TUCP pushes for green jobs, decent work

Surigao del Norte (28 May) - A national workshop for green jobs and decent work was successfully held in Bacolod City recently. Organized by the Trade Union Congress of the Philippines (TUCP) with support from Japan International Labour Foundation (JILAF), the activity documented information on workplace and community-based green jobs and greening practices to contribute to national efforts in developing a green sustainable development strategy in the framework of creating green jobs and promoting decent work.

“TUCP is one with the government in search for practical ways to adapt to climate change,” said TUCP General Secretary Ernesto Herrera.

Also, the workshop sought to push the problem of climate change as a mainstream environmental issue in the workplace and the community.

As climate change being the greatest challenge facing the world today, Herrera urged everyone to act promptly. “If we don’t do anything, temperature will continue to rise,” he said.


Understanding Green Jobs and Decent Work

TUCP Deputy General Secretary Cedric Bagtas defined green jobs, “as jobs that sustains people and the environment.”

He maintained that green jobs can be found in the so called green sectors that include renewable energy (versus fossil fuel energy), public mass transportation (versus road transportation), recycling & pollution control, biodiversity conservation and ecosystem management, among others. He, however, said that not all green jobs are necessarily decent jobs.

“Many green jobs are done in conditions that will be considered ‘indecent’ – low pay, no social protection, poor health and safety standards, exploitative employment relationships & gross violations of employment rights,” Bagtas added.

He stressed that greening should extend to existing jobs that are indecent by all definitions, and that greater efforts should be devoted toward green practices seeking to modify indecent work.

Meanwhile, Socio-Policy Division Director Bro. Toyoji Sugiyama of Japanese Trade Union Confederation (JTUC-RENGO) in his presentation stressed that green jobs lessen the environmental impact of enterprises and economic sectors, ultimately to levels that are sustainable.

Sugiyama said that JTUC has called for “just transition” for those affected by a change to a green economy and for those who must adapt to climate change with access to alternative economic and employment opportunities to union workers.

What the JTUC sees for green jobs according to Sugiyama is “employment generation plan for 1.8 million people,” from healthcare, job assistance and employment, education to sustainable agriculture, fishery and forestry sector.

Meantime, as part of the output in the said activity, the participants drafted tools: 1) checklist on green jobs and green practices; and 2) Trade Union Policy on Green Jobs and Decent Work, to guide workers and their organizations in identifying priorities and implementing greening improvements.

Some 25 participants from target sectors such as manufacturing, transportation, mining and energy production, plantation, and/or federation in charge of workers’ education and research in Luzon, selected areas in Visayas and Mindanao actively participated in the said program. TESDA Board members inspect TESDA Manpower Training Center in Surigao del Sur

BISLIG CITY (May 28) – Technical Skills and Development Authority (TESDA) board members inspected recently the on-going construction of “Bislig Manpower Training Center” at Sitio Macaragogo, Poblacion, this city.

Acting City Mayor and newly elect City Vice Mayor Cejoco committed during his message to continue to support the TESDA Scholarship Program and for the progress of the Training Center when it is fully operated soon.

The project was realized thru the initiatives of Congressman Florencio Garay who allocated funds amounting to P10 million from his Priority Development Assistance Funds (PDAF), and LGU Bislig officials under the administration of Mayor Alberto Tan and City vice Mayor Conrad Cejoco for donating the land of 5,000 sqm where the said building was constructed.

The team was composed of the following: Cesar Ochoa, Employer Sector; and Isidro Antonio Asper and Concepcion Dodd, Labor Sector. LGU-Bislig, TESDA ink MOA supporting “Scholar sa Barangay” program

BISLIG CITY (May 28) – Acting City Mayor Conrad Cejoco and TESDA Provincial Director Rey Cuevas on Thursday, May 27 signed Memorandum of Agreement (MOA) during the inspection of the on-going construction of the TESDA Manpower Training Center in Poblacion here.

