NYC to hold 8th National Youth Parliament

BUTUAN CITY – The National Youth Commission (NYC) will hold the 8th National Youth Parliament (NYP) come November 5-8, 2010 at Almont Hotel’s Inland Resort here. 

Mr. Mohammad Hanny M. Camid, NYC Commissioner representing Mindanao bared that a total of 210 participants composed of 160 youth leaders, 34 Sangguniang Kabataan, and 16 UNICEF representatives are expected to participate in the said event.

Ms. Cristabeth Madrigal, NYC Presidential Staff Officer also said that the main goal of NYP is to develop youth advocate who organize networks effectively advocating, lobbying, and influencing decision of policy makers in the creation of a supportive and sustainable environment for the total development of the young people.

“Thru the 8th NYP, we intend to influence policy makers in adopting the NYP agenda; increase the participation of the Youth Parliamentarians in both national and local advocacy; motivate and empower youth advocates; and improve the management and support system of NYP,” Madrigal added.

Meanwhile, NYC also needs the help and assistance coming form the local government units, regional line agencies, and private stakeholders to make this event more fruitful.

With this move to increase the knowledge of the youth in policy making, NYC is encouraging the public to support this activity for the youth’s welfare and development. 

It was also learned that NYP will gather youth leaders in the country to discuss the prevailing issues affecting them, to serve as a venue for the youth to craft policy recommendations in the pursuit of advancing youth concerns. (PIA-Caraga)

NPAs Attacked; 1 killed, 2 held hostage, vehicles burned

One militia man was killed, 2 were held hostages, a jeepney and a hauler truck were burned by armed groups believed to be members of the New People’s Army who waged an attack on two separate occasions in the province of Surigao del Sur yesterday morning.

Reports reaching Camp Rafael C. Rodriguez from Surigao del Sur Police Provincial Office mentioned that as of 6:00 A.M. yesterday, a patrol base of the 23rd Infantry Battalion Philippine Army Civilian Active Auxiliary (CAA) headed by a certain Corporal Solaiman P. Blain stationed at Brgy. San Isidro, Lianga, Surigao del Sur was harassed by an undetermined number of rebels led by an unknown commander.

The patrol base defenders resisted and repulsed the attacking group after an hour of firefight which made the attackers withdrew towards the northeast direction.

One CAA member, however, identified as a certain Rey C. Ranque was reportedly killed in action during the encounter. The base defenders also believed that they had been able to inflict casualties on the side of the enemy.

On another incident, the service vehicle No. 6 of the Surigao Development Corporation (SUDECOR) driven by a certain Rony Recalde boarded by Engr. Henry Fernandez, a mechanic superintendent of the said logging firm was flagged down by an undetermined number of armed group believed to be NPA rebels. The group was reportedly led by a certain alias Winston, the team leader of the Sentro de Grabidad (SDG) Platoon 1 of the Guerilla Front 14 of the Northeastern Mindanao Revolutionary Committee (NEMRC) at 10:00 in the morning yesterday at the vicinity of Kilometer 16, SUDECOR Logging Area, Sitio Gacub, Brgy. Hinapuyan, municipality of Carmen in Surigao del Sur.

The said service vehicle and another hauler truck hired by Barangay Captain Rony Iligan of Brgy. Hinapuyan were also reportedly torched by the rebels. However, Recalde and Fernandez were released at 11:30 yesterday morning before leaving the area.

The pursuing elements of the special civilian active auxiliary (SCAA), who responded to the incident, caught up with the fleeing rebels some few kilometers from the burning site, still in the area of Brgy. Hinapuyan, which resulted to an ensuing ten-minute firefight.

No reported casualties from either side were reported after the said encounter.

Municipal police stations of both towns of Lianga and Carmen, all of Surigao del Sur are now conducting investigations on the incidents which had happened under their areas of responsibility in coordination with the Philippine Army troopers assigned within their respective areas. Army troops repulse NPA attack in Surigao del Sur

CAGAYAN DE ORO CITY – SCAA elements of Surigao Development Corporation (SUDECOR) based in Lawaan Post, Placa Area, Sitio Gacub, Brgy Hinapuyan, Carmen, Surigao del Sur repulsed an attack by undetermined number of local terrorists (NPAs) at about 11:20 in the morning of July 28, Wednesday. The firefight lasted for about 30 minutes with no casualties on the government side and 1 NPA is believed to be killed and several others wounded.  

“The vigilance of our troops and cooperation of the residents nearby helped repulse the attack. This is a good example of the populace and the military working hand-in-hand to achieve peace,” emphasized LtCol Jose Emmanuel Mariano, Commander of 36th Infantry Battalion.

Prior to the attack, at about 9:30 in the morning, one (1) Willy’s jeep and one (1) Isuzu forward truck used by SUDECOR was burned by more or less 15 local terrorists (NPAs) with two (2) female members at Tugupon, Sitio Gacub, Hinapuyan which is about 8 kilometers away from Lawaan Post.  

SUDECOR is a logging company famous for its sustainable forest management practices which is evaluated and validated by foreign-assisted projects, forestry and environmental experts. SUDECOR is known for not giving in to the extortion demands of these lawless elements.

Joint oath-taking of Caraga’s Mining Engineers, Mine Safety set on Thursday

SURIGAO DEL NORTE (July 28) – The Philippine Society of Mining Engineers – Caraga Chapter (PSEM) and the Caraga Mine Safety and Health Committee (CMSHC), in coordination with the Chamber of Mines of Caraga Region Incorporated (CMCRI) and the Mines and Geosciences Bureau-XIII (MGB-13), will hold a joint induction and oath-taking of newly elected officers on Thursday, July 29, 2010.

