Agusan del Norte institutionalizes welfare program for children

BUTUAN CITY, June 21 (PIA) -- The provincial government of Agusan del Norte has institutionalized the welfare programs for children as local officials acknowledged that the youth are the hope of the country.

This is what Governor Erlpe John Amante pointed out in his State of the Province Address in the 6th special session of the Sangguniang Panlalawigan held recently at the provincial capitol covered court here.

The chief executive of the province emphasized that in order to ensure that children are attended well, the province strengthened the local council for the protection of children in the municipalities.

“We continued to implement our yearly commitment of providing workbooks to all children enrolled in the daycare service program. Last year, workbooks worth P1.5 million were given to these children numbering 9,382 all across the province,” Amante said.

Amante further said the provincial government did not just provide food for the brain but also embarked on endeavors aimed at molding children into physically healthy citizens.

He explained that the “Operation Timbang (Operation Weighing)” activities were conducted all over the province, serving a total of 44,920 preschoolers.

Amante added the food assistance programs through supplementary feeding activities were also implemented in coordination with the Department of Social Welfare and Development and the province’s 10 municipalities and one city, resulting to the decrease of the rate of malnutrition in the province from 13.32 percent in 2009, 12.19 percent in 2010, to 10.18 percent in 2011.

Because of these efforts and based on the regional nutrition evaluation result, Amante said the province was deemed first place in the implementation of the nutrition program in Caraga for 2011.

Meanwhile, Amante bared that for those who might have had a wayward life, the province has a place where they can be rehabilitated, with the end view of guiding them back to a productive life. This is through the construction of a youth center or Bahay Pag-asa to house children in conflict with the law.

“This is how we institutionalized the children’s welfare program of the provincial government,” Amante said. (RER/PIA-Caraga)


Kaliguan Festival 2012 kicks-off today

SURIGAO DEL SUR, June 21 (PIA) -- The staging of this year's “16th Kaliguan Festival” kicked-off this morning in the municipality of Cagwait, 34.5 kilometers south of Tandag City, the province's capital city.

The festival is a yearly activity in honor of St. John the Baptist, every 24th day of June, highlighted by the Search for "Perlas ng Kaliguan" Beauty Pageant held at Cagwait Beach.

Community Development Information Officer Rogen Tabugoc revealed that part of today’s opening ceremonial program are the groundbreaking ceremonies for the creation of the DOH Training Center and the Balai Mindanao project with former Senator Ernesto Maceda as guest.

Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS) projects like the drainage canals in four barangays, seawall in Brgy. Unidad, and a water system in Brgy. Laktudan, all in the municipality of Cagwait were also turned-over this morning.

Caraga RDRRMC to conduct earthquake, fire drills

BUTUAN CITY, June 22 (PIA) -- The Caraga Regional Disaster Risk Reduction and Management Council (RDRRMC) is set to conduct the 2nd quarter nationwide simultaneous earthquake drill on June 29 at Father Saturnino Urios University (FSUU), this city.

Pursuant to Republic Act 10121, otherwise known as an act strengthening the Philippine Disaster Risk Reduction and Management System of 2010, RDRRMC will conduct earthquake and fire drills to heighten public awareness and improve community preparedness and mitigation.

According to Dr. Blanche T. Gobenciong, Office of Civil Defense-Caraga Regional Director and RDRRMC Caraga chairperson, the conduct of this activity is a key strategy in reducing disaster risk in times of disaster especially in the schools and workplace.

The activity will be attended by the RDRRMC Technical Working Group Members from the different government agencies in Butuan City, where they are tasked to evaluate the performance of the drill participants.

Results of the evaluation will serve as basis to correct and give pertinent information to the participants on the proper way to implement drill steps in times of calamities and disasters. (RER/PIA-Caraga)


PDEA, PNP intensify anti drug operation

AGUSAN DEL SUR, June 22 (PIA) -- The Philippine Drug Enforcement Agency (PDEA) and the Philippine National Police (PNP) have intensified their operation against drug trafficking and abuse while participating and conducting activities believed to reduce the demand of drugs by students and other illegal drug users.

In a report by the PDEA regional director Joel Plaza to the members of the Provincial Peace and Order Council on June 14 Plaza said they have conducted one operation per month since March until the end of May this year, and have apprehended six suspects and confiscated more or less 10 grams of Methamphetamine hydrochloride or “shabu” and 360 grams of marijuana. In the same report, the PNP had also conducted five operations from January to May this year, arrested seven persons, and filed cases in court.

“On March 21, 2012, we conducted a buy-bust operation in Taglatawan, Bayugan City and confiscated more than eight grams of shabu and arrested an old woman (name withheld). Again, on April 30, through an arrest warrant, we arrested one person (name withheld), and confiscated three sachet of shabu and 360 grams of marijuana leaves, and the latest was on May 16, also in Taglatawan, Bayugan City through a buy-bust operation and arrested five men, and confiscated 0.8672 grams of shabu. For the arrested, cases are already filed in court,” Plaza said.

