Crime prevention: Everybody’s responsibility

AGUSAN DEL SUR, Sept. 6 (PIA) -- The Department of the Interior and Local Government (DILG) said crime prevention is everybody’s concern during a live radio discussion at the height of the celebration of the crime prevention week.

PInsp Nemesio Saronhilo Jr., provincial investigation officer said, with the ratio of a police personnel against the number of people in the community they will be serving, it is almost impossible for the police to cover the safety and order of a place if not for the cooperation of the people.

“Our ratio is suppose to be around 800 people to one policeman, but it turns out to be 2,000 to one. Even in imagination, it is almost impossible for us to keep the peace and order to its proper place but we are doing our best to implement our duties and responsibilities, by gaining people’s cooperation so that we can maintain the peace and order expected from us. Aside from police visibility therefore, it is very important that people will cooperate because crime prevention is everybody’s responsibility,” P/insp. Saronhilo said.

On the part of the Bureau of Jail Management and Penology, JO3 Bernardino Palen said the jails all over the country are congested because of criminality and other violations of the law. “If only the people can control themselves and live a peaceful and orderly life, congestion in jails will not be a problem and government’s expenditures will be reduced. What we are trying to program now is for every municipality to have separate cells for the youth offender so that reforms for the youth will be assured, and that they become productive and responsible citizens upon their release. We also have activities in jails for the inmates so that after serving their sentence, they will have something to start with,” JO3 Palen said.

For the Bureau of Fire Protection, S/Insp. Augusto Cesar Kinazo said, their concern is more on fire prevention rather that protection. “We are therefore conducting orientation every now and then especially to business establishment and industry because these establishments usually catch fire and millions of pesos and even lives are lost. We also determine, during the fire, the causes so that arson will totally be stopped, including negligence. During the fire, automatically, the PNP will assist us so that looting and thief can be avoided,” S/Insp. Kinazo said.

DILG Provincial Director Arlene Ann Sanchez also enumerated the different activities that the DILG has lined up during the celebration of the Crime Prevention Week. These activities include motorcade during the opening day last September 1, 2011 from the provincial capitol ground to the municipality of Prosperidad and back, symposium, provincial jail visitation with inputs on moral recovery and values formation and distribution of goods to inmates, radio guesting, mass feeding of malnourished children and the clean-up drive in San Francisco and blood-letting at the PNP provincial office on the last day, September 7, 2011. AFP scored anew in recent encounters

BUTUAN CITY, Sept. 6 (PIA) -- Troops from the 4th Infantry Division, particularly the 402nd Brigade, Philippine Army gained another victory in a series of encounters held Friday and Saturday.

In an interview Monday with MGen Victor Felix, 4ID Commanding General, he said, the government troops conducted offensive operations in Northern portion of Agusan del Norte, particularly in Purok Kamalig, Sitio Lusong, Brgy. Putingbato, Cabadbaran City on Friday, September 2, and a follow-up operation in Surigao del Norte on Saturday, September 3.

He said the troops were able to hit a group, suspected to be members of Guerilla Front 21-C, resulting to the recovery of firearms, explosive devices and personal belongings of the New People’s Army (NPA).

Gen Felix also said an NPA member was killed during the encounter on Friday, hitting his chest, while a government soldier was injured during Saturday’s encounter.

The body of the killed NPA was already turned-over to officials of the said barangay, Felix said.
Meanwhile, Maj Noli Kanashiro of the Army’s Public Affairs Office of 4ID said the encounter happened at around 3:00 p.m. in the said area, after report from civilians reached the Army saying the rebel group is visible in the area. He said among the recovered items include: three M-16 rifles, one M-14 rifle, one AK-47.

Kanashiro added aside from the arms and ammunitions, two homemade landmines were also left by the enemies during the encounter. “The government troops also recovered subversive documents and devices used by the rebels such as handheld radios, radio monitors and wires,” he said.

With the latest development, it really showed that the civilians in the area are already tired of the activities conducted by the leftists which greatly affect their lives.

Kanashiro said the support given by the community to the Armed Forces of the Philippines (AFP) is an indication that the government troops have been always be victorious in their quest to uphold peace and security in the country.

“Even in the previous encounters, we are victorious in our quest to fight the NPAs because the people are with us… they have been supporting our efforts in the fight against insurgencies,” Kanashiro said. (PIA-Caraga)


AFP grateful to civilians’ support in war vs NPAs

BUTUAN CITY, Sept. 6 (PIA) -- The Philippine Army on Monday expressed thanks and gratitude to the civilian community for the unending support to government troops in the war against the New People’s Army (NPA).

According to MGen Victor Felix, Commanding General of the 4th Infantry Division, the recent encounters that the troops conducted have been successful because of the information given by the community to the Philippine Army, an indication that the people are tired of insurgencies.

Also, in a separate interview with Maj Noli Kanashiro of the 4ID Public Affairs Office, he said the community already knew who are their enemies. He added it’s about time for the civilians to ask what is due for them – peace and development… “This can only be attained if they will support and cooperate with the thrusts and programs of the national government,” Kanashiro said.

Kanashiro further said the success of the security operations conducted by the government troops is also because of the support of the local government units in the area.

With these developments, Kanashiro urged the local communities to continue giving correct information to the AFP so that the government troops could be able to respond immediately, thus attaining peace and security in their areas.

It can be recalled that on Friday and Saturday, series of security operations were conducted at Purok Kamalig, Sitio Lusong, Brgy. Putingbato, Cabadbaran City, and a follow-up operation was also conducted in Surigao del Norte, respectively. (PIA-Caraga)


PDEA honors Surigao del Sur Gov for anti-drug campaign

TANDAG CITY, Sept. 6 (PIA) – Surigao del Sur Governor Johnny Pimentel received a Plaque of Recognition from the Philippine Drug Enforcement Agency (PDEA) Director General Usec. Jose Gutierrez during the “JYes Kontra Droga”
program launching held recently here.

It can be recalled that early this year, suspected pushers of Shabu were reportedly seized by the Provincial Police operatives thru a coordination raid in the municipality of Madrid and around P420,000 worth of Shabu was confiscated during the raid in Barobo.

Aside from this, suspected small dealers and users of shabu and other illegal drugs were seized after series of checkpoints were conducted by the PNP here.

With the series of alarming incident, Gov. Pimentel decided to strengthen the campaign against illegal drugs thru re-organizing the The re-organization of the Provincial Anti-Drug Abuse Council (PADAC) down to the barangay level and through the launching the “JYes Kontra Droga” program thru the support of the chair committee on Anti-Illegal Drugs Hon Vicente Pimentel, III, in partnership with the PDEA, Pimentel hoped that drug-related problems will be minimized, if not, be totally eliminated.

RMN, PRC, PIA hold bloodletting activity, medical mission in Surigao

SURIGAO DEL NORTE, Sept. 6 (PIA) -- A total of 12,600cc of blood was collected in a half-day bloodletting activity cum medical-dental mission service held recently in Surigao City. The event was conducted in partnership with Philippine Information Agency - Surigao del Norte Information Center, Philippine Red Cross (PRC) and Radio Mindanao Network (RMN) Surigao from 8:00am to 12:00nn.

PRC Surigao del Norte Chapter Administrator Marilou Talingting revealed that 28 bags were collected from 28 blood donors composed of soldiers, police personnel, members of local fraternity, and civilian volunteers.

Aside from bloodletting service, feeding program, legal counseling, medical and dental check-up are the other services availed by the Surigaonons.

RMN Surigao Station Manager Gay Tiu said more than 300 participants have registered for the medical mission surpassing the number of participants in last year’s medical mission. (PIA-Surigao del Norte)


Butuan City gov’t to launch ‘Clean Ground, Zero Waste’

BUTUAN CITY, Sept. 6 (PIA) -- To fully implement the Ecological Solid Waste Management Program, the city government here through Mayor Ferdinand M. Amante, Jr, together with the regional and national line agencies will launch the ‘Clean Ground, Zero Waste’ on September 11, 2011.

The launching will start with a simultaneous Clean-up in the 38 barangays by the residents and barangay officials, and at the main city streets by the government employees at from 5:00-6:30 in the morning.