Mr. Allan Millan of TESDA provincial office said that acting City Mayor Cejoco allocated funds thru his initiatives intended exclusively to Bisliganons worth P500,000. The MOA is a commitment of the Local government Unit to finance the trainees for “Scholar sa Barangay” under TESDA program.

Meanwhile, in behalf of Cong Garay, Mr. Jo Candia in his message emphasized the importance of the PGMA Scholarship Program especially that Caraga Region is one of those regions that are greatly affected with global financial crisis. “PGMA TESDA Scholarship program is a great help to out-of-school youths and displaced workers in Bislig City to find a job. Thru this, Cong. Garay allocated Php 1.4 million and another Php 1 million additional for TESDA Scholars.”

Lumad groups indorse fellow to a position in DENR 

BUTUAN CITY (27 May) – With issues and concerns brought to officials of the Department of Environment and Natural Resources (DENR), one person belong to an ethnic group was indorsed by groups of ethnic tribes such as the Alyansa ng Katutubo at Indigenous Nasyonal, Inc. (AKIN); Tribal Coalition of Mindanao (TRICOM); Alyansa Lumad-Mindanao (ALLUMAD); and the Mindanao Peoples Peace Movement (MPPM), to work with the department under the Aquino administration, believing that he can be a good representation of the lumads in the department and feel the importance of the nature to mankind. 

As a datu, this man believes that he can enforce and takes care not only the natural resources but as well as the lumads’ ancestral domains. He is Alexander Dela Rosa Trinidad, born on May 8, 1957, baptized as a Roman Catholic, married to Cecilia Castillo-Trinidad and presently residing at No. 5, King Edward St., Kingspoint Subdivision, Quezon City. 

Trinidad is a member of the Noynoy Aquino for President Movement (NAPM) and the Yellow Force. He is also designated as Caraga Regional Chairman of the said organizations. 

When the campaign started, Sen. Aquino was number four in Caraga Region as per surveys conducted by private organizations but his (Trinidad) relentless efforts are among the common factors Aquino garnered a margin of 229,842 over his closest rival in Caraga – LAKAS-KAMPI-CMD’s bet Gilbert Teodoro. 

Same with the majority of the Filipinos, Trinidad recognized the integrity of the Aquino family. With this, he believed that Senator Benigno “Noynoy” Aquino, as member of the Aquino family, upholds this integrity. 

As to the other organizations where he represented, Trinidad is a member of the Rotary Club of Quezon City Central, Tent of Praise Fellowship, Bread of Life Ministries and Marriage Encounter Quezon City. His educational background include a degree in Bachelor of Science major in Accounting and an undergraduate of an engineering course at Far Eastern University – Manila.

Education Secretary Mona Valisno leads in this year Flag Day programs which coincides with the Battle of Alapan in Cavite along with the local government officials of Imus,the NHI, the member agencies of the June 12 NOC and the student population. 

Dep. Education Sec. Valisno issued Dep.Ed memo order # 210 directing all schools nationwide for the display of the Philippine Flag from May 28 to June 12, 2010 circular. 

Also, the province of Imus, Cavite has lined up fitting activities for this year’s Flag Day celebration which starts with the annual Flag raising and wreath laying ceremonies, Miguel Santo and Alapan Tableaux a, parade at 7 in the morning.

DepEd Sec. Valisno leads the Nat’l Flag Day in Cavite 

Department of Education Secretary Mona Valisno will lead this year’s National Flag Day program at Imus, Cavite according to National Historical Institute Executive Director Ludovico Badoy during a first formal meeting of the Technical Working Organizing Committee of the Celebration. 

Secretary Valisno accepted this year’s invitation as guest of honor in the Flag Day and wreath laying ceremonies in Imus, Cavite to be joined by newly elected local executive officials of Cavite. 

According to Sec. Valisno, they had just completed this year’s first batch of the Seminar Workshop on the Flag and Heraldic Code, which was participated by private school administrators, teachers and students. This was done in cooperation with NHI, Dep Ed., Heritage Institute. 

