PNP Regional Office 13 kicks-off Community Relations Month celeb

BUTUAN CITY, July 5
-– The Philippine National Police Regional Office XIII on Monday kicked-off the Police Community Relations Month in an opening ceremony conducted in time with Monday’s flag raising ceremony held at the parade grounds of Camp Rafael Rodriguez, Libertad, this city.

The highlight of the ceremony is the Police-Community Relations Awards given by Department of the Interior and Local Government (DILG) Caraga Regional Director Atty. Rene K. Burdeos and Police Chief Superintendent Reynaldo Rafal to police officers and partner organizations who have made exceptional contributions to the enhancement of police-community relations in Caraga Region.

Also awarded during the ceremony were the police officers who have unselfishly rendered their services during typhoons as members of the disaster rescue teams. 

In his speech, Dir. Burdeos commended the leadership of Dir. Rafal for initiating improvements in building the good image of the PNP.

“This year’s theme: Matatag na Ugnayan ng Mamamayan at Kapulisan Tungo sa Mapayapa at Ligtas na Pamayanan, is in line with Pres. Aquino’s battle cry: Tapat na Palakad, Bayang Maunlad,” Burdeos said. 

The DILG chief in the region added the President has laid the foundation for good governance and poverty reduction during his first 12 months in office. The first year was about laying the groundwork for the long-term reforms and programs he wants to put in place in the next years of his administration. 

“The administration made progress in promoting good governance, peace and justice, improved social services and robust economic growth during its first year” said RD Burdeos during his message,” Burdeos said. 

RD Burdeos stressed the importance of the partnership of the PNP with the community in achieving the PNOY administration’s battle cry. He said that the PNP should not only ensure peace and order but the policemen should also strengthen their partnership with the community for the development of the society.

“PCR Month Celebration is an opportune time to further foster and strengthen partnership between the police and the community. It also serves as a vehicle in soliciting community support and participation to the various programs of the PNP,” Regional Director Burdeos said as Guest Speaker of the 16th PCR Month Opening Program.

The DILG Regional Director added that in gaining the trust of the community, the police officers should always apply Article 19 of the Civil Code which provides that “Art. 19. Every person must, in the exercise of his rights and in the performance of his duties, act with justice, give everyone his due, and observe honesty and good faith.”

DAR Agusan del Norte distributes land titles

BUTUAN CITY, July 5
–- The provincial office of Agusan del Norte distributed more than 90 hectares of agricultural lands on July 1 in the municipality of Jabonga, Agusan del Norte. This was in line with the month-long celebration of the 23rd Comprehensive Agrarian Reform Program (CARP) anniversary. 

The said lands comprised 101 individual certificate of land ownership awards (CLOAs) given to 98 agrarian reform beneficiaries last July 1 

During the activity which was held in time with the “Araw ng Jabonga” celebration, town Mayor Glicerio Monton, Jr., assisted by Department of Agrarian Reform Caraga asst. regional director Daylinda P. Narisma and CARPO Rodrigo R. Bitangcor personally handed-over the said certificates.

ARDA Narisma in her statement said the farmers played a vital role in poverty alleviation . She added the farmers should take extra care of the land given to them “because we in DAR continue to step up efforts to bring the necessary interventions.”

Meanwhile, CARPO Rodrigo Bitangcor said the agrarian reform department in the region is determined to serve the best that they can to finish the land distribution of the remaining agricultural land before the program ends by 2014.

“The department is very sincere in delivering land ownership to achieve economic growth of the farmers in this province.”, Bitangcor added.

Farmers jumped for joy upon receiving their land titles as a proof of their ownership of the land they have been tilled many years ago. They lauded DAR’s commitment on land distribution and by improving farmers’ quality of life. 

