DAR-Agusan-Norte products showcased at nat’l trade fair

BUTUAN CITY, July 8 -- Products of the Department of Agrarian Reform (DAR), Agusan del Norte provincial office were featured in this year’s Agrikultura Trade Fair (ATF) held recently at SM Mega Mall, Manila.

With the theme “Agraryo, Agrikultura at Kalikasan: a Convergence Towards Sustainable Rural Development,” the Agrikultura Trade Fair was one of the highlights of the 23rd Anniversary of the Comprehensive Agrarian Reform Program (CARP) aimed to display the productivity of Filipino farmers and the marketability of Agrarian Reform Communities products to high-end consumers.

This is the first time that DAR, Department of Agriculture and the Department of Environment and Natural Resources converged to showcase the farmers’ agricultural products.

In a press statement, Agrarian Reform Secretary Gil delos Reyes was quoted saying "the trade fair is something consumers shouldn't miss since products that are expected to be on display are hauled off from the so-called 'ridges to reefs,' the tri-agencies' battlecry.”

“So, one can expect agricultural products harvested and harnessed from the upland, the lowland and the sea,” he added.

The ATF expresses the central concept of what convergence aims to achieve in contributing to the three bottom lines of rural development – increased productivity, increased income, and job generation in rural areas.

Butuan City gov't conducts capability building program for own staff

BUTUAN CITY, July 8 –- The local government unit (LGU) of Butuan City conducted capability training for its personnel.

The training program included bookkeeping, computer hardware servicing (CHS), vehicle preventive maintenance (VPM), and electrical installation and maintenance (EIM)training for city hall personnel.

This was conducted through the LGU's Human Resource Management & Development Office and the City Cooperative/TESDA Office

A total of 103 personnel finished the training program. Of this number, only 10 came from the private sector. The rest were regular, or contractual workers at the City Hall.

Joel Ginelza, one of the graduates of VPM, shared that the training was tough but he was thankful because through it he felt a new vigor welling from within – a sign that he has emerged as a better man, equipped and armed to tackle preventive maintenance.

Shiela Olayan, on the other hand, said she can now approach her official task self-assuredly. And she was thankful that the administration of Butuan Cty Mayor Ferdinand Amante Jr. had looked into their status as human resources that need to be further trained.

As of this writing, 30 out of the 38 graduates of the bookkeeping skills training were confident enough to undergo assessment under TESDA. Of those who took the assessment, a high mark of 90 percent passed the requirement and became eligible to be awarded with a National Certification (NC) Level II from TESDA.

In summation, there were 15 graduates from the EIM, 25 from the CHS, and 25 from the VPM. These graduates are still gearing and preparing to take their respective assessment to be able to acquire either a Certificate of Competency or a National Certification.

According to Luz S. Dumanon, HRMO IV of the City LGU, the intervention is part of her office’s functions of providing knowledge and skills to many of the city hall personnel and enhancing the capabilities of others. It will hopefully serve as a passport to sub-professional eligibility for those who will pass the assessment, she added. “But the immediate good news,” she divulged, “is that those who were successful in passing the skills assessment were assured of being given another breather, a new lease to continue their services through renewal of their respective contracts by Mayor Amante.”

Nida Fenrandez, who specially handled the training of personnel, revealed that the City LGU’s expenses to bankroll the skills training run as high as P125,000 good for the three qualifications, which would cover catering, honorarium, rent of venue and equipment, including supplies and materials.

Mayor Amante welcomed the undertaking in partnership with TESDA, believing that “teaching a man how to fish” is a far better leverage when it comes to succeeding or making it through in life.

Gov. Matugas bares plans for Surigao Norte , will not tolerate corruption

SURIGAO DEL NORTE, Jul. 8 (PIA) -- Governor Sol Matugas, in her first State of the Province Address (SOPA) Wednesday, Jul. 6 bared her plans and programs in the next years of her administration.

Speaking before local government officials and employees, officials and representatives of line agencies, non-government organizations and other sectoral leaders, Matugas said her agenda for progress is coined in a program called HEALS which stands for health; education and environment; agri-aquaculture; livelihood and tourism; and spiritual renewal, social services, and security.

In her more than an hour speech, the first lady governor vowed to strive for excellence in the next years of her administration. “This administration will not tolerate corruption, mediocrity and complacency. I will focus to put the house of government in order to create a better climate for teamwork and cooperation.”

