LTTMO-Butuan to enforce traffic re-routing scheme on ‘UNDAS’

BUTUAN CITY, Oct. 29 (PIA) -- Land Transportation and Traffic Management Office (LTTMO) head Alfredo Radaza of this city said the office is enforcing traffic re-routing scheme in time with the city’s commemoration of All Souls’ and All Saints’ Day on November 1 and 2, 2011.

According to Radaza, LTTMO traffic enforce personnel were already given assignments during the two-day commemoration. He added that traffic enforcers will be distributed to all cemeteries in the city.

Radaza added the traffic enforcers are also tasked to coordinate with personnel of the Philippine National Police (PNP) and the Philippine Army (PA) to ensure smooth traffic.

“Our personnel were also instructed to coordinate with security personnel like the Philippine Army and the Philippine National Police,” he said.


Also, Radaza said signages were already prepared and are now ready for installation in different cemeteries especially in the downtown proper to guide the motoring public where to go.


“These signages will be installed tomorrow – a day before the activity,” he added.


The city’s LTTMO chief further stressed they have enough number of personnel to be deployed in crowded areas like in cemeteries and churches.


With these developments, Radaza asked the public to follow the re-routing scheme that has been implemented by their office for a systematic flow of traffic.


Meanwhile, the official said LTTMO assistance center will be established inside the major cemeteries here to uphold peace and security. (PIA-Caraga)

RDC Caraga enhances members’ skills in planning, organizing events

-- The Caraga Regional Development Council (RDC) will conduct a two-day seminar-workshop on Social Graces and Protocol in one of the local convention centers here.

RDC vice chairperson and National Economic and Development Authority (NEDA) Caraga Regional Director Carmencita S. Cochingco said that during the 67th RDC Meeting held in Tandag City, members of the council agreed to conduct the said workshop. The purpose of the workshop is to enhance the skills of the council members in planning and organizing events especially during visits of official dignitaries from foreign countries, as well as to help them adept at official and social functions whether as hosts or as guests during the visit.

Cochingco further said that in order to accommodate member-participants, the two-day live-in seminar will be divided into two batches. A registration fee of P8,500 per participant will be collected to defray the cost of venue, food and accommodation, seminar kit, board and lodging, honorarium and air fare of resource persons and facilitators from the Foreign Service Institute.

The first batch is scheduled on November 15 to 16, while the second batch is on November 17 to 18 this year, Cochingco added.

The RDC is the highest policy-making body in the region and serves as the counterpart of the NEDA Board at the sub-national level. It is a primary institution that coordinates and sets the direction of all economic and social development efforts in the region. BGen Plaza lauds PNoy’s “no to all-out war” policy

-- Brigadier General Charito B. Plaza of the 7th Air Force Wing Reserve recently lauded President Benigno S. Aquino III for the latter's declaration of an “all-out justice” instead of an “all-out war,” following the recent atrocities committed by lawless elements in Basilan, Zamboanga Sibugay and Lanao del Norte.

The first lady general of the country’s armed forces said President Aquino’s stand to continue the peace talks and no to an “all-out war” policy is laudable.

She said Filipinos are inherently peace-loving people being predominantly a Christian nation.


Plaza further said that the Islam faith of Filipino Muslims also observed Allah’s teaching of love and peace. “Hence, not difficult to negotiate by a truly sincere government negotiators,” she added.

However, BGen Plaza said the President should maintain the posture of a peaceful means and in healing the wounds of his divided people and in winning the peace.

The lady general from Caraga Region is trained and schooled abroad on specialized studies and training such as the “Anti-Terrorism Training”, “Conflict Resolution and Management”, Weapons of Mass Destruction”, “Natural and Man-made Disaster Management and Operations”, “Psychological Operations” and on the national and international security management.

A three doctorate degree holder on Peace and Security Management, Public Administration, and Humanities, BGen Plaza has earned her trainings in the JFK School of Government in Harvard University, Massachusetts, USA, hence, is equipped with the know how to make her proposed peace and amnesty plan work.

She is likewise recommending the adoption of a new “Aquino Peace and Amnesty Plan” which she crafted which aims to win peace among the Filipinos. (PIA-Caraga)

Multi-sectors converge for Mindanao Week of Peace celeb

– Multi-sectors comprising government agencies, local officials, academe, non-government organizations, and private stakeholders convened recently at the Bishop’s Home here and discussed how to intensify its campaign for peace and development in Mindanao, in time with this year’s celebration of the Mindanao Week of Peace celebration come November 24-30, 2011.

Butuan Bishop Juan de Dios Pueblos stressed that Filipino people should be united since we all aim for peace. “To avoid war, let us all give love to other people despite our differences,” Bishop Pueblos said.

This year’s theme for the Mindanao Week of Peace celebration is “Common Word between Us and You: Love of God, Love of Neighbor”.

With this, multi-sectors identified activities for said celebration to be held simultaneously in Caraga, which are still to be finalized and to be presented in the next stakeholders’ meeting. (JPG/PIA-Caraga)

Loverkada Kids gets hero’s welcome from Butuan city gov’t

BUTUAN CITY, Oct. 28 (PIA) -- The city government recently gave a hero’s welcome to "Loverkada Kids" following the group’s feat as finalists in ABS-CBN’s “Pilipinas Got Talent.”

From Bancasi Airport, the group was then presented to the people of Butuan in a motorcade, proceeding to the city hall for a courtesy call with Mayor Ferdinand Amante Jr.

According to Adelfa Nedia, manager of the group, although the kids were not able to grab the championship title nor land in the top three, they were still thankful to the city government for the support given to the group.

Nedia also said although they have a lot of bookings and guestings, their priority right now is to take a rest.

During the semi-final round, the group was able to get the highest text votes among the six contenders, enabling them to grab the 7th spot in the grand finals.

Meanwhile, the group’s talent manager said that they are planning to organize a Butuan team called “Loverkada Boys” for next year’s staging of “Pilipinas Got Talent.” (PIA-Caraga)

CCPD spearheads Mindanao Week of Peace 2011 celeb in Caraga

-- The Caraga Conference for Peace and Development (CCPD) led by convenor Bishop Juan de Dios Pueblos is spearheading this year’s celebration of the Mindanao Week of Peace (MWOP) with the theme “Common Word between Us and You: Love of God, Love of Neighbor” on November 24-30.

According to Ric DequiΓ±a of CCPD, the Top 10 Best Poster chosen out from the 42 youth who participated during the On-the-Spot Poster Making Activity held last October 8 under the guidelines and principles of “Sining Kabataan para sa Kapayapaan” will be used as the official Posters for this year’s MWOP celebration.

As tentatively planned by the multi-sectors comprising government agencies, local officials, academe, non-government organizations, and private stakeholders who are active members during this celebration on November 24, the MWOP will be opened officially in Surigao City.

On November 24, a Tree Planting and Cleaning for Peace will also be conducted along Buenavista, Agusan del Norte area while on November 26, stakeholders will be participating on the ‘Takbo Para sa Kapayapaan’.

However, CCPD with its stakeholders also consider to conduct the Tree Planting and Cleaning for Peace activities together with the Gender and Development Coordinating Committee (GADCC) simultaneously since GADCC’s 18-Day Campaign to End Violence Against Women (VAW) will kick off on November 25 as well.

Also, entertainment among members dubbed ‘Kalingawan Alang sa Kalinaw’ is scheduled on November 27 while a press conference is also set during the weeklong celebration.

“Phil JobNet” - SRS registration is on-going in Tandag City

TANDAG CITY, Oct. 28 (PIA)
-- The Public Employment Service Office (PESO) under the office of City Mayor Alexander Pimentel is now accepting applicants to the national Skills Registry System (SRS).

Dubbed as “Phil. JobNet”, the program was spearheaded by the Department of Labor and Employment (DOLE) aimed to address the prevalent mismatch in the employment and skills of the workers.

SRS is an electronic system where all the data gathered from the applicants will be uploaded and can capture all the updates on workers’ skills, and qualifications, among others. Lists of establishments and vacancies can also be found relevant to labor market information.

According to Ms Lorna Novo, Tandag PESO Manager, only 2 PESO in Surigao del Sur has been granted to localize the acceptance of applicants for SRS as pilot areas in Caraga in time of its 2nd wave of implementation. These are the City Governments of Bislig and Tandag.

