DENR-MGB 13 joins Executive and Legislative Agenda Formulation in Surigao Norte

Surigao del Norte (November 5) – The province has been known for its rich mineral endowment and it is for this reason that this province had become a popular destination for small scale and large scale mining investors. In the province, a large track of land was also identified as Mineral Reservation areas, which minerals are owned and managed by the State.

Considering the active presence of mining in the province, it is significant to the province that mining shall be given primary attention by the Chief Executive of the Province and by the Sangguniang Panlalawigan through legislation of laws.

Just recently at the Gateway Hotel, Surigao City, the Mines and Geosciences Bureau (MGB-13) met with the various representatives of several agencies, NGOs, POs, LGUs to formulate the Executive and Legislative Agenda of the Province. The agenda for Surigao del Norte focuses on the HEALS program of the Governor. The acronym HEALS stands for Health, Environment/Education, Agricuture, Llivelihood, Senior Citizen/Security among others.

According to the Governor, Hon. Sol F. Matugas, the province is on the right track as far as mining is concern. It is notable in the province that when Gov. Matugas assumed the post, she has been very particular on the environmental compliances of quarry, sand and gravel operators, including mining.

During the executive and legislative agenda formulation, MGB-13 is one of the agencies comprising the Environment Group to which the office participated in identifying issues and concerns on the environment and developing strategies to achieve the program of the Governor on environmental protection.

The activity is also aimed to establish and strengthen alliances of various groups for a consolidated action towards the betterment of the province.

Governor Matugas enjoined everyone to be involved and help the province set –up a system. She stressed on collection and generation of revenues for Surigao del Norte. (MGB-13/PIA-SDN)

Sinabi ni Steve Lawrence Arquiza, commissioner at large ng National Youth Commission (NYC), layunin nito na maturuan ang mga kabataang mambabatas na gumawa ng mga resolusyon kaugnay sa mga nangungunang isyu sa komunidad lalo na ang tungkol sa kalusugan, kapaligiran, edukasyon, at iba pang may impact sa hinanaharap.

270 PNP scout graduated with competence

Camp Rafael C Rodriguez, Libertad, Butuan City - Two Hundred Seventy (270) strong policemen-newly graduate from Modified PNP SCOUT Training will prove its competence by doing the job well. 

 The closing ceremony of the Modified PNP SCOUT Class 24-2010 held in the Regional Special Training Unit located in Santiago, Agusan del Norte was personally graced by Caraga Police Director PCSUPT REYNALDO SERRANO RAFAL, Ph.D. CEO VI as the Guest of Honor and Speaker. 

The newly graduate PNP SCOUT, 54 of which are female underwent the 45 days rigid training particularly on Internal Security Operations through the untiring effort of PSUPT ADOLPH CANO ALMENDRA, Training Manager together with PCINSP REYNANTE NGOHO SIBAYTON, Course Director and the training staff of RSTU 13- the Home of the Transformers.  

The manner of the PNP SCOUT is not designed to develop killing machines, but to make the trainees withstand all pressures at extreme conditions. The standard set forth for them is aimed to come up with highly disciplined, effective and efficient PNP member.

The graduation rites started with an invocation by PCI MARLOU NERICUA LABARES, Regional Chaplain, followed by the singing of the Philippine National Anthem. PINSP ANTHONY JESS ALCANTARA PUNZALAN, Company Commander, 133rd RPSC/ Tactical Officer gave his Welcome Remarks, subsequently followed by the presentation of the graduates by PCINSP REYNANTE NGOHO SIBAYTON, Course Director.  

The Declaration of Graduates was made by PSUPT ALMENDRA followed by the distribution of certificates and awards by RD RAFAL assisted by PSUPT EUGENIO BELARMINO PAGUIRIGAN, Acting Chief HRDD. RD RAFAL gave his inspirational message to the graduates and was given with a plaque of appreciation immediately after his speech. 

The blessing and donning of beret was made by Regional Chaplain and RD RAFAL respectively. Demonstrations like rifle and pistol exercise; rope exhibition; immediate action drill; close quarter battle; confidence firing and rappelling was skillfully made by the graduates. 

RD RAFAL is optimistic that the newly graduates and the police force in the region as a whole, can surely do the sworn tasks and prove its competence, time and again despite the challenges, through the CPNP’s Eight (8) Foundation Initiatives and Operational Imperatives which are: Doing and Training in the Basics; Procurement Review; Equipage; Police Community Partnership; Doctrine Development; Reward and Punishment; Human Rights and Mentoring Leadership. 

He emphasized that the priority actions should start with Good Manners and Right Performance of Duty. He firmly believed that the Eight Policing Foundation Priorities identified can be understood, can be implemented and can be put in motion immediately.

DAR-Caraga booth wins “People’s Choice” award

Showcasing the best products of the communities supported by the Northern Mindanao Communities Initiatives and Resource Management (NMCIREMP) – a project funded by the Department of Agrarian Reform (DAR) and the International Fund for Agricultural Development (IFAD), the NMICEREMP Booth brought by DAR-Caraga won the People’s Choice Award during the recently concluded IFAD Knowledge and Learning Market held at the SM Mega Trade Hall, SM Megamall, Mandaluyong City last 11-13 October 2010.

“We placed in our booth all the necessary information and have them backed up with real stories from the beneficiaries”, says DAR-Regional Information Officer Joie Ceballos.

The booth also offers free-taste and touch to the products. “ We want to make them feel and taste our products. This is our way of sharing our culture and our stories”, says DAR Regional Investment and Marketing Officer Jehan Ozoa.

Best-seller products run out of supply during the 2-day fair. Among them is the Farmers Pride Vinegar of the Cabugao First Farmers Consumers Coop in Bacuag, Surigao Norte, which was awarded Best Product in the 9th Agraryo Trade Fair last June.

Also proving its worth in the market is the TsokoBest Tableya, made from pure cacao seeds from Bayugan, Agusan del Sur.

