DAR-Agusan del Norte distributes 628 hectares of land titles

BUTUAN CITY, Aug. 13 (PIA) - In an effort to complete land distribution by 2014 based on its phasing schedule provided in CARPER Law, the Department of Agrarian Reform (DAR) of Agusan del Norte once again transformed 329 from mere farm-workers into landowners. Certificate of Land Ownership Awards (CLOAs) covering of 628 hectares of agricultural land were awarded during the CLOA distribution at Barangay Bugsukan, Butuan City on August 4, 2011.

1st district Agusan del Norte Representative Hon. Jose “Joboy” Aquino III and Butuan City Mayor Hon. Ferdinand M. Amante with the assistance of DAR-Caraga Regional Director Faisar A. Mambuay and Provincial Director Andre B. Atega of DAR-Agusan del Norte personally handed-over the certificate of land ownership awards to the beneficiaries.

Sharing the limelight are Mauriel T. Fesalboni, City Agrarian Reform Office Head and Chona Maceda, Development Facilitator in Brgy. Bugsukan.

Regional Director Faisar A. Mambuay in a statement that “the department mandated to implement land reforms, indeed, we assure you to give appropriate legal assistance to let you know your rights if any land dispute will occur, and we continously push support services that bring out the best of the agrarian beneficiaries.”

In a simple ceremony, Hon. Jose “Joboy” Aquino lauded the efforts of DAR for their valuable contributions in advancing the cause of agrarian reform specifically on his district and in the province as well.

Meanwhile, City Mayor Ferdinand M. Amante encouraged agrarian beneficiaries to develop the land given by DAR and be united in helping the city government’s effort in realizing its dream in becoming Butuan City as the organic center in Mindanao soon.

The Department of Agrarian Reform (DAR) of Agusan del Norte is committed to help improve the lives and enhance the welfare of farm workers in the province through the implementation of its land distribution component of Republic Act 9700, the CARPER Law.

Since CARP was launched in 1988, about 28,280 hectares of agricultural lands or 78% of 36,094 of its total working scope are already ditributed to about 15,652 farmer-beneficiaries across the province.

Cebuano News: 2% nalang gikan sa IRA ang kontribusyon sa barangay alang sa bookkeeping maintenance

BUTUAN CITY, Aug. 13 (PIA) -Nikunhod ngadto sa 2% ang gikaltas sa Internal Revenue Allotment (IRA) sa matag barangay nga maoy gigahin alang sa bookkeeping maintenance, sumala pa ni Hon. Nestor Amora, Presidente sa Liga ng mga Barangay.

Sa pagsulod sa administration ni Mayor Ferdinand M. Amante Jr. uban sa pagduki-duki ug pagtoon ni Hon. Amora, pinaagi sa pagkunsulta sa 86 ka mga Barangay Kapitan sa dakbayan sa Butuan. Sila nagkauyon, subay sa gihimo nga Resolution No. 8, Series of 2011 - “A Resolution setting the bookkeeping maintenance budgetary allocation at 2.0% of the barangay IRA effective this calendar year 2011, and requiring the City Accounting to disburse the aforementioned fund subject to final approval of the LIGA Board and to remit any and all unspent amount immediately after the year closure of the books to the LIGA ng mga barangay of the city of butuan.”

Feature News: Crocs in Agusan Marsh strike again

The serenity of the early dawn in Barangay Nueva Era, Bunawan, Agusan del Sur was broken by yelling of some residents upon seeing a three-year old carabao dragged by a monster along the side of the river towards the deeper part, but was blocked by a foot bridge used by the local residents in crossing the river.

In an instant, barangay folks gathered to see what the disturbance was, and were shocked witnessing with their bare eyes, a crocodile, whose back-width measuring not less than three feet, with an estimated length of 12 feet, dragging a young carabao victim in the river, snapping its wide mouth with strong and sharp fangs every now and then at the neck of its prey. With everyone on their shock mode, no dare stop the monster, whose prey, the young carabao that it dragged, was blocked by the foot bridge that crosses the river. Almost exhausted, the crocodile submerge, leaving the carabao floating at the edge of the bridge. Still no one dare go near for fear that all of the sudden, the monster will again appear, and kill anyone near.