Novo further said application forms are now available at PESO Tandag and has been disseminated to 21 barangays here after the orientation was conducted in the middle October 2011. (PIA-Surigao del Sur)

New inter-agency task force formed to go after “kotong” cops, other traffic law enforcers

BUTUAN CITY, Oct. 28 (PIA) -–
The Department of Interior and Local Government (DILG) has created two police officer-led teams as “strike force” for an Inter-Agency Anti-Kotong Task Force (IAA-TF) that would go after scalawag policemen and other traffic law enforcers engaged in “kotong” or mulcting and extortion activities in the Metro Manila area.

The creation of IAA-TF also coincides with the launching of the DILG’s anti-kotong hotline (0918-8882749) where the public can feed/submit information – which would be treated with utmost confidentiality – about “kotong” activities.

DILG Secretary Jesse M. Robredo said the above-mentioned project was a partial compliance to a recent directive of President Benigno S. Aquino III, after a meeting with transport industry leaders, for the DILG “to coordinate with other agencies, and investigate as well as remove from the service, those found to be guilty of extortion activities.”

“The creation of IAA-TF and its strike force, and the anti-kotong hotline, are part of the President’s directive to combat all forms of kotong operation in the streets, particularly in Metro Manila. On the part of the transport leaders, I urge them to cooperate in our campaign and discipline their ranks so as to prevent traffic enforcers from mulcting them,” he said.

During the consultation meeting in Malacanang, the transport leaders raised various concerns, and they include the confusion in the issuance of traffic citation tickets by different agencies; maintenance of illegal terminals, proliferation of kolorum public utility vehicles, extortion, collection of passing-thru fees and suspension of smoke-emission testing being implemented by LGUs.

The DILG is currently preparing MOA with concerned agencies like the Department of Transportation and Communications-Land Transportation Office, the Metropolitan Manila Development Authority and the various local government units in the National Capital Region on the single-ticketing scheme and the campaign against “kolorum” vehicles plying or operating in the National Capital Region.

The IAA-TF, aside from its strike force, will be composed of agents or representatives from the DILG, National Police Commission, Philippine National Police, DOTC-LTO, MMDA, Department of Justice and those from local traffic enforcers from various local government units in Metro Manila.

Under the anti-kotong hotline scheme, the public will be asked to call or provide via text messaging their information that includes the date, time, place of occurrence, the modus operandi and the identity of the perpetrators. All anti-kotong information/reports that would be fed or submitted to the hotline will be treated with utmost confidentiality to protect the source of the information.


Upon receipt of the information, a police officer-led IAA-TF team will be deployed to conduct discreet surveillance and investigations on their subjects, gather material and other documentary evidences against the perpetrators.

After the IAA-TF team shall have built a tight case against their subjects, it shall submit recommendations on whether to file administrative or criminal case against the erring traffic policemen or local traffic enforcers to an IAA-TF steering committee.


The panel shall evaluate the recommendation and render a decision/action whether to reprimand, transfer, and file administrative or criminal charges against PNP personnel engaged in kotong. The panel’s decision would be forwarded to the Chief PNP for enforcement and/or implementation.

In the case of erring local traffic enforcers, their cases will be referred to the concerned action officers of the MMDA or the LGUs for administrative or criminal sanctions. If warranted, the IAA-TF would also pursue the criminal cases of erring local traffic law enforcers. (DILG-13/PIA-Caraga)

Strengthen Security for big businesses; organize SCAA to act as guards - Military

-- The first South Caraga Security Forum was convened yesterday in San Francisco, Agusan del Sur by officials of big companies, police and army top rank officers and local government officials in the province.

According to the military and police, the meeting aimed to make the officials and investors understand their responsibilities in issues relating to security.

Specifically, the forum tackled the threat posed by terrorists and how to avoid incidents that happened in Barangay Hayanggabon, Claver, Surigao del Norte from happening also in Agusan del Sur and the rest of Caraga Region.

“It is an open book and everybody knows that big companies all over the region are made the milking cow of the Communist Party of the Philippines, the New People’s Army and the National Democratic Front (CPP-NPA-NDF). But because (communist rebels) increased their demand from 3 percent to 5 percent lately, some business establishment can no longer afford to give their extortion demand," Col. Romeo Gan, 401st Brigade Commander said.

"That is the reason why they show their forces and burn the equipments in order to sow terror that will threaten the investors so that they will be forced to give,” he said.

In order to ensure the security and safety of the big companies against the threat of the communists, the military suggested that special civilian armed auxiliary (SCAA) be organized and trained in order to augment the security forces of the mining and plantation companies in Caraga region.

Lt. Col. Danilo Benavidez, Battalion Commander of the 75th Infantry Battalion also made it clear that the SCAA will not be used to sow terror and abuses because they will be under the direct supervision of the army.

“As battalion commander of the 75th IB, it is my duty and responsibility to supervise the SCAA and to make sure that our command and control over them will all the time be imposed to make sure they will not be misguided,” Col. Benavidez said.

Col. Gan also assured the people that the army is always alert and ready in order to safeguard the investors, the business sector and the Filipino people against any terroristic activities of the CNN because big companies investing here will really solve the unemployment problem.

“We cannot set aside the security and safety of the business firms nationwide because they represent the whole country. Whatever happened to them will surely affect the economy and stability of our country and that is where we are giving our focus,” Col. Gan said. (dxDA/PIA-Agusan del Sur)

Feature: A home for abused women and children in Cabadbaran

Although a bit adjusted now to her new temporary home, Elsa,14; not her real name, starts her day cleaning and arranging her room, before taking her favorite place near the backdoor leading to the the kitchen. Shaded by trees at the heart of Cabadbaran City, the Crisis Center will be her home for the time being as Social Workers handle her case.

A volunteer barangay social worker referred Elsa to the center when she ran away from home after a neighbor attempted to rape her. This was not the first time that the perpetrator had victimized young women in their village, so she fled out of fear.

Elsa's experience is only one of the VAWC cases being handled by the Crisis Center for Women and Children in Cabadbaran. She is now on her month's stay in the center.

Mothers, some of whom were former victims of violence took turns in running the day to day operations of the crisis center. “ We established a schedule where members of our association will volunteer to man the desk here and sees to it that the center is open even on weekends,” Raquel dela Pena says in local dialect.

As president of Nagkahiusang Pundok Kababayen-an sa Cabadbaran (NPKC), dela Pena is in constant contact with their counterpart in the City Social Welfare and Development Office (CSWDO). “In responding to a reported case, we always inform the Social Worker assigned by the city government so that proper procedure will be followed.,” dela Pena said.

Members of the NPKC women association form the bulk of volunteer social workers that serve Cabadbaran City's 31 barangays. Trained how to handle cases of violence against women and children (VAWC), they act as linkage between the barangay, city government and concerned government agencies as they handle VAWC concerns.

Based on data gathered, social workers manning the desk at the center recorded at least six rape cases for July to September 2011. While seven physical abuse cases were also reported for the same period. Of the cases mentioned, rape victims were mostly minors and physical abuse were inflicted on women or mothers.

“Part of our efforts is to conduct periodic forum and orientation among women, children and even fathers in the barangay and here at the center to raise awareness on VAWC and other forms of child abuse,” dela Pena disclosed. “Our unified actions have yielded results, and Elsa'a case is only one of the cases we handled,” she added.

Mothers who are volunteer social workers accompany victims like Elsa in the center. They assist Elsa in doing simple household chores while consciously facilitating her recovery after the nightmare. Barangays have started to set aside funds to support volunteer social workers to strengthen and sustain efforts to lessen if not totally wipe out incidence of VAWC in Cabadbaran, dela Pena disclosed.

Recognizing the importance being played by mothers and volunteers in addressing VAWC and other gender issues in Cabadbaran, the City Council has alloted an initial PhP100,000 pesos to support the center's operation, while the City Government bankrolled the electricity and water consumption of the temporary shelter.

Construction of the Crisis Center was made possible with funds provided by the Agencia Espanola de Cooperacion Internacional para el Desarollo (AECID) , and implemented in Cabadbaran through the Fundacion Humanismo Y Democracia (H+D) and Philippine Business for Social Progress (PBSP). (PIA-Caraga)

Feature: Number of diabetics increases with age

Diabetes mellitus is a group of metabolic diseases in which a person has high blood sugar, either because the body does not produce enough insulin, or because cells do not respond to the insulin that is produced.

Insulin is produced by the pancreas and is being used by cells to utilize sugar for energy production.

Classical symptoms for diabetes mellitus are frequent urination, increased thirst and increased hunger.

Two main types of diabetes are Type 1 diabetes, which results from the body's failure to produce insulin, and requires the person to inject insulin, while Type 2 diabetes results from insulin resistance, a condition in which cells fail to use insulin properly, sometimes combined with an absolute insulin deficiency.