It will take place at the Hotel Tavern in Surigao City and will promptly start at 6 o’clock in the evening.

PRO 13 conducts PCR Month Culminating Activity

BUTUAN CITY – After spearheading several month-long activities, the Police Community Relations of Police Regional Office 13 conducted a culminating activity of the 15th Police Community Relations Month Celebration during the traditional Monday flag raising ceremony at the parade grounds of Camp Rafael Rodriguez, Libertad, this city.

The highlight of the ceremony is the Police-Community Relations Awards Program in recognizing officers and work teams from the PNP and partner’s organizations who have made outstanding contributions to the improvement of police-community relations in the Caraga Region.

Atty. Rene Burdeos, Regional Director of DILG 13 and Police Chief Superintendent Lino Calingasan gave the Plaque of Recognition to Surigao del Norte Police Provincial Office (PPO) who was chosen as the Best PCR Branch of the year in the region. Nasipit Municipal Police Station, Agusan del Norte PPO as best PCR MPS, San Francisco MPS in Surigao del Norte as the Model Barangay Peacekeeping Action Team (BPAT) of the year and 13th Regional Public Safety Batallion as the Best PCR Team of the Year.

Also awarded with Plaque of Recognition is Police Inspector Marife Farol who was chosen as the Best PCR Police Commissioned Officer of the year, PO2 Mary Joy Abedejos as the Best Senior PCR Police Non-Commissioned Officer.

The Rotary Club Downtown Butuan represented by Ma. Victoria Trojellio was given due recognition and awarded with a Plaque of Recognition for their continuous and untiring support to the ongoing plans and programs of PCR in bringing the police closer to the community in Caraga Region.

NPA demands caused failures of previous peace talks 

BUTUAN CITY – President Benigno Aquino III in his 1st State of the Nation Address on July 26 not only ordered for the resumption of pursuing negotiations with the MILF under his administration but for the government to have a dialogue with the NPA’s as well saying, " To the CPP-NPA-NDF: are you prepared to put forth concrete solutions rather than pure criticism and finger-pointing? If it is peace you truly desire, then we are ready for an immediate cease-fire. Let us go back to the table and begin talking again."

Operations and Plans Division Chief of Police Regional Office 13 Police Senior Supt. Benson Leleng welcome the Aquino administration's pledge of achieving lasting peace through dialogue with all anti-government groups.

“Exploring the possibilities of negotiating with the CPP/NPA is an effective way of resolving peaceful conflict resolutions; anyone who wants peace would enter direct peace negotiations,” this was the positive reaction made by PSS Leleng.

It was learned there were attempts of trying to negotiate with the rebel groups in previous years.

However, there were demands that were not attainable like the release of political prisoners, and NPA members who were arrested facing murder, extortion, arson and other criminal charges.

PSS Leleng clarified, “We have to give justice to the victims and we have our nation’s law to follow therefore we just could not give in to these demands.”

Police Regional Office13 will conduct a command conference to map out plans to renew efforts to engage in dialogue with leaders of the CPP/NPA here in Caraga Region.

“Categorically, Mindanao is a zone of peace, we have to tell people that conflict areas are confined to some parts in Mindanao and the presence of NPA rebels in Caraga Region has been reduced due to effective military and PNP operations,” said PSS Leleng.

Reports from Police Regional Office 13 revealed, for the previous years, government troops have cut down the strength and influence of the CPP-NPA in the region who also reduced their mass based support.

Nevertheless, PRO 13 expressed positive response to President Aquino’s SONA to implement a ceasefire to give way for a roundtable discussion in attaining a lasting peace and could paved way for the rebel groups to return back in the main stream of the society. CPNP ‘to run’ in Caraga region

Preparations are underway by the Police Regional Office 13 headquarters and other police offices in the region for the visit of Philippine National Police chief Director Gen. Jesus A. Versosa, to lead once again the legacy run and the PNP transformation forum here in the Caraga region.

The country’s top police official is scheduled to arrive on August 6-7, and head the activity which is a part of the PNP’s Integrated Transformation Program (ITP), an expression of PNP’s collective desire to support the continued advocacy to its own transformation program, the roadmap to lasting reforms of the police designed to resolved organizational dysfunction and improve the quality of the police service, strengthen law enforcement capabilities and enhance morale and welfare of the police personnel and their dependents.

PNP regional sources said that the legacy run is set early morning on August 7, with the runners which will be composed of the PNPs rank and file to be led by the Chief PNP himself and Regional Director Lino DG Calingasan, other participating agencies and media. This time it will start at the National Highway crossing leading to the Diosdado Macapagal Bridge. The runners will then cross the bridge, and then turn right towards Montilla Boulevard, and then again turn left as they will reach the crossing of Jose C. Aquino Ave., and proceed westward towards Camp Rafael C. Rodriguez.

A transformation forum will follow at a local gymnasium after the run and a short program at the regional headquarters ground.

Meanwhile, the Agusan del Norte Provincial Police Office under the stewardship of its newly installed provincial director PSSupt. Nestor M. Fajura, will present its very recent project of facelifting the façade of its provincial headquarters. Provincial Police source said that an ITP park construction is on its finishing touches at the eastside of its provincial headquarters building, will soon be ready for inspection at the Chief PNP’s visit.