In an interview with a radio DXDA host, Barangay Captain Teofanes Adlawan said, the river is connected, and one of the tributaries of Agusan Marsh. It is near to lake Mihaba, where two years ago, a child, saddling her boat from the floating school, was attacked by a giant crocodile.

“We believe there are two big crocodiles around, just transferring from one place to another in this wide marsh area connecting the river here in our barangay. Because of the incident this morning that we witnessed, we prohibit anyone to ride on a boat in the river. I believe the crocodiles just hide themselves somewhere, ready to attack. This will also confirm our doubt that one of our residents here was a victim of those monsters,” B/Capt. Adlawan said.

In an interview with Maritess Salon, another resident of Barangay Nueva Era, one Daniel Auxtero, around 56 years old, disappear in the river while fishing. His wife said, he just asked permission to go fishing around 9:00 PM, and never returned home. What they saw the following morning was his empty banca, his saddle and his hat floating in the river some kilometers away from their barangay,nearer to Lake Mihaba, within Agusan Marsh.

Barangay Captain Adlawan immediately notify the mayor of Bunawan town of the incident, while closely guarding the area where the dead carabao was located and the crocodile disappeared.

“The local government has ordered not to kill the crocodiles because they want to catch them alive. Right now, the municipal government have made a cage so that anytime that the crocodile will be captured, there is a cage ready to hold them,” B/Capt. Adlawan said. (With reports from William U. Paz y Desarrollo to hold multi-stakeholders workshop on women in politics

BUTUAN CITY, Aug. 12 -Paz y Desarrollo (PyD), a Spanish non-government organization supported by the Spanish Agency for International Cooperation and Development (AECID), together with the Philippine Commission on Women (PCW), Miriam College-Women and Gender Institute (WAGI) and PILIPINA, will be holding a Multi-stakeholders Validation & Consultation Workshop of the Agusan del Norte Baseline Study Results as part of its Regional Program in the Promotion of Gender Equality in Political Participation on August 17, 2011 at Prince Hotel, this city.

This Regional Program is being implemented in five countries, namely, Philippines, Vietnam, East Timor,Bangladesh and Cambodia.

The workshop aims to validate PYD’s Baseline Study conducted from March to April 2011 in selected barangays in all the ten (10) municipalities and two (2) cities of Agusan del Norte.

Participants of the activity are local government units (LGUs) officials, Gender and Development (GAD) focal persons, People’s Organizations (POs) and community members coming from the city of Butuan, municipalities of Tubay, Kitcharao and Santiago, the selected target areas for the Program.

Results of this validation workshop shall be the basis in the creation of a Regional-wide Program Implementation Strategies.
The Caraga State University (CSU) is also a partner of PYD in data-gathering for Baseline Study and facilitation of the said multi-stakeholders workshop. (PYD/PIA-Caraga)

Pinaagi niini nga programa mas paspas na unya ang tanang transaksyon labi na ang collection ug payments sa mga hospitals nga unang nakakonikta niini nga programa sama sa Provincial Hospital, Cabadbaran District Hospital ug Nasipit Distrcit Hospital kon diin online naman kini direkta ngadto na sa Provincial Trasurer’s Office.

Ang maong workshop kabahin kini sa gipatumang programa sa Provincial Government nga community Based Monitoring System (CBMS) kon diin usa kini ka organisadong pamaagi aron makuha ang household information sa local level, aron ma-integrate ang paggamit sa maong data ngadto na sa local level planning, program implementation and to promote evidence-based decision making.

Gipasabot ni Cong. Matba nga sa pagkakaron halos ukopado na ang pondo sa iyang PDAF gumikan sa mga nag-unang proyekto ug programa sa iyang buhatan, kon diin ubay-ubay nga mga barangays ang nangayo ug multi-purpose building, kongreto nga tulay, integrated bus terminal ug uban pang mga dagkung proyekto, hinungdan nga iya na lamang kini nga gibahin-bahin aron mapaigo ang budget.