Under the CARP Program, about 28, 280 hectares of agricultural lands or 78% of 36,094 of its total working scope are already ditributed to about 15,652 farmer-beneficiaries across the province. (DAR-Agusan del Norte/PIA-Caraga)

DSWD turns over P 1M plus fund to SEA-K beneficiaries in Jabonga

BUTUAN CITY, July 5
–- The Department of Social Welfare and Development (DSWD) Caraga Region handed over some P1 million to beneficiaries of the Self-Employment Assistance Kaunlaran (SEA-K) Program in Jabonga, Agusan del Norte on July 1, 2011, during its 90th Charter Day celebration.

Mrs. Angelita B. Amista, Operations Division Chief who represented DSWD turned-over three cheques to Jabonga Mayor Glicerio Monton, Jr., who also handed it to the associations’ presidents.

The Sunflower SEA-Kaunlaran Association (SKA) composed of 30 Pantawid Pamilya beneficiareies received a total amount of P300, 000 as capital seed fund. 

The EGE SKA composed of 25 Pantawid Pamilya beneficiaries also received P250,000. Members of both SKAs are residents of Barangay Poblacion. The members will use the money for various livelihood projects such as food vending, e-loading, sari-sari store, buy and sell of fruits and vegetables, fish vending, buy and sell of coconut.

The Jabonga SEA-Kabayan (Level ll) composed of two SKAs (Libas SKA and Bangonay SKA) whose members have fully paid the Level l loan received additional assistance of P 815, 000. Through this fund the beneficiaries can now engage in micro-enterprise, home improvement and basic shelter projects.

DILG-13 orients LGUs on human resource management plan

BUTUAN CITY, July 5
– In an effort to assist the local government units in preparing a course of action to develop and establish their own human resource management and development (HRMD) plan, the Department of the Interior and Local Government (DILG) in partnership with the Agencia EspaΓ±ola Cooperacion para el Desarrollo (AECID), under the Strengthening Local Governments in the Philippines (SLGP) Project conducted an orientation on HRMD plan formulation held at the Goat2geder Hotel and Restaurant here.

The orientation, which was the realization of DILG 13's plan to conduct the said training to LGUs, was participated by 45 cities and municipalities of Region XIII under the SLGP program. The said activity is aimed at instilling the importance of an HRMD Plan in improving the productivity of LGUs in their delivery of basic services to the people to cope with the needs of their constituents.

In her welcome remarks, DILG Assistant Regional Director Lilibeth A. Famacion said Human Resource Management Officers (HRMOs) have crucial roles to play as they serve as the linchpins between leaders and employees in providing basic services to the public. 

“Try to design reforms and interventions in your HRMD plan to improve competencies and as a result to serve the public efficiently and effectively. The employees of an LGU provide stability in terms of leadership change,” said ARD Famacion in her speech.

She also said that the dynamism of the DILG in assisting the LGUs in capacitating them through the Department’s programs, projects and activities have paved the way for the crafting of the HRMD orientations and trainings. 

ARD Famacion also thanked the sponsoring project-AECID, in funding for the DILG XIII’s capacity development interventions as part of the SLGP project. 

During the Orientation, the DILG introduced the concept on establishing the state of human resource through job analysis, competency maps and HR systems check. The participants were able to identify gaps and proposed interventions in their HRMD plans. (DILG-XIII/PIA-Caraga)

Surigao City invites groups to join Bonok-Bonok Festival 2011

-– The Surigao City Tourism Council is inviting all cultural groups throughout the country to participate in the much anticipated annual ethnic mardi gras in the city, the 2011 Bonok-Bonok Maradjaw Karadjaw Festival on September 9 this year.

Sr. Tourism Officer Roselin Armida B. Merlin revealed that this year’s competition has two categories: the Free Interpretation (FI), which is open to barangays, schools and municipalities within and outside the province of Surigao del Norte and the Bonok-bonok (BB) based which is open to barangays of Surigao City only.

As stated in the contest mechanics and guidelines, the criteria for the Free Interpretation are storyline theme and concept—20%; choreography—30%; performance—35%; production design that includes costumes, music, props and sets—15%. For the Bonok-Bonok based includes storyline theme and concept—20%; choreography—35%; performance—35%; production design that includes costumes, music, props and sets—10%.