Also, NHI Chairperson Ambeth Ocampo and Executive Director Badoy expressed enthusiasm in activities set for the big day. These are display of flags and tarpaulins along major through fares and in all government offices, schools and universities to be led by DPWH, Dep Ed, DILG, CSC. 

MUSIKALAYAAN, a free concert of the AFP Band in celebration of Flag Day shall held be on May 28 at 7 p.m. at Open Air Auditorium Rizal Park. The public is invited to this free concert.

DSWD Caraga welcomes new partner 

BUTUAN CITY – The Department of Social Welfare and Development (DSWD) Caraga Region welcomed Ms. Caroline Sperling and Mr. Ulrich Krausse, representatives of German Development Service (DED) during the recently held partner induction at Goat2gedr Hotel and Restaurant. Assistant Regional Director Mita G. Lim warmly greeted the partners on behalf of Director Mercedita P. Jabagat. 

Mr. Jean Paul Parajes, Planning Officer III of DSWD Caraga presented a brief orientation to partners of DSWD’s programs and services. 

Caroline Sperling, DED’s Civil Peace Service (CPS) Program Coordinator oriented the officers and members of the field office’s staff on the basic information on DED partner cooperation and the Civil Peace Service. 

She said DED believes development intervention (DI), which can differ in size and can include one or more different projects and partners, is a joint project or program of the German Development Cooperation in cooperation with partner organizations, donors or third parties. Sperling emphasized that Civil Peace Service contributes to non-violent conflict resolution and sustainable and just peace. 

In his short message, Mr. Ulrich Krausse, Civil Peace Service expert assigned to DSWD expressed that “I am happy to work with DSWD.” Mr. Krausse will report to DSWD on June 1, 2010. 

The DED through its Civil Peace Service Program and DSWD Caraga forged their partnership to work along conflict transformation and peace building for a period of two (2) years. Career service exams top passers bared 

Two examinees from the National Capital Region topped the Career Service written examinations conducted nationwide on November 15 last year, the Civil Service Commission (CSC) said. 

Rachael I. Seso, with a rating of 88.44, bested 50,590 examinees of the Career Service Professional test, while Vivian Rose V. Velasco, with a 92.15 rating, placed first among the 11,799 hopefuls for the Sub-professional test. 

A passing rate of 9.25% was recorded for the Professional test, and 14.01% for the Sub-professional test, comprising 4,681 and 1,653 passers respectively. The CSC has earlier reported that, out of the total 62,389 examinees, 6,334 or 10.15% hurdled the tests. 

Five more from NCR landed in the list of Top 10 passers of the Professional level. They are Kristine Grace D. Banaag with a rating of 87.67 (4th place); Maria Ofelia S. Leaño, 87.62 (6th place); Jim C. Monforte, 87.61 (7th place); Maria Janica V. Brigola, 87.6 (8th place); and Lisa E. Lamberte, 87.47 (10th place). 

The rest of the Top 10 passers of the Professional level include Gail B. Prodigalidad from Southern Tagalog, 88.43 (2nd place); Nathalie Marie R. Mariano from Northern Mindanao, 87.88 (3rd place); John Alexander S. Belderol also from Northern Mindanao, 87.67 (4th place); Fleureeza Marie A. Liwanag from Ilocos Region, 87.63 (5th place); and Violet Susan C. Joaquin from Davao Region, 87.52 (9th place). 

Completing the list of Top 10 passers of the Sub-professional level are Rona May U. Tadlas, 91.45 (NCR); Mary Joy Anne A. Diamante, 91.2 (Western Visayas); Bernardo C. Obispo Jr., 90.93 (Central Visayas); Ruth C. Domegse, 90.92 (Cordillera Administrative Region); Cherry O. Parabuac, 90.9 (Southern Tagalog); Margarita G. Ferreras, 90.8 (Bicol Region); Ma. Reinna S. Statistics 

Based on the profile of the examinees, the 3,939 female passers from both examination levels outnumbered by 66.84% the male passers totaling 2,361. 