According to Plaza, PDEA also joined the Philippine Army and the civil society during the army’s outreach program and the Brigada Eskwela. Last May 4, 5, and 6 when the 401st Civil Military Operations Battalion conducted a youth leadership seminar in Bayugan City, PDEA lectured on the ill-effects of illegal drugs. On May 21-23 when the local government of Veruela, spearheaded by the municipal health office, conducted the Sangguniang Kabataan Health Congress, PDEA also lectured the same, and during the Brigada Eskwela activities in Trento, PDEA also participated and lectured on the ill-effects of illegal drugs. Mining company empowers community thru training

MRL Gold Philippines, Inc. has provided training and helped people find jobs since it began operations in 2006, said Ms. Jesalyn A. Guingguing, Environmental Manager and OIC for Community Relations.

The company has organized training on solid waste management, coastal resource management, marketing, among others. Among the sectors that attended these were indigenous people, farmers, fisher folks, women, youth and children. The said trainings were conducted in partnership local government units, academe, and national government agencies.

As of 2012, at least 679 stakeholders have graduated from these trainings.

Of the total, at least 55 were employed by the company, 15 were employed in other establishments, 115 became entrepreneurs, and 6 took higher education courses with MRL support.

Among the beneficiaries were:

Bernie S. Nanoy, 29, and president of the DOLE-registered Coro Mamanwa Community Organization – said that with the help of MRL and the LGU, his group was able to secure a settlement area. They also availed of livelihood trainings and exposures, and started entrepreneurial activities like selling bags and slippers with the use of hyacinth and other indigenous materials, plus fishing and agricultural pursuits for a living.

Ms. Ailyn B. Lasutan of Jabonga, Agusan del Norte, was one of those who graduated in MRL’s Mobile Computer Literacy Program (MCLP). Shortly after graduation, she was absorbed by MRL as Assistant Trainer for MCLP. Ms. Zaiton N. Sumpo, Lead Trainer of MCLP, revealed that Ms. Lasutan was hired because she is diligent and a fast learner.

Mr. Avelino A. Buyo – another Assistant Trainer, 26 years of age, of pure Mamanwa descent, and who is on regency status as a seminary graduate – is not a product of MRL’s development intervention. But because of his capability and credentials, plus the fact that he is a native in the community, he was absorbed by MRL to help in mentoring trainees under the MCLP. Vice-mayors summit to push for environment laws

BUTUAN CITY, June 22 (PIA) – A meeting among vice-mayors in Mindanao country is being held here to achieve unity on stand on legislation that will protect the environment and promote ecological tourism.

“The very focus of this congress is to come up with a unified stand on the part of the vice-mayors in terms of pushing for important legislations in their (respective) localities to ensure protection of the environment and the promotion of ecotourism,” Butuan City Vice Mayor Lawrence Lemuel H. Fortun said.

The 3rd Mindanao Island Congress of the Vice-Mayors’ League of the Philippines (VLMP) is being held here from June 20 to 22. s to ensure environmental protection and the promotion of ecotourism.

According to Domagoso, held also congruently with the congress is the VMLP National Executive Board 2nd Quarterly Meeting.

”We (in the league) adapt to the domestic tourism approach of the national government, and secondly, we are trying to equip in our own little way our vice mayors to preside properly and be well-versed of the parliamentary procedures,” said VLMP national chairman Francisco Domagoso (popularly known as “Isko Moreno”).

According to Sen. Antonio F. Trillanes IV, the theme of the congress which is ”Protect the Natural Environment, Preserve Nature’s Wonders, Promote Ecotourism” is timely in the light of what happened in Cagayan de Oro City and Iligan during the “Sendong” incident and what is happening right now in some parts of our country.

Sa isang pahayag, sinabi ni Department of Health-Center for Health Development (DOH-CHD) Caraga Regional Director Ariel Valencia na ang dalawang araw na kaganapan ay layuning masiguro at mapalakas ang humanitarian response sa pamamagitan ng pagsiguro sa high standards of predictability, accountability, at partnership sa lahat ng sektor sa panahon ng kalamidad.

Sinabi rin ni Valencia na ang pangunahing agenda ng pagtitipon ay ang paghahanap ng kaagapay at makagawa ng isang kasunduan para sa rehiyon.

Ang DOH ang nanguna sa Health Cluster ng Medical and Trauma Management, Management of the Dead and Missing, Nutrition, Mental Health Psycho-social Service, at Water-Sanitation-Hygiene (WASH).

Sa ilalim ng Memorandum Circular No. 1, series of 2008 ng National Disaster Coordinating Council (NDCC), nabanggit dito na kailangang ma-institutionalize ang Cluster Approach sa pag-manage ng sakuna sa Pilipinas.

Gumagana ang cluster approach sa dalawang antas. Sa pandaigdigang antas, ang layunin ay palakasin ang system-wide preparedness and technical capacity na rumesponde sa humanitarian emergencies sa pamamagitan ng global Cluster Leads at pagsiguro na mayroong maaasahan na pinuno at responsable sa lahat ng pangunahing sektor o lugar ng aktibidad.