The causes of diabetes are attributed to both genetics and environmental factors such as obesity and lack of exercise.

Data from the 7TH National Nutrition Survey (NNS) conducted by the Food and Nutrition Research Institute of the Department of Science and Technology (FNRI-DOST) in 2008 present indicated that the overall prevalence of high Fasting Blood Sugar (FBS) in the Philippines is 4.8 percent, based on the average FBS of more than 126 milligrams per deciliter.

Fasting blood sugar is a type of blood test used to determine the amount of glucose in the blood and is mainly used in screening for any pre-diabetes or diabetes.

In people already with diabetes, blood glucose monitoring is used with frequent intervals to manage the condition.

Data from the NNS reflected that prevalence of diabetes mellitus among young adults 20-29 years old is 0.4%, 3.2% among adults 30-39 years old, 5.7% among older adults 40-49 years old, 9.0% among middle aged 50-59 years old and 9.1% among older persons 60-69 years old.

Hyperglycemia or high FBS level increased from 3.4% in 2003 to 4.8% in 2008.

Currently, the use of Hb1C is one of the best assessments to determine diabetes which is a form of hemoglobin measured primarily to identify the average plasma glucose concentration over prolonged periods of time.

In late adulthood, foods need to be chosen carefully to ensure adequate nutrition without excess consumption of calories since physiological changes that accompany aging may affect nutrition.

There is actually no treatment for diabetes mellitus, though it can be controlled and still be prevented with a proper diet and a healthy lifestyle.

A diabetic requires a lot of time and commitment in controlling the blood sugar through maintaining and achieving desirable body weight by eating the right types of food at the right time which are important in reducing the risk of complication of this disease.

A diabetic diet is must have a healthy eating plan that is high in nutrients, low in fat, and moderate in calories.

Inclusion of foods rich in fiber in the diet such as oats, cereals, legumes, wholegrain products, dried beans, peas, lentils, fruits, vegetables will also help in blood sugar control and thus may reduce the risk of diabetes.

A healthy lifestyle must be encouraged, such that smoking and excessive alcohol drinking should be avoided.

Moreover, it is suggested that patients with diabetes should do physical activities such as walking, 20 minutes three or four times a week, then gradually increased to 30 minutes walk, then gradually increasing it to 30. Physical activities should be something genuinely enjoyed so that it becomes a lifetime habit.

Feature: Gotta have gata in your kitchen!

-- The food consumption survey (FCS) conducted by the Food and Nutrition Research Institute of the Department of Science and Technology (FNRI-DOST) in 2008 showed that coconut cream or gata is one of the most commonly-consumed food item in Filipino households, particularly among the Bicolanos.

The FCS showed that pregnant and lactating women consume the most coconut cream at an average of about 4.5 teaspoons or 22.2 grams and 23.2 grams per day, respectively, among other population groups.

Coconut cream is usually added in viands like ginataang kalabasa at sitaw, ginataang langka, laing, ginataang manok, Bicol express, ginataang tulingan, among others, or snacks like ginataang halu-halo, ginataang mais, desserts like ice cream and custards and even in refreshments.

These foods are frequently seen in everyday meals or in special occasions like fiesta and family gatherings.

Yes, gata, like coconut oil, is rich in fat but the fatty acids it contains is mostly lauric acid, a medium-chain triglyceride (MCT).

The MCTs are converted rapidly to energy in the liver and do not participate in the build-up and transport of cholesterol, as they primarily supply energy like sugar.

This is not the case for long-chain triglycerides (LCTs) which involves a complex mechanism that leads to fat deposition, cholesterol or triglyceride buildup.

Various local and foreign studies show that MCTs do not significantly increase the risk of having cardiovascular diseases.

A study by Dr. Rodolfo F. Florentino and Dr. Aida R. Aguinaldo revealed that Bicolanos, who have the highest coconut oil intake among the regions of the country, have the lowest mortality from heart disease and stroke.

The late Dr. Conrado Dayrit, a former National Academy of Science and Technology (NAST) President and Professor Emeritus at the University of the Philippines College of Medicine, conducted extensive studies about coconut in different health conditions in the Philippines. His studies showed the numerous potential antibacterial, antiviral and antifungal effects of coconut oil, including lowering the viral load of AIDS patients.

Also, another study by Assuncao and others in Universidade Federal de Alagoas, Brazil showed that coconut oil does not cause dyslipidemia and seems to promote a reduction in abdominal obesity among women.

Aside from fats, gata also provides other nutrients like manganese, phosphorus and traces of vitamin E.


These, and many other studies showing the health benefits of coconut, encourage everyone to include coconut, its extracts like gata as well as recipes and products made from these in the diet.

So go on, include a serving of gata in your daily menu. Gotta have gata in your kitchen!

Surigao Norte to receive funds from OPAPP

-- The province of Surigao del Norte will receive P48 million from the Pamana ng Lahi Program to fund the rehabilitation of highway junction of barangay Claver-Sapa-LaSiCam-Puyawon-Gigaquit road with a total length of 22 kilometers. This was confirmed by OPAPP Technical Staff Engineer Oliver Binancilan during his paid visit to Governor Sol Matugas.

The rehabilitation works cover the portion of the provincial road from Claver to Gigaquit which is not passable especially during bad weather due to its mountainous terrain and it passes valleys and rivers. The said barangays along the stretch of the road are considered hard-to-reach and conflict-affected areas.

The project is targeted to improve accessibility of the people to basic government service facilities. Easy transport of farm produce to the market and exchange of trade and commerce is expected to follow. Part of the funds will go to viable livelihood projects. (PPDO/PIA-Surigao del Norte)

PNP-Caraga on heightened alert for ‘UNDAS’

BUTUAN CITY, Oct. 27 (PIA)
-- The region’s police force is on heightened alert as the country commemorates All Saint’s Day and All Soul’s Day on November 1 and 2.

Philippine National Police (PNP)-Caraga Regional Director PCSupt Reynaldo Rafal issued an order directing all provincial, municipal and city police stations to double their effort to uphold peace and security in the entire region during the two-day commemoration.

In an earlier interview with a local radio station here, Dir. Rafal said a police action force was already created in all areas in Caraga Region where police officers will be deployed not only to ensure peace and security but to assist the people trooping in all the public and private cemeteries in the region.

In a separate interview, Butuan City Vice Mayor Lawrence Lemuel Fortun reiterated the need for the city government to tap the services of the force multipliers such as the barangay intelligence network and barangay tanods to augment the number of police officers during those days. “This is to ensure public safety and security,” Fortun added.

Vice Mayor Fortun further said PNP personnel will be deployed in crowded areas particularly in the public and private cemeteries, as well as churches to ensure their safety. (PIA-Caraga)

17 runners from Caraga Region qualify for 42K MILO Marathon Nat’l Finals

BUTUAN CITY, Oct. 27 (PIA) --
A total of 17 runners from Caraga Region have qualified for the national finals during Sunday’s staging of the 35th Milo Marathon Butuan Elimination Race here.

According to event organizers, 16 male runners made it to the national finals while one female also qualified in the biggest marathon ever staged in the country.

Alvirg Busa, 24 years old topped the list in the male category who clocked at 1:15:08, which made him in a qualifying time of 1:15:00, followed by Jordan Bacong whose time clocked at 1:17:44, and with a qualifying time of 1:30:00.

Completing the list in the 18-34 age group with a qualifying time of 1:30:00 are Dionesio Belmonte Jr., clocked at 1:18:04 (3rd rank); Jestoni Sandinao – 1:20:49 (4th); Jonel Monsit – 1:22:07 (5th); Johnny EspaΓ±a – 1:22:09 (6th); Ariel Bagaporo – 1:25:40 (7th); Piniel Tajos – 1:25:41 (8th); and Ryan Celeres – 1:28:19 (9th).


In the 35-39 age group, only two runners qualified with the qualifying time of 1:40:00. They are Sulpico Nicolas who clocked at 1:21:00 and Rene Anarille with 1:32:47 actual time.

Also, two runners have qualified in the 40-44 age group, qualifying time of 1:40:00. Edgardo Lapasigue and Anselmo Santiago clocked an actual time of 1:23:11 and 1:39:50, respectively.

Ronilo Sandinao and Marlon Rogador both qualified in the 45-49 age group. They have an actual time of 1:17:48 and 1:40:21, respectively. This group has a qualifying time of 1:45:00.

