Butuan police shares tips to avoid being a robbery, snatch-theft victim this summer

BUTUAN CITY, Apr. 22 (PIA) -- “You cannot be a victim if you will not allow robbers and snatchers to victimize you.”


This is probably one of the popular reminders we always hear from police officers and local authorities, giving warning to be at all times watchful and not to give suspects the opportunity to victimize anyone.

The Butuan City Police Office recently shared tips for the public to observe and follow especially this Lenten and summer seasons where people tend to spend their vacation in resorts, beaches, and other places in the provinces just to cool themselves and have relaxing experience.

Here are six tips identified by the police forces which may be of help for a safe and enjoyable vacation this summer:

Tip # 1: When dining at a hotel, restaurants or any eatery, do not leave your handbag or laptop on the table or hanging on the side of a chair. This gives the thief the opportunity to rob those valuable things.

Tip # 2: Do not attract attention by wearing expensive jewelry. You never know if there is a thief among your fellow travelers. Travel 'light' and preferably, leave jewelry in a safety deposit box in the bank or at home.

Tip # 3: Do not leave your prized possessions in the hotel room while you go out. Always bring with you your valuable things whenever you will go out in your room.

Tip # 4: Always carry your passport and identity card with you. Please be reminded that these are important documents that you must have in your possession every time you have to go to other place especially if it’s a distance away from the hotel you’re staying.

Tip # 5: Never go off the beaten track alone. If you are venturing out somewhere unknown, go in a group. There is safety in numbers, so don’t stay away from a group if you’re traveling alone and if you’re in a group, do the same.

Tip # 6: Never keep all your cash in one place. In that way, if you lose your wallet or handbag, you will still have money.

Gov’t. troops recover mortar ammunitions in Agusan del Sur

BUTUAN CITY, Apr. 22 -- Troops from the 26th Infantry (Sandigan) Battalion, 4th Infantry Division of the Philippine Army headed by Ltc. Nhel Richard E. Patricio recovered a sizeable number of mortar ammunitions recently in Agusan del Sur.

A total of 72 rounds of mortar ammunitions composed of 30 rounds for 81mm and 42 rounds for 60mm were retrieved from a junkshop owned by Gilbert Cabilan in Patin-ay, Prosperidad, Agusan del Sur.

According to reports, these items were from Brgy. Pagangan, La Paz, Agusan del Sur and were sold by an unidentified person believed to be a member of the New People’s Army. The retrieval was made after the 26th IB received information from concerned citizen on the existence of such items in the area.

Major General Victor A Felix, Commanding General of the 4th Infantry “Diamond” Division said the troops noticed that the voluntary information they are getting from civilians have become more frequent recently.

“In fact, many of our successful operations were results of concrete information from the residents themselves… and we are glad for this vigilance among our people and we also appreciate their confidence in us,” Gen. Felix said.

Meanwhile after inspection, personnel from the Explosive and Ordnance Disposal (EOD) team noticed indications of tampering of the ammunitions and attempts to use these for improvised explosive device (IED).

“We already know that the diminishing support of the NPA has made them more desperate in their finances and other resources. But this incident is telling us that their desperation is actually becoming worse. Some of their members are now selling off their ammunitions, perhaps even stealing these items,” conveys Major Eugenio Julio C Osias IV, Division Spokesperson and concurrent Commanding Officer, 4th Civil-Military Operations (Kasaligan) Battalion.

Major Osias added that the military understands the difficulties NPA members are experiencing and encouraged them to choose a new life. “The most practical thing NPA members can do is to leave the NPA and make their own honest living with the mainstream society,” Osias said. (4ID, PA/PIA-Caraga)


PRO-13 thanked Cong. Aquino for new firearms donation

BUTUAN CITY, Apr. 22 -- PCSupt. Reynaldo Rafal, Police Regional Office (PRO) Caraga Regional Director expressed his heartfelt thanks and gratitude to Agusan del Norte 1st District Congressman Jose “Joboy” Aquino II for his donation of new firearms to Butuan City Police Office (BCPO) in a turn-over ceremony held recently at PRO 13 Conference Room, Libertad, this city.

Cong. Aquino visited PRO 13 and was welcomed by a Side Honor with the 13th Regional Public Safety Battalion (RPSB) personnel to formally and personally turned-over some 14 M16 (M4) rifles to the PNP chief of the region.