The governor will also continue to improve revenue generation schemes to beef up the province’s financial resources to include requiring Tax Clearances prior to employment, promotion, and granting of terminal pays and other benefits, improved management of our economic enterprise and enhancing its policies and regulations, and implementation of the new Revised Tax Ordinance, among others.

On Health, she will expand the “Panambay Sa Barangay” (barangay medical mission), using the sectoral approach, with the women, senior citizens, persons with disabilities and the youth, as among their target clients.

On education, the governor will create more teacher items to respond to the huge demand and explore the possibility of increasing salaries of Local School Board teachers from P6, 000 to P8, 000. She will also declare the province as a reading province, continue the retooling of teachers on teaching strategies and other capability building trainings, intensify Project BEST, address classroom gaps such as repairs of dilapidated schools and construction of new schools and establish day care centers in all barangays.

“The Educational Roadmap will be in full swing as we attain to achieve our goals of 100% participation rate, 90% achievement rate and 0% dropout rate in our public schools.”

On environment management, the lady governor will champion Ecological Solid Waste Management in the municipalities with the help of the private sector through programs such as Siargao Green. “We will strictly implement the Solid Waste Management Act of 2000,” she said.

On Agri-aquaculture, the governor said agriculture satellite offices will be given focus as a center for agricultural trainings and seminars to farmers and fisherfolks and serve as the center in the production and dispersal of fruit trees, show window for technology transfer of greenhouse farming, organic fertilizer production, organic agriculture, production of high value crops and artificial breeding for swine.

As for livelihood and tourism, the governor said her major project is the establishment of the Provincial Training and Livelihood Center in Bad-as, Placer.

“This community college will offer employable vocational and technical courses to serve our developing mining and other industries. This is a model for public-private partnership since the mining companies have pledged to support this project in the amount of P40M.”

The fight against lawlessness and criminality will also continue, according to Gov. Matugas. “Our campaign against illegal mining, fishing and logging activities will be sustained. We will work hard to make this province environment and investment-friendly,” she added. (PIA-Surigao del Norte)

BUTUAN CITY, Hulyo 8 (PIA) –- Pinuri ni Gobernador Erlpe John M. Amante ng Agusan del Norte kamakailan lang ang mga kasapi ng Sangguniang Panlalawigan para sa matagumpay na paggawa ng Welfare Code para sa Kabataan sa taong 2010.

Sa pagdiriwang ng anibersaryo ng lalawigan, sinabi ni Gov. Amante na ang kapakanan ng mga kabataan ay isa ninigyan ng kahalagahan sa kaniyang probinsiya. “Pinupuri ko ang ating mga kasapi sa Sangguniang Panlalawigan para sa kanilang kapuri-puring pagpapatupad ng batas na ito,” aniya.

Ang pagbabalangkas ng iba pang mga bahagi sa apat na mga regalo para sa mga bata ng lalawigan ay muling kinilala bilang isa sa mga pinakamatagumpay na tagapagtupad ng mga programa para sa kapakanan ng mga kabataan.

Sa pamamagitan din ng programang ito, nabanggit ng punong lalawigan na patuloy ang kanilang pamimigay ng mga workbooks sa mga kabataan sa daycare pre-school.

Dagdag pa ng opisyal, sa taong 2010, umabot sa 13,174 workbooks na sa 235 day care centers ang ipinamahagi ng lokal na pamahalaan sa nasabing lalawigan at may kabuuang 7,596 pre-school children na ang naitala sa enrollment sa day care centers sa taong 2010.

Matapos ang mahabang pagrereview ng mga nasabing partisipante sa kursong Bookeeping noong Mayo 14 hanggang Hunyo 19, 2011. Sa pamamagitan ng TESDA personnel ng lungsod na nanguna sa pagtuturo sa mga partisipante sa mga araw ng Sabado at Linggo.

Ang mga pangalan ng mga pumasa ay naka post sa Official Website sa Butuan City Government ang www.butuan.gov.ph.

Naging panauhin ang mga kalihim ng Department of Social Welfare and Development (DSWD), Department of Labor and Employment (DOLE), Department of Education (DepEd), at Department of Health (DOH) bilang mga ahensiyang kasapi ng Human Development Cluster ng administrasyong Aquino sa ginawang ikalawa sa apat na serye ng “Pilipinas Natin” forum na isinahimpapawid live sa PTV-4/NBN, IBC-13, at Philippine Broadcasting Service (PBS)-Radyo ng Bayan kaninang umaga.