While the fashion accessories made of Agsam vine, of ARB Norma de Lara from Lanuza, Surigao Sur has always been the buyer’s favorite.

FNRI-DOST 13 to conduct NUTRICOMNET media, technology forum

BUTUAN CITY – The Food and Nutrition Research Institute of the Department of Science and Technology (FNRI-DOST) will be conducting the Nutrition Communication Network (NUTRICOMNET) media and technology forum on November 11, 2010 at the DOST-Caraga Regional Function Hall, Caraga State University Campus, Ampayon, this city.

The forum aims to provide the local media and information officers with information packages on food and nutrition researches and other relevant technologies.

Also, it promotes and disseminate programs and projects of DOST particularly those implemented at the regional and provincial levels.

DOST-Caraga with the regional director Lyndo Villacorta is optimistic that with this activity involving various sectors in the community, it will greatly help sustain joint efforts in fighting malnutrition with accurate data and correct information.

Hinatuan, Carrascal in Surigao del Sur top in 2010 GPK evaluation

The municipality of Hinatuan leads from 8 other municipalities under Category A or the 1st to 3rd class towns as the Best performer or the Cleanest and Greenest Local Government Unit (LGU) for the year 2010 in Surigao del Sur, during the on-site “Gawad Probinsiya sa KAPALIGIRAN” (GPK) Program evaluation conducted recently.

Barobo grabbed 2nd place followed by Cantilan (3rd), San Miguel (4th), Tagbina (5th), Lingig (6th), Marihatag (7th), and Tago (8th) respectively.

For Category B or 4th to 6th Class municipalities, Carrascal again tops from among eight other LGUs. The establishment of their “infant Eco-park” early this year in the area amazed the evaluators, including the implementation of waste segregation at source and putting up of the Material Recovery Facilities (MRF) in poblacion barangays.

The ranking for category B is as follows: Carmen (2nd), San Agustin (3rd), Cagwait (4th), Cortes (5th), Bayabas (6th), Lianga (7th) and Madrid (8th).

On the other hand, Bislig wins against Tandag for City Category.

Meanwhile, Lanuza, the lone Hall of Fame awardee which was proclaimed last year based on its 3 consecutive years of leading under category B from 2007-2009 had to maintain its rating with an average of 95% as agreed by the team of evaluators.

The new administration headed by Governor Johnny Pimentel, GPK program was sustainably implemented locally recognizing the positive impact and the value of saving the environment as a way of life among the Surigaonons.

Multi-sectoral group converge for dev’t & protection of Manobo ancestral domain in San Miguel

The National Commission on Indigenous People (NCIP) conducted another round of Multi-sectoral convergence for the development and protection of the Manobo Ancestral Domain for San Miguel, Surigao del Sur held in Tandag recently.

Engr. Goldelino Chan explained during the workshop of what is the Convergence Framework all about. According to him, we need a convergence framework in order “to maximize the fit among :“ what needs to be done, what we want to do, and what we can do” and To See: Where we want to go, What is the entirety of our desired condition, and How each other contributes to the total development effort.

The program designed focused on the vision, goals and mission by the Manobo tribes suited to their cultures represented by their leaders in order to have a sustainability of the project implementation in the area.

The said activity was supported by the Indigenous People’s Development Programme (IPDP), a technical cooperation initiative of the International Labor Organization (ILO), the Spanish International Development Agency (AECID) and the National Government of the Philippines.

The follow-up convergence workshop was participated by leaders of the Indigenous People from San Miguel and representatives from different sectors to set their commitments to help the Manobo tribes residing in 13 barangays in San Miguel covering the 42,000 hectares under Certificate of Ancestral Domain Title (CADT) 116. Report on shooting incident

On November 03, 2010 around 4:20 in the morning, informant Danilo Balaes, Provincial Civil Unit personnel assigned with Agusan del Norte Provincial Hospital, Libertad, Butuan City, informed the office of BCPS2 re victim of shooting incident confined at the aforementioned hospital.

Personnel of BCPS2 led by SPO1 Balanon, Intel operative and Patrol personnel proceeded to the abovementioned hospital, whereby it was confirmed by the victims Father named Sesino Montilla y Burgos, 58 yrs old, married and a resident of P-13, Brgy 14 Limaha, Butuan City that the victim was his son named Marlon Montilla y Durano, 27 yrs old, single and residing in the same address with his father.

Victim sustained multiple gunshot wounds causing his untimely death by the attending physician. Victim remains now lying at Nilo funeral homes for autopsy. Initial investigation disclosed that at around 3:30 of the above said date at P-7, Brgy Limaha, Butuan City, two (2) unidentified persons riding in a motorcycle in tandem shot the said victim with the used of sumpak (improvised shotgun).

Suspects fled to unknown direction after the incident. Further investigation is being conducted by Butuan City Police Office to identify and locate the suspects. Progress report follows. (PNP-13/PIA-Caraga)

On November 02, 2010 around 12:40 in the morning at Public Cementery of Brgy Sabang, Lingig, Surigao del Sur, one (1) Roger Montenegro, legal age, single, was apprehended by the PNP personnel of Lingig MPS led by SPO4 Batiancila by virtue of alias warrant of arrest issued by Hon Merlyn Pacaro-Canedo, Presiding Judge of RTC-XI, Branch 29, Bislig City dated June 8, 2007 for the crime of MURDER docketed under cc# 2006-6-3033-H with no bail bond recommended.

Irene, Prosperidad, Agusan del Su, one Marlyn Ytang y Baro, legal age, married and a resident of abovementioned place voluntarily surrendered one (1) unit caliber .38 revolver SN # 51117 with six (6) live ammunitions.

Legarda urges DOH, LGUs to beef up efforts to prevent and control dengue

As the World Health Organization (WHO) warned of the continuous surge in cases of dengue fever in Asia, Senator Loren Legarda today urged the government, particularly the Department of Health (DOH) and local government units (LGUs) to strengthen and double their efforts in the prevention and control of the disease.