Dir. Rafal personally received the firearms from Cong. Aquino and handed it over to PSupt. Francisco Dungo, BCPO’s Deputy City Director for Operations after signing the Deed of Donation.

Rafal in his speech said the donated long firearms are of great help in PRO 13’s personnel enhancement in terms of operational and capability in confronting criminality in the city following the creation of the PNP BCPO’s Special Weapons and Tactics (SWAT) Team months ago.

Cong. Aquino on the other hand vowed to continue his assistance to PRO 13 and Butuan City Police Office saying that this is one of his priorities being the forefront in crime busting.

In his speech, Aquino also vowed to donate six multicabs for BCPO’s field cops within the year to help the city in crime deterrence thru police visibility.

It can be recalled that Cong. Aquino has also donated multicabs to all the 86 barangays in Butuan City as well as in Las Nieves, Agusan del Norte which is part of the 1st Congressional District of Agusan del Norte.

“I will not tolerate torture,” Camp Bancasi chief says

BUTUAN CITY, Apr. 21 (PIA) – Citing his respect to uphold human rights at all times even to their enemies, Col. Efrain S. Oropel, Camp Bancasi Commander of the 4th Infantry Division, Philippine Army on Wednesday said he will not tolerate torture or any form of physical abuse to any individuals who are captured by his troops, especially the New People’s Army (NPAs).

Speaking before the local tri-media in a press conference held at Camp Bancasi here, Col. Oropel assured that there were no incidents of apprehended rebels tortured by any military personnel under his command.

This is the reaction of the official to some reports and speculations that allegedly, captured members of the New People’s Army experienced physical bettering and any forms of tortures, as what have been shown in films.

Col. Oropel said these are just speculations and there is no truth to these reports and what have been shown in films are just products of imaginations of the writers, directors and producers.

The official’s claim was supported by the statement of Tatay Julieto Canoy, secretary and finance officer of Guerilla Front 21-B of the New People’s Army who, along with his two comrades were captured in an encounter on April 1, 2011 at Sitio Hebron, Brgy. New Tubigon, Sibagat, Agusan del Sur. He said the military did not violate their human rights.

“Our human rights were respected by the military and we were not able to experience tortures and any another physical battering. Instead, they take good care of us… they gave us what we need – food, clothing, etc.,” Tatay Julieto said. (PIA-Caraga)


DILG chief cites significance of people’s participation to achieve peace

SURIGAO DEL NORTE, Apr. 21 – Department of the Interior and Local Government (DILG) Secretary Jesse M. Robredo emphasized the importance of involving the citizens in achieving lasting peace and order, and safety in the community.

In his speech during the Provincial Peace and Order Council (PPOC) meeting held recently in General Luna, Siargao Island, Surigao del Norte, Robredo said the people is the major ally of the government and that they must be involved in government affairs.

He said the government needs to focus efforts on development to bring better quality of life to the people. According to him, the more prominent the community may become, the more attractive the country can be.

Surigao del Norte Governor Sol F. Matugas also said the PPOC meeting was very productive because of the presence of Secretary Robredo.

A resolution appreciating and thanking the presence of the latter was adopted by the council on motion of Fryan Abkilan, PIA Information Center Manager of the province and seconded by Teresita Depeñoso of the Department of Agrarian Reform (DAR).

On the other hand, one of the major issues discussed during the meeting was the swapping of the two-hectare lot owned by the Armed Forces Philippines (AFP) located in Barangay Sta. Cruz, Placer of this province with the property of the provincial government at Magpayang, Mainit.

BGen Emiliano R Gupana II, Assistant Division commander of the 4th Infantry Division of the Philippine Army commented that properties of the AFP is under the domain of the Secretary of National Defense and it is beyond their authority to decide. However, he assured the body that the proposal is being studied carefully.

Captured NPA official says military didn’t violate his human rights

BUTUAN CITY, Apr. 20 (PIA) -- Tatay Julieto Pescadero Canoy, secretary and finance officer of Guerilla Front 21-B sees the military – their mortal enemy as evil, with no qualms at torturing any New People’s Army (NPA) member apprehended.

Then he was captured along with his comrades in an encounter with the 402nd Infantry (Stingers) Brigade on April 1, 2011 at about 11:10 in the morning at Sitio Hebron, Brgy. New Tubigon, Sibagat, Agusan del Sur. He knew, they would be subjected to physical battering and all sorts of torture but to his surprise, they were fed, clothed, their needs taken cared of, instead.