“This (project) will form as part of our concrete contribution to the integrated transformation program initiated by our national office under this dispensation. Jabonga Police conducted teach-ins

In sincere efforts to bring the police closer to the community, the Jabonga Municipal Police Station, Jabonga, Agusan del Norte under the supervision of its officer-in-charge Police Inspector Nefre Telewik Acaso, sent a team to a local elementary school in the area, to conduct teach-ins on Science, Mathematics and English subjects.

A team lead by Senior Police Officer 3 Rolando T. Rubrica was sent by Inspector Acaso, yesterday morning (July 27) under the “Pulis Ko, Titser Ko” (My Police Officer, My Teacher) at Magsaysay Elementary School, Brgy. Magsaysay, Jabonga, Agusan del Norte.

At 9:30-11:45 A.M. yesterday, Police Officer 1 Diana M. Dejolde, Administrative PNCO of the said police station taught Science subject to the Grade 3 students, while Police Officer 2 Michelle A. Tumbaga, WCPD/FJGADD PNCO, taught Mathematics to the Grade 4 students and Police Officer 1 Christy Daisy B. Angub, PCR/Asst. WCPD PNCO taught English subject to the Grade 5 and Grade 6 students of the said school.

The said team in the afternoon conducted a “mass feeding” to some 250 students of the said elementary school, in connection with the celebration of the nutrition month under the theme: “Sa Pagkaing Tama at Sapat, Wastong Timbang Ni Baby ang Katapat.”

Robbery suspect falls as would-be victim fought back

Police nabbed a robbery suspect after his would-be victim resisted, forcing the mugger to flee and fail in his evil attempt, Monday evening.

Reports from Surigao del Sur Police Provincial Office identified the would-be victim as a certain Rebeca Libaton, a businesswoman of legal age from Purok 3, Brgy. Maharlika, Hinatuan, Surigao del Sur who reported to Hinatuan Municipal Police Station, Hinatuan, Surigao del Sur, that as she was drawing near Brgy. Aquino, particularly in front of the Municipal Circuit Trial Couirt building of the said place, 7:20 P.M. Monday, when an unidentified person, armed with a short firearm approached her and announced a hold-up.

As it was still early part in the evening and some people were noticeably nearby, she resisted and shouted for help at the same time. This caused the suspect to panic and prompted him to flee towards an undetermined direction.

Acting immediately on the businesswoman’s complaint, the Hinatuan police conducted a hot pursuit operation against the fleeing suspect. This resulted to the apprehension of the suspect who was later identified as Francis Abedijos y Ampis, 22; of Purok 2, Brgy. Lacasa, of the said town. Recovered from his possession was a unit of homemade Caliber .38 revolver without a serial number.

Surigao City residents frown at water supply 

SURIGAO CITY (July 27) – Prolonged inadequate water supply from Surigao Metropolitan Water District (SMWD) last week has forced hundreds, if not thousands, of city residents to fetch water from neighboring barangays for their immediate consumption and daily use. 

In some high ground areas in Barangay Washington, particularly in the Capitol stretch, Pag-asa Hills and Silay Hills, residents were fuming on the lack of water supply which ran for over two weeks.

Also not spared from the water shortage was Barangay Taft, an urban barangay which has the biggest number in terms of population, where residents would berate SMWD personnel. Its most affected areas were Espina Village and the hilly portion of Talipapa. 

In low-lying urban barangays such as Luna, Sabang, Rizal and San Juan – they suffered from a low water supply. 

Joel Tudtud, a resident of Payawan I, Barangay Luna, said they have to wait for 11 o’clock in the evening before they could start filling in water on their containers because only at that time when water would start flowing from their faucet and would stop at around 5 or 6 in the morning. 

“This is an endless problem of our city. Every year we face the same problem especially during the dry season,” Tudtod commented. 

On the other hand, Laurice Congreso of Espina Village, Brgy. Taft, involuntarily found herself buying water at a costly price of ten pesos for every container with a capacity of 16 liters. 

Her neighbors who ventured in fetching water from as far as Sitio Bioborjan in Brgy. Rizal, approximately 8 kilometers away from the city proper, found the same tedious and energy-sapping. 

In a related development, City Mayor Nitoy Matugas and Governor Sol Matugas have demanded an explanation from the management of SMWD in connection with the water shortage which rocked the city populace. 

The duo said they would call the attention of SMWD so it could immediately find a solution to ease out the problem. 

City residents have noticed that during every heavy downpour of rain in the city, the SMWD would usually cease in providing potable water to the consuming public because the liquid accumulated in its reservoir would turn murky which could be dangerous to human health once consumed.

GSIS revises RA 8291 IRR, revisits disability benefits

The Government Service Insurance System (GSIS) has revisited the Implementing Rules and Regulations (IRR) of Republic Act 8291, the law governing the pension fund, with a particular focus on disability benefits.

The revised IRR clarifies the ambiguous provisions of the law and consolidates the policies implemented by the GSIS. It has undergone various deliberations among GSIS executives and former GSIS President and General Manager Winston F. Garcia.

Under the revised IRR, members will be entitled to disability benefits, whether for Permanent Total Disability (PTD), Permanent Partial Disability (PPD), or Temporary Total Disability (TTD), provided however that the following conditions will be met: he/she is gainfully employed prior to the commencement of disability resulting in loss of income; he/she is not a registered member of any social insurance institution; and he/she is not receiving any other pension either from GSIS or another local or foreign institution or organization.

