Construction of Birthing clinics in Butuan established

BUTUAN CITY, June 10 (PIA) -- Nine birthing clinics are now fully established in barangays here after the construction of the infirmary started January this year.

OIC Engr. Rogelio Batocael of the city engineering office said the clinics were constructed in Barangay Doongan, Ambago, Lumbocan, Bading, Pagatpatan, Bayanihan, Pigdaulan, Mahay, and Barangay Bonbon.

Engr. Batocael also said that each birthing clinic had a budget of P898,000.

However, construction of clinics in other barangays were temporarily suspended because of of problems of accessibility.

The temporary-suspended birthing clinic constructions are in Barangay Aupagan, Maguinda, Tungao, Manila de Bugabos, and Barangay Sumili.

The construction in the following barangays are 90 percent complete: Barangay Sumilihon, Taligaman, Cabcabon, and Barangay Baan Km 3.

The clinic in Barangay Taligaman is 89 percent finished.

Aside from the Birthing Clinics, the construction of the BEMONC facilities is still ongoing where five Barangays received it and these are as follows: Barangay Holy Redeemer, Ampayon, J.P. Rizal, Dulag, and Barangay San Vicente.

As of the moment, out of the five Barangays, only Barangay J.P. Rizal completely built the BEMONC facility. The construction of BEMONC facilities has a total budget of P2.1 Million.

It could be remembered that in the year 2010, the City of Butuan, through Mayor Amante, received a fund approximately P34 million from the Spanish Government as a donation in order to respond the problems when it comes to giving birth. GSIS gives updates to gov’t info officers in Caraga

BUTUAN CITY, June 10 (PIA) -– In an effort to inform the members of the current programs, thrusts, and policies of the agency, the Government Service Insurance System (GSIS) on Thursday presented the updates to information officers of the regional offices in Caraga.

In a dialogue with public information officers, Amor Taccad, Corporate Services Officer II of GSIS Public Relations and Communications Office said the new leadership launched initiative to fulfill the promise of providing responsive service to GSIS members.

The agency has deployed more GSIS Wireless Activated Processing System (GW@PS) kiosks for active members, Taccad said.

She added that members and pensioners in Batangas, Western Samar or even as far as Sultan Kudarat can now have access to GWAPS kiosks and apply for the usual loans without personally going to GSIS offices, saving them time and money.

“By July this year, we hope to roll out all the additional 500 kiosks nationwide, nearly tripling our existing number,” Taccad said.

Taccad also said the GSIS has renewed partnership with the Land Bank of the Philippines (LBP) which will make it more convenient to members and pensioners especially in the more remote areas, to access their benefits and loans. “We project to finish the roll-out of the program by the middle of this year covering all our active members,” she said.

The GSIS official added “with close to a thousand ATMs all over the country in addition to the Union Bank’s network, operating 24 hours a day, our stakeholders can now withdraw their loan proceeds and monthly pension, at no service fee, anytime”.

Meanwhile, GSIS Regional Manager Mamole Pangandaman acknowledged the participants estimated at around 80 information officers, administrative officers, including heads of offices for adhering to GSIS’ call so that good news will be clearly delivered to more than 1.7 million members and pensioners nationwide. GSIS extends housing loan restructuring program to delinquent borrowers

BUTUAN CITY, June 10 (PIA) – Here’s good news to all members of Government Service Insurance System (GSIS). The government workers’ insurer is now extending housing loan restricting program until the last day of June.

This is the statement of Ms. Amor Taccad, Corporate Services Officer II of GSIS Public Relations and Communications Office in Manila during Thursday’s forum with the information officers of the regional offices of Caraga held in one of the local convention centers here.

According to Taccad, until June this year, the agency is giving delinquent GSIS housing loan borrowers a chance to save their homes from foreclosure or cancellation of their Deed of Conditional Sale.

“With the extension, delinquent borrowers can restructure their housing loans and have their penalties condoned,” Taccad said.

In a related development, Taccad said the agency has been rationalizing the housing loan program. She said the program is geared towards a more synchronized and coordinated implementation of the government housing program, the GSIS is winding down its housing programs in favor of working with key shelter agencies.

Tacad further stressed that effective April 28, the GSIS will no longer entertain new housing loan applications including loans on acquired assets. However, she added applications and existing housing loans prior to the said date shall continue to be processed and serviced.

“The policies and procedural guidelines for GSIS housing programs shall remain in effect only for these housing loans an applications. The disposition of acquire assets shall continue but on a cash basis only,” Taccad said.

At the outset, the new GSIS Administration made promises to its more than 1.7 million members and pensioners – a promise to be more consultative, a promise to be more transparent and a promise to be the most service-oriented organization in the government. (PIA-Caraga)

Butuan health workers training on TB prevention

BUTUAN CITY, June 10 – The City Health Office (CHO) sent three representatives to attend the “Trainors’ training on becoming Treatment Partner” conducted by the Mobilization on Tuberculosis Program, which is funded by Global Fund and World Vision.