When asked in a press conference on Wednesday morning, what their experiences were while in the hands of the military after they were captured, Tatay Julieto said “our human rights were respected by the military and we were not able to experience tortures and any another physical battering. Instead, they take good care of us… they gave us what we need – food, clothing, etc.”

Tatay Julieto also admitted that he did not surrender, instead, he was captured. But in spite of what happened, the government troops treated him fairly and in accordance with the law, a thing which encouraged him to call on his comrades especially those who want to return to the government side not to have second thoughts of whether or not they will surrender.

“Kami gani, nadakpan ug wala ni-surrender, apan gi-atiman man guihapon mi sa mga military. Unsa pa kaha kung mobulantaryo sila sa pagbalik sa sabakan sa atong balaod” (We were captured and we did not surrender but still, the military treated as fairly and in accordance with the law. What more if they will surrender voluntarily to the government troops), Tatay Julieto said.

Tatay Julieto has been in the revolutionary activities of NPAs for 30 years. He started as a part-time member of the group in 1981 and became full-time in September 1, 1998. He said he joined the “Organisasyong Masa” from 1995 to 1997. Tatay Julieto is still active in the group, until he was captured in April 1, 2011.

Meanwhile, Col. Rodrigo Diapana, Commanding Officer of the 402nd Infantry Brigade said the other two female captives are with the Provincial Social Welfare and Development (DSWD) Office of the province of Agusan del Sur through PSWD Officer Josefina Bajade.

According to Gladys Cubal of DOST - Caraga, the two-day celebration on May 12 and 13 will feature Essay Writing Contest on the first day to be participated by students in the secondary level in both private and public schools.
Also, a forum on aligning research to local health needs will be conducted as part of the agenda setting for the consortium, as well as a workshop for the validation on health research in Caraga.

Meanwhile, Cubal said the second day which marks the third anniversary celebration will be featuring a forum or seminar on health research application. Highlighting the forum is a telemedicine where participants will be given instructions on how and what medicine to apply for the kinds of diseases or illnesses.

Cubal further said an ovicidal trap for dengue will be featured in the forum. DOST through its research center recently discovered a way in trapping mosquito through the ovicidal/larvicidal (OL) trap, the newly finished research study for application were launched in Tacloban City. It is a system used to control the population of the dengue-carrying Aedes mosquito.

The OL trap is made of pellets diluted in tap water inside a black plastic cup with an ice drop lawanit stick for mixing the substance.

The establishment of the CHRDC started last October 16, 2007. Dr. Jaime C. Montoya, Executive Director of the Philippine HRDC presented to the participants from academe, health institutions and line agencies involved in the implementation of health services the situation of the health status of the Filipino people and conducted a briefing on the Philippine National Health Research System and the National Unified Health Research Agenda (NUHRA) and the need to establish the Regional Health Research System in the region.

Meanwhile, DOST Asst. Regional Director Dominga Mallonga, in an interview said the consortium for 2010 has conducted fora and strategic planning particularly on seminar on Health Research, Climate Change and its impact on Health, training of HERDIN Ne-ON System, Writeshop on R & D Program and Incidence of Dengue in Caraga Region, as well as the Incidence of Pneumonia in the region.

These projects has created an impact to the community specifically in mitigating climate change, health researches, and solid waste management system.

Dir. Mallonga also said CHRDC selected members were able to attend planning-workshop of the Philippine National Health Research System (PNHRS) in time with the 28th anniversary celebration of the Philippine Council for Health Research and Development (PCHRD).

“With this, the members were able to obtain additional inputs as to how a research project will be enhanced and thus, obtaining a reliable output that serves as input for the interventions of concerned agencies especially on mitigating the impact for climate change,” Mallonga said.

Mallonga further said CHRDC was able to send Dr. Fernando Herrrera, project leader of the research project entitled “Level of Information Education Campaign on Solid Waste Management and Household Practices on Solid Waste Disposal in Butuan City” to an orientation and hands-on training on software for Processing Qualitative Data.
Mallonga said, the research is already successful and result of the study will be given to the local government unit of the city of Butuan for proper action.

