OCD-Caraga alerts local DRRMC on tropical storm “Sendong”

BUTUAN CITY, Dec. 16 (PIA)
-- As tropical storm Sendong is expected to threaten Northern Mindanao and Eastern Visayas, the Office of Civil Defense (OCD) has alerted the local Disaster and Risk Reduction Management Council (DRRMC) in all the provinces of the region today.

In a radio interview this morning, OCD-Caraga Regional Operations Chief Amado Posas said members of the local DRRMC in the five provinces of the region were asked to be prepared as the whole region is declared under storm signal no. 2 as of Friday morning.



He added that local chief executives especially those municipalities located near coastal areas are alerted to be ready for any eventuality that may spawned by Sendong. He also called on residents living in low-lying areas and landslide-prone areas to be vigilant for the possible rise of water-levels and landslide.

Posas also expressed readiness of some municipalities saying that vehicles of some municipal officials in the region are ready for evacuation when necessary.

Meanwhile, according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), at 4:00 am today, tropical storm “Sendong” was estimated based on satellite and surface data at 300 km East Southeast of Hinatuan, Surigao del Sur (7.7°N,129.1°E) with maximum sustained winds of 65 kph near the center and gustiness up to 80 kph. It is forecast to move West Northwest at 24 kph. (PIA-Caraga)

Caraga Region is ready for tropical storm “Sendong” – DRRMC

BUTUAN CITY, Dec. 16 (PIA)
-- The region’s Disaster Risk Reduction and Management Council (DRRMC) is ready for typhoon “Sendong” which is expected to make landfall this afternoon.

This was the assurance made by Office of Civil Defense (OCD)-Caraga Operations Chief Amado Posas in a radio interview this morning. He said public stakeholders are aware of their responsibilities in times of calamities and disasters.

“With the series of trainings and disaster preparedness seminars they have attended, I am sure that they already know their responsibilities when calamities and disasters happen,” Posas said in Cebuano dialect.

Posas also said the local chief executives in all the provinces in the region have been coordinating with their office to give the latest updates of typhoon Sendong. Water level in all rivers and other water systems, as well as, landslide-prone areas have been also monitored .

“Kadtong mga taong nagpuyo labi na duol sa water systems, magbantay sa kanunay. Kung adunay ilang mamatikdan nga pagtubo sa tubig, mubalhin na dayon sa labing safetly nga lugar,” Posas said.

(Those who are living near water systems must be watchful at all times. If water level is rising, they must leave the area and secure go to a safer place.)

The official also advised fishermen to temporarily cancel fishing activities while the typhoon is approaching the coastal areas in Caraga Region this afternoon. Travelers are also advised further to postpone the trip.

In a related development, morning flight of Cebu Pacific bound for Metro Manila has been cancelled as of 10 am. Since last night, most parts of the region have been experiencing continuous light to moderate rains. (PIA-Caraga)

Surigao Norte DRRMC braces for Tropical Storm “Sendong”

SURIGAO CITY, Dec. 16 (PIA)
– The provincial disaster risk reduction and management council (PDRRMC) in the province convened today to prepare for Tropical Storm “Sendong” which is expected to make a landfall early this afternoon over Davao Oriental.

Gov. Sol Matugas, the council chair, called on all Surigaonons to be on alert and urged them to make pre-emptive evacuations when necessary particularly those areas vulnerable to flooding and landslides.

She also called on the municipal and barangay officials to take precautionary measures on the possible effects of the typhoon in their respective localities. The entire province including Siargao Island is now placed under signal number 2.

PDDRMC Action Officer Engr. Marilyn Pono said that as of press time, they have not yet received any report on flooding and landslide in the municipalities.

“But we have already alerted the local DRRMCs since yesterday to give us updates in their respective AORs.”

Latest report from the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) revealed that at least 21 areas in Visayas and Mindanao were placed under Storm Signal No. 2 Friday as tropical storm "Sendong" (Washi) has slightly intensified as it moves toward Davao Oriental.



PAGASA said "Sendong" was estimated at 180 km east-southeast of Hinatuan, Surigao del Sur as of 10 a.m.

In its 11 a.m. advisory, PAGASA said "Sendong" packed maximum winds of 75 kph near the center and gustiness up to 90 kph. Areas under Storm Signal No. 2 include: Southern Leyte, Bohol, Southern Cebu, Southern Negros and Siquijor Island, Surigao Del Norte including Siargao Island, Surigao Del Sur, Dinagat Province, Agusan Provinces, Davao del Norte, Davao Oriental, Samal Island, Lanao Provinces, Misamis Provinces, Zamboanga Provinces, North Cotabato, Compostela Valley, Bukidnon, Camiguin and Maguindanao.