This is part of the CHO's advocacy/campaign to stop the progress of tuberculosis in the city and in the country as a whole.

Also, the main purpose of the trainors’ training is to make barangay health workers (BHW) and the TB Task Force more competent as treatment partners in the fight against tuberculosis.

TANDAG CITY, June 10 (PIA) -- The launching of Pangasius Techno Demo Pond of Surigao del Sur State University (SDSSU) in this city is already set on June 17, 2011.

Through the joint efforts of SDSSU, Bureau of Fisheries and Aquatic Resources (BFAR), and the Department of Trade and Industry (DTI) Regional Operations and Development Group (RODG), the event aims to address the food security program of the government while at the same time paving the way for livelihood opportunities.

DPWH 13 fast-track the reconstruction of Maglambing Bridge

BUTUAN CITY, June 10 -- Following the instruction of Department of Public Works and Highways (DPWH) Secretary Rogelio L. Singson that all carry-over projects must be completed by the mid-2011, DPWH-Caraga Regional Office headed by OIC-Regional Director Engr. Danilo Versola is fast-tracking the construction activities of the project Reconstruction of Maglambing Bridge and Approaches.

According to Dir. Versola, the said project is under the Calendar Year 2010 Regular Infrastructure Program and construction activities that started on March 29, 2010.

With an accomplishment of 70.35 percent as of May 31, 2011 and the good weather condition experienced in the region recently, the office is positive that target will be met.

Also, Maglambing Bridge serves as the only link between the two districts of Surigao del Sur and a major access for the transport of forest and farm products to airports and seaports in Southern and Northern part of Region XIII and X.

DAR Surigao del Sur to celebrate the 23rd remarkable years of CARP

TANDAG CITY, June 10 (PIA) -– The Department of Agrarian Reform (DAR) Surigao del Sur is set to celebrate the 23rd year of the Comprehensive Agrarian Reform Program (CARP) implementation on June 14, 2011.

With this year’s theme: “Agraryo, Agrikultura at Kalikasan: A convergence towards sustainable development,” different activities were set for the celebration. These include a motorcade, thanksgiving mass to be held at the DAR Provincial Office, an open house of the DAR Provincial Office, and a mini-trade fair to showcase handy Agrarian Reform Communities (ARC), among others.

All national and provincial government agencies and the general public are invited to visit DAR Provincial Office in this month of June to witness the occasion and buy products display from the Agrarian Reform Beneficiaries (ARBs).

Also, in the afternoon of June 14, there will be a Farmers Forum to be participated by various stakeholders; employees’ assembly of the different associations in DAR and the culmination program where awarding of the Outstanding Employees and ARBs in the province of Surigao del Sur will be conducted.

DPWH seeks P30 M for the proposed Union-Malinao ecotourism road project in Siargao Island

SURIGAO DEL NORTE, June 10 -- With the conversion of Dapa-Union-General Luna road from provincial to a secondary national road, the Department of Public Works and Highways (DPWH) Surigao del Norte 2nd District Engineering Office is seeking Php30 million pesos of funding assistance for the construction of the proposed Union-Malinao ecotourism road project which is a vital link to the circumferential road of Siargao .

It was learned that the proposed 5-kilometer length of road will connect Brgy. Union, Dapa and Brgy. Malinao, General Luna where prime beaches and resorts are situated. It will skirt the mangrove marshes of Pansukian, General Luna at an elevation which will provide a scenic view of the area.

Also, tourists and locals alike can go hiking the ridge sites and explore its lush tropical forest, enjoy the serene atmosphere or cruise at the marshes below. Zip lines maybe erected to cater to the more daring and adventurous while the marsh area is ideal for kayaking and sailing.

The realization of the project would not only improve accessibility to major tourist spots in the island but will also improve the socio-economic condition in the locality as it provides employment and investment opportunities.

5 Caraga governors, 6 city mayors post 100% compliance on DILG’s full disclosure policy

AGUSAN DEL NORTE, June 10 (PIA) -- All five governors and six city mayors in the Caraga Region (Region 13) have posted 100 percent compliance to the government-initiated Full Disclosure Policy (FDP).

Department of the Interior and Local Government (DILG) Secretary Jesse M. Robredo learned this from the governors and mayors and their representatives during his visit to Butuan City yesterday. He was guest of honorat the Tapatan Roadshow on FDP held at the Almont’s Inland Hotel in the city.

The FDP requires local chief executives to make public the source, use and disposition of their incomes and share from internal revenue allotments (IRA).

The DILG chief lauded the warm response and FDP compliance by the local chief executives of Caraga, including the majority of the 67 town mayors in the region who attended the event.

The FDP policy is anchored on the principle under the 1987 Constitution that guarantees the people’s right to information and was based on the Local Government Code, the 2010 General Appropriations Act and issuances by the Commission on Audit.

