Butuan City Jail official wants CICL to DSWD Agusan del Sur

BUTUAN CITY, Dec. 11 (PIA)
-- Personnel of the Butuan City Jail here are hoping that the children in conflict with law (CICL) will be transferred to the Department of Social Welfare and Development (DSWD) detention cell in Agusan del Sur.

According to jail superintendent Neil Avisado, the detention cell in the said province is nearly completed. He added, the management of Butuan City Jail is doing everything so that the said facility will be completed and used the soonest.

Avisado said the CICL or those minors who have committed crimes must be detained in a separate detention cell so that they will not be influenced by those criminals detained.

The official, however, admitted that as of the moment minors are detained inside the detention cell here with adult common criminals.

“This is the reason why we are really doing everything we can so that the DSWD detention cell in Agusan del Sur will be finished as soon as possible,” Avisado said.

Supt. Avisado further said the establishment of this facility in Agusan del Sur will also help the Bureau of Jail Management and Penology (BJMP) minimize the number of detainees in the detention cells of the cities and provinces in Caraga Region.

“Thus, detention cells will be decongested as soon as these CICL will be transferred to the said facility,” the official added.

PNP to draw patrol plans for 'simbang gabi'

BUTUAN CITY, Dec. 11 (PIA)
– To ensure public safety during “Simbang Gabi (Nightly Mass),” which begins at dawn of Dec. 16, Philippine National Police (PNP) Caraga Regional Director C/Supt. Reynaldo Rafal required station commanders in the region to submit their patrol plans.

In an interview with a radio station here, PSupt. Martin Gamba, public information officer of PNP-Caraga Region said the patrol plans will be submitted to the Regional Operations and Plan Division for evaluation, and to see to it that all the plans submitted fits the needs of their respective areas of responsibilities.

However, the information officer of the region’s peacekeepers clarified that the police visibility is not only applicable during these times but will always be implemented 24 hours a day, seven days a week.

“Ang police visibility dili lang ipatuman panahon sa Simbang Gabi kung dili sa tibuok oras kada adlaw 24/7 kay ang atong services wala man lang naga-ingon nga i-intensify nato ang police visibility ug police operations sa panahon nga adunay espesyal nga okasyon kung dili kanunay kana sa matag adlaw),” Gamba said.

(The police visibility is not only implemented during the Simbang Gabi but it should be on a 24/7 because our services mandated us to intensify police visibility and police operations not only during special occasions but rather on a daily basis.)

The official also said the ceremonial sealing of firearms of police personnel will be made before the celebration of the Christmas eve to identify those who have fired their issued firearms, without any valid reason.

Gamba said violators will face appropriate disciplinary action as this order came from Camp Crame.

He also made an assurance that police officials here will not tolerate any violations of their personnel. “I can assure the public that PNP officials will not tolerate any violations made by these police officers,” Gamba said. (PIA-Caraga)

Sec. Paje distributes 2,341 patents in Surigao del Norte, Dinagat Province

-- Department of Environment and Natural Resources (DENR) Secretary Ramon Paje awarded some 2,341 patents covering 10,675,924 square meters to the different beneficiaries in Surigao del Norte and Dinagat Province during his recent visit in Surigao City.

The move highlighted the “Handog Titulo ng Pangulo program” being implemented through DENR-Land Management Bureau (DENR-LMB), giving the people the opportunity to own the land that they have tilled for many years.

Secretary Paje awarded the titles to the different mayors who were present during the environment forum sponsored by the provincial government of Surigao del Norte held at the Provincial Convention Center in Surigao City on November 29,2011.

The local officials who received the patents in behalf of their constituents are Mayor Carlos M. Egay of Gigaquit, 43; Mayor Ramon B. Mondano of Mainit, 71; Mayor Teodoro F. Sinaca, Jr. of Malimono, 65; Mayor Felimon V. Napuli of Placer,135; Mayor Simplicia P. Bacol of San Francisco, 51; Mayor Ernesto T. Matugas of Surigao City, 312; Mayor Cesar A. Diaz of Tagana-an , 78; Mayor Cristina HR Arcillas of Tubod, 49; Mayor Peter Ruaya of Dapa, 30; Mayor Jaime P. Rusillon of General Luna, 87; Mayor Lamberto B. Dominos, Sr. of San Isidro, 49; Mayor Elizabeth R. Galanida of Socorro, 614 , Mayor Rosalinda C. Penera of Sta. Monica,66 , all in Surigao del Norte and Mayor Allan B. Ecleo II of San Jose, Dinagat Province, 691 patents.

“We are happy to see our landless folk in this part of the country receiving patents from the DENR which is a reward of years of labor and tilling the land… We expect the new land owners therefore, that they will improve their lands and productive,” Paje said.

Meanwhile, DENR Regional Executive Director Leonardo R. Sibbaluca said this is the biggest distribution of patents done in Caraga Region this year in keeping with the mandate of the DENR to process and distribute land titles under the “Handog Titulo ng Pangulo” program.

The town of San Jose in Dinagat Province under Provincial Environment and Natural Resource Officer (PENRO) Aga Patubo has the biggest produced patents with a total of 691.

Secretary Paje was invited guest speaker to the “Environment Forum” sponsored by Surigao del Norte Governor Sol F. Matugas. The DENR Chief also announced that new reforms in the mining industry are being prepared to be implemented shortly to improve revenue collections benefitting the local government units.