“Based on the statistics from the World Health Organization, the rise in dengue cases in the country is a cause for alarm. We are aware that efforts to combat the disease are already in place, but we have to do more because the infection is spreading faster and wider and it affects more people, especially the children,” Legarda said.

The Senator cited a WHO report that 70% of the estimated 2.5 billion people who are at risk of dengue reside in Asia Pacific countries, including the Philippines, which is one of the ‘badly affected’ nations.

From January to October 9, 2010, there were 110,235 reported cases of dengue in the Philippines. In 2009, there were only 57,819 reported cases.

Higher temperatures and rainfall in many parts of the region are the major factors in the surge of dengue cases. Although global warming is not yet considered as a factor in the increase in cases, “climatic changes play an important role in the nature of mosquitoes,” according to the WHO.

“Since there is currently no treatment and vaccine for dengue, early detection and medication is important. However, we must put greater effort on the prevention and control of the disease,” Legarda said.

“I urge the DOH to strengthen the government’s program on dengue prevention and conduct a massive information campaign to make everyone aware of what they must do to avoid acquiring the disease. The LGUs, on the other hand, must alert their respective communities and encourage them to help eliminate the breeding places of mosquitoes by cleaning their surroundings and through proper water storage,” Legarda concluded. Legarda calls for vigilance amid terror threat reports

Senator Loren Legarda today called for heightened vigilance from all security forces and the general public amid reports of a possible terrorist attack in the country, even after the Armed Forces of the Philippines downplayed the threat.

“The AFP has already said that there is no terror threat in the country. However, we cannot put our guard down especially after more foreign governments issued travel advisories warning their citizens of imminent terrorist attacks in the country,” Legarda said.

The Senator was reacting to reports from other countries that the Philippines is a possible target of a terrorist attack. The Australian and British governments earlier advised their citizens of this threat in the country. It was followed by similar travel advisories from the United States, Canada, and New Zealand.

Legarda, Chair of the Senate Committee on Foreign Relations said that the country cannot just downplay such reports because it affects not only the citizens but also the foreign nationals visiting or living in the Philippines.

“We are aware that government security forces are already in heightened alert following the foiled terror plot in the US last week. But we all have to be alert. I also urge private companies, especially those who own malls and other places frequented by the public, to intensify the security in their business establishments,” she said.

FSUU partners with Anak TV to promote responsible media

BUTUAN CITY (04 November) - Father Saturnino Urios University, the first home-grown university of this city has partnered with Anak TV, an advocacy organization promoting media literacy, particularly television literacy, and pushes the agenda for child-sensitive, family-friendly television in the country.

In response to the growing concern on responsible media use, a forum dubbed as “Symposium on Media Literacy” is set on November 13, 2010 at FSUU Morelos Campus Gymnasium, Ambangan, this city.

In a written statement, Ms. Ivy Flores, FSUU Office of the Development Center Director said that Anak TV has shared many studies revealing Filipino children growing up obese, pampered and too oriented towards foreign culture, tastes and habits. 

Accordingly, these studies have acknowledged media, particularly television, as one of the culprits. “It is in television where our children model themselves and acquire tastes and habits not taught at home or in school,” she said.

Further, Ms. Flores emphasized that it has been one of the observations of Anak TV and probably the public that more and more families today are dysfunctional “because this type is so popular on TV that audiences think it is the accepted standard,” Flores said.

Flores added that our youth have likewise generally become aggressive and experimental even at tender ages even if they are not trained to be so at home.

With these developments, Flores stressed the activity is aimed to spread the gospel of responsible media use. “Believing that this activity is very much crucial to the formation or transformation of individuals and families, we see the significant role of the media in the dissemination of this advocacy,” Flores said.

Moreover, the university is encouraging interested participants to bring colleagues and friends, particularly those parenting school children in basic education.

Butuan City – Agusan del Norte schools division, represented by Reymar A. Dimaano, outdone the other eight division winners in the recently concluded Regional Population Quiz held at the Butuan City People’s Hall.

The graduating student of Carmen National High School who was awarded with a trophy and a cash prize, will represent Caraga in the national finals early of next year.

Other winners include Rennelbert P. Agopitac of Bislig City (1st runner-up) and Mark Lloyd G. Dapar of Agusan del Sur (2nd runner-up). Each received a trophy and cash prize too.

The contestants from Butuan City, Surigao del Sur, Surigao City, Siargao, Surigao del Norte & Province of Dinagat Islands got the consolation prize.

In a press conference, the contestants really expressed the relevance of the population quiz. It promotes the value of population and development education. It also enhanced their awareness on the present situation of the youth and the pressing issues affecting them.

 “Empowerment is very important for us youth to be more responsible in all decisions affecting our sexuality. I for one, will never engage in pre-marital sex”, said one of the contestants.

The organizers hoped that the project enhanced the understanding and appreciation of the students and general public on population and population-related issues. The content of questions were formulated based on the following concerns: Family Life and Responsible Parenthood, Gender and Development, Population and Reproductive Health and Population, Environment, Resources and Sustainable Development.

TLW Phils. promotes purity and sexual abstinence among youth

BUTUAN CITY – The True Love Waits (TLW) Philippines Inc., a non-government organization is optimistic on its campaign to purity and sexual abstinence among youth. TLW annually holds conferences around the country called Unashamed, which provide a unique platform to interact with Filipino youth about love, sex and relationships in a fun and interactive setting.

In a press conference held recently, TLW Butuan Coordinator Ms. Odette Andaya calls on parents to help their children grow in a modest life, and guide them as they face different challenges.

“More than 20 million Filipino youth, ages 15-24 are confronted with love and sex-related problems everyday yet very few know how to go about it. What we know about love and sex – whether right or wrong, shapes the way we work our relationships within our society. The question is whether what we know about love and sex is right and beneficial for everyone,” Andaya stressed.