It requires local government units to post their budget and finances on their websites, print media and conspicuous places in their respective areas of jurisdiction.

In his speech, Robredo said FDP was primarily aimed at building the trust and confidence of the people in the various local government units because they become part of the developments in their localities.

“Kaya kung well-informed sila (public), they will participate and cooperate in the LGUs projects and activities, and they would make sacrifices if necessary,” he said.

Robredo said only 40 percent of the town mayors were able to comply fully with the FDP policy because they have no website where they could post their reports and due to the disagreements between town accountants and treasurers who will come up with the report. He said this was based on reports submitted to him by DILG regional director for Caraga Atty. Rene Burdeos.

“I am glad to hear that the five governors from Caraga and the six city mayors from the region have complied 100 percent to our FDP policy. And I hope that the 40 percent compliance from the 67 mayors from the region would also be 100 percent soon,” he said.

“It is understandable that they have no websites yet and that the town accountants and treasurers are still in a disagreement on who would come out with the required financial reports. I sincerely hope that these minor problems would be resolved soon,” he added.

During the event, the governors, city and towns mayors, representatives from the academe, non-government organizations and civilian volunteer organizations, municipal accountants and treasurers, media and other stakeholders signed a covenant of their commitment to comply with the FDP policy.

Mr. Gonzalo Serrano, program manager for rural development and local governance of Spain’s Agencia Espanola de Cooperacion Internacional para el Desarrollo (AEICD) Program, also handed out a total of P15 million for Strengthening Local Governments in the Philippines (SLGP) projects in four towns in Caraga, and distributed complete set of personal computers plus printers to 28 towns and six cities in the region.

The governors who complied with the FDP policy includes Agusan del Sur Gov. Adolph Edward Plaza, Gov. Erlpe John Amante of Agusan del Norte, Gov. Glenda Ecleo of Dinagat Islands, Gov. Sol F. Matugas of Surigao del Norte and Johnny Pimentel of Surigao del Sur.

Butuan City dad distributes Pantawid Pasada to tricycle drivers

BUTUAN CITY, June 10 - A long queque of 2,173 tricycle operators/drivers gathered recently at the city hall grounds to personally collect their financial assistance from the government. The assistance is government’s response the transport sector’s clamor for fare hike due to the never ending increases of petroleum products.

Tricycle operators/drivers were allocated P150 each with a total funding amounting to P325,950 Pesos through the Public Transport Assistance Pantawid Pasada Program (PTAP) under Executive Order No. 32 Series of 2011 of His Excellency President Benigno Aquino III. The said amount was coursed through the Department of Interior & Local Government (DILG).

Hon. Mayor Ferdinand M. Amante who was assisted by City DILG Dir. Romeo Solis distributed the financial support signifying the first Pantawid Pasada to take place in Butuan City and the first ever in the entire Caraga region.

In his message, Mayor Amante urged all sectors in the city for their support in the continuing struggle of his administration for a better and prosperous Butuan City.

“The city government is finding ways and means to efficiently deliver and respond to the people’s needs as promised. Also, the chief executive made a public pronouncement of the city government’s plan to study and evaluate the possibility of additional cash assistance,” Amante said.

DPWH-QAU conducts quarterly inspection of infra projects

DINAGAT ISLANDS, June 10 -- The Department of Public Works and Highways (DPWH) is conducting inspection of infrastructure projects implemented by all its District Engineering Offices in Caraga.

District Engineer Henry Cruz J. Marapao said projects supervised by the Dinagat Islands sub-district engineering office in Calendar year 2010 and 2011 will be the first to be inspected by the inspection team on June 9-10, 2011.

This will be done by the Quality Assurance Unit of the DPWH to continuously monitor and assess the quality of projects implemented in Caraga Region.

Marapao also bared that among of the projects to be inspected are the Concreting of Junction-Magsaysay Cagdianao Road, Construction of Farm to Market Road from Brgy. Cuarenta, San Jose-Sitio Glen Brgy. DoΓ±a Helene, Basilisa both under contract with AVATAR Constructions Company, Const. of San Jose Multi-Purpose Building San Jose under contract with LVRO Construction and other Three Public Building projects implemented by Administration.

DAR celebrates 23rd CARP Anniversary

BUTUAN CITY, June 10 -- Simple but meaningful.

That is how Department of Agrarian Reform (DAR)in Caraga region will celebrate the 23rd CARP Anniversary, according to regional director Faisar Mambuay.

Mambuay said that the celebration will showcase the gains of the program and its direction towards convergence efforts following the National Convergence Initiatives of the present administration.

Highlighting the celebration will be the region's participation in the Agrikultura Trade Fair to be held at SM Megamall on June 24-26, 2011. Participating agencies include the Department of Agriculture (DA) and the Department of Environment and Natural Resources (DENR).

The activity will showcase the region’s best programs, projects and practices.