Mayor Amante will lead the ‘Clean Ground, Zero Waste’ Caravan at 6:30-7:30am in the Clean Zones from Brgy. Ampayon going to Father Saturnino Urios University (FSUU) Gym to personally give a short background of the program as well as to thank the residents and other participants while Vice Mayor Lawrence Fortun will lead the Caravan from Brgy. Libertad going to FSUU Gym.

The following activities will also be held inside the FSUU Gym at around 7:30 am: 1) Commitment of support from the 38 barangays thru a covenant signing; 2) Memorandum of Understanding (MOU) signing with the CBOFP Operators; 3) Introduction of the Eco Martials; 4) MOU signing with the Media for Clean Airwaves; 5) Photo Exhibits; 6) Clean Seal Exhibit; 7) MOU with the Department of Education (DepEd); and 8) Covenant signing by stakeholders.

Right after the proper program at the FSUU Gym, Mayor Amante and other officials and employees will proceed to Brgys. Antongalon and Taguibo for the dumping of bio-degradable wastes to organic fertilizer.

Also, 172 campus photojournalists from different schools identified by the over-all coordinator Ms. Ma. Ruth Jugao will document the simultaneous clean-up, for which photos will be exhibited inside the FSUU Gym. Top ten best photos will be chosen, it was learned.

Meanwhile, Business establishments in the city are enjoined to show their support by hanging streamers and also to participate during the clean-up activity.

Beneficiaries say Pantawid Pamilya help Strengthen family relationship

BUTUAN CITY, Sept. 6 (PIA) -- Beneficiaries of Pantawid Pamilya here said the program has helped in strengthening family relationships.

In two separate interviews, the beneficiaries proudly shared what they have learned during their Family Development Sessions.

“Dako og tabang ang programa sa amo, dili lang sa pinansyal nga bahin kay aduna man kami FDS o Family Development Sessions, diha among mas nakat-unan unsaon nga mahimo kaming mas maayo nga ginikanan sa among mga anak ug unsaon ang sakto nga pagdala sa pamilya (The program is a big help to us, not only in the financial aspect because we have this FDS where we learn how to become a more responsible parents to our children),” Remely Salazar said.

Another beneficiary, Rose Gregay also expressed that the grants they get from the program help their children get basic education.

Other beneficiaries who also shared the same experiences with Salazar and Gregay were Francisca Carbonila, Papias Josol, and Ligaya Casindac.

The radio guesting also became a venue in addressing and clarifying issues and concerns from the listeners through calls and texts.

DSWD Workers attend roll-out training on social marketing

BUTUAN CITY, Sept. 6 (PIA) -- The Pantawid Pamilya Municipal Link Officers (MLOs), SEA-K Project Development Officers (PDOs), and Convergence PDOs assigned in Agusan provinces attended the 3-day roll-out training on social case management held recently in one of the local hotels here.

In the light of the implementation of the Pantawid Pamilyang Pilipino Program where the improvement of the living conditions of the beneficiaries are slowly seen, there is really the need to have a thorough case management.

The said activity was conducted in order for the field workers to familiarize on the Social Welfare Indicator (SWI), a tool that will help them identify their client’s needs, which will be the basis for intervention planning.

The activity also trained the field workers as case managers on how to establish relationships, assess complex problems, and select problem-solving interventions and help clients function effectively.

Part of the training is the participants’ exposure to the field to administer SWI in Barangays Obrero and Doongan here.

“The activity is very significant to us; it help us understand the interviewing process and shows us the different techniques to effectively conduct the SWI,” says Jay Tejada, Pantawid Pamilya MLO of San Luis, Agusan del Sur.

Earlier, the workers assigned in Surigao provinces and Dinagat Islands also underwent the same training at Almont Beach Resort Hotel in Surigao City. In her message, Director Mercedita P. Jabagat emphasized that all workers must be knowledgeable about all the systems employed by the Pantawid Pamilyang Pilipino Program – Beneficiary Update System, Grievance Redress System, and Compliance Verification System.

Agusan del Sur kicks-off 17th Crime Prevention Week observance

AGUSAN DEL SUR, Sept. 6 (PIA) -- With colorful balloons and huge streamers and tarpaulins containing words “PiNoy Ako, Crime Prevention Misyon Ko! Knock Out Crime!”, vehicles of government and private sectors paraded from the Provincial Capitol Ground to the Municipal Gymnasium of Prosperidad, Agusan del Sur to kick-off the weeklong observance of the 17th Crime Prevention Week.

Engr. Francisco Arada, Municipal Administrator of Prosperidad, welcomed all the participants of the motorcade and the selected students and teachers of the Philippine Normal University, Prosperidad National High School, Father Urios High School, and Monato Institute of Technology who were invited to the opening program at the Gymnasium of the said municipality.

In his message, PSupt Leo Ajero of the PNP said tCrime Prevention is everybody’s concern since it is everybody’s dream. He added that the PNP members are now more determined to meet the challenges that will come along the way.

“The celebration of the 17th Annual Crime Prevention Week is a celebration of a new hope and renewed dynamism for all Agusanons who dreamt of a sustainable, peaceful and people-oriented development”, said DILG Provincial Director Arleen Ann R. Sanchez in her message.

Meanwhile, Sangguniang Panlalawigan member Nestor L. Corvera encouraged all sectors to work hand in hand to knock out crime to fully achieve socio-economic development in the whole province.

The PNP provided the teachers and students with inputs on RA 9208 or Anti-Trafficking of Persons Act, Elements of a Crime and Illegal drugs. The advocacy aims to provide awareness so that nobody from the audience will become victim of trafficking or any other crimes and illegal drugs.

Each participating school presented dance intermission number which added flavor of fun to the program.

Mrs. Virginia Cuizon of the DepEd, in her closing remarks expressed her appreciation to the different technical working offices and agencies of the 17th NCPW which worked hard in making the opening ceremony successful and for involving students to the event and providing them vital information especially on matters relative to crime prevention. Soldier killed in firefight

SURIGAO DEL SUR, Sept 6 (PIA) -- A soldier under Bravo Company of the 29th Infantry Battalion was killed in a clash with members of the Communist Party of the Philippines-New People's Army, National Democratic Front at Barangay Buhisan, San Agustin, this province last Sunday afternoon, September 04, 2011, the military reported.

According to Col. Henry A Robinson Jr., Commanding Officer of 29IB, while his troops were moving towards their objective within the vicinity of Andap Valley, encountered more or less 14 communist rebels, which resulted in the death of one of their troops (identity withheld prior for the information of his immediate family) due to serious injury. The number of rebel casualties could not be determined.

The firefight lasted for 10 minutes after which the rebels withdrew toward west direction from the encounter site.

Col Romeo G Gan, Commander of 401st Infantry (Unite N’ Fight) Brigade, 4th Infantry Division, Philippine Army said “We, the officers and men of the 401st Brigade are saddened with the loss of our troop. This soldier had offered his life to the service and had performed his duty with valor and dignity.”

Prov'l Vet in Surigao del Sur awaits advisory on Bird Flu

TANDAG CITY, Surigao Sept. 6 (PIA) -- The Provincial Veterinary Office in Surigao del Sur is waiting for an official advisory on Avian Influenza from higher authorities citing the Bureau of Animal Industry (BAI) and the Department of Agriculture (DA) Regional Offices in Caraga.

According to Provincial Veterinary Officer Dr. Gervacio Yparraguirre, his office is likewise expecting instruction on the reactivation of all Bird Flu Task Forces from the Provincial down to the Barangay levels.

Meantime, Dr. Yparraguirre assured, there is yet no case of Bird Flu, also known as H5N1, recorded, in local soil.


However, he warned citizens to avoid going to places being frequented by migratory birds.

Giant female croc captured, mate still astray

AGUSAN DEL SUR, Sept. 5 (PIA) -- A giant female crocodile was captured by a team of crocodile hunters led by Bunawan Mayor Edwin Elorde at around 11:00 P.M. Saturday in Barangay New Era, Bunawan, Agusan del Sur. Three weeks ago, the crocodile attacked a three-year old carabao in the same barangay.

