Report on illegal gambling

Intel personnel of Surigao City Police Station (SCPS), Surigao del Norte led by Police Inspector Fructouso Jabonero apprehended one Emma Amparado y Agustin, 51 years old, married, barbecue vendor and a resident of Navalca, Brgy. San Juan, Surigao City for violation of R.A. 9287 (Illegal Numbers Game) locally known as "swertres" at around 6:30 in the evening of October 13, 2010 at Vasquez Street, Washington, Surigao City. 

Said suspect was caught in the act engaging in the said illegal gambling activity. Confiscated from her possession were: one (1) tally sheet with bet numbers dated October 13, 2010; assorted tally sheets; six (6) pads stubs; one (1) Casio calculator; three (34) ballpens; P306.00 bet money; one (1) carbon film; and other illegal gambling paraphernalia. 

On the other hand, at around 6:45 in the afternoon of same date at B&B Art Works, Vasquez Street, Washington, Surigao City, said intel personnel apprehended a certain Bebina Curada y Janier, 58 years old, married, jobless and a resident of said place for violation of R.A. 9287. Said suspect was caught in the act engaging in illegal gambling activity "swertres". 

Confiscated from her possession were: one (1) tally sheet; one (1) tally sheet with bet numbers; one (1) Casio calculator; and P50.00 bet money. Apprehended persons and confiscated items are now under the custody of SCPS for proper disposition. (PNP-13/PIA-Caraga)

Surigao City cops arrests wanted person

A certain Christine Emnase Basco, 20 years old, out of school youth and a resident of Interior Capitol Road, Brgy. Washington, Surigao City was arrested by elements of Surigao City Police Station (SCPS) led by PO3 Carlito Hilaos on October 13, 201 at around 3:00 O'clock in the afternoon at Luneta Park, Surigao City. 

Said suspect was arrested by virtue of Warrant of Arrest issued by Hon. Victor Canoy, Presididng Judge, RTC Branch 29, Surigao City for violation of section 10 (A), RA 7610 (Child Abuse) docketed under criminal case number 8937 with corresponding bail bond of P80,000.00. Arrested person is temporarily under the custody of SCPS pending for issuance of commitment Order from the issuing court.

Report on roberry incident

On October 13, 2010 at around 6:45 in the afternoon at the boundary of Brgy. Cubo and P-11, Brgy. Poblacion, Esperanza, Agusan del Sur, four (4) unidentified suspects armed with undetermined caliber of short firearms flagged down the motor vehicle driven by one Albert Mira y Brigader, 25 years old, married and a resident of Esperanza, Agusan del Sur with two passengers identified as Brian Irvic Gubaynon y Plaza, 21 years old, single and a resident of Lianga and Teodolo Condolon y Boquilla, 26 years old, married and a resident of Brgy. Wacat, Barobo, all of Surigao del Sur, both Collecting agents of Enterprise Bank, Bayugan Branch, Agusan del Sur. 

Upon receipt of the said report, elements of Esperanza MPS led by Police Inspector Ronniel L. Bangalisan together with personnel of 26 IB, Alpha Coy, PA led by 1Lt. Kresnen Peter Sarsagat proceeded to the place of incident to conduct investigation and pursuit operation. Investigation disclosed that Albert Mira sustained splinter wounds when one of the suspects fired his firearm into the ground. 

He was brought to Esperanza Medicare Hospital for medical treatment. Suspects carted the collected money of the said collecting agents allegedly amounting to P19,000.00. Personnel of Esperanza MPS is still conducting follow up investigation for possible identification and arrest of the suspects. (PNP-13/PIA-Caraga)

Report on illegal drugs  

Intel personnel of Butuan City Police Station (BCPS) 1 led by Police Inspector Ledesma together with personnel of Butuan City Public Safety Company led by PO3 Romar Omoy while conducting Police visibility patrol at P-4, Brgy. San Ignacio, Butuan City at around 9:30 in the morning of October 14, 2010, apprehended one Victor Mendoza y Pasgala, 25 years old, married and a resident of Holy Redeemer, Butuan City for being caught in the act violating RA 9165 (Comprehensive Dangerous Drug Act of 2002). 

Confiscated from his possession were five sachets of suspected shabu, one disposable lighter, one small bag color red, one kitchen knife measuring 12 inches long including handle, one black canister and cash money amounting to P191.00. 

Body search of the victim was witnessed by Brgy. Officials of the said Brgy, DOJ and media representatives. A Case is being prepared for filing in court against the suspect. (PNP-13/PIA-Caraga)

DOLE -RCC 13 jobs fair, livelihood and techno-transfer set on Oct. 15 

SURIGAO CITY - The Department of Labor and Employment - Regional Coordinating Council (DOLE – RCC 13) will launch its service caravan dubbed as One Stop Shop Unlad Kabuhayan: Usapang Negosyo, Jobs Fair, Livelihood and Techno-Transfer on October 15, 2010 at the City Cultural Center this city.

This is lined with DOLE’s commitment of creating an efficient “one-stop shop” for processing applications for overseas work and seeking redress for grievances specifically outlined in the 22-point agenda on labor and employment of the present administration.
According to RCC Chairperson Ofelia Domingo the said “one-stop shop” will highlight jobs fair, skills assessment/profiling, promo diskwento, operation pawis, financial literacy for OFW’s and livelihood/skills demo. 

Pangkabuhayan-Techno skills that will be showcased are: hand sanitizer making, perfume making, cologne making, dishwashing liquid making, fabric softener making detergent making and trendy balloon making.

