CCTV camera to help deter crimes, Butuan solon says

BUTUAN CITY, May 2 (PIA) -- Congressman Jose S. Aquino II of the first congressional district covering Butuan City and the municipality of Las Nieves in Agusan del Norte recently said the use of Closed Circuit Television (CCTV) cameras may help in deterring crimes in a progressive city like Butuan.

PSupt. Francisco Dungo, Butuan City Plice Office (BCPO) Deputy City Director for Operations said CCTV cameras have helped the Philippine National Police (PNP) in other big cities in Metro Manila, Cebu and Davao in monitoring crime incidence.

Cong. Aquino, said he will propose to the city government that they will collectively purchase some 15 cameras to be installed in conspicuous places in the city before the end of this year.

“The introduction of such technology in our locality, I consider, would prevent the occurrence of hideous activities and significantly enhance business opportunities,” Cong. Aquino said.

Closed-circuit television (CCTV) is the use of video cameras to transmit a signal to a specific place, on a limited set of monitors.

It differs from broadcast television in that the signal is not openly transmitted, though it may employ point to point (P2P), point to multipoint, or mesh wireless links.

Though almost all video cameras fit this definition, the term is most often applied to those used for surveillance in areas that may need monitoring such as banks, casinos, airports, military installations, and convenience stores. (PIA-Caraga)


Brgy. officials can help prevent violence against women and children

BUTUAN CITY, May 2 (PIA) -- Barangay officials play an important role in preventing violence against women and children (VAWC).

Atty. Josefe Sorrera-Ty , in the weekly radio program of the Department of Social Welfare and Development (DSWD)-Caraga, said, the basic form of governance starts in the barangay level, thus, the only group of people who can directly help the victims are the barangay officials.

Specifically , Sorrera-Ty said the barangay officials can issue barangay protection order for victims and or would be victims of violence.

“Therefore, they must be at all times ready to serve especially the victims and would-be victims," Sorrera-Ty said.

Ty further said anybody can apply for a barangay protection order. The officials will have to verify the validity of the application. If the application is found meritorious, the officials will call for a hearing. If the problem cannot be resolved in their level, barangay officials may endorse the complaint to higher authorities for proper disposition.

Furthermore, Ty said for those victims who cannot file for the protection order, their neighbours or anybody from their place can submit the application to the barangay captains or any of the officials.

It can be recalled that the Gender and Development Coordinating Committee (GADCC) has reported earlier this year that majority of the victims of VAWC who coordinated with their office revealed that battering is the most common crime committed by suspects, followed by rape cases, and sometimes, murder. PNP-Caraga hunts down illegal security agencies

BUTUAN CITY, May 2 -- Regional police here has started its crackdown on security agencies operating illegally.


Following the mandate of the national headquarters of the Philippine National Police (PNP), PCSupt Reynaldo Rafal, PNP-Caraga Regional Director said their office is closely monitoring all the security and detective agencies, including its security personnel and their firearms in the region to update their records.

The monitoring also aims to identify agencies operating without permit, with expired/unrenewed Land Transportation Office licenses, with Cease to Operate Order and account their firearms.

In a press statement, Gen. Rafal believed that this operation will ensure fair competition among security agencies and appropriate charges against security agencies who are violating the provisions of RA 5487 (An Act to Regulate the Organization and Operation of Private Detective, Watchmen or Security Guards Agencies) and other applicable laws, rules and regulations can be filed.

Records show that from 2006 to 2010, a total of 801 security agencies failed to renew their licenses. These security agencies may either have voluntarily stopped operations, have changed their business name or are actually operating without license.

For the same period, records also reveal that 157 security agencies have been issued CTO and 13 security agencies were cancelled. This indicates that there are some security agencies operating without valid permit which resembles fly by night operations resulting in unfair competition, defrauding the government of revenues and may pose a threat to peace and order.

“These are the agencies which pay their guards below the minimum wages and not paying taxes to the Bureau of Internal Revenue, remittances to the Social Security System (SSS) and other government obligations,” Rafal said.

Meanwhile, Rafal is encouraging security agencies to work hand in hand with PRO 13 Caraga so that policies that the organization so ardently advocates will be eventually realized, and to press on to a journey towards steady progress for the country and the citizens. (PNP-PRO 13/PIA-Caraga)


Tagalog News: Mahigit 200 ang nagtapos ng pagsasanay sa search and rescue

AGUSAN DEL SUR, May 2 (PIA) -- Binati ni Gob. Adolph Edward Plaza ang mahigit 200 na nagtapos ng pagsasanay sa search and rescue bilang paghahanda ng pamahalaang probinsyal sa mga sakunang maaring maganap sa buong probinsya ng Agusan del Sur ano mang oras.

Sinabi ng hepe ng Provincial Disaster Risk Reduction Management Center na si Roberto Natividad na ang mga nag-boluntaryo ay galing sa 13 munisipyo at isang lungsod ng Agusan del Sur na ang layunin ay makapaglingkod sa kanilang mga kababayan sa panahon ng mga sakuna lalo na ang baha na siyang nanalasa sa buong probinsya kamakailan lang.

“Gumawa kami ng tatlong plano para sa mga pagsasanay na ganito upang marami ang tutulong pagdating ng sakunang di natin inaasahan. Ang tatlong ito ay ang tinatawag na “water search and rescue” (WASAR), “mountain search and rescue” MOSAR), at ang “vehicular accident and medical first responder” (MFR). Bawat kurso, humihingi kami ng tulong sa mga eksperto na galing sa ibat ibang ahensya ng gobyerno para mabigyan ng wastong pagsasanay ang ating mga boluntaryo. Ang susunod nating pagsasanay ay ang tungkol sa wastong pagtugon kung sakaling may magaganap na sunog,” sabi ni Natividad.