Disability is defined as any loss or impairment of the normal functions of the physical and/or mental faculties of a member, which reduces or eliminates his capacity to continue with his current gainful occupation or engage in another gainful occupation resulting in the loss of income.

PTD is the disability due to injury or disease causing complete, irreversible and permanent incapacity that will permanently disable a member to work or to engage in any gainful occupation resulting to loss of income.

PPD, on the other hand, arises due to the complete and permanent loss of the use of any of certain faculties, resulting to the disability to work for a limited period of time.

TTD accrues or arises when the impaired physical or mental faculties can be rehabilitated and/or restored to their normal functions, but such disability shall result in temporary capacity to work or engage in any gainful occupation.

The corresponding disability benefits for each kind of disability shall be granted to a member based on the duration of incapacity to work and actual loss of income.

The revised IRR defines actual loss of income as the number of days when a member went on leave of absence without pay (LWOP) reckoned immediately from the date of commencement of disability and for the duration of entitlement, based on medical evaluation. Any LWOP incurred after the duration of entitlement to the benefit shall not be compensable.

If a member has two or more different contingencies during the same period of benefit entitlement, he shall be compensated only once for the overlapping periods.

Also, all injuries, disabilities, illnesses and all other infirmities compensable under Presidential Decree 626 (Employees Compensation and State Insurance Fund) shall not be compensable under Republic Act 8291.

The IRR, as revisited and made clearer for better understanding of the GSIS membership, will also serve as instrument of the GSIS for a strong financial condition and stable actuarial life.

The GSIS significantly increased the amount of its claims and benefits paid in 2009 at P39.68 billion from P22.88 billion in 2001. (GSIS/PIA-Caraga)

So That The Public May Know: Re Equipment Burning near Sitio Daging, Urbiztondo, Claver

On July 21, 2010, a group of armed men took two security guards hostage and, after freeing the security guards later in the day, proceeded to burn a number of heavy equipment belonging to a Surigao-based contractor, which equipment was under contract with our company. 

From cell phone conversations between the armed group and ourselves and from observations passed on to us by the security guards, it is apparent that the armed group was composed of indigenous peoples belonging to the Mamanwa tribe. It is also apparent that their action was caused by their unhappiness with the sharing of the 1% royalty from our company between the Mamanwa tribal communities in the affected area within or adjacent to our mine site, and other Mamanwa tribal communities that are not within the affected area.  

Our company pays a 1% royalty pursuant to the Indigenous Peoples Rights Act (“IPRA”) and the 1995 Philippine Mining Act from our operations within the ancestral land of the Mamanwa tribe. Under regulations of the National Commission on Indigenous Peoples (“NCIP”), our royalty is being paid to the Mamanwa tribal communities that are within the affected area of our mining operations. We understand that such communities share the royalty with other tribal communities within the ancestral land. 

The records will show that we have made substantial payments under the royalty and that we provide substantial services to the tribal communities within the affected area, including employment, housing and education. We are indeed proud of our record with respect to the indigenous peoples, which is an obligation that we take seriously.

However, we wish to state that the sharing of the royalty or other benefits from our company between the affected and non-affected tribal communities is not a decision that our company can make, since we are bound by regulations of the NCIP. 

We deplore the burning of the equipment of our contractor and the disruption to our operations by this armed intrusion. We believe that this issue can be resolved by peaceful dialogue between the Mamanwa tribal communities, with the assistance of the NCIP and other concerned sectors of society. NPAs burn farm equipment in Bukidnon

CAGAYAN DE ORO CITY
– NPAs are once again doing their terroristic act when they burned 2 farm vehicles owned by Dole Philippines. 

“These lawless elements are targeting the so-called soft targets to terrorize this establishment and be able to project to the populace that they are still a force to be reckoned with,” said Major General Mario F Chan AFP, Commander of the 4th Infantry Division.

 403rd Infantry Brigade based in Malaybalay City reported that more or less 20 fully armed persons with female members believed to be local terrorists (NPA) disarmed the security guards of VV Security Agency detailed in Dole at Sitio Kubayan, Kibenton, Impasug-ong, Bukidnon on Sunday, 25 July 2010 at around 7 in the evening. The criminals carted away a shotgun, a pistol and 2 handheld radios owned by the agency. Subsequently, the rebels burned one water truck and one canter truck owned by Dole which is worth more than a Million Pesos.

Col Nicanor Dolojan, CO, 403rd Bde said, “These terrorists are doing these dastardly acts to terrorize the company and be able to pursue their extortion activities and collect much-needed logistical and financial support. Likewise, we encourage the populace to cooperate with the military and the PNP in bringing to justice the perpetrators, a small step towards achieving lasting peace and progress in Mindanao.”

Village for the poor wakens up in Brgy. Mahay

BUTUAN CITY – The poor folks of the Immaculate Conception Parish (ICP) of this city have reasons to cheer and jubilate because a haven for them, dubbed as the CFC-ANCOP-ICP Village, is wakening up at Barangay Mahay here and will perhaps be made available by September 2010 if the funding support so warrants for the completion of an initial of 10 houses.  

According to Mr. Jaime M. Amamio, Provincial CFC-ANCOP Area Head for Butuan and Agusan del Norte, the Village is wakening because of kindhearted individuals and institutions that would like to provide a decent shelter for the poor. He said, “the acronym CFC, which stands for Couples for Christ, is a worldwide institution, and ANCOP, which stands for Answering the Cry of the Poor, is the very Program that helps its members, particularly those who have least in life.  