Butuan City Lions Club to conduct medical mission on Sunday

Butuan City - Believing that everyone deserves a healthy life which is the reason for providing health programs that serve the poor in the local communities, the Butuan City (Host) Lions Club District 301-E will be conducting medical mission that provide free medical services to the poor on Sunday, October 17, 2010 at Colorado, Jabonga, Agusan del Norte. 

According to Ms. Jocelyn F. Yee, Club President, the activity is one of their key programs in Butuan City and Agusan del Norte by rendering free medical consultations and medicines to the poor in the community.

SUDECOR to NPA threats: We shall overcome

Butuan City - Management of Surigao Development Corporation (SUDECOR) said the company shall overcome inspite of the threats and harassments made by the New People?s Army (NPA). 

In a press statement, the management said there seems to be no letup to the NPA attacks on SUDECOR. Last October 4, the service bus utilized to transport the lowly workers from the SUDECOR base camp at Barangay Puyat, Carmen Surigao del Sur was burned by an undetermined number of NPAs. 

During the incident, the NPAs told the workers to arm themselves so that they could fight the NPAs. Two days, later, October 6, the NPAs burned a hauling truck on its way back to Sitio Gacub, in Barangay Hinapuyan, Municipality of Carmen. The two incidents resulted to losses amounting to millions of pesos. 

SUDECOR also said, the NPA has once again shown its complete disrespect to the workers who have to bear the effects of its attacks. "Not only are the SUDECOR terrorized. The reduction in productivity also results to a reduction in outputs, and a reduction in take home pay; so that every time the NPA attacks the company, it brings misery into the lives of the workers," it said. 

However, despite the innumerable NPA attacks against the equipment, properties, and personnel of SUDECOR, the workers have shown time and again that they are capable of restoring what the NPAs can destroy. The workers have also shown to the NPAs that no amount of terror and violent assaults can force them to give up on a company that has provided them with employment, nurtured the Surigao forest, and continues to provide the national and local economy with revenues that are also showered back to the people as funds for rural community development, SUDECOR management said. NFA-Caraga sponsors month long IFR feeding program

In celebration of NFA’s 38th Anniversary, NFA-Caraga sponsored a month long IFR feeding program in Matin-ao Elementary School, Bonbon, Butuan City.

Instead of usual festivities, RD Javier P. Lozada, Jr. together with ARD Rolando M. Maravilla donated one sack of IFR rice each to the 170 students of Matin-ao Elementary School thru their principal Mr. Felix Acebu. 

Organized and coordinated by Dep-ed Caraga, Dep-ed Butuan City District and Regional Health and Nutrition Unit, this IFR Feeding which will last for one month is sponsored by NFA Caraga Region.

The Launching Program was held at the Matin-ao Elementary School last September 22, 2010.The turn-over of the two bags of IFR rice intended for the twice a week hot meals was witnessed by Mrs. Aida Abad, H.E. Supervisor; Mr. Israel Reveche, Values Education Supervisor;Mr. Edgardo Miranda, District Supervisor ; ROO Gleen P. Echin and Regional Accountant, Elsa L. Rulona.

The parents-beneficiaries were very grateful of the assistance provided to their children. They even assured of their full support and commitment in the feeding activity.

Spot report on burning incident 

Two (2) units of Farm Tractors with trailers use for hauling palm oil fruits owned by Filipinas Palm Oil Plantation Inc (FPPI) were burned by more or less 8 armed men equipped with m16 and m14 rifles believed to be members of CTs. Incident took place at Brgy Cabantao, Rosario, Agusan del Sur on October 13, 2010 at 4:00 pm. 

PNP elements from 4th Special Action Company of PNP SAF and 1st Platoon of Agusan del Sur Provincial Public Safety Company proceeded to the area and conducted hot pursuit operations. Progress report to follows.

Report on illegal gambling 

One Leonidez Lozano Sahol, 25 yrs old, single, jobless and res of P-7, Brgy Wakat, Barobo, Surigao del Sur was apprehended by PNP elements of Lianga MPS led by PINSP VITALIANO BOLONIA PAGARAN III while actually caught engaged in illegal gambling known as last two digits.  

Confiscated from his possession were Php 263.00 bet money and illegal gambling paraphernalia. Apprehension took place at Brgy Liatimco, Lianga, Surigao del Sur on October 12, 2010 at 7:40 pm. Arrested person was brought to Lianga Police Station for proper disposition. (PNP-13/PIA-Caraga)

PNP-Agusan del Sur arrests wanted person 

One Salvino Dela Rama Muanag, 27 yrs old, laborer and one Serante Dela Rama Muanag, 24 yrs old, single, laborer, both res of Purok 1, Sitio San Isidro, Brgy San Jose, Sta Josefa, Agusan del Sur were arrested by PNP elements of Sta Josefa MPS led by PO2 Rey Moran by virtue of WOA issued by Hon Judge Kimal M Salacop of 2nd MCTC, Trento, Agusan del Sur for attempted homicide, docketed under CC nr 2813 dated October 1, 2010 with recommended bailbond amounting to Php 12,000.00 each.  

Apprehension took place at Purok 1, Sitio San Isidro, Brgy San Jose, Sta Josefa, Agusan del Sur on October 12, 2010 at 10:30 pm. Subject persons now detained at Sta Josefa MPS for proper disposition. 