In the 50-54 age group, Eutiquio Mahinay is the only runner who qualified with an actual time of 1:33:15 over the qualifying time which is 1:50:00.

Meanwhile, Judelyn Miranda is the lone qualifier in the female category who clocked at 1:26:23. She will represent the region in the 18-34 age group. Qualifying time for this group is 1:35:00.

Top ten in the men’s 3 kilometer run include: Rey Ulan-ulan, Reyven Tanquieng, Raymund Lopez, Jhonber Michael Labordo, Ervin Dagoc, Kem Windell Nazareno, Jhon Kic Deligero, Jemvel Villa, John Spencer Damarillos, and Mark Roquite. For women, Joan Rose Nicolas topped the list followed by Ruby Joy Lopez, Arlyn Kate Cubillas, Rita Mae Aclo Azarcon, Rubelyn Gamelo, Dynamae Malunas, Hannah Gia Lingala, Marifel Buron, Marvilyn Rogador, and Geniva Deligero.

For the 5 kilometer run in the men’s category, top ten are as follows: Juanito Mahinay, Meruin Lomarquez, Chris Aclo, Miguel Reponoya, Ryan Mark Anciano, Remigo Sili Jr., Eduardo Lape, Jumar Lumimbay, Juniephing Tobias, and Elias Tabac. Top ten in the women division include: Manilyn Taladoc, Chen May Dagcuta, Josephine Lumimbay, Cindy Claire Maghuyop, Jelly Mae Paderes, Angelica Duranggo, Mery Cris Moron, Candy Lipio, Anna Lauren Lumimbay, and Mitzie Pelegrin.

Top ten placers in the 10 kilometer run is composed of Glendon Sandinao, Aldrin Batac, Kim Balinton, Rico Roquite, Nilo Nicolas, Romnick Lumindas, Marvin Lubrico, Edmund Mannaloq, EspaΓ±a Cultura, and Noel Honorio in the male division. In the same category (female division), Jennifer Saguran lead the five qualifiers, followed by Fritzie Cabahug, Ma. Louella Yu, Myrna Renesas, and Jp Bonnie Frances Pablo.

On Sunday, October 29, runners in General Santos City will try their luck as the country’s most popular and biggest marathon event will get qualifiers in the said area and the neighboring provinces to the national level.

Solon led ground breaking of multi-purpose building

-- Cong. Evelyn “Bebs” Plaza Millana recently led the ground breaking of a multi-purpose building in Barangay Taglikid, Bayugan 2, San Francisco Agusan del Sur in time with the Children’s Month celebration.

The lady solon set aside some P500,000 for the construction of the said MP building.

Antonio Baldecorza, chairman of Answering the Cry of the People (ANCOP) otherwise known as Gawad Kalinga, whose members are mostly couples for Christ, said they requested the building in order to have a proper place where people can convene and discuss their problems and present their ideas for the development of their community and the government.

“We are looking forward that this multi-purpose building that Cong. Bebs Mellana had constructed for us will serve not only the adults, but also for the children, and other people who need the shelter for the community’s benefit. Because of this, we promise to take care of the building, and take charge of any improvement so that it can be of service for our children in the future,” Baldecorza said.

San Francisco Mayor Jenny de Asis who were with Cong. Mellana said the ground breaking of the multi-purpose building is so timely that the children’s month is being celebrated.

Philippine Red Cross to conduct a Million Volunteer Run

–- Raring to make the Philippines as the Red Cross volunteer capital of the world, the Philippine Red Cross (PRC) will spearhead a Million Volunteer Run (MVR).

According to Teodoro R. Cairo, Chapter Administrator of PRC Agusan del Norte-Butuan City Chapter, 2011 is the International Year of Volunteers as declared by the United Nations. Also, 2011 is the 10th anniversary of the International Year of Volunteers and December 5 is the celebration of International Volunteer Day. With this, the MVR was decided to be held on Sunday, December 4.

Just recently, the PRC Agusan del Norte-Butuan City Chapter Board of Directors convened to discuss the preparation and promotion of the Million Volunteer Run. The said activity will start from the Butuan City Hall going to the Agusan del Norte Provincial Capitol.

The objectives of MRV are to heighten public awareness to reduce disaster risks and vulnerability of the community in the interest of saving lives; to build an army of 1+43 humanitarian soldiers in every barangay of the country who will respond to disasters, donate blood, and alleviate human suffering; and to train and equip the Red Cross 143 Volunteers by way of Disaster Risk Prevention.

Cairo hopes that “the MRV will break all the records as the largest run ever staged in the history of the world. He encourages the companies to join the said activity. “The Filipinos will define the face of volunteerism by doing something that no other country has done”, Cairo added.

“Red Cross is the foremost humanitarian organization in the world. The International Federation of Red Cross and Red Crescent Societies have a 152-year history, the oldest and biggest organization in the world with nearly 100 million volunteers in 187 national societies nationwide”, said Cairo. CFO conducts continuing education program on migration

BUTUAN CITY, Oct. 26 (PIA)
-- The Commission on Filipino Overseas (CFO) will conduct information activities on migration, in the provinces of Surigao del Norte and Agusan del Norte on November 14-19.

According to CFO Chairperson Secretary Imelda M. Nicolas, the inter-agency community education and information campaign program of the agency seeks to assist prospective migrants in making informed decisions regarding settlement abroad, as well as generate community involvement in migration concern.

Also, the program aims to raise public awareness on various issues concerning migration, intermarriage and existing government policies and programs directed against illegal recruitment, documentation fraud, and human trafficking, among others, Nicolas said.

In addition, Nicolas said CFO also plans to reach out to the public in the municipalities, cities and provinces through the conduct of school symposia on migration, public assemblies, radio interviews with community members. (PIA-Caraga)

BGen Plaza to authorities: “Give peace a chance”

-- Brigadier General Charito B. Plaza of the Armed Forces of the Philippines’ (AFP) 7th Air force Wing Reserve urged and recommended authorities to implement “soft and hard approach” in giving peace a chance.

This is the statement of the first lady general of the AFP after the recent and continuous attacks and firefight in the Caraga Region, Basilan and the various parts of Mindanao.


BGen Plaza said by implementing soft and hard approach in giving peace a chance, there’s a need to discuss peace through a new and sincere amnesty program, with a limited timetable for those who want to go back into the folds of the law, “as the soft approach and an all-out war for those who want to fight the government’s efforts to win the peace, in a peaceful manner.”

She added just like the carrot and stick dichotomy, “We separate those who want to go back, live a peaceful life and who will opt to use violence, for their causes and interests,” Plaza further said there was a total failure in talking and in winning the peace in the past because of the lack of sincerity of the government in complying in its many promises of reforms and packages of benefits programmed for the rebel returnees.

The past amnesty program, Plaza said, other than the lack of sincerity, was bereft of too much bureaucratic red tape, with so many agencies task to handle and implement the packages of reforms and benefits.

“The amnesty program of the past was so centralized and lacked the focus and complacency of the implementers of the program,” she added.

Furthermore, the official stressed the most effective amnesty and peace plan should have a localized approach since most of the enemies of the state are all Filipinos and are residents of the different localities, who have families and relatives in the areas.

“I’m sure, they would want to be spared with the fire fights and by the economic downfall as a result of a disturbed peace,” Plaza said.

Moreover, Plaza opined a timetable to avail of the amnesty to go back into the folds of the law must be established. “When the deadline comes, those who will fail to join, is a signal that these are those who will rather use violence, thus, identifying them as the real enemies of the state,” she said.

The politician and soldier lady general has a wide exposure, experience, education and knowledge in the many ways of promoting, defending and in winning the peace, having born, grew up and exposed in the many scenarios of conflicts and fights in areas of Mindanao and in her broad studies, grasps and understanding of the different milieu of peace, conflicts and war studies and exposures. Butuan City LGU gears up for All Saints’, Souls’ Day celebration

BUTUAN CITY, Oct. 26 (PIA)
-- Vice Mayor Lawrence Lemuel Fortun today said the city government is now preparing for the forthcoming All Souls’ and All Saints’ Day celebration.

In an interview with a local radio station here, the official who is the acting mayor of the city said the city government has already coordinated with the local Philippine National Police (PNP) to ensure peace and security among the Butuanons during the two-day celebration.

Fortun added during the recent City Peace and Order Council (CPOC) meeting, the local PNP here has been instructed to be alert at all times especially that during the past days, the city has been experiencing crimes which is still unresolved as of press time.

The official said the local PNP has already prepared a security plan and assured that they will intensify the implementation of the said plan in the light of the crimes that have been happening in the city.