Samantala, layunin naman ng pambansang antas na siguruhin ang agaran at epektibong pagtugon sa pamamagitan ng pagpapakilos sa mga grupo ng mga ahensya, organisasyon, at mga pribadong ahensya sa pamamagitan ng maayos na estratehiya sa loob ng lahat ng sektor at lugar ng aktibidad. Sa bawat sektor naman ay may malinaw na nakatokang pinuno, upang suportahan ang government coordination structure at emergency response mechanisms.

Dahil dito, inaanyayahan ang mga emergency/disaster focal point persons ng ahensya ng pamahalaang nasyonal na lumahok sa aktibidad na tugon sa disaster preparedness ng bansa. (RER/PIA-Caraga)

Reg’l consultative meeting on Networking of Public Health Emergency Services slated

BUTUAN CITY, June 21 (PIA) -- A regional consultative meeting on networking of public health emergency services is slated on June 26-27 in Surigao City.

In a press statement, Department of Health-Center for Health Development (DOH-CHD) Caraga Regional Director Ariel Valencia said the two-day activity is aimed at ensuring and strengthening humanitarian response by ensuring high standards of predictability, accountability, and partnership in all sectors during disaster.

Dir. Valencia also said the main agenda of the meeting is to look on collaborators and come up with one agreement at the regional level.

The DOH leads the Health Cluster namely Medial and Trauma Management, Management of the Dead and Missing, Nutrition, Mental Health Psycho-social Service, and Water-Sanitation-Hygiene (WASH).

Under Memorandum Circular No. 12, series of 2008 of the National Disaster Coordinating Council (NDCC), it is stated that the management of disaster in the Philippines should institutionalize the Cluster Approach.

The cluster approach operates at two levels. At the global level, the aim is to strengthen system-wide preparedness and technical capacity to respond to humanitarian emergencies by designating global Cluster Leads and ensuring that there is predictable leadership and accountability in all the main sectors or areas of activity.

At the country level, the aim is to ensure a more coherent and effective response by mobilizing groups of agencies, organizations and NGOs to respond in a strategic manner across all key sectors or areas of activity, each sector having a clearly designated lead, in support of existing government coordination structure and emergency response mechanisms.

With these developments, the health chief of the region is inviting emergency/disaster focal point persons of national government agencies to participate the activity in response to the disaster preparedness of the national government. (RER/PIA-Caraga)


21st Mindanao Business Conference set in Butuan

BUTUAN CITY, June 21 (PIA) -- The Butuan City government led by Mayor Ferdinand Amante Jr. together with other government agencies, Butuan Chamber of Commerce, and stakeholders stepped up preparations for the 21st Mindanao Business Conference slated August 2-4, 2012 to be held at the Almont Hotels’ Inland Resort here.

This activity is anchored on the theme, “Invest Mindanao: Towards a More Inclusive, Progressive and Greener Future.”

The said activity is in time with the Adlaw Hong Butuan (Butuan Charter Day) celebration on August 2, 2012 which will celebrate Butuan’s status as a city. It honors Butuan’s municipal officials, citizens, and past leaders who have contributed their loyalty and efforts to the city. It will also present the city’s modern culture through street parties, beauty pageants, and motorcades.

According to Marlon Libot, Business Support Organization Team Leader of the Growth with Equity in Mindanao, a non-government organization (which aims to accelerate economic growth in Mindanao and help assure that as many people as possible participate in and benefit from the growth) said that around 500 participants coming from the business sector in Mindanao including farmers and fisherfolks are expected to join the event.

Each participant will have to pay a registration fee of P2,500 which includes kit materials for the three-day event.

“US Ambassador to the Philippines H.E. Harry K. Thomas is highly expected to give his keynote message on the first day, August 2, as well as Ambassador of Japan H.E. Toshinao Urabe, Ambassador of China H.E. Liu Jianchao, and Ambassador of Korea H.E. Hye-Min Lee… Meanwhile, Senator Franklin Drilon, Committee on Finance Chairperson will also give his message together with other high rank officials, and Vice President Jejomar Binay will be the guest of honor during the Ambassador’s night,” said Libot.

“During this three-day event, different products in Caraga region will be featured and presented to investors from other regions in Mindanao with its picturesque scenery,” Libot said.

Libot further said that Senator Teofisto Guingona III is expected to grace the activity on the second day, August 3. It will also be highlighted with various topics that will be presented by experts in the business industry.

On the last day, August 4, Senator Aquilino “Koko” Pimentel III will also join the participants while Mindanao Development Authority Chairperson Luwalhati Antonino will present the 2012 Mindanao Business Policy Agenda.

It was also learned that President Benigno S. Aquino III is expected to give his keynote speech on the culmination day.

Gov says Agusan del Norte values technological education, training

BUTUAN CITY, June 21 (PIA) -- Agusan del Norte Governor Erlpe John Amante recently said the provincial government has always valued technological education and trainings and its contribution to society.