In terms of status of employment, 3,154 or 49.79% of the collective number of passers were unemployed – 2,241 passers or almost half (47.87%) in the Professional level, and 913 passers or more than half (55.23%) in the Sub-professional level. There were 1,702 passers who came from the private sector and 1,103 from the government. Those self-employed have a combined count of 200. 

Data further show that bulk of the passers at 4,730 or 74.68% indicated entrance to government as their main reason for taking the career service examination. Lines of work highly considered by majority of the passers include human resource; social science and welfare service; general administrative services; financial service; math, physical and biological science service; and tourism and industry service. 

The CSC said that Professional and Sub-professional eligibles may be appointed to appropriate positions in the government that are not covered by Bar, board and special laws, provided they also meet the education, experience and training requirements of the position desired. 

The CSC again administered the Career Service Professional and Sub-professional written examinations to 95,393 registered examinees on April 25, the first examination scheduled for the year. The second and last round of Career Service written examinations will be held October 17, 2010. Applications are now being accepted at CSC Regional and Field Offices nationwide.

Surigao City, 3 Surigao del Norte towns piloted for disaster mitigation project

SURIGAO CITY (May 26) - The nickel city of Surigao and three municipalities of Surigao del Norte province in Northeastern Mindanao (Caraga region) were chosen as pilot areas in identifying possible disaster risks and mitigation projects. 

The Office of Civil Defense (OCD), National Economic Development Authority (NEDA) along with the Housing and Land Use Regulatory Board (HLURB) are already preparing for a project that would help local government units (LGUs) identify disaster risks and incorporate mitigating measures into their local development plans. 

The integrating Disaster Risk Reduction and Climate Change Adaptation (DRR-CCA) in Local Development Planning and Decision-Making Process, aims to provide high-risk LGUs a guide in identifying options for collective responses to common risks. 

Surigao del Norte was chosen as a pilot area following its formulation of a DRR-enhanced Provincial Development and Physical Framework Plan (PDPFP). 

Under the plan, the provincial government has identified Surigao City and Claver, Gigaquit and Bacuag towns, all of Surigao del Norte province cluster as high priority areas for DRR interventions. 

Anytime from now, the OCD, NEDA, HLURB and local disaster councils will conduct field inspections to validate hazard risks identified by the LGUs and generate their support for the project. 

The team, led by Regional Development Coordination staff director Susan Rachel G. Jose, was able to identify an eroded riverbank in Bacuag and several rain-induced landslides along the newly constructed highway from Surigao City to Claver, Surigao del Norte. 

The Integrating DRR-CCA project is expected to produce a Reference Manual that would showcase a risk assessment methodology and suggest entry points for mainstreaming disaster and climate risks reduction in land-use plans. 

The project is being implemented by NEDA, with support from the United Nations Development Programme and the Australian Agency for International Development. 

Meanwhile, Northeastern Mindanao OCD Regional Director Blanche T. Gobenciong said the DRR-CCA pilot projects in Surigao City and in the Surigao del Norte's three towns will make “positive” mitigating measures in times of calamities.

P10-M 'bangus' processing plant to rise in Northern Mindanao town

BALINGASAG, Misamis Oriental (May 26) - A P10 million “bangus” (milkfish) processing plant is set to rise in Northern Mindanao town. 

With this new development, the Department of Science and Technology (DOST) and Bureau of Fisheries and Aquatic Resources (BFAR) in Northern Mindanao are offering their services in providing technological assistance to the mariculture community in Balingasag, including bangus deboning and bangus processing to sardines. 

The groundwork for the construction of the fish processing plant in Balingasag town, Misamis Oriental province is already underway. 

Provincial and municipal government officials led by Gov. Oscar Moreno and Balingasag town Mayor Alexis Quina are looking forward to export bangus (milkfish) to other countries. 