Also, TLW Butuan Publicity and Promotions Head - Ms. Leah Medado, said that TLW is transforming relationships using education, one at a time in unique settings. “From big conferences to down to small group talks the ideas of youth are being transformed. More than promoting sexual abstinence, TLW actively equips youth leaders to spread the message of purity,” she said.

Meanwhile, Ptr. Charlie Prior, head of the Moral Recovery and Spiritual Upliftment Office of the city government here, stressed that the city mayor – Dr. Ferdinand M. Amante, Jr., is strongly supporting TLW on its campaign to youth.

“The Moral Recovery and Spiritual Upliftment Program, one of the prioritized programs by the city mayor has been institutionalized a day after his public oath-taking. The mayor really wants to see that families are intact and in good relationship with God. Progress in our infrastructure is useless if families are not intact or separated,” Ptr. Prior said.

The out-of-school-youth are also encouraged to participate in the said conference, and the city government will pay for those who cannot afford the Php 100.00 registration fee during the event.

TLW Phils. steps up preparations for the “Unashamed” youth conference

BUTUAN CITY – The True Love Waits (TLW) Philippines Inc., a non-profit organization with the goal of connecting the Filipino youth with God and His ultimate plan for purity levels up its preparations for the first youth conference here dubbed as "Unashamed: Equipping Leaders Celebrating Purity" come November 13, 2010 at Father Saturnino Urios University (FSUU) Gymnasium, this city.

In partnership with the local government of Butuan, regional and national agencies, the TLW targeted about 3,000 participants from various schools in this city and also from other provinces to the Unashamed youth conference.

Also, TLW volunteers appealed to the public especially to the parents to allow and encourage their children to participate in the said conference.

According to TLW Butuan Coordinator Ms. Odette Andaya, of the 3,000 tickets printed and distributed in different ticket outlets here, one-third of it was already sold.

Meanwhile, all the students in various schools here are encouraged to participate and be part of this nation-building.

The registration is only Php 100.00 while for the out-of-school-youth who would like to participate but cannot afford the registration fee, the city government will take part for their registration during the event. (PIA-Caraga)

CCPD, gov’t agencies set activities for MWOP celeb

BUTUAN CITY – The Caraga Conference for Peace and Development (CCPD) headed by Bishop Juan de Dios Pueblos, and representatives from various government line agencies convened recently to finalize the set activities for the Mindanao Week of Peace (MWOP) celebration come November 25-December 1, 2010 with this year’s theme: “Responsive and Responsible Governance: Key to Peace, Development and Sustainability”.

Butuan City Bishop Juan de Dios Pueblos encourages everyone to participate in this celebration as way of promoting peace and order in the region.

Brothers and sisters from the lumads, muslim community, and other religious sectors in Caraga will also take part in the activities during the celebration.

With this celebration, CCPD and partner agencies are working hand-in-hand to sustain peace and development in the region by initiating various activities involving all sectors in the community. (PIA-Caraga)

4ID’s MedCAP, 191 Lumad benefited

Camp Evangelista Cagayan de Oro City - One hundred ninety one (191) lumads in the hinter Barangays of Cagayan de Oro City benefited free medical and dental consultation and treatment.

The Medical and Dental (MedCAP) treatment was held in Barangay Dansolihon Gymnasium on 28 October 2010.

Assorted medicines and multi vitamins were distributed, while several children circumcised.

MedCAP is an Army’s initiative in partnership with different line agencies and Non Government Organization pooled resources together to respond temporarily the immediate needs of the Lumads.

The National Commission of Indigenous People (NCIP) Region X, led by Dr. Peter Bacoma, among the partner agency.

Defenseless Lumad resist NPA attacks

Camp Evangelista Cagayan de Oro City - Fifteen fully armed local terrorist NPA of guerrilla front 88 NCMRC stormed the defenseless Alimaong group of Higaonon tribe in Barangay Kinamaybay, Esperanza, Agusan Del Sur Sunday at 11:00 AM.

The Aliomaong or the Holy warriors with improvised weapons defended their ancestral village. Fire fight lasted very shortly since the Alimaong fled the area due to inferior firepower.

An Alimaong warrior was killed Tata Hulasan while undetermined casualties from the attacking NPAs.

Butuan City Government supports Church of Christ’s Mission

Aiming to achieve long term healthy communities by providing basic healthcare, the Church of Christ together with the city government conducted a Medical Mission at Ampayon covered court, Ampayon, Butuan City last October 27, 2010 which the city government had strengthened to support.

Through the mandate of Honorable Mayor Ferdinand M. Amante Jr., a medical team was deployed to the operation to help our religious brothers and sisters answer the humanitarian call with the following services: Dental service, blood sugar count service, blood typing service, eye check up service with free reading glasses, and counseling service.

Honorable Mayor urges the different sectors of the community to participate and extend help to the less fortunate community in answer to the poverty and health issues in the city and to engage in socio-economic activities that would cultivate cooperation, unity and goodwill among the townspeople. Butuan City hosts the 8th NYP

With this year’s theme KABATAANG PILIPINO: AKO ANG PAGBABAGO, the regional center of Caraga is this year’s venue for the 8th National Youth Parliament (NYP) on November 5-8, 2010 at the Almont Hotel’s Inland Resort.

In pursuant to Section 13 of the Youth in Nation Building Act (RA 8044), spearheaded by the National Youth Commission and in partnership with the City Government of Butuan, this event, held every two years, will be a gathering of more than 150 youth leader-delegates representing all sectors (in-school, working, with special needs) of the 17 regions of the Philippines together with the Sangguniang Kabataan members to formulate policy recommendations that will address youth issues and serve as the government’s guide in framing policy and program development.

A new set of officers for the NYP will also be elected during the convention.