This developed after he reported that the province’s enrollment rate in public elementary and high schools have increased significantly, citing that the province is serious in implementing not only basic education and degree courses but also technical-vocational courses in tech-voc schools in the province and in this city.

Gov. Amante said persons provided with technical and vocational education and training reached 7,084 in 2011 up from 5,433 in 2010.

The official said the scholarship program through Training or Work Scholarship Program was also able to serve 1,084 scholars in 2011 increasing their number by 201.

He added from 6,079 in 2010 to 7,353 in 2011, an increasing number of trainees were assessed, and out of these trainees, 4,985 passed and were given national certifications. “This means that their skills are now duly certified nationwide,” Amante said.

The provincial governor also reported that in 2011, 26 graduates got employed contributing to the overall number of 5,550 Technical Vocational Education Training (TVET) graduates who got employed.

“Among these graduates were those produced by the Las Nieves Training Center at Barangay Mat-I… from a handful 18 in 2010, they numbered 113 trainees in 2011 specializing in Shielded Metal Arc Welding and Food and Beverage Services,” Amante said.

The official added competency rates have also improved from 61 percent in 2010 to 81 percent in 2011.

Meanwhile, Gov. Amante said the provincial training center in Cabadbaran City has also produced a growing number of TVET graduates from 312 in 2010 to 324 in 2011.

He added that certification rates for the National Competency Assessment have likewise been increasing from 94 percent in 2010 to 98 percent in 2011. “So was the number of high school graduates and out-of-school youths who were provided with the scholarships, and a total of 215 TVET graduates from the center have already found employment,” Amante said.

Gov. Amante also emphasized that as a complement scheme, the provincial government has granted 50 scholarships to qualified students under the Provincial Technical Scholarship Program. The two-year program covers financial support of P7,500 per scholar per semester.

The official further said the provincial government has implemented a full-course scholarship program specifically designed for the Indigenous Peoples (IPs) of Agusan del Norte. “As of 2011, 10 IP scholars have been awarded P50,000 scholarship grant per semester,” Amante said. (RER/PIA-Caraga)

BUTUAN CITY, June 21 (PIA) -- The provincial government of Agusan del Norte has institutionalized the welfare programs for children as local officials acknowledged that the youth are the hope of the country.

This is what Governor Erlpe John Amante pointed out in his State of the Province Address in the 6th special session of the Sangguniang Panlalawigan held recently at the provincial capitol covered court here.

The chief executive of the province emphasized that in order to ensure that children are attended well, the province strengthened the local council for the protection of children in the municipalities.

“We continued to implement our yearly commitment of providing workbooks to all children enrolled in the daycare service program. Last year, workbooks worth P1.5 million were given to these children numbering 9,382 all across the province,” Amante said.

Amante further said the provincial government did not just provide food for the brain but also embarked on endeavors aimed at molding children into physically healthy citizens.

He explained that the “Operation Timbang (Operation Weighing)” activities were conducted all over the province, serving a total of 44,920 preschoolers.

Amante added the food assistance programs through supplementary feeding activities were also implemented in coordination with the Department of Social Welfare and Development and the province’s 10 municipalities and one city, resulting to the decrease of the rate of malnutrition in the province from 13.32 percent in 2009, 12.19 percent in 2010, to 10.18 percent in 2011.

Because of these efforts and based on the regional nutrition evaluation result, Amante said the province was deemed first place in the implementation of the nutrition program in Caraga for 2011.

Meanwhile, Amante bared that for those who might have had a wayward life, the province has a place where they can be rehabilitated, with the end view of guiding them back to a productive life. This is through the construction of a youth center or Bahay Pag-asa to house children in conflict with the law.

BFAR exec leads ‘Liplipan’ Management Plan launching in Siargao

SURIGAO DEL NORTE, June 21 (PIA) -- Bureau of Fisheries and Aquatic Resources (BFAR) National Director Attorney Asis G. Perez led the launching of Sailfish "Liplipan" Management Plan in the country’s game fishing capital in Pilar, Siargao Island, Wednesday.

Perez said the plan seeks to manage fish stocks and guarantee the future of the fisheries sector in the island, “not just sailfish (liplipan) but all other marine resources.”

During the event, a memorandum of agreement was forged by Perez with Governor Sol Matugas, 1st district representative Francisco Matugas, and local chief executives, signaling the start of the program.

Perez then turned over six units of deep sea fish shelters locally known as "Payao," worth P1,736,160, to the local government units-beneficiaries thru their local chief executives.

Agusan del Sur generally peaceful, decrease in crime volume noted

AGUSAN DEL SUR, June 21 (PIA) -- “Agusan del Sur is generally peaceful,” said P/SSupt. Rodolfo Dasmarinas, police provincial director for Agusan del Sur, when he rendered his report during the provincial peace and order council meeting held last June 14 at the Sangguniang Panlalawigan session hall in Prosperidad.

