BUTUAN CITY, Sept. 16 (PIA) -– Gisugdan na sa Caraga Youth Leaders’ Network (CYLN) ang nagkalain-laing buluhaton kabahin sa pagsaulog sa United Nations (UN) International Day of Peace nga ipahigayon karong umaabot nga Septiyembre 21, 2011.

Gibansagang “Kalinaw Alang sa Tanan,” tumong sa maong kalihukan aron suportahan ang pagpabilin sa kalinaw ug kauswagan sa tibuok kalibutan.

Mao pud kini ang pamaagi aron ipabilin sa huna-huna sa katawhan ang tinuod na pasabot sa kalinaw ug paghinatagay sa ilang lupyo. PRIME: Delivering education to IPs and Muslims

AGUSAN DEL SUR, Sept. 15 (PIA) -- Agusan del Sur Gov. Adolph Edward Plaza signed a Memorandum of Agreement with the Department of Education (DepEd) officials, local government officials and the tribal leaders to jointly implement an education program for indigenous peoples (IPs) and Muslims in Agusan del Sur.

Plaza said that with the program dubbed Philippines’ Response to Indigenous Peoples’ and Muslim Education (PRIME),"education will be delivered to far flung IP communities, and I believe, when everybody will have better education, nobody will be taking advantage of other people’s ignorance.”

According Agusan del Sur Schools Division Supt. Crucita ZM-Taala, the program will be initially implemented in schools with a 100 percent IP student population in five municipalities. The program will cover the following areas: Barangay Sinakungan in Esperanza for the Higaonon, Barangay Sikat Mactan in Loreto for the Manobos, Barangay Olangoan in San Luis for the Banwaon, Talaandig and Manobo, Barangay Valentina in La Paz for the Manobos and Barangay CuliRam, Talacogon for the Manobos.

Officer-in-Charge and Assistant Schools Division Supt. Gemma de Paz said PRIME is an educational initiative of the DepEd to improve equitable access to and quality of basic education for children in disadvantaged indigenous peoples and Muslim communities. It is supported by the Government of Australia as a founding partner for an initial period of three years (2011-2014) through an Australian Agency for International Development (AusAID) grant. It will provide DepEd with additional resources in the form of grants to school communities and to support activities for DepEd and targeted communities.

According to PRIME commitment, the program recognize that the right to basic education is fundamentally an enabling right which is essential in claiming other rights, exercising self determination and expanding opportunities and choices. It also recognize the urgency of responding to the need of the IPs and the Muslim communities for relevant and responsive basic education, one that removes barriers to meaningful participation in society and empowers learners to exercise their rights and duties as Filipino citizens. Abducted Lingig Mayor to Surigao del Sur officials: “Stop military operations”

BUTUAN CITY, Sept. 15 (PIA) -- “Stop military operations,” thus said abducted Mayor Henry Dano of Lingig, Surigao del Sur when he got a chance to talk with the local management crisis committee.

In an interview, Surigao del Sur Governor and crisis committee head Johnny T. Pimentel said he was able to talk to Mayor Dano. He said the mayor was doing fine.

Pimentel added that Mayor Dano reiterated his call for the suspension of military operations in the area in exchange for his freedom.

The New People’s Army, alleged abductors of the official, has demanded the cessation of military operations in five provinces, namely, Agusan del Sur, Surigao del Sur, Compostella Valley Province, Davao Oriental and Bukidnon.

Pimentel, however, said that he can order the suspension of military operations only in his province. He said he cannot stop the military operations in provinces that are not under his jurisdiction.

But Pimentel stood firm in his position that military operations will cease only after Mayor Dano has been released by his captors.

It can be recalled that Mayor Dano, together with his two Army escorts, was abducted by suspected New People’s Amy rebels on August 6 in his residence at Lingig, Surigao del Sur. His abductors reportedly posed as government agents.

Pimentel said the local management crisis committee is doing everything to negotiate with the abductors for the safe release of Mayor Dano. (PIA-Caraga)


CHED-Caraga tells public, private HEIs to support peace activities on Sept. 21

BUTUAN CITY, Sept. 15 (PIA) -- Commission on Higher Education (CHED), Caraga Regional Director Dr. Isabela L. Mahler directed all public and private higher education institutions (HEIs) in the region to support the peace activities initiated by the Caraga Youth Leaders Network (CYLN) in line with the celebration of the International Day of Peace on September 21, 2011.

In a memorandum signed by Dr. Mahler on September 8, CHED-Caraga endorsed the peace activities spearheaded by CYLN for the support and participation of all HEIs.

Meanwhile, Mr. Rex Ybañez, CYLN Chief Executive Officer and Chairman said the 5 – Minute Moment of Prayer for Peace (Singko Minutos na Pag-Ampo Alang sa Kalinaw) from 8: 00 AM – 8: 05 AM on September 21 will be conducted by both private and government offices, civic organizations, schools, local government units, youth organizations, and churches throughout Caraga Region.

“This can be done in just within the workplace or vicinity. All shall gather in one area wherein they can render the prayer for peace while holding a lighted candle. This is to open the day with blessing from the Creator to sustain peace and development for all of us,” Ybañez explained.

Ybañez also said the Signature Campaign for Peace (Pirma Alang sa Kalinaw) is a campaign for peace process in the Philippines and to all parts of the world to ending wars and desputes, and start peace for the rest of us. The signature signifies a strong meaning and is a tool to end any form of conflict or dispute.

“This can be done within the work place. A Sheet of Paper with a Peace Message on the top of it (ex. Ang Kalinaw Akong Katungod!, I Vote for Peace, I am a peacemaker),” Ybañez said.