Pantawid Pasada, one of the noble programs of the Aquinoadministration, Butuan official says

BUTUAN CITY, August 11 (PIA) –City councilor Atty. Audie Bernabe recently said the  Pantawid Pasada Program of the Aquino administration is one of the noble programs, helping the transport sector to mitigate the impact of oil price hike.

During the ceremonial turn-over of Pantawid Pasada cards held in one of the local resorts here, Councilor Bernabe emphasized that the program of the Aquino administration is the answer to the predicaments felt by the transport sector.

“Ang programang ito ay nakakatulong sa transport sector upang maitawid nila ang kanilang pamumuhay sa kabila ng pagtaas-baba ng presyo ng langis (This program helps the transport sector to cope with the unstable oil price),” Bernabe said.

Meanwhile, Bernabe urged the transport sector-beneficiaries to craft a resolution acknowledging the national government for coming up with the program that will surely benefit the transport sector.

According to the Regional Office of the Department of Transportation and Communications (DOTC) here, around 1,700 franchisees have qualified to avail the program.

DOTC-Caraga Regional Director Atty. Alim Pangandaman further said the distribution of the cards will be made as soon as possible through the DOTC district offices in all the provinces and cities in the region.

The Pantawid Pasada Program of the national government aims to provide assistance to the transport sector, such as jeepneys and tricycles, to cushion the impacts of oil price hikes as the growing unrest in the Middle East and North Africa continues to create uncertainty in the international and local markets.

This would also aid in mitigating the continuous increase in fares, which may eventually cause the rise in inflation rate. (PIA-Caraga)

Gov. Sol envisions Surigao Norte to be a reading province

SURIGAO DEL NORTE, August 11 (PIA) – Governor Sol F. Matugas shared her vision of Surigao del Norte to become a reading province.

During the “Kapihan sa Kapitolyo” held yesterday, Aug. 10, Matugas said to achieve this, she will make a program on retooling of teaching strategies as one of her plans to provide quality education for the Surigaonon students.

Gov. Matugas bared her plan to put up more library hubs, books and other reading materials and reading centers to the different municipalities of the province to help the students learn to read and write effectively.

With this, the lady governor is optimistic that the students will also be encouraged to have more time reading in libraries and to know the happenings of the environment.

Matugas directed the DepEd officials of the province to make a balance reading program to different schools and to provide opportunities for real life reading and writing

2nd Siargao Surfing Festival to commence on September

SURIGAO DEL NORTE, August 11 (PIA) – The 2nd Siargao Surfing Festival will officially commence on September 17 and will end on October 3, 2011, said Senior Provincial Tourism Officer Ivonnie B. Dumadag during the recently held “Kapihan sa Kapitolyo.”

Dumadag said the surfing festival will feature a series of three surfing events, the 13th Siargao National Surfing Cup, the Billabong Pro-Junior Asia, and the 17th Siargao International Surfing Cup.

“What is new for this year is the Billabong Pro Junior Asia, which is sanctioned by the Association of Surfing Professionals,” said Dumadag.

The Billabong Pro Junior Asia event will take place at the famous surfing break Cloud 9 in Barangay Catangnan, municipality of Gen. Luna in Siargao Island on September 21-28, 2011.

The event will showcase the best junior surfers in “one of the world’s best waves.”

AGUSAN DEL SUR, Agosto 11 (PIA) -- Hindi nagkatugma ang talaan ng Provincial Council for the Welfare of Children (PCWC) kung ikumpara ito sa aktual napang-abusong ginawa sa mga bata at kababaihan dahil sa pagbaba ng mga aktibong Local Council for the Protection of Children (LCPC) at pag-saayos sa mga kaso sa pamamagitan ng usapan lamang ng mga naabuso at mga nang-abuso.