CAFGU ambushed, 1 Dead

TANDAG CITY, April 20 (PIA) -- Amidst the observance of Lenten Season, the New People's Army (NPA) in Surigao del Sur continue to show violence.

On Holy Tuesday, April 19, at about 6:00 o'clock in the morning, an ambush was staged by alleged NPA rebels against four (4) members of Special Citizen's Armed Forces Geographical Unit (CAFGU) Armed Auxiliary (SCAA) in Km 15, Upper Tugopon, brgy. Hinapoyan, Carmen, 45 kilometers North here.

The incident took place while said members of the Security forces from 4th SCAA Company assigned in Surigao del Sur Development Corporation (SUDECOR) where on their way to provide security in the area.

As a result, SCAA Tonton Salahay, resident of Sitio Gacub, Barangay Hinapuyan died.

After the incident, according to a report from police Provincial Office (PPO), the more or less 15 attackers immediately withdrew to northwest direction.

Meanwhile, the police in Surigao del Sur tightened up its security measures for the Holy Week.

MGB 13 and PENRO holds consultation with mining operators

DINAGAT ISLANDS, April 20 (PIA) - The Mines and GeoSciences Bureau (MGB-13) and Provincial Environment and Natural Resources Office (PENRO) of Dinagat Islands initiated a consultative meeting on Tuesday, April 19 with the large and small scale mining operators and traders in the province.

The said consultation, presided by MGB-13 Regional Director Alilo Ensomo, has come up with a systematic agreement on the mitigation measures on the adverse effects brought by small scale operations and resolving issues on ore trading.

These measures include the stricter implementation on the accreditation requirements of mining operators and traders, issuance of Ore Transport Permit (OTP) either by MGB-13 or by the provincial government with actual validation by both agency representatives, regulating hydraulicking, setting up of settling ponds, silt dams and tree planting.

It was learned that small scale mining operations in the province are temporarily stopped to focus the rehabilitation efforts.

Sec. Robredo leads groundbreaking rites of police stations in Siargao Island

SURIGAO DEL NORTE, April 20 (PIA) – Department of the Interior and Local Government (DILG) Secretary Jesse M. Robredo led the groundbreaking ceremonies of the two proposed Philippine National Police (PNP) police stations in Gen. Luna and Dapa towns in Siargao Island, this province on Monday, April 18, 2011.

The proposed Gen. Luna Tourist Police Station will be built near the town’s boulevard with an estimated cost amounted to P12Million.

Sec. Robredo has already pledged to fast track the release of the funds on the first week of May and he is hoping that it will be completed before the start of the international surfing competition on September.

Gov. Sol Matugas, being a native of Gen. Luna is proud of the proposed modern police facility for this is the first of its kind in the entire province.

In Dapa, 1st district Rep. Francisco Matugas revealed that the amount for the first phase of the proposed P6.5Million Dapa Standard Police Station Building near the municipal plaza has already been downloaded which amounted to P2.5Million.

According to PNP Caraga Regional Director PC/Supt. Reynaldo Rafal the construction of these new police stations are in line with the PNP-Integrated Transformation Program-Performance Governance System (PNP-ITP-PGS) funded through PNP appropriations with the support of the local government units.

Butuan City police chief lauds troop with “Boodle Fight”

BUTUAN CITY, Apr. 20 -- A boodle fight ensued recently between the officers and members of the Butuan City Police Office personnel together with other augmentation troops to mark the success of providing security to National Schools Press Conference (NSPC) delegates and other accomplishments.

PSSupt. Jose Carillo, Butuan City Police Director personally commended his troop with a boodle fight which is a usual tradition that aims to strengthen the camaraderie of the PNP personnel particularly the BCPO and the Regional Public Safety Management Battalion (RPSMB) which was utilized as an augmentation troop from the PRO 13 Headquarters.

It can be recalled that last week, around 4,000 students flocked to Butuan City to attend the DepEd-sponsored 11th NSPC Congress prompting the police to provide security to delegates. As a result, Carillo gave orders to his officers to utilize the BCPO office personnel to augment the already depleted troop his office is experiencing.

Carillo expressed his gratitude over the minimal incident reported in relation to the conduct of NSPC. He also reminded on the security preparation in the observation of the Lenten Season and the forthcoming Balangay Festival Celebration with maximum police visibility, check/chokepoint in all strategic places. He also reiterated his expression of gratitude to his troops during the Monday Flag Raising Ceremony recently.