One Serio Bokingo Adormeo, 54 yrs old, married and res of P-1A, Brgy Pinamanculan, Butuan City was apprehended by PNP elements of Butuan City Police Station 3 led by SPO3 Advincula by virtue of WOA issued by Hon Judge James Go of MTCC, Branch 2, Libertad, Butuan City, dated October 7, 2010 for violation of PD 1602 (Illegal gambling), docketed under CC nr 42904 with recommended bailbond amounting to Ph 2,000.00. 

Apprehension took place at P-1A, Brgy Pinamanculan, Butuan City Subject person now temporarily detained at BCPS 3 for proper disposition.

Butuan LGU to set up Science High School

BUTUAN CITY – The local government unit in this city is “very keen” on putting up a science high school in the locality.

This was recently announced by Butuan City Vice Mayor Lawrence Lemuel “Law” Fortun, before a large audience of city schools division officials, educators, barangay officials, parents and students who attended the 15th Division Schools Press Conference, held at Obrero Elementary School recently.

Vice Mayor Fortun, who came with the city council’s education committee chair Hon. Erwin Dano; has represented Butuan City Mayor Ferdinand M. Amante as the guest of honor and speaker on the said gathering, whom he said was attending to “some equally very important concerns that demands his attention” at his office.

Among the “good news” though, which he had announced before reading the mayor’s message for the occasion, was the earnest planning of the local government which is underway to put up a branch of the Philippine Science High School here in the city.

He said that among the requirements of the Department of Science and Technology (DOST) for the granting of such is a 5-hectare property donation for such purpose. He added that this is among the concerns being worked out by the city government for when this will be realized, qualified high school students here in the city or even in the region will need not go to Davao, Iligan or Manila in order to avail of such privileged studies.

He also said that the mayor may soon leave for Manila within the week, in which among his purpose of going there will be to lobby with the DOST Secretary for the realization of such plan of the city government.

Meanwhile, the vice-mayor also mentioned that two weeks ago, the mayor together with him and some city officials met with a team representative of a local investor who wanted to put up another mall in the city in order to finalize the details, and hopefully by November of this year, Fortun said, the group may hold the ground-breaking of their projected investment. The construction works may follow immediately and the project according to him is expected to be completed by November or December of 2011. The project he said may benefit a thousand workers which may also represent about a thousand families.

Another local investment in the offing, he said, is the 300-hectare banana plantation project in Brgy. Cabcabon, which may also employ hundreds of workers that can be translated into another hundreds of family beneficiaries.

The mayor, Fortun said is pre-occupied with inviting investors to pour in investments here in the city in order to generate jobs for the people. He mentioned that when the new administration assumed office in July this year, among the quandaries they had faced was the lack of employment. DOH: Dengue cases in Caraga, lowest in the country

Though it seems to be rising in terms of figure compared to the previous update last month, the suspected Dengue cases in Caraga region this month depicts a downtrend, regional DOH officials said. 

The Department of Health Center for Health and Development-Caraga Regional Epidemiology and Surveillance Unit chief Dr. Gerna Manatad during a press conference held at the DOH Caraga regional office conference room, presented to the local media its “Disease Surveillance Report” during its 40th Morbidity Week, from October 3-9, this year. It reflected the trend of a total of 2,369 suspected dengue cases which were admitted to the different disease reporting hospitals region wide from January 1 – October 8, 2010. This is a 174 % higher as compared to last year’s 853.

However, DOH 13 chief Dr. Leonita P. Gorgolon also said that during their recent top-level meeting at their national office, she came to know that Dengue cases in Caraga is the lowest so far compared with the other regions of the country. “We have no reported outbreak anywhere in the region, not even a Dengue ‘hot spot’. The only reason were noted was because of the high figures of suspected cases reported in Butuan and Surigao cities,” she said.

Butuan City consistently topped the number of reported cases (753), followed by Agusan del Sur (447), Surigao del Norte (285), Surigao City (194), Agusan del Norte (187), Bislig City (171), Surigao del Sur (164), Bayugan City (74), Cabadbaran City (43), Dinagat Islands (36) and Tandag City (15). 

Ages of the victims of this mosquito-borne disease ranged from less than 2 months to 84 years old. Majority of the cases were males which made up 52 % of the victims. Forty-two percent of the cases belonged to 0-10 years age group. Eight (8) were recorded to have died; Cabdbaran city (1), Magallanes, Agusan del Norte (1), San Francisco, Surigao del Norte (1), Surigao City (2), Del Carmen, Surigao del Norte (1), Malimono, Surigao del Norte (1) and Basyugan City (1).

Of the eighty-six barangays in Butuan City, Brgy. Libertad topped with the most number of cases at (95), followed by Brgy. San Vicente (36), Brgys. Ampayon and Villakananga (28), Brgy. Doongan (23), Brgy. Ambago (20), Brgy. Jose Rizal (19), Brgys. Agusan Pequeno and Obrero (15), Brgy. Baan (14), Brgy. 14 (12), Brgys. Lumbucan, Golden Ribbon and Holy Redeemer (11) and Brgy. Riverside with (12). The cases on the other barangays are in single digits ranging from 1 to 8 cases.

Gorgolon said that appropriate measures were continuously taken and implemented by their department with the cooperation of the local government units to contain the spread if not eliminate the disease. Among these measures, Gorgolon said, is the provision of chemically-treated curtains in the public schools which can kill or eliminate mosquitoes.  

The other diseases focused now by the DOH as discussed during the same forum were what they termed as “WILD” or the “W-aterborne Diseases (which are Cholera, hepatitis A and Typhoid), I-nfluenza, L-eptospirosis and D-engue” hence for the sake of recall, they called their campaign “Mag-ingat Sa WILD” (Beware of the WILD).