The Peace Education Symposium gives concrete education on the nature of peace, level of peace and other relevant information regarding peace particularly on how to sustain peace in Mindanao and the whole world. No any particular module to be run for this initiative for the Peace Concept comes from various approaches. Any type of peace education lesson can be taught to the audience, and can be administered by a qualified person within the office.

Moreover, Ybañez stressed the Photo Petition for Peace although not included in the said memos can still be observed by those parties concerned in peace. A Photo Petition is an individual peace initiative by taking a personal photo with a personal message to advocate peace. This photo can be uploaded to Facebook Account: Give Peace A Shot: A Peace Photo Petition. “You can see thousands of individual photos advocating peace in our society in the given Facebook Account,” Ybañez said.

NFA Surigao del Norte assures sufficient rice supply

SURIGAO CITY, September 15 (PIA) -- The National Food Authority (NFA) - Surigao del Norte assured the public of sufficient rice supply.

According to National Food Authority (NFA) Provincial Manager Cirilo A. Polinar, rice supply for the entire province can still sustain even until the first quarter of next year.

“The public has nothing to worry for our rice supply is still enough for the entire province of Surigao del Norte including Dinagat Islands,” said Polinar.

To date, NFA-Surigao del Norte has a total stockpile of 335,035 sacks of both local and imported rice.
Polinar disclosed that aside from NFA rice, substantial supplies of commercial rice are also sold in the market. (PIA-Surigao del Norte)


RTWPB cancels public hearing on minimum wage adjustment in Surigao del Sur

TANDAG CITY, Sept. 15 (PIA) -- The public hearing/consultations on minimumm wage adjustment in Surigao del Sur, originally scheduled on September 14 in Bislig City and September 15 in Tandag City, have been cancelled.

Regional Tripartite Wages Productivity Board (RTWPB) Chair and DOLE Regional Director Offelia Domingo had made an announcement in an interview over Radio ng Bayan Tandag on September 14.

According to Dir. Domingo, the cancellation of the two public hearings on minimum wage adjustment petition was due to the advisory from Manila TWPB to reduce the number of Public Hearing in Caraga.

Accordingly, the Public/Consultation Hearing for Bislig will be held jointly with Butuan City on September 22 at Luciana Convention Center, Butuan City. The Tandag City hearing was reset on September 16, to be held in Hotel Tavern, Surigao City. (PIA SUrigao del Sur)


Agusan del Norte LGU, 2 agencies to ink MOA on KALAHI-CIDSS Makasamang Tugon Project

AGUSAN DEL NORTE, Sept. 15 (PIA) -- The province of Agusan del Norte and the towns of Jabonga and Carmen will sign a memorandum of agreement (MOA) with the Department of Social Welfare and Development (DSWD) and the Department of Interior and Local Government (DILG) for the implementation of the KALAHI-CIDSS Makamasang Tugon Project, CY 2011.

This is after the Sangguniang Panlalawigan approved Sanggunian Resolution No. 188-2011 authorizing Gov. Erlpe John M. Amante to sign the said MOA for and in behalf of this province.

The resolution is authored by Board Member Rodulfo A. Pitogo.

Pitogo believes that the said project will alleviate poverty in the province especially in the towns of Jabonga and Carmen, the project's pilot municipalities.

Based on the MOA, the provincial government shall (1) provide technical and other assistance as needed to the recipient-municipalities; and (2) assist in promoting efforts of the municipality for participation, transparency, accountability (PTA) in local government with other non-KALAHI-CIDSS municipalities in the province, among others.

KALAHI-CIDSS means Kapitbisig Laban sa Kahirapan (Linking Arms Against Poverty) and CIDSS is Comprehensive and Integrated Delivery of Social Services.

Implemented in 2003, it is a driven development project that aims to empower communities through their enhanced participation in community projects that reduce poverty. (LGU-Agusan del Norte/PIA-Agusan del Norte)


Army brigade warns executives vs NPAs

LIANGA, Surigao del Sur, Sept. 15 (PIA) -- Col Romeo G Gan, the Army’s Brigade Commander in Surigao del Sur warned local and business executives from giving in to the demands of the communist rebels in the area.

“You are just feeding a monster to become a bigger monster” Gan said. “Do not wait until they devour you as a whole,” he added.

The group led by the Communist Party of the Philippines had stepped up their extortion activities these past few months. Heavy equipment were burned belonging to the Bislig Ventures last September 6 in Lingig, Surigao del Sur. The group which includes the New People's Army and the National Democratic Front also burned equipment in Bunawan, Agusan del Sur last August 24.

According to military reports, the CPP-NPA-NDF had increased their collection rate which prompted the companies to fight and resist them. Former household service workers receive livelihood starter kits

BUTUAN CITY, Sept. 15 (PIA) -- The Balik-Pinay, Balik-Hanapbuhay Program, a flagship of the Department of Labor and Employment (DOLE) is now fully implemented in Caraga Region.

Twenty-eight household service workers from Butuan City received the Pangkabuhayan Starter Kits on September 14, 2011.

Each starter kit is worth three thousand pesos and contains body towel, hand towel, lotion, baby powder, oil, manzanilla, alcohol, and liniment.

Fifty-five Household Service Workers from Bislig City and neighboring municipalities of Tagbina and Hinatuan completed the training on Massage Therapy and Technology Transfer Demonstration on Monday, 12 September 2011 at the TESDA Training Center, Poblacion, Bislig City. The workers learned how to make liquid dishwashing paste, fabric softener, Perfume and cologne.

After a 10-day intensive skills training, graduates of the 3rd Batch of the Galing Masahista received their livelihood starter kits. Said graduates already passed the NCII (National Certification) accreditation.