This event will also be attended by various government agencies like the Commission on Higher Education (CHED), Department of Health (DOH), Department of Education (DepEd) as observers.

PYAP - Butuan opens youth showtime

In cooperation with the Butuan City Government through the City Social and Welfare Development (CSWD), the PAG-ASA Youth Association of the Philippines (PYAP) - Butuan City Federation held an elimination round for the Youth Showtime! for Libertad District last October 30 at Libertad covered court, Libertad, this City.

43 organized PYA-Butuan participated in this event showcasing different talents and artistic capacities of its members and some out-of-school youths in the city.

OCEED Shows Promising Performance During The Last Three Months

The Office of the City Economic Enterprise & Development (OCEED) headed by its Chief of Office, Ms. Ruth Jugao has every right to be proud of the current performance of its entity since she assumed office last July, 2010.

OCEED generated a total collection of Php 8.082 Million for the period July to September 2010 as compared to Php 7.5 Million in 2009 which translates to 6.56 % increase or more or less Four Hundred Ninety Seven Three Hundred FortyThree and Thirty Seven Centavos (Php 497,343.37) with 79.47% collection efficiency from January to September 2010. The collections are taken from the following sectors namely:

1. Public Market Operations Php 4,179,083.39

2. Slaughterhouse & Livestock Market Operation 1,382,963.88

3. Land Transport Terminal Operation 2,508,860.51

4. Memorial Operation 11,850.00

Total Income Generated from July to Septembe r2010 Php 8,082.757.78

Though there was a decline in the Memorial Operations which is a mere minus 4.24. % only, however, the over-all operationf of OCEED is somehow satisfactory with Land Transport Operations listed as the highest earner among the four sectors with 13.24% collection efficiency, second on the list is the Slaughterhouse with 8.31% effiiciency, while Public Market Operations with 2.41% collection efficiency.

According to Ms. Jugao, there is so much to be done within the area especially prioritizing the small scale vendors’ dilemma who are the very first sector to be affected in terms of “changes” geared towards improvement and progress at Taboan. She assured taxpayers however, that good service to the public is their way of saying “thank you” .

At the moment, series of meetings with the different associations has been initiated by the city government to pave the way to a consultative and cooperative market administration involving stall owners, illegal vendors, police officials, and employees.

As an income generating outfit, OCEED’s collections is an integral part of the entire city government’s coffers which in turn goes back to its constituents in the form of infrastructure projects, road concreting, project rehabilitation, financial assistance and many others. STATEMENT OF RDC

Caraga RDC Sympathizes with the Plaza Family on the Passing of Former Butuan City Mayor and RDC Chair, Boy Daku Plaza

The members of the Caraga Regional Development Council (RDC) and the NEDA Caraga Secretariat offer their deepest sympathy to the Plaza Family on the untimely demise of former RDC Chairperson (CY 2004-2007) and Mayor of Butuan City (1992-2003 & 2007-2010), Democrito “Boy Daku” D. Plaza II.

The late Honorable Plaza had done so much as the RDC Chairperson for CY 2004-2007. He actively responded to the multi-sectoral concerns of the Region which were aimed to boost economic growth in the region, to improve infrastructure support facilities and to enhance the delivery of basic social services. He specifically resolved the accessibility issues along the main crossing across Agusan River through fast approval, strong influence and full support to the Second Magsaysay Bridge and Butuan City Bypass Road Project Phase II. The said project currently provides convenience to travelers from cities and provinces of Davao, Cagayan de Oro, Iligan and Surigao as it widely connects the Agusan-Surigao Davao Road and the Butuan City-Iligan-Cagayan de Oro Highway. Around 50 percent of the RDC resolutions passed during his term were in line with projects for funding to enhance the socio-economic prospects of the region.

Being a pro-active leader, the former RDC Chair was selected as the alternate head/representative of the NEDA Board-Regional Development Committee for Mindanao (RDCOM-Mindanao) composed of the RDC officials of Regions 9, X, XI, XII, Caraga and the Autonomous Region in Muslim Mindanao (ARMM). He supported the updating of the Mindanao Investment Program (MIP) among other development undertakings for Mindanao. 

The late Honorable Plaza also devoted his time to programs responsive to the commitment of the government in the international community, e.g. Millennium Development Goals (MDGs). While Butuan City during his leadership was chosen as one of the 14 cities in the Philippines to lead the localization of the MDGs, the Region, with him as the RDC Chair, also successfully supported the first MDG Progress Report CY 1990-2005 which specifically spelled-out priorities for actions of the region to attain the targets of the MDGs.

The late Honorable Plaza had always been a strong and influential leader in the Region, grounded in his dedication to public service. His legacy to accelerate the socio-economic development of the Caraga Region will always be remembered with deep gratefulness by the RDC members and its secretariat.

RCMB trains OSCA heads in handling complaints

BUTUAN CITY - The Caraga’s Regional Coordinating and Monitoring Board (RCMB) chaired by the Department of Social Welfare and Development recently trained the local government units’ (LGUs) Office of Senior Citizens Affairs (OSCA) heads. The training was aimed at capacitating the OSCA heads to handle complaints from senior citizens and others regarding the implementation of RA 9994 or the Expanded Senior Citizens Act of 2010. 

The activity was in line with the observance of “Elderly Filipino Week” or “Linggo ng Nakakatandang Pilipino” on Oct. 1 to 7. Presidential Proclamation No. 470 issued on September 26, 1994, declared the observance of Elderly Filipino Week every first week of October.

This year’s theme “Nakakatanda: Tanglaw ng Bayan, Kaagapay sa Matuwid na Daan,” aims to promote the rights and well-being of older persons as well as recognize their valuable contributions in nation building. Today, most of them are still active in various home and community activities.