According to Dasmarinas, the total crime volume from March to May this year, totalling to 148, decreased by five incidents compared to the same period last year, which is 153 incidents. However, the PNP provincial office has also recorded a decrease in crime solution efficiency, with only 32.43 percent compared with last year, with 46.41 percent.

“Within the period from March to May this year, the average monthly crime rate is 8.09 incidents compared to last year’s 8.37, with a reduction of 0.28 incidents. But we are high in our monthly index crime rate this year with 6.02 per 100,000 population, compared to 4.98 the same period last year. For the monthly non-index crime rate, we recorded a decrease this year with only 2.8 incidents compared to 3.39 incidents per 100,000 last year,” Dasmarinas said.

According to PNP’s report, murder registered to be the highest with 40 (36 percent) incidents, followed by physical injury with 22 (20 percent) incidents, and the third is homicide with 13 (12 percent) incidents. The least crime recorded is carnapping with four incidents.

“For the period covered, Bayugan City had the highest crime incidents with 49, followed by Prosperidad 24. San Francisco ranked third with 20, and two municipalities got the lowest with only one incident each, and they are the municipalities of Veruela and San Luis,” Dasmarinas said.

Dasmarinas also said that with 50 warrant of arrests that they have served against wanted persons, the same number was arrested, and while they conducted eight operations against illegal gambling, nine persons were arrested, recovering assorted illegal gambling paraphernalia.

“The decrease in crime volume compared to the same period last year is a result of the religious implementation of police integrated patrol system (PIPS) otherwise known as Patrolya ng Bayan, which is in line with formulated patrol plan 2030 with the coordination, support, and cooperation of all sectors of society in their interest to achieve a lasting peace, progress and stability,” P/SSupt. BUTUAN CITY, Hunyo 21 (PIA) -- Bahagyang tumaas ang bilang ng enrollment sa mga pampublikong paaralan noong 2011 at ito ay sa pagpupursigi ng lokal na pamahalaan ng Agusan del Norte upang mapalaganap ang "Education for All" program.

Ito ang binigyang diin ni Governor Erlpe John Amante sa kanyang State of the Province Address (SOPA) kamakailan. Aniya, sa mga pampublikong paaralan, tumaas ng 11.88 porsyento ang bilang ng mga nagsipag-enroll sa pre-school at 3.83 porsyento sa elementarya.

Ayon kay Amante, nagkaroon ng magandang resulta ang adbokasiya ng lokal na pamahalaan na pataasin ang enrollment sa mga paaralan sa probinsya.

“Magugunita na sa school year 2006-2007 at 2008-2009, ang net enrollment ratio ay nasa 74 porsyento lang. Dahil sa programa, ang net enrollment ratio simula sa taong 2009-2010 ay tumaas sa 75.50 porsyento. At mas lalo pa itong tumaas ng 83.39 porsyento sa taong 2010-2011 na lumagpas sa 80 porsyentong marka sa national level,” ani Amante.

Idinagdag din ng opisyal na noong nakaraang taon, nagpatuloy pa ito sa pagtaas, kung saan ang cohort survival rate ng probinsya ay tumaas mula 67.14 porsyento hanggang sa 69.04 porsyento.

Sinabi rin ni Amante na tumaas din ang completion rate ng mga estudyante mula 65.27 porsyento sa school year 2009-2010 hanggang 66.56 porsyento sa school year 2010-2011.

Binigyang diin din ni Amante na ang implementasyon ng programa at proyekto ay may layuning paunlarin ang mga paaralan na magreresulta sa pagtaas ng porsyento ng mga estudyante na nakakatapos sa elementarya.

“Ang completion rate ay patuloy na tumataas simula noong school year 2005. Dahil sa programang Student Tracking System, 4Ps, at Adopt-A-Pupil, ang insidente ng dropout ay bahagyang bumaba ng 2.16 porsyento …. Kung pananatilihin natin ang rate na ito, maaari nating makuha ang layunin nating zero dropout sa taong 2012,” aniya.

Binanggit din ni Amante na ang nakamit ng elementary education system ng probinsya ay mabisang naipakita sa pagkakamit ng isang Grade VI pupil ng Cabadbaran South Central Elementary School ang award na 2nd runner up sa National Oratorical contest kasabay ng Rizal National Festival of Excellence. “Ito ay nagpapatunay na ang ating kabataan sa Agusan del Norte ay maaring makipagkumpetensya sa mga magagaling sa bansa,” aniya.

Ipinagyabang din ni Amante ang nakamit ng sekundaryang antas kung saan tumaas din ang enrollment nito, na umabot sa net enrollment ratio na 52.30 porsyento, lagpas sa 50 porsyentong national level mark.

Idinagdag din ng opisyal na ang cohort survival rate ay bahagya ring tumaas, mula 72.96 porsyento sa taong 2010 hanggang 75.46 porsyento, resulta ng pagtaas ng completion rate nito mula 68.46 porsyento sa taong 2010 hanggang 71.12 porsyento sa taong 2011 naman, na nagpababa sa bilang ng dropout rate na 6.21 porsyento.