Other accomplished big projects of the regional DOH also announced by Director Gorgolon, were the blessing of the recently finished birthing facilities of the Nasipit District Hospital, the blessing and the opening of the 8-million Regional Drug Treatment and Rehabilitation Center (Phase 1) at Surigao City in October 15 and the 35-Million Siargao District Hospital, at Siargao Island, Surigao del Norte in October 27.

Local police stations get bigger share for operations under new 15:85 PNP fund scheme
 
Interior and Local Government Secretary Jesse M. Robredo today said that Philippine National Police provincial and field offices all over the country will now have more funds to support their operational expenses as the PNP already has started to allocate funds to local police stations based on a “15:85” fund distribution scheme.
 
Robredo said the 15:85 distribution ratio refers to the allocation of 15% of net distributable funds for the Police Regional Offices (PROs) and 85% to field units or to the Police Provincial Offices (PPOs) and police stations.
 
Under this modified fund scheme, the Maintenance and Other Operating Expenses (MOOE) funds from the Regional Police Headquarters are simultaneously distributed to PPOs and local police stations, he said.
 
The MOOE funds that are now automatically transferred to police stations include the Napolcom-directed police activities or NDPA, travel, repair or vehicles, repair of facilities and Gender and Development Funds.
 
“This will significantly increase the monthly operating fund of local police stations and enable them to more effectively prevent crimes and maintain peace and order in the communities,” the DILG Secretary said.
 
He also said that this new scheme brought about a marked improvement of an average of 28% in the fund allocation per policeman manning the police station, or from P740.00 in July this year to P950.00 for the month of September.
 
At the same time, Robredo also directed the posting of the details of the PNP fund distribution per region in the DILG website to ensure transparency and to inform police and field stations as well as the public about this new policy.
 
Earlier, the DILG Chief directed PNP chief, Director General Raul Bacalzo to reform and maximize the allowable funds for distribution to local police stations. (DILG/PIA-Caraga)


CAFGU member shot to death

CAGAYAN DE ORO CITY – An off-duty Citizens Armed Geographical Unit (CAFGU) while on his way to his farm was shot to death by New People’s Army (NPA) at Kinayag Creek, Brgy Mahagsay, San Luis, Agusan del Sur last 12 October 2010 about 09:30 O’clock in the morning.

Joel M Napongahan a 48 year old member of CAFGU of Mahagsay Patrol Base under 23rd Infantry Battalion sustained 5 gunshot wounds at different parts of his body that caused his instantaneous death.

“These criminals evidently perpetrated human rights abuses and they shall be condemned,” said Major Noli P Kanashiro, Spokesperson of 4th Infantry Division, Philippine Army.

Maj Kanashiro also cited some related felonies committed by the communist terrorists recently in Region X and in Caraga Region: the killing of a certain Mr Sunny Antong, a 33-year-old resident of Cabadbaran, ADS who was terribly mauled and shot to death last September 23, 2010; the slaying of Manuel Fajardo a village chief of Tumaras, Kibawe Town, Bukidnon recently on Sunday; and, the Robbing and burning of buses owned by Surigao Development Corporation (SUDECOR).

The CPP/NPA grossly violated the right to life especially against summary executions embedded in Section 4 Article 2 Part 3 of the Comprehensive Agreement on the Respect of Human Rights and International Humanitarian Law (CARHRIHL).

He also stressed that the 4ID is hoping for the Commission on Human Rights and other human rights group will look into the series of extra-judicial killings against civilians. 

Currently, the 4ID is conducting massive security operations to bring the perpetrators to the bar of justice and offering assistance to victims' relatives to file criminal cases as well as complaints of human rights violations against CPP-NPA-NDF members who are behind the series of killings and destruction of properties. Dengue cases in Caraga up by 174%, Butuan on top of the list

BUTUAN CITY - A total of 2,369 dengue cases were admitted in different hospitals in Caraga region from January to October 8, 2010.

The figure is 174% higher compared in 2009 wherein, DOH Caraga records showed only 853 cases in same period.

Dr. Leonita Gorgolon, Regional Director of DOH Caraga revealed, eight (8) have died, one in Cabadbaran and Magallanes in Agusan del Norte, another in San Francisco, Agusan del Sur, Del Carmen and Malimono in Surigao del Sur, Bayugan City and two in Surigao City.

Butuan City currently remains the top area with most dengue cases at 753 but with zero fatalities, followed by Agusan del Sur with 447 cases, Surigao del Norte with 285 cases and 3 fatalities, Surigao City has 194 cases with two deaths, Agusan del Norte with 187 cases with 1 reported death in the municipality of Magallanes, Bislig City with 171 cases, Surigao del Sur having 164 cases, Bayugan City with 74 cases and one fatality, Cabadbaran City with 43 cases and one fatality, Dinagat Islands Province with 36 cases while Tandag is at lowest with only 15 cases.

“The figure in Butuan City and Surigao City was quite alarming already,” said DOH Regional Director Gorgolon as dengue cases in said areas continue to go up despite actions undertaken by local government officials in the fight against the mosquito-borne disease.

 Dr. Gorgolon stressed out the cleaning of the surroundings and destroying mosquito breeding grounds, like used tires, empty cans, flower vase and other areas that collect water as the most effective means of preventing dengue.

She assured the public that DOH Caraga is closely monitoring the situation and has been implementing anti-dengue measures.

“Dengue has become an epidemic. It is very dangerous as it can cause death, therefore we have to take drastic action to stop the spread of dengue fever and we will be carrying out this campaign on a big scale, but the people’s involvement is important,” added Dr. Gorgolon.