As provided for in the law, the OSCA shall have the following functions a) In consultation with the City or Municipal Social Work and Development Officer and duly registered senior citizen organizations, to plan, develop, implement, consolidate, and monitor yearly work programs in pursuance of the objectives of the Act and its Rules; b) To draw up a list of available and required services which can be provided by registered federations and associations of senior citizens; c) To maintain and regularly update on a quarterly basis the list of senior citizens and to issue national uniform individual identification cards and purchase booklets, free of charge, which shall be valid anywhere in the country; d) To serve as a general information and liaison center to serve the needs of the senior citizens; e) To monitor compliance of the provisions of the Act and its Rules particularly the grant of special discounts and privileges to senior citizens; f) To report to the Mayor, any person, natural or juridical; establishments, business entity, institution or agency found violating any provision of the Act and its Rules; g) To facilitate the creation of a city or municipality coordinating and monitoring board consisting of OSCA Head, the City or Municipal Social Work and Development Officer and the presidents of concerned duly registered senior citizens organizations to deliberate and act on the complaints; h) To assist senior citizens in filing complaints or charges against any person, natural or juridical; establishment, institution, or agency refusing to comply with the privileges under the Act before the Department of Justice (DOJ), the Provincial Prosecutor's Office, the regional or the municipal trial court, the municipal trial court in cities, or the municipal circuit trial court; i) To assist and coordinate with the concerned person, natural or juridical, establishment, institution or agency in investigating fraudulent practices and abuses of the discount and privileges exclusively granted to senior citizens; and j) To establish linkages and work together with accredited NGOs, people’s organizations, and the barangays in their respective areas.

Topics discussed in the training were the legal Bases (violations on the provision of RA 9994), RA 9994 of 2010, Consumers Rights and Responsibilities, 5% discount on Basic Commodities, Conflict Management, Handling Meetings, and Process in Handling Complaints. 

Before the training ended, the participants did a role playing in handling complaints and crafted their action plans.

Stabbing incident involving PNP personnel

On October 31, 2010 around 4:30 in the morning at M. Ortiz Extension, Kaskag, Brgy Washington, Surigao City, one PO3 Ruel Mezo Logronio, 38 yrs old, married, PNP member presently assigned at San Francisco MPS, Surigao del Norte and a resident of Roxas St. Brgy Washington, Surigao City was stabbed by three (3) persons, one identified as Mark Lester aka “Tetes”. 

Initial investigation disclosed that before the incident took place and based on the testimony of a certain witness named Ganggang Parpan of Shan2 Videoke Bar. That at around 2:30 AM of same date, said police officer together with his companion were engaged in a drinking spree inside that said videoke bar, thereafter at about 4:30 am of same date, they went out from said establishment wherein his companion proceeded to nearby bakery to buy some bread leaving the victim alone. 

Apparently three (3) persons appeared in the scene then approached and asked the victim if the said videoke bar was already closed, without apparent reason one of the suspects pulled out his bladed instrument then stabbed the said victim twice hitting his forearm and abdomen. 

Said victim ran immediately from the crime scene wherein he was chased by the suspects but he was able to get onboard a tricycle that bring him to Caraga Regional Hospital for medical treatment. Surigao City PS is conducting manhunt operations for possible arrest of the suspects while appropriate case is being prepared for filing in court. Progress report follows.

On the other hand, another stabbing incident transpired at Purok Kasamahan, Brgy San Agustin, Tandag, Surigao del Sur on October 31, 2010 around 11:30 in the evening, one Junielito Lajera y Soylo, 42 yrs old, married and one Ronald Boiser y Orozco, 21 yrs old, single both residence of the abovementioned place were stabbed by certain Warren Toring y Inihao, 37 yrs old, married and a resident also of said place with the used of bladed weapon locally known as “sundangay”. Victims sustained stabbed wounds on the different parts of their body and were brought to Adela Serra Ty Memorial Medical Center for medical treatment. While the suspect voluntarily surrendered and place under custody of Tandag MPS for proper disposition and filing appropriate charges.

Meanwhile, at around 7:00 in the evening of October 2010 at Sitio San Nicolas, Brgy San Roque, Bislig City, Surigao del Sur, one Wenefredo Batausa y Pede. 35 yrs old, married, farmer and a resident of the abovementioned place was stabbed by certain Fernando Galano y Peligro, 54 yrs old, farmer and also residence of the aforesaid place. 

Initial investigation conducted by Bislig CPS disclosed that while victim (Wenefredo) under the influence of liquor mauled the suspect (Fernando) at his residence prompting the latter to retaliate by stabbing the victim (Wenefredo) with the used of a sharp bladed weapon locally known as “Sundangay”. 

Victim sustained multiple stabbed wounds on the different parts of his body and was brought to Andres Soriano Memorial Hospital for medical treatment. Suspect voluntarily surrendered to Purok officials and was turned over to Bislig CPS for proper disposition. (PNP-13/PIA-Caraga)

On October 31, 2010 around 11:30 in the evening at District 3, Bliss, Brgy SAcol, Buenavista, Agusan del Norte, Intel Operatives of Buenavista MPS arrested the following; Mark Perez y Biating, 21 yrs old, single and a resident of Brgy Rizal, 1st st. Guingona Subd, Butuan City, Bernie Vasquez y Felisco, 29 yrs old, single, a resident of Brgy Lawag, Buenavista, Agusan del Norte, and Raymund Iting y Casandres, 27 yrs old, single and a resident of P-1, Brgy 4, Poblacion, Buenavista, Agusan del Norte. 

Abovementioned suspects were reportedly engaging in illegal drug activity. Confiscated from their possession were one (1) heat sealed plastic sachet of Shabu and three (3) pieces aluminum foil. Suspects were brought to Buenavista MPS for proper disposition. (PNP-13/PIA-Caraga)

Recovery of stolen motorcycle

Elements of Sta. Josefa MPS, Agusan del Sur led by PO2 Nomer Nalam, while conducting mobile patrol at the vicinity of Brgy Poblacion, Sta Josefa, Agusan del Sur on October 31, 2010 at around 7:00 in the evening, a stolen Honda c70 single motorcycle under blotter entry number 1743 dated October 31,2010 around 3:30 in the afternoon was seen at Bobot motor parts located at P-8, Brgy Poblacion, Sta. Josefa, Agusan del Sur. 