The training was spearheaded by the Overseas Workers Welfare Administration Regional Welfare Office-Caraga in partnership with the Technical and Skills Development Authority (TESDA). LGU Bislig Mayor Librado C. Navarro provided free use of training venue, while Surigao del Sur District II Representative Florencio C. Garay provided extra Pangkabuhayan Starter Kits.

The other 21 graduates received the starter kits for Liquid Dishwashing Paste Making, Fabric Softener Making, Perfume and Cologne Making.

Ms. Marieta A. Lumawag, OIC of RWO-Caraga in her graduation message challenged the OFWs to become successful business entrepreneurs using the “Balik-Pinay, Balik- Hanapbuhay” starter kit as starting capital.

With their newly acquired skills and start-up kits, the graduates are now ready to start their own livelihood undertaking in their own communities and augment their family income.

Plaza Memorial Hospital (DOPMH) sa Patin-ay, Prosperidad, Agusan del Sur. Ang dalawang ito ay mga eskolar ng panlalawigang pamahalaan.

Si Dr. Heide Mondejar na galing sa bayan ng Talacogon ay nagtapos ng kanyang pagka doctor sa Dr. Jose P. Rizal School of Medicine – Xavier University- Atenio de Cagayan habang si Dr. Kenneth Sagrado na taga prosperidad naman ay nagtapos sa Mindanao State University – Iligan Institute of Technology (MSU-IIT) sa Iligan City.

“Ako ay nagagalak at umani na naman tayo ng bunga ng ating mga pagsisikap at pangarap. Maliban sa pagkakaroon natin ng dagdag na manggagamot, ramdam ko, akoy nasa ulap dahil ang ating panahon at pera ng pamahalaan ay hindi nasayang. Mapunan na natin ang ating kinakailangang manggagamot sa DOPMH na siyang maging daan para lubos nating maipatupad ang isa sa ating mga programa, ang maibigay ang hustong serbisyong pangkalusugan sa ating mga kababayan,” Sabi ni Gob. Plaza.

Si Dr. Joel Esparagoza, hepe ng DOPMH ay nagalak din na pumasa na ang dalawa sa pagiging doctor na siyang sasagot ng pangangailangan ng doctor sa DOPMH at nag-iisang tertiary na hospital sa probinsiya. Sinabi ni Dr. Esparagoza na nagbigay na siya ng request para sa posisyon na medical officers para sa dalawang bagong doktor.

Lumagda din and dalawang bagong doktor sa harap ni Gob. Plaza ng kasunduan na sila ang taos pusong magsilbi sa mga mamamayan ng lalawigan sa pamamagitan ng DOPMH sa loob ng walong taon para maipadama ang kanilang pasasalamat at nakamit nila ang kanilang mga mithiing maging doktor.

Sa kasalukuyan, ang pamahalaang panlalawigan ng Agusan del Sur ay mayroong 234 scholars para sa pasukan ng taong 2011-2012. Sa pamamagitan ng resolusyon bilang 465 series ng 2011 at ipinasa ng miyembro ng Sagguniang Panlalawigan na si Cesar Alonde, ang 207 na scholars ay kinilala at inaprobahan para sa unang semester ng pasukang 2011-2012, at ang pundo ay manggagaling sa non-office na appropriations na kasali sa naaprobahang pundo para sa taong 2011. Sa 207 na mga scholars, 97 ang purong katutubo estudyante na makakatanggap ng libreng tuition fee, libreng board at lodging at magkakaroon ng allowance at sila ay mag-aral sa Philippine Normal University at sa Agusan del Sur State College of Agriculture and Technology. Ang 97 na scholars na ito ay galling sa buong lalawigan, kung saan, tig-dalawa bawat bayan.

Ang mga hindi katutubong scholars naman ay umabot sa 70 na estudyante na may parehong mga pribilihiyo kaysa mga katutubo. May 12 ang kumukuha ng pagka doktor at sila ay nakapag-enroll sa iba’t ibang paaralan sa buong bansa na kanilang pinili. Sampu naman ang kumukuha ng kursong nursing at walo ang mga may kapansanang scholars na kumukuha ng doctorate degree at lima ang kumuha ng masteral degree.

Para ma kompleto ang 234 na scholars, isa pang resolusyon numero 433, series ng 2011 na ipinasa rin ni SP Cesar Alonde, na nagkompirma sa 27 scholars ng Agusan del Sur distance learning scholarship program sa University of the Philippines Open University (UP-OU) simula sa pasukan ng taong 2011-2012 at pundo ay kinuha rin sa non-office appropriations. BUTUAN CITY, Sept. 15 (PIA) -- Sinimulan na ng Caraga Youth Leaders’ Network (CYLN) ang iba’t-ibang gawain kaugnay sa pagdiriwang ng United Nations (UN) International Day of Peace na gaganapin sa Setyembre 21, 2011.

"Kalinaw Alang sa Tanan" (Kapayapaan para sa Lahat), ang hakbang para suportahan ang pagpapanatili ng kapayapaan at kaunlaran sa buong mundo.

Ito rin ay isang paraan upang itanim sa isip ng mga tao ang tunay na diwa ng kapayapaan at pagbibigayan sa komunidad. Ito ay isang pagdiriwang para sa kapayapaan sa pamamagitan ng mga organisasyon ng kabataan, pamahalaang ahensiya, NGOs, sectoral group upang ipakita ang suporta para sa kapayapaan sa rehiyon.

Kaugnay nito, isang memorandum ang inisyu ng Kagawaran ng Interyor at Lokal na pamahalaan (DILG) - Caraga Regional Office para sa lahat ng mga Chief executive na humihikayat na magsagawa ng mga aktibidad na kung saan ito ay binubuo ng mga gawain pangkapayapaan.