Fortun further said personnel of PNP will be deployed in crowded areas like the public and private cemeteries, as well as churches just to ensure that the public will be safe as they visit the tomb of their loved ones.

Furthermore, Fortun said, the city government will tap the services of the force multipliers such as the barangay intelligence network and barangay tanods to compensate the number of police officers during those days.

Also, the official said personnel of the Land Transportation and Traffic Management Office were already instructed to finalize the re-routing scheme to include traffic scheme especially in roads going to cemeteries.

“After finalizing, they must present it first to the local officials for further deliberation and approval,” Fortun added. (PIA-Caraga)

Boat capsizes off Siargao Island; 43 passengers rescued

SURIGAO DEL NORTE, Oct. 26 (PIA)
-- A total of 43 passengers, including 11 crew members of a passenger boat, were rescued off the coastal waters of San Benito town in Siargao Island after their vessel capsized due to strong leaking of water coming from the freeboard on Tuesday morning, the Philippine National Police (PNP) said.

PNP Police Community Relations Officer P/Insp. Elsa Montenegro said that around 4:30 a.m., Oct. 25, motorbanca “Maricris” left the port of Sta. Monica en route to Surigao City. Upon reaching at the seawater of the municipality of San Benito around 5 a.m., one crew noticed a volume of water in the lower part of the boat.

“Attempts have been made to pump the water out of the boat but it failed until the boat sank on the seawater,” said Montegro.

The ill-fated motor banca, owned and operated by Maria Rose Lim, was skippered by B/Capt. Jerry Lim.

A report from Phil. Coast Guard (PCG) Surigao del Norte Station further revealed that the motorbanca was loaded with 320 sacks of copra.

The boat slowly submerged at the sea water while all passengers including the crew abandoned the boat wearing life jackets. According to the PCG report, all passengers were rescued by motorbanca Kimnet-1 and were brought to the port of Sta. Monica.

“All passengers and crew are in good health condition,” the PCG report added. (PIA-Surigao del Norte)

Butuan businessman calls support to PNoy’s Plant a Billion Trees

-- A self-confessed environmentalist expressed his full support to President Benigno Simeon C. Aquino II’s Plant a Billion Trees program.


With his passion on environmental concern, Engr. Serge C. Pascual, a successful businessman/contractor, encourages everyone to share his advocacy to protect the environment by planting trees.

Pascual said that just like a child who needs special care and attention to have a healthy body, trees must also be taken cared of, not only during occasions for publicity but even after these trees are planted.

“There are several occasions and tree-planting activities of the LGUs where many seedlings are wasted because these officials are only good for “photo ops.” They (LGU officials) are most concerned over the publicity they will get out of their funded activities rather than the outcome of their projects/programs,” Pascual said in interview.

He said consistency in the proper handling of growing trees must be practiced to have a successful implementation of government programs in fighting climate change.

Pascual owns a panoramic vast tract of land at the Upper Malalag in Barangay Libertad and Bon-bon. One could view from the top of the 150 meters above sea level the entire City of Butuan and the shoreline municipalities of the province of Agusan del Norte. Personally funding the development of the entire area, Pascual plans to have a road network with planted pine trees at both sides.

Exotic fruit bearing trees, such as Durian, Rambutan, Mangosteen to name a few, are now starting to grow in the are. A huge portion of the land will also be planted with coffee. Nestle’ will provide the seedlings and the technical assistance. Pascual envisions to develop a place, fully planted with trees and coffee, that will eventually become one of the tourists destinations of the city.

Pascual is also the President of the the Caraga Indigenous Peoples Management and Development Corp. (CIPMAD). The organization fully supports all programs beneficial to the Indigenous Peoples (IPs).

Pascual said he prioritizes the realization of the planned programs aimed to uplift the lives of these IPs. Recently, an IP Congress sponsored by GIZ and ILO with NCIP (National Commission for Indigenous People) was held to gather all tribal leaders all over the Caraga region. On the same day, and the IP Summit organized by DatuBonanat was also held in a separate venue.

Pascual observed that despite the numerous gatherings and presentations of programs for the IPs, many of the beneficiaries still do not receive the privileges promoted by the NCIP and other lined agencies.

In his personal commitment to help the Mamanwa tribes in Claver, Surigao del Norte under CADT 48, Pascual maintained that cooperation and understanding among tribal leaders must be given great consideration and attention by the NCIP. (PIA-Caraga)

Nutrition survey says Iodine Deficiency Disorder decreases, households using iodized salt increase

–- The 7th National Nutrition Survey (NNS) conducted by the Food and Nutrition Research Institute of the Department of Science and Technology (FNRI-DOST) revealed that the percentage of households using iodized salt is increasing, while the median urinary iodine excretion (UIE) among 6-12 year old children is within the goal set by the International Council for the Control of Iodine Deficiency Disorder (ICCIDD).

Nationwide salt iodization started in 1995, when the enactment of Republic Act No. 8172, otherwise known as an “Act Promoting Salt Iodization Nationwide (ASIN)” was signed into law.

The law was a major effort of the Senate and the House of Representatives of the Philippines to end the prevailing iodine deficiency disorders (IDD) among Filipinos.


Fifteen years hence, the Philippines is reaping the positive results of the concerted action to pursue a common agenda for improved nutrition of every Filipino.

According to Ms. Leah A. Perlas, Supervising Science Research Specialist of the FNRI-DOST, the previous survey showed that IDD, as measured by median UIE among children 6-12 years old, has significantly shifted from mild deficiency in 1998, to adequate level in 2003, and to optimal level in 2008.

However, the results of the 7th NNS showed that IDD still remains a public health problem among pregnant women, which calls for a review of programs toward the IDD control among pregnant women, Ms. Perlas added.

The 2002 Philippine Committee on the Recommended Energy and Nutrient Intakes (RENI) says that pregnant women need 200 micrograms of iodine per day.

The iodine requirement is higher during pregnancy to provide for the needs of the fetus and to compensate for increased loss of iodine in the urine. The lack of iodine in the diet in pregnant women may cause complications or even miscarriage.

During pregnancy, IDD may develop adverse consequences on fetal development, such as mental retardation, low birth weight, and neuro-muscular abnormalities.

IDD may also develop among children and adults due to the lack of iodine in the diet. The most visible physical manifestation of IDD among adults is an enlarged thyroid.

The FNRI-DOST recommends including food rich in iodine in the daily meals like fish, shellfish, and seaweeds. However, the iodine content of plants and animals varies depending on the environment to which they are grown. Thus, iodized salt and processed food containing iodized salt are also recommended as good sources of iodine.

More Pinoys at greater risk of heart attack

–- Coronary artery disease (CAD), which occurs when blood flow to the heart is restricted due to hardened or narrowed arteries, is considered as one of the deadliest illnesses in the Philippines.

The narrowing of the arteries may be due to plaque, which is made up of fat, cholesterol and other substances found in the blood. When the plaque builds-up, the process is called atherosclerosis. The narrowed arteries constrict the flow of oxygen-rich blood to the heart and if left untreated, CAD may lead to angina or worse, heart attack.

Symptoms of angina include chest pain or discomfort and feeling of tightness or heaviness in the chest. Pain may also occur in the shoulders, arms, neck, jaw, or back, and may even feel like indigestion.

Heart attack occurs when the heart muscles are deprived of oxygen and become damaged, which can lead to serious problems and even death.

The National Nutrition and Health Survey conducted by the Food and Nutrition Research Institute of the Department of Science and Technology (FNRI-DOST) in cooperation with 14 medical societies and the Department of Health, reported that 22.5 percent or two in ten Filipino adults 20 years old and over showed a higher risk of CAD based on the anginal symptoms of chest pain, heaviness and tightness.

The results further revealed that angina based on symptoms was common among females and among those living in rural areas.

The prevalence of CAD based on history of previous diagnosis by a doctor or nurse was 1.3 percent, indicating that only a small proportion of adults were diagnosed with CAD.


This alarming problem which affects about 11,000 Filipino adults needs to be urgently addressed by government and planning bodies to prevent and control fatal heart disease among Filipino adults, according to Ms. Charmaine A. Duante, Senior Science Research Specialist of the FNRI-DOST.

Another type of atherosclerotic-related disease which was included in the said survey was the peripheral arterial disease (PAD) and stroke.

PAD is also caused by atherosclerosis where a person may have a higher risk to heart attack, stroke and ischemic heart disease.

PAD was determined based on symptoms of calf pain with a prevalence of 4.2 percent, while stroke was based on previous history with a prevalence of 1.2 percent.