The dance entry shall take in the forms of street dancing (done during the parade in progressive steps) and the main dance drama or stationary dance will be performed in a place designated by the organizers. The main dance/ritual shall be given an allotted time of 6 minutes excluding entrance and exit.

“For the FI, the time starts from the first movement of any musical instrument while for the BB, the time starts as the music played. Any contingent going beyond the time limit shall be deducted 20 points from over – all average score,” Merlin said.

The dance entry may present a storyline or dance scenarios taken from the place being represented or inspired from various literary forms.

Merlin also said that musical accompaniment should be live for the free interpretation and canned for the barangay-based.

Prizes at stake for the Free Interpretation are P200,000 plus trophy for the 1st prize; P150,000 plus trophy for the 2nd prize; P100,000 plus trophy for the 3rd prize; and P20,000 each for the consolation prize. 

Special awards for Best in Street Dancing is P50,000 plus trophy; Best Choreographer is P20,000 plus trophy; and Best in Musicality is P20,000 plus trophy.

Meantime, prizes for the Bonok-Bonok based are P100,000 plus trophy for the 1st prize; P75,000 plus trophy for the 2nd prize; P50,000 plus trophy for the 3rd prize; and P20,000 each for the consolation prize. Special awards for Best in Street Dancing is P50,000 plus trophy; Best Choreographer is P20,000 plus trophy; and Best in Costume is P20,000 plus trophy.

Merlin disclosed that interested groups must submit their entry on or before July 29, 2011 or they can inquire at their office at the Luneta Park, Borromeo Street, Surigao City.

National Disaster Consciousness Month celebration kicks-off today in Surigao del Sur

-- The city government here thru the City Disaster Risk Reduction and Management Council (DRMMC) chaired by Mayor Alexander Pimentel, spearheaded the kick off activity today for the National Disaster Consciousness Month celebrations.

A motorcade was held followed by a short program at the city hall ground. This was participated by different nat'l line agencies, members of the Provincial Disaster Risk Reduction Management Council (PDRRMC) of Surigao del Sur, as well as the City DRMMC of Tandag.

Meanwhile, a joint meeting with the members of the PDRRMC and the City DRMMC was also held this morning at the Sangguniang Panglungsod Session Hall for the finalization of the month-long activities.

Anchored from the theme: “Makialam, Makiisa sa Pagsugpo ng panaganib, may maitulong ka,” the following activities were set to be conducted this month: 1) Radio Guesting by the members of the PDRRMC & City DRRMC; 20 Fire and Earthquake Drill and a Briefing to the School fire Brigade and involved agencies of PDRRMC will be set on July 20-21 at Surigao del Sur State university (SDSSU); 3) Symposium on Disaster Risk Management; 4) information, education and communication; and 5)Tree Planting and Coastal Clean-Up.

“Salamat sa mga benepisyaryo natin na itinutupad ang ating kasunduan sa CCT. Patunay po kayo na sa maayos na pamamalakad hindi kailangang manindak o mag under the table para pumanig sa atin ang nais nating resulta,” siya miingon.

- Patuloy pa rin ang serbisyo publikong ng City Veterinarian sa pamamagitan ng pabigay ng anti-rabies vaccination para sa mga aso’t pusa, gayunman ang pagbibigay lunas sa ibat-ibang sakit ng mga hayop. 

Napag-alamang nagsimula ang nasabing serbisyo publiko sa iba't-ibang barangay noong Hunyo 17. 

Malaki ang pasasalamat ng mga taga Barangay Dumalagan na ngayon lamang nabigyan ng mga nasabing serbisyo lalong-lalo na ang pag-iiniksyun sa mga baka, kalabaw, at baboy.

Ang nasabing programa ay pinangugunahan ni Dr. Mancio A. Alegado, City Veterenarian.

