gave an inspirational talk to the children participants. He said the DILG is taking care of the rights of children as the department is mandated to facilitate and provide technical assistance in the organization of the Local Council for the Protection of Children (LCPC) and spearhead the monitoring of the functionality of LCPCs at all levels.

Solis cited the principle of Mahatma Gandhi, that the best resource of a country is human resource. He also said the time is ripe for the government to mold the children to become the best human resource. He thanked the governor for giving due importance to children. Solis told participants to develop their own personalities to help improve our country.

Atty. Peterbill Elizalde of the Commission on Human Rights gave a short briefing on the four rights of children such as survival rights, developmental rights, protection rights and participation rights as provided for by the UNCRC.

Before the congress, the participants identified some issues and concerns affecting children based on their perspective. Some of those they identified were: poor school attendance due to poverty and computer games, early indulgence in bad vices, teenage pregnancy, lack of classroom and school facilities, lack of parental guidance, hunger; bullying, and teenage crimes and other issues. After the identification of issues, the children proposed recommendations to the provincial government to come up with local legislation for reference by possible government agencies to help intensify protection of children. Si Jolina Macario, isang magsasaka at matagal nang naninirahan sa Purok 7, Sitio Mahmah, Barangay Panagangan ay nagsabing parepareho sila ng nadarama ng ibang pang magsasaka ng makita nila ang pagbukas ng bagong naisaayos na daan, kasama ng mataas na pag-asa para sa kanilang magandang kinabukasan.

Children took the reign of governance in the provincial government of Agusan del Sur today

PATIN-AY, Prosperidad, Agusan del Sur, Oct. 16 (PIA) -- Children took over the reign of the provincial government on Monday after the election last Saturday during the annual conduct of the Children’s Congress on Saturday and Sunday.



In a message of Gov. Adolph Edward Plaza read by Vice Gov. Santiago Cane Jr, Gov. Plaza said his administration is very glad and proud that children are given the opportunity to reign the provincial government every year as mandated in the Provincial Ordinance No. 16, series of 2002 otherwise known as the Children’s Code of Agusan del Sur.



“For almost decade now, we have been practicing this children’s governance in Agusan del Sur and I am very elated and proud that as young they are, these children are sincere and honest in rendering services to the people, and I feel, they will become good and effective leaders in the future,” the message of Gov. Plaza said as read.



Vice Gov. Santiago Cane Jr. also relinquish his post as presiding officer of the Sangguniang Panlalawigan (SP) in favor of the elected young Vice Governor, who presided the SP session today, with elected members of the young SP members.



“Upon assumption of her office, I invited the young Vice Governor in my office and gave her the briefing of the things she saw inside, and the things she should do when she preside the session. I vacated my seat in her favor and I and the members of the SP sat at the sala set in front of the young Vice Gov. as I introduced them to her. I am very glad, that when I looked at her, she feels very confident reading the topics that I prepared that they will take up during the session. How proud I am to see a very young Agusanon young lady carrying in her shoulder my responsibility for the day,” Vice Gov. Santigao Cane said.



Elected young Governor was Adrian Carmona from Lapaz while Hannah Maries Telia Mate Tuso from Bayugan City was the young Vice Governor.



Elected members of the Sangguaniang Panlalawigan District 1 are: Tierney Jane Poliga from Talacogon, April Krishna Cueno from Bayugan City, Angel Baybayon from San Luis and Mary Joy Buhoy from Esperanza. For the second District, elected SP members are: Rodel Ramos from Bunawan, Joy Noval from Trento, Xianne Faye Dacula from Trento, Christine Jean Tablo from Veruela and Carl Sanchez from San Francisco.



Elected PCL Provincial President is Harold Paler while the Liga ng mga Brangay President is Daffodil Pepito and Jacquiline Ildefonso took the seat of the SK Provincial Federation President.

ICRC, PRC Butuan to conduct Media Workshop

BUTUAN CITY, Oct. 16 (PIA) – The International Committee of the Red Cross (ICRC), with the support of the Philippine Red Cross (PRC) Butuan City-Agusan del Norte Chapter, will be holding the Media Workshop on International Humanitarian Law (IHL) and Humanitarian Reporting on October 20, 2012 at the Dotties Place Hotel, this city.



Reporter or correspondent per media outfit in Caraga region covering issues related to the armed conflict will be participating in this one-day event.



In a press statement, ICRC Head of Mindanao sub-delegation - Mr. Philippe Beauverd said that the objectives of said workshop are the following: 1) to increase awareness of IHL and ICRC activities in the Philippines, including its partnership with the PRC; 2) to enhance knowledge of humanitarian reporting; 3) to increase awareness among journalists on basic first-aid; and 4) to establish and strengthen the professional relationship between ICRC and media practitioners in Caraga.



“Since 2010, the ICRC has done eight media workshops in the National Capital Region, Visayas and Mindanao, to increase, among journalists, awareness of international humanitarian law or the law of armed conflict, and to promote responsible reporting of the humanitarian consequences of armed conflict,” said Beauverd.

DILG-Caraga to hold Reg’l Forum on Local Governance in Butuan

BUTUAN CITY, Oct. 16 (PIA) -- The Department of the Interior and Local Government (DILG) Caraga will conduct a Regional Forum on Local Governance slated on October 19, 2012 at the Dotties Place Hotel here with the presence of Secretary Mar Roxas.



DILG-Caraga Regional Director Lilibeth Famacion said the regional forum is in commemoration of the two decades of local autonomy in the Philippines pursuant to Presidential Proclamation No. 63 declaring the month of October as the Local Government Month.