"Singko Minutos sa Pag-ampo Alang sa Kalinaw" ay ang limang minutong pagdarasal para sa kapayapaan na mag-sisimula sa alas 8:00 hanggang 8:05 ng umaga ngayong Septiyembre 21, na pangungunahan ng Sangguniang Kabataan, NGOs, organisasyon ng kabataan, mga opisina ng pamahalaan at iba pa. Ang nasabing aktibidad ay sasamahan ng dasal at pagsisindi ng kandila para sa kapayapaan.

Ang “Pirma Alang sa Kalinaw” ay naglalayong ipaabot sa rehiyon at sa buong mundo ang pagpapanaliti ng kapayapaan para makamit ang kapayapaan at seguridad. Ang kaganapang ito ay pangungunahan ng Sangguniang Kabataan.

Ang “Peace Education Symposium" naman ay isang gawaing naglalayong palakihin ang peace education na kampanya para sa mga tao sa kumunidad.

Ang CYLN ay isang rehiyong multi-sectoral at non-government na organisasyon (NGO) na naglalayong nakatutok sa pagsulong ng kaayusan para sa kabataang Caraganon sa rehiyong. (PIA-Caraga)

Sen. Revilla eyes on filming “Panday” in Surigao del Norte to help promote tourism industry

BUTUAN CITY, Sept. 14 (PIA) – The next "Panday" movie of Sen. Ramon "Bong" Revilla, Jr. might be filmed in Surigao del Norte.

In his send-off press conference held recently at the VIP Lounge of Surigao City Airport, Revilla said he is eyeing to film the movie sequel in the province after seeing its unique tourist destinations.

Revilla added this is one way of thanking the Surigaonons for their unending support not only to his political journey but also to his movie career. “In my own way, I can help promote the tourist destinations here in your province,” Revilla said.

With this, local officials of Surigao del Norte considered this as one way of promoting the tourism industry of the province, touted as the “Island Adventures” of the Philippines.

Revilla further promised to bring his family in the world famous Cloud 9 in General Luna, Siargao Island to experience surfing in one of the world’s best beaches with perfect waves for surfers.

The actor-turned politician also vowed to help in everything he can to promote the tourist destinations of the province. He even said, he is willing to serve as an image model to promote the Cloud 9 in General Luna, Siargao Island, known as the Surfing Capital of the Philippines.

Meanwhile, Sen. Revilla donated some Php500,000 to Caraga Regional Hospital in Surigao City as part of his advocacy to improve public health nationwide, through the “Kap Medical Assistance Program,” providing help to the indigent patients of Surigao del Norte through his Kalusugan Ating Pangalagaan (KAP) medical assistance program, in a ceremony held Friday, in time with the “Bonok-Bonok Maradjaw Karadjaw” Festival of the city of Surigao, where he was invited as Guest of Honor.

From his Priority Development Assistance Fund (PDAF), Sen. Revilla allocated Php500,000 as medical assistance fund for the needy patients in the province.

The granting of medical aid was formalized through a Memorandum of Agreement signed between the senator and Dr. Ponciano Limcangco, medical director of the Caraga Regional Hospital. The MOA signing was witnessed by Surigao del Norte 1st District Representative Francisco Matugas, 2nd District Representative Guillermo Romarate, Surigao del Norte Governor Sol F. Gov. Pimentel calls CNN for a dialogue

BUTUAN CITY, Sept. 14 (PIA) – Surigao del Sur Provincial Governor Johnny Pimentel today called on members of the communist rebels to dialogue with provincial officials to resolve insurgency issues.

In an interview with a local radio station here this morning, Gov. Pimentel said the recent burning of equipment of construction companies--allegedly by members of the Communist Part of the Philippines, New People's Army and the National Democratic Front--in the area will greatly affect the economy of the province as investors and soon to be entrepreneurs are threatened.

The province’s chief executive added it’s sad to note that this happened at a time when more companies are already putting in their investments and others are still coming in. “With the prevailing issue on the threat of peace and security, these investors might withdraw the investments that they are putting up, that may really affect the economic aspect of the province,” Pimentel said.

Aside from this, Pimentel added if such incidents will continue to happen, it is difficult to invite potential entrepreneurs to put up investments in Surigao del Sur.
The governor also said the tourism industry is also doing well in the province but with what happened, he is afraid that this will also be affected.

When asked about possible motive for attacks, Pimentel said contractors told him that they were not able to receive demand letters from the rebels, “so I don’t know what is really the reason behind these inhumane acts of these lawless groups,” Pimentel said in Cebuano dialect.

It can be recalled that as per report of PNP Provincial Office in Surigao del Sur, 13 heavy equipment were burned by the group in less than two weeks.

On September 5, five units of dumptrucks and 3 Saddam Hauler trucks owned by Bislig Ventures, Inc. were also burned.

Earlier on August 25, three units of backhoes, one unit of bulldozer and one unit of boom truck were also torched down at the Dole Philippine Compound in Brgy. Batunan, Tagbina, Surigao del Sur. (PIA-Caraga)


Youth leaders network initiates activities for peace

BUTUAN CITY, Sept. 14 (PIA) -- The Caraga Youth Leaders’ Network is now initiating activities in support of the celebration of the United Nations’ (UN) International Day of Peace on September 21, 2011.

Dubbed “Kalinaw Alang sa Tanan” (Peace for All), the initiative supports the worldwide call for a sustainable peace and development.

It also seeks to inculcate the essence of peace and the true meaning of a shared community. It is a synchronize celebration for peace by youth organizations, government offices, NGOs, sectoral groups and the academe to show support for peace in the region.