Napag-alaman na noong taong 2001 nang ang lalawigan ng Agusan del Sur ay nagpapatupad ng child-friendly movement kasama ang United Nations Children’s Fund o UNICEF, halos lahat ng 318 na mga barangay ay nakapag buo ng LCPC at ang mga ito ay naging aktibo na siyang nagpapababa ng mga kaso ng pang-abuso laban sa mga bata at kababaihan.

Sa kasalukuyan, ayon sa ulat ng Department of the Interior and Local Government (DILG) Agusan del Sur provincial office, walong LCPC ang naiwang ideal o aktibo, 56 are nasa tamang pag papatupad, 103 ang nangangailangan ng pagsaayos habang147 ang halos nagsimula pa lamang, o hindi na aktibo.

Sa mga kabayanan, ang bayan ng San Francisco lamang ang maituring na nasa tamang pagpapatupad habang ang Bunawan naman ay halos hindi na gumagana. Ang halos 11 bayan na naiwan ay nangangailangan ng pagsaayos kasama na ang lungsod ng Bayugan.

Ayon kay ABC Federation Pres. Richard Plaza ng Sta. Josefa, halos lahat ng mga kasong pang-abuso na nangyari sa mga barangay ay isinasaayos na lamang sa usap-usapan dahil ang biktima, na kalimitan ay asawa ng suspetsado, ay hindi na interesadong ipagpatuloy ang kaso sa korte, dahil mawawalan sila ng tagasuporta lalo na sa pinansiyal na aspeto. Ang iba ay dahil sa pangungumbinsi ng mga suspetsado.

Ayon naman kay Atty. Marcelo Caupayan ng Public Attorney’s Office, dapat lamang na isampa talaga ang kaso sa korte para magkaroon ng kaso at kahit magkaroon ng suspension of penalty, maparusahan na talaga ang suspetsado sa sandaling ulitin pa niya ang pang-aabuso sa biktima.

Para maging aktibong muli ang mga LCPC, iminungkahi ni Armando Gomez, Chief of Staff ng tanggapan ng gobernador na siya ring nanguna sa pagtitipong iyon na kailangang sanaying muli ang mga nangangatawan sa lahat ng LCPC, habang pinagsabihan ang secretariat na maghanda ng plano. DOTC-Caraga chief calls jeepney operators to use Pantawid Pasada cards wisely

BUTUAN CITY, August 10 (PIA) -- Department of Transportation and Communications (DOTC)-Caraga Regional Director Atty. Alim Pangandaman on Tuesday called on jeepney operators to use the Pantawid Pasada cards wisely, saying it is beneficial to the drivers.

In an open forum conducted right after the ceremonial turn-over and card distribution held in one of the local resorts here, Atty. Pangandaman said franchise holders/operators should bring with them their drivers upon claiming the card.

Pangandaman explained the drivers are most affected with the continuous oil price increase that is currently happening, “thus, they are most likely to benefit from this program,” he added.

The region’s DOTC chief also said operators must understand that the program is really intended for those who will directly use the vehicle – the drivers. “In this way, operators will be able to use this card wisely,” he said.

Out of more than 2,000 franchise holders, Pangandaman said only around 1,700 qualified. “Those who did not qualify are those franchises that were already expired and those who lack requirements,” Pangandaman added.

As promulgated by Executive Order No. 32, series of 2011, the “Pantawid Pasada Program” is a poverty reduction and social development strategy of the national government that aims to provide financial assistance to the public transport sector through cash grants to reduce the impact of increasing fuel prices on the riding and consuming public.

During the launching of the program in April 2011, Department of Energy (DOE) Secretary Jose Rene Almendras said the P1,050 for jeepneys and P150 for tricycles which will be loaded in the Pantawid Pasada card, may be used to purchase diesel from participating gasoline stations. (PIA-Caraga)

BUTUAN CITY, August 10 (PIA) -- The Department of Energy (DOE) Mindanao and the Department of Transportation and Communications (DOTC) on Tuesday distributed some 600 Pantawid Pasada cards to qualified beneficiaries in Caraga Region.