Rev. Father Severino M. Diamante, Jr., Parish Priest of ICP, revealed that “the housing project itself will be awarded primarily to Catholic church workers and CFC members who belong to the poorest of the poor.” He divulged also that the housing project is made possible because of the support coming from different sources.

“For example,” he shared, “this housing project is being established at this 1,000 square meters, which belongs to the ICP. Another 1,000 square meters is donated also by Mr. Ruel Calo for the livelihood endeavors of the would-be occupants.”

When asked what is the availment scheme, he pointed out that “the houses will only be provided on a stewardship basis for those who will pass our screening test. The stewards can stay in the houses and maintain them respectively, but they can never own them. If they get out from the housing project, they cannot sell it; they can only turn it over to the parish.”

As for funding support, he was enthusiastic in sharing that “TESDA Caraga is instrumental in pushing for the completion of the housing project . . . and is philanthropic enough to commit in completing at least one house to serve as a model.”  

The housing project was blessed also with a support from the Holcim Philippines as it provided for at least 125 bags of cement to fast track the construction.  

The presence of the Holcim Philippines in the area was made possible because of a tie up and collaboration with TESDA and CFC-ANCOP-ICP for the conduct of a competition, which was held on July 21 and 22, 2010.  

TESDA’s entry was in the area of facilitating the conduct of the bi-annual Holcim Philipines competition known as “galing Mason Olympics” in order to recognize masons for their skills and contribution.  

CFC-ANCOP-ICP on the other hand provided the venue for the competition and became the recipient of 125 bags of cement for construction purposes.  

It was learned that at least 24 qualified and certified masons coming from the different provinces around the Caraga Region clashed in the two-day competition. As for official result, Mr. Guancho O. Antipuesto of Surigao del Sur emerged as 3rd Placer; Leo V. Deindoy of Surigao del Norte was 2nd Placer; and Eric L. Mapalo of Agusan del Norte became the 1st Placer and will represent Caraga Region in the National ‘galing Mason Olympics next year. The winners received PhP3,000.00; PhP5,000.00; and PhP7,000.00 respectively.  

First Placer Mr. Mapalo shared that his face got reddened one time to the point of severe exhaustion and almost gave up because he, like his co-competitors, had to do everything – from mixing, hollow block piling, and finishing. But he persevered . . . until he got the surprise of his life by becoming the champion.  

The rest of the supplies and materials – such as sand, gravel, bars, wood, roofing – used in the housing project was through the benevolence of the ICP parishioners. Fr. Diamante hopes that outside funding support might come later.

Mindanaoan visual artists set to invade Manila Via Manilart 10

While cosmopolitan Manila enjoys the reputation of being the Philippines’ arts and culture capital, there are actually thriving art scenes across the archipelago. Various art communities in Zamboanga, Davao, Cotabato, Butuan and even as far as Sulu are emerging – proof that Mindanao with its melting pot of cultures and people generate expression released in visual arts form. And most often the works of art only get to be appreciated within the island…  

But from July 29-August 1, 2010, Mindanaoan visual artists will get to invade Manila through the country’s biggest visual arts fair, ManilART 10 at the Mall of Asia’s SMX Convention Hall 4.  

Now on its second year, ManilArt is an initiative of the Bonafide Art Galleries Organization (BAGO) and co-sponsored by the National Commission on Culture and the Arts. The sophomore year boasts of 1000 art works by 500 visual artists participated in by 56 of the country’s finest galleries nationwide.

Representing the roster of Mindanaoan artists is Gallery of Davao (g.o.d.) which is located within the Davao Crocodile Park Complex in the Davao City. It houses talented artists and beautiful artworks from all over Mindanao.  

Dr. Abdulmari Asia Imao – Mindanao’s first National Artist- joins the roster of artists. He is exhibiting his 2010 sari-fish series and his trademark sarimanok wood sculptures and a sculptured narra table. Presidential Medal of Merit awardee Tomas Concepcion who is Marawi born- Italy based artist contributes paintings from his bondage series and a bronze sculpture.  

Also included in the line-up are the works of Rameer Tawasil – Zamboanga’s pride and peace advocate; Davao City’s public artist the very prolific Kublai Ponce-Millan; Davao Del Norte’s Joel Geolamen,; Cotabato’s Raymond Malicay; and Anoy Catague from Butuan. Fullbright scholar and multi-media artist Toym Imao pledges support to the Mindanao booth with two of his artworks. Matugas rejoins Liberal Party


SURIGAO DEL NORTE (July 26)
- Reelected Representative Francisco Matugas (1st District, Surigao del Norte) recently found himself home again after he took an oath of allegiance as a member of the Liberal Party (LP) together with Representative Guillermo Romarate, Jr. (2nd District, Surigao del Norte), another reelected solon, in simple ceremonies held at the Liberal Party Headquarters in Quezon City, Metro Manila, on July 21, 2010.

The adage “Love is lovelier the second time around” has proven itself true with Matugas’ homecoming to President Noynoy Aquino’s political party of which he was a pioneering member representing the province of Surigao del Norte. He was recently invited to rejoin the group by LP Chairman Sen. Franklin Drilon, LP President Mar Roxas, LP Secretary-General Florencio “Butch” Abad, former Bukidnon Congressman Neric Acosta including President Benigno “Noynoy” Aquino.

It was in 2004 when Cong. Matugas took his first oath as LP member together with more than a hundred local political leaders in simple ceremonies held in the town of General Luna, Surigao del Norte, the country’s surfing capital. They were sworn in as LP members by Sen. Franklyn Drilon, while then Senator Noynoy Aquino and former Congressman Butch Abad witnessed the occasion.