In a memorandum issued by the Department of the Interior and Local Government (DILG)-Caraga Regional Office here, all Chief Executives are encouraged to conduct the activity which is composed of three peace activities.

The “Singko Minutos na Pag-ampo Alang sa Kalinaw” is a five-minute moment of prayer for peace from 8:00 a.m. to 8:05 a.m. on September 21 to be conducted by the Sangguniang Kabataan, NGOs, youth organizaitons, government offices and others. This activity enjoins all concerned to gather together in a candle lighting mode and say the prayer for peace.

“Pirma Alang sa Kalinaw” is a petition declaring for a lasting peace in the region and the whole world to achieve human development and security. This activity can be facilitated by the Sangguniang Kabataan.

The “Peace Education Symposium is an activity aims to intensify the peace education campaign among the people in the community.

Sen. Revilla vows to help upgrade Surigao Airport

SURIGAO CITY, Sept. 13 (PIA) -- Senator Ramon “Bong” Revilla, Jr. expressed support for the expansion of the Surigao City Airport.

“Your airport’s runway is too short," Revilla, chair of both Public Works and Public Services committees, said during a press conference here on September 10.

Data from the Civil Aviation Authority of the Philippines (CAAP) revealed that the current length of the airport’s runway is only 1,708 meters and needs an additional 400 meters to accommodate an airbus.

He said that he will help in lobbying this concern to the national government. "We will study the possibility of expanding the runway or even transfering it to a new site,” Revilla.

Mayor Matugas said this will improving the economy and promote tourism, not just Surigao City, but in the entire province as well. (PIA-Surigao del Norte)


Caraga RDC meeting tackles LGU and private sector concerns

SURIGAO CITY, Sep. 13 (PIA) -- The executive committee of the Regional Development Council (RDC) of Caraga met recently to discuss the creation of an oversight committee and the establishment of a science high school in the province, among others.

The RDC, chaired by Gov. Sol Matugas, also tackled priority concerns of the council for 2011-2013 including concerns of the private sector.

There was also a proposal to conduct a study on the impact of the Pantawid Pamilyang Pilipino Program.

Also deliberated in that meeting were the turn-over of chairmanship of Lake Mainit Development Alliance after the resignation of LMDA Program Director Kaiser Recabo, proposed training program for LGUs, and RDC Activities in the coming months.

Carmen amends municipality revenue code

AGUSAN DEL NORTE, Sept. 13 (PIA) -- Local officials of Carmen, Agusan del Norte have proposed amendments to the 2003 Municipal Revenue Code.

This new code aims to raise revenues for the municipality through an increase in business taxes, fees for services and rental rates for municipal government properties.

The SP Committee on Ways and Means chaired by Board Member Joseph E. Tomaneng who recommended for its approval cited Article 281 of R.A. 7160 as its basis which allows local government units (LGUs) to adjust their tax rates once in every five years but not to exceed ten percent (10%) of the previous rates. Sumayajaw Festival in Jabonga goes full blast

AGUSAN DEL NORTE, Sept. 13 (PIA) -- The 10th Sumayajaw Festival in the Municipality of Jabonga has gone full blast as various activities were held in different parts of the town to mark the event. The festival is an annual celebration in honor of the patron saint Nuestra Senora de la Assuncion.

Thousands of Jabonganons trooped to the Municipal Plaza Square recently to see the biggest crowd-drawers of the festivity, the 10th Sumayajaw Festival street dancing.

It kicked-off with the parade of 1l contingents around the town wearing different colors of costumes and bringing also with them different forms of props and paraphernalia to add attraction to their presentation.

The competition was divided into 2 categories: A & B. Category A was composed of contingents from the different chapels of five barangays: San Vicente Ferrer Chapel, Brgy. Magdagooc; San Nicolas Chapel, Brgy. Colorado;

Divine Mercy Chapel, Sitio Coro, Brgy. Colorado; San Vicente Ferrer Chapel, Brgy. Libas, and Our Lady of the Assumption Church, Brgy. Poblacion.

Category B was participated by contingents from elementary and high schools: Baleguian Elementary School, Jabonga Central Elementary School, San Vicente National High School, Magdagooc National High School, Cuyago National High School and Jabonga National High School.

Participants danced gracefully as a gesture of thanking their patron for Her intercession for giving them bountiful harvest and protecting them from any potential harm during typhoon or calamity.

This year’s festival organizers decided to level the prize of twenty thousand pesos to defray the expenses of all contingents.

Surigao gov fears alleged rebel atrocities may scare investors

TANDAG CITY, Sept. 13 (PIA) -- Governor Johnny Pimentel has raised concern over recent atrocious acts allegedly by communist rebels in Surigao del Sur.

He expressed fear that the recent incidents of burning of heavy equipment would scare away investors and potential entrepreneurs. These acts were allegedly perpetuated by the Communist Party of the Philippines, New People's Army and the National Democratic Front.

Based on reports, a total of 13 heavy equipment have been set ablaze in two weeks.
Last week, five units of dumptrucks and three Saddam Hauler trucks owned by Bislig Ventures, Inc. were also burned.

On August 25, tree units of backhoes, one unit of bulldozzer, and one unit of boom truck were also set on fire at the Dept. of Labor and Employment (DOLE) Compound in Barangay Batunan, Tagbina town. (Radyo ng Bayan/PIA Surigao del Sur)

Cebuano News: FDI miuswag 16.4% ngadto sa US$779M sa H1

SURIGAO CITY, Sept. 13 (PIA) - Ang Pilipinas mimarka ug 16.4 porsiyento nga pag-uswag sa iyang foreign direct investment (FDI) sa pirmerong tunga sa tuig 2011, ang report gikan sa Bangko Sentral ng Pilipinas (BSP).
Ang impormasyon sa BSP mipakita nga ang FDIs sa kataposan sa Hunyo karong tuiga mikantidad sa US$779 milyones, misaka ug US$ 110 milyones tandi sa milabay nga tuig US$ 669 milyones.