In the regional level, DAR will join in the motorcade of about 1000 ARB-farmers from Agusan Norte on June 15, 2011. The motorcade will be spearheaded by the Federation of Agrarian Reform Communities Cooperatives (FEDARCCO) of Agusan del Norte. The motorcade will be staged in the major streets of Butuan City taking off at the Sto. Nino Shrine in Libertad following a Thanksgiving Mass offered by DAR.

Other celebrations in the Provincial Offices include Farmers Forum in Agusan Sur last June 9, Mini-Trade Fair to showcase ARB Products in Tandag, Surigao del Sur on June 14, Media Fusion in Butuan City on June 21 and distribution of Certificate of Land Ownership Awards (CLOA) in Surigao del Norte on June 29.

All LGUs in Caraga complied with full disclosure policy – Sec. Robredo

BUTUAN CITY, June 9 (PIA)
-- Sec. Jesse Robredo of the Department of the Interior and Local Government (DILG) said local government units (LGUs) in Caraga Region have fully complied with the full disclosure policy of the national government.

"Some have partially complied," he said. "But still, they have complied and adhered with the policy."

DILG-Caraga Regional Director Atty. Rene K. Burdeos said what is important is that the LGUs support the national government's call for transparency and accountability in governance.

In a related development, Sec. Robredo said the TAPATAN (No holds barred) forum must be done regularly in all the LGUs in the country so that issues and concerns in the local level will be immediately addressed in the national level.

“We are conducting TAPATAN to create a culture of transparency starting in the local governance up to the national level.

DILG chief explains legal bases for the implementation of full disclosure policy

-- Department of the Interior and Local Government (DILG) Secretary Jesse Robredo on Wednesday discussed the legal basis for the implementation of full disclosure policy, a flagship program of the national government in achieving Participation, Accountability, Responsiveness and Transparency (PART) in governance.

Speaking before the local chief executives and employees of the local government units in Caraga Region during the TAPATAN here, Sec. Robredo emphasized that the full disclosure policy is the government’s policy requiring local government units (LGUs) to post their budgets and finances, bids and public offerings in government websites, newspapers of general circulation, and in conspicuous places within their localities.

Sec. Robredo also said the full disclosure policy will make people aware of how much public funds are available for the development of their communities. It also keeps people informed of how public funds are allocated and spent. 

“This also minimizes, if not totally prevent corruption and misuse of funds, as well as promotes the guideposts for good governance – that is, the PART,” Robredo said.

Meanwhile, Robredo said Section 352 of the Local Government Code of 1991 requires the posting within 30 days from the end of each fiscal year in at least three publicly accessible and conspicuous places in the local government unit a summary of all revenues collected and funds received including the appropriations of such funds during the preceding fiscal year.

The DILG chief further said Republic Act No. 9184, known as the Government Procurement Reform Act, calls for the posting of the Invitation to Bid, Notice to Proceed and Approved Contract in the procuring entity’s premises, in newspapers of general circulation, the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the procuring entity.

Furthermore, Robredo explained that Section 90 of Republic Act No. 10147 otherwise known as the General Appropriations Act for fiscal year 2011 re “Used and Disbursement of Internal Revenue Allotment of LGUs”, stipulates: “… Strict compliance with Sections 288 and 354 of R.A. No. 7160 and DILG Memorandum Circular No. 2010-83, entitled “Full Disclosure of Local Budget and Finances, and Bids and Public Offering, is hereby mandated provided that in addition to the publication or posting requirement under Section 352 of RA No. 7160 in three publicly accessible and conspicuous places in the local government unit, the LGUs shall also post the detailed information on the use and disbursement, and status of programs and projects in the LGUs websites. 

Robredo added failure to comply with these requirements shall subject the responsible officials to disciplinary actions in accordance with existing laws.

Finally, Sec. Robredo said the internal memorandum of the Commission on Audit dated October 8, 2010, enjoined COA officials and auditors to monitor management’s compliance with DILG Memorandum Circular No. 2010-083, and any deviation therefrom or non-compliance therewith shall be a subject of an Audir Observation Memorandum, and eventually forms part of the Annual Audit Report or Management Letter, if necessary.

With the legal bases presented by Robredo, the official is hopeful that all chief executives should adhere to the policy of the Aquino Administration in an effort to stop corruption in the government. (PIA-Caraga)

Agriculture Sec. Proseso Alcala set to visit Surigao del Sur

Army belies 'NCIP report' of rights’ abuse of Agusan Norte tribal folk

–- Commanding Officer Lt. Col. Erwin Rommel Lamzon of the 30th Infantry Battalion belied reports that his troops committed series of abuses to the Mamanwa residents of Sitio Zapanta Valley, Brgy. Bangayan, Kitcharao, Agusan del Norte.

Reports that allegedly came from the National Commission on Indigenous Peoples (NCIP) claimed that elements of the 30IB destroyed houses, farm implements, and killed farm animals of the Mamanwas of Sitio Zapanta Valley while combat operations were conducted there.