“Invited to this activity are the Local Chief Executives in the region, Regional Line Agencies, Civil Society organizations, Academe, and the quad-media,” said Famacion.



The highlights of said region-wide activity are Sec. Mar Roxas’ Call to Action and the Awarding of 2012 Gawad Pamana ng Lahi (GPL) regional winners.



Also, part of this event are the presentation of the Regional State of Local Governance Report (SLGR) and the region’s scheme on Sustainable Development, along with the sharing of best local practices in the aspects of social transformation, environmental integrity and economic viability.

PhilHealth to conduct Nationwide Simultaneous Run

BUTUAN CITY, Oct. 16 (PIA) – The Philippine Health (PhilHealth) Insurance Corporation will be celebrating its 18th year of dedicated service on February 2013 with its vision “Bawat Pilipino Miyembro, Bawat Miyembro Protektado, Kalusugan Natin Segurado.”



PhilHealth Caraga Regional Vice President Johnny Sychua said that as part of its month-long anniversary celebration, PhilHealth will hold a nationwide simultaneous run dubbed “PhilHealth Run 2013: Run for Mother and Child Protection.”



“This historic event will be held simultaneously in 18 sites nationwide on February 17, 2013,” he said.



Proceeds of the run will be given to the Philippine Children’s Medical Center (PCMC) as the National Beneficiary, and to local beneficiaries – Bethany Home, a home by the Missionary Sisters of mary at Baan Km. 4; and Gesu Eucaristico Children’s Inc. (GECI) at Manapa, Buenavista, both for physically and sexually abused young women.

TESDA, LGU empower youth affected by declining wood industry in Caraga

BUTUAN CITY, Oct 16 (PIA) -- Young people from families who are affected by the declining wood industry in Caraga Region where provided opportunity to gain skills that would help them to be gainfully employed.



A total of 75 scholars will be undergoing training on the course of Shield Metal Arc Welding NC II and 20 scholars will take the course of Gas Tungsten Arc Welding. Each scholar will be given P10,500 to fund their 34 days of training at Technical Education and Skills Development Authority (TESDA).



Scholars will also receive National Certification of National Competency Assessment and they will also undergo through a Registry System under PESO for them to qualify for the local and overseas employment.



Butuan City Mayor Ferdinand Amante Jr. and the Public Employment Service Office (PESO) held an orientation for the participants of the Training-for-Work Scholarship, in line with the program of local government of Butuan to address the needs of the families affected by the declining wood industry in region.



With the initiative of Amante, through Tesda Secretary Joel Villanueva, the national government has released P3.8 million to fund the program.



Meanwhile, the rest of the fund will be used for the second batch of scholars under the course of heavy equipment operator, masonry and electricity. (NCLM/PIA-Caraga)





DILG-Caraga holds TOT & Contingency Planning for DRRMOs

BUTUAN CITY, Oct. 16 (PIA) – The Department of the Interior and Local Government (DILG) Caraga held a "Training of Trainers and Contingency Planning for Local Disaster Risk Reduction and Management Officers (LDRRMOs)" aimed at building disaster-resilient and safe communities in the Agusan River Basin areas of the provinces of Agusan del Sur, Agusan del Norte and Butuan City.



The training was held at Goat2geder Hotel and Restaurant, Butuan City on October 12, 2012.



The Community-Based Disaster Risk Reduction and Management (CBDRRM) Contingency Planning aims to capacitate the local government units and communities lying along the Agusan River Basin (ARB) in the two (2) cities of Butuan and Bayugan, two (2) municipalities of Buenavista and Nasipit of the Province of Agusan del Norte and eleven (11) municipalities of Bunawan, Esperanza, La Paz, Loreto, Prosperidad, Rosario, San Luis, San Francisco, Talacogon, Trento and Veruela of the Province of Agusan del Sur.



DILG Regional Director Lilibeth A. Famacion, in her message, is calling out to the Local Disaster Risk Reduction and Management Officers (LDRRMOs) to make a contingency plan for the barangays within their area which are easy to follow, easy to understand and is doable.



“Our goal is to save lives. This is why we always join efforts to ensure the security and safety in our areas. This we can achieve by being prepared and by planning ahead. Thus, this activity is very important so that we avoid the dangers and perils of disaster and climate changes,” said RD Famacion.



The training session has the end goal of formulating the Barangay Contingency Plan for flood because flood is the identified hazard in these areas. Part of the contingency planning was the DRRMOs establishment and institutionalization of their different adapted protocols and early warning systems, information dissemination and the mobilization of their emergency response team. During the activity, the DRRMOs and the Municipal Local Government Operations Officers (MLGOOs) of the identified LGUs were capacitated in order to strongly create community awareness and response before, during and after disaster. BUTUAN CITY, Oktubre 16 (PIA) -- Naglaan ng P8.59 bilyones na pundo si Pangulong Benigno S. Aquino III para sa transition processes na nakalaan para sa pagtatayo ng Bangsamoro political entity matapos nilagdaan ang Framework Agreement sa pagitan ng pamahalaan ng bansa at ng Moro Islamic Liberation Front (MILF).



Sa kanyang mensahe bago paman ang pormal na paglagda sa kasunduan sa Malacanang sinabi ng Pangulo na ang karagdagang pundo na nilaan para sa Transition Investment Support Plan na kabilang sa P12.93 milyones na naibahagi na sa General Appropriations Act.



“Sa taong ito, ang pamahalaan ay naglaan ng 8.59 bilyones para sa Transition Investment Support Plan, na kabilang sa 12.93 bilyones na naibahagi na sa pamamagitan ng ating budget,” ayon sa Pangulo.