Mingkabat ang equity capital ug tubo na US$ 193 milyones, US$ 87milyones kun 82.1 porsiyento nga mas taas tandi sa US$ 106 milyones nga gitala kaniadtong pirmerong tunga sa tuig 2010, ingon ni Bangko Sentral ng Pilipinas Governor Amando Tetangco Jr.

Mingkabat ug US$ 244 milyones sa permerong sayis ka bulan karong tuiga, 17 porsiyento nga ubos tandi sa milabay nga tuig US$ 294 milyones.

BUTUAN CITY, Set. 13 (PIA) -- Nahimong makasaysayanon ang programang Clean Ground, Zero Waste nga gilusad sa lokal nga panggamhanan ni’ng dakbayan dili pa lang dugay ubos sa liderato ni Mayor Ferdinand Amante, Jr..

Nagtambayayong ang tanan sa paglimyo sa syudad uban sa tibuok puwersa sa tanang empleyado sa lokal ug national nga panggamhanan, mga ka-estudyantehan mga magtutudlo sa pribado ug pampublikong tulunghaan, mga private sectors ug ang mga lumulupyo sa syudad.

Ang maong programa usa sa konsepto aron nga mapa-abot sa matag-usa ang ka-importante sa kalimpyo sa syudad ug sa gitawag nga Social Transformation ang pag-usab sa kinaiya sa tawo diha sa kalimpyo.

Kahinumduman nga dugay nang problema sa syudad ang basura, gani paman isa kini sa hinungdan sa pagbaha.

Clean Ground, Zero Waste program, a demonstration of Butuanons’ unity for environmental protection, says official

BUTUAN CITY, Sept. 12 (PIA) – Citing the importance of environmental protection, Vice Mayor Atty. Lawrence Lemuel Fortun on Sunday said the Clean Ground, Zero Waste program of the local government is a demonstration of Butuanons’ unity.

In his speech before the jam-packed 3,000-seater Father Saturnino Urios University (FSUU) gymnasium during the launching of the program, Vice Mayor Fortun said the activity is a demonstration of the Butuanon’s capacity to unite and work together for a common cause.

“We must be able to sustain that unity and cooperation to be successful of what we are doing,” Fortun said.

Vice Mayor Fortun also negates the notion that the forefathers have popularized. He added it is not true that the Filipino people are fond of practicing “ningas kugon” or mañana habit mentality.

“It is not true that we Filipinos are fond of this habit. Looking back at the history when our forefathers fought and risk their lives to achieve freedom and democracy, they have achieved it after a long period of war and were able to sustain their momentum until they have achieved it,” Fortun said.

He added, the Filipinos have the capacity to fought hard, work together and sustain unity.

The Clean Ground, Zero Waste program aims to facilitate social transformation processes among residents to manifest the desired behavior of segregating waste at source, cleaning the surroundings and converting wastes into money.

It also aimed to achieve massive conversion of waste into organic fertilizers (biodegradables) by the organic fertilizer production facilities and useful materials (non-biodegradables).

The framework for change involves the integration of social transformation strategies with economic transformation strategies. This entails continuing community education, reinforcing and recognizing good behavior, intensifying enforcement of ordinances and mobilization of eco-marshals and community volunteers. It also includes the establishment and operations of organic fertilizer production facilities to convert waste into organic fertilizers. (PIA-Caraga)


City dad envisions Butuan to be one of Phl’s cleanest cities

BUTUAN CITY, Sept. 12 (PIA) – City Mayor Ferdinand M. Amante, Jr. asked Butuanons’ support in its quest to be one of the cleanest cities in the country.

During the launching of Clean Ground, Zero Waste program of the city government on Sunday, Mayor Amante pointed out the significance of having an environment that is conducive to obtain good health.

Amante said if Butuanons will give their all-out support to the program, the city government can save in as far as budgeting for health and social concerns of its people.

“Instead of putting up big budget for our medical facilities in our government hospital and investing too much for our constituents’ health, we should solve first the causes of health problems… and that is by ensuring a clean environment,” Amante said.

With this, the chief executive of the city said, “by sustaining this program, we may be able to be included in the list of the cleanest cities in the Philippines”.

True to its mission to seriously implement the program, awarding of “Clean Seals” as a behavior change strategy to households, puroks, barangays, classrooms, stall, and business establishments will be conducted regularly.

The city government will also be deploying 38 Eco Marshals to different barangays, as well as to mobilize of existing community volunteers and employ strategies.

The program also entails waste conversion to organic fertilizers (with national, regional and local policy and financial back-up) by setting up community-based organic fertilizer production facilities.

Meanwhile, the program will serve as a venue for the convergence and multi-sector mobilization such as barangays, regional line agencies, national government agencies, businesses, academe, provincial government, media, and the like.

Moreover, the program is integrating with other community “felt” concerns such as dengue and anti-rabies campaign. It also encouraged meaningful community participation and massive community actions. (PIA-Caraga)


8 LGUs complete 2-day orientation on disaster risk reduction mngt, climate change adaptation

BUTUAN CITY, Sept. 12 (PIA) – Eight local government units (LGUs) in Caraga Region have completed the two-day Basic Orientation on Disaster Risk Reduction Management and Climate Change Adaptation for LGUs recently at the Almont Hotel’s Inland Resort, this city.

The eight LGUs were the city of Surigao and the municipalities of Dapa, Gigaquit and Socorro in the province of Surigao del Norte, the city of Bislig and the municipalities of San Agustin and Barobo in the province of Surigao del Sur and the municipality of San Jose in the province of Dinagat Islands.