“We are now globally competitive and this will add more income to our local coffers and town folks,” said Mayor Quina. 

He added that they can now see full range of bangus production in their progressive town as the Balingasag Mariculture Part Investors Association (BMPIA) wants to keep the price of bangus at affordable price to their consumers. 

For her part, Marietta Abogado, president of the Balingasag Mariculture Investors Association, said the new structure will also generate more jobs. 

She said there are currently 285 fish cages erected at the 195-hectare Balingasag Mariculture Park. 

Currently, each kilo of bangus is sold from P92 to P95 as farm gate price. 

Balingasag town is known as the bangus capital in Northern Mindanao. 

Meanwhile, Gov. Moreno has assured that the provincial government of Misamis Oriental will extend more support to the officials in Balingasag town and BMPI to help find more market for the bangus industry. (muc/PIA-Caraga)

P9.5-B infra projects on way to completion in Mindanao 

BUTUAN CITY (May 26) - Several big infrastructure projects worth more than P9.5 billion are under construction or nearing completion in Northeastern, Northern and Central Mindanao, officials of the Department of Public Works and Highways (DPWH) said on Wednesday. 

These mega infrastructure projects that are being undertaken and closely supervised by the DPWH regional directors and district engineers are all under the Mindanao Super Region projects and President Gloria Macapagal-Arroyo's State-of-the-Nation Address (SONA) commitments. 

Region XIII Regional Director Dr. Evelyn T. Barroso has vowed to complete in its target time limit the P1.7-billion Surigao-Davao Coastal Road, along with the Lianga (Surigao del Sur)-Prosperidad (Agusan del Sur) Section and Adlay-Bon-ot (Surigao del Sur) Section. 

The Package 13 Tagasaka-Bislig Section, Package 14 Bislig-Lingig Section and Package 15 Lingig-Boundary Boston (Davao Oriental) road projects are nearing completion. 

Five Surigao-Davao Coastal Road SONA projects –- Package 1 Amontay-Sto. Nino Section, Package 2 Marihatag-San Agustin-Lianga Section, Package 3 Tandag-Marihatag Section, Package 10 Boston-Bislig Section and Package 11 Bislig-Manay Section have been finished ahead of schedule, Barroso said. 

The Surigao del Sur-Davao Oriental Coastal Road forms part of the country’s arterial road network and is classified as one of the roads with vital strategic importance. 

It also serves as the trunk line for the coastal municipalities of three provinces that leads to the main Pan Philippine Highway as its terminal point. This road traverses the provinces of Surigao del Norte and Surigao del Sur in Northeastern Mindanao (Caraga Region) and Davao Oriental in Southern Mindanao (Region 11). 

“We are trying to complete these big projects before the end of this year,” Barroso said. 

Early this year, President Arroyo inspected the completed infrastructure projects, particularly those in Surigao del Norte and Surigao del Sur. 

The tourism industry also continues to flourish in the so-called “paradise island” of Siargao in Surigao del Norte in Northeastern Mindanao (Caraga Region) as Mrs. Arroyo inspected and inaugurated the completed P152-million Sayak Airport Development Project (SADP) at Dapa town, Siargao Island last May 14. 

Meanwhile, the DPWH reported that the construction of the P7.853-billion Laguindingan Airport Development Project (LADP) in Laguindingan town, Misamis Oriental, particularly the civil works and buildings, was already 65 percent complete as of May 14, 2010. 

Access road to the airport was completed in January 2010. Land acquisition for the main airport area is 99.24 percent complete, with 390.95 hectares already acquired of the 393.94-hectare requirement, DPWH said. 

The LADP is one of the SONA commitments of President Arroyo for Northern Mindanao, according to Region 10 DPWH Regional Director Jerome M. Dela Rosa. 

He said that the civil works are expected to be at least 72 percent complete when President Arroyo's term ends on June 30. The project will be made operational in January 2012. 