Sinabi ni DSWD Secretary Dinky Soliman na ang mandato ng kanilang cluster ay siguraduhing walang maiiwanang mamamayan sa paglago ng ekonomiya ng bansa. Nang tanungin kung mino-monitor ba ng pamahalaan ang mga beneficiaries ng Conditional Cash Transfer (CCT) program, sinabi ni DepEd Sec. Bro. Armin Luistro na sa bandang edukasyon, sinisiguro ng kanilang ahensiya na hindi malalagay sa wala ang nasabing programa ng pamahalaan. Dagdag pa niya, mino-monitor ng DepEd ang attendance ng mga mag-aaral sa bawat klase, at ayon sa ulat, naging matagumpay naman ang pagpapalaganap ng kanilang layuning maibsan ang dropout rate ng bansa.

Sinabi rin ng kalihim ng edukasyon na ang ginawang implementasyon ng multi-grade system kung saan ang dalawang antas sa elementary ay isinasama sa iisang silid-aralan ay walang dinudulot na masama.

Base sa survey, mas matataas pa daw ang achievement rate na nakukuha ng mga mag-aaral sa multi-grade system ay mas mataas kung ikukumpara sa sa mono-grade systems. Inamin din ni Luistro na ang multi-grade system ay ginagawa lamang doon sa mga malalayong lugar kung saan nagkukulang sa bilang ng mga guro.

Sinamantala rin ni Luistro ang pagpapaliwanang sa tungkol sa K+12. Aniya, sa ilalim ng K+12, ang kurikulum sa elementarya at sekundarya ay kailangang i-dedevelop at i-aalign ng pamahalaan at iaayon sa pandaigdigang standards.

Samantala, sinabi naman ni DOLE Secretary Rosalinda Baldoz na ang mga benepisyaryo ng CCT ay binigyan ng sustainable livelihood interventions upang masiguro ang kanilang pamumuhay kung matatapos na ang programa sa taong 2016.

Tahasan namang sinabi ni DOH Sec. Enrique Ona na nakahanda diumano ang Pilipinas at kaya ng pamahalaang i-manage ang palala na kaso ng mga Pilipinong nahawaan ng Human Immunodeficiency Virus (HIV). Dagdag pa niya, kinkailangang paigtingin ng pamahalaan ang information campaign at nang sa ganon ay magkakaroon ng kaukulang kaalaman ang mga Pilipino lalung-lalo na ang mga kabataan na mag-ingat sa kanilang mga gawain.

Agusan Sur kicks-off Nutrition Month

AGUSAN DEL SUR, July 7 (PIA)
-– The Provincial Nutrition Council will focus on breastfeeding as it observes the 37th nutrition month celebration.

Laniebelle Anchangco, chief of the Provincial Nutrition Office of Agusan del Sur, said “We have promoted breastfeeding for so long time ago, but many mothers, especially those who are working, do not practice breastfeeding. But we would like mothers to know that even if they are working, they can still exercise breastfeeding, because their milk is the most precious food that a new born baby need. Mothers’ milk is the most nutritious milk that a baby need, while giving resistance to babies against diseases. Breastfeeding also helps in reducing the risk of pregnancy among mothers,” Anchangco said.

With the theme “Isulong, breastfeeding, tama, sapat, eksklusibo,” municipalities in the province have lined up activities like conducting fora and symposia to schools, demo on kitchen gardening, monitoring of the gulayan ng bayan and the barangay nutrition scholars summit, among others. 

On July 26-27, the culmination program will be include poster-making contest, nutri-quiz and cooking contest to be participated by students, parents and all municipal nutrition stakeholders. (PIA-Agusan del Sur)

PNP provides free legal assistance to police personnel facing service-related charges

-– Police personnel facing service-related civil, criminal or administrative charges can now avail of the free legal assistance which will be provided by the Philippine National Police.

This was announced by PSupt. (Atty.) Raleston F. Falcutila, chief of the Regional Legal Service of the Police Regional Office 13 in an interview yesterday afternoon.

Atty. Falcutila yesterday afternoon supervised the providing of legal services at the Agusan del Norte Provincial Police Office conference room, to some 100 police personnel coming from the various police offices from all over the region who were facing service-connected civil, criminal and administrative charges. There were eight lawyers coming from the PRO 13 Legal Service Office, the Integrated Bar of the Philippines Butuan City-Agusan Chapter and the Public Attorneys’ Office who rendered their free legal services to the client policemen.