Participants from each LGU were composed of the Mayor, Administrator, Planning and Development Coordinator, Social Welfare and Development Officer, Health Officer, Agriculturist, Engineer, Budget Officer, Liga President, NGO representative, DepEd Supervisor and the Local Government Operations Officer.

The activity was conducted by the Local Government Academy (LGA) of the Department of the Interior and Local Government (DILG) under the project “Strengthening Local Governments in the Philippines” funded by the Agencia Española de Cooperación Internacional para el Desarrollo (AECID).

It aimed to enhance LGU’s capacity to better understand the concept of disaster risk reduction and climate change adaptation. It also aimed to familiarize DRRM Act of 2010 (RA 10121) and CCA Act of 2009 (RA 9729) including the different local and international frameworks, tools and techniques to facilitate planning and developing local DRR/CCA actions. KAP Medical Assistance Program reaches Surigao Norte

SURIGAO DEL NORTE, Sept. 12 (PIA) -- In line with his advocacy to improve public health nationwide, Senator Ramon Bong Revilla, Jr. today provided help to the indigent patients of the province through his Kalusugan Ating Pangalagaan (KAP) medical assistance program.

From his Priority Development Assistance Fund (PDAF), Revilla allocated half a million pesos as medical assistance fund for the needy patients in the province. The granting of medical aid was formalized through a memorandum of agreement (MOA) which was signed by the senator and Dr. Ponciano Limcangco, medical director of the CARAGA Regional Hospital in Surigao City in a simple ceremony held on Friday, September 9 at the said hospital.

Surigao del Norte 1st District Representative Francisco Matugas, Surigao del Norte 2nd District Representative Guillermo Romarate, Jr., Surigao del Norte Governor Sol Matugas and Surigao City Mayor Ernesto Matugas witnessed the signing.

According to the senator, Filipino families usually ignore their health needs due to financial problems, which leads to worsening of ailments. "This is the reason why I see to it that a significant portion of my Priority Development Assistance Fund or PDAF will go to medicnal assistance," he said.

To avail of the medical assistance, indigent patients in the province can go or send a representative to the Office of Congressman Matugas or Congressman Romarate, Provincial Capitol of Surigao del Norte or Office of the Surigao City Mayor.

The medical assistance will be given as a guarantee letter where the amount that the patient can avail under the program is indicated. "Nandito lang ang ating mga guarantee letters. Inaalay ko ito sa mga mamamayan ng Surigao; nakahanda para makatulong sa kanila," Revilla said.

Aside from the medical aid program, Revilla also regularly conducts medical-dental missions and blood letting activities. These are all under his KAP medical assistance program.

He also filed health-related bills which include the institutionalization of a pre-hospital emergency care system, the establishment of a special hospital for Overseas Filipino Workers (OFWs) and their dependents, and the granting of compensation, reimbursement for hospitalization expenses, and other benefits to civilians caught in the crossfire between rebels and the military. Baoto Festival – a recognition to Agusanons’ forefathers

The 30K paddling competition/marathon – the signature sport of the province of Agusan del Norte is now on its 10th year giving highlights to the celebration of the 10thBaoto Festival and is considered as the longest paddling race in the Philippines for three-seater dug-out canoes.

The Baoto Festival, according to Festival Director Edgar M. Palarca, Jr., was conceptualized ten years ago to give recognition to Agusanons’ forefathers. It is an island race that pays tribute to the “baoto” or native dug-out canoes.

Baoto is an old name for baroto (boat). It is the means of transportation of our ancestors in traversing rivers, oceans & lake.

The celebration of the festival is set every third week of September where level of water in Lake Mainit - fourth largest lake in the Philippines, and also the deepest lake in the country is high. It is located in northeastern part of Mindanao and shared between the provinces of Surigao del Norte and Agusan del Norte.

The paddling competition will be held in Jabonga - one of the 10 towns in the province of Agusan del Norte gifted with scenery as it is embraced by mountain ranges and surrounded by lakes perfect for the said event.

This year’s Baoto festival will feature free adventure skills training such as paddling, mountaineering, caving, snorkeling and single rope technique.

The festival will be held on September 13-16, 2011with the main venue in Jabonga where lake Mainit is located while some events will be held at Kitcharao, Santiago and Tubay.

Baoto races/contests include the following: 150 m. double slalom – men/women, boys/girls; 75 m. single sprint – men/women, boys/girls and the most beautiful baoto.

The finale event which is the 30k paddling marathon from Jabonga to Tubay will be participated in by the different municipalities in Agusan del Norte and other provinces.

Surigao Norte High wins Bonok-Bonok Festival 2011

SURIGAO CITY, Sept. 11 (PIA) -- The contingent from Surigao del Norte National High School (SNNHS) walked away triumphant from this year’s Bonok-Bonok Maradjaw Karadjaw Festival after bagging the crown in the Free Interpretation category held Friday, September 9 at the Provincial Sports Complex, this city.

Now on its 23rd year, the festival features two categories - the Free Interpretation (FI) category requiring contingents to use live musical accompaniment and the Bonok-Bonok based using canned music and introducing the festival’s new official soundtrack.

This year, SNNHS contingent outwit other four contingents in the FI category and brought with them P200,000 as their winning prize. The Municipality of Tagana-an was named second place with P150,000 cash prize. The third prize went to the Municipality of Alegria that won a P100,000 cash prize. Special awards for Best in Choreography and Best in Streetdancing with a cash prize of P50,000 and P20,000 respectively, all went to SNNHS. The contingent from the Municipality of Alegria awarded Best in Music with P20,000 cash prize.