Upon verification with the office of NCIP-CARAGA, regional director Dominador Gomez and his staff strongly denied having filed such a report. The report that their office released did not contain any such wrongful and abusive acts committed by 30IB troops. 

“In all of our actions, we strictly follow the provisions of human rights, International Humanitarian Law and the rule of law over and above the AFP rules of engagement. In the case of Sitio Zapanta Valley, Brgy Bangayan, Kitcharao, Agusan del Norte, my troops conducted themselves as military professionals and focused on the tactical engagement of the armed elements of Guerrilla Front 16 and not on criminal acts as bandits and terrorists would,” declared Lamzon.

He described the report as baseless. “It is very easy to conjure such allegations which have no basis. The members of the AFP are mandated to provide protection for the communities especially the indigenous peoples against local terrorist threats, who are known to take advantage of them,” he said. DAR Agusan del Sur to have kick-off events for the 23rd CARP anniversary this month

The highlight of today’s activities will include awarding ceremony to honor DAR’s most outstanding agrarian reform beneficiaries, including the men and women of DAR who gave their exemplary performance for the year 2010-2011.

Disability council assesses Butuan City Hall facilities

BUTUAN CITY, June 8 (PIA)
-– The Regional Council for Disability Affairs (RCDA) led by the Department of Social Welfare and Development (DSWD) Caraga with focal persons from different member-agencies recently assessed building facilities of the city hall here whether or not it conformed with the standards set intended for the persons with disabilities (PWDs).

According to National Council for Disability Affairs (NCDA) regional program coordinator Flerida Labanon, the purpose of the accessibility audit is to enhance the accessibility of the city hall to PWDs and to those who have difficulties in moving around.

Labanon also reiterated that Batasang Pambansa 344 should be complied with to promote the rights of PWDs and enable them to enjoy quality of life.

“However, RCDA will not accuse the mayor or any official for non-conforming to the requirements, instead, RCDA will give recommendations on how we can improve the facilities that are already existing so we can best provide PWDs the welfare they deserve,” Labanon stressed.

Also, RCDA members based their assessment on the monitoring checklist on the compliance of the minimum requirements of the accessibility law for government buildings and private establishments for public use.

RCDA intensely checked and assessed the city hall’s ramps, parking lot, washroom and toilet, entrances, corridors, lobbies, stairs, elevator/s and functional areas. 

After assessing the city hall here, RCDA members noted that there are only minor areas needed to be improved like the provision of handrails on both sides for the ramp, and others. 

Labanon also revealed that recommendations for the city hall facilities will be put into writing and send to the office of the City Mayor Ferdinand M. Amante for appropriate response.

Council on disability conducts accessibility audit in prov'l capitol

–- The member-agencies of the Regional Council for Disability Affairs (RCDA) with the Department of Social Welfare and Development (DSWD) Caraga as the lead agency conducted recently the accessibility audit in the Agusan del Norte Provincial Capitol, this city.

On behalf of Agusan del Norte Gov. Erlpe John Amante, Provincial Administrator Percianita Racho welcomed the team led by National Council for Disability Affairs (NCDA) Regional Coordinator Flerida Labanon during their courtesy call before the conduct of the actual accessibility audit inside and out of the capitol building.

According to Labanon, the purpose of the accessibility audit or assessment is to enhance the accessibility of the city hall to persons with disability (PWDs) and to those who have difficulties in moving around.

Labanon further bared that Batas Pambansa Bilang 344 is an act to enhance the mobility of disabled persons by requiring certain buildings, institutions, establishments and public utilities to install facilities and other devices.

During the assessment, the team discovered that the capitol building do not have facilities like ramp/s for the PWDs at the entrance and exit of the building. However, the team comprehends the case of the building since it was built on the 1950’s wherein BP 344 was not yet established.

Meanwhile, the team was also informed that the provincial government will put up their new building in Cabadbaran City. The team then initially talked with the provincial architects and engineers urging them to include the facilities for PWDs in the new building.

RCDA members will convene again on Friday, June 10 and sit down with the provincial architects and engineers for further discussion on the establishment of facilities for PWDs in their new building in Cabadbaran which is said to finish three years from now. (PIA-Caraga)


LGUs, stakeholders sign covenant of commitment to support full disclosure policy

BUTUAN CITY, June 8 (PIA) -– Local government units including the public and private stakeholders today signed the covenant of commitment in an effort to support the full disclosure policy (FDP) of the Aquino administration.

The covenant of commitment is in support for Pres. Aquino’s reform agenda which the Department of the Interior and Local Government (DILG) has adopted the FDP with the overarching theme: “Biyaheng Pinoy: Tapat na Palakad, Bayang Maunlad,” to promote transparency, accountability and good performance at the local level.

The covenant also emphasized that LGUs equally and strongly believe at the same time adhere to transparency, accountability and performance as core values to achieving good governance.