DOH Caraga urged all LGU’s to intensify its campaign through DOH’s 4-S strategy which is the Search and destroy, Self-protective measures, Seek early treatment, and Say no to indiscriminate fogging.

The public were likewise urged to observe the D.E.N.G.U.E. strategy to avoid an increase in the number of dengue related deaths where D stands for Daily monitoring of patient’s status, E for encouraging intake of oral fluids like oresol, water, or juices, N for noting dengue warning signs like persistent vomiting and bleeding, G for Giving paracetamol for fever and not aspirin, as it induces bleeding, U for Using mosquito nets, and E for Early consultation when warning signs appear. “The Barangay and Sangguniang Kabataan elections is expected to be a heated one compared to the May 2010 polls, as politicians take this as a prelude to the 2013 national and local elections,” stressed Atty. Pobe.

Check points and security preparations should be strengthened because according to Atty. Pobe, candidates are critical with obsession running high and rivalry would therefore be more intense and personal.

Police Caraga were mandated to also be on the look out 24/7 and foresee poll-related violent incidents as they expect vote buying and massive cheating as Comelec revert to manual voting system.

The Comelec Regional Office have exposed a kind of political maneuverings made by parents of Sangguniang Kabataan candidates exposing the youth early to dirty politics.

With three days left before campaign period starts on October 14, the Comelec Regional Director ordered for a strict implementation of check points and enforce total gun ban to curb violence and secure the political exercise.

However, these checkpoints should be established in well-lit areas, must have a signboard and to always take into consideration the human rights aspect of the public, observed strictly the plain view doctrine and to extend tolerance to show that the PNP are pro people and pro constitution. 

For matter of information, Director Pobe announced in a resolution released recently that the Comelec has approved the granting of security personnel to any candidate for elective baangay and sangguniang kabataan position but they shall apply for the employment of security personnel and pay a corresponding fee of 1,000 pesos.

The official appealed to police Caraga and to the leadership of Police Regional Director Reynaldo Rafal to be communication conscious to attain quick response in all activity during election period, not to be complacent, to constantly coordinate with the Board of Election Tellers and should be the catalysts for change and improvement in the interest of the young generation to come as a legacy for the future of providing a good governance and responsibility to the newly elected barangay officials.

Quoting then Health Secretary Juan Flavier’s words Comelec Regional Director Francisco Pobe ended his message by saying, “Maraming nadisgrasya sa maling akala, so let’s do it!,”

Texin turns over filtration system to BCWD

Texin Incorporated turned over the two-stage filtration system installed in August 2009 to Butuan City Water District (BCWD) in a simple ceremony on September 28, 2010.

Texin president Glenn Flores personally handed over the documents to BCWD chairman Juanito Lao, with the presence of other members of the Board of Directors, GM Anselmo Sang Tian, and some department heads. The turn over happened after the Certificate of Final Inspection and Acceptance was signed, following the inspection made by BCWD representatives whose findings showed Texin Inc. had corrected all deficiencies observed during the operation of the filters in accordance with the design plan and specifications.  

Amiad Filtration Systems, a global provider of innovative water filtration technologies and Texin’s principal company, announced in June, this year, the completion of the testing and commissioning phase of the BCWD filtration system. The unique two-stage system is now fully functional and is the first half of a projected 2-phase project to provide clean drinking water to over 300,000 citizens of the city of Butuan. The system addresses the recurring high turbidity challenge faced by the BCWD, the sole provider of potable water to the city’s inhabitants.

The BCWD Filtration System was designed to reduce the high level of turbidity. It now actually produces clean drinking water that is superior to the quality of bottled water, at a much lower cost. 

The main water source for Butuan, the Taguibo River, suffers from very high turbidity levels - small particles in the water that lead to a cloudy quality. High turbidity in drinking water leads to high risk of gastrointestinal diseases, particularly among immune-compromised people. The problem is compounded by the illegal logging, mining, road construction, and other such activities within the Watershed, all of which raise the amount of turbidity in the water. 

Previously, BCWD employed a sand bed model of filtration. However, despite the grade and grain size of the sand used to filter the water, turbidity levels exceeded the limitations of the filter and resulted in unclean drinking water. During periods of heavy rain, water supplies had been cut off for days at a time to stop turbid water flowing through the pipelines, leaving nearly the entire city without drinking water. 

The system installed by Amiad consists of nine self-cleaning filters, including two Amiad Brush Filter strainers which filter raw water down to 300 microns to protect the seven Amiad Micro Fiber Filters (AMF) installed down stream from large debris. The system filters the water down to 2 microns with turbidity of less than 5 NTU – a water quality superior to bottled water, yet at a much lower cost. 

"We are delighted to have partnered with Texin and Amiad on this crucial task," said BCWD general manager Anselmo L. News Feature: What’s in your cup of tea?

All true teas come from the same plant, Camellia sinensis, ranging from green, oolong, white, black, rooibos tea, red tea and herbal tea infusions.

The main difference is in the way the tea leaves are processed but all tea brews are full of natural goodness and health benefits.

Tea is the main source of flavonoids in the diet, which is also present in apples, grapes, wines and cocoas. Most of the health benefits of tea are attributed to flavonoids.