“I am giving my personal commendation to all members of the Butuan City Police Office especially those who contributed their best for the success of our mission. I also commend the Intelligence Section, Theft and Robbery Unit, and Investigation Section for the immediate solution and filing of the case of the Petron and Unicity robbery suspects which was arrested in less than 24 hours,” Carillo disclosed. Dinagatnons to give hero’s welcome to Gov. Ecleo

DINAGAT ISLANDS, Apr. 19 (PIA) – After leading the battle on the constitutional issues of the province of Dinagat Islands, provincial officials and employees of the province are set to give a hero’s welcome to Gov. Glenda B. Ecleo upon her arrival today, April 19, 2011.

“Primarily, the series of activities that we have prepared for Mommy Glen (Gov. Glenda) are in relation to the recent Supreme Court decision affirming the constitutionality of our province,” said Public Information Officer Rosario Roxas.

Roxas said that Gov. Ecleo is the epitome of a true Dinagatnon and that “she fought tirelessly for our independence and she led us to victory.”

Roxas revealed that some provincial officials and heads of offices will be welcoming her at the Surigao City Airport. All San Jose sea vessels will also convoy her from Surigao City boulevard to Dinagat Islands.

She also said that a program is prepared for Gov. Glenda’s coming home at San Jose Port of which presentation numbers from the capitol employees and different sectoral groups are expected.

Butuan City gov’t steps up security measures this Holy Week

BUTUAN CITY, Apr. 19 (PIA) -- Local authorities here intensified its campaign for the safe and security of the public during the observance of the Holy Week.

In an interview over a local radio station here this morning, Butuan City Councilor Ryan Anthony Culima said city Mayor Ferdinand Amante, Jr. has directed city police office PSSupt. Jose Carillo to step up measures to ensure the security of the public during the weeklong activity.

Culima said police officers must be visible in public places as the observance of Lent draws thousands of parishioners particularly to churches.

The Butuan City Police Office in a press statement said it will intensify its foot and mobile security patrols, traffic control and direction along national highways, thoroughfares leading to and from, churches and other establishments connected to the different Holy Week activities.

This also includes the fielding of uniformed policemen for visibility purposes to deter/preempt the hostile plans/activities of terrorists and other criminal elements.

BCPO will also establish Motorist Assistance Center by undertaking public information drive thru print and broadcast media on safety tips based on the current situation that is prevailing in their area of responsibility. (PIA-Caraga)


Tagana-an Mayor survived ambush

SURIGAO DEL NORTE, April 19 (PIA) – Tagana-an Mayor Cesar Diaz survived an ambush near the boundary of Barangays Laurel and Union, Tagana-an, this province around 11:20am Monday, April 18, 2011.

According to 30th Infantry “Python” Battalion Commanding Officer LTC Erwin Rommel Lamzon, Mayor Diaz was driving his Toyota Fortuner along with his four companions en route to Surigao City when they were ambushed by a still undetermined number of gunmen.

PO2 Anthony Pontevedra and Gagay Diaz were wounded in the attack and were all brought to a private hospital for medical treatment.

Mayor Diaz, in an interview, said that his political opponents may be behind the attack. Police are currently conducting an investigation on the incident. (PIA-Surigao del Norte)


50 Caraga policemen trained for TOPCOP tourism program

SURIGAO CITY, Apr. 19 (PIA) - Fifty members of the Philippine National Police (PNP) from Caraga Region on Friday, April 15 ended their 3-day special training course for law enforcers that will form the core of Caraga’s Tourist-Oriented Police for Community Order and Protection (TOP COP) program.

The program, organized by the Department of Tourism in partnership with the PNP, aimed at equipping the local police with the necessary knowledge and skills in performing their duties when deployed in the key tourist destinations of the region.

Speaking on the occasion, City Mayor Ernesto Matugas said he is optimistic that tourists and visitors will not be hesitant to come to the region because they are assured that their visit will be safe and pleasant.
The seminar, which started on April 13 and ended on April 15, was held at the City Cultural Center, City Hall Compound this city.

Meantime, PC/Insp. Charlie Cabradilla, one of the participants, said the special training course provides them with another opportunity to serve the people not just as peacekeepers of their areas of assignment but tourist guides as well.