In a related development, Central Mindanao (Region XII) Regional Director Sinaolan Macarambon also reported that the ground works of the P412.4-million road project that will connect Maguindanao with Sultan Kudarat Province also nears completion, particularly the Package 1 of the Junction Awang-North Upi Road Project. 

To date, the contractors have accomplished 94 percent of the project, Macarambon said. 

“If completed, this road project will reduce travel time from two hours to 45 minutes which in turn will reduce the transport cost of agricultural products from the high land farmers in Maguindanao,” he added. 

He also said that this project will also boost the government's peace and order program as the new access road will improve the delivery of basic services such as health and education to far-flung barangays in the area. 

The project includes the concreting of 6.8 kilometers of gravel road and re-blocking of 23.2 kilometers of existing concrete pavement, rehabilitation of road shoulders, construction of drainage and slope protection works and improvement of three existing bridges. 

Macarambon added that because the project will also serve as an access road going to the mountainous and forest areas of Maguindanao, it will also enable environmental groups and organizations to monitor the bio-diversity and wildlife protection in the province. (muc/PIA-Caraga)

PNP forms 'Task Force Bravo' to arrest ambushers of DPWH executive 

CAMP ALAGAR, Cagayan de Oro City (May 26) - The regional command of Police Regional Office 10 (PRO 10) on Tuesday formed “Task Force Bravo” in an effort to identify and arrest the gunmen who carried out the ambush of regional official of the Department of Public Works and Highways (DPWH) in Macanhan area, Barangay Carmen, Cagayan de Oro City last Monday. 

Chief Supt. Conrado E. Laza, regional director of PRO 10, called an emergency command conference on Tuesday at Camp Alagar among various law enforcement groups and map out tactical operation against the suspects. 

“Everybody must move to identify and arrest the suspects,” ordered Chief Supt. Laza. 

The task force is composed of law enforcers from regional command of PRO 10 at Camp Alagar, Cagayan de Oro City Police Office (COCPO), National Bureau of Investigation (NBI) and the Criminal Investigation and Detection Group (CIDG). 

Each of the law enforcement groups under “Task Force Bravo” were given specific task during emergency command conference. 

The members of the task force were given up to Thursday to submit their initial report and possibly, identity of the suspects. 

Task Force Bravo is a special group that would closely look into the attempt on the life of Engr. Mauro D. Bravo, Jr., DPWH assistant regional director (ARD) for Region 10 on Monday morning. 

Bravo’s driver, Avaise Sombreo, was killed in the ambush. 

Meanwhile, the CIDG on Wednesday has released an artist’s sketch of the gunmen based on the description given by witnesses. 

As this developed, the task force have kept secret Bravo’s whereabouts. 

Government authorities brought Engr. Bravo to a safehouse where he is recuperating from six bullet wounds. 

A police official, who requested anonymity, said members of Task Force Bravo were looking into six possible motives. On top of the list of possibilities is that the attack was work-related. 

Currently, ARD Engr. Bravo is the chairperson of the Public Bidding and Awards Committee (PBAC) of the DPWH in Northern Mindanao. (muc/PIA-Caraga)

150,000 bags of Vietnam rice arrive in Caraga region

SURIGAO CITY (May 25) – Another boat load containing 150,000 bags of imported rice arrived at the port of Surigao City, a National Food Authority (NFA) official disclosed on Tuesday. 

Caraga NFA Regional Director Gil Pepito B. Paqueo said with this arrival, the stock of rice currently stocked at various warehouses and designated government outlets are more than enough to meet the region’s rice requirement for 31 days or more, based on the region’s daily requirement of 22,800 bags of rice. 

Since December last year, at least one million bags of imported rice already arrived in the Caraga region. 

Last week, the NFA official have asked interested grains businessmen/millers/wholesalers/retailers/establishments as buyers for the sale of imported rice currently stored at various NFA warehouses throughout the region. 

However, Director Paqueo stressed that buyers should be licensed as retailer/wholesaler by NFA. 