CDA-Caraga chief urges media to help advocate cooperativism

In a press conference held after the Power Forum, Dir. Pelaez emphasized that the local tri-media has the power to convey people on pertinent information that will give benefits to the majority.

Enrollment in Agusan del Norte public schools up in 2011, gov reports

BUTUAN CITY, June 20 (PIA) -- The enrollment in Agusan del Norte public schools has increased in 2011 as a result of the provincial government’s thrust towards providing education for all.

Governor Erlpe John Amante said this during his State of the Province Address (SOPA) held recently here, saying that the 187 public elementary schools in Agusan del Norte posted an increase in enrollment of 11.88 percent in preschool and 3.83 percent in elementary.

Amante pointed out that the interventions made to increase school enrollment has indeed paid off.

“It can be recalled that in school years 2006-2007 and 2008-2009, the net enrollment ratio was only 74 percent. Because of the program we initiated, the net enrollment ratio starting 2009-2010 inched upward to 75.50 percent. It further improved to 83.39 percent in 2010-2011, exceeding the 80 percent mark of the national level,” Amante said.

The province’s chief executive further said that last year, it continued to be rosy for the education subsector as demonstrated in the province’s cohort survival rate increase from 67.14 percent the other year to 69.04 percent.

Amante also said that the completion rate of the pupils and students has improved from 65.27 percent in school year 2009-2010 to 66.56 percent in school year 2010-2011.

Amante stressed that the implementation of programs and projects aimed at improving the holding power of schools resulted to the increase in the percentage of pupils able to finish elementary education.

“The completion rate has been continually increasing since school year 2005. Conversely, due to programs like Student Tracking System, 4Ps, and Adopt-A-Pupil, incidence of dropout decreased by 2.16 percent .... If we can maintain this rate, we can achieve the goal of zero dropout by 2015,” Amante said.

Amante cited that the achievement of the province’s elementary education system can be best exemplified by a Grade VI pupil of the Cabadbaran South Central Elementary School who was recognized and awarded as 2nd runner up in the National Oratorical contest during the Rizal National Festival of Excellence. “It proves our kids in Agusan del Norte can compete with the best in the country,” he said.

Amante also boasted the same achievements that were attained in the secondary level, citing that the enrollment in the level has increased, with a net enrollment ratio of 52.30 percent, surpassing the 50 percent national level mark.

He added that the cohort survival rate inched upward from 72.96 percent in 2010 to 75.46 percent, resulting to the improvement of the province’s completion rate from 68.43 percent in 2010 to 71.12 percent in 2011, bringing down the dropout rate to 6.21 percent.

DTI to conduct livelihood trainings, seminars

AGUSAN DEL SUR, June 20 (PIA) -- The Department of Trade and Industry-Agusan del Sur (DTI-AdS) provincial office will conduct a two-day training on production of various cottage industry products, basic business financial management, and other products technology. This is in partnership with the city government of Bayugan, the provincial government of Agusan del Sur, and the Cottage Industry Technology Center.

According to Cirila Inson, Trade and Industry specialist of DTI-AdS, the two-day training will take place at the Lope A. Asis gymnasium, Bayugan City, on June 25-26, to be participated by the women’s organizations, youth, students, and other interested organizations, and will be financed by DTI and the Bayugan City government with manpower support from the provincial government of Agusan del Sur.

“If the knowledge and technology that the participants will learn and adopt may not become their source of income, I am sure this will augment their family income that can address their financial needs. The technologies and the products that we will introduce are the most needed by every family for their daily consumption. And believing that one factor that makes a business fail is miss management, we included very basic financial management lessons so that they will have knowledge on financial management,” DTI-AdS Provincial Director Lolita Dorado said.

On day one, technology training for the production of home care products such as dishwashing liquid, fabric conditioner, and detergent powder will be introduced. Training for advanced beadwork/fashion production such as brooch, wedding hair accessories, flower, mother of pearl, necklace, and bracelets will also take place. Production of peanut delicacies like peanut brittle, peanut caramel bar, peanut butter cookies, and peanut butter will also be learned.

On the second day, briefing and lectures will take place. Among the lectures will be on food safety practices, how to start a business, and financial literacy that will include how to compute effective interest rates, how to compute savings for investment, and simple bookkeeping.

The technology training on trendy balloon arrangement, such as flower balloon, column arrangement and balloon inside a balloon, will also be introduced on the second day. BUTUAN CITY, Hunyo 20 (PIA) -- Isang memorandum of agreement ang pinirmahan ng Department of Labor and Employment (DOLE), Provincial Government ng Agusan del Norte, at Technical Skills Development Authority (TESDA) kasama ng EMCO Plywood Corporation at ng Equi-Parco Construction, Inc., bilang suporta sa public-private partnership (PPP) ng pamahalaan.