Supt. Falcutila said that the activity was in line with their “Project Gabay” program one of the reactive component projects of the PNP Legal Service under its legal assistance program. The main thrust of the project according to him will be to provide legal assistance such as legal representation and legal advices to the policemen in the region facing the aforementioned charges. He said that the PNP will provide them lawyers and if they already have lawyers retained for their services they will be entitled for the reimbursement of their expenses. 

Supt. Falcutila mentioned also in the same interview, that even those police personnel who are facing other charges which are not service-connected can still avail of the free legal advices under their “Gabay” project. They will be advised what to do, be informed of their rights and the rules and regulations governing their cases.

According to Falcutila that this is based on the assumption that charged police personnel are presumed innocents until proven otherwise beyond reasonable doubts by the courts. 

Every case, he said which seek to avail of their assistance will be evaluated by the Regional Legal Assistance Board. If the regional board finds it to be service-connected, then it will be forwarded to the National Legal Assistance Board for final evaluation and approval. The national board will study it and may make further recommendations, then submit it to the Chief PNP for the final approval and funding. 

He added that the PNP may utilized the lawyers under its legal services to provide legal representations. However, the PNP may also recommend the hiring of a private lawyer when circumstances warrant.

Those who already have their retained counsels will be entitled for the reimbursement of their expenses, Falcutila said. (PIA-Caraga)

DPWH starts P64.9 M road projects in Siargao Island

SIARGAO ISLAND, Surigao del Norte, July 7 (PIA)
–- The Department of Public Works and Highways has recently started the implementation of three road concreting projects in Siargao Island worth P64.9 million.

Among these projects are the P18.720 Million Junction Cancohoy-Pilar Road (Cancohoy-Pilar RoadSection), P27.495 Million Junction Del Carmen-Sta. Monica-San Isidro Road (Del Carmen-Sta. Monica-San Isidro Road Section) and the P18.720 Million Junction OsmeΓ±a-Pilar Road (OsmeΓ±a-Pilar Road Section). 

All of these road concreting projects are part of the Siargao circumferential road concreting plan of the DPWH-Surigao del Norte 2nd District Engineering Office. 

District Engineer Salvador E. Montil, Jr. said the completion of these road concreting projects will surely provide more reliable access roads for tourists to various tourist spots in the island as well as for farmers in delivering their farm produce to the market areas. 

Besides from the concreting works, DPWH is also repairing various roads destroyed by the continuous heavy rains in the past days.

“The Department is doing everything to maintain roads passable especially during heavy rains and influx of motorists in Siargao,” DE Montil added. (DPWH-Siargao Island/PIA-Caraga)

Surigao Norte gov reports sound fiscal management in SOPA

SURIGAO DEL NORTE, July 7 (PIA) -
- Gov. Sol Matugas presented a fiscal management report on her first State of the Province Address (SOPA) on Wednesday, July 6, 2011.

According to Gov. Matugas, strengthening financial management was on top of her priorities and this includes the implementation of the Enhanced Tax Revenues Assessment and Collections System (ETRACS), Revised Tax Ordinances, and other tax collection strategies such as keeping track of royalty and excise tax payment of mining companies to determine their share from the national wealth and giving awards and recognitions to municipalities with highest tax collection or remittance. 

The governor also reduced and controlled the fuel consumption from P5 million in July to December, 2010 to P854,000.00 in January to June, 2011. 

“The province, as part of its austerity measures, has implemented a conservative approach in the filling in of vacant positions,” she said.

The final result of the organizational diagnosis has yet to be completed, she said. 

While Internal Revenue Allotment (IRA) is still the primary source of income for the province, Matugas said they have tried their best to lessen their IRA dependency “through improved tax collection and improved management of the economic enterprise.”

Gov. Matugas said for calendar year 2010, the province’s income totaled to P561 million of which P281 million were earned during the start of her term from July-December, 2010.

“On the other hand, collection/income for the period January-June, 2011 amounted to P356 million as compared to P279 million for the period January to June, 2010,” she said.

This income, according to Matugas, was spent for the 1st tranche of salary increase of the employees in the total amount of P6 million, the face-lifting of the Provincial Capitol which amounted to P27 million, financial assistance to municipalities and barangays in the total amount of P19 million, and gasoline in the amount of P5M, among other expenses. Agusan del Norte gov commends SP for crafting Children’s Welfare Code

BUTUAN CITY, July 7 (PIA)
–- Agusan del Norte Governor Erlpe John M. Amante recently commended the members of the Sangguniang Panlalawigan for successfully crafting the Children’s Welfare Code in 2010.