Maximum quantity of 5,000 bags per purchase per buyer based on capitalization is allowed by the management. 

The NFA official also urged the public to send their comments or complaints to NFA offices in case of rice diversion, rebagging and overpricing. 

Meanwhile, in a bid to further boost the production of palay in the next cropping season in the Caraga region, particularly in Agusan del Sur and Agusan del Norte, noted as rice producing provinces, a new scheme on rice seeds procurement and distribution are being adapted jointly undertaken by the Department of Agriculture (DA)-13 and NFA with the respective local government units (LGUs). 

The new scheme is the department’s Rapid Seed Supply Financing Project (RaSSFiP) financed through the International Fund for Agricultural Development-European Commission (IFAD-EC) loan and grant. 

Based on the implementing guidelines adopted last year, the DA will download to the NFA the RaSSFiP fund in the amount of P668,819,742, a loan from IFAD and the IFAD-EC grant of P430,665.420. 

The said amount will be used by NFA for the procurement of Certified Rice Seeds (CRS) based on the volume and variety as determined by DA from certified seed growers and with certification from the Bureau of Plant Industry (BPI). 

On distribution aspect, DA shall determine the distribution areas, the seed requirements per area in terms of variety and volume and the farmer beneficiaries in consonance with the local government units. 

Farmers could still avail the seeds on 50 percent discounted price through the DA authorized representative upon payment of the farmer’s equity to NFA. (muc/PIA-Caraga)

DPWH starts ‘Oplan Balik Eskwela”

BUTUAN CITY – All district engineering offices of the Department of Public Works and Highways (DPWH) in Northeastern Mindanao (Caraga region) will start on Monday the ‘Oplan Balik Eskwela’ in line with the opening of classes early next month. 

DPWH Region XIII director Dr. Evelyn T. Barroso on Friday ordered all district engineers and field officers to mobilize their respective maintenance divisions for the ‘Oplan Balik Eskwela’. 

The regional office of the DPWH here directed district engineers to start the repainting of pedestrian crossings near schools in their respective areas of jurisdictions. 

Director Barroso ordered field engineers to help de-clog drainage systems to avoid flooding when rain occurs, repair potholes and clear obstructions along national roads for the safe travel of students. 

She also ordered to accelerate the completion and repair of school buildings, inspect its structural safety and to remove unsafe billboards/signs near schools for the safety of the students. 

Barroso made the move in line with the directive of Public Works and Highways Secretary Victor A. Domingo that all regional offices should gear up for the opening of classes on the second week of June to ensure the safety of school children. 

In his directive to all regional directors, Domingo said the ‘Oplan Balik Eskwela’ was part of the department’s commitment in preparing school classrooms, school buildings, billboards and roads safe and “well-kept in time for the school opening”. (muc/PIA-Caraga)

600 business entrepreneurs join region-wide seminar in Caraga region

BUTUAN CITY, May 24 - At least 600 business entrepreneurs from different cities and provinces in Northeastern Mindanao (Caraga region) participated in a one-day business seminar over the weekend at downtown hotel and convention center here. 

Academe, cooperatives, local government units (LGU) and other business agencies also joined in the seminar aside from the business sector. 

The business seminar was spearheaded by the Department of Trade and Industry (DTI) in Northeastern Mindanao together with “Go Negosyo” for the DTI's One Town One Product Program (OTOP) and micro, small and medium entrepreneurs (MSME). 

Participants, along with various speakers discussed on setting the right mindset in starting a business, creating changes and reaching success, spotting business opportunities and selecting the best market for the business, innovating products and services, proper advertising, subsidizing and managing finances in a business. 

The speakers also discussed to the participants the 21 steps on how to start their own business, innovative approach and even marketing approach to make it more competitive. 

The primary objective of the seminar is to promote entrepreneurship to the mindset of businessmen and to the existing and potential investors, said Region Xlll DTI Regional Director Brielgo O. Pagaran. 