The TOP Cop program is a sustained crime prevention package anchored on the day-and-night police visibility for a no-nonsense, zero-tolerance enforcement of laws and ordinances in areas where tourists thrive. The enforcers will not concentrate only on criminal offenses but also violations of ordinances like anti-littering, anti-jaywalking, anti-mendicancy, anti-illegal vending and anti-vandalism. NGCP says power interruptions in Mindanao due to unplanned shutdown of power gen plants

BUTUAN CITY, Apr. 19 – The power system operator of the National Grid Corporation of the Philippines (NGCP) clarified on Monday that the recent spate of power interruptions experienced in Mindanao are caused by the unplanned shutdown of some power generating plants.

In a press release, NGCP says it does not own, operate or shut down power generating plants but as the system operator, it has information on the available capacity, system peak and reserves in the power system.

It further said that approximately 100 megawatts (MW) of power was taken out of the Mindanao grid due to the unexpected unavailability of the following plants: Agus 6 (Units 2 and 4); Agus 7 (Units 1 and 2); and Agus 1 (Unit 1). Further, the following plants are operational but derated by the owners and operators: Agus 1 (30 MW); Agus 2 (90 MW); Agus 5 (50 MW); Agus 6 (100 MW); Western Mindanao Power Corp. (90 MW); Southern Power Philippines Corp. (40 MW).

In instances when there is a deficiency in the power supplied by the different power plants, NGCP implements load shedding based on an allocation matrix load prepared by the generators or power plants themselves. In Mindanao, this load shedding matrix is from the National Power Corporation.

The load shedding is then implemented across the Mindanao grid through the area control centers of NGCP in Cagayan de Oro, Gensan, Davao, Butuan, Zamboanga, and Iligan.

The power interruptions actually experienced by the end-consumers in the household levels will depend on the implementation scheme of the particular distribution utility in the area, said the press statement. (NGCP/PIA-Caraga)

NYC commends Agusan Sur hostage-taking crisis management team

BUTUAN CITY, April 18 (PIA) -- Following the hostage-taking incident that resulted in the safe release of the 13 hostages in Agusan del Sur, the National Youth Commission (NYC) commended the crisis management team of the province for the peaceful resolution of the incident.

In a resolution sponsored by NYC Commissioners Earl Saavedra and co- Laurence Arquiza, stated that the role of the Crisis Management Team is worthy of commendation considering that it focused solely in negotiating for the safe release without ransom of those held captives.

“Thus, the team must be commended for its commitment to uphold social order after its successful efforts in saving the lives of civilians and upholding self-sacrifice amidst danger and threats so that liberty be given to those who seek it,” the official said. Meanwhile, the official said the crisis management team headed by Agusan del Sur Governor Adolph Edward Plaza and Prosperidad Mayor Albin Magdamit acknowledged the commendation of NYC. (PIA-Caraga)


Greening program lures 500 participants at Mt. Mayapay

BUTUAN CITY, April 18 -- More than 500 volunteers and environment advocates from 50 stakeholders of the Mt. Mayapay Rehabilitation Task Force (MMRTF) joined the Department of Environment and Natural Resources (DENR) in planting 10,000 dipterocarp seedlings in the iconic Mt. Mayapay in Barangay Nongnong, this city, Friday.

This year’s first leg trek to rehabilitate the heavily deforested mountain coincided with the launching of the National Greening Program (NGP) which seeks to plant 1.5 billion trees in 1.5 million hectares nationwide in six years from 2011 to 2016, as outlined by the February 1, 2011 Executive Order No. 26 of President Benigno “Noynoy” Aquino.

The massive tree planting activity covering Block 18 of the military reservation area in Barangay Nongnong, this city also marks year 2011 as the “National Year of the Forests” as declared by Presidential Proclamation No. 125 on March 15, 2011.

Musa C. Saruang, Regional Technical Director for Forest Management of DENR-13 who represented RED Leonardo R. Sibbaluca said the “Year of the Forests” aims to raise the level of awareness of the people worldwide on sustainable forest management, conservation and development already shown by the convergence of volunteers from the government, non-government, business, academe and religious sectors and the police and armed forces.

The DENR official said volunteers throughout Caraga region are simultaneously planting and re-greening the mountains and every area available in pursuit of NGP and IYF.

Saruang also said that last week, the Butuan City government in cooperation with the DENR and all government and private sectors have conducted the roadside re-greening project dubbed “Balanghayan – Grow a Million Tree” as contribution to the NGP.