An average 200 milliliter (mL) cup of green tea contains 120 milligrams (mg) of flavonoids while an average 300 mL cup of black tea contains 130mg. This was revealed by Dr. Jane Rycroft, Category Nutritionist of Unilever, citing from her Seminar on the Science of Tea “Bioactive Components of Tea and their Health Benefits” organized by the Philippine Committee International Life Science Institute Southeast Asia Region last July 16, 2010 at the EDSA Shangri-la Hotel.

Rycroft presented different studies on the relationships of tea and flavonoids to different nutritional and health factors, such as antioxidant properties which are helpful in cardiovascular health, weight management and mental performance.

A dietary antioxidant is a substance in foods that significantly decreases the adverse effects of reactive oxygen and nitrogen species on the normal physiological function in humans. 

In an experiment presented by Dr. Rycroft regarding flavonoids as antioxidants, results showed that bioavailability is low and flavonoids are modified upon absorption without indications of reduced damage in vivo.

Therefore, flavonoids have no proof for protection against free radical damage in the cells.

This study was supported by the European Food Safety Authority (EFSA) Panel on Diabetic Products, Nutrition and Allergies in 2010, which reported that a cause and effect relationship has not been established between the consumption of tea and the protection of body cells and molecules such as DNA, proteins and lipids from oxidative damage.

According to various studies on cardiovascular health, tea, in general, is associated with reduced risk of cardiovascular diseases, specifically lowering the risk of myocardial infarction, stroke and ischemic heart disease.

Consumption of two to three cups of black or green tea per day improves blood vessel function.

Tea consumption can help in weight management program, as in a number of Asian studies that found a reduction of visceral fat after consumption of high catechin green tea for 12 weeks. It was also shown that high catechin green tea increases fat oxidation.

L-theanine, on the other hand, is an amino acid naturally exclusive from tea that is responsible for the production of alpha waves in the brain which has a calming effect on the body and gives the balance of deep relaxation and mental alertness, according to Dr. Edgardo Tolentino of the Makati Medical Center.

A typical 200mL serving of black tea contains 4.5 – 22.5mg of L-theanine.

Research showed that a day long of tea drinking provides the same alertness as coffee drinking, but tea less likely disrupts sleep and improves mental alertness on attention tests.

Moreover, Tolentino explained that coffee compared to tea produces beta waves which put the body in an agitated state, and caffeine which increases attention and vigilance, works against adenosine which inhibits neural activity.

Dr. Demetria Bongga of the University of the Philippines presented studies about the relationship of tea and energy expenditure.

Although there are dissimilar results from the studies, it could be summarized that tea catechin, together with exercise, can reduce the abdominal fat due to the stimulation of the whole body metabolism, making it significant in weight management.

However, caffeine may counteract the health beneficial effects of green tea.

For more practical applications, Rycroft pointed out that the milk in milk-tea mix shouldn’t affect the amount of antioxidants the tea naturally has.

Rycroft also said that by soaking the tea bag in a much longer time than what is suggested in the labels can bring out more antioxidants to the water.

Among the many health benefits of tea include setting a positive mood, giving pleasure and stimulating the senses, reducing the risk of heart diseases and body fat.

However, the antioxidant-nutrient relationship is still in question. True enough, the science of tea is but an inception and needs further research to strengthen and validate its health benefits.

Nevertheless, no harmful reports have been documented about tea, considering a healthy switch to the second most widely consumed beverage in the world which for generations is a healthy form of hydration.

News Feature: Breastfeeding linked to nutritional status

Based on the results of the 7th National Nutrition Survey (NNS) of the Food and Nutrition Research Institute of the Department of Science and Technology (FNRI-DOST) on infant feeding practices, the percentage of exclusive breastfeeding is only 8.6 percent, while the percentage of feeding with other milk or in combination with complementary feeding is high at 55.4 percent.  

The low level of breastfeeding practices among infants and young children is consistent with the high prevalence of malnutrition among the 0-5 year age group where 22.2 percent and 27.9 percent are underweight and stunted, respectively. 

When malnutrition was disaggregated by single year, the prevalence increased sharply between the child’s birth to one year old where underweight more than doubled from 12.4 percent to 30.3 percent, stunting almost tripled from 8.6 percent to 24.4 percent, and wasting more than doubled from 6.7 percent to 14.0 percent form 2003 to 2008.  

Infant and young child feeding is said to be the most critical ultimate care for growth and development. What the infant and young child eat has an impact on nutritional status, growth, development, health and survival that will determine human capacity and productivity during adulthood.

 There is no best way to feed an infant to have the best start in life than what Mother Nature offers in breast milk. 

Breastmilk is said to be the superior and unequalled milk for infants as it provides all the energy and nutrients the baby needs for the first six months of life. Exclusive breastfeeding promotes sensory and cognitive development and protects the infant against infectious and chronic diseases. 

With the important role of breastmilk in the infant’s health and survival, the World Health Organization (WHO) and the United Nations Children’s Fund (UNICEF) recommend that infants receive only breastmilk from birth to six months and provide appropriate complementary foods with continued breastfeeding for up to two years of age and beyond.

Infant feeding practices have a corresponding effect on children’s nutritional status and need urgent attention from the health and nutrition sectors and other stakeholders.

News Feature: Complementary feeding vital to nutrition of infants, young children

Complementary feeding is the transition from exclusive breastfeeding to giving other foods while continuing breastfeeding. The World Health Organization (WHO) and the United Nations Children’s Fund (UNICEF) recommend that this transition feeding starts when the infant is six months until the child is 24 months old. At six months, infants are very vulnerable to malnutrition because at this stage, breastmilk alone is not sufficient to meet the nutritional needs. 