Meantime, five contingents from the city schools and barangays joined in the Bonok-Bonok based category to which R.C. Ouano Memorial Elementary School of Brgy. Cagniog outstandingly outdone the other four-contingents and emerge as the over-all winner receiving a cash prize of P100,000. Second prize winner was the contingent from Barangay Rizal in cooperation with B. Vasquez central Elementary School and Rizal National High school receiving a cash prize of P75,000 and the third prize went to Barangay Washington with P50,000 cash prize.

Special awards for Best in Choreography and Best in Streetdancing with a cash prize of P10,000 and P20,000 respectively, all went to R.C. Ouano Elementary School while the contingent from Barangay Rizal awarded Best in Costume with P10,000 cash prize.

Agusan del Norte gearing for 10th Baoto Festival

AGUSAN DEL NORTE, Sept. 11 (PIA) – Preparations are in high gear for the “10th Baoto Festival 2011” which promises to surpass last year’s set of activities. The festival pays tribute to the “baoto” or native dug-out canoe which is the featured activity in the festival, the race for dug-out canoes or popularly known as the 30K Paddling Competition in Lake Mainit which is considered to be the longest paddling race in the Philippines for 3-seater dug-out canoes.

The Lake Mainit side in the municipality of Jabonga will host the big event with the support of other nearby municipalities namely: Kitcharao, Santiago and Tubay which are gifted with sceneries as they are embraced by mountain ranges and surrounded by the lake, perfect for the said festival. Other set of activities are also scheduled to be held in these municipalities.

The Provincial Government of Agusand del Norte headed by Governor Erlpe John M. Amante will head the festival thru the Community Affairs Division (CAD). “All committees are set for the big event,” Agusan del Norte Provincial Information Officer and Festival Director Edgar Palarca Jr. announced.

The “baoto” (boat) competition shall also include “baoto” race without an outrigger, regatta using only the sail made from indigenous material, and the single and double Slalom for men and women category. The most beautifully design Baoto will be chosen with a price.

To create environmental awareness, the organizers will also be conducting tree planting activity at the Lantawan Eco Park, Kitcharao which will be participated in by different delegations of government offices and different schools.

Other activities also include: Kite Flying Competition which is sponsored by the Provincial Tourism Council (PTC) which is headed by SP Member Nieva Famador; Cycling Competition; Beach Volleyball and Triathlon.

This year’s festival is promising to add more colorful activities to the event to lure guests and spectators from every corner of the land. Sumayajaw Dancers will be performing in the said festival coupled with fireworks display and booths of different sponsors so you can buy food, drinks or souvenir items.

The CAD is pressing for new sponsors to come aboard together with the joint support of the Provincial Government and the LGU’s that are involved to boost the capability of the organizers to give the crowd a show above any other.

All of the activities are participated in by the different municipalities in Agusan del Norte and other provinces and you can only witness such event in this part of the province. (PIA-Caraga)


DOST Caraga to host 1st Reg’l Invention Contest and Exhibits

BUTUAN CITY, Sept. 11 (PIA) -- The Department of Science and Technology (DOST) Caraga Regional Office headed by Regional Director Lyndo Villacorta will be hosting the 2011 Regional Invention Contest and Exhibits (RICE) with the theme: “Imbensyon at Inobasyon: Kabalikat sa Pag-unlad” on September 21-23, 2011 at Luciana Convention Center, J.P. Rosales Avenue, this city.

The activity will feature inventions and exhibits and other invention development endeavors which will promote the commercialization of inventions and technologies of Caraga inventors and researchers.

The regional winners in the said contest will receive cash prizes and plaques/certificates and will vie for major awards during the National Invention Contest in July 2002.

The invention contest is open to investors, students and researchers who are interested to participate under the following categories: Invention Category (Tuklas Award), Utility Model Category, Industrial Design Category, Creative Research Category (Likha Award), Student Creative Research Category (Sibol Award) for High School, and Student Creative Research Category (Sibol Award) for College Students.

The Regional Invention Contest and Exhibits (RICE) is a support initiative of the DOT-Technology and Promotion Institute and DOST regional offices for Republic Act 7459, also known as the National Inventors and Inventions Incentives Act of the Philippines. Tagalog News: Dambuhalang isda na may bigat na 30kls, lumulutang sa Magallanes Agusan del Norte

BUTUAN CITY, Sept. 11 (PIA) -- Nagulantang ang mga residente na naninirahan sa Brgy. Sto. Niño sa bayan ng Magallanes Agusan del Norte matapos makita ang lumulutang na isang malaki at kakaibang uri ng isda bandang alas 7:00 ng umaga, Sabado (Sept. 10).

Ayon kay Sto. Niño Barangay Captain Candelaria Millanes, ang naturang isda ay may bigat na 30 kilo at may haba na mahigit sa limang talampakan, at may lapad na apat na tiil. Ito ay kulay puti at itim.

Ayon pa kay Kapitan Millanes, namataan ng mga mangingisda ang nasabing isda nung nakaraang gabi. Makailang bese nila ito pinalo nila ito nang lumapit sa lambat nilang panghuli. Ngunit dahil sa kadiliman ay di nila makita ang naturang isda.

Hindi umano inakala ng mga mangingisda na ang kanilang pinapalo ay isa palang malaking isda.
Kinumpirma ni Kapitan Millanes na wala silang nakikita na pasa sa katawan ng isda dahil matitigas din ang balat nito.

Sa ngayon pinaplano na ni Kapitan Millanes at iba pang lokal na opisyal ng barangay na kanilang ililibing ang patay na isda, at hindi ito ipapakain sa mga residente upang walang maidulot na kapahamakan. (BR/PIA-Caraga)