During the province’s founding anniversary celebration, Gov. Amante said the children’s welfare code is a landmark legislation in Agusan del Norte. “I commend our Sangguniang Panlalawigan for this noteworthy legislation,” he said.

With the formulation of the other components of the four gifts for the Children, the province was again recognized as one of the most successful implementers of programs for the welfare of the children.

Through the children’s welfare program, the province’s chief executive said they have been providing workbooks to day care pre-school pupils. 

Meanwhile, Gov. Amante said that last year, the provincial government distributed 13,174 workbooks to 235 day care centers in the province. “A total of 7,596 pre-school children were enrolled in day care centers in 2010,” he said.

With these developments, the governor said his administration is doubling the efforts to surpass the accomplishments they have in 2010. (PIA-Caraga)

Feature: “KALAPA-IT” no more after implementation of ACF Program

“KALAPA-IT,” a term in the local dialect in Surigao del Sur which means “bitter,” is used by Panfilo Otacan to describe what how life used to be for his family prior to the Action Contra la Faim or Action Against Hunger (ACF) project in the area.

Panfilo Otacan, 59 years old has been a resident of Barangay Calatngan, San Miguel, Surigao del Sur for 40 years now, with a rich story of his journey as a farmer.

Way back when the community was not a thickly populated as it is now, Calatngan was a place of bounty – lush greeneries of root crops and vegetables that were sufficient to feed the community; the rivers were teeming with fish, enough to provide the people with their protein needs.

Years after and with more people coming over, however, Calatngan’s resources have become scarce. The once-bountiful harvests proved insufficient now, thus the “Kalapa-it” times of Panfilo and his family and neighbors. Days with barely a meal for them have become common. 

Without knowledge of any farming techniques, or any know-how about efficient farming and farm development, the people of Calatngan suffered a long time, only depending on their usual crops of cassava and sweet potato for food. 

Various technical trainings given by ACF in 2010 helped Panfilo and rest of his neighbors learn about improved farming practices and about many other helpful techniques in farming.

For instance, Panfilo learned about the importance of diversifying crops in his farm and consequently adopted multi-storey cropping system, with abaca, banana, falcata, coconut, rice and vegetables.

To further maximize the earning potentials of the community people, ACF also included livestock and poultry production into the farm development trainings given to the beneficiaries, so that Panfilo, like the other beneficiaries, also tend livestock like carabao, cattle, and swine, as well as poultry.

As a farmer, Panfilo’s biggest challenge has been the upland rice production, which proved a bit tricky that he always fell short of harvests. Fortunately, the project trainings included production, from which Panfilo and his neighbors learned scientifically proven techniques and methods, thus the significant increase in their production.

Panfilo’s household now boasts of sufficient food stock, a far cry from their bitter situation before the project. Indeed, Panfilo and his lot can now say that their lives are “Kalapa-it” no more.

“If one of my crops is damaged, there is still other crops I can harvest from”, - Panfilo says of his farm as he adopts the multi-storey cropping system, or the diversified cropping system. This is just one of the different farm technologies taught to the farmer beneficiaries of the project. 

Relevant, timely and localized trainings and other capability building interventions have been key to the project’s success in Barangay Calatngan. -– Ang pagsumpo sa kapobrehon maoy nagpabiling pinakadakong hagit sa administrasyong Aquino sa mosunod nga lima ka tuig.

Ang taho gikan sa National Statistics Coordination Board nagbutyag nga ang kabos maoy naglangkob sa more than one-fourth sa populasyon sukad pa niadtong 2009.

Surigao Norte gov to deliver 1st SOPA today

SURIGAO CITY, July 6 (PIA) –- Gov. Sol Matugas will deliver today her first State of the Province Address (SOPA) at the provincial convention center during the 3rd Special Session of the Sangguniang Panlalawigan.

The special session will be presided by Vice Gov. Arturo Carlos Egay, Jr which will promptly start at 3:00pm.

The lady governor is expected to reveal the gains of her HEALS agenda (Health, Education & Environment, Agri & Aquaculture, Livelihood, Spiritual Renewal, Social Services, Senior Citizens Programs) in the previous year and the significant improvement of fiscal management of the province as well as her plans in the years ahead.