“Know your product and know your market is a very vital ingredient to have sustainable business,” stressed Director Pagaran in his message Friday. 

During the seminar, Ramon Lopez, executive director of the Philippine Center for Entrepreneurship presented the overview of the “Go Negosyo” while Ferdinand Maranon, president and chief executive officer of Sagrex Foods, Inc.; Salvacion Leunberger, founder and chief executive officer of SUL Orchids; and Cathy Brillantes-Turvill, founder and president of Nurture Spa, spoke inspiring stories of successful entrepreneurs, respectively. 

Other speakers in the seminar include Efren Sotto, Human Resource Consultant; Paulo Tibig, president V-Cargo and Association of Filipino Franchisers, Inc.; Reuel Virtucio, executive director of Punla sa Tao Foundation; Mylene Abiva, president and chief executive officer of Felta Multimedia, Inc.; and Glenn Baticados, Social Enterprise Development manager, Punla sa Tao Foundation and director of School of Management and Technopreneurship, De La Salle Canlubang. 

All the resource speakers gave a special speech about leadership and success, tips on how to start a business and the importance of having a right business at the right place and with a good service, importance of letting the people know about a business product and making people patronize it and how to give sufficient financial support to the business and how to properly handle the money aspects of a business.

Mindanao’s 33 electric coops decry the 66% transmission rate increase

BUTUAN CITY, May 24 - The 33 electric cooperatives in various areas in Mindanao decried over the weekend the 66 percent transmission rate increase on ancillary service charge and regulated transmission services, saying “it is very shocking on their part”. 

The Mindanao’s major electric cooperatives such as Agusan del Norte Electric Cooperative, South Cotabato Electric Cooperative, Zamboanga Electric Cooperative, Davao del Norte Electric Cooperative and Davao del Sur Electric Cooperative, are set to file their petitions with the Energy Regulatory Commission (ERC) to intercede, hoping to lessen the impact of transmission rate increase imposed by the National Grid Corporation of the Philippines (NGCP). 

Among the five major Mindanao’s electric cooperatives, the Agusan del Norte Electric Cooperative (Aneco) will file its petition on Monday with ERC chair Zenaida G. Cruz- Ducut. 

In the 66 percent rate increase, the NGCP is set to collect an estimated close to P700 million from the 33 electric cooperatives in Mindanao, it was learned. 

“The NGCP has abruptly billed us the amount of P49,630,809.28 covering the billing period from March 26 to April 25, this year, and it is very shocking on our part,” said Aneco General Manager Horacio T. Santos. 

He added: “The price becomes P977.12 per kilowatt hour which is 66 percent more than the preceding billing period”. 

He said that all electric cooperatives in Mindanao also suffered the same 66 percent transmission rate increase. 

The electric cooperatives in the island are requesting the ERC to intervene with the NGCP to “spread out their billing on ancillary services charge into six months or one year time in order for them to lessen the impact of transmission rate increase”. 

“We are only asking to give us ample time to pay the additional charges imposed by the NGCP,” also said Engr. Namocatcat.

However, it was also learned that some electric cooperatives pose to file in the lower court on the alleged abrupt imposition of transmission cost increase by the NGCP. 

In a related development, the business sector, particularly the Federation Chamber of Commerce in Mindanao is waiting for the immediate move of the incoming administration under President Benigno Simeon “Noynoy” Aquino III on power issues that concern Mindanao up to now. 

The Mindanao Business Council (MBC) and Mindanao Electric Power Alliance (MEPA) chair Vicente Lao bared the sector's wait and see status on how Aquino's administration will resolve Mindanao's power crisis. 

The Mindanao power outages is back on Friday where the state-owned National Power Corporation (Napocor) and NGCP imposed a 2 up to 4 hour rotating brownouts in all electric cooperatives and other power users in the island. 

The companies who are dependent on Mindanao grid will again rotate their working schedule where daily or hourly wage workers will be affected due to rotating power brownout. (muc/PIA-Caraga)