Isa ito sa mga aktibidad na ginanap habang ipinagdiriwang ang ika-45 na selebrasyon ng probinsiya ng Agusan del Norte, sa pagsisikap na mabigyan ng trabaho ang mga skilled workers ng probinsya. Ang aktibidad ay ginanap sa covered court ng Agusan del Norte Provincial Capitol.

Ang nasabing aktibidad ay ginawa matapos mapag-alaman na patuloy ang pagtaas ng bilang ng mga walang trabaho at mga nagtatrabahong mababa ang sahod sa rehiyon ng Caraga sa kadahilanang ang mga bakanteng posisyon ay mahirap punan dahil na rin sa kakulangan ng kasanayan at hindi naaayong kasanayang natapos ng isang aplikante para sa bakanteng trabaho.

Sa ilalim ng memorandum of agreement, ang nasyonal na pamahalaan ay obligadong gumawa ng organisasyon, kaunlaran, at maximum na paggamit ng manpower resource ng bansa.

Laman ng kasunduan ang pagbibigay ng teknikal na tulong at suportang serbisyo ng labor department sa lokal na pamahalaan para sa recruitment at placement operations. Kasama rin sa kanilang tungkulin ang pagrerehistro ng mga jobseekers sa Phil-Jobnet System pagpili na naaayon sa kanilang kasanayan, edukasyon, at personal characteristics para sa local placement.

Ang DOLE naman ay kukuha at mangangalap ng employment data sa mga employers upang padaliin ang job placement at ang paglalathala sa Phil-Jobnet System. Sisiguraduhin din nitong magsisimula ang training, kung saan ang trainees ay may 40 hours training, at palalawakin din nito ang employment facilitation assistance kagaya ng career counseling at labor marketing information para sa lahat ng partido.

Ang lokal na pamahalaan ay kailangan ding magbigay ng tamang pondo para sa lahat ng employment promotion initiatives lalo na ang pagsasagawa ng skills training para sa mga industrial, electrician, at auto diesel mechanics. Sila ay magbibigay din ng pondo sa pagsasagawa ng training. Kasama na dito ang honorarium ng trainer, meals at accommodation para sa kabuuang tagal ng training, mga suplay at mga kagamitan para sa training, handouts, at iba pang logistics.

Ang TESDA naman ay kailangang makipag-ugnayan sa DOLE para sa implementasyon ng employment facilitation programs sa pamamagitan ng provincial office ng Agusan del Norte. Kailangan din nilang i-evaluate at mag-rekomenda ng mga training na kinakailangan ng mga naghahanap ng trabaho base sa defined competency standards pati na ang pagkilala sa mga trainers na magsasagawa ng skills training sa lugar ng pagtratrabahuan nila.

Ang ahensya din ay responsable sa pagpapabilis ng pagsasagawa ng skills training ng industrial electrician (20 slots) at auto diesel mechanic (15 slots). Matapos ang 40 oras na training, ang TESDA ay kailangan ding magbigay ng certificate of competency at tulong sa mga nagsipagtapos.

Para naman sa mga pribadong ahensya kagaya ng EMCO at Equi-Parco, sila ay magsisilbing kaagapay para sa henerasyon ng trabaho. Sila ay kailangan ding magbigay sa Public Employment Service Office, Agusan del Norte, ng sapat na impormasyon, gaya ng biodata ng mga partisipante para sa screening.

Ang mga establishimento ay kailangan ding makipag-ugnayan sa lokal na pamahalaan para sa screening at identification ng mga aplikante para sa kinakailangang skills training; ipagamit ang kanilang mga kagamitan para sa pagsasagawa ng skills training; siguruhin na ang training ay magsisimula sa tamang panahon pati na ang pagkumpleto sa 40 hours training; siguruhin ang regular/immediate employment para sa mga trainees sa kanilang kompanya; at magbigay ng tulong kung kinakailangan.

BUTUAN CITY, Hunyo 20 (PIA) -- Ang Department of the Interior and Local Government (DILG) ay magsasagawa ng isang aktibidad na naglalayong paunlarin ang culture on disaster preparedness sa mga lokal na pamahalaan at komunidad.

Ang “Tapatan on Disaster Preparedness” ay gaganapin ngayong Hunyo 26 sa Almont Hotel’s Inland Resort dito sa siyudad at dadaluhan ni Kalihim Jesse Robredo ng DILG.

Ang aktibidad na ito ay isasagawa upang ang mga lokal na pamahalaan at komunidad ay makaresponde ng maayos sa panahon ng kalamidad, at mabawasan ang hindi magandang dulot ng bawat kalamidad na pumapasok sa bansa, ani DILG OIC-Regional Director Lilibeth A. Famacion sa isang pahayag.

Idinagdag din ni Famacion na ito ay alinsunod sa Republic Act No. 10121, o Philippine Disaster Risk Reduction and Management Act 2010, na nagdidiin sa urgency and significance sa pagpapalit ng disaster preparedness bilang prayoridad sa agenda ng kaunlaran ng local government units (LGU).