The proportions of adults aged 20 years old and over who had angina based on symptoms have almost doubled from 12.5 percent in 2003 to 22.5 percent in 2008.

This alarming trend is a wake-up call, given the widely-recognized body of evidence on the prevalence of these diseases, Ms. Duante further said.

38th SSEAYP delegates to start Southeast Asian cruising on Oct. 26

BUTUAN CITY, Oct. 25 (PIA)
– The 28 delegates of the country to the 38thShip for Southeast Asian Youth Program (SSEAYP) is scheduled to cruise aroundSoutheast Asia Wednesday until December 16, 2011 where the Philippines will be its first port of call.


In a press statement, NYC Commissioner Georgina Nava, who sits as chairperson of the SSEAYP Organizing Committee, this year’s finalists from the different regions of the country would have started to receive formal notices from the secretariat already regarding their participation.

“The hard part is not over yet, as they still have to undergo a series of pre-departure training and activities which will determine if they are indeed qualified and prepared for the voyage around the ASEAN and Japan as the country’s ambassadors of culture and goodwill,” Nava added.

Nava further said that aside from the SSEAYP participants’ pre-departure training, the NYC is also gearing up for the Philippine Country Program, as the Philippines is known for its colorful festivals and fun-loving people and we will show our Southeast Asian and Japanese brothers and sisters how Filipinos celebrate camaraderie and friendship.

The lone delegate from Caraga Region, Ed Anthony Lapay, a registered nurse from San Francisco, Agusan del Sur is one of the delegates who passed the rigorous regional interviews and deliberations by the National Youth Commission (NYC).

In his FaceBook account, Lapay thanked God for the opportunity given to him to be with the other delegates in other Southeast Asian countries and to share cultures and traditions.

Also, in a previous text message to PIA, Lapay said as one of the country’s Ambassadors of Goodwill, he will do his best to be able to promote the richness of culture and history of the country, in general, and the Caraga Region, in particular.

For 52 days, the delegates will be on board the cruise liner MS Fuji Maru dubbed “Friendship Boat” from October 26 to December 16, 2011, visiting Japan, Philippines (Manila), Brunei Darussalam (Muara), Indonesia (Jakarta), Malaysia (Port Klang) and Vietnam (Ho Chi Minh).

Caraga RDRRMC conducts TWG planning workshop

BUTUAN CITY, Oct. 25 (PIA) -- The Caraga Regional Disaster Risk Reduction and Management Council (RDRRMC) Technical Working Group (TWG) will conduct a regional DRRM strategic action planning workshop for CY 2012-2016 on November 15-18 in Davao City.

According to RDRRMC chairperson Dr. Blanche T. Gobenciong, the workshop will be held in order to fulfill the council’s commitment in making disaster risk reduction a development priority through the implementation of more effective and strategic programs, projects and activities and to address the impact of disaster risk and climate change.

During the activity, the TWG will prepare a 5-Year Comprehensive Regional DRRM/CCA Strategic Action Plan draft for Caraga region. The plan shall be aligned with the five priorities for action of the Hyogo Framework for Action (HFA) and the new DRRM framework.

Also, during the activity the National DRRMC will provide the TWG inputs on the HFA and the National Synthesis Report on HFA Implementation in the Philippines 2009-2011; the National DRRM framework: Outcome and Key Result Areas; and the Introduction of the Logical Framework Approach.

Gobenciong will also present the Regional DRRM Program Initiatives 2006-2011 to the group and the DRR Enhanced Spatial Framework of Caraga: Vision, Goals and Objectives, Policies, Strategies, Targets and Programs/Projects will also be discussed during the period. (NCLM/PIA-Caraga)

Agusan del Sur PESO grabbed regional best PESO performer award

AGUSAN DEL SUR, Oct. 25 (PIA)
– The Agusan del Sur Public Employment Service Office (PESO) grabbed the Best Regional PESO performing award during the recent regional competition conducted by the Department of Labor and Employment (DOLE).


According to provincial PESO manager Divina Lagumbay, this is the first time that Agusan del Sur join the competition.

“We do not expect to win in this competition because this is the first time that we join. But of course, we know, we did our best to respond and implement all the employment work program as set by the DOLE without reservation, and we even exceeded our target. Because of this, together with the municipalities of Trento, Sibagat and Sta. Josefa, we were recognized as institutionalized PESO offices region-wide and became nominees for the national competition,” Lagumbay said.

During the awarding ceremony, the municipalities of Trento and Sta. Josefa also received the “Best Municipal PESO Performing Awards” for the first and third class municipalities, respectively. Aside from being the region’s best, Agusan del Sur also bagged the best provincial PESO award for the first class provincial category.

But Lagumbay admitted, there is no chance they will win in the national category competition because they have a very small figure in the placement report compared to the PESO offices in Metro Manila.

“Of course, if they will base their judgment in the placement report, we are very inferior compared to that of Metro Manila and other big cities. Even if we often conduct jobs fair here, the population in big cities in terms of applicants and placements bares a very big difference. But if they ratio the placement report against the population, maybe, we will have the chance, but still very thin,” Lagumbay said.

Lagumbay also called on all companies and institutions that have joined the jobs fair in Agusan del Sur, to furnish them copies of their hired applicants during the jobs fair conducted in the province so that her office, including those in the municipal level, will have ready reference of the employment status of applicants for local and abroad. New peace, amnesty plan to win peace – Bgen Plaza

-- “An all-out war is destructive, but a new peace and amnesty plan will win the peace,” said BGen Charito B Plaza of the 7th Air Force Wing Reserve of the Philippine Air Force.

In a press statement issued by the first lady general of the Armed Forces of the Philippines (AFP) Reserve Force, Plaza said with the recent and continuous attacks and firefight in Caraga Region, Basilan and the various parts of Mindanao, she is so disturbed and worried with the seemingly unstoppable conflict and war in Mindanao.


She added an all-out war solution will not solve but will just worsen the Peace and Security condition in Mindanao.

“Both the victims’ families and relatives will surely retaliate to get even and give justice to their dead family members, hence, the struggle for retaliation will never end,” she said.

Plaza also said an all-out war policy will depict a negative impression of an arrogant, selfish and a helpless government, pitting its own people, who are both fighting for justice, freedom, equality and peace, being victims of all forms of poverty and want, as a result of the government’s weaknesses, neglect, insincerity, complacency, lack of focus and inability.

Further, Plaza emphasized that the seemingly successful attack by the rebels with more losses in the government side was an embarrassment and depicts failure of tactics and strategy, being more equipped and a well trained force.

“The rebels too will be strengthened to stage more attacks. The AFP and the Philippine National Police on the side of the government will naturally get back in their best form, hence, a never ending war, unless a new approach will be employed,” she added.


With these developments, Plaza, a peace educator and negotiator in the successful surrender of the 105, Rag Tag Army of the then renegade Col. Alex Noble in 1991 in Esperanza, Agusan del Sur and the 205 ragtag Moro National Liberation Front of Chairman Nur Misuari in a ceremony held in the Basilan Province in 2003, crafted a proposed ‘Peace and Amnesty Plan’ for adoption by the Aquino Presidency, in order to give peace a chance, especially in Mindanao and can be replicated throughout the country. Breastfeeding practice short of WHO recommendation

BUTUAN CITY, Oct. 25 (PIA)
-– Many of us know that breastmilk is the natural and perfect first food for a newborn child and until age two and beyond if possible.

Nine out of ten or 90 percent of mothers initiated breastfeeding, according to the results of the infant feeding practices component of the 7th National Nutrition Survey (NNS) of the Food and Nutrition Research Institute of the Department of Science and Technology (FNRI-DOST) in 2008.

The survey further revealed that out of the nine breastfed children, eight were exclusively breastfed for an average of two months only.

As the child grows older, from birth until five months, exclusive breastfeeding diminished to approximately three out of ten, while also around three out of ten children were breastfed and at the same time already given complementary foods.

At 6-11 and 12-23 months old, only four out of ten and two out of ten children, respectively, were breastfed.

The data show that the practice of exclusive breastfeeding and its duration fell short of the World Health Organization (WHO) recommendation of exclusive breastfeeding from birth to six months and continuing breastfeeding up to two years and beyond while giving complementary foods after six months.

While breastfeeding is said to be convenient for the mother and the baby, as breastmilk is readily available at all times, still, many mothers opt not to continue breastfeeding as recommended.

As an observation on real life situations, there are problems that mothers, especially first time moms experienced which may have been the reasons for not continuing breastfeeding as recommended.