Butuan City Hall holds “Bomb Threat and Fire Suppression Drill” as “Disaster Awareness Month” kicks off

BUTUAN CITY, July 6
-- A series of two loud bomb blasts rocked the Butuan City Hall, Brgy. Doongan, this city: the first one occurred at the 3rd floor at 10:40 A.M., while a second one exploded at the basement area just a minute later. 

Authorities,however, weren't alarmed as the explosions were part of a controlled scenario of the “Bomb Threat Drill and Fire Suppression,” which was part the kick off activities of the “Disaster Consciousness Month.” 

The exercise was initiated by the agencies under the Regional Disaster Risk Reduction and Management Council (RDRRMC). It was in line with the month-long disaster-consciousness celebration which commenced yesterday morning.

The activities set off with a celebration mass held at the St. Ignatius de Loyola Chapel, Camp Rafael C. Rodriguez, Brgy. Libertad this city. This was followed by a motorcade by the council member agencies culminating at the Butuan City Hall.

The bomb threat and fire suppression drill ensued with Butuan City Mayor and City Disaster and Risk Reduction Management Council Chairman Ferdinand M. Amante, Jr. as the incident commander assisted by Engr. Roderick Lerias.

The drill was initiated with a (mock) phone call by an “unknown source” at 10:30 A.M. The call was then reported to the Mayor’s Office, which notified the Civil Security Unit, of which in return implemented immediately the activation of the “Building Emergency Evacuation Plan,” also dubbed as the “OPLAN Kalasag.” 

Under the operation plan the safe and orderly evacuation of the chiefs of offices, employees and other city hall personnel and clients to the designated security evacuation centers were facilitated. As the sirens were sounded, the voice of the incident commander blared through the loudspeakers giving orders for the occupants to orderly vacate the offices and premises towards the designated secured areas. 

A headcount was then conducted by assigned personnel at their respective security centers.

The security personnel composed of the elite team of the Special Weapons and Tactics (SWAT), the CSU and the police immediately responded, putting the security measures around the city hall premises in place, which included the establishment of the “police line.”

The team from the Explosive and Ordnance Division (EOD) and the K-9 Team led by PSInsp. Antonio Claros, arrived at the scene and searched the building for the reported bombs. Two of the clandestinely placed (mock) explosives were spotted by the EOD personnel with the aid of the bomb-sniffing dogs at the basement, which they had immediately detonated. But while the EOD personnel were detonating the two explosives, a loud explosion rocked the building’s 3rd floor which was followed by another one at the basement. A thick smoke follows the explosion at the third floor and thereafter a (simulated ) raging fire went up.

Few minutes thereafter, personnel from Butuan City Bureau of Fire Protection responded to the scene to put the fire out. The fire personnel then reported to the incident commander that they already had placed the fire under control. Mayor Amante then, after receiving the report from the fire personnel ordered the medical and rescue team proceed to the incident area to search and rescue the possible victims of the explosions and the fire. There were three (pretended) victims rescued from the third floor area and were immediately brought to the designated health stations manned by the City Health Office personnel. One who was (supposedly) a serious case was transported by the standby ambulance of the Disaster Management and Control Unit and was immediately referred to the nearest hospital. Personnel from the Traffic Management Office cleared the route for the ambulance to pass through unhampered.

At 10:58 SOCO team from the PNP Crime Laboratory 13 arrived to conduct a post-blast and on the scene investigation. Meanwhile, SWAT team and deployed policemen apprehended (pretended) would be looters who were trying to gain entry through the backside access of the city hall premises.

After conducting their investigation the Crime Laboratory SOCO personnel declared the area as cleared and reported it to the incident commander. It was then that the mayor gave the “all clear,” signal and ordered the occupants back to their respective offices at 11:07 A.M.

These are but all a scenario as part of the first activity to highlight the month-long public disaster awareness celebration.

Surigao del Sur population office bares accomplishment early 2011

–- The Provincial Population Office in Surigao del Sur reported its accomplishment for the first half of 2011.

According to Mila Arreza, Provincial population Officer here, this covers programs on adolescent Health & Youth Development, Reproductive Health and Family Planning, Gender and Development, and POPDEV Integration.

Under such programs, her office has shared more information through different seminars, youth camps, and trainings including cooperation with the people in media.

However, Arreza stressed, the most that they have taken advantage of and utilized was the 2011 women’s month celebration in March.