According to crocodile hunters from Palawan Wildlife Sanctuary, the captured female crocodile in Bunawan is the largest they ever saw and captured in the country. It measured three and a half feet wide and 20 feet long.

Mayor Elorde said the crocodile has already responded to their prey twice, but was not captured because their paraphernalia were broken because of the animal's strength. Proofs are the remains of the baits and the paraphernalia still present in the mouth of the crocodile when it was captured.

Residents of Barangay Nueva Era in the the large Agusan Marsh believe there are undetermined number of crocodiles in the area. And because what was captured was a female crocodile, they believed a much bigger crocodile may attack soon.

Residents in Barangay Nueva Era were shocked witnessing with their bare eyes, a crocodile, who, according to them the back-width is measuring not less than three feet, with an estimated length of 12 feet, dragging a young carabao victim in the river, snapping its wide mouth with strong and sharp fangs every now and then at the neck of its prey. With everyone on their shock mode, no dare stop the monster, whose prey, the young carabao that it dragged, was blocked by the foot bridge that crosses the river. Almost exhausted, the crocodile submerge, leaving the carabao floating at the edge of the bridge. Still no one dare go near for fear that all of the sudden, the monster will again appear, and kill anyone near. From then on, residents were prohibited to go fishing, washing their clothes or to stay close to the river.

A month ago, a resident of Nueva Era named Daniel Auxtero, 56 years old disappeared while fishing on the river. The following morning, only his boat, saddle and hat were seen by the searching neighbors and barangay officials.

Two years ago, a ten-year old girl, saddling her boat from the floating school, was attacked by a giant crocodile in Lake Mihaba, just a few kilometers away from Barangay Nueva Era. Local residents believed that the captured crocodile belongs to same group of crocodiles that attacked the girl and Daniel Auxtero.

Caraga to join Mindanao ONE

BUTUAN CITY, Sept. 5 (PIA) -- A four-day trade & investment exhibit cum conference with special side events focused on Mindanao will be mounted on October 14 to 17, 2011 at the World Trade Center in Manila.

Private and public sectors from the six regions of Mindanao are expected to participated in activity dubbed Mindanao ONE.

Mindanao ONE is chaired by the Mindanao Trade Expo Foundation, Inc. (MTEF) and is working closely with Growth with Equity in Mindanao (GEM), the Mindanao Business Council, Phillipine Exporters Confederation (PhilExport), Mindanao Development Authority, and the departments of agriculture, tourism, trade and industry, science and technology and the interior and local government.

MTEF head Ann Pamintuan in her visit to Caraga explained that the activity aims to showcase the island’s vast potentials for agriculture-aquaculture, trade, investment and tourism which also represent business & investment opportunities that can be undertaken by both the government and the private sector under the Private-Public Sector Partnership Program (PPP). It will feature business matching, regional presentations and showcasing of BIMP-EAGA opportunities.

Included as well are the planned daily regional presentations on the best cultural & tourism facets of the island, including craft demonstration, fashion shows, other promotional events as well as seminars on agriculture-aquaculture, trade, investments, and tourism.

The activity accordingly also hopes to help position Mindanao in a different perspective i.e. “as an island that is modern but deep in its cultural richness, a paradise for those who seek the pleasure of ecological balance and a destination for those who are looking for business potentials in agriculture-aquaculture, trade, investment and tourism amidst the splendor of a natural environment.”

Its tagline, A Showcase of the Island’s Abundance, reportedly captures the activity’s intent to present Mindanao’s abundant resources, both natural and human.

Caraga’s participation is spearheaded by Phil-Export-Caraga in collaboration with the Department of Trade & Industry (DTI), Department of Tourism (DOT), all the Chambers of Commerce in the region, Caraga Regional Association of Traders & Entrepreneurs in Food, Inc. (CReATE Food, Inc.) and the United Furniture Makers Association, Inc. (UFMA). These groups also compose the planned Caraga Steering Committee for the event.

A special Mindanao ONE road show will be conducted by the Caraga Group to create provincial chapters and drum up support for the project. “JYESKontraDroga” launched in Surigao del Sur

SURIGAO DEL SUR, September 5 -- The Provincial Anti-Drug Abuse Council (PADAC) of Surigao del Sur recently launched the “JYES Kontra Droga” campaign to fight the proliferation of illegal drugs.

With the theme, “Get Involved, Act Now!” the activity was graced by Usec. Jose Gutierrez, Jr., the Director General of PDEA, and Ms. Alma Concepcion, beauty queen and actress as guest speakers of the occasion. It was also participated in by Mayors, Vice Mayors, Punong Barangays, SK Federated Presidents, Students, National and Local Government Agencies, and Non-Government Organizations in the province.

“This activity signals our fight against illegal drugs in the Province of Surigao del Sur,” said Vicente H. Pimentel III, the Vice Chair of PADAC. The government, he added, is serious in its campaign to address the core of the problem and eventually make Surigao del Sur a drug-free province.

The PADAC is chaired by Governor Johnny T. Pimentel.

The “JYES Kontra Droga” aims to implement its 10 (JYES) point agenda against drug abuse. They are as follows: (1) To establish a Covenant with all sectors; (2) To strengthen Anti-Drug Abuse Councils; (3) To intensify Information Education Campaign on “KontraDroga”; (4) To adapt a Moral Recovery Program; (5) To institutionalize Sports Development Program for the youth; (6) to establish a Rehabilitation Program for drug dependents; (7) to provide Skills Development andLivelihood Programs; (8) to provide regular Support to the Law Enforcement Units on anti-illegal drugs operations and PADAC activities; (9) to advocate a Healthy Lifestyle; and (10) to lead a Drug-Free Surigao del Sur.

In her testimony, Ms. Concepcion addressed the youth and their parents. “It is easy to say NO TO DRUGS… but have we looked really into the root cause of the problem? It is the lack of attention, the lack of love that pushes one to resort to drugs,” remarked Concepcion. She boldly shared her experiences and conveyed the evil that drugs have brought into her life.

Concepcion was arrested in 1998 in Guam for alleged drug possession. But “what happened has opened my eyes and taught me a lot of lessons in life,” she declared.

Meanwhile, Governor Pimentel urged everyone to act against the cases of drug abuse in the province. “At first I don’t believe that illegal drugs have penetrated the Province of Surigao del Sur. But with the consecutive apprehensions made in the different parts of the province, I realize the menace that it may cause to the constituency.”

It shall be noted that Surigao del Sur has several reported drug apprehensions for the past couple of months. Certain amount of shabu was confiscated in Barobo and in Barangay Union, Madrid; while the same was also seized in Tago, recently.

Governor Pimentel also emphasized the need for a concerted effort and called for the participation of everyone, public and private sectors alike. “I as your governor, we as your local officials, the PDEA, the PNP cannot do this by ourselves alone. Thus, we need your support!” He encouraged all the Mayors and Punong Barangays to activate their Anti-Drug Abuse Councils in their respective areas, and enjoined the community to be vigilant. “We are doing this not for ourselves, but for the next generation to come… for our children,” he exclaimed.

On the other hand, Usec. Gutierrez lauded the PADAC of Surigao del Sur for its serious and well-coordinated action against illegal drugs. In his message he said, “Today, PDEA has just won an ally in its pursuit to eliminate drug abuse in the country.”

As one of the program’s highlights, a Covenant was signed by all local officials, participating agencies, and others present during the event. It was followed shortly by a symbolic boodle fight, signifying the solidarity of everyone in the crusade against drug abuse.

DILG XIII supports CSC Month, Nat’l Filipino Family, Crime Prevention Week celebrations

BUTUAN CITY, Sept. 5 (PIA) -- Various government line agencies held a joint celebration of three national events--the 111th Philippine Civil Service Anniversary, the National Filipino Family Week and the National Crime Prevention Week celebrations.

Among the agencies were the Department of the Interior and Local Government (DILG) Region XIII joined the Civil Service Commission (CSC), the Department of Social Welfare and Development (DSWD), and the National Police Commission (NAPOLCOM) and the Philippine National Police (PNP).