In a simple turn-over ceremonies held in one of the local resorts here, DOE Mindanao Director Manuel Llaneza admitted that although cash assistance given to the beneficiaries is not that big, “this is an indication that the government is serious in its effort to help the transport sector amidst oil price increases.”

Llaneza further said the cards distributed to the beneficiaries will be loaded with Php 1,050 each 14 days after complete requirements will be submitted to DOTC Central Office.

Meanwhile, Atty. Alim Pangandaman, DOTC-Caraga Regional Director said that out of more than 2,000 franchise holders in the region, only around 1,700 have qualified to receive the fuel assistance of the national government.

Dir. Pangandaman explained those who did not qualify are those franchise that are already expired and those who lack necessary requirements.

Furthermore, the transportation and communications chief of the region said those who lack requirements may still have the chance to be included in the list of beneficiaries upon complying.

SURIGAO DEL SUR, August 10 (PIA) -- Sadam and wrecker trucks owned by Mr Cocoy Barrios of Bunawan, Agusan del Sur were burned down at Somabog Bgy San Roque Bislig City last Monday morning, August 08.

More or less 20 unidentified armed men believed to be members of the communist News People's Army headed by a certain Renato Sayasat a.k.a. Ka Friday of Guerrilla Front 14, North Eastern Mindanao Regional Committee flagged the vehicle convoy.

The army’s 401st Infantry “Unite N’ Fight” Bridage under Col Romeo G Gan issued a statement condemning the recent NPA terrorist attack on the business sector.

“This is not about environmental protection but it is already an act of extortion and terrorism. These coward acts of violence against our community must be stopped otherwise more Filipino people will suffer”

A report revealed that the Company was asked to pay the so called revolutionary tax, but refused to do so.

Col Gan disclosed that the recent incident was yet another sign of desperation. “ The CNN is already losing essential support from the populace and they are having a hard time securing funds from the revolutionary tax.”

Capitol employees urged to pray for abducted Mayor as town fiesta approaches

SURIGAO DEL SUR, August 10 (PIA) -- Provincial Administrator Efren Rivas urged capitol employees to pray for the early and safe release of Lingig Mayor Henry Dano along with two (2) military escorts Cpl Alrey Desamparado and PFC Rolan Saban.

According to Rivas, it’s hard to imagine the residents of the locality celebrating a town fiesta with their Mayor (Dano) reportedly abducted.

Lingig marks its 72nd town founding anniversary today.

Last Saturday, August 8, Dano and his escorts were abducted at around 6:44 p.m. by some NPA rebels at his residence in Lingig town, 29 km South of Bislig City, this province.

After the incident, the rebels immediately proceeded to the direction of Boston, Davao Oriental on board three (3) vans.

Surigao Norte to formulate comprehensive DRR plan

SURIGAO DEL NORTE, August 10 (PIA) -Gov. Sol Matugas revealed today her plan to formulate a comprehensive Disaster Risk Reduction and Management (DRR) plan for the province to better improve the existing practices of the local government units on disaster risk reduction and management.

Speaking before the members of the local media during the “Kapihan sa Kapitolyo,” Matugas stressed that the province faces a range of different natural hazards, the most important ones being earthquakes, flash floods, and landslides, thus “the preparedness of the province in dealing with these calamities is one of my major concerns.”

Meantime, Minda Director for Business and Provincial Tourism & Development Council chair Jake Miranda observed that during the event of a disaster/calamity, there is no clear role of the business sector in the crisis management committee thus a lesser involvement from their side.

Miranda suggested to restructure the crisis committee and to include now the business sector in the composition who will then act as co-chair of the committee.

Gov. Matugas said a workshop is already scheduled come first week of September to address these issues which will be attended by the local chief executives, barangay officials, national line agencies, civil society organizations, business/private sectors, academe, media and community disaster volunteers.

Matugas then urged Caraga Director Blance Gobenciong of Office of Civil Defense–13 to come-up with a pre-disaster plan and a more coordinated fashion for the implementation of DRR plan down to the barangay level.