With the signing of the covenant of commitment, the local government units are committed to fully comply with existing laws, statutes, government issuances, and pertinent rules and regulations which mandate FDP of certain financial transactions.

The signing was led by DILG Sec. Jesse Robredo who also graced the TAPATAN launching in Caraga Region attended by all local chief executives of Caraga Region in the provincial, city, and municipal levels. (PIA-Caraga)


Butuan Mayor calls fellow officials to support full disclosure policy

– Butuan Mayor Ferdinand Amante Jr. called on his fellow local government executives in Caraga Region to support the full disclosure policy (FDP) of the Aquino administration in its effort to promote transparency and accountability in governance.

In his welcome remarks during the TAPATAN held this morning in one of the local convention centers here, Mayor Amante said the city government of Butuan is fully supporting the move of the national government. He said this will inspire confidence of constituents in local government.

“I call on my fellow local chief executives to join Butuan City as we declare our support to the full disclosure policy of the Aquino administration,” Amante said.

Mayor Amante further said the FDP will pave the way to achieve the battle cry of Pres. Benigno Aquino III’s “Kung walang corrupt, walang mahirap” (When there’s no corruption, there is no poverty).

The TAPATAN in Caraga Region was graced by DILG Sec. Jesse Robredo, who was acknowledged by Mayor Amante saying that his presence is an opportunity for the local government units to know the details of the full disclosure policy.

The FDP is the government’s policy requiring local government units to post their budgets and finances, bids and public offerings in government websites, newspapers of general circulation, and in conspicuous places within their localities. 

Also, FDP makes people aware of how much public funds are available for the development of their communities, keep people informed of how public hands are allocated and spent.

The policy also minimizes, if not totally prevents corruption and misuse of funds. It also promotes the guideposts for good governance: Transparency, Responsibility, Accountability and Participation.

DepEd-Caraga reports shortage in classrooms, facilities

BUTUAN CITY, June 8 (PIA) –
- The Department of Education (DepEd) in Caraga said shortage of classrooms and facilities is one of the common problems in all the division offices of the region.

In an interview on Tuesday (June 7), Dr. Isidro Biol, DepEd-Caraga regional information officer said classroom shortage including tables and chairs is one of the most common and biggest problems experienced by teachers, school administrators and supervisors in any division offices of the region.

Biol said the shortage can be attributed to the high turnout of enrollees this school year due to students who have transferred from private schools. 

Dr. Biol further stressed this problem is also true to all the 17 regions in the country because of the implementation of the universal kindergarten education for school year 2011-2012.

The Universal Kindergarten Education is being implemented this school year 2011-2012 to ensure access to and quality education for all the 5-year old children. Its implementation aims to expand the coverage of Kindergarten Education to reach 5-year old children in the poorest households, and improve their readiness and foundation skills to be ready for the primary grades.

Although DepEd, as of press time, could not give the statistics of the actual enrollees and transferees yet as schools are still accepting enrollees. Majority of school heads have already reported that more students in the private schools have been transferring in public schools because of high tuition fee, Biol said.

With the prevailing problem in classrooms and other facilities shortage including school buildings, Dr. Biol said the regional office is still hopeful that what the department has promised to give additional infrastructures will be realized. (PIA-Caraga)


DepEd to conduct nat’l fun run

–- In time with the 150th birth anniversary of the country’s national hero – Dr. Jose P. Rizal, the Department of Education (DepEd) will hold a nationwide fun run for education to be held simultaneously on June 19, 2011 by all regional and division offices nationwide at 6:00 A.M.

Dubbed “Every Runner a Finisher; Every Finisher, a Winner,” the fun run aims to involve all community stakeholders in the districts and all schools of the division. The division office is the lead agency.

It also aims to promote the value of education. And for the stakeholders to unite under the ideal that no Filipino child should be deprived of this. Through this advocacy, the stakeholders can show their love for country.

The country’s national hero was a teacher, a doctor, a farmer, and a scientist.

Surigao Sur Vice-Governor’s office reports accomplisments

– Surigao del Sur Vice Governor Manuel Alameda, Sr. bared the his office's accomplishment for the first five months of this year.

In a report during Monday’s flag ceremony, Alameda stressed the accomplishments of the officials of the Legislative Department as a collegial body.

According to Alameda, during the said period, the 16th Sangguniang Panlalawigan has already had 21 committee hearings and regular sessions alternately held in Tandag City and the Capitol of the South in Bislig City.

This, he said, was accomplished aside from a joint special session recently held with the Sangguniang Panlalawigan of Davao Oriental that tackled their boundary dispute.

DSWD implements supplementary feeding program

BUTUAN CITY, June 8
–- The regional social welfare and development office in Caraga has implemented the supplementary feeding program (SFP). 

Prior to implementation, the field office held a series of conferences attended by 297 participants composed of Provincial/City/Municipal Social Welfare and Development Officers, Day Care Parents Group federation president, City/Municipal Auditors and Accountants and DSWD staff.