In 2007, when the local elections were then approaching, Matugas tendered his formal resignation from LP citing as reason his intention to join the KAMPI party of then President Gloria Macapagal-Arroyo. Senator Franklyn Drilon who was LP President at that time refused to accept Matugas’ resignation but still allowed him to affiliate with KAMPI. He even foretold the former of his return to their party.

As it turned out, Sen. Franklin Drilon’s prediction proved prophetic with the recent homecoming of Cong. Francisco Matugas to the Liberal Party.

News of Matugas’ return to the Liberal Party spread like wildfire and drew positive reactions from the local peasant, education, business and religious sectors which were all supportive of the lawmaker’s legislative agenda on agriculture, aqua-culture, education, entrepreneurship, spiritual renewal and many others.

The local chapter of the League of Municipalities of the Philippines headed by Bacuag Mayor Shiela Mae Orquina-Cebedo likewise expressed optimism that the two reelected solons’ affiliation with the LP would translate to widespread development and progress for all the 20 towns and one city of Surigao del Norte.

“We warmly welcome the latest membership of Cong. Lalo Matugas and Cong. Jun Romarate in the Liberal Party because we know the main reason or consideration in their minds is the general welfare of all Surigaonons. As members of the Partido Padajon Surigao, we, the mayors, have strong faith in the tested leadership of these two pillars of our province. We are all ready to follow in their footsteps and convert ourselves into LP – taking into consideration also the welfare of our respective constituencies,” Cebedo stressed during an exclusive interview.

Partido Padajon Surigao is the first and only local political party accredited and recognized by the COMELEC in Caraga Region. It is founded by Cong. Francisco Matugas who sits in as party chairman, while Cong. Guillermo Romarate, Jr. serves as its party president.

During the just-concluded May 2010 elections, the said political party captured the governor, vice-governor, city mayor and city vice-mayor seats including all mayoralty positions in twenty towns of Surigao del Norte. “P-Noy” assures Nitoy of support

SURIGAO CITY (July 26) - President Noynoy Aquino or otherwise known as “P-Noy” recently assured Surigao City Mayor Ernesto “Nitoy” Matugas of his full support in connection with the latter’s development programs which will benefit his entire constituency. The assurance was made by the country’s chief executive during the duo’s meeting in Malacañang Palace on July 19, 2001, it was learned.

“P-Noy” is the moniker chosen by Aquino which means Pangulong Noynoy - in a humble intention to identify himself with the masses by combining the Filipino translation of his position with his nickname in order to come up with a moniker with “mass appeal”.

Aquino likewise encouraged Nitoy to call his office anytime that the latter would need help especially on problems which could not be solved on his level. The president told the same to the city mayor in the presence of newly-elected national officers and members of the League of Cities of the Philippines who paid a courtesy call on the chief executive in Malacañang Palace, it was gathered.

In an exclusive interview with this writer, City Mayor Nitoy Matugas expressed his gratitude to the readiness and sincerity of the President in helping his administration deliver developmental programs for the welfare of the Surigaonons. He made known his appreciation of the President’s offer of assistance and likewise his readiness to seek membership under the latter’s political umbrella which is the Liberal Party.

FEATURE: Remembering one fine man: A media arm and mentor

SURIGAO CITY (July 26) - To fellow Surigaonons, he was fondly called “Dos Por Dos”. To his family and friends, he was "Ynot". While to his colleagues and “compadres” in and outside of politics, he was simply known as Tony.

Tony Consing lived half of his life as a media practitioner. It was in early 70's when he started his career as a radio commentator over a KBS (Kanlaon Broadcasting System) radio station in Manila. He later moved to Mindanao and served in a RMN (Radio Mindanao Network) radio station.

Tony has been a brave, candid but straight to the point critic of controversial public issues on air. Sensible and witty, he unnoticeably created a name and a character of his own. From radio broadcasting, he eventually ventured into print journalism.

As a conventional journalist, he would not mind using an ordinary pen and a scratch paper. He would grab his eyeglasses and would start writing continuously as if there was no tomorrow to follow. He had been occasionally contributing articles in Manila Bulletin in the 80's and 90's. Aside from issues pertaining to people and politics, he was also interested in anything and everything which had relevance in Mindanao.

His writings and radio programs eventually gained prominence in public which caused him to travel a lot to get a first-hand account on critical issues.

He eventually became president of the Independent Media Practitioners in Caraga-13 (IMPACT-13).

But not all fairy tales have happy endings. He and his very big family later found out he was battling with the dreaded disease known as cancer. But Tony was a born fighter and took it with a positive attitude by battling his illness silently while at the same time keeping himself busy through writing for his weekly columns in Agusan-Surigao Enquirer and Super Banat tabloids. Worthy to note, even he was cancer-stricken, he fought for his life for eleven months while doubling as a journalist. It was his passion for writing which obviously gave him the will to survive.

Writing and broadcasting were the love of his life that even on the third and fourth cycles of his chemotherapy treatment he would still travel from Manila to Surigao City just to be able to be on board his radio program and wrote articles for the local tabloids. He literally struggled, painfully battled and eventually passed out due to cancer. But the killer disease failed to take him away from the memory of the public. For we know that thirty years of serving the people through the print and broadcast media was a lasting legacy which would keep his name alive in the memory of Surigaonons.