“I’d like to ask the people from the region (OCD) to push for more activities regarding disaster preparedness down to the barangay. We will support you, and we will do these in a more coordinated fashion until December. It’s more on pre-disaster,” she said. (PIA-Surigao del Norte)

P26M ARISP III project set to implement in Surigao del Sur

SURIGAO DEL SUR, August 10 – Some Php26 million project of the Agrarian Reform Infra Structure Support Project (ARISP) will be implemented in this province.

During the pre-implementation conference held recently in the municipality of Carrascal here, officials of the Department of Agrarian Reform (DAR) and the National Irrigation Administration (NIA) said Php26 million farm-to-market road and irrigation system project for barangay Adlay thru Adlay Integrated Social Forestry Farmers Multi-purpose Cooperative (ADISFAMCO) will be implemented.

Officials of the said government agencies discussed tasking, roles and responsibilities of the different stakeholders including the contractor towards the completion of the aforesaid projects within six (6) months period starting August 5.

In his message, Carrascal Vice Mayor Alfred Arreza is grateful to DAR thru ARISP for the realization of the project. It was in year 2009 when he made the proposal to DAR, but with constant follow-up, it is now realized.

The said irrigation project will cater 99 Agrarian Reform Beneficiaries (ARBs) with 40 hectares agricultural land and 1.702 kilometers farm-to-market road for the said barangay.

The activity was attended by ARISP Consultant and Team Leader Yukihiro Kawahara, Vice Mayor Alfred Arreza, PARO Benjamin Mataksil, ARISP Technical Coordinator for Caraga Engr. Imelda Lamboon, Engr. Cristina Dagdag, NIA Technical Coordinator Engr. Delsy Revillame, NIA Representatives, DAR Officials, and Agrarian Reform Beneficiaries.

AGUSAN DEL SUR, Agosto 10 (PIA) – Nalampasan ng Philippine Red Cross (PRC) Agusan del Sur Chapter ang kanilang target ayon sa ulat na kanilang ipinakita sa miyembro ng Board of Directors kamakailan lang.

Sa ginawang pagtitipon na naganap sa mismong tanggapan ng PRC-AdS) na matatagpuan sa capitolyo ng lalawigan sa Patin-ay, Prosperidad, iniulat ni PRC-AdS administrator Christyll Basan kahit hindi pa sila nakapagbigay ng pagsasanay para sa kursong disaster response at disaster management sa mga nagsasagawa din ng pagsasanay, nalampasan din nila ang kanilang target sa antas na 139 porsyento bawat pagsasanay sa pasiunang pagsasanay para sa disaster management, standard disaster management, disaster response training course at community-based disaster mamanagement training para sa mga karaniwang tao sa komunidad na hindi na kailangang gumawa ng katulad na pagsasanay.

Nakapagsanay din sila ng isang disaster earthquake drill, at para sa agarang pagpapakilos ng disaster response team, nakapagsanay din sila ng halos kalahating porsyento sa kanilang taonang target.

Dahil sa baha na tumama sa Agusan del Sur sa unang tatlong araw ng taong ito, ang PRC-AdS ay gumawa ng dalawang relief operation, na siyang nagdala ng mataas na markang umabot sa 200 porsyento laban sa kanilang target, at nagsilbi sa mahigit 155,000 ka tao kung ikompara sa kanilang target na 20,000 at ito ay nagtala ng 777 porsyento laban sa kanilang target.

Sa parteng serbisyo na may kaugnayan sa dugo, ang indibidual na mga boluntaryo na bumabalik-balik ay umabot na sa 111 porsyento, at ang mga bagong boluntaryo ay nasa tamang target, at inaasahang hihigit din sa target pagkatapos ng taon. Pinaagi niini nga programa mas paspas na unya ang tanang transaksyon labi na ang collection ug payments sa mga hospitals nga unang nakakonikta niini nga programa sama sa Provincial Hospital, Cabadbaran District Hospital ug Nasipit Distrcit Hospital kon diin online naman kini direkta ngadto na sa Provincial Trasurer’s Office.