Tagalog News: DAR sa Agusan Del Norte namahagi ng titulo ng lupa

–- Namahagi ang pamprobinsiyang opisina ng Department of Agrarian Reform sa Agusan del Norte ng higit 90 ektarya ng pang-agrikulturang lupain sa munisipalidad ng Jabonga, Agusan del Norte kasabay sa pagdiriwang ng ika-23 ng Comprehensive Agrarian Reform Program (CARP). 

Ang nasabing lupain ay binubuo ng 101 certificate of land ownership awards (CLOAs) na ipinamamahagi sa 98 benepisyaryo sa reporma noong kamakailan lamang kung saan nagkataong ginanap naman ito sa “Araw Ng Jabonga”.

Ang Mayor ng lungsod na si Glicerio Monton, Jr, kasama ng Department of Agrarian Reform sa Caraga Asst. Regional director Daylinda P. Narisma at CARPO Rodrigo R. Bitangcor ang mismong personal na nagbigay ng nasabing mga sertipiko. 

Samantalang sinabi ni ARDA Narisma sa kanyang pahayag na ang magsasaka ay may mahalagang papel sa pagbabawas ng kahirapan. Dagdag pa nito na ang mga magsasaka ay dapat pahalagahan ang lupang ipinagkaloob sa kanila "sapagkat kami sa DAR ay magpatuloy sa hakbang tungo sa pagsisikap na maibibigay ang pangangailangan ng magsasaka."

Sinabi naman ni CARPO Rodrigo Bitangcor na ang agrarian reform department sa rehiyon ay ginagawa ang kanilang makakaya upang maglingkod at mabigyan ng mahusay na paraan sa pamamahagi ng natitirang lupa bago matapos ang programa sa taong 2014.

"Ang kagawaran ay lubos at taos-puso sa paghahatid ng mga land ownership upang makamit ang pang-ekonomiyang paglago ng magsasaka sa lalawigan," ani Bitangcor. 

Habang napalundag naman ang mga magsasaka sa tuwa ng makuha nila ang mga titulo ng lupa na magpapatunay na pagmamay-ari na nila ang lupa.

Inulan naman ng mga papuri ang DAR mula sa mga magsasaka dahil sa pagbibigay nito ng pagkakataon na mapaunlad ang kanilang buhay. Sa ilalim ng CARP Program, higit sa 28, 280 ektarya ng agrikultura lupain o 78% ng 36,094 sa kabuuang bilang nito ay naipamahagi na sa mahigit na 15,652 na magsasaka na benepisyaryo sa buong lalawigan. SURIGAO CITY, July 6 (PIA)
– Si Pangulong Benigno S. Aquino III mipasalig sa katawhang Pilipino nga ang Department of Foreign Affairs (DFA) magpadayon pagduso sa rules-based international system aron areglohon ang territorial dispute nga nakapalibot sa West Philippine Sea.

“Mainit pong usapin ngayon ang isyung teritoryal sa West Philippine Sea. Kaisa ng DFA ang ating administrasyon na nagtutulak para sa pagtataguyod ng isang rules-based international system para sa mas payapa, patas at kapaki-pakinabang na diyalogo tungo sa pangkalahatang kasunduan,” siya miingon sa iyang pamahayag atol sa selebrasyon sa 113th foundation anniversary sa DFA nga gipahigayon didto sa Bulwagang Apolinario Mabini sa DFA main building, Pasay City.

“Bawat kilos ng DFA at ng buong pamahalaan ukol sa usaping ito ay nakatuon lamang sa kapakanan at soberenya ng Pilipinas, maging ng ibang mga bansa sa rehiyon, ay hindi lamang napoprotektahan, kundi, higit sa lahat, iginagalang,” ang Pangulo miingon. (PIA-Surigao del Norte)

-- Ang lokal nga panggamhanan sa Dakbayan sa Tandag, pinaagi sa buhatan sa City Disaster Risk Reduction and Management Council (DRRMC) chaired by Mayor Alexander Pimentel, nanguna sa pag-abli sa National Disaster Consciousness Month nga gipahigyaon kagahapon, Hulyo 5 nga sa Tandag City Hall ground.

Ang maong kasaulogan gibuksan pinaagi sa usa ka motorcade ug lunsay nga programa, nga gipartisipahan sa mga miyembro sa Provincial Disaster Risk Reduction Council (PDRRMC) ug sa city DRRMC, National Line Agencies ug NGOs.