“The NGP is not only about planting trees, it is also about doing our share in caring for nature like properly disposing, recycling and reusing waste and the sustainable use of our limited resources” RTD Saruang said adding that the rains and slippery path did not dampen the hearts of the participants.

As this developed, six departments of the national government met on April 15, 2011 for the 1st Consultative Summit on the National Greening Program (NGP) to prepare for the formal launch of the campaign to plant 1.5 billion trees until 2016.

Environment and Natural Resources Secretary Ramon J.P. Paje said the one-day summit, held at the Social Hall of the Department of Environment and Natural Resources (DENR) in Quezon City, involve the civil society, academe, private sector and other stakeholders.

Six departments are leading in the implementation of the NGP which are the DENR, Department of Agriculture (DA), Department of Agrarian Reform (DAR), Department of Interior and Local Government (DILG), Department of Education (DepEd), and the Department of Social Welfare and Development (DWSD).

"The Summit is a high-level forum for all the stakeholders taking part in the National Greening Program from both the government and the private sector to address critical issues related to identifying opportunities for both sides to work closer and more efficiently not only to rehabilitate of our denuded upland areas but also reduce poverty, promote food security and mitigate the impacts of climate change," said Paje.

President Aquino issued Executive Order No. 26 on February 24, 2011 and established the NGP as a national priority aimed not only to reforest 1.5 million hectares of land but also to promote a sustained environmental awareness campaign in the face of the deleterious effects of climate change.

Earlier, Mr. Aquino issued Executive Order No. 23 that banned logging in natural and residual forests nationwide.

DA Secretary Prospero Alcala and DAR Secretary Virgilio delos Reyes graced the occasion as keynote speakers while DILG Secretary Jesse Robredo, DepEd Secretary Armin Luistro, DSWD Secretary Dinky Soliman, and National Commission on Indigenous Peoples Chairman Roque Agton, Jr. gave their statements of commitments to the program.

NYC supports RH Bill

BUTUAN CITY, Apr. 18 -- In a two-page resolution adopted on April 11, 2011, the National Youth Commission (NYC) expresses its support to the legislation and implementation of a National Policy on Reproductive Health.

As a prime mover in inclusive youth development, the NYC stresses its responsibility to promote and protect the physical, intellectual, and social well-being of the Filipino youth; and in accordance with the objectives of the United Nations Millennium Development Goals (UN MDGs 2015), the Commission pushes for the improvement of maternal health by reducing maternal mortality and increasing access to reproductive health services.

The NYC rests its decision to support the RH Bill from the youth development study conducted by the commission which acknowledges that there is a need to ensure the acceptability, accessibility, availability, and affordability of culturally and gender-sensitive/responsive health services and facilities for adolescents and youth; and from the resolution adopted by the 7th National Youth Parliament, convened by the NYC in 2008, that urges the President of the Republic of the Philippines and the 14th Philippine Congress to approve RH Bill.

The NYC does not encourage young pregnancies; it does however recognize the study of the State to provide the youth with proper reproductive health information and life-saving services, states in its resolution. (NYC/PIA-Caraga)


NYC launches 9th search for TAYO

BUTUAN CITY, Apr. 18 -- The National Youth Commission (NYC) recently announced the opening of the ninth search for the Ten Accomplished Youth Organizations (TAYO).

Hailed as the country’s leading search for outstanding organizations of young Filipinos that are instrumental in the development of the country through simple, worthwhile and notable projects implemented in their communities, TAYO Awards is open to interested youth groups, organizations, clubs and societies whose membership and leadership are composed of at least 15 members who are 15-30 years old.

At stake is a cash grant of P50,000.00 which will be given each to ten youth organizations nationwide, who will be declared as winners.

TAYO 9 was launched in ceremonies coinciding with the release of the book entitled “[R]evolutionaries”. This book commemorates the first six years of the TAYO search, and contains the inspiring stories of some of the TAYO awardees.

This year, TAYO aims to be more accessible online, with a newly-updated website, www.tayoawards.net. Interested youth organizations cannot only access information about TAYO and the search on the site, they can also submit their entry forms there.

In the interest of having a paperless search, the TAYO secretariat will be accepting entries sent online. This also opens the search to more organizations from a wider area and cuts down on mailing or transportation costs.