Meanwhile, 16 areas were also placed under Storm Signal No. 1. They include: Palawan including Cuyo Island, Eastern Samar, Western Samar, Northern Leyte, Northern Cebu, Northern Negros, Iloilo, Capiz, Antique, Aklan, and Guimaras Province, Davao Del Sur, Sultan Kudarat, South Cotabato, Sarangani Province, and Basilan Province.

Weather condition in Surigao del Sur normal despite “Sendong”

SURIGAO DEL SUR, Dec. 16 (PIA)
-- Provincial Civil Defense Deputized Officer Florencio Pimentel Jr. today said weather in province is still normal despite the frequent occurrence of heavy rain and gustiness brought by tropical storm “Sendong.”

As of 12:00 p.m. today, all roads are still passable and there are no power interruption or flood reported to PDRRMC.

Disaster Risk and Reduction Management Council (DRRMC)in municipal and barangay levels were alerted since yesterday for the possible flash floods and landslides.

Provincial DRRMC support staff Romy Lozada said the 24/7 monitoring of Typhoon Sendong has been established since Dec. 15, as agreed during the recent quarterly meeting of the PDRRMC members. PDRRMC members are manning the Operation Center in PDRRMC office to augment the lack of manpower.

'Sendong' strands passengers in Nasipit port

BUTUAN CITY, Dec. 16 (PIA)
-- As public storm signal no. 2 is raised in Agusan Del Norte, around 100 passengers are stranded at the Nasipit Port due to tropical storm "Sendong."

Under Storm Signal No. 2, no vessel will be allowed to travel.

Stranded passengers are being accommodated at the passengers’ port terminal, according to Armando Balbutin, clearing officer of the Nasipit Port, in a radio interview this morning.

Meanwhile, PAGASA also warns Agusanons to take precautionary measures as Sendong is expected to landfall this afternoon.

Residents in low lying and mountainous areas under public storm warning signals are alerted against possible flashfloods and landslides. Likewise, those living in coastal areas are alerted against big waves or storm surges generated by this tropical cyclone.

Areas having public storm warning signal no. 2 include: Leyte Provinces, Camotes Island, Bohol, Surigao del Norte, Siargao Island, Surigao del Sur, Dinagat Province, Agusan Provinces, Misamis Oriental, Camiguin, Bukidnon, Davao del Norte, Compostela Valley, Samal Island, and Davao Oriental.

Police office appoints OIC

– A new officer-in-charge assumed the reins of the Butuan City Police Office as City Director Police Senior Supt. Jose V. Carillo is moving up to his new designation as a staff member of the aviation security group (AVSEG) national office.

In a well-attended turn-over rites held at the newly inaugurated multi-purpose hall and mini-library of the BCPO headquarters Thursday, Senior Supt. Carillo ended his ten-month stint as director of the city police force in a novel manner – he delivered his relinquishment message through a poem entitled “Ang Una at Huling Paalam.”

Taking over his post as an officer-in-charge, pursuant to Section 2 of the same order in his concurrent capacity as the acting chief of the Regional Personnel and Human Resource Development Division of PRO 13 is Police Supt. Pedro U. Obaldo, Jr.



Attending the turn-over rites were top city officials led by Butuan City Mayor Ferdinand M. Amante, Jr., the guest of honor and speaker of the occasion, Hon. Ryan Anthony Culima, chair of the city council Committee on Police Matters, Public Safety and Order and former City Councilor Salvador “Benjie” Calo top regional and city police officials led by CSupt. Reynaldo S. Rafal and the counterpart from the Philippine Army led by Lt. Col. Ferdinand Napuli, of the Philippine Army Special Forces.

Carillo in his relinquishment “poem” consisting of 13-stanzas started with its general introduction or preliminaries.

Supt. Obaldo in his message of acceptance mentioned that assuming as BCPO chief was least expected by him after his relief as city chief of San Fernando City, La Union also of December 15, last year after a 2-year and three months tour of duty.

He admitted that the present task assigned to him is a tough and challenging one. Among the guidelines he will issue are:discipline, the strict implementation of the “tamang-bihis” program, enhancement of the police-community relations and intensified crime prevention and resolution.

Mayor Amante in his brief message pointed out that the changing of the guards was done in commitment to the maintenance of peace and order. He described the occasion as both exciting and nostalgic.

Meanwhile, he also outlined his expectations for the incoming police chief such as: a strong leadership among his subordinates, strict implementation of discipline among the ranks, must be active and visible on the field, should not compromise his position with offers from gambling lords and illegal drug traffickers, pro-active in crime prevention and in the maintenance of peace and order, be innovative in his ways, an advocate for anti-illegal logging, mining and drug trafficking, and must be honest. -- Idineklara ng tanggapan ng Presidential Adviser on Peace Process (OPAPP) na aprubado na ang pondo para sa Barangay Binikalan, San Luis, Agusan del Sur.