The said motorcycle was allegedly stolen at the residence of one Jessie Alejandro y Sarabia, 28 yrs old, single and employee of Enterprise Bank and a resident of P-7, Public Market, Trento, Agusan del Sur. Initial investigation conducted revealed that subject motorcycle was brought by the suspects namely; Jeffry Maravilla y Alislag and Junrey Talaugon y Salingay and left the said motorcycle at the aforesaid shop for repair. 

Immediately the responding team conducted hot pursuit operation which resulted to the apprehension of the suspects and were brought to STa. Josefa MPS for documentation and further turned over to Trento MPS who took cognizance of the case. Progress report follows. (PNP-13/PIA-Caraga)

Report on robbery hold-up 

On November 01, 2010 at around 8:00 in the morning at Brgy 5, Cabadbaran City, one Lueza Lorenz y Simin, legal age, married, housewife and a resident of P-2, Brgy 5, Cabadbaran City reported to Cabadbaran MPS that she was robbed by three (3) unidentified suspects armed with cal .45 pistol, shotgun and a knife. Incident transpired at aboput 6:45 in the evening of October 31, 2010 inside her residence. 

Allegedly suspects carted a cash amounting to more or less Eight thousand pesos (Php 8, 000.00), eyeglasses, gold ring and necklace then fled to unknown direction. Initial investigation disclosed that while the victim was inside her house, suspects forcibly entered the main door and declared hold up. 

Upon receipt of the report, PNP elements of Cabadbaran MPS led by PSI ANDRIAN ANTONIO conducted follow-up investigation at the crime scene. Case under investigation for possible identification and arrest of the suspects. (PNP-13/PIA-Caraga)

SILG Robredo graces the 100 Days Progress Report and Mass Oath-taking of newly-elected PBs of Surigao del Norte

SURIGAO CITY - DILG Secretary Jesse M. Robredo graced the 100 Days Progress Report of the newly-installed Provincial Governor of Surigao del Norte, Hon. Sol F. Matugas, and the mass oath-taking of newly-elected punong barangays of Surigao del Norte at the Provincial Convention Center, Surigao City.

Secretary Robredo was invited to the momentous affair to recommend policy options for more improved governance in the Province that focuses specifically on transparency accountability and people’s participation. The affair was also designed to update the Honorable Secretary on the socio-economic situation of the Province.  

SILG Robredo emphasized that some services of the government should be given to the private sector and not to the local government units alone. He made it clear that the LGUs and the non-government organizations should work together as a team to ensure efficiency in public service. He cited his success story in good governance when he was still a local chief executive of Naga City.  

“People are encouraged to pay taxes because people are satisfied sa binabalik na services ng LGU,” said SILG Robredo in his message during the activity.

Secretary Robredo also cited the significance of providing a Citizen’s Charter copy in every household to ensure transparency in local government transactions. He also stressed the importance of health, education and information as indispensable goals in achieving excellence in local governance.

Governor Sol F. Matugas presented her 100 days Progress Report which was aimed towards achieving HEALS until the end of her term. HEALS is an acronym for her program which means health, education and environment, agriculture and aquaculture, livelihood and tourism, spiritual renewal, social welfare and security.  

On the said occasion, the signing of the Memoranda of Agreement of the project BEST (Barangay Education Strategic Team) and the Business Permits and Licensing System (BPLS) project took place. Project BEST is a joint effort of the DepED and LGUs thru Barangay Council, aimed at addressing the existing GAPS between the current education status and the goals of the Education for All (EFA) of 2015, consistent with the Constitutional State policy to protect and promote the right of all citizens to quality education. The Business Permits and Licensing System (BPLS), is a joint project of the DILG and DTI which is aimed at achieving through reforms the reduction of the cost of doing business in the localities and improving facilities and systems to address both local and national business concerns. 

 The awarding of certificates to 3 Best Performers on Revenue Collection of the municipalities of Surigao del Norte also took place during the affair.

MDGF 1919 Postcard making contest conducted in selected Agusan del Sur municipalities

AGUSAN DEL SUR
- With the themes “Water is Life to Me” and “Water for the Poor and By the Poor,” Municipalities of La Paz, Loreto and Sibagat conducted the MDGF 1919 Postcard making contest participated by elementary and secondary students of their respective towns. The contest was designed to promote children’s awareness on the importance of water and to provide them a venue to express their artistry to demonstrate the present water conditions of their municipalities.

The contest themes encourage young minds to do their share of responsibility to improve the present water condition of their areas. The contest was conducted primarily in waterless recipient-municipalities of the MDGF 1919 project.

Elementary and Secondary students showed their artistry using crayons, water colors and oil pastels as they painted their masterpieces in A4 size bond papers. Participants as young as seven compete with all other elementary levels in the contest.

The contest criteria include: impact, relevance and interpretation with regards to the theme, artistic merit, composition and originality. The panel of judges based their rating on how the students illustrated the importance of water in the lives of waterless communities.

A Waterless community is defined as “a community with more than 50 percent of its residents have no access to safe, clean and potable water”. La Paz and Sibagat, all of the province of Agusan del Sur, have been classified as waterless municipalities.  

Trento and Prosperidad are scheduled to conduct their postcard making contests on November 3 and 4, respectively.

MDGF 1919: Enhancing Access to and Provision of Water Services with the Active Participation of the Poor is a joint programme of the United Nations, the Government of the Philippines and the Government of Spain designed to provide capacity building components to projects under the Presidents Priority Program on Water (P3W) to recipient-waterless municipalities. Project BEST launched in Surigao Norte

SURIGAO DEL NORTE (2 November) – The provincial government here in partnership with the Department of Education (DepEd-XIII) successfully launched the Barangay Education Strategic Team or Project BEST. 