These problems may be classified based on the following categories: (1) mother’s condition after delivery, (2) mother’s work outside home, (3) mother’s home support system, (4) hospital support system, and (5) early giving of complementary foods.

The trauma that first time moms experience due to labor and delivery pains and some pregnancy and child-delivery complications is one problem that some mothers are faced with.

Mothers who had this experience tend to postpone breastfeeding, causing delayed and reduced breastmilk production until eventually discontinuing breastfeeding.

The mother’s work outside home is also a major factor for mothers not to continue breastfeeding even if they have successfully initiated it.

Most mothers tend to mix feed their infant in preparation for their return to work to avoid nipple confusion.

Nipple confusion happens when breastfed children are difficult to feed using the bottle when they are accustomed to breastfeeding or difficult to breastfeed when they are used to bottle feeding.

Once the baby is mixed fed, breastfeeding frequency is lessened and therefore, milk flow is also lessened and eventually dries up.

The pressure of returning early to work, even if it is less than the allowable maternity leave, is also a factor that triggers difficulty in breastfeeding.

Many mothers have not even recovered fully from the rigors of pregnancy and delivery when they are called to report back to work.

Working moms would go home very tired and just want to rest and sleep, forgetting fully that they have a baby to breastfeed.

The child who is left to the caregiver thrives on milk formula that is given while the mother is away from home, or even when at home, is asleep or taking a rest.

As a result, breastmilk diminished and the child does not want to be breast fed anymore because he or she is already accustomed to milk formula.

The role of the support system, particularly the husband and other family members, is very crucial to the mother’s early initiation of breastfeeding as this will determine the volume of milk that she will produce.

There is a tendency that family members panic when the baby cries such that they resort to bottle feeding at once to solve the problem. When bottle feeding is easily resorted to, mothers are not be able to breastfeed the child at the soonest possible time, and probably may not be able to do it at all.

While the mother’s breastfeeding situation is not yet established, the hospital has the major role during this crucial period.

However, many hospitals are not prepared and equipped enough to provide the needed breastfeeding support. Some hospitals even allow feeding bottles and milk formulas to be given to the infant.

While the nurse should be the best person that a mother can count on to provide support in assisting her to initiate breastfeeding, it seems that providing such support is not always their priority.


As a result of the lack of support after delivery, some mothers go home without even initiating breastfeeding leading to less milk flow.

Too many visitors that a patient accommodates as well as long visiting hours also pose a problem to mothers because instead of resting while the baby is asleep, mothers entertain visitors.

By the time the baby wants to be fed, the mother cannot breastfeed because either she is taking a nap to revitalize her energy or is shy to breastfeed in front of guests.

Giving complementary foods too early, like before six months, is also a factor that diminishes milk flow since the child will likely lessen the frequency of breastfeeding when offered other foods.

Thus, there are challenges that mothers are faced with to pursue breastfeeding.

There are many considerations in understanding the reasons for falling short of the WHO recommendation of exclusive breastfeeding.

Here are some suggestions that may be considered in crafting policies in helping mothers succeed in breastfeeding: A policy should provide longer maternity leave benefits to employees for all private and government institutions; Mothers, particularly those under special conditions, should be given utmost attention by the hospital care unit to assist them to breastfeed; Health care personnel, family members, friends and employers should discourage bottle feeding by strictly adhering to the rules of the mother and baby friendly environment initiatives; The hospital should have a policy regarding limiting number of visitors, and visiting hours, and disallowing minors as visitors; and Husbands and other family members including caregivers should be given breastfeeding classes and encouraged to participate in other health promotion activities.

Five agencies ink agreement on poverty reduction project

Robredo yesterday said the Departments of Finance (DOF), Budget and Management (DBM), Environment and Natural Resources (DENR) and the National Anti-Poverty Commission (NAPC) have agreed to help the DILG implement the Philippine Poverty Environment Initiative (PPEI) project.

The five agencies signed a Memorandum of Agreement (MOA) during the Biyaheng Pinoy, the celebration of the 20thanniversary of the enactment of the Local Government Code held at the PICC recently.

Robredo said the PPEI seeks to review the collection and distribution of revenues from environment and natural resources (ENR) and shall provide recommendations on how the share of local government units (LGUs) can be increased.

He explained that the project, which supports poverty reduction through the use of revenues and benefits, derived from sustainable management of ENR, will also integrate pro-poor and environment concerns into the development planning.

It also aims to identify the level of expenditure on environment at the national and local levels, and lobby for national budget allocations for programs and projects on sustainable environment including opportunities for green economy.

Under the agreement, the DILG as the lead agency, shall review the use of revenues from natural resources and link poverty-environment opportunities with key planning and budgeting guidelines of LGUs including application of LGU best practices.

The DOF shall review the collection and distribution of revenues from natural resources and recommend how the share of LGUs in revenues from ENR can be increased, while the DBM shall take charge of the public environmental expenditure review at the national and local levels and analyze how these contribute to environmental and poverty outcomes.

On the other hand, the DENR shall develop a national road map and advocacy campaign for the introduction of Extractive Industries Transparency Initiative (EITI) for mining and energy industries in the country, while the NAPC shall take charge in the identification of congressional champions to sponsor budget allocations for environmental programs and projects for poverty alleviation.

The PPEI project, which is supported by the UNDP-UNEP Asia Pacific Regional Programme, was launched last month in an Inception Workshop where representatives from government agencies, academe and non-government organizations convened to commit on the successful implementation of the project. 23IB surrenders abductor of a university stude

-- Elements of 23IB Philippine Army led by Lt Darwin Manalo has facilitated the surrender of a suspect who was charged with kidnapping with serious illegal detention, after abducting a 14 year-old student of Father Saturnino Urios University (FSUU) here.

The suspect, identified as one Charlito Acebes, a Citizen Armed Force Geographical Unit member of the same battalion based in Bayugan City, Agusan del Sur and a former employee of the victim's father.

Butuan City Police Station 3 (BCPS3) Commander Police Senior Inspector Alex Celiz said the victim recognized the voice of the suspect when she was abducted.

On October 19, 2011 at around 1:00 am at Phase 1, Emily Homes Subdivision, Brgy Libertad, this city, the victim was abducted by unidentified armed person wearing a bonnet.

Suspect forcibly entered the residence and demanded P20,000 at gun point, however, the victim’s mother refused to give said amount.

Consequently, suspect took the victim and brought her to Chinese Cemetery in Brgy Bancasi, demanded for a P100,000 ransom money in exchange for the safe release of the minor.

Victim’s mother immediately informed Butuan City Police Office (BCPO) of the abduction. Immediately, personnel of BCPO responded, safely rescued the victim but suspect evaded arrest bringing with him the ransom money handed down by the mother.

It was learned, that since Saturday, PCI Rowena Martinez of the Intelligence Division negotiated with the Commanding Officer of the suspect for his safe surrender.

It was only Monday morning at around 11 o’clock that the team of Lt. Manalo accompanied the suspect and formally turned-over to BCPO Deputy Chief who also consequently turned over to BCPS3 and processed therein his extra judicial confession. (Radyo ng Bayan-Butuan, PIA-Caraga)

-- Winners of the recent schools division contest will compete again to grab the title as Regional Champion for the Population Quiz.

The nine division winners shall vie the mind-boggling contest Tuesday, October 25 at the Provincial Training Center, Capitol Compound, Butuan City.

It will be participated in by the Schools Division of Agusan del Sur, Agusan del Norte, Surigao del Sur, Surigao del Norte, Siargao, Dinagat Islands, Butuan City, Bislig City and Surigao City.

Leslie G. Sumabal from Carmen National high School represents Agusan del Norte division; Maynard E. Limbaco of Bayugan National Comprehensive High School – Agusan del Sur; Blessee Joy V. Lacuna, Tabon Maximino Estrella National High School – Bislig City; Ruby Althea C. “Whoever wins in the regional competition shall represent Caraga to the national contest in Tarlac City sometime in April 2012,” Director Camilo S. Pangan of POPCOM-Caraga said.

Butuan dad urges investments on new regional business center

-- City Mayor Ferdinand M. Amante Jr. called investors to pour business in the new Regional Business Center (RBC) located at Barangay Tiniwisan, this city.

An Open House Program was conducted recently at the establishment in Tiniwisan for the showcasing of the new RBC, attended by the chief executives of the different departments in the City Hall, Department of Trade and Industry (DTI) together with Ryan B. Culima as the Committee Chairman of Peace and Order, and City Administrator Leah Mendoza.