Sa panayam kay Dr. Alegado, sinabi nito na kung sino man ang nais makakuha ng libreng gamot, maaaring bumisita lamang sa kanilang tanggapan mula Lunes hanggang Biyernes, alas otso ng umaga hanggang alas singko ng hapon.

Adolph Edward Plaza ang mga medalya ng parangal sa mga mag-aaral na galing sa elementarya at mataas na paaralan na nakapagtala ng matataas na grado at pagiging lider, kasali na iyong nakakuha ng mga parangal at nagdala ng karangalan sa lalawigan bilang parte ng kanyang programang “Pagtoon alang sa masanag nga kaugmaon (PAMK)”.

Si Mark Lloyd Dapar, isang mag-aaral na galing sa lungsod ng Bayugan ay tumanggap ng Bae Naipaganda Award noong ipagdiwang ang ika 44th Anibersaryo ng Agusan del Sur, kasama ang kanyang guro na siyang tagapagpayo kay Dapar, dahil sa kanyang pagkapanalo sa pambansang paligsahan sa agham at pagiging nag-iisang delegado sa Intel International Science and Engineering fair sa Estado Unidos.

Pinagkaloob din ni Gb. Plaza ang mga medalya ng parangal sa mga mag-aaral na galing sa elementarya at high school na nagsipagtapos bilang valedictorian bilang pagkilala sa kanilang galing habang kinabitan din ng mga medalya ang lahat ng nagging president sa kanilang kuponan ng mga mag-aaral bilang pagkilala sa kanilang pagiging mga batang lider. 

“Ayon kay Gob. Eddiebong Plaza, ang layunin ng mga pagbibigay parangal na ito ay upang kilalanin ng pamahalaang probinsyal ang mga kakayahan ng mga mag-aaral sa buong lalawigan para maitaas ang kanilang moral at mabigyan ng lalong lakas ang kanilang galing na naaayon sa kanilang piniling larangan, at ng sila ay magiging mabuti at responsableng Agusanon at magsilbing halimbawa ng iba pang mamamayan. Binibigyan din ng suporta ni Gob. Plaza ang lahat ng mga umaalis at sumasali sa mga paligsahan at mga nagsasanay sa ibang lugar. Bilang ganti, ang mga nasabing umaalis ay nagdadala rin ng karangalan sa lalawigan,” sabi ni Exec. Assistant Paul Salinas. 

Ayon kay Salinas, ang PAMK ay programa ng pamahalaang probinsyal at ng Department of Education at may tatlong layunin. Una, ito ay naglalayong maitaas ang antas ng mga paaralang elementary para magiging “model of excellence” sa pamamagitan ng pagbibigay ng mga libro para sa mga bario. Ang mga libro ay galing ng Estados Unidos, at lahat ng mga gastosin sa pagdadala ng mga naturang libro ay sinasagot ng pamahalaang panlalawigan ng Agusan del Sur at ng mga pamahalaang bayan at lingsod. Sa ilalim ng model of excellence schools, ang pagtataas ng antas ng edukasyon ay syang nangunguna, kung saan, kailangang magkaroon ng aklatan at computer laboratory ang bawat paaralang elementary, kasama na ang speech laboratory. Isinali rin ang pagtataas ng antas ng pagtuturo ng mga guro kung saan, sila ay pinapadala sa mga pagsasanay. Sa kasalukuyan, meron ng 17 paaralan ang unang kinilala bilang school of excellence sa buong lalawigan., 

Ang pangalawang layunin ng pagtoon ay ang makapagpagawa ng mga bahay aklatan sa mga paaralan sa buong lalawigan. Sa kasalukuyan, merong nang 298 bahay aklatan na talagang sumisilbi sa buong lalawigan, at ang pangatlo ay ang pagbibigay parangal sa lahat ng mga mag-aaral sa elementary at mataas na paaralan sa kanilang mga nakukuhang karangalan.