Perfect timing in giving complementary feeding is very crucial because given too early or too late will not be good for the infant’s health and nutritional well-being.  

Giving it earlier than six months is discouraged because it exposes infants to pathogens that increase the child’s risks to infection and diarrhea and decreases the demand for breastmilk that in turn decreases breastmilk production.  

Given late, it will predispose the child to undernutrion since breastmilk alone is not enough to cover the increasing nutritional requirement of the child after six months. 

Aside from appropriate timing, complementary feeding should be nutritious, prepared in sanitary manner and given in appropriate texture and amount.

According to the infant feeding practices data of the Food and Nutrition Research Institute of the Department of Science and Technology (FNRI-DOST) taken from the
 7th National Nutrition Survey, water, on the average was given at three months to 9 out of 10 infants, and water with sugar was given at age four months to 2 out of 10 infants. These results fell short of the recommendation that only breastmilk should be given to infants before six months. 

Based on the results, there is a need to strengthen advocacy and training on correct infant and young child feeding practices to all nursing mothers and would-be mothers to improve Filipino infants and young children’s nutritional status.

News Feature: Only 8 out of 100 babies exclusively breastfed

The proportion of infants receiving exclusive breastfeeding from birth to six months decreased from 2003 to 2008, according to the 7th National Nutrition Survey (NNS) conducted by the Food and Nutrition Research Institute of the Department of Science and Technology (FNRI-DOST).

The NNS showed that only 8.6 percent or only about 8 out of 100 of 0-23 month old children received exclusive breastfeeding, while 29.9 percent received breastfeeding and complementary food by current feeding practices. 

Exclusive breastfeeding is not giving an infant any food or drink other than breast milk, nor other fluids including water, tea or sugar. Complementary feeding, meanwhile, is giving other foods to infants until the baby becomes accustomed to family foods. 

Among 0-5 month old infants, exclusive breastfeeding is practiced only by 35.9 percent which means that only about one-third of infants in the country met the World Health Organization (WHO) recommendation of exclusive breastfeeding until 6 months. 

Moreover, the 2008 survey showed that the mean duration of exclusive breastfeeding significantly decreased to 2.3 months from 3.0 months in 2003. The mean duration of breastfeeding in 2008 is 4.9 months compared to 5.6 months in 2003. 
 
Among 6-11 month-old babies, exclusive breastfeeding dropped to 0.5 percent while breastfeeding and complementary feeding was practiced by 39.4 percent. Also, more than half or 59.8 percent was given other milk and foods in this age group. 

Among 12-23 month-old babies, about two-thirds or 65.7 percent was given other milk and foods, and only about one-fifth or 21.6 percent of mothers practiced breastfeeding and giving complementary foods.

The decreasing rate of breastfeeding practice is alarming, considering the various physiological and socio-economic benefits of breastfeeding. 

Breastmilk is the perfect food for infants because it provides all the nutrients that are needed for proper growth and development. It also contains antibodies that help protect babies from common childhood illnesses like diarrhea, pneumonia and malnutrition. Moreover, breastmilk is readily safe, available and affordable, and it strengthens the bond between the mother and baby, and the whole family. 

Message No.2 of the Nutritional Guidelines for Filipinos (NGF) recommends breastfeeding infants exclusively from birth to six months, and to give appropriate foods while continuing breastfeeding. 

Promoting breastfeeding focusing on nutrition, health and economic benefits should be intensified among women, especially among would-be mothers, to prepare them to breastfeed immediately after childbirth.

The NPAs threats are nothing!
SUDECOR shall overcome!


There seems to be no let up to the NPAs attacks on SUDECOR. Last October 4, the service bus utilized to transport the lowly workers from the SUDECOR base camp at Barangay Puyat, Carmen, Surigaodel Sur, was burned by an undetermined number of NPAs. During the incident, the NPAs told the workers to arm themselves so that they could fight the NPAs. Two days later, October 6, the NPAs burned a hauling truck on its way back to SitioGacub, in Barangay Hinapuyan, Municipality of Carmen. The two incidents resulted to losses amounting to millions of pesos.  

The NPA has once again shown its complete disrespect to the workers who have to bear the effects of its attacks. Not only are the SUDECOR workers terrorized. The reduction in productivity also results to a reduction in outputs, and a reduction in take home pay; so that every time the NPA attacks the company, it brings misery into the lives of the workers.  
 
Through the years, and despite the innumerable attacks against the equipment, properties, and personnel of SUDECOR, the workers have shown time and again that they are capable of restoring what the NPAs can destroy. The workers have also shown to the NPAs that no amount of terror and violent assaults can force them to give up on a company that has provided them with employment, nurtured the Surigaoforest, and continues to provide the national and local economy with revenues that are also showered back to the people as funds for rural community development. 

Indeed, SUDECOR has endured and overcome all the challenges and threats posed by the New People’s Army. The Maoist fanatics may be passionate in their drive to stop companies who do not toe their line and give in to their demands, but SUDECOR is much more passionate in its mission of managing the forest sustainably while providing the domestic economy with 90% of plywood requirements and 45% of lumber. Despite the attacks, SUDECOR has kept its head up high, ever willing to move forward to continue performing its socially-relevant function. 

Unlike the CPP-NPA who have yet to prove their worth in the actual management of forests and in the provision of real and palpable economic benefits to the people, SUDECOR has lived up to its mission and will continue to do so because it is not merely a company owned by well-meaning industrialists. SUDECOR is a company that is loved and supported by its workers. It is a company that has carved its presence in the hearts of the people of Surigaodel Sur.