The program kicked-off with a walkathon participated by government agencies, socio-civic organizations and academic institutions showing signs of unity, support and participation in the advocacies of each sponsoring organization.

The DILG supports NAPOLCOM and the Philippine National Police from pre to post activities by providing technical assistance in the conduct of information drive for students on crime prevention topics.

In his message, DILG Regional Director Atty. Rene K. Burdeos thanked the participants for the support extended to the sponsoring agencies.

“This is the first time in Caraga that the sponsoring agencies have converged together and agreed to have a joint kick-off,” Burdeos said.

“I do hope that these agencies will continue their advocacies in this triple celebration especially in crime prevention,” he added.

Business opportunities from bamboo discussed in forum

BUTUAN CITY, Sept. 5 (PIA) -- A forum to discuss various business opportunities in the bamboo industry was recently conducted for farmers, furniture makers and other entrepreneurs.

The one-day Bamboo Business Opportunities Forum attended by 70 stakeholders was organized by DTI Caraga in partnership with the Cottage Industry Technology Center (CITC).

Providing inputs for the forum were CITC Executive Director Franklin P. Bunoan who bared opportunities in engineered bamboo or what is now dubbed as e-bamboo. Engineered bamboos are products made from the skillful manipulation, transformation and processing of the bamboo poles.

He was joined by Mr. Jeremiaz B. Bruzon of the DENR Ecosystem Research and Development Bureau who discussed opportunities in bamboo nursery and plantation establishment.

The local government of Carmen, Surigao Del Sur shared how their municipality established a ten (10) hectare bamboo plantation and another two (2) hectares of bamboo plant display containing thirty eight (38) varieties.

Diosdado R. Orillaneda, Ph.D., of the Department of Education Caraga Regional Office discussed their agency’s engineered bamboo school desk procurement program in accordance with EO 879 and its implementing rules and regulations. Executive Order 879 created the Philippine Bamboo Development Council and tasked it to promote the Philippine bamboo industry. The order is an acknowledgement of the important role that bamboo plays in job generation, climate change mitigation and disaster risk reduction. Another important aspect of the executive order is that it required the Department of Education to allocate twenty five (25%) percent of its annual school desk procurement to be made from engineered bamboo.

Other agencies providing support to the development of the bamboo industry in the region also graced the forum. Mr. Noel M. Ajoc, of the Department of Science and Technology – Agusan Del Norte provincial office provided inputs on the agency’s program that the industry can benefit from.

Ms. Lovely Laudette D. Gamba of the Department of Labor and Employment discussed their interventions especially their recent collaboration with the International Labour Organization’s Climate Change Adaptation Project on the establishment of a bamboo nursery in Buenavista, Agusan del Norte.

The Small Business Guarantee and Finance Corporation, on the hand, was also present through their representative Ms. Melody G. Viste who gave information on funding opportunities available for the bamboo industry.

ILO-DOLE-DTI climate change adaptation project now testing financing schemes in Agusan Norte towns

BUTUAN CITY, September 5 --
Three models of innovative financing schemes are currently being tested in four towns of Agusan del Norte as possible support to climate change adaptation efforts of vulnerable farming communities. The financing schemes are for crop production and alternative livelihood.

The rural bank model is being run by the Peoples’ Bank of Caraga (PBC) in the municipalities of R. T. Romualdez, Jabonga, Buenavista and Las Nieves.

The cooperative model is run by recently awarded Baug CARP Beneficiaries Multi-Purpose Cooperative (BCBMPC) as 3rd National Placer in the Land Bank of the Philippines’ 2011 Gawad Pitak Awards and further cited as “Best Cooperative in Environmental Protection and Management”, as well as “Outstanding Agrarian Reform Beneficiaries (ARB) Cooperative.” The cooperative model is being test-run in three of the priority towns except RTR.

The third model – local government unit –run facility is being expanded in RTR (for alternative livelihood), it being the original designer and successful implementor of the said financing facility, and tested in Buenavista and Jabonga – mostly for crop production.

The three models differ only in their interest rates with the LGU facility being priced the lowest (@ only 5% for the whole cropping or less than 1% per month, coop model at 1% per month and the rural bank model at 2.3% per month.

All three models, however are implementing the proposed innovative schemes to make the financial assistance responsive to climate change vulnerabilities. These features include – completion of a financial literacy program which not only informs farmers on their loan obligations but also on how to manage their household budget and savings; farmers’ field school to provide updated support on crop production activities and appropriate business technologies for alternative livelihood activities; fast processing of loan applications to respond to changing planting patterns and timetable; cash-cycle responsive amortization schedule that allows for payments only when farmers already have the money (after harvest, after sales). The financing also includes crop insurance and immediate refinancing to allow farmers to recoup losses due to climate –induced damages; personal credit life insurance and mortuary protection for the farmer borrower and the members of his or her household – so as not to burden the farming household in case of death in the family; and marketing support – to wean them away from unreasonably low-priced purchases from traders.

A weather–index-based insurance (WIBI) is also being pilot tested for the towns of RTR and Buenavista. The other two towns are not included because the multi-year past weather data provided by the PAG-ASA station in Bancasi, Butuan City - needed to establish the indices are only valid within a certain radius which unfortunately does not cover Jabonga and Las Nieves.

But with the recent establishment of automatic weather stations in all four towns, future WIBI product packaging will now be possible.

The test implementation which involves some 600 farming households started late April and will wind up by late October this year. The test run will then be the basis for some policy recommendations and possible replication in other areas.

The innovative financing scheme test runs are under the demonstration project in Agusan del Norte dubbed “Climate Resilient Farming Communities Through Risk Transfer Mechanisms.”

The demo project is implemented by the International Labour Organization (ILO) in collaboration with the Department of Trade and Industry (DTI), Department of Labor & Employment (DOLE), and the Provincial Government of Agusan del Norte.

It is one of five pilot sites in the country for aimed at developing mechanisms to adapt to climate change under the Millennium Development Goal Achievement Fund (MDG-F). The project is principally funded by the Spanish Government. (DTI-Caraga/PIA-Caraga)

Caraga permits & licensing officers undergo frontline service training

BUTUAN CITY, Sept. 5 (PIA) -- Permits & licensing staff from the 10 priority local government units (LGUs) for the streamlining of business permits and licensing systems (BPLS) project recently attended a training on frontline service management.

The priority LGUs--from the cities of Butuan, Surigao, Bislig, Tandag, Cabadbaran, and Bayugan and the municipalities of San Francisco (Agusan del Sur), Claver, Mainit, Tubod (Surigao del Norte) sent their respective BPL Officer (BPLO) together with their frontline service personnel from the BPL office, and the offices of planning & development, engineering, and treasury to the training.

The capacity development activity which was under Component 3 (Improvements in Customer Relations) of the Streamlining of BPLS Project was organized by the Department of the Interior and Local Government (DILG) and the Department of Trade and Industry (DTI) in partnership with Agencia Espanola de Cooperacion Internacional el Deasrrollo (AECID) under its Strengthening Local Governments of the Philippines (SLGP) Project.

The two-day seminar facilitated by both DTI and DILG BPLS Focal persons aimed to provide the basic principles and practical guide to effective frontline service management, client relations and communication and image-building skills, which are critical in enhancing the image of LGUs to clients and would-be investors.

The opening program was graced by David Arnaldo of the AECID, DILG Regional Director Rene K. Burdeos, and DTI BPLS Focal Person Arnold Faelnar.

DOH strengthens Universal Health Care approach

BUTUAN CITY, Sept. 3 (PIA) --
The Department of Health (DOH) Caraga Regional Office headed by Regional Director Leonita Gorgolon bared that DOH is strengthening its Universal Health Care approach for all Filipinos especially in Caraga.

This was learned during the recently held Regional Development Council – Social Development Committee (RDC-SDC) Meeting chaired by Dir. Gorgolon, where focal persons from the government agencies and representatives from the local government units attended.

According to Dr. Ceasar Cassion of DOH, the Universal Health Care is an approach that aims to address inequities in health outcomes by ensuring that all Filipinos, especially those belonging to the lowest two income quintiles have equitable access to quality health care.