The project launching and signing of Memorandum of Agreement (MOA) was held during the 100 days report of Gov. Sol Matugas on October 28 at the provincial convention center with DepEd Superintendents Dr. Fidela Rosas of Surigao del Norte Division, Dr. Daylinda Tampus of Siargao Division, Ms. Teofila Cabatuan of Surigao City Division and Bacuag Mayor Sheila Mae Cebedo. Also witnessed by Gov. Matugas, DepEd Caraga Dir. Gloria Benigno, DILG Caraga Dir. Rene Burdeos and DILG Sec. Jesse Robredo.

Gov. Matugas said the primary objective of the project is to bring back a number of young Surigaonons back to school. “I have started this in Region 8 when I was still the Regional Director of DepEd and I would like to apply this in Surigao Norte.”
 
“Basta Edukasyon Siguraduhon Ta” or BEST as she coined it, mainly involved in ensuring quality teaching, learning and training in both the elementary and secondary levels and mobilizing all education stakeholders including the local government units (LGUs), the parents-teachers associations, the academe and business sectors, non-government organizations, the student/youth organizations and the religious community.

The lady governor said the 3 divisions in the province need to improve their participation rate, achievement rate, survival rate and lower, if not eliminate drop-outs. As for the LGU and its implementing arm, the barangay council is a strong force which can effectively support the school.

The guiding principle of the BEST project is anchored on five guiding principles. The first principle is to utilize proper existing structure of the barangay councils such as the social capital and networks in the construction, management and supervision of schools. The second principle is to foster high standard of responsibility, accountability, and integrity in responding to the needs of the school learners and other stakeholders.

The third principle is the use of systematic view and perspective in dealing with other schools’ stakeholders in order to promote corporate image. The fourth is the use of school-based working contract to ensure sustainability and sense of ownership of the project. Tribesman killed in gun battle with NPA rebels in Agusan del Sur

CAMP RAFAEL C. RODRIGUEZ, Butuan City – A member of a tribal group was killed while an undetermined number of New People’s Army (NPA) rebels were believed either killed or wounded when the two groups engaged in a firefight Sunday afternoon at Sitio Daldalikan Creek, Barangay Kinamaybay, Esperanza town, Agusan del Sur province. 

Field reports received at the Police Regional Office 13 (PRO 13) regional headquarters here on Monday identified the slain tribesman as Tata Hulasan, a member of a tribal group led by a certain "Datu Bawang." 

The reports coming from Agusan del Sur Provincial Police Office (PPO) and Esperanza Municipal Police Station (MPS) stated that the tribesmen were on their way to their farmlands when they encountered the members of communist-Front Committee 88 of the Communist Party of the Philippines (CPP-NPA) Northeastern Mindanao Regional Party Committee (NEMRC). 

The gun battle started at 2 p.m. and lasted 15 minutes before the rebels withdrew to nearby forested mountain of Semuntana and Calabuan of the same town. 

A field report further stated that an undetermined number of rebels were believed killed or wounded severely during the firefight. 

Hot pursuit operation against the fleeing rebels is ongoing. 

Brig. Gen. Emiliano Gupana, commanding general of the Army’s 402nd Infantry (Stingers) Brigade, and Chief Supt. Reynaldo Rafal, regional director of PRO 13, already dispatched their respective field units to beef up pursuing forces in the battle area. 

On the other hand, elements of the Esperanza MPS also conducted chokepoints along the possible escape route of the rebels. (MUC/PIA-Caraga)

Cebuano News: Agripinoy-livestock Program Review Workshop for CY 2010, gipahigayon sa Tandag

Butuan City - Ang Department of Agriculture Regional Field Unit No. XIII uban ang City Veterinarian Office nagpahigayon ug “Agripinoy-Livestock Program Review Workshop for CY 2010 target setting” niadtong Octubre 27-28, 2010 didto sa Shacene Pension House & restaurant, Tandag, Surigao del Sur.

Ang tumong niini nga aktibidades mao ang paghisgut sa mga nahimung kalampusan ug mga kalihukan nga mamahimo pang buhaton sulod sa tuig 2010.

Kalakip usab nga nahisgutan mao ang pagpanday sa mga bag-ong programa ug proyekto alang sa musunod nga tuig CY-2011 Agripinoy-Livestock Program.

Butuan City - Mapahiyumon ang tanang midaug sa gipahigayon nga Regional Population Quiz niadtong Octubre 27, 2010, didto sa People’s Hall, ni’ng dakbayan diin migawas nga mananaog o champion ang representante gikan sa Probinsya sa Agusan del Norte nga si Reymar A. Dimaano, estudyante sa Carmen National High School nga giubanan sa iyang coach nga si Miss Mendalita S. Sodicta.

Ang ikaduhang mananaog gikan sa division sa Bislig City nga si Rennelbert P. Agopitac nga estudyante usab sa Tabon Maximino Estrella National High School uban ang iyang coach nga si Alma Fe A. Barreto.

Ug ang ikatulong mananaog nag-gikan sa division sa Agusan del Sur nga si Mark Lloyd G. Dapar representante gikan sa Bayugan Comprehensive National High School uban ang iyang maabtikon nga coach si Mrs. Daylinda C. Andres.

Ang ubang partisipanteng division nakadawat gihapon ug pahalipay susama sa musunod: Butuan City, Siargao, Surigao City, Surigao del Norte, Surigao del Sur ug Probinsya sa Dinagat Islands.

Gipaabot ni Hon. Erwin Dano, SP Committee Chair on Education ang hagit sa tanan arun ma-kontrol ang pagtaas sa populasyon nganhi sa atong dakbayan, rehiyun ug ingun man sa kinatibuk-ang bahin sa atong nasud.