Physically, he may have left his dedication to media service on January 5, 2010 due to his untimely death, however, his media work served a source of inspiration to many others. He had been oftentimes criticized and opposed, but it only inspired him to become more reasonable and fair to his critics.

Indeed, he was a brave fine man with a big heart - high and firm in principles. He offered an arm to media service and noticeably left a legacy. He was an example that touched and inspired many including myself.

1st Caraga Media Summit set in Surigao City

SURIGAO DEL NORTE (July 26) - Journalists around Caraga Region will gather for the first time on July 31 to August 2, 2010 in Surigao City for the 1st Caraga Region Media Conference.

Convened by Mindanao News and Information Cooperative Center (MNICC) and Mindanao Media Forum (MMF), the two-day event is organized with the theme: “Mindanao 2020: Moving Forward.”

There will be lectures and workshops during the forum aimed at empowering media practitioners in Caraga to create positive change through reporting on the current realities in Caraga and Mindanao as a whole.

“This is not just a learning mechanism but also expand our knowledge more than the basic ropes in reporting which will be shared by top-caliber speakers who work in respected media outlets in the country,” said Roel Catoto, Assistant Regional Director of Mindanao Media Forum (MMF).

Seminars on Environmental Reporting, Beyond City Hall and Capitol Coverage, Safety of Journalist, Reporting Mindanao, Media Social Tools among others are primarily the topics to be discussed by award-winning journalists Yvonne Chua, Luz Rimban and Carol Arguillas.

Panambay Sa Barangay: A hit in Bacuag

SURIGAO DEL NORTE (July 26) - The launching of the health program “Panambay Sa Barangay” proved to be a big hit in the town of Bacuag this province, after thousands of residents from its nine barangays brought their sickly household members and trooped to BacuagMunicipal Gymnasium where they availed of free medical and dental services including free medicine under the auspices of the Provincial Governor’s Office.

Originally, the “Panambay Sa Barangay” was a brainchild of Cong. Francisco Matugas during his previous three terms as governor of the province. Its evident popularity and success in serving the masses obviously inspired Governor Sol Matugas to duplicate the feat of the former who is her husband and a reelected legislator representing the first congressional district.

With barely six days in public office as provincial chief executive, Gov. Sol Matugas made good of her “election promise” to address the medical needs of the poor and sickly people of Bacuag by choosing the town as first recipient of the health program.

In an interview conducted by this writer, Bacuag Mayor Sheila Mae Orquina Cebedo and Association of Barangay Captains (ABC) Provincial President Ebro Joy Orquina could not just find enough superlatives in their overflowing expressions of gratitude for the rare concern showed by the lady governor on the health aspect of their constituency.

"We were lucky to be Ma’am Sol’s first priority and for being her choice as a pilot area for the launching of the Panambay Sa Barangay. Our people really feel proud and privileged with this kind generosity and concern she has shown us," Cebedo said.

Aside from availing of free medicines, residents also received vaccine shots against AH1N1 infection, the dreaded disease caused by the deadly flu virus.

The Panambay Sa Barangay had also conducted free circumcisions to poor kids in the said town.

4,790 members benefit “Pinoy Coop ATM” in Agusan del Norte 

BUTUAN CITY (July 26) -
At least 4,790 individuals are now benefited of the “Pinoy Coop ATM” in Agusan del Norte province. 

The beneficiaries are members of the Agrarian Reform Beneficiaries (ARB) and non-ARB members. 

The "Pinoy Coop ATM" is a program that will help the farmers in getting their financial needs right in their respective communities through its branches situated in strategic areas in the province. 

Recently, the main branch of “Pinoy Coop ATM” was inaugurated in Magallanes town, also of that same province, another milestone in finding better ways to serve and address the needs of its ARB and non-ARB members. 

The project of the Department of Agrarian Reform (DAR) is fully supported by Gov. Erlpe John Amante and his sister Rep. Angel Amante. 

“Our ARB and non-ARB members will no longer go to the DAR regional office in Butuan because their needs will be already withdrawn right in their respective localities,” said Gov. Amante. 

"We are proud to announce that it is the only Agrarian Reform Beneficiaries Cooperative in Caraga region having an ATM project installed and operationalized," added DAR Regional Director Faisar Mambuay. 

Meanwhile, Provincial Agrarian Reform Officer ll (PARO II) Andre B. Atega congratulated the beneficiaries for harvesting the yields on the impact of Comprehensive Agrarian Reform Program (CARP) in Agusan del Norte. 

He reiterated the spirit of unity is one of the reasons why the coop still stands over a decade. 

The recently installed “Pinoy Coop ATM” is a dream come true to the members through the effort of Chairman Jimmy L. Beray in partnership with Mindanao Alliance Self-help Societies-Southern Philippines Education Cooperative Center (MASS-SPECC). 

DAR Agusan del Norte, through their European-funded Agrarian Reform Support Project (ARSP), granted a loan 13 years ago used to start a business. 

“Pinoy Coop ATM” has already five branches located in Butuan City; Cabadbaran City; Buenavista, Agusan del Norte; and satellite office at Langihan, Butuan City. 

The “Pinoy Coop ATM” has link 24 hours, seven days a week to any Megalink and BancNet ATM Machines. Members can now withdraw their loans using any ATM worldwide.

1,600 has agricultural lands set for distribution in Agusan del Sur 

PROSPERIDAD, Agusan del Sur (July 26) -
A total of 1,600 hectares of agricultural lands are set for distribution by the Department of Agrarian Reform (DAR) in the province of Agusan del Sur before the end of this year. 