With this approach, DOH looks into the six instruments which needs to be monitored – Health Financing; Policy Standards and Regulation; Health Information; Service Delivery; Health Human Resource; and Governance for Health.

“In Universal Health Care, DOH implements the three strategic thrusts: Improve financial risk protection through improvements in the National Health Insurance Program (NHIP) benefit delivery; Achieve health-related Millennium Development Goal – Max (MDG-Max) targets; and Improve access to quality health care facilities,” Cassion said.

Said thrusts are based on President Benigno Aquino III’s Health Agenda (Achieving Health Care for All Filipinos or Kalusugan Pangkalahatan): Rapid Expansion in NHIP enrollment and benefit delivery using national subsidies for the poorest families; Improved access to quality hospitals and health care facilities through accelerated upgrading of public health facilities; and Attainment of health related MDGs by applying all effort and resources in localities with high concentration of families unable to receive critical public health services (GIDA).

Cassion also said DOH is undergoing the following financial risk protection strategies: Increasing resources for health; sustaining membership in social health insurance for all Filipinos; Allocating resources according to most appropriate financing agent; Shifting to new provider payment mechanisms; and Securing fiscal autonomy of health facilities.

“To achieve the MDGmax, DOH is deploying Community Health Teams; Utilizing the life course approach in providing needed services to family planning, ante-natal care, delivery in health facilities, essential newborn and immediate postpartum care, and Garantisadong Pambata package for children 0-14 years of age,” emphasized Cassion.

With this, DOH targets to achieve an improved overall health status of Filipinos, reduced out of pocket expenditures, and an improved client satisfaction and responsiveness of the health system. (JPG/PIA-Caraga)


Bislig City to celebrate its 11th Charter Day; opens photo contest

BUTUAN CITY, Sept. 3 (PIA) –- The city government of Bislig, Surigao del Sur led Mayor Librado Navarro will be celebrating its 11th Charter Day come September 14-15, 2011 and will be launching its 1st LIB’s Photo Contest.

According to Bislig City Information Officer Carlito Abar, the competition on photography welcomes professional photographers all over the Philippines. All photos must be of Bislig City’s tourist destinations identified by the organizers during the said dates.

On Sept. 14, participants of the photo contest will be taking pictures at the Tinuy-an Falls, Hinayacan Cave, and Baywalk while on Sept. 15, they are scheduled to take pictures at the Hagonoy Island.

“The interest of this contest focuses on images that showcase Bislig City’s one (1) major tourist spot and three (3) minor tourist destinations. We are inviting photography enthusiasts to join our “Photo Contest” for Bislig City, a rich city in ecological treasures… Come now and explore the beauty and wonder of Bislig City,” Abar said.

The contest is open to Filipino professional photographers, 18 years and above. While the contest is not limited to the number of participants, however, only the 1st Ten (10) participants, who are non Bislig residents who register first can avail of the “early birds” freebies of two (2) days free accommodation.

Abar also bared that interested participants are required to come and register on Sept. 14, 8:00am at the 3/F Kamayo Hall, Bislig City. Participants shall provide for their own equipment like camera, USB, CD, Laptop, and others. The organizer shall provide the transportation from Bislig City Hall to site/areas for pictorial as scheduled.

An Info Tech Personnel shall be assigned to gather and process the photo entries.

The guidelines of the photo contest are:

1) Photos must be taken by the participants from the natural landscape of identified tourist destination areas during the scheduled on-site pictorial only; 2) Only one picture entry per sight in each identified tourist destination areas/natural landscape shall be submitted by the participants every after pictorial session; 3) Only raw images are considered valid entry; 4) All photos should accurately reflect the subject matter and the scene as it appeared; 5) Post processing is strictly not allowed, adjustment of picture color alteration and sharpening through adobe photoshop or other photography enhancement software will automatically disqualify the entry; 6) Images that do not meet the requirements or deviates from the entry rules may or may not be judged at the judging panel’s sole dicretion; 7) Official entry must have a 300dpi/large format image size, no film-base camera; 8) Identifying marks, signs and address or other marking such as date or time stamps on the photo is not allowed; 9) No collages of photos; 10) The decision of the Board of Judges is final and irrevocable; and 11) All official entries (winning and non-winning) shall become the exclusive property of the organizer.

2) Criteria for judging are as follows: Originality – 10%; Photo Composition – 40%; Technical Excellence – 30%; Artistic Merit – 10%; and Overall Impact – 10%, a total of 100%.

First prize winner will receive Php 8,000.00; 2nd prize – Php 5,000.00; 3rd prize – Php 3,000.00 while consolation prizes will be given to seven winners amounting to Php 500.00 each. All winners will also receive certificates of recognition.

Beneficiaries say Pantawid Pamilya helps strengthen family relationship

Beneficiaries of Pantawid Pamilya who guested in a local radio station recently shared how the program strengthened their family relationships.

In two separate occasions, the beneficiaries proudly revelaed what they have learned during their Family Development Sessions. “Dako og tabang ang programa sa amo, dili lang sa pinansyal nga bahin kay aduna man kami FDS o Family Development Sessions, diha among mas nakat-unan unsaon nga mahimo kaming mas maayo nga ginikanan sa among mga anak ug unsaon ang sakto nga pagdala sa pamilya (The program is a big help to us, not only in the financial aspect because we have this FDS where we learn how to become a more responsible parents to our children),” Remely Salazar said.

Another beneficiary, Rose Gregay also expressed that the grants they get from the program help their children get basic education.

Other beneficiaries who also shared the same experiences with Remely and Rose were Francisca Carbonila, Papias Josol, and Ligaya Casindac.

The radio guesting also became a venue in addressing and clarifying issues and concerns from the listeners through calls and texts.

DSWD-Caraga workers attend roll-out training on Social Marketing

BUTUAN CITY, Sept. 3 (PIA) -- The Pantawid Pamilya Municipal Link Officers (MLOs), SEA-K Project Development Officers (PDOs), and Convergence PDOs assigned in Agusan provinces attended the 3-day roll-out training on social case management held recently at Balanghai Hotel, this city.

The said activity was done to familiarize field workers on Social Welfare Indicator (SWI), a tool that will help them identify their client’s needs, which will be the basis for intervention planning. The activity also trained the field workers as case managers on how to establish relationships, assess complex problems, and select problem-solving interventions and help clients function effectively.

Part of the training was the participants’ exposure to the field to administer SWI in barangays Obrero and Doongan in Butuan City.

“The activity is very significant to us; it help us understand the interviewing process and shows us the different techniques to effectively conduct the SWI.” says Jay Tejada, Pantawid Pamilya MLO of San Luis, Agusan del Sur. A total number of 123 participants attended the activity.

Earlier, the workers assigned in Surigao provinces and Dinagat Islands also underwent the same training at Almont Beach Resort Hotel in Surigao City. In her message, Director Mercedita P. Jabagat emphasized that all workers must be knowledgeable about all the systems employed by the Pantawid Pamilyang Pilipino Program – Beneficiary Update System, Grievance Redress System, and Compliance Verification System.

AGUSAN DEL SUR, Sept. 2 (PIA) -- The Provincial Government of Agusan del Sur (PGAS) presented a strategy map and balanced scorecard which will serve as guide for the province' governance to various sectors and offices for evaluation and appreciation.

According to provincial administrator Jesusimo Ronquillo, the consolidated SM-BS was prepared by the different division and department heads of the province after undergoing training with Prof. Edel Guiza of the Asian Institute of Management.

The balanced scorecard, according to Prof. Edel Guiza, is a strategic planning and management system used in business and industry, government and non-profit organizations worldwide.

As part of the workshop during the presentation, the national chiefs of offices were asked four questions to find out if they can align their functions with reducing poverty incidence in Agusan del Sur.


Butuan witnesses simultaneous opening ceremonies of big events in September

BUTUAN CITY, Sept. 2 (PIA) -- Three big events are happening in the month of September led by different government agencies and to be participated by the government employees, non-government organizations, academe and private stakeholders.