Ayon kay Natividad, naglaan ang pamahalaang probinsyal ng P400,000 galing sa pondo ng local disaster risk reduction council para sa mga pagsasanay na ito at iyon ay gagamitin para sa pagkain at iba pang gastosin sa pagsasanay, kasali na ang mga gamot. Ang mga pagsasanay ay gagawin sa D.O. Plaza Sports Complex kung saan, may malawak na lugar na syang nangungunang kailangan sa pagsasanay. At para naman sa pagsasanay ng nasa tubig, ayon kay natividad, marami na sa mga bulontaryo ang may karanasan dito dahil sa nangyaring baha kamakailan lang.

Dagdag pa ni Natividad, ang pagsasanay na ito ang siyang may pinakamaraming boluntaryo na sumali dahil umabot sila sa bilang na 203, at 26 dito ay mga nurses.

Dahil ang mga pagsasanay na ito ay isa sa mga nangungunang programa ng pamahalaang probinsyal, binalak ni Gob. Plaza na magpatayo ng isang gusali na puno ng mga gamit para sa pagtugon sa mga sakuna, lalo na ang mga gamit para sa komunikasyon, upang maiwasang may buhay at mahalagang gamit na mawawala. Tagalog News: Mga drivers ng motorsiklo binalaan: Gumamit ng kumpletong kagamitan

AGUSAN DEL SUR, Mayo 2 (PIA) -- Binalaan ng tanggapan ng Land Transportation Office (LTO) ang mga drayber ng motorsiklo na gumamit ng mga kumpletong kagamitan sa pinaigting nitong pagpapatupad ng "No Helmet, No Drive” na polisiya sa buong lalawigan ng Agusan del Sur.

Sa ginawang pagpupulong ng Konseho para sa kapayapaan at kaayusan kamakailan lang, inatasan ni Bise Gob. Santiago Cane Jr. ang hepe ng LTO-Patin-ay na si Solaiman Pacasirang na makipag ugnayan sa ibat ibang pamahalaang lokal ng lalawigan upang ipatupad ang polisiyang ito.

Ayon kay Bise Gob. Cane, napuna rin niya na marami sa mga motorsiklo ang kulang sa mga takdang gamit gaya ng wastong ilaw sa gabi at mga “brake lights”, na siyang dahilan ng mga sakuna sa daan. Dahil dito, sinabi ni Pacasirang na mas hihigpitan nila ang pagpatupad na magkakaroon ng mga kinakailangang gamit ng mga motorsiklo at ito ay kanilang gagawin tuwing iparehistro ang mga nasabing sasakyan.

Napag-usapan din sa pagpupulong na iyon ang wastong paglagay ng barikada sa daan kung saan, siya ring dahilan kung minsan ng mga sakuna. Bilang tugon, sinabi ni Col. Rodrigo Diapana, commanding officer ng 402nd Brigade na inaayos ng kanyang mga tauhan ang kanilang mga barikada sa tuwing sila ay magsagawa ng sorpresang checkpoint. Ang sinabi ni Col. Diapana ay sinang-ayonan din ng pulis.

Kamakailan lang, dalawang babaeng galing sa munisipyo ng San Luis ang namatay at dalawa rin ang lubhang nasigatan dahil sa aksidente ng ang motorsilong kanilang sinasakyan ay mabangga ng isang truck. SURIGAO CITY, May 2 (PIA) -- Si Pangulong Benigno S. Aquino III miawhag karon sa nagkalain-laing grupo sa mamumuo ingon man ang mga agalon ug mga sangay sa gobyerno sa pagpahigayon ug quarterly nga panagtigom aron pagtuki sa mga nagkalain-laing isyu kalabot na sa labor sector ug ingon man para mahatagan usab ug sakto nga pamaagi aron pagdasig usab sa maayong relasyon sa matag grupo.

“Habang nag-uusap tayo nagbabago na po ang sector ng manggagawa sa buong mundo… kailangan po tayong makisabay sa mga pagbabagong ito para talagang matugunan ang mga pangangailangan ng bawat sector na kung di magkakatulungan ay wala po tayong mapapala lahat,” dugang pa sa Presidente.

Sa maong panagtigom, ang mga lideres sa nagkalain-laing grupo mipresenta usab sa Hepe Ehekutibo sa mga isyu ug mga kabalaka sulod sa ilang grupo ug nangayo kini ug pangaliya nga unta sila matabangan sa maong mga problema.

Ang Presidente midasig usab sa mga grupo sa mamumuo sa pagtaho sa mga kalamboan atol sa ilang mga panagtigom.

“Sa pangunguna po ni Secretary Baldoz at ako naman po ay available sa inyo dahil sabi ko nga po sa inyo bawal ang day off sa akin, pag-usapan po natin, hubugin po natin at himayin natin bawat isa ang inyong mga inilapit at idinulog nitong araw na ito, next year po sana ma-report naman natin sa isa’t-isa na itong problemang ito ay natapos na natin, ito ay nabigyan na natin ng lunas, ito ay nabigyan na natin ng solusyon… iyon po ang ambisyon ko,” ingon pa sa Presidente.