1 killed, another hurt in Agusan Sur grenade blast

A 12-year old boy was declared dead on arrival at a local district hospital while a 38-year old was admitted for blast injuries, after a suspect threw a hand grenade into a residence at a remote town of a southern province here in Caraga region, Friday evening (Oct. 8).

Reports reaching the regional police headquarters at Camp Rafael C. Rodriguez, Brgy. Libertad, Butuan City, from Agusan del Sur Provincial Police said that the suspect identified as Joseph Lozano, of legal age and a resident of Brgy. Binongan, Veruela town in Agusan del Sur, lobbed a hand grenade, 8:00 P.M. Friday, at the residence of a certain Reynaldo Maestrado Navarro, of legal age and a resident of Purok 5 of the said barangay, which injured the 12-year old Daryl Navarro Mahabuhay and another one a certain Bernard Sanggo Magguinimba, 38; both residents of the said place. The same report added that both victims were rushed to Bunawan District Hosptal.

The 12-year old Daryl Mahabuhay however, was declared dead on arrival by the attending physician, of the said hospital, while Magguinimba was admitted thereat for blast injuries.

Lozano, the said report further said, fled to some unknown direction after the incident and is now a subject for a police manhunt by the personnel of Veruela Municipal Police Station.

Veruela police investigators said that the motive could be a personal grudge of the suspect against the owner of the residence.

Meanwhile, another suspect facing a homicide charge was apprehended by Sibagat police personnel, led by its chief 8:00 A.M. Saturday, at Sibagat town, the same province. Agusan del Sur police reported that the Sibagat PNP led by its chief PInsp. Junmark Cana, nabbed a certain Raul Dalatuya Musico, of legal age, at his residence at Purok 4, Brgy. Sinai, of the said town.

Musico was arrested by the virtue of an arrest warrant issued by Hon. Hector B. Salise, Executive Judge of the Regional Trial Court, Branch 7 of Bayugan, Agusan del Sur, for “Homicide” docketed under Criminal Case No. 2757. There was no bail recommended for his temporary liberty.

Police nabs 4 for Comelec gun ban violation

Four persons were arrested for gun ban violations, by police who were manning a Comelec checkpoint at the national highway in Brgy. Bunawan Brook, Bunawan Agusan del Sur 11:00 A.M. Thursday (Oct. 7).
 
Reports from Agusan del Sur provincial police reaching Camp Rafael C. Rodriguez, Brgy. Libertad, Butuan City said that a company of the Agusan del Sur Provincial Public Safety Company, which set up a Comelec check point at the aforementioned location apprehended four persons who were found to have illegal firearms in their possession.
 
The suspects were identified as Betus Buenaventura y Merlin, 30; Janie Buenaventura y Merlin, 20; Bembo Rodriguez y Malspina, 27, all residents of Purok 5, brgy. Tudela, Trento, Agusan del Sur and Asher Paguipo y Cortez, 31; a resident of Mt. Ararat, Bayugan, Agusan del Sur.
 
The apprehending lawmen were able to confiscate from the suspect’s possession a US Pistol Caliber 45 government model, Colt MK IV Series with Serial Number 154551 with a magazine loaded with 7 live ammunitions, a US Caliber 45 Pistol Colt Meg with Serial Number 118529 with a magazine loaded with 7 live ammunitions, a Caliber 45 Pistol Colt government Model with Serial Number 924173 wit a magazine loaded with 7 live ammunitions and a Caliber 45 Pistol with serial Number 084325 with a magazine loaded with 7 live ammunitions.
 
The said suspects, upon verification by the authorities failed to present the necessary documents which may show the legality of possessing such, and authorizing them to bring the said firearms outside their residences.
 
Apprehended suspects were now placed under the custody of the Agusan del Sur Provincial Police Public Safety for proper disposition and pending the filing of the appropriate charges in court against them. (Noel B. Najarro, The Butuan Star/PIA-Caraga)


Army man shots self

A desperate army man reportedly shot himself on the head in front of his 14-year old son at a barangay (village) in the capital town of Surigao del Sur, 6:30 P.M., Saturday (Oct. 9). He died instantly due to a lone bullet wound of a Caliber 45 pistol on his head.
 
Reports from Surigao del Sur Provincial Police Office identified the victim as Master Sergeant Edwin Obatay y Candelas, 47; a member of the 23rd Infantry Battalion, Philippine Army, residing at Purok Kasama, Brgy. Rosario, Tandag, Surigao del Sur.
Police investigators from Tandag police said that Obatay told his wife that day that he wanted to end his life because of his personal problem. He however kept to himself what the said problem was all about.
 
Thus, when Obatay requested his wife to withdraw some amount from their ATM account later on that day, his wife wanted to be sure that nothing untoward may happen to her husband while she was away. She kept the victim’s firearm inside their bathroom and accordingly locked its door well. She then left for the downtown to heed her husband’s request, leaving her 14-year old son, Josh (not his real name) together with the victim.
 
The son testified to the police investigators who had responded to the incident that after his mother left them, his father looked for his firearm. He accordingly kicked the bathroom’s door open and found the firearm kept there by his mother, a Caliber 45 pistol. He told police investigators from Tandag Municipal Police Station and Surigao del Sur Crime Laboratory Office, that he saw his father pointing the barrel of his pistol right at his own head and fired the shot that ended his own life.
 
Responding policemen recovered from the crime scene a Caliber 45 pistol “Shooters” made with Serial No. SO6012282, still held by Obatay’s right hand. A spent shell of a firearm of the same caliber was also found at the said place