On September 1, 2011, the celebration of the National Crime Prevention Week, National Filipino Family Week, and 111th Philippine Civil Service month simultaneously kicked off with the ‘Lakad Laban sa Krimen’ Fun Walk participated by employees from the government, and members from the non-government organizations.

Said Fun Walk started at 5:00am from Rizal Park going to the City Hall Grounds, where an ecumenical prayer and short program was held and followed by the ‘Hataw’ exercise.

In her message, Ms. Nerissa Murih of the Department of Social Welfare and Development (DSWD) Caraga bared that the National Filipino Family Week is a special event for all Filipinos.

“With this celebration, we promote the Filipino values and Gender and Development (GAD) for all,” Murih said.

Murih also emphasized that with this year’s theme: “Kontra Krimen at Pro-GAD ang Pamilyang Pinoy,” we should all continue to serve our Pamilyang Pinoy and continue to impart the good values to our children.

Also, National Police Commission (NAPOLCOM) Caraga Regional Director Atty. Remeneo Valenzuela stressed that the National Crime Prevention Week with this year’s them: “Pinoy Ako, Crime Prevention Misyon Ko! Knock Out Crime!” focuses on the importance of the youths as contributor in nation-building.

Meanwhile, Civil Service Commission (CSC) Agusan del Norte Provincial Dir. Mishach Dinhayan revealed that the 111th Philippine Civil Service Anniversary celebration with this year’s theme: Championing R.A.C.E. (Responsive, Accessible, Courteous, and Effective): Excellent Public Service at Full Speed,” is calling on all public servants to continue to make change in public service with President Benigno Aquino III’s mandate – ‘Sa Matuwid na Daan’.

Government Internship Program extended

BUTUAN CITY, Sept. 2 (PIA) -- From a 2-month schedule, the Government Internship Program (GIP) spearheaded by the National Youth Commission (NYC) extended the training period to three months effective last July 2011 to intensify the youths’ preparation for future work.

Ms. Salma Jayne A. Tamano of NYC presented the updates of the GIP project during the 3rd Semester Caraga Regional Advisory Council (RAC) Meeting conducted recently at the Department of Education (DepEd) Caraga Regional Office.

It was learned that Interns will be exposed to mold their skills and knowledge in various areas and of basic office work such as writing, computer operation, interpersonal relation, work ethic, understanding of rules and regulation, and proper use of office equipment.

“The objective of the program is to encourage the youth to join public service. The program shall involve and acquaint interns with government programs and projects draw their support and understanding towards them”, said Tamano.

However, students who have previously availed the GIP program are no longer qualified to re-avail so that many people could benefit from the said program.(MRA/PIA-Caraga)

PDEA-Caraga intensifies efforts to drug prevention

BUTUAN CITY, Sept. 2 (PIA) --
The Philippine Drug Enforcement Agency (PDEA) said they are stepping up its drive against illegal drugs citing strides gained because of their operations.

This was revealed by Philippine Drug Enforcement Agency (PDEA) Caraga OIC-Regional Director Joel Plaza in a press conference organized by the Department of the Interior and Local Government (DILG) in celebration of the National Police Commission’s (NAPOLCOM) 17th National Crime Prevention Week held Thursday, September 1 at City Interior and Local Government (CILG) office, Barangay Doongan, this city.

“For the first two quarters of 2011, PDEA has conducted a total of seventy-eight (78) operations. Out of these operations, 105 drug personalities were arrested, two eradication of Marijuana, and 132 drug cases were filed in court,” Plaza stressed.

Plaza added that drug trafficking incidents at Barangays San Ignacio and Ong Yiu have lessened due to their intensified efforts in making a drug-free city and their cooperation with the Philippine National Police (PNP) in implementing the Republic Act 9165 otherwise known as the Comprehensive Dangerous Drugs Act of 2002.

Plaza further emphasized the importance of the community’s involvement in their operations by simply giving them information. “We are already making programs against drug trafficking and we are empowering the community because they have a big role to drug prevention.” (MRCA/PIA-Caraga)


Surigao City celebrates 41st Charter Day

SURIGAO DEL NORTE, Sept. 2 (PIA) -- The city of Surigao unfolds another moment in history as it marks its charter day on August 31 with the theme “Onwards to Progress…Surigao”, 41 years after it became a chartered city under Republic Act No. 6134 approved on August 31, 1970.

This highly-significant event showcased the triumphs of the city government of Surigao in its efforts in governance.

At 4:00 in the morning, the diana, ringing of bells and sounding of sirens were conducted.

Bishop Antonieto Cabahug of the Cathedral Parish of San Nicolas de Tolentino, officiated the thanksgiving mass at the City Cathedral at 6:00 a.m. Followed by a flag-raising ceremonies led by Mayor Ernesto Matugas, Vice Mayor Danilo Menor, 2nd District Congressman Guillermo Romarate and 1st District Congressman Francisco Matugas in-front of the City Hall grounds.

As a fitting tribute to individuals and entities who have exemplified outstanding performance worthy of emulation in different fields, Mayor Ernesto Matugas awarded the certificate of recognition to Marine Engr. Jonelito Razona, a native of Surigao for his invaluable contribution to a law enforcement by the City PNP particularly in curbing Alcohol Impaired Driving through his donation of 2 units Alcomat Premium Breath Alcohol Tester (Breathtalyzer) an alcohol device used to detect blood alcohol content.

Float parade completion highlighted the celebration of the 41st charter day of Surigao City.

The winners are the following, first place went to Philipine Ports Authority; second place went to DepED Surigao City Division; 3rd place – province of Surigao del Norte. For Best Marching Cadets, first place went to Surigao State College of Technology (SSCT), second place went to Surigao Education Center (SEC), third place went to St. Jude Thaddeus Institute of Technology (SJTIT), fourth place went to Northeastern Mindanao Colleges (NEMCO) and fifth place went to St. Paul University Surigao (SPUS).

P5-M fund for Nasipit public market ready for release

The P5-M fund support from the Provincial Government of Agusan del Norte for the repair of the Nasipit public market is ready for release as confirmed by Agusan del Norte incumbent Governor Erlpe John M. Amante recently.

According to Gov. Amante, he is only waiting for the resolution from the Sangguniang Panglungsod of Nasipit to formally request for the funds so that the funds can be released counterpart to the P5-M fund support also given by 2nd District Congresswoman Ma. Angelica Rosedell M. Amante-Matba.

Gov. Amante assured that the funds will be released this year after the Sangguniang Bayan of Nasipit will pass the resolution. And either the province or the municipality will implement the project.

Surigao Sur launches “JYes Kontra Droga” today

TANDAG CITY, Sept. 2 (PIA) - The 10 point agenda of the “JYes Kontra Droga” Program, a massive campaign on Anti-Illegal Drug in Surigao del Sur was unveiled this morning in Tandag City.

The event was led by Provincial Anti-Drug Abuse Council (PADAC) chair Gov. Johnny Pimentel along with the Philippine Drug Enforcement Agency (PDEA) Dir. Gen USec Jose Gutierrez, Jr., and Ms. Alma Concepcion and witnessed by PADAC members, provincial government and national line agency employees, local chief executives, ABC President and SK Federation Presidents of 17 municipalities and two cities, students from Jacinto P Elpa National High School, Civil Society Organizations and religious organizations representatives.

Governor Pimentel in his message this morning, requested all local executives to activate and strengthen the Anti Drug Abuse Council from municipal level down to barangay level provincewide.

40 Caraga 4th to 6th class towns to receive P1M Performance Challenge Fund

BUTUAN CITY, Sept. 2 (PIA) -- Forty 4th to 6th class municipalities of Caraga Region will receive a P1,000,000.00 peso Performance Challenge Fund (PCF) for passing the Seal of Good Housekeeping (SGH) Program of the Department of Interior and Local Government (DILG) for the Calendar Year 2011.

This was announced by DILG Regional Director Rene K. Burdeos during a press conference held Thursday, Sept. 1 at the CILG-Butuan Office, marking the start of the three celebrations this month which are the National Crime Prevention Week, National Filipino Family Week, and 111th Philippine Civil Service anniversary.