Being the key players and stakeholders of the program, the participants were oriented on their duties and responsibilities along SFP implementation. The series of orientations were done by the following clusters, namely: Agusan del Norte; Agusan del Sur; Surigao del Sur; Surigao del Norte Mainland and Dinagat Islands and Siargao Island.

The SFP is defined as the provision of food in addition to the regular meals to day care children as DSWD’s contribution to ECCD program of the government. This is in the form of hot meals to be served during break/snack time in the morning or afternoon session. The feeding program will run for 120 days to be done 5 times a week.

Ms. Hazel N. Vete, program’s focal person explained that the program aims to provide augmentation support for feeding program for children in LGU-managed day care centers, mitigate Hunger, improve, and sustain nutritional status, enhance knowledge, attitude & skills of parents & care givers, manage child’s health and nutritional problems.

According to Vete, the government has targeted 73 LGUs, 1,310 Barangays, 1,904 Day Care Centers and 69,949 Day Care Children in Caraga region. These are the 3-4 years old children and those 5-year old children not catered in the DepEd preschool.

Before feeding can be done, children will undergo weighing and deworming. Aside from hot meals, children will also be given micro-nutrients supplementation. Parent effectiveness and home care sessions will also be conducted to the parents of day care children.

Meanwhile, Mr. Pio V. Japitana also explained to the participants the financial aspect of the project to include fund allocation, fund flow, procurement of goods, requirements for the release of funds.

A child is allocated P 12.50/day – P 2.50 for the rice and P 10.00 for the viand. The total budget for Caraga is P 104, 923, 500.00. (DSWD-13/PIA-Caraga)

SSS announces new deadlines for contributions, loans

BUTUAN CITY, June 8 – The Social Security System (SSS) has expanded the range of cut off dates for contribution and loan remittances of members and employers to eliminate long queues during payment deadlines, a top official said.

SSS President and Chief Executive Officer Emilio de Quiros, Jr. said the new deadlines will be spread out from the 10th day for employees and the 20th day for self-employed and voluntary members to five different deadlines based on the employer and social security number.

"The new deadlines would take effect starting with payments for the applicable month or quarter ending on June 30," he said.

The revised deadlines are based on the 10th digit of the 13-digit employer number and the last digit of the 10-digit social security number of household employers, self-employed workers and voluntary members.

If the 10th digit of the employer number (for regular employers) or SS number (for household employers, the self-employed and voluntary members) is "1" or "2," contributions and loan payments fall on or before the 10th day after the applicable month or quarter.

The deadline would be the 15th day of the following month for numbers "3" and "4;" the 20th day for numbers "5" and "6;" the 25th day for numbers "7" and "8;" and the last day of the succeeding month for numbers "9" and "0."

De Quiros said the new deadlines would apply to over-the-counter payments at SSS branch tellers, banks, Bayad Centers and SM Business Centers.

"Members and employers flock to SSS on the day of the deadline, which results in long lines and congestion. The new policy aims to address this situation," he said.

Payment deadlines of overseas Filipino workers, who have more flexible cut off dates, are unaffected by the new policy, De Quiros said.

"Payments through Auto-Debit Arrangements and BancNet Online are also excluded from the change in deadlines," he said.

OFWs, who are considered voluntary members, can remit contributions for January to September on or before December 31 of the same year, while their premiums for October to December are accepted until January 31 of the following year.

First AFP lady “Reservist General” guested PRO-13 Monday flag rites

-– The recently promoted female official to the higher post of the AFP Reserve Force, became the guest of honor and speaker of Police Regional Office-13 during its Monday flag raising ceremony at Camp Rafael C. Rodriguez, this city. 

BGen. Charito “Ching” B. Plaza, Wing Commander, 7th Air Force Wing Reserve, the first female general of the AFP Reserve Command, was invited by the regional police here to be their honored guest during their Monday flag raising rites. 

Upon her arrival at the camp, she was met by Caraga PNP Director CSupt. Reynaldo S. Rafal and the other top police regional officials. Plaza, was afforded an arrival honors by an all women police force company under the command of PSInsp. Rowena A. Martinez., before proceeding to the regional grandstand for the ceremony. 

During her message BGen. Plaza paid tribute to her mother Mrs.Gertrudes M. Booc, who’ve just passed away, and to be interred in the afternoon. She said that it was her mother who had nurtured her, provided her proper guidance, instilled the right values, strengthened her character and had set the example of deep spirituality which had made her of what she is today. She said that her beloved mother was not able to witness anymore the fruits of her success.

Moreover, she encouraged the police force to walk through the “straight path” as the clarion call of the president in this administration. She called on the citizens as well to do the same, as this will bring us to greater heights of progress and development. 

She commended the PNP awardees and expressed the hope that their number will increase among their comrades in uniform. 