Setting up a business in the said establishment is no longer a hassle since power and water supplies are ready to be installed and the roadway is already concreted. Moreover, the new RBC is located at the heart of the city, Amante said.

Amante said interested investors may visit the said place anytime. And, the local government, in cooperation with DTI, is ready to receive the investors’ support for the said project.

The said establishment is open for all individuals who want to pour their business at the RBC. Feature: Drink milk early in life, prevent fracture later

-- “Drinking milk and eating foods high in calcium at an early age may be an important strategy to reduce osteoporotic fracture rates in the later life,” said Ms. Aida C. Mallillin, senior science research specialist of the Food and Nutrition Research Institute Department of Science and Technology (FNRI-DOST).

Mallilin and her group studied the effect of school–based milk feeding among six to eight year old children in Metro Manila by measuring the bone mineral content and bone mineral density using the dual energy x-ray absorptiometry.


At baseline, Mallillin noted that the children participating in the study consume only 49 percent of the recommended nutrient intake for calcium per day.

After twelve months of conducting the milk feeding, Mallilin found that the children who drank milk with an additional 278 milligrams (mg) of calcium per day, had a greater increase in bone mineral content and bone mineral density than the children who did not drink milk.

The FNRI-DOST recommends 700 mg of calcium per day for seven to nine year-old children.

Among the foods that have high calcium content, based on the Food Composition Tables (FCT) published by FNRI-DOST, are milk and milk products, anchovies (dilis, dulong), sardines (tawilis, sinilyasi, tamban), shrimp (alamang, taguntong), crabs (talangka), snail (kuhol, susong pilipit), seaweeds(balbalulang, gamet, kulot), root crop (kamoteng puti), dried green mung beans, oats, and green leafy vegetables (dahon ng ampalaya, lubi-lubi, malunggay, saluyot, himbabao).

In addition to calcium, the bones need sufficient supplies of other minerals such as magnesium, fluoride, zinc, copper, and manganese. Vitamins D, C, and K are likewise needed in the right amount for optimal bone development and metabolism.

Message 1 of the Nutritional Guidelines for Filipinos recommends eating a variety of foods, to provide all the nutrients in the proper amount and balance. The human body needs more 40 different nutrients for good health. No single food can provide all the nutrients needed by the body.

Ayon kay Deputy Presidential Spokesperson Abigail Valte sa isang panayam sa dzRB Radyo ng Bayan kahapon na ang administrasyon ni Pangulong Benigno Aquino III ay patuloy na nakisisimpatya para sa pamilya, kaibigan at kamag-anak ng mga biktima na karamihan ay mga mamahayag.


Ani ni Valte, nagbigay na ang pangulo ng utos kay Justice Secretary Leila de Lima na padaliin ang proseso sa pagtutugis sa mga akusado sa pagpatay at isiguro na hindi maaalantala ang pagdinig sa kaso.

Gayun pa man, binigyang diin ni Valte na ang pagkamit ng hustisya para sa mga biktima ay hindi lamang tungkulin ng Sangay ng Tagapagpaganap (Executive branch) sapagkat ang “Judiciary” ang siyang may kapangyarihan sa korte na magpasya sa kalabasan ng kaso.


Dagdag pa ni Valte na ang kaso ay kasalukuyang ipinu-proseso at ito ay hindi ganap na saklaw ng kapangyarihan ng Tagapagpaganap. Aniya, “nandyan po ang Judiciary natin, nandiyan po ang korte na dumidinig at magiging final arbiter doon sa kalalabasan ng kaso”.

Tinukoy ni Pangulong Aquino sa isang pagtitipon kasama ng mga banyagang mamamahayag kamakailan lamang na gusto niyang makipag-usap sa mga hukom na sangkot sa paglilits sa Maguindanao massacre pero hindi ito saklaw ng kanyang kapangyarihan base sa Konstitusyon.

Mahigit 34 mamamahayag ang namatay noong Nobyembre 23, 2009 na kung saan ang mga grupo ng pribadong armado ang binayaran ng angkan ng Ampatuan sa Maguindanao na umatake sa noon ay kandidato para gobernador na si Esmael Mangundadatu.

Nagpaplano ngayon ang iba’t ibang grupo ng mga mamahayag na mag-oranisa para sa paggunita sa pagkamatay ng kanilang kasamahan simula Oktubre 23 hanggang Nobyembre 23, ang eksaktong araw ng anibersaryo. Ang nasabing insidente ay ginawa ng Committee to Protect Journalists na isang tanda bilang pinakamasalimuot na pangyayari sa mga mamamahayag buhat pa noong taong 1992. Sa mensahe ng Pangulo sa 26th Apolinario Mabini Awards na naganap sa Heroes Hall ng MalacaΓ±ang noong Lunes, binanggit ng Pangulo na bawat Pilipino, mayaman man o mahirap ay pantay-pantay ang karapatan at pagkakataon sa pagkamit ng tagumpay sa buhay.


Binanggit ng Pangulo na ang mga mananalo sa nasabing pagdiriwang ay nagsisilbing patunay na ang mga Pinoy ay makakamit ng anuman sa pamamagitan ng paggamit ng kanilang angking talento at kataingian.

Binigyang diin ng Pangulo na anuman ang kundisyon ng buhay ng tao ay may kakayanang abutin ang kanyang minimithi sa buhay.

Ang madreng si Ma. Paula Valeriana Baerts, ICM, ay siyang nakatanggap ng pinakamataas na parangal sa nasabing pagdiriwang. Si Baerts isang Belgian na kasapi ng Missionary Sisters of the Immaculate Heart of Mary. Sa taong 1965, ipinadala siya sa Pilipinas at nadistino sa Philippine Orthopedic Center. Habang siya ay nagsiserbisyo sa ospital, nakita niya ang isang miserableng kalagayan ng isang maykapansanan na dulot sa kanya ng pagkasabik sa pagpapabuti sa kanilang buhay. Si Baerts din ang nag nagtatag ng Tahanang Walang Hagdanan, isang “non-stock”, “non-profit”, at isang non-government organization (NGO) na may layuning paunlarin ang buhay ng mga may kapansanan.

Nakatanggap si Baerts ng parangal na Mabini Presidential Award dahil sa kanyang pagserbisyo sa mga PWD ng 54 taon.

Ang ibang mananalo ay sina Lauro Purcil, Special Mabini Award para sa PWD Rights-Based Advocacy; Capt. Oscar Taleon, Special Mabini Presidential Award para sa Leadership in PWD Sector Unification; David Casper Nathan Sergio, Disabled Filipino of the Year at Access Unlimited/Radyo ng Bayan Special Award para sa paggawa ng programa sa radyo tungkol sa PWD Personalities and Issues, at bukod pa sa iba.

Nakatanggap din ng gantimpala ang mga indibidwal at mga grupo mula sa pribadong sektor at gobyerno para sa kanilang nai-ambag sa pagsulong sa kapakanan ng mga PWD.

Ang Apolinario Mabini Awards nailunsad sa taong 1974 para magbigay ng kilala sa mga taong may kapansanan, mga propesyonal, at iba’t ibang grupo na ipinanyag ang kanilang sarili sa napiling larangan o yung nakapagbigay ng bukod-tanging serbisyo sa mga taong may kapansanan.

Ang parangal ay hango sa isa sa pinakamagiting na bayani ng Pilipinas na si Apolinario Mabini na kilala rin bilang isang kahanga-hangang paralitiko na hindi naging hadlang sa kanya ang kanyang kapansanan sa kanyang pagiging malikhain na nagsilbi namang inspirasyon sa rebolusyon ng Pilipinas.

-- Suportado sa mga Barangay Secretaries gikan sa 86 ka barangay ning syudad ang mga proyekto ug programa ni Mayor Ferdinand M. Amante, Jr. sama sa Grow a Million Tree Project, Clean Ground Zero Waste Program ug Risk Reduction Management atol sa gipahigayong forum sa pagpanguna sa buhatan sa Public Affairs Information Assistance Division (PAIAD) bag-ohay pa lamang didto sa Raquiza Hall, Balanghai Hotel and Convention Center.

Subay niini nga kalihokan gitahasan ang matag Sekretarya sa mga barangay nga mosumite sa barangay structures o mga impormasyon kabahin sa kasaysayan sa barangay kung diin sila nagserbisyo ngadto sa buhatan sa PAIAD aron makagama og usa ka libro nga magamit sa mga bisita nga buot masayod sa storya sa mga kabarangayan ning syudad sa Butuan.