The forum was attended also by other top regional officials of some national agencies: Regional Director Joel Plaza (PDEA), Regional Director Remenio Valenzuela (NAPOLCOM), Regional Director Marilyn Pintor (CHR), City Dir. Romeo Solis (CILG), PSupt. Martin M. Gamba (PIO-PRO 13), JSInsp. Herman Paas and JInsp. Prospero Parnay, Jr (BJMP).

Dir. Burdeos said that this was a significant feat for Caraga region where all of its 4th to 6th municipalities has achieved the seal. “This is something that we can boast of, as Caraganons. While in the other regions only a number of their towns are making it to the award, all of our 4th to 6th class municipalities did it,” he said.

According to Dir. Burdeos, the program recognizes the local government units which had not received adverse or disclaimer opinions from the Commission on Audit (COA) on their financial statements of 2010. They also complied with the full disclosure policy budget, bids and awards which need to be published in conspicuous places, print media of community or general circulation and in the website.

The municipalities, according to Burdeos, can avail of the performance challenge fund, which is a support fund to finance local development initiatives aligned to priorities such as the attainment of the millennium development goals, local economic development or the adaptation to climate change and disaster preparedness.

The forty municipalities includes: Carmen, Kitcharao, Magallanes, Remedios T, Rumualdez, Santiago, and Tubay (all of Agusan del Norte); Basilisa, Dinagat, Libjo, Loreto, San Jose, and Tubajon (all of Dinagat Island Province); Alegria, Bacuag, Burgos, Dapa, Del Carmen, General Luna, Gigaquit, Mainit, Malimono, Pilar, Placer, San Benito, San Francisco, San Isidro, Sta. SURSECO II electric coop keeps status quo on conversion proposal

TANDAG CITY, Sept. 2 (PIA) -- Surigao del Sur Electric Cooperative II (SUESECO II) has kept status qou on the proposed conversion issue following the convincing win in a recently concluded referendum last August 27.

SURSECO II General Manager Iglorio Hinayon confirmed that the “negative vote tallied 28,600 overwhelmingly subdued the “affirmative ones” that only an inched up to 883 in a bid to convert the said distribution utility to operate under Cooperative Development Authority (CDA) instead of National Electrification Administration (NEA).

Hinayon also reported over 51% voter turn-out at 29,483 from an estimated 57,000 voting member-consumers.

According to Hinayon, the issue on conversion to CDA stemmed from a letter to the Sangguniang Panlalawigan by

Development blueprint for Capitol Business Park ready

BUTUAN CITY, Sept. 2 (PIA) -- The plans of developing the Capitol Business Park as one of the prime business hubs in Butuan City is moving as planned.

The blueprint for the said business park, according to Governor Erlpe John M. Amante, is due to be finished and it can accommodate any prospective business in any industry who wants to put up a business establishment in the business park as long as they would meet the guidelines provided.

For now, Governor Amante said that the people in charge of the developments of the park are still studying the budget that will be used for the construction of the business park because the Provincial Government of Agusan del Norte is also preoccupied and tied with the transfer of the new Capitol Building to Sanghan, Cabadbaran City.

District Hospital of Agusan del Norte to be upgraded

BUTUAN CITY, Sept. 2 (PIA) -- Cabadbaran District Hospital is set to be upgraded as part of the priority programs of Agusan del Norte Governor Erlpe John M. Amante to improve the district hospitals in the province.

The Cabadbaran District Hospital (CDH) is set to add five (5) private rooms to their hospital to provide more options to the patients not to seek treatment from Butuan City anymore and instead stay in the said hospital for their convenience.

The new private rooms will be comparable to that of the private rooms of the big hospitals in Butuan City but will be more affordable.

According to the Governor, CDH is also planning to provide more offices to lure more doctors to work in the hospital. More doctors, especially the private doctors, would mean more options for the patients in Cabadbaran City and it will improve the capacity of the hospital to attend to patients especially in more critical moments.

German Parliament visits Esperanza to learn political, special and economic situation

AGUSAN DEL SUR, Sept. 1 (PIA) - Six members of the German Bundestag (Parliament) on economic cooperation and development visit the town of Esperanza recently in order to learn more about the political, social and economic situation of the area as well as the on-going efforts of the Philippine-German Development Cooperation.

Led by Ms. Dagmar Wohrl, Chairwoman of the Committee on Economic Cooperation and Development, the group proceeded to Esperanza and supposedly proceed to Barangay Remedios to visit and evaluate two projects implemented with the support of the German organizations but opted to stay in Esperanza municipal hall and proceeded to the Roman Catholic Church of the same town to have dialogue with Agusan del Sur Gov. Adolph Edward Plaza, Esperanza Mayor Nida Manpatilan and the recipients of the projects implemented in Barangay Remedios who are waiting at the Roman Catholic Church.

Gov. Adolph Edward Plaza lay down the efforts of the provincial government in the process of titling the ancestral domain claims of the indigenous peoples (IPs) in Esperanza and all over Agusan del Sur with the aim to protect the culture, tradition and the rights of the IPs over the areas that they dwell since the time of their ancestors. “In fact, we have conducted several consultations and meetings in order that the process will be fully understood by our IPs brothers and sisters so that the areas will be fairly identified and delineated and the process will be smooth and legal,” Gov. Plaza said.

On the other hand, Esperanza Mayor Nida Manpatilan said, the Higaonon tribe of Esperanza have been very cooperative in processing the Certificate of Ancestral Domain Title knowing that the local government have been doing their part in realizing their dreams.

“What our people want is the protection of their rights over the area where they live. As natives of the place, they get their food and other needs in their respective areas, while protecting the environment for the future of their younger generations. We, in the municipal government have been closely working with the provincial government because we have the same outlook for the plight of our IPs,” Mayor Manpatilan said.

Gov. Plaza took the advantage of presenting the issues and problems confronting the process of the CADT, hoping the German delegation could extend any assistance for the speedy issuance of the CADT.

Later at the Roman Catholic Church, Fr. Carlito Clase, founder of Mary Mediatrix of All Grace Foundation presented to the German delegation their partnership with German financing institution called MISERIOR, who provided support of the project dubbed as Poverty Alleviation through Good Governance, livelihood, Agroforestry for the Unity of the Marginalized sector, which also stand for the PAGLAUM project. Fr. Clase, with some tribal leaders, presented their accomplishments on food security, land security, health security, education, natural resources, gender and organizational core values.

The German delegation left the town of Esperanza around 8:00 in the evening, leaving the people of Esperanza hopeful for more assistance the German government could extend especially to the IPs. (PIA-Agusan del Sur)


Hinatuan, a show case municipality in Surigao del Sur – DSWD

SURIGAO DEL SUR, Sept. 1 (PIA) – Hinatuan is considered a “show case” municipality of Surigao del Sur where the three core programs of the Department of Social Welfare and Development (DSWD) was successfully implemented thru the support of the Local Government Unit.

The DSWD field workers revealed during their regular meeting recently held with the Social Welfare and Development (SWAD) team and convergence team in one of the local venues of the Cleanest and Greenest municipality of Surigao del Sur - Hinatuan.
The project was funded by the national government that technically supported by the local government during its implementation.

According to Gloria Lumanzo, SWAD Team leader, the three core programs of DSWD implemented in Hinatuan that are presently being monitored are: the Self-Employment Assistance-Kaunlaran (SEA-K) Program (formerly 4Ps), and the new term used now is the Conditional Cash Transfer (CCT); and the Makamasang Tugon.

Meanwhile, Ms Miraflor Cabigon, CCT program Provincial Link revealed that there are 32,000 CCT/4Ps recipients in Surigao del Sur from 17 municipalities and including Tandag City.

It can be recalled that the municipalities of Lingig, Tagbina, Marihatag and San Miguel are the pioneering of the 4Ps/CCT program implementation under phase 1 that was started on 2008 until 2013. (NGBT/PIA-Surigao del Sur)

The launching program of a massive campaign on Anti-Illegal Drugs is spearheaded by the provincial government thru the Provincial Anti-Drug Abuse Council (PADAC) chaired by Governor Johnny Pimentel which is aimed at achieving a Drug-Free province in Surigao del Sur.