Isa sa mga proyektong ito ay ang gagawing tribal house. Ito’y matapos magkaroon ng konsultasyon kamakailan sa Provincial Training Center, Patin-ay, Prosperidad.

Ayon kay Barangay Kapitan ng Binikalan Nelson Pantadon, ang naturang tribal house ay gagamitin sa mga pagpupulong ng mga pinuno ng mga tribu na magmumula sa iba’t-ibang barangay. Maaari rin itong gamitin na tulugan kapag ang mga pinuno ng tribu ay hindi makakauwi sa kani-kanilang mga lugar pagkatapos ng pagpupulong.

“Ang naturang tribal house ay siya ring magiging tatak ng Barangay Binikalan kung saan maari naming gamitin kapag may mga inaayos kaming mga hindi pagkakaunawaan, kung saan sasali ang iba’t-ibang ahensiya ng pamahalaan para maisaayos ang mga gusot. At kung imposible na para sa aming mga kapatid na katutubong makabalik sa kani-kanilang mga lugar sa araw na iyon, maari silang magpalipas ng gabi sa naturang tribal house,” sabi ni Brgy. Kapitan Pantadon.

Nang idaos ang nasabing konsultasyon na sinalihan ng OPAPP, mahigit kumulang mga 30 pinuno ng mga tribu, mga kabataan at kababaihan na nagmula sa Brgy. Binikalan, lokal na pamahalaan ng San Luis at ng pamahalaang panlalawigan at iba pang mga ahensiya ng pamahalaan, napag-usapan din ang tungkol sa ekonomiya, social, asset reforms, seguridad at infrastructure na may kaugnayan sa Brgy. Binikalan at mga karatig barangay.

Sa pang ekonomiyang isyu, napag-usapan ang kakulangan ng teknolohiyang pang agrikultura at ito ay dali-daling sinagot ng panlalawigan at pamayanang tanggapan ng agrikultura kung saan, sila ay nangakong magpadala ng mga pantanim na mga material at mga technicians para magturo ng tamang pagtatanim.

Ang mataas na illiteracy rate ang siyang nabigyan ng mabigat na pansin sa punto ng social development. Sa ganung usapan, pumasok ang Department of Education (DepEd) at ipinakita ang iba’t-ibang programa ng nasabing ahensiya na siyang tutugon sa mga isyu pero ang pinakamabigat na isyu na ipinakita ay ang geographical location at ang layo ng mga paaralan sa sentro ng Binikalan.

“Maliban sa layo ng distansiya, at ng mga dadaanan, karamihan sa mga paaralang ito ay mayroon lamang isa o dalawang kuwarto kung saan ang bubong ay yari sa dahong anahaw para magbigay ng proteksyon sa mga bata kapag umuulan o matindi ang sikat ng araw,” sabi ni Kap. Pantadon.

Dahil sa ganu’ng sitwasyon, ang pakikialam ng pamahalaang lokal ay tinawagan ng pansin, sa tulong ng militar para maresolba ang isyu.

Sa isyu naman ng seguridad, ang tumawag ng pansin ay ang pwersahang pagpasali ng mga komunistang puwersa sa mga residente pero iniwan ang usapang iyon sa lokal na pamahalaan at sa kanya-kanyang Peace and Order Councils para sagutin ang isyu.

Ayon kay OPAPP representante Orly Binansilan, ang mga hakbanging ito ay panimula lamang. Ang Pangulo ng Pilipinas ay nagbigay na ng utos na bigyan ng mataas na pansin ang mga situwasyong kagaya ng sa Binikalan.

– Gipirmahan ni Pangulong Benigno S. Aquino III ang P1.8-trillion General Appropriations Act for 2012 atol sa seremonya nga gipahigayon kagahapon didto sa Malacañang.

“Patuloy po nating binibigyang-prayoridad ang mga serbisyong makapag-aahon sa mga kababayan natin sa kahirapan. Nakalaan ang mahigit tatlumpung porsiyento ng pangkalahatang Budget natin sa Social Services Sector, na nagkakahalaga ng 568.6 billion pesos,” ang Pangulo miingon.

“Bahagi nito ang Pantawid Pamilyang Pilipino Program, na pinaglaanan natin ng 39.5 billion pesos upang maabutan natin ng conditional cash transfer ang tatlong milyon sa pinakamahihirap na pamilyang kababayan natin. Katuwang nito, patuloy tayong nagpupundar sa kakayahan at kinabukasan ng ating mga kababayan,” siya midugang.