Agusan del Sur Gov. Adolph Edward Plaza was elated of this new development, saying “This will make our farmers more progressive”. 

This new development also came out during a series of workshops conducted by DAR as mandated by the CARPER law. 

With the enactment of Republic Act 9700 last August 2009 which provided for the extension of the land acquisition and distribution activity, DAR strategized to distribute the area that remained to be distributed. 

Provincial Agrarian Reform Officer (PARO) Marino M. Gayramon said the DAR is committed to distribute the remaining agricultural lands that can still be covered by CARP before the 2010 will end. 

"The department is very serious about its thrusts towards equitable and ownership," stressed Gayramon. 

After the distribution of the 1,600 hectares agricultural lands, the PARO officer hopes that more landless tillers will become genuine landowners in the next five years. 

"These beneficiaries of CARP-covered lands will surely help the country in its efforts towards poverty alleviation," he said. 

"We will continue to serve our best," he added. 

However, Gayramon also calls upon all CARP-implementing agencies to support the department in its endeavor to help the landless in the province. 

In another development, the DAR in Agusan del Norte recently issued land titles in the municipalities of Kitcharao and Jabonga under the Comprehensive Agrarian Reform Program Extension with Reform (CARPer). 

At least 40 farmer beneficiaries from Barangays Bangayan and San Isidro of Kitcharao town and 69 farmers beneficiaries from Barangays Beltran and Maraiging of Jabonga town received Certificates of Land Ownership Award (CLOA) covering a total area of 73.9060 hectares for the municipality of Kitcharao and 85.0077 hectares for Jabonga. 

DAR Caraga Regional Director Faisar A. Mambuay personally handed-over the CLOA to the farmer-beneficiaries with the assistance of PARO II Andre B. Atega. 

Director Mambuay and PARO II Atega commended the new landowners for the land they can now call their own and urged them to make use of the opportunities it offers by working hard to make the lands productive and enjoy the benefits. 

A huge wave of farmer-beneficiaries attended and voiced their desire to thank DAR for its commitment to improve the living condition of the farmers to become successful. 

According to the data reflected in the summary of CLOA for distribution in the province of Agusan del Norte, the agency has already distributed a total of 25,692.0467 hectares or 69 percent accomplishment versus the working scope of 37,396.6674 hectares involving 14,266 Agrarian Reform Beneficiaries, leaving a Land Acquisition and Distribution (LAD) CARPer Balance of 11,704.6207 hectares, or 31 percent to be distributed to an estimated of 6,487 Agrarian Reform Beneficiaries in the next five years.

Mindanao leaders vow to protect watershed areas and water supply 

BUTUAN CITY (July 26) -
Local leaders from various cities, provinces and municipalities in Mindanao on Sunday vowed to protect all watershed areas in their respective communities in an effort to avert future water crisis in the second largest southern island in the Philippines. 

At various interviews, the governors, mayors, congressmen and barangay leaders also pledged anew to lead in their respective constituents in the tree planting and reforestation program, not only in the watershed areas but also in uncultivated and idle lands in their respective localities. 

In unison, Mindanao key cities local chief executives, Butuan City Mayor Ferdinand Amante, Jr., Cagayan de Oro City Mayor Vicente Emano, Surigao City Ernesto Matugas and Davao City Mayor Sara Duterte, committed to protect their respective forests from timber poachers, illegal miners and other rapists of the environment. 

They vowed to give more teeth in their environment preservation and forest protection drive. 

Surigao del Norte Gov. Sol Matugas, along with her husband Rep. Francisco Matugas, Surigao del Sur Gov. Johnny Pimentel, Agusan del Sur Gov. Adolph Edward Plaza, Agusan del Norte Gov. Erlpe John Amante, Compostela Valley Gov. Rey Uy and Misamis Oriental Gov. Oscar Moreno also voiced the same statement. 

The Mindanao leaders mapped out their several short-term measures as well as a long-range plan to avert Mindanao water shortage. 

They assured their respective constituents that the national government as well as local governments are doing all they can to avert Mindanao water crisis. 

“We are committed to protect our environment, after all, our actions is also in line with the global warming and climate change mitigation program. 

The key Mindanao leaders voiced their respective pronouncements after experts have sounded alarm bells about the effects of global warming and climate change in Mindanao which is seen to be the most threatened region in the country by 2050, thus severely affecting the agricultural and industrial sectors. 

Experts said the loss of forest covers and the degradation of coastal and marine resources are driving these changes faster in Mindanao. 

The experts warned that domestic and industrial waste discharged into the sea further aggravate the vulnerability of the coastal ecosystem. 

They said climate-vulnerable hydroelectric power sources and irrigation systems in Mindanao would "definitely weaken the overall resiliency of food security and self sufficiency" of Mindanao. 

To counter the effects of global warming and climate change, there must be “honest to goodness” massive tree planting and reforestation program, they said.

Sources from the Philippine Atmospheric, Geophysical and Atmospheric Services Administration (Pagasa), said Mindanao is undergoing drastic change in terms of annual mean rainfall which is rapidly dropping. 

It said there would likely be a significant warming by the middle of the century. 

Pagasa alleged that by 2020, Mindanao would likely be warmer by 1.2 degree Celsius compared to its normal temperature and this may shoot up by three degrees by 2050. 

From 2020 to 2050, Mindanao is seen to experience a general reduction in rainfall by as much as 11 percent, the government’s weather forecaster added.