BGen. Plaza started her public service career as representative of the first congressional district of Butuan City and Las Nieves for three consecutive terms. During her terms as a legislator, she was able to author a number of significant legislations and among them was the law creating Region XIII or the “Caraga Region ,” the reason why she was known as the “Mother of Caraga Region.” Among her landmark legislations were the “Salary Standardization Law of the Armed Forces of the Philippines,” the “AFP Modernization Act,” and the “Creation of the Philippine National Police.” 

She was also once a special consultant of PNP-DILG during the time when Hon. Alfredo Lim was the DILG Secretary and also during the time of the then PNP chief and now Sen. Panfilo Lacson.

She became a full Colonel at age 35, where she was appointed as the “Wing Commander” as the 3rd Air Force Reserve Wing in Mindanao.

She also had contributed in the negotiations for the surrender of the then Col. Alexander Noble, who led a ragtag group and hid for some months on the mountains of the province of Agusan del Sur, and the surrender of the two faction commanders of MNLF Commander Nur Misuari who hid in Zamboanga Peninsula, Sulu and Tawi-tawi. 

She had also made her notable contributions to the realization of the benefits for the rebel returnees who had signified to go back to the folds of the law and to live normally. She had received three outstanding medals for these accomplishments. 

She earned her two doctorates of Peace and Security Administration and of Public Administration. She also had undergone studies of post-graduate courses abroad such as the National and International Security Management at John F. Kennedy School of Government, Harvard University, U.S.A. and Conflict Resolution Management, at University of Melbourne, Australia (PIA-Caraga)

7 PNP personnel receives award

-– Police Regional Office-13 awarded seven (7) of its personnel during their Monday flag raising program,in recognition of their performance in duty.

Among the recipients of the “Medalya Ng Kagalingan” (or, the PNP Medal of Merit) were PSupt. Manuel P. Jimenez, PSInsp. Rowena A. Martinez and PO1 Darryl Lugto. 

The three were cited for the arrest of a wanted person identified as Oliver Andangan, a.k.a. “Jongjong” who was charged with “Murder” and violation of the Comprehensive Dangerous Drugs Act of 2002. Andangan was arrested on March 4, 2011 at Purok 3, Brgy. Obrero, Butuan City, based on an arrest warrantissued by Hon. Judge Francisco Maclang of RTC Branch 5. 

The arresting authorities confiscated from the suspect a Caliber .45 Ingram, 2 magazines of an Ingram, 9 rounds of live ammunitions for a 9mm handgun, a hand grenade, and a digital weighing scale for methamphetamine hydrochloride (or commonly known as shabu).

Another recipient of the similar medal, the “Medalya Ng Kagalingan” was PInsp. Christian L. Rafols, who was cited for establishing a perimeter fence around Lianga Municipal Police Station, Lianga, Surigao del Sur utilizing used truck tires, interlink double fence and used galvanized iron sheets and the construction of a high rise tower inside the stations perimeter. 

The facilities became instrumental to the policemen and the two Philippine Army soldiers who successfully defended the police station during an attack staged by more or less 100 NPA rebels on April 28, 2011. 

Three more recipients of the similar award, the “Medalya Ng Kagalingan” were PInsp. Arvin B. Montenegro, SPO4 Emmanuel P. Isiang and SPO4 Vicente G. Serrano. The three were also cited for the arrest of Ali Dianca Sultan alias “Alex Muslim,” Abli D. Sultan alias APDI/Nasser/Luwa, Amron P. Eman alias “Abel Muslim,” Nayde E. Sultan alias “Naiden” and Arapat A. Daud alias “Pat Muslim.”

Confiscated from the suspects during their arrest were two sachets ( one big and a smaller one) of suspected methamphetamine hydrochloride (or commonly known as shabu) estimated to cost P420,000, a weighing scale, 13 mobile phones and cash amounting to P28,000.

The authorities were able to confiscate from the suspects during their arrest, five live bullets of Caliber 22, a KG-9 9mm machine pistol with silencer and an empty magazine of a KG-9mm machine pistol. (PIA-Caraga)

Ang maong pushcart adunay duha ka container nga kolor green ug yellow diin ang kolor yellow maoy butangan sa mga basura nga dili malata samtang ang Kolor green mao ang butangan sa malata.

Kini nga klase nga kareton mamahimong matawag usab kini nga personalize collection sa kada barangay, tungod sa bag-ong disenyo niini.

Ang maong kariton adunay tawo nga magdala niini ug kini gitawag nga “Bioman” nga maoy mangolekta ug basura sa usa ka lugar.

Samtang ang Brgy. San Juan maoy una nga barangay nga miapil sa paghimo sa maong desinyo ug pagproseso niini, diin naghimo kini sila ug 13 ka kariton alang sa ilang 13 ka mga purok.

Tumong niining maong proyekto ang pagrtubag sa problema sa basura ug aron mahatagan ug tabang ang syudad nga mogamay ang basura apil na usab ang pagkunhod sa gamit sa mga garbage truck aron makadaginot sa galastohanan sa krudo.