A thanksgiving Mass at San Nicolas de Tolentino Cathedral will start at 6:00am, followed by a motorcade that will signal the start of the “Big Bang” event of the province with the unveiling of the “JYes Kontra Droga” or the content of JYes (10) point agenda to the public.

“JYES Kontra Droga” is set to be launched in Tandag City

The Provincial Anti-Drug Abuse Council (PADAC) members chaired by Surigao del Sur Governor Johnny Pimentel is set to launch the massive Anti-Drug campaign program dubbed as “JYes (Johnny-Yes) Kontra Droga” on Friday, September 2 here.

With the theme: “Maghiusa Kita Kontra Droga. Get Involved, Act Now,” the PADAC members from the different national government agencies, non-government organizations including religious sectors and the Civil Society Organizations (CSO) during the preparations had suggested several programs to come-up into a JYes (10) Point agenda for implementation.

PADAC members are divided into three committees according to the agencies’ functions and members’ expertise that could help a lot during the program implementation on Prevention, Intervention and Integration.

Relative to this, DILG Provincial Dir. Pedrito Alacaba had already sent earlier a memorandum addressed to the local chief executives from 17 municipalities and two cities, Punong Barangays, and SK Federation Presidents to enjoin and to extend their support for the success of the said undertaking through intensifying drug awareness and prevention activities in their respective localities starting this month of September 2011.

DILG urges Punong Barangays to help identify and locate 17, 000 OFWs in strife-torn Syria

MANILA, Sept. 1 (PIA) – The Interior and Local Government Secretary Jesse Robredo recently called on the support of all Punong Barangays (village chiefs) to help the government in the identification and search for some 17,000 Overseas Filipino Workers (OFWs) and expatriates in Syria who could be endangered and may want to escape and be repatriated safely from the strife-torn Arab country to the Philippines.

The DILG chief issued the call in view of the escalating political unrest and human rights violations that has gripped Syria for the past five months, brought about by fierce infighting between government forces and pro-democracy groups in said country.

Robredo said that by seeking out the families and obtaining necessary details like names, contact numbers and exact whereabouts of their loved ones living or working in Syria, Punong Barangays could provide big help in the government’s efforts to hasten their evacuation and repatriation.

“We need the help of our Punong Barangays in identifying and locating the whereabouts of some 17,000 Filipino workers in Syria so that the government can promptly execute its contingency and evacuation plans,” he said.

In his directive, Robredo said Punong Barangays should submit the names, contact numbers and whereabouts of the Filipinos in Syria to the concerned DILG city/ municipal field officer, or to the National Barangay Operations Office (NBOO) not later than September 2, 2011.

He also urged the public to text the DILG hotline number 2299 using the following format: Type DILG //address in Syria/contact number in Syria> and send to 2299.

The Department of Foreign Affairs (DFA) has raised the alert level for the entire country of Syria to 3 which means the voluntary repatriation of all Filipinos and expatriates with the Philippine government providing for the repatriation costs.

President Benigno S. Aquino III earlier said the evacuation of Filipinos in Syria was underway but it was unfortunate that only a few responded to the government’s call to leave due to the deteriorating human rights situation in the Middle Eastern nation.

Reports said there is an estimated 17,000 OFWs in Syria, 95 percent of them domestic workers, and a great number of whom are undocumented and willing to take the risks prevailing in the strife-torn country to maintain their employment.

“There are around 17,000 of our compatriots there and 95 percent of them are domestic helpers so the assumption is they don’t possess the ability as readily as professionals to take care of themselves,” the President said.

“Unfortunately, as I understood it, only a few accepted our offer to repatriate them from the beginning so I assume that most of them are still there,” he said, adding that the government would take other necessary steps to ensure that Filipinos would be taken care of in Syria. BUTUAN CITY, Sept. 1 (PIA) - Nakuha ng Agusan del Sur Provincial Health Office (PHO-AdS) ang matataas na mga parangal sa mga naidulot na serbisyong pangkalusugan at tamang pamamahala at ipinamahagi ang mga ito sa pamamagitan ng pagpapakita ng mga parangal na ito na iginawad ng mga nakakataas na opisyales galing sa regional at national na tanggapan ng Departamento para sa Kalusugan (DOH).

Noong Hulyo 28 ng kasalukuyang taon, tinanggap ni Dr. Joel Esparagoza, hepe ng pangkalusugang tanggapan ng lalawigan at ng D.O. Plaza Memorial Hospital ang pagkilala sa kanyang tanggapan na siyang may pinakamataas na naabot sa pagbakuna sa buong rehiyon ng Caraga sa Measles Rubella Supplemental Immunization Activity (MRSIA) para sa taong 2011 na may 98.12 porsyento. Bago ang pagkilalang iyon, ang Caraga Center for Health and Development ay kinilala muna na nangunguna sa buong bansa, at ang Agusan del Sur ay siyang may pinakamataas na naabot sa buong rehiyon. Pero bago nalaman ng lahat, ang PHO-AdS ay kinilala na na siyang may pinakamataas na parangal na iyan mula pa noong taong 2004 sa pamamagitan ng pagbibigay ng serbisyong pangkalusugan.

Isa pang parangal na inilahad ng PHO-AdS ay ang plake ng pagkilala ng kanilang mahusay na pamamahala ng pundo na kung tawagin ay revolving trust fund na sinimulan noong taong 2003 na kung tawagin ay local health system development fund o LHSD, na pinundohan ng inter-local health zone, ng Departamento ng Pangkalusugan (DOH) ng sector ng pangkalusugang reporma (HRS) at ng pangkalusugan tanggapan ng lalawigan na pinundohan ng pamahalaang probinsiyal.

Ang LSD ay nabuo sa pamamagitan ng District Health Board Resolution Blg. 01, serye ng 2002, na humiling ng limang miyembrong mga pamahalaang bayan para magbigay ng pundo para sa mga gamot at kagamitan ng mga miyembro ng Philhealth, kasama na ang tinatawag na medicare sa masa na na-hospital sa D.O. Plaza Memorial Hospital.

Ang naturang seed capital ay umabot sa P1.8 milyones kung saan P205,000 ang inabot ng peran ibinigay ng lokal na mga pamahalaang bayan, P100,000 ang galing sa Center for Health and Development share, P1 milyon ang galing sa HRS) at P500,000 galing sa pamahalaang probinsyal ng Agusan del Sur. Ang P500,000 ay kukunin galing sa kita ng hospital taon-taon pagkatapos magbigay ang pamahalaang probinsyal ng seed money.

Is pang parangal na natanggap ng PHO-AdS ay ang halagang P997,400 na ibinigay kay Dr. Esparagoza galing sa DOH-Caraga at ito ay para sa pagpa miyembro ng 1,629 na mga kapos palad na mga pamilya na kinilala sa pamamagitan ng Community-bawsed Managemnt System (CBMS). Kinilala rin DOH ang PHO-AdS na nangunguna sa Renal Disease implementers kasama ang mga lokal na pamahalaan.

BUTUAN CITY, Sept. 1 (PIA) -- Saludo si Agusan del Norte 2nd District Congresswoman Ma. Angelica Rosedell M. Amante Matba, sa kasensiro sa pagserbisyo ni Pangulong Benigno Aquino III aron lamang matul-id ang pagserbisyo sa nasud.

Sumala pa ni Cong. Matba nga buot matud pa sa pangulong Aquino nga makabaton ang nasud ug usa ka matinud-anon ug ligdong nga pagserbisyo hinungdan nga iya kining gidayeg uban sa pag-ampo nga magmalampuson ang pangulong Aquino sa iyang mga pangandoy nga makabaton ug usa ka honest government.

Gidugang pa ni Cong. Matba nga wala matud pa siyay kakapas nga hukman ang presidente tungod kay bag-ohay paman usab kini nga nagserbisyo sa nasud, hinungdan nga nanghinaut na lamang kini nga matuman ang mga gipamahayag niini ug sa ipamahayag pa sa mga moabot nga mga State of The Nation Address (SONA) sulod sa unang unom ka tuig nga pagserbisyo niini sa nasud.

Alayon niini giawhag na lamang ni Cong.