Sinabi rin ng opisyal na ang pagsasagawa ng aktibidad ay bilang suporta sa circular ng ahensya bilang 2010-143, na direktang nagpapalakas sa kapasidad ng LGU, lalo na sa Disaster Risk Reduction and Management Councils (DRRMCs) na maghanda para sa kalamidad.

Ayon pa kay Famacion, ang “Tapatan” ay aksyon ni Robredo na pinatunayan naman sa pamamagitan ng paglalagda ng Pledge of Commitment. Ang mga partisipante nito ay nangakong reresolbahin at gagawing prayoridad ang kanilang local disaster risk reduction management at climate change adaption plans at mga inisyatiba.

Samantala, ang DILG ay magbibigay ng award sa mga recipients ng Performance Challenge Fund (PCF) sa dalawang probinsya, limang syudad, at 21 munisipalidad sa rehiyon.

Makakatanggap ng P1 milyon ang munisipalidad ng Buenavista, Las Nieves, at Nasipit, sa Agusan del Norte. Ganun din, ang mga munisipalidad sa Agusan del Sur na makatatanggap ng P1 milyon ay ang Bunawan, Esperanza, La Paz, Loreto, Prosperidad, Rosario, San Francisco, San Luis, Sibagat, Talacogon, Trento, at Veruela. Sa Surigao del Norte, ang munisipalidad ng Claver ang makakatanggap habang sa Surigao del Sur naman, ang munisipalidad ng Cantilan, Hinatuan, San Miguel, Tagbina, at Tago ang makakatanggap ng parehong karangalan.

Ang tatlong munisipalidad at limang barangay ay makatatanggap ng proyektong Salintubig, isang programa ng DILG n naglalayong magbigay ng water system sa mga walang mapagkukunan ng tubig sa rehiyon.

Ang munisipalidad ng Talacogon, Trento, at Veruela ay makakatanggap din ng proyektong pantubig. Samantala, ang barangay ng Bugsukan at Buntalid sa Cantilan, Surigao del Sur; Barangay Remedios sa Esperanza, Agusan del Sur; at Barangay Sta.Cruz at Mabini sa Tubajon, Surigao del Norte, ay ang mga makakatanggap din ng proyektong Salintubig.

Ang aktibidad ay may temang, “Preparedness Saves Lives.” Sinabi ni Famacion na ang mga lalahok sa aktibidad ay ang local chief executives sa Caraga, regional line agencies, DRRM Officers, local government information officers, media, academe, regional stakeholders, at iba pa. (RER/PIA-Caraga)

Cebuano News: Aquino gipanghingusgan ang kampanya batok illegal logging

SURIGAO CITY, Hunyo 20 (PIA) – Si Pangulong Benigno S. Aquino III miingon nga ang administrasyon nagpabilin nga naningkamot sa tumong niini nga kampanya batok sa illegal logging aron maseguro ang restorasyon ug preserbasyon sa mga kalasangan sa nasod alang sa mga umaabot nga mga henerasyon.

Sa iyang mensahe atol sa selebrasyon sa 25th Anniversary sa Department of Environment and Natural Resources (DENR) didto sa Heroes Hall sa MalacaΓ±ang Palace kagahapon Martes, si Pangulong Aquino miingon nga gimandoan na niya ang nagkalain-laing hintungdan mga ahensya lakip na ang Department of Interior and Local Government (DILG), Department of Justice (DOJ), ug ang DENR aron prisohon kadtong napamatud-an nga giabosohon ang mga kalasangan pinaagi sa illegal logging.

“Alam po niyo umabot po sa atin na tila may hindi naniniwala na talagang seryoso tayo doon sa ban sa logging. Tuluy-tuloy pa ho ang pagtotroso, mayroon pa hong mga kakuntsaba na miyembro ng pamahalaan. Tutal naman po diretso tayong hinahamon, Tinatanggap ko po ang hamon. Inaatasan natin ang mga kalihim ng DILG, DOJ, at DENR na magtulong at pag-isipan, planuhin, gawin kung paano pa mapapaigiting ang ating kampanya laban sa illegal logging at maniguradong ang mga conviction ay maparami pa,” ang Pangulo miingon.

Gipinahan ni Pangulong Aquino kadtong nalambigit sa mga aktibedades sa illegal logging nga ilang atubangon ang sangpotanan sa ilang mga aksyon ubos sa kasamtangang administrasyon.

“Siguro uutusan na rin natin ang Bureau of Corrections na maghanda ng mga dagdag na lugar doon para makapagbakasyon na ang mga akala’y nagbibiro ako,” ang Pangulo miingon.

Uban niining tanan nga mga paningkamot nga giimplementar, si Pangulong Aquino miingon nga siya naglaum gikan sa hintungdang mga ahensya sa estado sa programa sa anti-illegal logging.

“Inaasahan ko rin na tuwing buwan na may nire-report sila sa akin, parami nang parami ang mga nahuhuli at naco-convict hanggang maubos na po sila at magbakasyon lahat sa Bureau of Corrections,” ang Pangulo miingon. (PIA-Surigao del Norte)
